Abstract:
National insurance market, which is part of the financial market is influenced by number of factors of national economy and the global economic environment. Czech Republic and Slovakia were until 1993 part of one state, after the split, both insurance markets of independent republics under the influence of various economic and social factors started to develop differently. The aim of this article is to identify commonalities and differences in the development of insurance markets in Slovakia and Czech Republic through a comparison of selected indicators. The analysis focuses on the following indicators of the insurance market: the number of commercial insurance companies, the share of life insurance premiums written on the insurance market and the concentration calculated according to the Herfindahl – Hirschman Index. Selected indicators are observed for the period during 2004 – 2014.

Modern information technologies has entered all spheres of human activities, public administration authorities are not exceptions. There has been significantly increasing tendency in using information and communication technologies since beginning of the century in public administration. Despite of some indicators, progress of public administration information systems is too slow. Several organizations are engaged of eGovernment assessment at the international level. We can find some variations in the methodologies that cause different ranking of some countries in international comparison. The main goal of this paper is to analyze and assess the present state of Czech Republic eGo­vern­ment with using both external indicators and internal indicators. eGovernment index, developed by United Nations, will be the main external indicator of eGovernment quality of the Czech Republic. It includes both potential for eGovernment development and its implementation, and it‘s the most complete international ranking at present. It is defined as average of the telecommunication infrastructure index, the human capital index and the web measure index. It represents overall country ability to engage and implement eGovernment. Internal ranking of the Czech Republic eGovernment will be based upon eGovernment level coefficient, that is defined as multi-dimensional model based on technology and communication facility index, Internet using index, using of public administration services by persons and companies, poviding obligatory information, existence of electronic re­gis­try on web pages, web pages accessability and language mutations. Selected statistic data are related to information society and using information technologies in public administration and were published on Czech Statistical Office or evaluated on the bases of previous years‘ development.

Abstract:
The study is aimed to establish the relationship between the indicator of the share of expenditures on alcoholic beverages in household final consumption expenditures and the value of the human development index. The object of research is the regions of the Russian Federation. The research is based on methods of the mathematical and statistical analysis of data of UNDP and Rosstat. Alcohol expenditures are decreasing in almost all regions against the background of the growth of the human development index. At the same time, half of the regions with a relatively low human development index have higher spending on alcoholic beverages and vice versa. In the Stavropol Territory and the Ivanovo Region, spending on alcoholic beverages is growing and there is a direct link with the human development index. The leaders in spending on alcoholic beverages are the Rostov Region, the Jewish Autonomous Region, the Kirov Region, the Murmansk Region, Karelia, the Kostroma Region, the Kaluga Region, the Komi Republic, the Khabarovsk Territory, and the Pskov Region. In these regions, except for Komi, against the background of high spending on alcoholic beverages, a relatively low human development index. In St. Petersburg with a high index of development, high expenditures on alcoholic beverages, in Moscow and the Republic of Tatarstan, also with a high human development index, expenditures on alcoholic beverages are average. North Ossetia, Dagestan, the Republic of Ingushetia, the Kabardino-Balkarian Republic, the Karachay-Cherkess Republic, the Chechen Republic have the lowest expenditures on alcoholic beverages among all constituent entities of Russia, but also relatively low human development index indicators. The regions with low expenditures on alcoholic beverages are also the Tambov Region, Novgorod Region, Ryazan Region, Republic of Adygea, Buryatia, Republic of Kalmykia, Republic of Altai, Magadan Region, Irkutsk Region, Ulyanovsk Region.

Abstract In the Republic of Macedonia, the circular economy would boost country’s agri-food sector competitiveness and help create new business and market opportunities for the farmers and processing industry. Public benefits that could accrue from the bio-economy perspective has become compelling. Nevertheless, the question arises: “At what level are we? Does the country go toward the development of the circular agriculture or not?” By using conceptual model of BPEIR (Behaviour - Pressure - Effect - Impact - Response) and Analytic Hierarchy Process (AHP) method, the author introduces a comprehensive analysis and quantitative evaluation of the level of Macedonian circular agriculture development. This paper discusses the fact that the Republic of Macedonia shows positive trends regarding circular economy disciplines in agriculture, given by natural geographic conditions and traditional agricultural production.

Abstract:
This paper deals with the competitiveness of regions and its possible measuring using composite indicators. Advantages of a composite index are that it summarizes more dimensions of competitiveness and the results can be comprehensibly interpreted for the public. The aims of this paper are to evaluate and compare the competitiveness of Czech regions based on the 3-Factor model. The evaluation is performed using a composite index which includes 14 partial indicators. These indicators are divided into three groups – input factors, output factors and outcome factors. Individual regions of the Czech Republic are thus first compared based on the factors and then based on the total score. The total score expresses the regional competitiveness in relation to the competitiveness of the Czech Republic as a whole. The main year evaluated is the year 2012. We also compared the results to the year 2008. The most competitive region is Prague (it does not do well in output factors only), but also the South Moravian, Central Bohemia and Pilsen regions are highly competitive. The least competitive regions are the Ústí, Karlovy Vary and Vysočina regions.

Complex selection indexes are proposed for bulls of Holstein cattle in the Czech Republic. Partial breeding values for milk performance, fertility and body conformation are combined in the index. Conformation is expressed either by linear classification or by general characteristics and body measurements. Variants according to the traits included in breeding objective and in performance recordingwere tested – breeding objective comprised milk, meat, milkability, health, reproduction, longevity; production traits and linear classification of body conformation or production traits and general characteristics of body conformation and/or production traits, and general characteristics of body conformation and body measurements were used as source of information (in performancerecording). For practical use is recommended the variant of reduced selection index where milkability, health and meat performance were left out from breeding objective, and production traits and linear classification of body conformation were employed as a source of information. The index guarantees 69.30% reliability of breeding value estimate and the ratio of selection effects for milk, meat and secondary traits 78 : 8 : 14. The respective importance of milk performance in total (breeding values for milk and components) of reproduction and linear body classification as sources of information in the index are 79.61%, 15.52% and 4.86%.

Abstract:
Historiographical production around Arequipa’s economy in the nineteenth century presents a well-known and commonplace scenario: a crisis in the wine industry and the rise of wool exports. However, since there is no real continuity between these two periods, decades of personal and collective efforts—public and private, domestic and foreign—made with the aim of countering the intricate economic situation of our early Republic have been overlooked. In this regard, using first-hand information, obtained mainly from notarial records, this research seeks first, to understand the regional economic situation during the initial decades of independence; and second, to ascertain the business fabric, and the forms of partnerships or companies that werestructured in Arequipa during those difficult early years of our Republic.
La producción historiográfica en torno a la economía arequipeña del siglo XIX nos presenta un panorama bastante conocido y frecuente, relacionado con la crisis de la industria vinatera y elauge de las exportaciones laneras; sin embargo, al no existir una verdadera continuidad entreestos dos períodos, ella ha pasado por alto varias décadas de esfuerzos personales y colectivos,públicos y privados, nacionales y extranjeros,realizados con el objetivo de contrarrestar la intrincadasituación económica de nuestros primeros años republicanos. For some of Plato’s commentators some passages of the Republic and the Parmenides provide a clear guideline regarding the extension of the noetic “world”, namely, a criterion that allows us to know what kind of Platonic forms there are, and which there are not. There are forms only for a pair of opposite properties such as “big” and “small”; indeed, smallness itself is not what appears to the senses, since each sensible instance of smallness appears “mixed” with its opposite, bigness. On the contrary, things that are perceived by the senses such as fingers, do not have an eidos. However, a more careful reading of the relevant passages, taking into account what Socrates says in 476a about the unity and multiplicity of the forms, will show us the incorrectness of this interpretation.
Algunos intérpretes de Platón consideran que algunos pasajes de la República y el Parménides nos proveen de un criterio para delimitar la extensión del ámbito ediético, es decir, para saber qué tipos de Ideas hay y qué tipos no. Hay ideas solo para pares de propiedades opuestas, como “grande” y “pequeño”, ya que la pequeñez no es lo que aparece a los sentidos, pues en cada instancia sensible suya la encontramos mezclada con su opuesto, la grandeza. Contrariamente, aquellas cosas que son tal como aparecen a los sentidos, como los dedos, no tienen un eidos. Sin embargo, una lectura más cuidadosa de los pasajes relevantes, tomando en cuenta lo que Sócrates dice sobre la multiplicidad y unidad de las ideas en República 476a, nos mostrará lo equivocado de esta interpretación.

The objective of the diploma paper is to outline the economic situation of the company O-I Sales and Distribution Czech Republic, Ltd. The initial effort was to lay down the economic theory. This section describes the methodics that are applied in the practical part of the diploma paper. The practical part is concentrated on four thematic sections: describtion of the company, financial analysis of the company, calculation of bankruptcy indicators, concretely the ratio ZETA from Prof. Altman and the index IN95 and the implementation of creditworthy indicators, namely the model of the vitality from Harry Pollak and the system Balanced Scorecard. Some deficiencies, solution and measures are than refered on the basis of this analysis. The confrontation of the applied methodologies is made at the close of the diploma paper.

Abstract:
The article sets out that argentinean municipalities are legally banned from raising taxes, but are allowed to levy user charges for specific services. Nevertheless, such limitation is overlooked by the municipalities by means of introducing the “ability top ay” principle within the structure of the taxable base of said user charges. The author concludes that such mechanism distorts the user charge, altering its essence, with the result of transforming it into a mere tax, with the resulting violation of the current legislation.The author critically reviews argentinean case law that has given grounds to such a fiscal deviation and –in order to make his point- compares it with jurisprudence registered on this issue by the Supreme Courts of Peru, Brazil and Uruguay. Such comparison evidences that, if argentinean courts were to apply the criteria said of those Supreme Courts, almost every user charge in Argentina would have to be declared unconstitutional.
El artículo expone que los municipios argentinos están legalmente vedados de cobrar impuestos, viendo limitado su poder tributario al cobro de tasas. Sin embargo, en la práctica eluden esa prohibición mediante la maniobra de introducir en su base imponible criterios puros de capacidad contributiva (vgr. el monto de ventas), con total prescindencia del costo de los servicios retribuidos.El autor reseña críticamente la jurisprudencia de los tribunales argentinos, los cuales han convalidado el uso del principio de capacidad contributiva en materia de tasas. También efectúa una comparación con el tratamiento que esta cuestión ha tenido en los máximos tribunales de Perú, Brasil y Uruguay. Dicha comparación deja en evidencia que, de aplicarse en Argentina los criterios uniformemente sostenidos por los tribunales de estos tres países, una parte sustancial de las tasas hoy vigentes en este último país debería ser declarada inconstitucional.

Abstract:
The starting point of the article is the idea that the original model of state of emergency government established to save the Constitution can be found in the Classical Roman Republic. It makes the characteristics of this institution to be analyzed. Institution that has founded an intellectual ‘tradition’ in the political and legal Western thought. The study also comments the characteristics that distinguish the “Roman dictatorship” as a concept that lightens the theoretical options of people who worry about the constitutional emergencies and the powers to set against.
El artículo toma como punto de partida la idea de que es en la República romana clásica donde ha de encontrarse el modelo original del gobierno de excepción instaurado para salvar la Constitución. A partir de ello, se analizan las características de esta institución, que ha fundado una«tradición» intelectual en el pensamiento político y jurídico de Occidente. El estudio también comenta los rasgos que distinguen a la «dictadura romana» como concepción que ilumina las opciones teóricas de quienes se preocupan por las emergencias constitucionales y los poderes para hacerles frente.

Abstract:
This article reflects on the treaty-making power of the Congress and the President of the Republic in light of the Peruvian domestic law and International Law (particularly within the framework of the Vienna Convention of 1969 on the Law of Treaties) taking into account the discussions that arose betweenthe legislative and the executive powers regarding the ratification of the Extradition Treaty between Peru and France of 2016. The domestic law applicable to the conclusion of a treaty in Peru establishes that the President of the Republic is the only one who has the power to express the consent of the State to be bound by a treaty through ratification, which has internationallegal effects. The Congress has the power to approve treaties whose provisions are related to topics listed in Article 56 of 1993 Peruvian Constitution. The Congress’ legislative approval implies a parliamentary control regarding the acts of the President. However, Congress cannot compel the President to ratify a treaty (as it was discussed regarding the Extradition Treaty between Peru andFrance) neither issue the ratification.
Este artículo reflexiona en torno a las atribuciones para celebrar tratados que tienen el Congreso y el Presidente de la República a la luz del derecho interno peruano y del Derecho Internacional (en especial, de la Convención de Viena de 1969 sobre Derecho de los Tratados), teniendo en cuenta las discusiones que surgieron entre el Poder Legislativo y el Poder Ejecutivo con respecto a la ratificación del Tratado de Extradición entre la República de Perú y la República Francesa de 2016. Las normas internas aplicables a la celebración de tratados en el Perú establecen que el Presidente de la República es el único que está facultado para expresar el consentimiento del Estado en obligarse por un tratado al ratificarlo, lo cual tiene efectos jurídicos internacionales. La atribución del Congreso de aprobar los tratados cuyas materias están previstas en el artículo 56 de la Constitución Política del Perú de 1993 implica el control parlamentario a los actos del Presidente. No obstante, el Congreso no puede obligar al Presidente de la República a ratificar un tratado (como se discutió con relación al Tratado de Extradición entre la República de Perú y la República Francesa) ni es competente para emitir una ratificación.

The digital age has reconfigured the security services, especially the forms of mass surveillance aimed at preventing various threats to society. However, this scenario may become problematic from the perspective of protecting the freedom of the media and journalistic privilege. The author of this article offers an overview of the scope of the protection of the journalistic privilege pursuant to the European Convention for the Protection of Human Rights and Fundamental Freedoms, as well as its management in Poland from the developments prepared by its Constitutional Court.
La era digital ha reconfigurado los servicios de seguridad, sobre todo las formas de vigilancia masiva que buscan prevenir distintas amenazas para la sociedad. No obstante, este escenario puede convertirse en problemático desde la perspectiva de la protección de la libertad de los medios de comunicación y del privilegio periodístico. El autor del presente artículo nos ofrece un panorama sobre los alcances de la tutela del privilegio periodístico en el Convenio Europeo para la Protección de los Derechos Humanos y de las Libertades Fundamentales, así como sobre su tratamiento en Polonia a partir de los desarrollos realizados por su Tribunal Constitucional.

Abstract:
In the late nineteenth century, Peru began a process of political stabilization, which was based on an alliance between the coastal oligarchy and the Andean gamonales. The latter would retain control of indigenous masses in exchange for enjoying a position of power in Parliament and having jurisdiction, viathe provincial and local governments, over matters of education and health. However, as discussed in this article, in the early twentieth century, a faction of the Partido Civil sought to restore administrative centralization in order to make its educational project more feasible. This new proposal challenged the interests of regional elites, who saw a threat to their positions of power, as well as other factions of the Partido Civil.
A finales del siglo XIX, el Perú inició un proceso de estabilización política, el cual se asentó en una alianza entre los sectores oligárquicos costeños y los gamonalesa ndinos. Estos últimos mantendrían el control de las masas indígenas a cambio de disfrutar de un espacio de poder en el Parlamento y de tener competencia, vía los gobiernos provinciales y locales, en materia educativa y sanitaria. Sin embargo, como se verá en el presente artículo, a inicios del siglo XX una facció ndel Partido Civil buscó restablecer una centralización administrativa con el propósito de hacer más factible su proyecto educativo. Esta nueva propuesta se enfrentó a los intereses de las élites regionales, que veían amenazados sus espacios de poder, y a otras facciones del civilismo.

The goal of this diploma thesis is to assess the suitability and readiness of the Slovak Republic to adopt a single European currency. In analyzing the costs and benefits relating to Slovakia?s accession to the EMU, this thesis is guided by the theory of the OCA. The thesis provides a survey of the OCA theory, attempts to measure some of the OCA indicators and calculate OCA index for Slovakia. The results suggest that Slovakia fulfils the necessary condition for joining the monetary union, i.e. it is relatively well aligned with the euro area. The diploma thesis concludes that Slovakia is relatively suitable and well-prepared to join the euro area in 2009.

Abstract:
This study is found to find out how Weighted Average Funding Cost, which is new policy tool implemented by The Central Bank of Turkey (CBRT) in 2011, weighted average funding cost -aiming at removing the ambiguities seen in the financial variables and minimizing the effect of capital movements on these variables is reviewed. In this study, the effects of the interest rate policy of the Central Bank of the Republic of Turkey (CBRT) on BIST100 index, BISTXBANK index and exchange rate are tested by Augmented Dickey Fuller Test (ADF), ML-GARCH and DCC GARCH models based on ENGLE, R.F. and SHEPPARD, K. (2001). According to the findings obtained, it is concluded that the decisions of the Weighted Average Funding Cost related to Central Bank of the Republic of Turkey (CBTR) lending and borrowing interest rates are direct effective on BIST100 index, BISTXBANK index but indirect with Exchange rate.

Abstract:
Consumption expenditures is one of the key indicators that reflects the purchasing power of the population. Purchasing power in turn shows the level of social welfare. The population with a stable evolution of consumer spending is at least able to maintain its level of consumption with inflation. In addition, if consumer spending rises in proportion to the level of inflation, there is an increase in welfare and living standards. High level of consumption has positive influence on business. greater aggregate demand will generate more profits, boost company development, and foster job creation. In this study, the affirmation was verified that the consumer price index is one of the factors that influence the standard of living, but not primarily. The following scientific methods were used to approve or reject the statement: scientific abstraction, analysis and synthesis, graphical and tabular method, comparative analysis method, correlation and regression analysis. In this study there was made comparison of consumption evolution and its structure in the Republic of Moldova and in the European Union to identify the difference in welfare. The linear regression model between the consumer price index and growth rate of household expenditures was elaborated.
