Abstract:
Customer satisfaction and client orientation concepts are needed in all service providing organisations, including those engaged in construction and infrastructure provision within the public sector where the public perception about their services is at its lowest. This study measures the expectations and perceptions of various service elements among clients of Military Engineer Services (MES) in India. Customers’ survey mode was used to measure the expectations, perception, importance and satisfaction. The perceived quality of services provided by this department was measured with SERVQUAL instrument on selected attributes using the Gap approach for identifying priorities. Additionally, this study also examines the influence of demographic characteristics of clients on expectations and perceptions of the clients. The results can be used by similar organisations for cultural and structural change to increase accountability and performance, in which the results indicate that the three most important dimensions in the order of importance among the clients of MES are tangibles, responsiveness and reliability.

Abstract:
Introduction: There are many civil airports in India wherein the airfield and flying operations are controlled by the military whereas, the Airports Authority of India (AAI) controls the civil terminal. Accident of a civil aircraft on such a base poses unique challenges. This paper discusses the medical contingency plan of a Naval Air Station to deal with civil aircraft crashes based on a civil aircraft incident. Case Details: In the early morning of late Dec in 2016, a Mumbai bound civil flight (Boeing 737) took off from an Indian Navy controlled airfield. While initiating the take-off roll from RW, it veered off the runway towards right and came to halt along the perimeter road 230 m north of the runway edge, on hard rocky ground. There were 154 passengers and 7 crew members who were evacuated from the aircraft, through emergency chutes. Few passengers escaped through the over wing hatches. Twenty passengers sustained injuries, mostly involving the lower limbs. This was primarily due to jumping on hard rocky ground and falling and tripping on rocks while moving away from the aircraft. An analysis was done to understand the limitations on the existing medical contingency plan. Discussion: The ICAO Airport Services Manual Part 7 on Airport Emergency Planning (Doc 9137-AN/898 Part 7) is the guiding reference for all airports on Airport Disaster and Planning. The Medical Services portion delineates clearly the role of the Medical Aid Providers. In the instant case, the medical department had successfully handled the casualty evacuation and their medical management. SOP and the existing medical contingencies were effectively used. A post-accident analysis in the instant case revealed that 17 out of 25 checklist points were satisfied. The lessons learned from the incident have been discussed in the paper.

Abstract:
Despite the critical attitude of the current American President towards his predecessor, the Trump administration actually continued the course of the Obama administration to turn the Asia-Pacific region into the most important priority of American foreign policy. Moreover, the US Asia-Pacific strategy was transformed under Trump into the Indo-Pacific strategy, when the Indian Ocean was added to the Asia-Pacific region in the US strategic thinking. The US Pacific command was renamed the Indo-Pacific command (May 2018), and the US Department of defense developed the Indo-Pacific strategy (published in June 2019). The Indo-Pacific strategy is an integral part of Trump’s national security strategy, according to which China, along with Russia, was declared US adversary. The American side complained about both the economic and military-political aspects of the Chinese presence in the Indo-Pacific region. At the same time, official Washington is no longer confident that it can cope with those adversaries, China and Russia, alone. Trying to implement the main provisions of the Indo-Pacific strategy, official Washington has staked not only on building up its military power in the Indo-Pacific, but also on trying to build an anti-Chinese system of alliances in this huge region. Along with such traditional American allies in the region as Japan, South Korea, Taiwan, Thailand, the Philippines and Singapore, the American side in the recent years has made active attempts to attract India, Indonesia, Malaysia and Vietnam to this system of alliances as well. These American attempts, however, can only cause serious concerns not only in Beijing, but also in Moscow, thereby contributing to the mutual rapprochement of the Russian Federation and China. Meanwhile, the Russian-Chinese tandem is able to devalue American efforts to strategically encircle China, creating a strong Eurasian rear for the Middle Kingdom.

For over two centuries (from the 17th Century to the early 19th Century), the Nguyen Lords in Cochinchina spent a lot of efforts to develop the navy forces to protect the sovereignty of sea & islands. The navy forces in Cochinchina rapidly grew in terms of troop strength, means and weapons. The Nguyen Lords were greatly concerned about this and frequently urged the recruiting of new troops to expand the fleet. Through trade, the Nguyen Lords established close relationship with Western merchants. With their help in weapon trading and manufacturing, Cochinchina was successfully equipped with fire arms for both infantry and navy forces. The Nguyen Lords were also interested in ship building and troops drilling. War ships in this time significant advanced in technical and combat abilities and capabilities. Therefore, Nguyen Lords’ Navy achieved a lot of notable victories, keeping up with the illustrious tradition of our nation's sea warfare. Typical of these feats included - To sink Japanese pirate ships in 1585; - To defeat the attack of the Dutch East India Company fleets (Vereenigde OostIndische Compagnie, VOC) in 1643; - To fight back the British troops, occupying Kunlun Islands in 1705; etc. In addition to powerful professional army, Nguyen Lords also built many military patrols, to protect and exploit marine resources in the East Sea. The military sea patrols named Hoang Sa, Bac Hai, Que Huong, Dai Mao Hai Ba, Que Huong Ham, etc. were born one by one. They came from fishermen who voluntarily joined military forces in the capacity of draftee (in the sense of military duty personnel); therefore, they were usually called by the name of “military personnel" or "military fishermen". In addition to collecting gold, silver, tools, etc.... of shipwreck to bring back to Nguyen Lords, they were also ready to fight every enemy who violated national sea sovereignty. They really were "war heroes" on the sea. The task of “the military fisherman troops” could be said to be extremely heavy, not just for economic life, but always associated with military tasks, such as going out on reconnaissance, spying, watching out and reporting on pirates, fighting pirates to protect the East sea. They face a lot of dangers to defend the sea-land sovereignty for the nation’s welfare. In this light, “the military fisherman troops” existed throughout the reign of the Nguyen Lords and the later Nguyen dynasty. Recent new findings have reflected a lot of interesting facts about the activities of “the military fisherman troops” as well as their living on the sea during the time of their mission. With all their achievements, “the then military fisherman troops” built up beautiful images shining with patriotism and the spirit of sacrificing their life for the country. The Nguyen Lords set up the Shipping Department in charge of registering, supervising and dealing with boats and ships from abroad to supervise and control the security at the sea.

The purpose of our article is to review and analyze the main areas, projects and developments in the management of promising research projects of the US Department of Defense DARPA. The dynamics of funding revealed an increase in interest in such areas as materials technology and biotechnology, promising aerospace systems, technology centric armed struggle, etc. The object of the research is – the development of the DARPA agency, and its influence on world scientific activity. As a subject of research in the article the possibilities of the DARPA Biological Technology Department and the perspective directions of research are considered. The Agency for Advanced Defense Research Projects DARPA (USA) was established in 1958. Over the past decade, success has led to the creation of analogues of this organizational structure in other countries: DRDO (India), MAFAT (Israel), SASTIND (China), GDA (France). DARPA Technology Priorities for 2020: 1. human technology; 2. technology of robotics; 3. network technologies; 5. technologies of automatic switching of events of real and virtual worlds; 6. technologies of integration and mutual empowerment of human and computer networks; 7. integrated network technologies for the transformation of the real world through the interaction of man and robots. In 2014, DARPA announced the creation of a new department – Biological Technology. The Department of Biological Technologies (DBT) is created to study the complex mechanisms of natural processes, and to implement their use in solving the problems of national defense. The task of DBT is to put biology at the service of national security. Among the priorities of the new department: 1) Survivability and ability to survive military service; 2) Synthetic biology of animals and living systems; 3) Integration of biochemical and omics data on human health. A feature of the direct line will be the overcoming of moral and ethical constraints on the way to improving the physical and intellectual abilities of a person. The appearance in Ukraine of the DARPA analogue is of the utmost importance for future technological development. Such a structure, called GARDA, should become a platform that brings together developers, startups, investment funds and military. The GARDA project was developed last year, but it requires professional expertise, resources, and serious political support at the government level.The creation in Ukraine of the domestic prototype of the DARPA Agency has a number of prerequisites: 1) the presence of high-tech institutions in the areas of defense and dual use; 2) the need for technological advantages of the Armed Forces of Ukraine and other armed formations of the state; 3) the importance of high-tech export on the world market of armaments and consolidation of the image of Ukraine as a high-tech state.

Abstract:
The paper attempts to study constitutional development in Pakistan in relation to the political instability or stability of the country. Analysis of the secondary data qualitatively revealed that the country suffered much due to political instability which was a result of the non-development and non-availability of the constitution. As the constitution provides a set of rules for people of a state who agree to live together and it is the basic set of principles through which a state is governed, the newly established state of Pakistan initially adopted the 1935 India Act to run the affairs. The process to frame a fresh constitution started after the transitory of Objectives Resolution in 1949 while Islamic and democratic values were considered as foundations to formulate a constitution for Pakistan. Three constitutions in 1956, 1962, and 1973 were framed in order to maintain political stability and to govern the state. Pakistan in its 72 years of age was governed by 49 Heads of State or Heads of Department including five military dictators (Naz, 2019). Only during the early eleven years, twelve Heads of State or Heads of Departments administered the oath to run the government. Two Prime Ministers were assassinated and one was hanged while two sitting Prime Ministers were declared disqualified by the court. East Pakistan was separated due to political instability and eight times constitutional assemblies were dissolved (Obaidullah, 2020). Several times, the Constitutions were abrogated or suspended and federalism was lacking in the country that also resulted in political instability. It is only since the last decade, political stability is emerging due to prevailing, implementing, development, and intactness of the Constitution.

Drinking water supply and sanitation have had a strong association with military institutions in South Asia from the colonial period to the present. This paper shows how military-state-society relationships created spaces of differential water access and sanitation burdens in mid-19th-century cantonments in ways that involved complex gender relations. In comparison with previous research, we argue that privileged military enclaves were segregated but never fully separated from larger urban water and sanitation systems. We use historical geographic methods to review the evolving role of military sanitation regulations in cantonments from late-18th-century policies of the East India Company (EIC) through mid-19th-century rule by the British Crown, during which time military cantonments, regulations, and formal monitoring reports were established. Close reading of the British Army Medical Department’s Statistical, Sanitary, and Medical Reports (Sanitary Reports) in the 1860s then shows how military-state-society relations diverged from civilian public health programs in ways that persist to some extent to the present day. Health advisors, some of them women, pursued an ideology and tactics to “guard the sons of empire”, from what they perceived to be a disease-filled landscape of “lurking evils”, “choleric attacks”, and “native offensives”. We conclude with a discussion of both continuities and change in the relationships between military and civilian public health reforms beyond the barracks.

: The complex and chaotic crisis created by terrorism demands for situation awareness which is possible with the proposed Indian Terrorism Knowledge Treasure (ITKT). Objective: This work is an effort at creating the largest comprehensive knowledge base of terrorism and related activities, people and agencies involved, and extremist movements; and providing a platform to the society, the government and the military personnel in order to combat the evolving threat of the global menace terrorism. Methods: For representing knowledge of the domain semantically, an ontology has been used in order to better integrate data and information from multiple heterogeneous sources. An Indian Terrorism Knowledge Base is created consisting of information about past terrorist attacks, actions taken at time of those attacks, available resources and more. An Indian Terrorism Resource Manager is conceived comprising of various use cases catering to searching a specified keyword for its description, navigating the complete knowledge base of Indian Terrorism and finding any answers to any type of queries pertaining to terrorism. Results: The managerial implications of this work are two-fold. All the involved parties, i.e., the government officials, military, police, emergency personnel, fire department, NGOs, media, public etc will be better informed in case of emergency and will be able to communicate with each other; hence improving situation awareness and providing decision support.

Despite growing awareness of the American state's active role in the early nineteenth century, scholars have tended to ignore the early republic's public health apparatus. The few studies that do chronicle antebellum health initiatives confine themselves to programs intended to directly reward citizens—and particularly those who contributed politically or economically to the nation's founding and expansion. As this detailed study of the Indian Vaccination Act of 1832 makes clear, however, antebellum policymakers saw value in providing medical care to those outside their settler citizenry. Blending liberal, republican, and ascriptive ideas, the vaccination program joined two competing political logics: one emphasizing the humanity of indigenous people and the importance of providing for their welfare, and the other prioritizing the state's interest in an efficient “removal” process. Evidencing far more autonomy and administrative capacity than the average nineteenth-century bureaucracy, the War Department played a pivotal role in petitioning Congress for, and ultimately administering, the vaccination program. Unwilling to cede regulatory power over indigenous health to more proximate local governments or private parties, the War Department preferred its own military manpower—a decision that would profoundly shape the design and reception of subsequent Native health programs.

Throughout history, Dutch maritime endeavours have been sparked by political, economic, military and sociocultural factors. This article focuses on the relationship between religion and maritime entrepreneurship in the Dutch Republic during the Early Modern period, at sea and in overseas territories. For almost two centuries, the deputies of a number of classis assemblies (departments) of the Dutch Reformed Church corresponded with representatives of the Dutch East and West India Companies and with merchant associations trading with Russia, the Baltic, and the Eastern Mediterranean, but also with the board members of the five admiralties in the Netherlands. This article is about the performance of the deputies within the framework of their global maritime and Dutch Reformed network; the construction of this network within the maritime communities in the Republic and abroad; and about the results of the deputies’ involvement.

During the early years of British conquest in India [and elsewhere] indiscriminate and frenzied looting often followed military action. Certainly, the acquisition of plunder had always been used as an incentive for the troops, though its distribution was often disproportionate and the source of much discontent. Officially appointed prize agents ought to have lessened any animosity, though like the Admiralty Prize Courts which were a ‘public scandal’, the military agents were mostly thought to be ‘sharks’ and men often went collecting for themselves rather than for the ‘official’ pot. By the latter half of the nineteenth century, collection of plunder had also become the ‘collecting’ of curios and artefacts for both personal and institutional reasons. This material had become increasingly important in the process of ‘othering’ Oriental and African societies and was exemplified in the professionalism of exploration and the growth of ethnographic departments in museums, the new ‘temples of Empire’. The gathering of information may have reached new heights but the British attempt at a monopoly on knowledge was not particularly ordered or controlled and events within the Empire offered the world's press numerous opportunities for criticism. Nearer home, reports of looting often became ammunition in the hands of liberal critics of Empire who had their cause strengthened after the disastrous events of the South African War with its burning, looting and removal of non-combatants to concentration camps. So looting may have become morally questionable, but it was institutionalized and symptomatic of the British imperial state's desire for artefacts with which to provide information about ‘exotic’ societies. There was literally a ‘scramble’ for information out of which, it was hoped, an ordered and systematic scheme of knowledge would realize the dream of an ‘imperial archive’ in which fantasy became reality and ultimate knowledge became ultimate power.

The burdens of citizenship had expanded, too, in the form of higher and broader taxation, compulsory military service, and more government oversight. From its beginning, mankind suffered injuries through falling, fire, drowning and human aggression [1]. Although the frequency and the kinetics modifiy over millennia, trauma continues to represent an important cause of morbidity and mortality even in the modern society [1]. Significant progresses in the trauma surgery were due to military conflicts, which next to social sufferance came with important steps in injuries’ management, further applied in civilian hospitals. The foundation of modern trauma systems was started by Dominique Jean Larrey (1766-1842) during the Napoleonic Rin military campaign from 1792. The wounded who remained on the battlefield till the end of the battle to receive medical care, usually more than 24 hours, from that moment were transported during the conflict with flying ambulances to mobile hospitals. Starting with the First World War, through the usage of antiseptics, blood transfusions, and fracture management, the mortality decreased from 39% in the Crimean War (1853–1856) to 10%. One of the most preeminent figures of the Second World War was Michael DeBakey, who created the Mobile Army Surgical Hospitals (MASH), concept very similar to the Larrey’s unit. In 1941, in England, Birmingham Accident Hospital was opened, specially designed for injured people, this being the first trauma center worldwide. During the Golf War (1990–1991) the MASH were used for the last time, being replaced by Forward Surgical Teams, very mobile units satisfying the necessities of the nowadays infantry [1]. Nowadays, trauma meets the pandemic criteria, everyday 16,000 people worldwide are dying, injuries representing one of the first five causes of mortality for all the age groups below 60 [2]. A recent 12-month analysis of trauma pattern in the Emergency Hospital of Bucharest revealed 141 patients, 72.3% males, with a mean age of 43.52 ± 19 years, and a mean New Injury Severity Score (NISS) of 27.58 ± 11.32 [3]. The etiology was traffic related in 101 (71.6%), falls in 28 (19.9%) and crushing in 7 (5%) cases. The overall mortality was as high as 30%, for patients with a mean NISS of 37.63 [3]. At the scene, early recognition of severe injuries and a high index of suspicion according to trauma kinetics may allow a correct triage of patients [4]. A functional trauma system should continuously evaluate the rate of over- and under-triage [5]. The over-triage represents the transfer to a very severe patient to a center without necessary resources, while under-triage means a low injured patient referred to a highly specialized center. If under-triage generates preventable deaths, the over-triage comes with a high financial and personal burden for the already overloaded tertiary centers [5]. To maximize the chance for survival, the major trauma patients should be transported as rapid as possible to a trauma center [6]. The initial resuscitation of trauma patients was divided into two time intervals: ten platinum minutes and golden hour [6]. During the ten platinum minutes the airways should be managed, the exsanguinating bleeding should be stopped, and the critical patients should be transported from the scene. During the golden hour all the life-threatening lesions should be addressed, but unfortunately many patients spend this time in the prehospital setting [6]. These time intervals came from Trunkey’s concept of trimodal distribution of mortality secondary to trauma, proposed in 1983 [7]. This trimodal distribution of mortality remains a milestone in the trauma education and research, and is still actual for development but inconsistent for efficient trauma systems [8]. The concept of patients’ management in the prehospital setting covered a continuous interval, with two extremities: stay and play/treat then transfer or scoop and run/ load and go. Stay and play, usually used in Europe, implies airways securing and endotracheal intubation, pleurostomy tube insertion, and intravenous lines with volemic replacement therapy. During scoop and run, used in the Unites States, the patient is immediately transported to a trauma center, addressing the immediate life-threating injuries during transportation. In the emergency department of the corresponding trauma center, the resuscitation of the injured patients should be done by a trauma team, after an orchestrated protocol based on Advanced Trauma Life Support (ATLS). The modern trauma teams include five to ten specialists: general surgeons trained in trauma care, emergency medicine physicians, intensive care physicians, orthopedic surgeons, neurosurgeons, radiologists, interventional radiologists, and nurses. In the specially designed trauma centers, the leader of the trauma team should be the general surgeon, while in the lower level centers this role may be taken over by the emergency physicians. The implementation of a trauma system is a very difficult task, and should be tailored to the needs of the local population. For example, in Europe the majority of injuries are by blunt trauma, while in the United States or South Africa they are secondary to penetrating injuries. In an effort to analyse at a national level the performance of trauma care, we have proposed a national registry of major trauma patients [9]. For this registry we have defined major trauma as a New Injury Severity Score higher than 15. The maintenance of such registry requires significant human and financial resources, while only a permanent audit may decrease the rate of preventable deaths in the Romanian trauma care (Figure 1) [10]. USA - In the United States of America there are 203 level I centers, 265 level II centers, 205 level III or II centers and only 32 level I or II pediatric centers, according to the 2014 report of National Trauma Databank [11]. USA were the first which recognized trauma as a public health problem, and proceeded to a national strategy for injury prevention, emergency medical care and trauma research. In 1966, the US National Academy of Sciences and the National Research Council noted that ‘’public apathy to the mounting toll from accidents must be transformed into an action program under strong leadership’’ [12]. Considerable national efforts were made in 1970s, when standards of trauma care were released and in 1990s when ‘’The model trauma care system plan’’[13] was generated. The American College of Surgeons introduced the concept of a national trauma registry in 1989. The National Trauma Databank became functional seven years later, in 2006 being registered over 1 million patients from 600 trauma centers [14]. Mortality from unintentional injury in the United States decreased from 55 to 37.7 per 100,000 population, in 1965 and 2004, respectively [15]. Due to this national efforts, 84.1% of all Americans have access within one hour from injury to a dedicated trauma care [16]. Canada - A survey from 2010 revealed that 32 trauma centers across Canada, 16 Level I and 16 Level II, provide definitive trauma care [18]. All these centers have provincial designation, and funding to serve as definitive or referral hospital. Only 18 (56%) centers were accredited by an external agency, such as the Trauma Association of Canada. The three busiest centers in Canada had between 798–1103 admissions with an Injury Severity Score over 12 in 2008 [18]. Australia - Australia is an island continent, the fifth largest country in the world, with over 23 million people distributed on this large area, a little less than the United States. With the majority of these citizens concentrated in large urban areas, access to the medical care for the minority of inhabitants distributed through the territory is quite difficult. The widespread citizens cannot be reached by helicopter, restricted to near-urban regions, but with the fixed wing aircraft of the Royal Flying Doctor Service, within two hours [13]. In urban centers, the trauma care is similar to the most developed countries, while for people sparse on large territories the trauma care is far from being managed in the ‘’golden hour’’, often extending to the ‘’Golden day’’ [19]. Germany - One of the most efficient European trauma system is in Germany. Created in 1975 on the basis of the Austrian trauma care, this system allowed an over 50% decreasing of mortality, despite the increased number of injuries. According to the 2014 annual report of the Trauma Register of German Trauma Society (DGU), there are 614 hospitals submitting data, with 34.878 patients registered in 2013 [20]. The total number of cases documented in the Trauma Register DGU is now 159.449, of which 93% were collected since 2002. In the 2014 report, from 26.444 patients with a mean age of 49.5% and a mean ISS of 16.9, the observed mortality was 10% [20]. The United Kingdom - In 1988, a report of the Royal College of Surgeons of England, analyzing major injuries concluded that one third of deaths were preventable [21]. In 2000, a joint report from the Royal College of Surgeons of England and of the British Orthopedic Association was very suggestive entitled "Better Care for the Severely Injured" [22]. Nowadays the Trauma Audit Research network (TARN) is an independent monitor of trauma care in England and Wales [23]. TARN collects data from hospitals for all major trauma patients, defined as those with a hospital stay longer than 72 hours, those who require intensive care, or in-hospital death. A recent analysis of TARN data, looking at the cost of major trauma patients revealed that the total cost of initial hospital inpatient care was £19.770 per patient, of which 62% was attributable to ventilation, intensive care and wards stays, 16% to surgery, and 12% to blood transfusions [24]. Traumas continue to be a major healthcare problem, and no less important than cancer and cardiovascular diseases, and access to dedicated and timely intervention maximizes the patients’ chance for survival and minimizes the long-term morbidities. We should remember that one size does not fit in all trauma care. The Romanian National Trauma Program should tailor its resources to the matched demands of the specific Romanian urban and rural areas.

<p>The North-East of India has been a hotly debated territory of India with voices coming up from different states such as Nagaland, Manipur and Assam demanding separate nations for themselves. These separatist agitations have got further confounded with a constant influx of Muslim immigrants from Bangladesh which began to impinge on the local cultural identities and demographics. This resulted in a prolonged militancy coupled with agitations yielding space for the Pakistani/Sri Lanka/Bangladesh based militants to infiltrate into India through porous borders of the North East and engage some disgruntled ultra outfits in the North East to wage a battle against India. In fact, Naga agitation for separate country bears a lot of similarity with the LTTE’s struggle for separate Eelam in Sri Lanka. Both have a lot of diaspora support and web-based campaign movements (Maya Ranganathan, 2010: 127-149). All these developments have complicated the prospects of the economic and industrial growth in this region. This resulted in the staggering illiteracy and unemployment for over a decade. Towards addressing the problems of the region, the government of India has taken a political decision to establish as many as seven central universities under its direct funding to ensure that the region gets the best education which might contribute further for enhanced employment opportunities in the region. Also, various department under Assam Government such as the Tourism Department, Health Department, Education Department, Social welfare Department etc has been provided with e-governance facilities for the users. The study assumes significance from the point of view that how far the e-services of various departments leads to the sustainable growth of the state and what is the role of media, government and educational institutes to improve the sustainable growth of the states through e-services.</p>

Abstract:
Colostomy was introduced in surgical practice more than 200 years ago as a simple and safe procedure. Since then, the time honored dictums “exteriorize colon injuries” and a “well prepared bowel is a pre-requisite for any colon repair”, formed the basis for sound colon surgery. In 1945, the practice of routine colostomy was challenged by a military surgeon, James Mason, who introduced the technique of primary suture of unprepared colon and exteriorizing the segment of bowel outside the peritoneal cavity. Initially, this technique did not gain much momentum in civilian practice mainly because of difculties encountered in introducing procedures which would challenge established orthodox surgical practice. Intestinal disruption is a common problem with a wide-ranging aetiology. It requires anastomosis or repair or creation of stoma with or without Total Parenteral Nutrition therapy. Failure of anastomosis leads to signicant morbidity and mortality. Creation of Stoma is associated with signicant morbidity. Stoma closure also carries signicant risk. In this study, we propose an alternative procedure in the form of exteriorisation of intestinal anastomosis (both small and large bowel), followed by delayed internalization after the anastomosis has healed. Aim: To develop a technique which could bypass or minimize the risks associated with intestinal disruption following anastomosis and also alleviate the morbidity associated with creation of stomas. Alternative proposed: Exteriorisation of anastomosis. Materials And Methods: The study has been carried out on 15 patients with clinical presentation of peritonitis in an emergency setting as well as an alternative procedure in an elective setting over a period of 4 years who were seen in general surgery outpatient department (OPD) and general surgery wards of a single teaching institution of Eastern India. The procedural steps include Exteriorisation of anastomosis, keeping the bowel moist using irrigation and internalization after the anastomosis has healed. Results: 12/19 procedures succeeded (63%). One death occurred due to convulsions despite healing of anastomosis. 7/19 procedures failed (37%). There were two deaths due to failure of anastomosis and lung complications respectively. Conclusion: Existing treatment options for gut repairs, particularly if proximal, are not wholly satisfactory. This study throws some light on the fact that the temporary exteriorisation of repaired gut is safe. Dangers of intraperitoneal anastomotic leak are avoided. Complications of stoma may be avoided. The requirement of costly, and potentially harmful Total Parenteral Nutrition therapy is lessened. Best technique is yet to be determined.

On 14 April 1942 the Stoney Point Reserve was expropriated by the Department of National Defence and Indian Affairs. The land was required for an advanced military training camp to support the war effort The Stoney Point families were quickly relocated to the neighbouring Kettle Point Reserve #44. The loss of the reserve was a traumatic experience for the small Stoney Point band and resulted in severe economic and social problems. Physical removal caused widespread poverty among the band due to inadequate compensation, separation from resources and work, and a reliance on welfare. Socially, the Stoney Pointers suffered from an identity crisis, feeling disjointed from their community and its roots. This case study provides an examination of the effects of expropriation and relocation on Native communities.

When George Orwell encountered ideas of a technological utopia sixty-five years ago, he acted the grumpy middle-aged man Reading recently a batch of rather shallowly optimistic “progressive” books, I was struck by the automatic way in which people go on repeating certain phrases which were fashionable before 1914. Two great favourites are “the abolition of distance” and “the disappearance of frontiers”. I do not know how often I have met with the statements that “the aeroplane and the radio have abolished distance” and “all parts of the world are now interdependent” (1944). It is worth revisiting the old boy’s grumpiness, because the rhetoric he so niftily skewers continues in our own time. Facebook features “Peace on Facebook” and even claims that it can “decrease world conflict” through inter-cultural communication. Twitter has announced itself as “a triumph of humanity” (“A Cyber-House” 61). Queue George. In between Orwell and latter-day hoody cybertarians, a whole host of excitable public intellectuals announced the impending end of materiality through emergent media forms. Marshall McLuhan, Neil Postman, Daniel Bell, Ithiel de Sola Pool, George Gilder, Alvin Toffler—the list of 1960s futurists goes on and on. And this wasn’t just a matter of punditry: the OECD decreed the coming of the “information society” in 1975 and the European Union (EU) followed suit in 1979, while IBM merrily declared an “information age” in 1977. Bell theorized this technological utopia as post-ideological, because class would cease to matter (Mattelart). Polluting industries seemingly no longer represented the dynamic core of industrial capitalism; instead, market dynamism radiated from a networked, intellectual core of creative and informational activities. The new information and knowledge-based economies would rescue First World hegemony from an “insurgent world” that lurked within as well as beyond itself (Schiller). Orwell’s others and the Cold-War futurists propagated one of the most destructive myths shaping both public debate and scholarly studies of the media, culture, and communication. They convinced generations of analysts, activists, and arrivistes that the promises and problems of the media could be understood via metaphors of the environment, and that the media were weightless and virtual. The famous medium they wished us to see as the message —a substance as vital to our wellbeing as air, water, and soil—turned out to be no such thing. Today’s cybertarians inherit their anti-Marxist, anti-materialist positions, as a casual glance at any new media journal, culture-industry magazine, or bourgeois press outlet discloses. The media are undoubtedly important instruments of social cohesion and fragmentation, political power and dissent, democracy and demagoguery, and other fraught extensions of human consciousness. But talk of media systems as equivalent to physical ecosystems—fashionable among marketers and media scholars alike—is predicated on the notion that they are environmentally benign technologies. This has never been true, from the beginnings of print to today’s cloud-covered computing. Our new book Greening the Media focuses on the environmental impact of the media—the myriad ways that media technology consumes, despoils, and wastes natural resources. We introduce ideas, stories, and facts that have been marginal or absent from popular, academic, and professional histories of media technology. Throughout, ecological issues have been at the core of our work and we immodestly think the same should apply to media communications, and cultural studies more generally. We recognize that those fields have contributed valuable research and teaching that address environmental questions. For instance, there is an abundant literature on representations of the environment in cinema, how to communicate environmental messages successfully, and press coverage of climate change. That’s not enough. You may already know that media technologies contain toxic substances. You may have signed an on-line petition protesting the hazardous and oppressive conditions under which workers assemble cell phones and computers. But you may be startled, as we were, by the scale and pervasiveness of these environmental risks. They are present in and around every site where electronic and electric devices are manufactured, used, and thrown away, poisoning humans, animals, vegetation, soil, air and water. We are using the term “media” as a portmanteau word to cover a multitude of cultural and communications machines and processes—print, film, radio, television, information and communications technologies (ICT), and consumer electronics (CE). This is not only for analytical convenience, but because there is increasing overlap between the sectors. CE connect to ICT and vice versa; televisions resemble computers; books are read on telephones; newspapers are written through clouds; and so on. Cultural forms and gadgets that were once separate are now linked. The currently fashionable notion of convergence doesn’t quite capture the vastness of this integration, which includes any object with a circuit board, scores of accessories that plug into it, and a global nexus of labor and environmental inputs and effects that produce and flow from it. In 2007, a combination of ICT/CE and media production accounted for between 2 and 3 percent of all greenhouse gases emitted around the world (“Gartner Estimates,”; International Telecommunication Union; Malmodin et al.). Between twenty and fifty million tonnes of electronic waste (e-waste) are generated annually, much of it via discarded cell phones and computers, which affluent populations throw out regularly in order to buy replacements. (Presumably this fits the narcissism of small differences that distinguishes them from their own past.) E-waste is historically produced in the Global North—Australasia, Western Europe, Japan, and the US—and dumped in the Global South—Latin America, Africa, Eastern Europe, Southern and Southeast Asia, and China. It takes the form of a thousand different, often deadly, materials for each electrical and electronic gadget. This trend is changing as India and China generate their own media detritus (Robinson; Herat). Enclosed hard drives, backlit screens, cathode ray tubes, wiring, capacitors, and heavy metals pose few risks while these materials remain encased. But once discarded and dismantled, ICT/CE have the potential to expose workers and ecosystems to a morass of toxic components. Theoretically, “outmoded” parts could be reused or swapped for newer parts to refurbish devices. But items that are defined as waste undergo further destruction in order to collect remaining parts and valuable metals, such as gold, silver, copper, and rare-earth elements. This process causes serious health risks to bones, brains, stomachs, lungs, and other vital organs, in addition to birth defects and disrupted biological development in children. Medical catastrophes can result from lead, cadmium, mercury, other heavy metals, poisonous fumes emitted in search of precious metals, and such carcinogenic compounds as polychlorinated biphenyls, dioxin, polyvinyl chloride, and flame retardants (Maxwell and Miller 13). The United States’ Environmental Protection Agency estimates that by 2007 US residents owned approximately three billion electronic devices, with an annual turnover rate of 400 million units, and well over half such purchases made by women. Overall CE ownership varied with age—adults under 45 typically boasted four gadgets; those over 65 made do with one. The Consumer Electronics Association (CEA) says US$145 billion was expended in the sector in 2006 in the US alone, up 13% on the previous year. The CEA refers joyously to a “consumer love affair with technology continuing at a healthy clip.” In the midst of a recession, 2009 saw $165 billion in sales, and households owned between fifteen and twenty-four gadgets on average. By 2010, US$233 billion was spent on electronic products, three-quarters of the population owned a computer, nearly half of all US adults owned an MP3 player, and 85% had a cell phone. By all measures, the amount of ICT/CE on the planet is staggering. As investigative science journalist, Elizabeth Grossman put it: “no industry pushes products into the global market on the scale that high-tech electronics does” (Maxwell and Miller 2). In 2007, “of the 2.25 million tons of TVs, cell phones and computer products ready for end-of-life management, 18% (414,000 tons) was collected for recycling and 82% (1.84 million tons) was disposed of, primarily in landfill” (Environmental Protection Agency 1). Twenty million computers fell obsolete across the US in 1998, and the rate was 130,000 a day by 2005. It has been estimated that the five hundred million personal computers discarded in the US between 1997 and 2007 contained 6.32 billion pounds of plastics, 1.58 billion pounds of lead, three million pounds of cadmium, 1.9 million pounds of chromium, and 632000 pounds of mercury (Environmental Protection Agency; Basel Action Network and Silicon Valley Toxics Coalition 6). The European Union is expected to generate upwards of twelve million tons annually by 2020 (Commission of the European Communities 17). While refrigerators and dangerous refrigerants account for the bulk of EU e-waste, about 44% of the most toxic e-waste measured in 2005 came from medium-to-small ICT/CE: computer monitors, TVs, printers, ink cartridges, telecommunications equipment, toys, tools, and anything with a circuit board (Commission of the European Communities 31-34). Understanding the enormity of the environmental problems caused by making, using, and disposing of media technologies should arrest our enthusiasm for them. But intellectual correctives to the “love affair” with technology, or technophilia, have come and gone without establishing much of a foothold against the breathtaking flood of gadgets and the propaganda that proclaims their awe-inspiring capabilities.[i] There is a peculiar enchantment with the seeming magic of wireless communication, touch-screen phones and tablets, flat-screen high-definition televisions, 3-D IMAX cinema, mobile computing, and so on—a totemic, quasi-sacred power that the historian of technology David Nye has named the technological sublime (Nye Technological Sublime 297).[ii] We demonstrate in our book why there is no place for the technological sublime in projects to green the media. But first we should explain why such symbolic power does not accrue to more mundane technologies; after all, for the time-strapped cook, a pressure cooker does truly magical things. Three important qualities endow ICT/CE with unique symbolic potency—virtuality, volume, and novelty. The technological sublime of media technology is reinforced by the “virtual nature of much of the industry’s content,” which “tends to obscure their responsibility for a vast proliferation of hardware, all with high levels of built-in obsolescence and decreasing levels of efficiency” (Boyce and Lewis 5). Planned obsolescence entered the lexicon as a new “ethics” for electrical engineering in the 1920s and ’30s, when marketers, eager to “habituate people to buying new products,” called for designs to become quickly obsolete “in efficiency, economy, style, or taste” (Grossman 7-8).[iii] This defines the short lifespan deliberately constructed for computer systems (drives, interfaces, operating systems, batteries, etc.) by making tiny improvements incompatible with existing hardware (Science and Technology Council of the American Academy of Motion Picture Arts and Sciences 33-50; Boyce and Lewis). With planned obsolescence leading to “dizzying new heights” of product replacement (Rogers 202), there is an overstated sense of the novelty and preeminence of “new” media—a “cult of the present” is particularly dazzled by the spread of electronic gadgets through globalization (Mattelart and Constantinou 22). References to the symbolic power of media technology can be found in hymnals across the internet and the halls of academe: technologies change us, the media will solve social problems or create new ones, ICTs transform work, monopoly ownership no longer matters, journalism is dead, social networking enables social revolution, and the media deliver a cleaner, post-industrial, capitalism. Here is a typical example from the twilight zone of the technological sublime (actually, the OECD): A major feature of the knowledge-based economy is the impact that ICTs have had on industrial structure, with a rapid growth of services and a relative decline of manufacturing. Services are typically less energy intensive and less polluting, so among those countries with a high and increasing share of services, we often see a declining energy intensity of production … with the emergence of the Knowledge Economy ending the old linear relationship between output and energy use (i.e. partially de-coupling growth and energy use) (Houghton 1) This statement mixes half-truths and nonsense. In reality, old-time, toxic manufacturing has moved to the Global South, where it is ascendant; pollution levels are rising worldwide; and energy consumption is accelerating in residential and institutional sectors, due almost entirely to ICT/CE usage, despite advances in energy conservation technology (a neat instance of the age-old Jevons Paradox). In our book we show how these are all outcomes of growth in ICT/CE, the foundation of the so-called knowledge-based economy. ICT/CE are misleadingly presented as having little or no material ecological impact. In the realm of everyday life, the sublime experience of electronic machinery conceals the physical work and material resources that go into them, while the technological sublime makes the idea that more-is-better palatable, axiomatic; even sexy. In this sense, the technological sublime relates to what Marx called “the Fetishism which attaches itself to the products of labour” once they are in the hands of the consumer, who lusts after them as if they were “independent beings” (77). There is a direct but unseen relationship between technology’s symbolic power and the scale of its environmental impact, which the economist Juliet Schor refers to as a “materiality paradox” —the greater the frenzy to buy goods for their transcendent or nonmaterial cultural meaning, the greater the use of material resources (40-41). We wrote Greening the Media knowing that a study of the media’s effect on the environment must work especially hard to break the enchantment that inflames popular and elite passions for media technologies. We understand that the mere mention of the political-economic arrangements that make shiny gadgets possible, or the environmental consequences of their appearance and disappearance, is bad medicine. It’s an unwelcome buzz kill—not a cool way to converse about cool stuff. But we didn’t write the book expecting to win many allies among high-tech enthusiasts and ICT/CE industry leaders. We do not dispute the importance of information and communication media in our lives and modern social systems. We are media people by profession and personal choice, and deeply immersed in the study and use of emerging media technologies. But we think it’s time for a balanced assessment with less hype and more practical understanding of the relationship of media technologies to the biosphere they inhabit. Media consumers, designers, producers, activists, researchers, and policy makers must find new and effective ways to move ICT/CE production and consumption toward ecologically sound practices. In the course of this project, we found in casual conversation, lecture halls, classroom discussions, and correspondence, consistent and increasing concern with the environmental impact of media technology, especially the deleterious effects of e-waste toxins on workers, air, water, and soil. We have learned that the grip of the technological sublime is not ironclad. Its instability provides a point of departure for investigating and criticizing the relationship between the media and the environment. The media are, and have been for a long time, intimate environmental participants. Media technologies are yesterday’s, today’s, and tomorrow’s news, but rarely in the way they should be. The prevailing myth is that the printing press, telegraph, phonograph, photograph, cinema, telephone, wireless radio, television, and internet changed the world without changing the Earth. In reality, each technology has emerged by despoiling ecosystems and exposing workers to harmful environments, a truth obscured by symbolic power and the power of moguls to set the terms by which such technologies are designed and deployed. Those who benefit from ideas of growth, progress, and convergence, who profit from high-tech innovation, monopoly, and state collusion—the military-industrial-entertainment-academic complex and multinational commandants of labor—have for too long ripped off the Earth and workers. As the current celebration of media technology inevitably winds down, perhaps it will become easier to comprehend that digital wonders come at the expense of employees and ecosystems. This will return us to Max Weber’s insistence that we understand technology in a mundane way as a “mode of processing material goods” (27). Further to understanding that ordinariness, we can turn to the pioneering conversation analyst Harvey Sacks, who noted three decades ago “the failures of technocratic dreams [:] that if only we introduced some fantastic new communication machine the world will be transformed.” Such fantasies derived from the very banality of these introductions—that every time they took place, one more “technical apparatus” was simply “being made at home with the rest of our world’ (548). Media studies can join in this repetitive banality. Or it can withdraw the welcome mat for media technologies that despoil the Earth and wreck the lives of those who make them. [iii] This compulsory repetition is seemingly undertaken each time as a novelty, governed by what German cultural critic Walter Benjamin called, in his awkward but occasionally illuminating prose, "the ever-always-the-same" of "mass-production" cloaked in "a hitherto unheard-of significance" (48).

Abstract:
IntroductionFirmly located within the discourse of visible culture as the lofty preserve of art exhibitions and museum artefacts, the noun “curate” has gradually transformed into the verb “to curate”. Williams writes that “curate” has become a fashionable code word among the aesthetically minded to describe a creative activity. Designers no longer simply sell clothes; they “curate” merchandise. Chefs no longer only make food; they also “curate” meals. Chosen for their keen eye for a particular style or a precise shade, it is their knowledge of their craft, their reputation, and their sheer ability to choose among countless objects which make the creative process a creative activity in itself. Writing from within the framework of “curate” as a creative process, this article discusses how the state banquet for Queen Elizabeth II, hosted by Irish President Mary McAleese at Dublin Castle in May 2011, was carefully curated to represent Ireland’s diplomatic, cultural, and culinary identity. The paper will focus in particular on how the menu for the banquet was created and how the banquet’s brief, “Ireland on a Plate”, was fulfilled.History and BackgroundFood has been used by nations for centuries to display wealth, cement alliances, and impress foreign visitors. Since the feasts of the Numidian kings (circa 340 BC), culinary staging and presentation has belonged to “a long, multifaceted and multicultural history of diplomatic practices” (IEHCA 5). According to the works of Baughman, Young, and Albala, food has defined the social, cultural, and political position of a nation’s leaders throughout history.In early 2011, Ross Lewis, Chef Patron of Chapter One Restaurant in Dublin, was asked by the Irish Food Board, Bord Bía, if he would be available to create a menu for a high-profile banquet (Mahon 112). The name of the guest of honour was divulged several weeks later after vetting by the protocol and security divisions of the Department of the Taoiseach (Prime Minister) and the Department of Foreign Affairs and Trade. Lewis was informed that the menu was for the state banquet to be hosted by President Mary McAleese at Dublin Castle in honour of Queen Elizabeth II’s visit to Ireland the following May.Hosting a formal banquet for a visiting head of state is a key feature in the statecraft of international and diplomatic relations. Food is the societal common denominator that links all human beings, regardless of culture (Pliner and Rozin 19). When world leaders publicly share a meal, that meal is laden with symbolism, illuminating each diner’s position “in social networks and social systems” (Sobal, Bove, and Rauschenbach 378). The public nature of the meal signifies status and symbolic kinship and that “guest and host are on par in terms of their personal or official attributes” (Morgan 149). While the field of academic scholarship on diplomatic dining might be young, there is little doubt of the value ascribed to the semiotics of diplomatic gastronomy in modern power structures (Morgan 150; De Vooght and Scholliers 12; Chapple-Sokol 162), for, as Firth explains, symbols are malleable and perfectly suited to exploitation by all parties (427).Political DiplomacyWhen Ireland gained independence in December 1921, it marked the end of eight centuries of British rule. The outbreak of “The Troubles” in 1969 in Northern Ireland upset the gradually improving environment of British–Irish relations, and it would be some time before a state visit became a possibility. Beginning with the peace process in the 1990s, the IRA ceasefire of 1994, and the Good Friday Agreement in 1998, a state visit was firmly set in motion by the visit of Irish President Mary Robinson to Buckingham Palace in 1993, followed by the unofficial visit of the Prince of Wales to Ireland in 1995, and the visit of Irish President Mary McAleese to Buckingham Palace in 1999. An official invitation to Queen Elizabeth from President Mary McAleese in March 2011 was accepted, and the visit was scheduled for mid-May of the same year.The visit was a highly performative occasion, orchestrated and ordained in great detail, displaying all the necessary protocol associated with the state visit of one head of state to another: inspection of the military, a courtesy visit to the nation’s head of state on arrival, the laying of a wreath at the nation’s war memorial, and a state banquet.These aspects of protocol between Britain and Ireland were particularly symbolic. By inspecting the military on arrival, the existence of which is a key indicator of independence, Queen Elizabeth effectively demonstrated her recognition of Ireland’s national sovereignty. On making the customary courtesy call to the head of state, the Queen was received by President McAleese at her official residence Áras an Uachtaráin (The President’s House), which had formerly been the residence of the British monarch’s representative in Ireland (Robbins 66). The state banquet was held in Dublin Castle, once the headquarters of British rule where the Viceroy, the representative of Britain’s Court of St James, had maintained court (McDowell 1).Cultural DiplomacyThe state banquet provided an exceptional showcase of Irish culture and design and generated a level of preparation previously unseen among Dublin Castle staff, who described it as “the most stage managed state event” they had ever witnessed (Mahon 129).The castle was cleaned from top to bottom, and inventories were taken of the furniture and fittings. The Waterford Crystal chandeliers were painstakingly taken down, cleaned, and reassembled; the Killybegs carpets and rugs of Irish lamb’s wool were cleaned and repaired. A special edition Newbridge Silverware pen was commissioned for Queen Elizabeth and Prince Philip to sign the newly ordered Irish leather-bound visitors’ book. A new set of state tableware was ordered for the President’s table. Irish manufacturers of household goods necessary for the guest rooms, such as towels and soaps, hand creams and body lotions, candle holders and scent diffusers, were sought. Members of Her Majesty’s staff conducted a “walk-through” several weeks in advance of the visit to ensure that the Queen’s wardrobe would not clash with the surroundings (Mahon 129–32).The promotion of Irish manufacture is a constant thread throughout history. Irish linen, writes Kane, enjoyed a reputation as far afield as the Netherlands and Italy in the 15th century, and archival documents from the Vaucluse attest to the purchase of Irish cloth in Avignon in 1432 (249–50). Support for Irish-made goods was raised in 1720 by Jonathan Swift, and by the 18th century, writes Foster, Dublin had become an important centre for luxury goods (44–51).It has been Irish government policy since the late 1940s to use Irish-manufactured goods for state entertaining, so the material culture of the banquet was distinctly Irish: Arklow Pottery plates, Newbridge Silverware cutlery, Waterford Crystal glassware, and Irish linen tablecloths. In order to decide upon the table setting for the banquet, four tables were laid in the King’s Bedroom in Dublin Castle. The Executive Chef responsible for the banquet menu, and certain key personnel, helped determine which setting would facilitate serving the food within the time schedule allowed (Mahon 128–29). The style of service would be service à la russe, so widespread in restaurants today as to seem unremarkable. Each plate is prepared in the kitchen by the chef and then served to each individual guest at table. In the mid-19th century, this style of service replaced service à la française, in which guests typically entered the dining room after the first course had been laid on the table and selected food from the choice of dishes displayed around them (Kaufman 126).The guest list was compiled by government and embassy officials on both sides and was a roll call of Irish and British life. At the President’s table, 10 guests would be served by a team of 10 staff in Dorchester livery. The remaining tables would each seat 12 guests, served by 12 liveried staff. The staff practiced for several days prior to the banquet to make sure that service would proceed smoothly within the time frame allowed. The team of waiters, each carrying a plate, would emerge from the kitchen in single file. They would then take up positions around the table, each waiter standing to the left of the guest they would serve. On receipt of a discreet signal, each plate would be laid in front of each guest at precisely the same moment, after which the waiters would then about foot and return to the kitchen in single file (Mahon 130).Post-prandial entertainment featured distinctive styles of performance and instruments associated with Irish traditional music. These included reels, hornpipes, and slipjigs, voice and harp, sean-nόs (old style) singing, and performances by established Irish artists on the fiddle, bouzouki, flute, and uilleann pipes (Office of Public Works).Culinary Diplomacy: Ireland on a PlateLewis was given the following brief: the menu had to be Irish, the main course must be beef, and the meal should represent the very best of Irish ingredients. There were no restrictions on menu design. There were no dietary requirements or specific requests from the Queen’s representatives, although Lewis was informed that shellfish is excluded de facto from Irish state banquets as a precautionary measure. The meal was to be four courses long and had to be served to 170 diners within exactly 1 hour and 10 minutes (Mahon 112). A small army of 16 chefs and 4 kitchen porters would prepare the food in the kitchen of Dublin Castle under tight security. The dishes would be served on state tableware by 40 waiters, 6 restaurant managers, a banqueting manager and a sommélier. Lewis would be at the helm of the operation as Executive Chef (Mahon 112–13).Lewis started by drawing up “a patchwork quilt” of the products he most wanted to use and built the menu around it. The choice of suppliers was based on experience but also on a supplier’s ability to deliver perfectly ripe goods in mid-May, a typically black spot in the Irish fruit and vegetable growing calendar as it sits between the end of one season and the beginning of another. Lewis consulted the Queen’s itinerary and the menus to be served so as to avoid repetitions. He had to discard his initial plan to feature lobster in the starter and rhubarb in the dessert—the former for the precautionary reasons mentioned above, and the latter because it featured on the Queen’s lunch menu on the day of the banquet (Mahon 112–13).Once the ingredients had been selected, the menu design focused on creating tastes, flavours and textures. Several draft menus were drawn up and myriad dishes were tasted and discussed in the kitchen of Lewis’s own restaurant. Various wines were paired and tasted with the different courses, the final choice being a Château Lynch-Bages 1998 red and a Château de Fieuzal 2005 white, both from French Bordeaux estates with an Irish connection (Kellaghan 3). Two months and two menu sittings later, the final menu was confirmed and signed off by state and embassy officials (Mahon 112–16).The StarterThe banquet’s starter featured organic Clare Island salmon cured in a sweet brine, laid on top of a salmon cream combining wild smoked salmon from the Burren and Cork’s Glenilen Farm crème fraîche, set over a lemon balm jelly from the Tannery Cookery School Gardens, Waterford. Garnished with horseradish cream, wild watercress, and chive flowers from Wicklow, the dish was finished with rapeseed oil from Kilkenny and a little sea salt from West Cork (Mahon 114). Main CourseA main course of Irish beef featured as the pièce de résistance of the menu. A rib of beef from Wexford’s Slaney Valley was provided by Kettyle Irish Foods in Fermanagh and served with ox cheek and tongue from Rathcoole, County Dublin. From along the eastern coastline came the ingredients for the traditional Irish dish of smoked champ: cabbage from Wicklow combined with potatoes and spring onions grown in Dublin. The new season’s broad beans and carrots were served with wild garlic leaf, which adorned the dish (Mahon 113). Cheese CourseThe cheese course was made up of Knockdrinna, a Tomme style goat’s milk cheese from Kilkenny; Milleens, a Munster style cow’s milk cheese produced in Cork; Cashel Blue, a cow’s milk blue cheese from Tipperary; and Glebe Brethan, a Comté style cheese from raw cow’s milk from Louth. Ditty’s Oatmeal Biscuits from Belfast accompanied the course.DessertLewis chose to feature Irish strawberries in the dessert. Pat Clarke guaranteed delivery of ripe strawberries on the day of the banquet. They married perfectly with cream and yoghurt from Glenilen Farm in Cork. The cream was set with Irish Carrageen moss, overlaid with strawberry jelly and sauce, and garnished with meringues made with Irish apple balsamic vinegar from Lusk in North Dublin, yoghurt mousse, and Irish soda bread tuiles made with wholemeal flour from the Mosse family mill in Kilkenny (Mahon 113).The following day, President McAleese telephoned Lewis, saying of the banquet “Ní hé go raibh sé go maith, ach go raibh sé míle uair níos fearr ná sin” (“It’s not that it was good but that it was a thousand times better”). The President observed that the menu was not only delicious but that it was “amazingly articulate in terms of the story that it told about Ireland and Irish food.” The Queen had particularly enjoyed the stuffed cabbage leaf of tongue, cheek and smoked colcannon (a traditional Irish dish of mashed potatoes with curly kale or green cabbage) and had noted the diverse selection of Irish ingredients from Irish artisans (Mahon 116). Irish CuisineWhen the topic of food is explored in Irish historiography, the focus tends to be on the consequences of the Great Famine (1845–49) which left the country “socially and emotionally scarred for well over a century” (Mac Con Iomaire and Gallagher 161). Some commentators consider the term “Irish cuisine” oxymoronic, according to Mac Con Iomaire and Maher (3). As Goldstein observes, Ireland has suffered twice—once from its food deprivation and second because these deprivations present an obstacle for the exploration of Irish foodways (xii). Writing about Italian, Irish, and Jewish migration to America, Diner states that the Irish did not have a food culture to speak of and that Irish writers “rarely included the details of food in describing daily life” (85). Mac Con Iomaire and Maher note that Diner’s methodology overlooks a centuries-long tradition of hospitality in Ireland such as that described by Simms (68) and shows an unfamiliarity with the wealth of food related sources in the Irish language, as highlighted by Mac Con Iomaire (“Exploring” 1–23).Recent scholarship on Ireland’s culinary past is unearthing a fascinating story of a much more nuanced culinary heritage than has been previously understood. This is clearly demonstrated in the research of Cullen, Cashman, Deleuze, Kellaghan, Kelly, Kennedy, Legg, Mac Con Iomaire, Mahon, O’Sullivan, Richman Kenneally, Sexton, and Stanley, Danaher, and Eogan.In 1996 Ireland was described by McKenna as having the most dynamic cuisine in any European country, a place where in the last decade “a vibrant almost unlikely style of cooking has emerged” (qtd. in Mac Con Iomaire “Jammet’s” 136). By 2014, there were nine restaurants in Dublin which had been awarded Michelin stars or Red Ms (Mac Con Iomaire “Jammet’s” 137). Ross Lewis, Chef Patron of Chapter One Restaurant, who would be chosen to create the menu for the state banquet for Queen Elizabeth II, has maintained a Michelin star since 2008 (Mac Con Iomaire, “Jammet’s” 138). Most recently the current strength of Irish gastronomy is globally apparent in Mark Moriarty’s award as San Pellegrino Young Chef 2015 (McQuillan). As Deleuze succinctly states: “Ireland has gone mad about food” (143).This article is part of a research project into Irish diplomatic dining, and the author is part of a research cluster into Ireland’s culinary heritage within the Dublin Institute of Technology. The aim of the research is to add to the growing body of scholarship on Irish gastronomic history and, ultimately, to contribute to the discourse on the existence of a national cuisine. If, as Zubaida says, “a nation’s cuisine is its court’s cuisine,” then it is time for Ireland to “research the feasts as well as the famines” (Mac Con Iomaire and Cashman 97).ConclusionThe Irish state banquet for Queen Elizabeth II in May 2011 was a highly orchestrated and formalised process. From the menu, material culture, entertainment, and level of consultation in the creative content, it is evident that the banquet was carefully curated to represent Ireland’s diplomatic, cultural, and culinary identity.The effects of the visit appear to have been felt in the years which have followed. Hennessy wrote in the Irish Times newspaper that Queen Elizabeth is privately said to regard her visit to Ireland as the most significant of the trips she has made during her 60-year reign. British Prime Minister David Cameron is noted to mention the visit before every Irish audience he encounters, and British Foreign Secretary William Hague has spoken in particular of the impact the state banquet in Dublin Castle made upon him. Hennessy points out that one of the most significant indicators of the peaceful relationship which exists between the two countries nowadays was the subsequent state visit by Irish President Michael D. Higgins to Britain in 2013. This was the first state visit to the United Kingdom by a President of Ireland and would have been unimaginable 25 years ago. The fact that the President and his wife stayed at Windsor Castle and that the attendant state banquet was held there instead of Buckingham Palace were both deemed to be marks of special favour and directly attributed to the success of Her Majesty’s 2011 visit to Ireland.As the research demonstrates, eating together unites rather than separates, gathers rather than divides, diffuses political tensions, and confirms alliances.
