Using the chronicle of Juan Betanzos, Sternfeld collected and analyzed 57 examples of various activities that involve elite management, such as military campaigns, creation of economic infrastructure, tribute collection, organization of religious ceremonies and ceremonies of succession. The results of the analysis of the above-mentioned allowed her to propose a complex, 15-step based model of thedecisive aspects of Inca administration and labor management.

Murra (1916–2006), born into a Russian-Jewish family in Odessa, grew up in Romania, where he studied and became involved in the Communist movement before his departure for Chicago in 1934. vIn the 1570s Viceroy Toledo implemented a resettlement of Andeans from their widely dispersed hamlets into larger grid-patterned towns called reducciones. Each new reducción was a self-governing república de indios, where native hereditary lords the caciques now shared authority with a town council (cabildo) of elected commoners. Within reducciones, Spaniards reinforced elements of Andean social and political organization: ayllu members were settled together, the town’s elected officials were to rotate among the ayllus and the tax rolls were recorded by ayllu. As part of conversion, each town was assigned a patron saint with a confraternity (cofradía) to celebrate it. Documents related to resettlement, including a statement that Spanish invasion had rescued Andeans from Inca tyranny, were put in each town’s community chest (caja de comunidad). Spaniards argued that reducción failed because Andeans did not live in the towns full time, but Andeans returned regularly to fulfill their civil and religious duties.

The reestablishment of complex societies after a period of abandonment in Nasca is the focus of this chapter. This time period called the Late Intermediate Period is explored in several areas that may have interacted with Nasca. Archaeological evidence is presented for the Nasca region and La Tiza. In addition, there is a brief discussion of the Late Horizon when the Inca conquered the region. Society was dramatically different in the Late Intermediate Period, with new types of political, economic, and religious organization. Power and leadership appear to have been more diffused and segmented. The absence of large ceremonial centers or other public gathering spaces, as well as lack of distinct and elaborate iconography, suggest religion was not the integrating factor that it was in previous times. These changes are documented in detail in this chapter, as is the hypothesis that most people who settled the region in this period were not related to those who lived here before.
