Abstract In motivation and character, terrorism is almost always political in a broad sense that includes religious aims, rather than being purely personal or commercial. Often it is a wing or extension of a political movement not itself violent, or is related to such a movement in some looser but still significant way. There are Muslim clergy who preach holy war and commend suicide bombing but do not themselves participate in or assist terrorist activities, although their inflammatory rhetoric may encourage such activities.
