Abstract:
Historiographical production around Arequipa’s economy in the nineteenth century presents a well-known and commonplace scenario: a crisis in the wine industry and the rise of wool exports. However, since there is no real continuity between these two periods, decades of personal and collective efforts—public and private, domestic and foreign—made with the aim of countering the intricate economic situation of our early Republic have been overlooked. In this regard, using first-hand information, obtained mainly from notarial records, this research seeks first, to understand the regional economic situation during the initial decades of independence; and second, to ascertain the business fabric, and the forms of partnerships or companies that werestructured in Arequipa during those difficult early years of our Republic.

Sheing, Mario. "“The Problem of the Extension of the Eidetic World: Republic VII and Parmenides”." Pontificia Universidad Católica del Perú, 2017. http://repositorio.pucp.edu.pe/index/handle/123456789/119588.

Full text
Abstract:
For some of Plato’s commentators some passages of the Republic and the Parmenides provide a clear guideline regarding the extension of the noetic “world”, namely, a criterion that allows us to know what kind of Platonic forms there are, and which there are not. There are forms only for a pair of opposite properties such as “big” and “small”; indeed, smallness itself is not what appears to the senses, since each sensible instance of smallness appears “mixed” with its opposite, bigness. On the contrary, things that are perceived by the senses such as fingers, do not have an eidos. However, a more careful reading of the relevant passages, taking into account what Socrates says in 476a about the unity and multiplicity of the forms, will show us the incorrectness of this interpretation.

"Crisis of the user charges in the Argentine Republic: reflections in light of the jurisprudence of Peru, Uruguay and Brazil." Derecho & Sociedad, 2015. http://repositorio.pucp.edu.pe/index/handle/123456789/118385.

Full text
Abstract:
The article sets out that argentinean municipalities are legally banned from raising taxes, but are allowed to levy user charges for specific services. Nevertheless, such limitation is overlooked by the municipalities by means of introducing the “ability top ay” principle within the structure of the taxable base of said user charges. The author concludes that such mechanism distorts the user charge, altering its essence, with the result of transforming it into a mere tax, with the resulting violation of the current legislation. The author critically reviews argentinean case law that has given grounds to such a fiscal deviation and –in order to make his point- compares it with jurisprudence registered on this issue by the Supreme Courts of Peru, Brazil and Uruguay. Such comparison evidences that, if argentinean courts were to apply the criteria said of those Supreme Courts, almost every user charge in Argentina would have to be declared unconstitutional.

Abstract:
The starting point of the article is the idea that the original model of state of emergency government established to save the Constitution can be found in the Classical Roman Republic. It makes the characteristics of this institution to be analyzed. Institution that has founded an intellectual ‘tradition’ in the political and legal Western thought. The study also comments the characteristics that distinguish the “Roman dictatorship” as a concept that lightens the theoretical options of people who worry about the constitutional emergencies and the powers to set against.

"Treaty-making power of the Congress and the President of the Republic in Peru: some thoughts regarding the celebration of the Extradition Treaty between Peru and France." IUS ET VERITAS, 2017. http://repositorio.pucp.edu.pe/index/handle/123456789/122985.

Full text
Abstract:
This article reflects on the treaty-making power of the Congress and the President of the Republic in light of the Peruvian domestic law and International Law (particularly within the framework of the Vienna Convention of 1969 on the Law of Treaties) taking into account the discussions that arose betweenthe legislative and the executive powers regarding the ratification of the Extradition Treaty between Peru and France of 2016. The domestic law applicable to the conclusion of a treaty in Peru establishes that the President of the Republic is the only one who has the power to express the consent of the State to be bound by a treaty through ratification, which has internationallegal effects. The Congress has the power to approve treaties whose provisions are related to topics listed in Article 56 of 1993 Peruvian Constitution. The Congress’ legislative approval implies a parliamentary control regarding the acts of the President. However, Congress cannot compel the President to ratify a treaty (as it was discussed regarding the Extradition Treaty between Peru andFrance) neither issue the ratification.

Abstract:
In the late nineteenth century, Peru began a process of political stabilization, which was based on an alliance between the coastal oligarchy and the Andean gamonales. The latter would retain control of indigenous masses in exchange for enjoying a position of power in Parliament and having jurisdiction, viathe provincial and local governments, over matters of education and health. However, as discussed in this article, in the early twentieth century, a faction of the Partido Civil sought to restore administrative centralization in order to make its educational project more feasible. This new proposal challenged the interests of regional elites, who saw a threat to their positions of power, as well as other factions of the Partido Civil.

Full text
Abstract:
This paper analyzes the strict liability system surviving in customs infringement procedures, the grounds for its existence or survival and its consequences. Also, the arguments against such system of liability attribution are examined. Thus, from such starting point, through a precise enumeration of statutory rebuttable presumptions whose intention can be presumed whenever it is difficult for Tax Authorities to prove such presumptions, I intend to find legal solutions to determine the grounds for its replacement without affecting the rights of the relevant individuals or legal entities when the customs infringements are decided.

Full text
Abstract:
The article focuses on the current situation in Syria in light of international criminal law and international humanitarian law. In particular, the author focuses on events and developments carried out from mid 2013 until September 2014. The author begins her research by providing a brief summary of the reasons that have lead to an armed conflict in Syria, and, inturn, examines the issue of the humanitarian consequences of the conflict, as well as some of the measures that have been adopted by the international community to address such consequences. Some of the main sources for this article are the reports adopted by the Independent International Commission of Inquiry on the Syrian Arab Republic, which provide a crucial tool in order to assess the legal nature and characterization of the armed conflict, particularly in light of the increasing presence of new parties to the conflict. The evolution of the conflict allows the author to further examine the nature of the specific crimes that are being documented in Syria, giving way to an analysis within the field of international criminal law and international criminal responsibility. In the last section, the author examines the role of the UN Security Council in ensuring accountability for crimes in Syria. In particular, the vote on the referral of the Syria situation to the International Criminal Court is thoroughly assessed, leading, in turn, to the current debate on the use of the veto in situations involving crimes under international law.

It refers to the representation of cocoa, coffee, tea and chocolate in the consumer basket and shows the elasticity of the mentioned commodities. For the central part of the research of the dissertation thesis chose the Czech territory only, because here were without difficulty accessible data sources. Tea consumption has been designed especially for the higher classes of the population, chocolate bought mostly white-collar family, but over twenties speared consumption of chocolate products also among the middle and lower classes into the population. The chocolate products were subject to early 20s of the luxury tax. Cocoa was used in connection with cooking and baking, but families didnt use this product frequently. Coffee drank all layers of the population, but consumption was based on the social status of the consumer. Very frequently families consume rye coffee and chicory coffee. Dissertation thesis also highlights the regional differences between the classes, which were further intensified. Thesis examines in detail the amount of the duties of the commodity, which in the interwar period varied widely, and concludes that the duty to disproportionately increase the price of products and made it impossible for consumers to buy more of cocoa, coffee, tea and chocolate.

Impact of demographic changes on municipal technical infrastructure in the Czech Republic - case study of waste management Abstract The aim of this study is to quantify the impact of demographic development on the current household production of municipal waste in the Czech Republic and at the same time to compare their influence with the impact of other factors. Based on a literature review and statistical data available for the Czech Republic, a set of 22 explanatory variables concerning structure of population by age, gender, highest education and employment, as well as the size of households, unemployment, purchasing power, population density and basic characteristics of housing was identified in order to explain the production of municipal solid waste, mixed municipal waste and separately collected waste components (glass and plastics). It has turned out that demographic variables, especially the average household size, gender, age, level of education or sector of employment have a statistically significant but rather weak impact on the production of these waste streams. Given that the detailed analysis of the variables indicated that there is a significant spatial variability of these characteristics and that they exhibit spatial non- stationarity, the next step was to analyze the relationship of the...

I | P a g e Abstract This thesis primarily focuses on the construction of a firm-specific index measuring the quality of corporate governance in the most liquid Czech and Croatian companies. The index is made by following OECD recommendations on construction of composite indicators. It allows comparison of best practices implementation on the overall level, and it also provides with a comprehensive analogy in terms of various governance domains performance. These domains are represented by four sub-indices: Board, Conflict of Interest, Shareholders' Rights, and Transparency and Disclosure. Initial assumption, stating that the Czech companies should have higher overall Corporate Governance Index score than the Croatian companies, is approved. Moreover, the Czech companies have stronger performance in three sub-indices: Board, Conflict of Interest, and Transparency and Disclosure, whereas the Croatian companies have negligible advantage solely with regard to the Shareholders' Rights Sub-index.

Forest coppice biomass, fast growing short rotation coppice (SRC) trees such as willows (Salix) and poplar (Populus) have a substantial potential of storing carbon (C), and has been considered as a sustainable source of woody dry mass. Woody dry mass production, energy efficiency and economic profitability of poplar are important and essential to be studied in Czech Republic. The aim of this PhD thesis was to predict standing woody dry mass, maximize the productivity and quantify the determinants of poplar clone J-105 (Populus nigra × P. maximowiczii) under short rotation coppice (SRC) management on former arable in Czech Republic. This PhD study was carried out in Domanínek, Czech Republic (49°31´N, 16°14´E and 530 m a.s.l.). Plantations were established in high density (9,216 trees ha-1) with single stem hardwood cuttings for verification purposes and to test the performance of poplar clone J-105 on former arable land. The plantations were harvested above 15-20 cm from base in winter 2008/2009 (established in April 2001) and 2009/2010 (established in April 2002). In this thesis, short rotation woody coppice (SRWC) plantations are mentioned as SRWC1 (coppice established in 2009) and SRWC2 (coppice established in 2010), respectively. In spring 2009, SRWC1 was divided into four randomized blocks and treated with three different fertilizers such as minerals [Nitrogen (N), Phosphorus (P), and Potassium (K)], sewage sludge and ash, lime and control (without any treatment of fertilizer). In the plantation SRWC2, no further (at beginning of second rotation-coppice) fertilizer treatment was applied. For the prediction of standing aboveground woody dry mass (AGWDM) in fertilizer treatments and control, allometric equations were developed. The allometric equations thus developed may be considered robust and site specific for poplar clone J-105. After the successful development of allometric equations standing annual AGWDM was estimated followed by annual inventory at the end of each growing season. There were no significant differences observed in allometric equations for AGWDM among the fertilizer treatments (including control) within the year over four years of study from 2011-2014. This experiment was repeated in plantation SRWC2, for which the allometric equation was developed separately, for the purpose of allocation of the aboveground and belowground woody dry mass (BGWDM) at the same site. In this plantation for estimation of AGWDM, allometric equation was developed in 2011 (after two years of plant growth in coppice) and for BGWDM, the equation was developed in 2014 (after more than four years of plant growth in coppice). In SRWC2 plantation, dynamics of annual and cumulative above and belowground woody dry mass were estimated over four years from 2011-2014, where average AGWDM were observed from 8.29 to 11.02 t ha-1 year-1 and average annual BGWDM varied between 2.50 to 3.02 t ha-1 year-1. Growth and wood production mainly depend on photosynthetic area and light efficiency. Therefore, leaf area development including leaf area index (LAI) and leaf area duration (LAD) and radiation use efficiency (RUE) was studied to find a suitable determinant for aboveground woody dry mass production. In the results, maximum leaf area index LAImax was observed to be 9.5 after four years of plant growth in coppice, maximum number of LAD was 185 days after two years of plant growth in coppice and maximum RUE was observed to be 1.3 gMJ-1 in GS4 (growing season four) after four years of plant growth in coppice. LAI and LAD showed a strong positive correlation for AGWDM (R2 values ~1) while RUE showed a moderate positive correlation with AGWDM, where R2=0.50 (p=0.52). This implies that AGWDM is strongly dependent on LAI and LAD. To conclude a robust and site specific allometric equation was developed for poplar clone J-105 and also, this study confirmed that, there was no significant impact of fertilizers for maximizing the AGWDM production on former arable land. For determinants of AGWDM, it confirmed that LAI, LAD and RUE could be a good and reliable predictor of standing AGWDM in SRC poplar clone J-105 on former arable land.

Richardson, Derek. "The rise of a dualistic dragon : the contrastive strategic mentality of the People’s Republic of China under American hegemonism." Thesis, 2008. http://hdl.handle.net/1828/1388.

Abstract:
This report is an investigation of the strategic mentality of the Chinese government during the current U.S.-led unipolar world. It aims to determine whether this mentality is prone to challenge American predominance and reject the dominant rules, values, and structure of the interstate system or is willing to cooperate and accept the U.S. hegemony and the current status-quo of the global community. To understand the Chinese strategic mindset, this report examines China’s strategic culture, political reliance on nationalism, and unique perceptions of the threats and opportunities in the international environment. These three factors each possess contrastive motivations that encourage the Chinese leadership to adopt policies that both accept and reject the current unipolar world. Such dualistic factors mould a contrastive strategic mentality amongst the Chinese leadership that, while overly antagonistic towards the structure and certain values of the current interstate system, is willing to adopt both revisionist and status-quo foreign policies.

Abstract:
Active ageing of the Czech Republic population in European context Abstract Population ageing is a global process. The active ageing concept aims to enhance life quality and expand participation in society. Active ageing index is a tool for policymakers. The purpose of index is obtaining evidences for public policies planning for older people. The first goal of this thesis is to explore the current situation of active ageing in the Czech Republic, and the second goal is to provide information of domains which do not reach their potential and to improve situation in these domains, that would enhance the life quality of elders. An alternative methodology of Active ageing index scores interpreting is presented in the thesis to support the second goal. The author considers Active ageing index to be an adequate tool for active ageing evaluation, however it does not provide sufficient information on what actions need to be taken to improve active ageing conditions. For this reason an alternative interpretation methodology is presented. The Czech Republic Active Ageing Index value is 34.4 point. It ranks the Czech Republic among slightly above average countries. Actions on volunteering, physical activity, lifelong learning and computer skills need to be taken to improve active ageing conditions. Keywords:...

Padfield, Melissa Jane. "Finding a way in: investigating the perceptions of the euro in the new member states of the European Union through the cases of the Czech Republic and Hungary." Thesis, 2005. http://hdl.handle.net/1828/1873.

Abstract:
This thesis examines how the various characteristics of the Central and Eastern European new Member States, as indicated by the case studies of the Czech Republic and Hungary. affect how elite monetary policy makers within these states perceive the euro, both politically and economically. In order to answer this question economic and political expectations of what one would predict the perceptions of the euro within these state to be are developed from the official sources and existing Iiterature. The expectations reflect both the symbolic and political utility of currency in the development of collective sentiment as well as address the economic roles of currency. These expectations are then assessed against interview data collected from interviews with elite decision-makers within the Czech Republic and Hungary. Through this approach I argue that the opinions of elite decision-makers suggest that there is a complex interplay between the economic and the political regarding the perceptions of the euro within these states which reflect the unique character of these states. Moreover, I argue that even though the motivations of policy makers are in many cases particular to the NMS they are also run counter to some intuitive and scholarly predictions which indicate the need for further research.

Jerke, Megan Jeanne. "Addressing deep-rooted conflict: guidelines harvested from the Glencree Centre for Peace and Reconciliation, Republic of Ireland." Thesis, 2008. http://hdl.handle.net/1828/1015.

Full text
Abstract:
This exploratory qualitative case study provides a description of the Glencree Centre for Peace and Reconciliation’s practice in addressing deep-rooted conflict, from the Republic of Ireland. This research grew out of practical problems from the field of conflict resolution in Canada, in particular interest-based mediation, in addressing deep-rooted conflict. Using an extended epistemology, data is harvested from praxis to create naturalistic generalizations: guidelines for addressing deep-rooted conflict. The research findings are the result of a synthesis of three data sources: interviews with facilitators from Glencree, textual data, and nearly five months of onsite observation. The main themes derived from the research include: Glencree’s Diverse Practice; Glencree’s Approach to Conflict; Glencree’s Identity; Glencree’s Approach to Deep-Rooted Conflict; and Implementing Glencree’s Approach. This study is intended as a snapshot in time of a set of dynamic and emergent ideas addressing conflict in practice. Through an inductive research design, findings from praxis are related to theory from the field of conflict resolution. In addition, implications for addressing deep-rooted conflict are identified, including Glencree’s emphasis on the need for flexibility as a characteristic for conflict work, and an underlying worldview incorporating aspects of dynamic systems theory and chaos theory.

Mutlu, Can Emir. "A complex multiplicity : Turco-Georgian relations since the end of the Cold War." Thesis, 2008. http://hdl.handle.net/1828/1385.

Full text
Abstract:
This thesis is on the transformation of Turco-Georgian relations since the early 1990s. In recent years, these relations have been taken to a next level in light of the trans-national cooperation that resulted in the construction of the Baku-Tbilisi-Ceyhan (BTC) pipeline. With a narrow focus on the Turco-Georgian border, this study attempts to understand the trajectory of the improving relations between the two countries through a reconceptualised understanding of the border. By emphasising both the horizontal and vertical dimensions of borders, this thesis tries to steer away from the zero-sum approaches and understand the nature of Turco-Georgian as a complex multiplicity.

Abstract:
In the context of nationalism and sovereignty studies emerging since the dissolution of the Soviet Union, this thesis provides an economic, rather than political, perspective of Tatarstan’s success in negotiating sovereignty claims with Russia, arguing that what lay behind Tatarstan’s demands for extensive political and economic rights was not mass nationalist mobilization, but the desire for control over natural resources by the Tatarstani elite dominated by former Soviet functionaries of indigenous nationality. In addition, this paper examines the importance of continuity among the local political elites, contrasting Tatarstan’s approach with that of Chechnya’s uncompromising separatist drive and the resulting years of civil conflict. Finally, the most recent page in the history of Russian-Tatarstani relations, the gradual reduction of the republic’s autonomy in connection with President Putin’s centralizing reforms, confirms my principal argument that control over resources is more important to the Tatarstani elites than political power as such.

Abstract:
The presented dissertation dealed with the process of forming the goverments on the regional level. On the example of the Czech Republic it analysed forming of the executive coalitions in the regions - the upper regionally autonomous units. The text is focused on four electoral periods: 2000-2004, 2008-2008, 2008-2012 and after the elections in 2012. The endeavour of the dissertation was to answer the question which factors are important for constitution of the governments on the regional level and what particularities belong to this process in comparison with the national level. On the level of the national governance the forming process of the government is compiled relatively extensively, however on the regional level, respectively sub-national level, the application of the theoretical information is difficult and the rules are not the same . The theoretical part is described in details. During the analysis it is necessary to bear in mind the theory of the second order elections. The electors prefer various political parties than in the first order election. The theories of games and racional choice are the second level of the theoretical base. Because of these two it is possible to think about a payoff of the individual participants who gain their utility. The theory of coalitions is principal as it...

Dubensky, Kate. "At the limit of the modern system of states: border and boundary practices in Cyprus." Thesis, 2010. http://hdl.handle.net/1828/2639.

Full text
Abstract:
This thesis takes the position that it is not clear that the aspirations and assumptions expressed by theories of international relations predicated on the narrative about the emergence of mature sovereign nation states acting within a system of such states offers a particularly helpful guide to political practices concerning boundaries and borders that are identified on the ground. This is especially the case if we pay attention to the specific practices of bordering in Cyprus. Through a reading of various sites of limitation and excess of Cypriot sovereignty – in relation to the Byzantine and Ottoman empires, the modern system involving Greece, Turkey and the United Kingdom, the United Nations and the European Union, ongoing complexities such as British Sovereign Base Areas (SBAs) and the ethnically mixed village of Pyla/Pile – this thesis investigates the consequences and considers the implications, both theoretical and actual, that arise in Cyprus.

Abstract:
This thesis examines contemporary musical and literary representations of female fatness in the Hispanic Caribbean. Chapter I explores the stereotype of a greater acceptance and valorization of fatness within the African Diaspora using contemporary feminist scholarship on cultural aesthetics and the body. Fatness is discussed as being both sexually transgressive and traditionally feminine. Chapter II juxtaposes male representations of “la gorda” in the lyrics of popular music of from Cuba, the Dominican Republic and Puerto Rico with the feminist politics of underground hip hop. Chapter III analyzes Guillermo Cabrera Infante’s hyperbolic representation of La Estrella, his fictionalization of Cuban bolero singer Fredy Rodriguez, in Ella cantaba boleros y “Metafinal” (1996). The aquatic subtexts and grotesque characterization of La Estrella’s body construct her as an icon of musical authenticity and exceptionality as well as a symbol of strength and resistance.
