The gun control debate is more complex than most disputants acknowledge. We are not tasked with answering a single question: Should we have gun control? There are three distinct policy questions confronting us: Who should we permit to have which guns, and how should we regulate the acquisition, storage, and carrying of guns people may legitimately own? To answer these questions we must decide whether (and which) people have a right to bear arms, what kind of right they have, and how stringent it is. We must also evaluate divergent empirical claims about (a) the role of guns in causing harm, and (b) the degree to which private ownership of guns can protect innocent civilians from attacks by criminals, either in their homes or in public. This book sorts through the conceptual, moral, and empirical claims to fairly assess arguments for and against serious gun control. I argue that the United States needs far more gun control than we currently have in most jurisdictions.

Thousands of Americans are killed by gunfire each year, and hundreds of thousands more are injured or threatened with guns in robberies and assaults. The burden of gun violence in urban areas is high and concentrated among a small number of criminally active people and occurs in a small number of places within cities. This chapter reviews varied criminal justice interventions to deny criminal access to firearms and reduce criminal possession, carrying, and use of firearms. The research suggests that criminals acquire guns from a variety of sources including illegal diversions from legitimate firearms commerce. While more evaluation evidence is needed, supply-side interventions are promising in reducing criminal access to firearms. The evaluation evidence on the effects of sentencing enhancements on gun crime is mixed. A growing body of research evidence shows that hot spots policing programs and focused deterrence strategies to control repeat gun offenders can reduce gun violence.

To understand public opinion and political behavior, researchers typically sort people by self-identified groupings such as party identification, race, gender, education, and income. This book advances gun owners as a new classification. It demonstrates a “gun gap,” which captures the differences between gun owners and nonowners, and shows how this gap improves conventional models of political behavior. The gun gap in fact represents an important explanation for voter choice, voter turnout, perceptions of personal and public safety, preferences for gun control policies, and support for the death penalty. Moreover, the gun gap is growing. During the 1970s and 1980s, it was small. However, legislative battles over guns in the early 1990s marked a significant growth in the gun gap that continues to this day. The 2016 presidential election witnessed the largest recorded gun gap in history. The gun gap in voter choice was nearly three times larger in 2016 than the gender gap, and it exceeded age and education gaps by notable margins. This book also focuses on variation among gun owners. Gun owners are not a monolith but exhibit attitudinal and behavioral differences that can be as large as the gap between gun owners and nonowners. The gun gap thus affords a new and compelling vantage point to evaluate modern mass politics.

Abstract:
Are there compelling reasons why we should not have serious gun control at least in the United States? Would any attempt at control fail in the way that Prohibition failed? I explain why the comparison with Prohibition is illicit. I propose how we should proceed incrementally given the absence of wholly convincing rights-based or empirical arguments. We can implement a series of small forms of control: universal registration, an assault weapons ban, retaining gun-free zones, among others. I then explore indirect methods of achieving some aims of control without employing explicit coercion. In particular, I argue that gun owners should be required to carry liability insurance to guarantee that those harmed by guns are appropriately and adequately compensated. This could be augmented by a policy of strict liability.
