Abstract:
Purpose – The purpose of this paper is to apply a framework for value stream mapping (VSM) integrated with fuzzy quality function deployment (QFD) for enabling scientific prioritization of improvement proposals to improve leanness. Design/methodology/approach – The literature was reviewed from the perspectives of VSM, QFD and fuzzy logic applications. The current state map was developed for the case component; fuzzy QFD was used for prioritizing improvement proposals and prioritized proposals were incorporated in the future state map. Findings – The approach enabled the scientific mapping of wastes with improvement proposals and thereby enabling systematic implementation of improvement proposals. The conducted pilot study resulted in 4 percent reduction in cycle time. As the lean implementation is a continuous process, furthermore improvements are expected in near future. Research limitations/implications – The study was conducted in an Indian camshaft manufacturing organization. The improvements in terms of leanness parameters were quantified. Practical implications – The findings determined from the study has practical relevance. Besides, managerial implications were also discussed. Originality/value – The study presented in this paper was conducted in a real time manufacturing environment. Hence the contributions of study are found to be valuable among academic and practicing communities.

Narrowband (NB) powerline communication (PLC) is extensively adopted by utilities for the communication in advanced metering infrastructure (AMI) systems. PLC technology needs to overcome channel disturbances present in certain grid segments. This study analyzes improvement proposals of the physical layer of the main narrowband PLC technologies approved by international communication organizations that are currently deployed in Europe: Powerline Intelligent Metering Evolution (PRIME) 1.3.6, PRIME 1.4, and G3-PLC, in order to improve PLC performance under channel disturbances. This thorough study is based on simulations carried out by an innovative ad hoc Virtual PLC Lab, developed by the authors, applied in replicable, fully-automated, and cost reduced test scenarios. The analysis is performed by applying standardized test methods and metrics, and by evaluating the influence of a set of representative channel disturbances defined by the European Telecommunications Standards Institute (ETSI) and selected noises generated by distributed energy resources (DER) in normal operation. PLC performance improvements in terms of equalizer curve fitting, error correction codes, and noisy subcarrier suppression mechanisms are presented. The performance gain due to each physical improvement proposal is accurately measured and compared under the same conditions in a replicable and automated test environment in order to evaluate the use of the proposals in the evolution of future PLC technologies.

Though Brazilian academia claims equality, the sector has largely been referred to as non-meritocratic, and academic hiring is still inward-oriented. The Lattes platform, a public curricular information system, reflects elements of this protectionism. This article assesses two ‘obsessions’ in Brazilian academia: the ‘mandatory’ Lattes CV, and the assessment criteria and procedures in public tenders for faculty positions. The current situation is introduced to the reader, and the shortcomings of these methods and their effect on academia in Brazil are analyzed. The following improvements are proposed: (1) evaluations in public tenders based on a candidate’s CV, interview, and a sample lecture, (2) removing the Lattes CV as a mandatory format, and (3) using platforms such as Microsoft Academic, Google Scholar, ORCID or ResearcherID for curricular information. With these recommendations, Brazil can move towards a more open and international-oriented academic hiring system.

AbstractThe main purpose of this paper is to explain the ways in which environmental audit contributes to improving and preserving environmental protection, respecting the concept of sustainable development. The paper uses methods of analysis, synthesis, analogy, and continuity. Specifically, to draw conclusion about the impact of environmental audit on environmental improvement and protection, first of all, relevant and available foreign literature and practice are consulted. Research results show direct link between environmental audit requirements and protection and improvement of polluting enterprises’ environment. Practical applicability of research results consists in giving specific proposals to reduce pollution and improve environmental protection. Furthermore, the most appropriate form of environmental audit report is proposed. Originality and importance of research conducted in this study consist of proposals for introduction, implementation, control, and continuous improvement of environmental protection, through internal and external environmental audit in enterprises of the Republic of Serbia.

Religious aspect of charity is connected closely with Islamic endowment (waqf plural awqaf) and becomes a key Islamic institution within the Muslim world for more than a millennium. Globally including Malaysia, waqf widely relates to land and buildings. Under Islamic Law the land or any property declared by individuals to become waqf is considered binding and valid as soon as the donor implies or expresses the intention clearly. There are 5 valid elements (rukn) of waqf declaration under Islamic Law. However, under Malaysian Land Law, waqf properties need to be registered at Land Office after a waqf declaration at State Islamic Religious Council (SIRC). The rational is to ensure land indefeasible ownership under National Land Code (NLC) 1965. However, there are few issues in the procedure existed. Therefore, this paper highlights nine issues from organisation and the donors involved in registration process of waqf land and suggesting nine improvement proposals by State Islamic Religious Council Johor. The approach adopted is ‘Content Analyses and ‘System Approach’.

The Project P.A.T.H.S. (Positive Adolescent Training through Holistic Social Programs) is a positive youth development program that attempts to promote holistic development in adolescents in Hong Kong. In the Tier 2 Program of this project, social workers are expected to develop positive youth development programs for adolescents having greater psychosocial needs. They are required to submit proposals that will be evaluated in terms of whether the proposals are evidence based, and appropriate evaluation mechanisms are included. With reference to the literature on parental control processes that Chinese parents may be loose in their behavioral control and they tend to overemphasize academic excellence, it is argued that improvement of the parenting skills of parents of Chinese adolescents is an important area to be addressed. To facilitate social workers to prepare the related proposals, a sample proposal on how to improve the parenting skills of Chinese parents is described, including its conceptual framework, proposed program, and evaluation plan. It is argued that this supportive approach (i.e., preparation of a sample proposal) can help social workers to develop quality proposals on positive youth development programs in Hong Kong.

There are several studies carried out on the problems of the Ventspils region labour market, but due to rapid changes in the economic situation, the results of these studies no longer accurately reflect the current situation. The aim of the paper is to present the research for identification and analysing of specific problems in the Ventspils region labour market and propose solutions for situation improvement. The research has examined the relationship between labour market change, labour market conditions and employers’ expectations in Ventspils region. The research is based on both secondary data analysis and primary data analysis obtained in a quantitative (questionnaire survey of entrepreneurs – employers) way and a qualitative way (interviews with representatives of the non-governmental sector). The analysis also showed that the main problem of the labour market related to lack of a qualified, skilled and motivated labour force. It is very important to identify opportunities for increasing qualifications and re-qualification in cooperation with educational institutions and the State Employment Agency. The problem was also the employment of persons before retirement and persons with disabilities. Therefore, there are necessary new, more effective mechanisms of involvement of these groups in the labour market, which are based on cooperation with NGOs, continuing education possibilities and social entrepreneurship. The role of the municipality is very important in this process.

Weakly supervised instance segmentation (WSIS) provides a promising way to address instance segmentation in the absence of sufficient labeled data for training. Previous attempts on WSIS usually follow a proposal-based paradigm, critical to which is the proposal scoring strategy. These works mostly rely on certain heuristic strategies for proposal scoring, which largely hampers the sustainable advances concerning WSIS. Towards this end, this paper introduces a novel framework for weakly supervised instance segmentation, called Weakly Supervised R-CNN (WS-RCNN). The basic idea is to deploy a deep network to learn to score proposals, under the special setting of weak supervision. To tackle the key issue of acquiring proposal-level pseudo labels for model training, we propose a so-called Attention-Guided Pseudo Labeling (AGPL) strategy, which leverages the local maximal (peaks) in image-level attention maps and the spatial relationship among peaks and proposals to infer pseudo labels. We also suggest a novel training loss, called Entropic OpenSet Loss, to handle background proposals more effectively so as to further improve the robustness. Comprehensive experiments on two standard benchmarking datasets demonstrate that the proposed WS-RCNN can outperform the state-of-the-art by a large margin, with an improvement of 11.6% on PASCAL VOC 2012 and 10.7% on MS COCO 2014 in terms of mAP50, which indicates that learning-based proposal scoring and the proposed WS-RCNN framework might be a promising way towards WSIS.

Abstract:
ObjectiveThe continual discovery of disease-causing gene mutations has led to difficulties in the complex classification of Charcot-Marie-Tooth diseases (CMT) that needs to be revised.MethodsWe recently published a proposal to update the classification of inherited neuropathies. The reactions from colleagues prompted us to diffuse the proposal and ask people if they would be ready for such a change. We therefore performed an internet survey (from October 1, 2016, to December 1, 2016) that included more than 300 CMT worldwide specialists (practitioners and scientists) from various countries. A questionnaire (with proposals to update and simplify the way in which CMT is classified) was sent by e-mail to all participants in the last International Charcot-Marie-Tooth and Related Neuropathy Consortium meeting held in Venice, September 8–10, 2016 (as identified through an e-mail list).ResultsOf the 107 CMT specialists who answered the survey, 65% considered that changes are needed and that our proposals constituted an improvement over the historical classification of CMT.ConclusionsBased on recent proposals in the medical literature, these results highlight that most specialists think that changes are needed to the classification of CMT.

Abstract:
This study deals with the evaluation of traffic performance at the road network around the old city of Karbala from the southern side, at Al-Tarbia Street and Fatima Al-Zahraa Street, through the evaluation of intersections performance. This is followed by suggestions of some improvement proposals, which vary from changing timing plan, geometric improvement, to change intersection type completely. The study area composed of seven intersections, three intersections are four legs signalized, and the other four are roundabouts. The video recording technique is used to collect the traffic data for 27 approaches. These data are abstracted from video films using EVENT program, and processed by prepared EXCEL sheets. While, the spot speed data for each entire link in the network are collected using pavement marking method. SYNCHRO software was used for evaluation and analysis of signalized intersections, suggestion of best timing plan, and coordination. SIDRA INTERSECTION software was used for evaluation and analysis of both signalized intersections and roundabouts. The best proposal was also evaluated for the target year.

Region-based object detection infers object regions for one or more categories in an image. Due to the recent advances in deep learning and region proposal methods, object detectors based on convolutional neural networks (CNNs) have been flourishing and provided the promising detection results. However, the detection accuracy is degraded often because of the low discriminability of object CNN features caused by occlusions and inaccurate region proposals. In this paper, we therefore propose a region decomposition and assembly detector (R-DAD) for more accurate object detection.In the proposed R-DAD, we first decompose an object region into multiple small regions. To capture an entire appearance and part details of the object jointly, we extract CNN features within the whole object region and decomposed regions. We then learn the semantic relations between the object and its parts by combining the multi-region features stage by stage with region assembly blocks, and use the combined and high-level semantic features for the object classification and localization. In addition, for more accurate region proposals, we propose a multi-scale proposal layer that can generate object proposals of various scales. We integrate the R-DAD into several feature extractors, and prove the distinct performance improvement on PASCAL07/12 and MSCOCO18 compared to the recent convolutional detectors.

Research subject. Main problems of the General Stratigraphic Scale (GSS) of the Upper Precambrian including uncertainties in the hierarchy of subdivisions are analyzed.Results. Prospects for detailing the Upper Precambrian GSS are discussed, along with questions of its correlation with International Chronostratigraphic Chart (ICSC) and establishing the lower boundaries of chronostratigraphic subdivisions. The importance of unifying the existing views is emphasized.Conclusions. It is proposed to carry out the following reforms of GSS: to abolish Acrothemes / Acrons; to approve the Proterozoic (as well as the Archean) as an Eonotheme / Eon; to minimize the use of terms “Upper Proterozoic” and “Lower Proterozoic”; to assign the Riphean and Vendian to the rank of Erathem / Era (while preserving the status of the Vendian as a System / Period); to consider Burzyanian, Yurmatinian, Karatavian and Arshinian as Systems / Periods of the Riphean. Attention is focused on the Upper Riphean-Vendian interval. The lower boundary of the Upper Riphean (Karatavian) was proposed to establish according to the first appearance of the Trachyhystrichosphaera sp. microfossils. Then, the Terminal Riphean (Arshinian) lower boundary should be traced to the base of the tillites formed during the global Sturtian glaciation (which approximately corresponds to the base of the Cryogenian in ICSC). Apparently, the Vendian lower boundary may be raised to the level of the top of the Gaskiers tillites, as the deposits of the last major glaciation in the Precambrian. The indicated proposals are substantiated. It is necessary to form work groups to develop solutions.

Abstract:
Low indoor air quality is an increasingly important problem due to the spread of urbanization. Because people spend most of their time inside, poor indoor air quality causes serious human health issues, resulting in significant economic losses. In this work, the current state of affairs is presented and analyzed, focusing on the current problems and the available solutions to improve the quality of indoor air, and the use of nature-based solutions. These involve the cultivation of microalgae in closed photobioreactors. In these systems, photosynthetic organisms can capture CO2 and other pollutants generated in indoor environments, which they use to grow and develop biomass. Several possible layouts for the implementation of microalgae-based indoor air cleaning systems are presented, taking into account the systems that are currently available at a commercial scale. A critical analysis of the microalgae indoor purification systems is presented, highlighting their advantages and disadvantages, and suggesting potential improvements and future lines of research and development in the area.
