Abstract:
The aim of this article is to study the history of the formation of the Indian Parliamentary Committee (IPC) in the British House of Commons in 1893. To achieve this aim, the following objectives are envisaged: determination of reasons for establishing the IPC; analysis of the activities of the Indian National Congress and British liberals; analysis of the election campaign of Dadabhai Naoroji, which enabled him to get a seat in the House of Commons in 1892. The sources of the study are the pamphlets of the Indian National Congress members, which explain the need for Indian representatives to participate in the British Parliament; records of parliamentary hearings on the Indian issue; materials of the press describing the course of the election campaign of 1892 and the tasks of the Indian Committee in Parliament. In the course of the study, the author came to the following conclusions. The moderate branch in the Indian liberation movement considered the British Rule in India to be a progressive phenomenon in the Indian life. The defects of the British administration were due to the fact that the English people and Parliament did not understand the problems that the Indian population faced under the British Rule. The Parliamentary Committee dealing exclusively with the Indian issue could contribute to solving this problem. The main conductor of this idea in India was the National Congress, which, since its inception, began work on the formation of the IPC. In the late 1880s, an Indian political agency, which intensified attempts to organize an Indian committee in Parliament, was established in London. The interests of the Indians in the House of Commons at that time were defended by the Liberal MP Charles Bradlaugh. On the basis of the proposals of the National Congress, he prepared a bill on Indian councils, which came into force in 1892. Nevertheless, the creation of the Indian Parliamentary Committee became possible only in 1893, when Dadabhai Naoroji and William Wadderburn (founders of the British Committee of the Indian National Congress) were elected to the House of Commons as Liberal MPs. In general, the creation of the IPC was a progressive step in the development of the Indian liberation movement because the IPC gave the moderate nationalists and their British liberal supporters new tools of fighting for the rights of Indian subjects of the British Empire. The appearance of supporters of Indian reforms in Parliament was the evidence of the success of the IPC’s course of expanding political agitation in England, although it did not guarantee significant achievements in solving of the Indian question.

Abstract:
The subject of this research is the documents from the archive of the viceroy of India Minto, which contain the records about the Indian National Congress. The author examines the history of studying the archive of Minto in foreign scientific literature. Special attention is given to correspondence of Minto with the Secretary of State for India Lord John Morley and their deputies that covers the period from the first Partition of Bengal (1905), split in the Indian National Congress (1907), and draft of the Morley-Minto reform, which involved the members of the Indian National Congress. The article also discusses the activity of the Indian Parliamentary Committee in the British House of Commons, and the response of the colonial authorities to hire pro-Indian parliamentarians in London. The conclusion is made that the documents on the history of the Indian National Congress from Minto’s archive reveal the peculiarities of interaction between the British colonial administration and the national elites, which was aimed at preserving the loyalty of the most moderate representatives of the Indian National Congress, as well as at weakening the national liberation movement that manifested in countering by the colonial administration the significant extension of rights of the Indian nationals and implementation of “separate electorates: within the framework of the Morley-Minto reform.  The documents from Minto’s archive reflect the perspective of the colonial administration on the path of further development of India within the empire by preserving British power.

As diplomats across the world gathered in Paris in spring 1919 to discuss the peace process, observers asked “Whither India?” Critics wondered how the British government could enact emergency laws such as the Rowlatt Acts at the same time as it introduced the Government of India Act of 1919, which was intended to expand Indian involvement in governing the British dominions on the Indian subcontinent. Because Britain presented itself as a liberal form of empire on the international stage, its willingness to suspend rule of law over its subjects appeared contradictory. India's support of the Allied powers allowed Indian moderates to represent India in Paris; during the war, Indian subjects had contributed over one million soldiers and suffered influenza, plague, and famine. The possibility of a new relationship between those governing and those being governed led many Indians to demand an adherence to the rule of law, a guarantee of civil liberties, and the foundations of a government that was for and by the Indian people. In a time of revolution in Russia, and assassinations by anarchists in Italy and France, it seemed foolhardy to repress radicals by censoring the press, preventing the right of individuals to assemble, or detaining suspects before they had committed any crimes. Lala Lajpat Rai, an Indian political activist who had been part of the progressive wing of the Indian National Congress, wrote from the United States, “India is a part of the world and revolution is in the air all the world over. The effort to kill it by repression and suppression is futile, unwise, and stupid.”

India's national day is 26 January; Indonesia's 17 August. They point to a difference. 26 January derives from the Indian National Congress' decision at its Lahore Congress in December 1929 to launch a Civil Disobedience movement against the British Government in India. Jawaharlal Nehru as Congress' President arranged that the first step would be for thousands of Congress rank and file to join together on 26 January 1930 to take the Independence Pledge. This declared that since ‘it is the inalienable right of the Indian people […] to have freedom, […] if any government deprives a people of those rights […] the people have a […] right to […] abolish it […]. We recognise, however, that the most effective way of gaining freedom is not through violence. We will, therefore, prepare ourselves by withdrawing, so far as we can, all voluntary association from the British Government and will prepare for Civil Disobedience.’ From that moment onwards 26 January has been India's Independence Day, though when it was first held India's independence still stood 17 years away. The celebrations have thus come to link post-independent India with the feats of the Indian national movement which for so many years pursued the strategy of civil disobedience, and which, despite a series of intervening fits and starts, is seen to have been crucial to its success. For India the heroics of its freedom struggle lie, that is, in its elon-gated pre-independence past, of long years of humiliating harassment and costly commitment. They are not much associated with the final run up to independence. With the emphasis rather upon the earlier, principally Gandhian years, of protests and processions, of proscriptions and prison, the final transfer of power is not seen, moreover, as comprising a traumatic break with the past, but as the logical climax to all that had gone before. The direct continuities between the pre- and post-independence periodes in India in these respects are accepted as a central part of its national heritage.

The British created an invisible wall between ‘British India’ and the ‘Princely India’ by governing the latter indirectly through hereditary princes, who were supposedly fully autonomous, but for British ‘paramountcy’. The Indian National Congress had from the beginning adopted a policy of non-interference in the states’ affairs, which Mahatma Gandhi too upheld. However, nationalism began to cast its influence in the states despite this policy of non-interference. In Kashmir the opposition to the Maharaja took, first, the form of a Muslim agitation against the ruler’s oppressive measures. But in time as the movement against the Dogra Raj obtained increasing support from the nationalist leaders, notably Jawaharlal Nehru, the Muslim Conference (later named National Conference) leadership headed by Sheikh Abdullah gravitated towards the All-India States Peoples Conference and its spiritual parent, the Congress. The Congress too abandoned its policy of non-interference fully by 1939. This shift ultimately caused a rift in the valley, with Ch. Ghulam Abbas forming the Muslim Conference in opposition to Sheikh Abdullah’s National Conference in 1941.

AbstractThis paper considers the extent to which Subhas Chandra Bose and the Indian National Army (INA) contributed to India's liberation from British imperialism. The fundamental issue examined is why leaders of the Indian National Congress appropriated the INA legacy, contrary to two decades of non-violent struggle and regardless of the incompatibility of Bose's ideology and strategic vision. Drawing on published sources that chart policy decisions and illustrate the attitudes of leading actors in the formulation of Congress policy, this paper hypothesizes that Congress leaders defended INA prisoners-of-war and questions why the Congress apparently abandoned its long-established principles for immediate political gains, only to re-prioritize anew India's national interests once the public excitement over the INA had quietened. It illustrates that the Congress's overt and zealous defence of the INA was intended to harness public opinion behind an all-India issue rooted in sentimentalism and patriotism. The paper concludes that such support was crucial to the Congress's post-war electioneering campaign and was designed to counter the Muslim League's equally emotive electoral messages.

A recent article in the Calcutta magazine Desh outlined the exploits of a revolutionary fighting for “national freedom” against the British Empire. The article related how, during wartime, this revolutionary traveled secretly to secure the aid of Britain's enemies in starting a rebellion in his country. His mission failed, but this “selfless patriot” gained immortality as a nationalist hero. For an Indian—and particularly a Bengali—audience, the logical protagonist of this story would be the Bengali nationalist leader Subhas Chandra Bose. Bose, the former president of the Indian National Congress, assumed the leadership of the Indian National Army with the support of the Japanese imperial government during the Second World War in the hopes of freeing India from British rule. The subject of the story, however, was not Bose, but the United Irishmen leader Theobald Wolfe Tone and his efforts in 1796 to secure assistance for an Irish rebellion from the government of Revolutionary France. The article went on to narrate how Ireland had been held in the “grip of imperialism” for an even longer period of time than India and concluded that the Irish and Indian nationalist movements were linked by a history of rebellion against British rule.As the Desh article illustrates, the popular image of the relationship between Ireland and India within the British Empire has been that of two subject peoples striving for national freedom. This linkage of Irish and Indian history has had particular resonance in Bengal.

Abstract:
This is a narrative of events and panics in India in 1907: the fiftieth anniversary of 1857. After the East India Company's political ascendancy in 1757, the uprisings and insurrections of 1857 shook the very foundations of British rule in India. In the summer of 1907, several different strands of protest came together: the nearly all-India telegraph strike was barely over when a revolutionary terrorist network was unearthed, bringing the simmering political cauldron to the boil. The burgeoning swadeshi and boycott movement splintered, partly through the experience of Government repression, into political extremism within the Indian National Congress and revolutionary terrorism via secret societies. The growing radicalism within nationalist politics culminated in the split of the Congress at the meeting at Surat in 1907. Through this process the Indian National Congress changed from its constitutional and elite politics of reform into a more popular and mass-oriented organization. Though much has been written about this period of Indian politics, this paper delineates the larger international technological and informational entanglement through a case study of India, and in particular, Bengal.

The National Council of Labour attempted to coordinate the policies and actions of the Trades Union Congress and Labour party. It had a checkered history and eventually failed. Its existence, however, demonstrated that the leadership of the Trades Union Congress and Labour party were grappling with questions which have constantly confronted modern British labor, especially the ever-present controversy over the TUC and party relationship, as well as whether a unified labor movement is possible or even desirable, or whether the TUC and labour party appropriately represent components within such a movement. If the last is true, do both institutions share fundamental concepts, and can they develop common tactics or approaches in furthering them? Are those “two wings” mutually dependent? Can the party aid the TUC in achieving its political goals? If the concerns of the TUC and party differ, can they or should they be reconciled? Should the TUC-party relationship remain the same whether the party is in government or in opposition?The National Council of Labour consisted of representatives from the TUC's General Council, the Labour party's National Executive Committee (NEC), and the parliamentary Labour party's Executive Committee (PLP executive). Originally created in 1921 as the National Joint Council, it was reconstituted in 1930 and again in 1931-32, renamed the National Council of Labour in 1934, and began declining in 1940 to impotence by 1946. It was an extra-parliamentary, extra-party body designed to enhance cooperation and coherence within the labor movement.

This article addresses questions of political reform and colonial intelligence collection in 1930s India. It focuses on the expectations British colonial officials had of the impact of the 1935 Government of India Act reforms on Indian political behaviour, especially regarding the creation of largely autonomous provincial assemblies. The 1937 provincial elections put these colonial suppositions to the test, and found them wanting. The article outlines the flawed and blinkered nature of colonial information gathering, demonstrating how the election results, particularly the very strong showing by an organized Indian National Congress, came as a real surprise to colonial administrators. However, the article also shows that these results did not necessarily change colonial opinions about Indian politics overmuch, as administrators and governors sought to frame what had happened within their existing understanding of India. Overall, this piece argues for the persistence of certain ways of colonial thinking in India, driven by ideological or cultural biases, as well as by the real limitations on the capability of the colonial state.

Over the course of the interwar period, the Congress-led movement for prohibition wrought a lengthy debate about ‘Indian’ and ‘foreign’ drinks. This debate gave rise to a little-known movement to promote the fresh, unfermented sap of the palm tree as India’s swadeshi beverage. If the British tried to claim the initiative for temperance through their tea campaign, Congress leaders sought to replace intoxicating drinks and their sobering ‘foreign’ alternatives with an indigenous drink. They had high hopes for this drink, which they believed would facilitate social reform while supporting national economic development. Neera, in other words, was the nationalists’ answer to toddy as well as tea. Indeed, the project of popularising neera was entirely in keeping with the upper-caste sensibilities of the Congress leadership: if toddy was the profane, neera was fresh, unfermented, and hence, pure. To this end, Congress leaders emphasised its nutritional value and potential in supporting the manufacture of gur (jaggery). They also promised a ready source of re-employment for tappers displaced by prohibition. As this article demonstrates, however, the neera scheme proved to be a slippery course to navigate owing to a combination of factors, foremost amongst them the impossibility of taming toddy.

The competition between the Hong Kong Court of Final Appeal, a cosmopolitan common law supreme court, and the Chinese National People's Congress Standing Committee, a Leninist parliamentary body, over the “proper meaning” of the Hong Kong Basic Law constituted a very important facet of the territory's constitutional history since the end of British rule in 1997. This article applies the insights of game theory to explain why constitutional stability, in the sense that the two players have never entered into an open collision with each other despite the ambiguity of the Basic Law and the “One Country, Two Systems” formula, endured until the present day. It is argued that successful coordination between the two resulted from the strong aversion of the Court and the Standing Committee to constitutional crises, as well as from the fact that neither entity was capable of credibly signaling its commitment to an aggressive strategy all the time.

AT THE TIME OF INDEPENDENCE FIFTY YEARS AGO MAHATAMA Gandhi suggested that the Indian National Congress, which he successfully led to independence, should be disbanded. As its function was to produce a coalition which could achieve independence from British rule, its historical role was over. This was an entirely logical, yet an entirely unpractical suggestion. Politicians active inside the Congress wished, not unnaturally, to turn their sacrifices into potential investments in an independent state. Independence was accompanied by partition of the country which degenerated into riots and massacre of civilians. There was no other political organization except the Congress to establish effective government. In any case, Congress was too successful a political organization to be dissolved purely by the power of argument. The Congress, therefore, turned from an independence movement into a governing party, a difficult transformation under all circumstances, and flourished. The historical significance of the recent general elections in India, the eleventh after independence, seems to be the actual realization of Gandhi's suggestion. India must now find a political structure which can function without the overwhelming presence of the Congress, a party universally reviled but, ironically, treated as indispensable.

Throughout the vast literature on British and general imperialism, the emphasis is largely upon the winning, then subsequent loss, of political control by the imperial power in colonial settings. Consequently, debate about the accession to that power has revolved largely about the great triad of considerations: economic necessity, strategic calculation, and civilising zeal. Similarly, discussion of emergent nationalist movements has hinged upon remarkably similar lines: Was the leadership of those movements motivated solely by ideologically inspired desires for independence, by the ambition to command the new sources of economic wealth developed under imperial rule, or by a simple thrust for political power to protect other interests? These are generalisations certainly, but, to take India as a case in point, much of the modern historiography has been concerned to demonstrate either how Britain “lost” or how the Indian National Congress “won” that power. But among such generalisations upon the British imperial experience, one interesting question has gone begging.

Abstract This article examines in detail how the forms of national or indigenous consciousness emerged in the sphere of Indian political ecology between 1857 and 1910. The subjects of “ecological indigeneity” and “dispossession” formed as defining characteristics in the articulation of this ecopolitical thinking. The scholarship to date has produced voluminous writings on the political, economic, and social dimension of the histories of colonial unrest, but it has not adequately addressed the issue of how the subtext of environmentalism greatly mattered in shaping some of the resistance movements. Focusing on the period between the 1857 revolt and 1910, this study evaluates three groups – (1) the 1857 Indian rebels and the Gonds; (2) the ādivāsī tribes of Bastar in 1910; and (3) the early Indian Congress Nationalists in the 1880s – to elucidate the emergence of environmentalism and indigenous dispossession in colonial India, which became foundational in critiquing British interventionist policies.

When the concept of Western nationalism travelled to India in the nineteenth and the beginning of the twentieth century it was carried by British officialdom and an increasingly mobile and articulate Indian élite that was educated in English and in the tradition of British society. Not only did it inspire the all-India nationalist movement, but it encouraged regional politics as well, mainly in ethnic and religious terms. Most of today's ethnic and religious movements in South Asia could be traced back to their antecedents before independence. Looking closer at the three major regional movements of pre-independence India, the Pathans, the Sikhs and the Tamils, one finds a striking similarity in patterns of mobilization, conflict and concept irrespective of their association with the national movement (Red Shirt movement of the Pathans, Sikh movement of the Akalis) or independent existence in opposition to Congress (non-Brahmin/Tamil movement)

The meeting was held under the patronage of the APASL Committee and Board of Presidents of the National Liver Association and in conjunction with the annual conference of the Indian Association for the Study of Liver (INASL). The congress was designed to have a core meeting with three parallel sessions running throughout, dedicated research workshops and intensive breakfast sessions. This report concentrates on the two sessions devoted to complementary and alternative medicine (CAM) and shows the latest research in CAM for liver disease and the concerns of doctors about integrating CAM with more traditional treatments. With researchers and practitioners gathering from all over the world, it was a unique opportunity for an intercultural discussion on CAM and liver disease.

AbstractsDuring the nineteenth century, South Asian businessmen began to engage in modern forms of philanthropy. Focusing on the western Indian city of Surat, this essay explores the emergence of philanthropic activity within the larger “portfolios” of gift giving held by indigenous merchants from roughly 1600 to 1924. Throughout this period, Hindu and Jain commercial magnates employed gifts as means both of building up their reputations (ābrū) within high-caste society and of fostering stable ties with political overlords. Local merchants continuously adjusted their charitable choices to changes in the ideology of these overlords as they sought to obtain influence with and honors from the ruling power. Involvement in philanthropy reflected a “negotiated” accommodation to Victorian values through which elite merchants maintained a relatively secure commercial and political environment in the context of late nineteenth-century British rule. When government policies seriously threatened their ābrū during World War I, however, local traders began to view donations to the Indian National Congress as an alternative method of conserving status and credit.

It is largely History and to some extent Political Science, which as academic disciplines, has incorporated Subhas Chandra Bose as “Topic of Study/Research”. Netaji Subhas Chandra Bose had an in-depth knowledge of not only the Indian Society but also Japanese and European Society. All these broadened his horizon and called for constant observation and study of Indian Society on a day to day basis. Netaji also donned the role of conciliator and arbitrator during industrial disputes. Thus his ideas and writings on these areas were a result of practical experience. Netaji Subhas Chandra Bose also tried his level best to ameliorate the social status of Indians and was particularly concerned about the plight of Indian labour and farmers. This Article focuses on the role of NetajiSubhas Chandra Bose in Social Reforms and Industrial Relations and aims at highlighting the fact that Bose can be an interesting ‘Topic of Research’ even in Sociology, especially Sociology of Indian Social Reforms, Sociology of Indian Industrial Relations and Military Sociology.

India and Pakistan, which emerged on the political map of the world 70 years ago, with the end of two hundred years of colonial rule of Britain, appeared to be the first states in the South Asia that demonstrated the uniqueness of the algorithms of the sovereignty of the liberated countries of the East. To what extent was it possible to combine tradition and modernization in their state-building? Return to the Eastern despotism, monarchical princely forms of governing or the creation of republics? What was the role in the States of free Hindustan to be supposed for their religion, religious institutions? Could the system of separation of powers correspond to the traditional ideas of many Indian and Pakistani peoples about power? We describe the characteristics of the program models of the state system, developed by the leading political forces of Colonial India – the All-Indian National Congress and the Muslim League for the future independent Hindustan, and their correlation with the real state and legal foundations of the Indian Union and Pakistan, formed in 1947–1956. It is noted that the League had only a general idea of the state formation and nation-building of Pakistan, which could not but affect the specifics of the Muslim project “Two Nations-two Indias” and subsequently led Pakistan to slide to the military dictatorships. The interrelation of the development of democratic legislation with the ideas of social justice, equality of national and ethno-religious minorities and the title majority is shown, the emphasis is placed on the risks of violation of the historical multiculturalism of the Indian civilization. We have involved the Indian, Pakistani and British documentaries on state-legal, historical and political issues, archival materials of the National Archives of India.

AbstractBy focusing on the history of white ants in colonial South Asia, this article shows how insects were ubiquitous and fundamental to the shaping of British colonial power. British rule in India was vulnerable to white ants because these insects consumed paper and wood, the key material foundations of the colonial state. The white ant problem also made the colonial state more resilient and intrusive. The sphere of strict governmental intervention was extended to include both animate and inanimate non-humans, while these insects were invoked as symbols to characterize colonized landscapes, peoples, and cultures. Nonetheless, encounters with white ants were not entirely within the control of the colonial state. Despite effective state intervention, white ants did not vanish altogether, and remained objects of everyday control until the final decade of colonial rule and after. Meanwhile, colonized and post-colonial South Asians used white ants to articulate their own distinct political agendas. Over time, white ants featured variously as metaphors for Islamic decadence, British colonial exploitation, communism, democratic socialism, and, more recently, the Indian National Congress. This article argues that co-constitutive encounters between the worlds of insects and politics have been an intrinsic feature of British colonialism and its legacies in South Asia.

AbstractThe year 1937 saw the establishment of Congress Ministries in eight of the eleven provinces in which the provincial elections had been held, Bihar being one of them. The resounding victory of the Congress which secured a clear majority in the province of Bihar and the dismal performance of the Muslim League seemed at the time to depict the mood of the people in general. It was taken as a clear rejection of the politics of communalism and separatism and as an expression of faith in the secular credentials of the Indian National Congress. However, less than a decade later, the province was gripped by severe communal tensions and had become one of the most prominent parts of India from where the movement for Pakistan drew support. This article thus explores the nature of the communal violence that occurred in Bihar in 1946 against the backdrop of the ‘escalating’ communal tensions during the late 1930s and early 1940s. It seeks to problematise the dichotomy that exists in literature on communal violence between moments of what have been called ‘extraordinary’ violence (such as riots) and the everyday structures of (what Gyanendra Pandey has called) ‘routine violence’. Through its analysis of contemporary material produced by the Muslim League, the Congress Ministry and the provincial British administration to explain the causes of the 1946 riots in Bihar, it argues that it is in the moments of rupture presented by riots that everyday structures of violence are trivialised or normalised through processes of ‘dichotomisation’, ‘dehumanisation’ and ‘denial’.

Mohandas Karamchand Gandhi has today become an iconic figure, a symbol of many things for many people. He is seen variously as the great opponent of European Colonism,as a champion of civil rights for racial, religious and other minorities, as an important critic of the industrial system of production, as a great pacifist, or as a person who stood for the need to resist injustice in a non-violent way. In the process, he developed the new technique of civil resistance now universally known as Satyagraha. His political, social and spiritual development during those years led to his manifesto of 1909-Hind Swaraj or Indian Self-rule a work that was considered so scandalous by the British. Gandhi returned to India in 1915 and after a period of settling in soon established himself as a champion of the peasantry, leading to confrontations with white indigo planters in Champaran in 1917 and the colonial tax bureaucracy in Kheda in 1918.He also led a successful strike in Ahmedabad. In 1917 he staged his first all India protest-the Rowlatt Satyagraha and followed this in 1920 by gaining control over the Indian National Congress and launching the Non-Cooperation Movement in which Indians withdrew their support for British Colonial institutions. This was followed in later years by two more powerful confrontations with the British-the Civil Disobedience Movement of 1930-1934 and the Quit India Movement of 1942.These movements were reflected through the Press which is the powerful media which forms the predominant role in molding the information of the public opinion. It reflects the political and socio-economic opinion of the people and emerges as an important source of information for framing the political scenario of a nation or a region according to the nature of its publication.

In February 1951, industrial discord between New Zealand watersiders and British ship-owners led to a dispute that was seen by each as a lockout and a strike respectively. Throughout the duration of the dispute, the Trades Union Congress and Wellington Waterside Workers’ Union Action Committee produced and distributed substantial amounts of printed material to stiffen the struggle among its members, vilify strike-breakers and the National Government – whose ultimate aim it was to crush the Union –and to ridicule the police – who were the instruments ofenforcement against the newly-minted Waterfront StrikeEmergency Regulations. In defiance of Regulation 4(d),which banned the production and distribution of ‘seditious’literature, a steady stream of illegal leaflets, pamphlets,lino-cut illustrations and cartoons emerged from theGestetners and small presses in the homes of membersand supporters of the watersiders. While printed materialis touched upon in the documented examination of thedispute as a political and industrial struggle, it is never thefocus of discussion. This article examines the multi-modalrhetoric of the underground literature to form a pictureof one side of the story of what was, arguably, the mostdisruptive and divisive 151 days in the history of the NewZealand labour movement.

The British Government of India divided the Muslim majority province of Punjab into Eastern and Western Punjab. But the partition line was drawn in a manner that headworks remained in India and irrigated land in Pakistan. The partition of Punjab was not scheduled in the original plan of the division of India. Why was it partitioned? To answer this question, the study in the first instance tries to explore circumstances, reasons, and conspiracies which led to the partition of Punjab which led to the division of the canal irrigation system and secondly, the impact of partition on water resource management in the Indus River Basin. Descriptive, historical, and analytical methods of research have been used to draw a conclusion. The study highlights the mindset of Indian National Congress to cripple down the newly emerging state of Pakistan that became a root cause of the partition of Punjab. The paper also highlights why India stopped water flowing into Pakistan on 1st April 1948 and the analysis also covers details about the agreement of 4th May 1948 and its consequences for Pakistan.

Before the transfer of Hong Kong's sovereignty from Britain to the People's Republic of China (PRC) on 1 July 1997, the politics of interpreting the Basic Law had already become apparent. This article aims to use the debate over the Court of Final Appeal (COFA), which was set up in July 1997 to replace the Privy Council in Britain as the court of final adjudication in the Hong Kong Special Administrative Region (HKSAR), to analyse how the Basic Law had already been interpreted by PRC officials, their British counterparts and the Hong Kong people. The interpretation of the Basic Law involves many people from both Hong Kong and China. As one legal scholar writes: “In one sense all kinds of people [in the HKSAR] will have to interpret the Basic Law: civil servants and other administrators and lawyers in their day-today work, legislators to ensure that their legislation and motions are consistent with it, the State Council [in the PRC], the National People's Congress Standing Committee, even private parties since some provisions affect private acts.” The debate over the COFA may also help towards an understanding of the ongoing interpretation of various provisions of the Basic Law, which serves as the mini-constitution of the HKSAR.

This review traces the growing burden of cancer in India from antiquity. We searched PubMed, Internet Archive, the British Library, and several other sources for information on cancer in Indian history. Paleopathology studies from Indus Valley Civilization sites do not reveal any malignancy. Cancer-like diseases and remedies are mentioned in the ancient Ayurveda and Siddha manuscripts from India. Cancer was rarely mentioned in the medieval literature from India. Cancer case reports from India began in the 17th century. Between 1860 and 1910, several audits and cancer case series were published by Indian Medical Service doctors across India. The landmark study by Nath and Grewal used autopsy, pathology, and clinical data between 1917 and 1932 from various medical college hospitals across India to confirm that cancer was a common cause of death in middle-aged and elderly Indians. India’s cancer burden was apparently low as a result of the short life expectancy of the natives in those times. In 1946, a national committee on health reforms recommended the creation of sufficient facilities to diagnose and manage the increasing cancer burden in all Indian states. Trends from the Mumbai population-based cancer registry revealed a four-fold increase in patients with cancer from 1964 to 2012. Depending on the epidemiologic transition level, wide interstate variation in cancer burden is found in India. We conclude that cancer has been recognized in India since antiquity. India’s current burden of a million incident cancers is the result of an epidemiologic transition, improved cancer diagnostics, and improved cancer data capture. The increase in cancer in India with wide interstate variations offers useful insights and important lessons for developing countries in managing their increasing cancer burdens.

Education is a human right and essential for realization of all other human rights. It is a basic right which helps the individual to live with human dignity the right to education is a fundamental human rights. Every individual, irrespective of race, gender, nationality, ethnic or social origin, religion or political preference, age or disability, is entitled to a free elementary education. Hence the present study has attempted to find out awareness of right to education among secondary school teachers. The sample of 200 secondary school teachers was taken. A self made questionnaire comprising 34 multiple choice items was used by the investigator. It was found that both Government and Private secondary teachers have equal information regarding RTE, whereas Male school teachers are more aware of RTE than Female secondary school teachers Education is the foundation stone of national development. No nation can develops without education. The function of education is to accelerate the progress and development of nation. Education is the only means which brings about national integration. Educational achievement of a nation is also an indicator of national pride. During the pre-british Indian the indigenous secondary education was imparted in Pathshalas, Gurukuls, Gurudwaras and other religious organization. Education was banned for women and for scheduled classes and poor people. After sometimes Christian missionaries and East Indian Company established a few schools with the purpose of spreading Christianity in India. The first organized step to established planned primary schools of four years duration in India was established when Macaulay presented his famous minutes in 1835 with a view to popularize English education. In 1854 Woods Dispatch laid stress on imparting education atleast upto the primary level to the Indians. Later many commissions and committees were set up like India Education Commission 1882, Government resolution on education policy 1904, Gopal Krishan Gokhales Resolution 1911,Hartog committee 1929, Wardha Scheme 1938 and Sargent report 1944. All of them laid stress on free & compulsory primary education. After independence India adopted Article-45 directive principle of state policy laid down in Indian Constitution. The Article says, The state shall endeavour to provide within a period of ten years from the commencement of the constitution free & compulsory education for all children untill they complete the age 6 to 14 years. Kothari Commission (1964-66) recommended qualitative improvement for the purpose of science education, work experience, vocalization of education and development of social, moral and spiritual values, improvement in methods of teaching curriculum, teacher training etc. were recommended. National Policy on Education (1986) emphasized on two aspects. One on the universal enrollment and universal retention of children upto 14 years of age and another on the substantial improvement in teaching quality of education. In order to improve the education of school, Operation, Blackboard was introduced by National Policy on Education. The programme of action (1986) was laid down, the purpose of Operation Blackboard is to ensure provision of minimum essential facilities in secondary schools, material facilities as learning equipment, use of blackboard implies that there is an urgency in this programme. In India, the desire for compulsory education figured in the writing and speeches of our leader before independence. But for national development and national integration, creation of good citizens, preparation for life, development of character, development of individuality, adaptation to environment and making man civilized. India just implemented the Right to Education on 27rd August (Thursday), 2009 by 86th Constitutional amendent. It says, the state shall provide free and compulsory education to all children the age of 6 to 14 years in such manner as the state may, by law, determine. Today education is considered an important public function and the state is seen as the chief provider of education through the allocation of substantial Budgetry resources and regulating the provision of education. The pre-eminent role of the state in fulfilling the Right To Education is enshrined in 1966 International Covenant on Economic, Social and Cultural rights. With regards to realizing the Right to Education the World Declaration on Education for All states that partnerships between government and non-government organizational, the private sector, local communities, religious groups, and families are necessary. The realization of Right to Education on a national level may be achieved through compulsory education or more specifically free and compulsory primary education as stated in both the Universal Declaration of Human Rights and the International Covenant on Economic, Social and Cultural Rights. So as India is first to made education compulsory and free for all. Formal Education is given to everybody without any discrimination of sex, caste, creed and colour. Education is the powerful tool. which accelerates the process of national growth and development. Moreover, economically and socially marginalized adults and children can left themselves out of miseries of darkness and participate fully as variable assets for their nation only with the help of education. Thus, education is a key towards a successful life. Keeping in view the importance of education, the secondary education in India has been made compulsory through 86th constitutional amendment. Moreover Right to Education has declared as fundamental right by this amendment under Article-emerge as a global leader in achieving the millennium development goal of ensuring that all children complete their secondary education by 2015 as set by UNESCO. The secondary stake holders for providing education are the parents and social authorities and both these entities have to be active: parents, by sending education is supported, thus, it is important that teacher should be aware of Right to Education. If teacher are well aware of Right to Education then only he/she can make the students to enjoy its benefits and motivate them to enroll in education. Moreover, if the teacher is fully awakened about the Right Education only then he/she will not dare to exploit the child.

Abstract The subject of unification is as vibrant as national movement even after 58 years of a fractured verdict. More than to achieve a physical conjugation it was an attempt for cultural fusion. The aspiration for linguistic unification was a part of the national discourse. The movement, which began with mystic originations, later on turned out to become communal. Political changes during 1799 A.D. and 1857 A.D. changed the fortunes of Mysore state and ultimately led to its disintegration and became the reason for this movement. The concept of unification is akin to the spirit of nationalism, against the background of colonial regime assigning parts of land to different administrative units without taking into consideration the historical or cultural aspects of that place. Kannadigas marooned in multi lingual states experient an orphaned situation got aroused with the turn of nineteenth century. The problem precipitated by the company was diluted by British when they introduced English education. Though the positive aspect like emergence of middle class is pragmatic, rise of communalism on the other hand is not idealistic. This research paper is designed to examine the polarization of castes during unification movement of Mysore State (Presently called as State of Karnataka, since 1973, which was termed Mysore when integrated) which came into being in 1956 A.D. Most of the previous studies concentrate on two aspects viz ideological discourse and organizational strategies adopted to gain Unification. The course of the unifi cation movement and role of Congress party dominates such studies while some of them concentrate on the leaders of the movement. Other studies are ethnographical in nature. ‘Community Dominance and Political Modernisation: The Lingayats’ written by Shankaragouda Hanamantagouda Patil is a classic example. Mention may be made here of an recent attempt by Harish Ramaswamy in his ‘Karnataka Government and Politics’ which has covered almost all aspects of emergence of Karnataka as a state but communal politics during unification movement has found no place. ‘Rethinking State Politics in India: Regions within Regions’ is an edited book by Ashutosh Kumar which has articles on ‘Castes and Politics of Marginality’ where a reference is made to caste associations and identity politics of Lingayats, but the area of study is neighboring Maharashtra and not Karnataka. Though it contains two articles on Karnataka its subject matter doesn’t pertain to this topic. One more important effort is by ‘Imagining Unimaginable Communities: Political and Social Discourse in Modern Karnataka’ where the author Raghavendra Rao thinks Karnataka and India as two unimaginable communities and discuss primarily the founding moments of negotiation between the discourses of Indian nationalism and Kannada linguistic nationalism. It is more an intellectual history and throws light on nationalism in a colonial context. Mostly studies concentrate on either the course or the leaders of the movement. Invariably congress as an organization finds place in all studies. But the blemish of such studies is a lesser concentration on activities of major socio cultural groups. The role of socio cultural groups assumes importance because of the milieu at the beginning of 20th century which annunciated a wave of social changes in the state. It is a known fact that the movement for linguistic state was successful in bringing a political integration of five separate sub regions but failed to unite people culturally. This concept of unification which is akin to the spirit of nationalism got expressed at the regional level in the sense of respect for once own culture, language and people. In case of Karnataka this expression had political overtones too which is expressed by some who fought for it (Srinivas & Narayan, 1946 ). Most of the early leaders of unification movement (and for that matter even movement for independence too can be cited here) belonged to one particular caste, and with passing of time has led to the notion of domination of that caste over the movement. This paper tries to give justice in a limited way by giving legitimate and adequate recognition for those castes which deserves it and do away with misconceptions. Two concepts political modernization and social mobility are used. The later derives its existence from the former in this case. The data used here is primarily gained from news papers and secondary sources like books and interviews given by participants. No hypothesis is tested nor any theory is developed in this attempt but historical materials are examined in the light of modernity. The key problem discussed here is emergence of communal politics and the role of social groups in unification. Biases of regionalism, caste and class have been overcome by rational thinking.

In article programs are analyzed and activity of the national-patriotic organizations of the British India which was predecessors of the Indian National Congress which has been formed in 1885. Among them are especially allocated the British Indian Association, the Indian Association, the Association of the Bombay Presidency and the Poona Sarvajanik Sabha as they have laid the foundation for creation of the Congress organization. The national-patriotic organizations, bringing up at the population patriotic feelings, supported granting of India of self-management, for the elective majority in legislatures and municipal councils, expansion of participation of Indians in the central and local state structures and in local governments, introduction of a policy of the state protectionism for protection of national business and creation of conditions for development of the Indian industry, crafts and trade, carrying out of reforms in the country, introductions of the civil rights and freedom, racial discrimination prohibition, and also for development of national education, languages and culture. Despite their moderation, limitation of programs and activity, for the time it there was a considerable step forward in comparison with programs of their predecessors. The national-patriotic organizations of 60–80th years ХІХ century have laid the foundation for association of patriotic movement across all India and formations all Indian national organization – the Indian National Congress.

Abstract:
Indian society represented a conflicting position of women vacillating between extremes of patriarchy and matriarchy. In this Indian society, the coming of British rule again led to usage of the women question which figured prominently in their colonial discourses. The colonized society was considered to be “effeminate” in character, as opposed to “colonial masculinity” which was held to be a justification for its loss of independence. The journey of confluence and conflict of gender and colonialism in India was multidimensional and multilayered. Indian women congested for their legitimate space in society challenging the overarching patriarchal set up and also participated in the national struggle for independence. Women’s participation in the Indian national movement expended base of women’s movement in India. The freedom struggle saw the participation of women from passive to active to an activist’s role. The involvement of a really large number of women in freedom struggle began with Gandhi who gave special role to women. The participation of women in public domain started during Non-Cooperation Movement (NCM), 1920 when Gandhi mobilized a large number of women. Though the domestic sphere and its fetter proved detrimental for women to participate in public space but this very segregation helped to organize their activities in the domestic sphere. In the absence of the male who would be jailed for his involvement in nationalist activity, women become the emotional support. The female activism in Quit India movement was visible most significantly. Sucheta Kripalini coordinated the non-violent Satyagraha while women also participated in underground revolutionary activities. Aruna Asaf Ali provided leadership for these activities. Mahila Atmaraksha Samiti or Women Self Defense was formed in 1942 in Bengal by leftist women leaders who mobilized the rural women to fright against colonial policies. Subhash Chandra Bose also added a womens regiment to his INA(1943) called the Rani of Jhansi Regiment. Muslim women leaders like Bi Amman, mother of Shaukat and Muhammad Ali, who participated in Khilafat & Non Cooperation Movement at a meeting in Punjab. In 1938, Muslim league started women Sub-Committee to engage Muslim women.

Abstract:
Historians have often been compared with detectives; searching for clues as evidence of a mystery they are seeking to solve. I would prefer an association with food, making history like a trained cook who blends particular ingredients, some fresh, some traditional, using specific methods to create an object that is consumed. There are primary sources, fresh and raw ingredients that you often have to go to great lengths to procure, and secondary sources, prepared initially by someone else. The same recipe may yield different meals, the same meal may provoke different responses. On a continuum of approaches to history and food, there are those who approach both as a scientific endeavour and, at the other end of the spectrum, those who make history and food as art. Brought together, it is possible to see cookbooks as history in at least two important ways; they give meaning to the past by representing culinary heritage and they are in themselves sources of history as documents and blueprints for experiences that can be interpreted to represent the past. Many people read cookbooks and histories with no intention of preparing the meal or becoming a historian. I do a little of both. I enjoy reading history and cookbooks for pleasure but, as a historian, I also read them interchangeably; histories to understand cookbooks and cookbooks to find out more about the past. History and the past are different of course, despite their use in the English language. It is not possible to relive the past, we can only interpret it through the traces that remain. Even if a reader had an exact recipe and an antique stove, vegetables grown from heritage seeds in similar conditions, eggs and grains from the same region and employed the techniques his or her grandparents used, they could not replicate their experience of a meal. Undertaking those activities though would give a reader a sense of that experience. Active examination of the past is possible through the processes of research and writing, but it will always be an interpretation and not a reproduction of the past itself. Nevertheless, like other histories, cookbooks can convey a sense of what was important in a culture, and what contemporaries might draw on that can resonate a cultural past and make the food palatable. The way people eat relates to how they apply ideas and influences to the material resources and knowledge they have. Used in this way, cookbooks provide a rich and valuable way to look at the past. Histories, like cookbooks, are written in the present, inspired and conditioned by contemporary issues and attitudes and values. Major shifts in interpretation or new directions in historical studies have more often arisen from changes in political or theoretical preoccupations, generated by contemporary social events, rather than the recovery of new information. Likewise, the introduction of new ingredients or methods rely on contemporary acceptance, as well as familiarity. How particular versions of history and new recipes promote both the past and present is the concern of this paper. My focus below will be on the nineteenth century, although a much larger study would reveal the circumstances that separated that period from the changes that followed. Until the late nineteenth century Australians largely relied on cookbooks that were brought with them from England and on their own private recipe collection, and that influenced to a large extent the sort of food that they ate, although of course they had to improvise by supplementing with local ingredients. In the first book of recipes that was published in Australia, The English and Australian Cookery Book that appeared in 1864, Edward Abbott evoked the ‘roast beef of old England Oh’ (Bannerman, Dictionary). The use of such a potent symbol of English identity in the nineteenth century may seem inevitable, and colonists who could afford them tended to use their English cookbooks and the ingredients for many years, even after Abbott’s publication. New ingredients, however, were often adapted to fit in with familiar culinary expectations in the new setting. Abbott often drew on native and exotic ingredients to produce very familiar dishes that used English methods and principles: things like kangaroo stuffed with beef suet, breadcrumbs, parsley, shallots, marjoram, thyme, nutmeg, pepper, salt, cayenne, and egg. It was not until the 1890s that a much larger body of Australian cookbooks became available, but by this time the food supply was widely held to be secure and abundant and the cultivation of exotic foods in Australia like wheat and sheep and cattle had established a long and familiar food supply for English colonists. Abbott’s cookbook provides a record of the culinary heritage settlers brought with them to Australia and the contemporary circumstances they had to adapt to. Mrs Beeton’s Cookery Book and Household Guide is an example of the popularity of British cookbooks in Australia. Beeton’s Kangaroo Tail Curry was included in the Australian cooking section of her household management (2860). In terms of structure it is important for historians as one of the first times, because Beeton started writing in the 1860s, that ingredients were clearly distinguished from the method. This actually still presents considerable problems for publishers. There is debate about whether that should necessarily be the case, because it takes up so much space on the page. Kangaroo Tail CurryIngredients:1 tail2 oz. Butter1 tablespoon of flour1 tablespoon of curry2 onions sliced1 sour apple cut into dice1 desert spoon of lemon juice3/4 pint of stocksaltMethod:Wash, blanch and dry the tail thoroughly and divide it at the joints. Fry the tail in hot butter, take it up, put it in the sliced onions, and fry them for 3 or 4 minutes without browning. Sprinkle in the flour and curry powder, and cook gently for at least 20 minutes, stirring frequently. Add the stock, apple, salt to taste, bring to the boil, stirring meanwhile, and replace the tail in the stew pan. Cover closely, and cook gently until tender, then add the lemon juice and more seasoning if necessary. Arrange the pieces of tail on a hot dish, strain the sauce over, and serve with boiled rice.Time: 2-3 hoursSufficient for 1 large dish. Although the steps are not clearly distinguished from each other the method is more systematic than earlier recipes. Within the one sentence, however, there are still two or three different sorts of tasks. The recipe also requires to some extent a degree of discretion, knowledge and experience of cooking. Beeton suggests adding things to taste, cooking something until it is tender, so experience or knowledge is necessary to fulfil the recipe. The meal also takes between two and three hours, which would be quite prohibitive for a lot of contemporary cooks. New recipes, like those produced in Delicious have recipes that you can do in ten minutes or half an hour. Historically, that is a new development that reveals a lot about contemporary conditions. By 1900, Australian interest in native food had pretty much dissolved from the record of cookbooks, although this would remain a feature of books for the English public who did not need to distinguish themselves from Indigenous people. Mrs Beeton’s Cookery Book and Household Guide gave a selection of Australian recipes but they were primarily for the British public rather than the assumption that they were being cooked in Australia: kangaroo tail soup was cooked in the same way as ox tail soup; roast wallaby was compared to hare. The ingredients were wallaby, veal, milk and butter; and parrot pie was said to be not unlike one made of pigeons. The novelty value of such ingredients may have been of interest, rather than their practical use. However, they are all prepared in ways that would make them fairly familiar to European tastes. Introducing something new with the same sorts of ingredients could therefore proliferate the spread of other foods. The means by which ingredients were introduced to different regions reflects cultural exchanges, historical processes and the local environment. The adaptation of recipes to incorporate local ingredients likewise provides information about local traditions and contemporary conditions. Starting to see those ingredients as a two-way movement between looking at what might have been familiar to people and what might have been something that they had to do make do with because of what was necessarily available to them at that time tells us about their past as well as the times they are living in. Differences in the level of practical cooking knowledge also have a vital role to play in cookbook literature. Colin Bannerman has suggested that the shortage of domestic labour in Australia an important factor in supporting the growth of the cookbook industry in the late nineteenth century. The poor quality of Australian cooking was also an occasional theme in the press during the same time. The message was generally the same: bad food affected Australians’ physical, domestic, social and moral well-being and impeded progress towards civilisation and higher culture. The idea was really that Australians had to learn how to cook. Colin Bannerman (Acquired Tastes 19) explains the rise of domestic science in Australia as a product of growing interest in Australian cultural development and the curse of bad cookery, which encouraged support for teaching girls and women how to cook. Domestic Economy was integrated into the Victorian and New South Wales curriculum by the end of the nineteenth century. Australian women have faced constant criticism of their cooking skills but the decision to teach cooking shouldn’t necessarily be used to support that judgement. Placed in a broader framework is possible to see the support for a modern, scientific approach to food preparation as part of both the elevation of science and systematic knowledge in society more generally, and a transnational movement to raise the status of women’s role in society. It would also be misleading not to consider the transnational context. Australia’s first cookery teachers were from Britain. The domestic-science movement there can be traced to the congress on domestic economy held in Manchester in 1878, at roughly the same time as the movement was gaining strength in Australia. By the 1890s domestic economy was widely taught in both British and Australian schools, without British women facing the same denigration of their cooking skills. Other comparisons with Britain also resulted from Australia’s colonial heritage. People often commented on the quality of the ingredients in Australia and said they were more widely available than they were in England but much poorer in quality. Cookbooks emerged as a way of teaching people. Among the first to teach cookery skills was Mina Rawson, author of The Antipodean Cookery Book and the Kitchen Companion first published in 1885. The book was a compilation of her own recipes and remedies, and it organised and simplified food preparation for the ordinary housewife. But the book also included directions and guidance on things like household tasks and how to cure diseases. Cookbooks therefore were not completely distinct from other aspects of everyday life. They offered much more than culinary advice on how to cook a particular meal and can similarly be used by historians to comment on more than food. Mrs Rawson also knew that people had to make do. She included a lot of bush foods that you still do not get in a lot of Australian meals, ingredients that people could substitute for the English ones they were used to like pig weed. By the end of the nineteenth century cooking had become a recognised classroom subject, providing early training in domestic service, and textbooks teaching Australians how to cook also flourished. Measurements became much more uniform, the layout of cookbooks became more standardised and the procedure was clearly spelled out. This allowed companies to be able to sell their foods because it also meant that you could duplicate the recipes and they could potentially taste the same. It made cookbooks easier to use. The audience for these cookbooks were mostly young women directed to cooking as a way of encouraging social harmony. Cooking was elevated in lots of ways at this stage as a social responsibility. Cookbooks can also be seen as a representation of domestic life, and historically this prescribed the activities of men and women as being distinct The dominance of women in cookbooks in the nineteenth and early twentieth centuries attested to the strength of that idea of separate spheres. The consequences of this though has been debated by historians: whether having that particular kind of market and the identification that women were making with each other also provided a forum for women’s voices and so became quite significant in women’s politics at a later date. Cookbooks have been a strategic marketing device for products and appliances. By the beginning of the twentieth century food companies began to print recipes on their packets and to release their own cookbooks to promote their products. Davis Gelatine produced its first free booklet in 1904 and other companies followed suit (1937). The largest gelatine factory was in New South Wales and according to Davis: ‘It bathed in sunshine and freshened with the light breezes of Botany all year round.’ These were the first lavishly illustrated Australian cookbooks. Such books were an attempt to promote new foods and also to sell local foods, many of which were overproduced – such as milk, and dried fruits – which provides insights into the supply chain. Cookbooks in some ways reflected the changing tastes of the public, their ideas, what they were doing and their own lifestyle. But they also helped to promote some of those sorts of changes too. Explaining the reason for cooking, Isabella Beeton put forward an historical account of the shift towards increasing enjoyment of it. She wrote: "In the past, only to live has been the greatest object of mankind, but by and by comforts are multiplied and accumulating riches create new wants. The object then is to not only live but to live economically, agreeably, tastefully and well. Accordingly the art of cookery commences and although the fruits of the earth, the fowls of the air, the beasts of the field and the fish of the sea are still the only food of mankind, yet these are so prepared, improved and dressed by skill and ingenuity that they are the means of immeasurably extending the boundaries of human enjoyment. Everything that is edible and passes under the hands of cooks is more or less changed and assumes new forms, hence the influence of that functionary is immense upon the happiness of the household" (1249). Beeton anticipates a growing trend not just towards cooking and eating but an interest in what sustains cooking as a form of recreation. The history of cookbook publishing provides a glimpse into some of those things. The points that I have raised provide a means for historians to use cookbooks. Cookbooks can be considered in terms of what was eaten, by whom and how: who prepared the food, so to whom the books were actually directed? Clever books like Isabella Beeton’s were directed at both domestic servants and at wives, which gave them quite a big market. There are also changes in the inclusion of themes. Economy and frugality becomes quite significant, as do organisation and management at different times. Changes in the extent of detail, changes in authorship, whether it is women, men, doctors, health professionals, home economists and so on all reflect contemporary concerns. Many books had particular purposes as well, used to fund raise or promote a particular perspective, relate food reform and civic life which gives them a political agenda. Promotional literature produced by food and kitchen equipment companies were a form of advertising and quite significant to the history of cookbook publishing in Australia. Other themes include the influence of cookery school and home economics movements; advice on etiquette and entertaining; the influence of immigration and travel; the creation of culinary stars and authors of which we are all fairly familiar. Further themes include changes in ingredients, changes in advice about health and domestic medicine, and the impact of changes in social consciousness. It is necessary to place those changes in a more general historical context, but for a long time cookbooks have been ignored as a source of information in their own right about the period in which they were published and the kinds of social and political changes that we can see coming through. More than this active process of cooking with the books as well becomes a way of imagining the past in quite different ways than historians are often used to. Cookbooks are not just sources for historians, they are histories in themselves. The privileging of written and visual texts in postcolonial studies has meant other senses, taste and smell, are frequently neglected; and yet the cooking from historical cookbooks can provide an embodied, sensorial image of the past. From nineteenth century cookbooks it is possible to see that British foods were central to the colonial identity project in Australia, but the fact that “British” culinary culture was locally produced, challenges the idea of an “authentic” British cuisine which the colonies tried to replicate. By the time Abbot was advocating rabbit curry as an Australian family meal, back “at home” in England, it was not authentic Indian food but the British invention of curry power that was being incorporated into English cuisine culture. More than cooks, cookbook authors told a narrative that forged connections and disconnections with the past. They reflected the contemporary period and resonated with the culinary heritage of their readers. Abstract:
Swine semantics erupted into a linguistic battle between the two U.S. presidential candidates in the 2008 campaign over a lesser-known colloquialism “lipstick on a pig” reference in a speech by then Democratic presidential candidate, Barack Obama. This resulted in the Republicans sparring with the Democrats over the identification of the “swine” in question, claiming “sexism” and demanding an apology on behalf of then Governor Sarah Palin, the first female Republican vice presidential candidate. The Republican Party, fearful of being criticised for its own sexist and racist views (Kuhn par. 1), seized the opportunity to attack the Democrats with a proactive media campaign that made the lipstick comment a lead story in the media during a critical time less than two months before the election, derailing more serious campaign issues and focusing attention on Palin, who had just made her national political debut and whose level of experience was widely debated. Leskovec, Backstrom, and Kleinberg conducted a meme-tracking study for analysing news-cycle phrases in approximately 90 million stories from 1.6 million online sites spanning mainstream news to blogs during the final three months of the U.S. presidential election (1). They discovered that “lipstick on a pig” was “stickier” than other phrases and received “unexpectedly high popularity” (4). A simple Google search of “lipstick on a pig” resulted in 244,000 results, with more than half originating in 2008. Obama’s “Lipstick on a Pig” Reference During the final rounds of the 2008 U.S. presidential campaign, Democratic presidential candidate Barack Obama’s words at a widely televised campaign stop in Lebanon, Virginia, on 9 September, sparked a linguistic debate between the two major American political parties 56 days before Election Day. Obama attempted to debunk McCain’s strategy about change in the following statement:John McCain says he’s about change, too. [...] And so I guess his whole angle is, watch out, George Bush. Except for economic policy, healthcare policy, tax policy, education policy, foreign policy, and Karl Rove-style politics [...] That’s not change. That’s just calling some—the same thing, something different. But you know [...] you can put [...] lipstick on a pig. It’s still a pig (“Obama’s Take”).A reporter from The New York Times commented that it was clear to the audience that Obama’s “lipstick” phrase was a direct reference to McCain’s policies (Zeleny par. 5). Known as a well-educated, articulate speaker, perhaps one considered too professorial for mainstream America, Obama attempted to inject more folksy language and humour into his dialogue with the public. However, the Republicans interpreted the metaphor quite differently. Republicans Claim “Sexism” from a “Male Chauvinist Pig” The Republican contender John McCain and his entourage immediately took offence, claiming that the “pig” in question was a sexist comment referring to Palin, who was introduced on 29 August as the first female vice presidential candidate on the Republican ticket (“VP Pick”). A Republican National Committee spokeswoman quickly told the media, “Sarah Palin’s maverick record of reform doesn’t need any ‘dressing up,’ but the Obama campaign’s condescending commentary deserves some dressing down” (Chozick par. 8). McCain’s camp formed the Palin Truth Squad with 54 Republican women, primarily lawyers and politicians, on the same day as the metaphor was used, to counter negative media and Internet commentary about Palin (Harper A13). Almost immediately after Obama’s “lipstick” comment, McCain’s camp conducted a conference call with journalists and former Massachusetts Governor Jane Swift, a Republican and chair of the Palin Truth Squad, who stated the lipstick comment referred to Palin, “the only one of the four—the presidential and vice presidential candidates—who wears lipstick” (Kornblut and Shear par. 12). Another member of the Squad, Thelma Drake, then a Republican Representative from Virginia, said that “it’s hard for Barack Obama to paint himself as the agent of change if he harbors the same mindset that Palin and millions of women just like her, have been fighting against their whole lives” (Applegate par. 8). Swift and others also claimed Obama was referring to Palin since she had herself used a lipstick metaphor during her Republican National Convention speech, 3 Sepember: “I love those hockey moms. You know, they say the difference between a hockey mom and a pit bull? Lipstick” (“Palin’s Speech” par. 26). The Republicans also created an anti-Obama Web ad with the theme, “Ready to Lead? No. Ready to Smear? Yes,“ (Weisman and Slevin A01) with a compilation of video clips of Palin’s “lipstick” joke, followed by the latter part of Obama's “lipstick” speech, and CBS News anchorwoman, Katie Couric, talking about “sexism” in politics, that latter of which referred to an older clip referring to Hillary Clinton’s campaign for the White House. Both clips on Obama and Couric were taken out of context. CBS retaliated and released a statement that the network “does not endorse any candidate” and that “any use of CBS personnel in political advertising that suggests the contrary is misleading” (Silva par. 8). YouTube pulled the Republican Web ads stating that the cause was “due to a copyright claim” (Silva par. 7). Another porcine phrase became linked to Obama—“male chauvinist pig”—an expression that evolved as an outgrowth of the feminist movement in the 1960s and first appeared with the third word, “pig,” in the media in 1970 (Mansbridge and Flaster 261). BlogHer, a blog for women, posted “Liberal Chauvinist Pigs,” on the same day as Obama's speech, asking: “Does the expression male chauvinist pig come to mind?” (Leary par. 5) Other conservative blogs also reflected on this question, painting Obama as a male chauvinist pig, and chastising both the liberal media and the Democrats for questioning Palin’s credentials as a viable vice presidential candidate. Obama “Sexist Pig Gear” protest tee-shirts, buttons, and bumper stickers were sold online by Zazzle.com. Democratic Response to “Controversy” During a campaign stop in Norfolk, Virginia, the day after his “lipstick” comment, Obama called the Republican backlash the “latest made-up controversy by the John McCain campaign” and appealed for a return to more serious topics with “enough” of “foolish diversions” (“Obama Hits”). He stated that the Republicans “seize on an innocent remark, try to take it out of context, throw up an outrageous ad, because they know it’s catnip for the news media” (“Obama Hits”). Obama also referred to the situation as the “silly season of politics” in media interviews (James par. 8). Obama’s spokespeople rallied claiming that McCain played the “gender card about the use of a common analogy” (Kornblut and Shear par. 6). An Obama campaign spokesman distributed to the media copies of articles from a Chicago Tribune story in 2007 in which McCain applied the lipstick analogy about the healthcare strategy of Hillary Clinton, a previous female Democratic presidential contender (Chozick 11). Another Obama spokeswoman said that the porcine expression “was older than my grandfather’s grandfather,” (Zimmer par. 1) which also inspired the media and linguists to further investigate this claim. Evolution of “Lipstick on a Pig” This particular colloquial use of a “pig” evolved from a long history of porcine expressions in American politics. American political discourse has been rich with cultural references to porcine idioms with negative connotations. Pork barrels were common 19th-century household items used to store salt pork, and some plantation owners doled out the large barrels as rewards to slaves who then had to compete with each other to grab a portion (Maxey 693). In post-Civil War America, “pork barrel” became a political term for legislative bills “loaded with special projects for Members of Congress to distribute to their constituents back home as an act of largesse, courtesy of the federal taxpayer” (“Pork Barrel Legislation”). Today, “pork barrel” is widely used in the U.S., Australia, New Zealand, the United Kingdom, and other countries (“Definition Pork Barrel”) to refer to “government projects or appropriations yielding rich patronage benefits” (“Pork Barrel”). Conservative radio personality Rush Limbaugh coined the term, “porkulus,” as another expression for “pork barrel” by merging the words “pork and “stimulus,” while discussing President Obama’s economic stimulus package in January 2009 (Kuntz par. 1). Ben Zimmer, an American lexicologist, explained that “many porcine proverbs describe vain attempts at converting something from ugly to pretty, or from useless to useful” (par. 2). Zimmer and other writers investigated the heritage of “lipstick on a pig” over the past 500 years from “you can't make a silk purse from a sow’s ear,” “a hog in armour is still a hog,” and “a hog in a silk waistcoat is still a hog.” Zimmer connected the dots between the words “lipstick,” a 19th-century invention, and “pig” to a Los Angeles Times editor in 1926 who wrote: “Most of us know as much of history as a pig does of lipsticks” (par. 3). American Politicians Who Have Smeared “Lipstick on a Pig” Which American politicians had used “lipstick on a pig” before Obama? Both Democrats and Republicans have coloured their speech with this colloquialism to refer to specific issues, not specific people. In 2008, Elizabeth Edwards, wife of presidential hopeful John Edwards, used the porcine expression about McCain’s healthcare proposals at a Democratic campaign event and House Minority Leader John Boehner, a Republican, about weak Republican fundraising efforts during the same month (Covington and Curry par. 7-8). McCain ironically used the term twice to criticise Hillary Clinton’s healthcare proposals as “lipstick on a pig,” while they were both campaigning in 2007 (Covington and Curry par. 6). His statement received limited attention at the time. During a telephone interview in 2007, Obama also had used the pig analogy when referring to an “impossible assignment” George W. Bush gave to General Petraeus, who was then serving as the Multinational Forces Iraq Commander (Tapper par. 15). In 2004, Republican Vice President Richard Cheney applied a regional slant: “As we like to say in Wyoming, you can put all the lipstick you want on a pig, but at the end of the day it's still a pig,” about the national defence record of John Kerry, then a Democratic presidential nominee (Covington and Curry par. 4). A few months earlier that year, John Edwards, Democratic vice presidential candidate, scolded the Bush administration for putting “lipstick on a pig” on “lackluster job-creation numbers” (Covington and Curry par. 3). Representative Charles Rangel, a Democrat, identified the “pig” as a tax bill the same year (Siegel par. 15-16). In 1992, the late Governor of Texas, Ann Richards, a Democrat, who was known for colourful phrases, gave the pig a name when she said: “You can put lipstick on a hog and call it Monique, but it is still a pig,” referring to the Republican administration for deploying warships to protect oil tankers in the Middle East, effectively subsidizing foreign oil (Zimmer par. 4). A year earlier, when she introduced her first budget for Texas, she said: “This is not another one of those deals where you put lipstick on a hog and call it a princess” (Zimmer par. 4). The earliest reputed recorded use of an American politician using the phrase was Texas Democrat Jim Hightower, who applied it to depict the reorganisation of Ronald Reagan's Cabinet in 1986 (Macintyre 16). Time magazine reporters (Covington and Curry par. 2) and Zimmer (par. 3) claimed that a San Francisco radio personality, Ron Lyons, was one of the earliest quoted in print with “lipstick on a pig” about renovation plans for a local park in November 1985 in the Washington Post. Author of the Double-Tongued Dictionary, Grant Barrett, uncovered a 1980 article from a small Washington state newspaper as the earliest written record with an article that stated: “You can clean up a pig, put a ribbon on it’s [sic] tail, spray it with perfume, but it is still a pig” (Guzman par. 7). A book on communication also adopted the pig metaphor in its title in 2006, Lipstick on a Pig: Winning in the No-Spin Era by Someone Who Knows the Game, by Torie Clarke, who previously served as Assistant Secretary of Defense for Public Affairs under Donald Rumsfield during the early years of the G.W. Bush Administration. Media Commentary According to The New York Times (Leibovich and Barrett), “lipstick on a pig” was one of the most popular political buzzwords and phrases of 2008, along with others directly referring to Palin, “Caribou Barbie” and “Hockey Mom,” as well as “Maverick,” a popular term used by both McCain and Palin. Many journalists played on the metaphor to express disdain for negative political campaigns. A Wall Street Journal article asked: “What's the difference between a more hopeful kind of politics and old-fashioned attacks? Lipstick” (Chozick par. 1). International media also covered the Obama-McCain lipstick wars. The Economist, for example, wrote that the “descent of American politics into pig wrestling has dismayed America’s best friends abroad” (“Endless Culture War” par. 6). Bloggers claimed that Obama’s “lipstick” speech was influenced by copy and imagery from two leading American cartoonists. The Free Republic, self-acclaimed to be “the premier online gathering place for independent, grass-roots conservatism” (Freerepublic.com), claimed that Obama plagiarized almost verbatim the language leading into the “pig” comment from a Tom Toles cartoon that ran in the Washington Post on 5 Sepember (see fig. 1).Fig. 1. Matson appeared in the St. Louis Post Dispatch (see fig. 2) four days before Obama’s speech that depicted Palin not just as a pig wearing lipstick, but as one using pork barrel funding. The cartoon’s caption provides an interpretation of Palin's lipstick analogy: “Question: What’s the Difference Between a Hockey Mom Reformer and a Business-As-Usual Pork Barrel-Spending Politician? Answer: Lipstick.” Newsbusters.org blogger stated: “It’s not too far-fetched to say Team Obama is cribbing his stump speech laugh lines from the liberal funnies” (Shepherd par. 3). Fig 2. Matson, R. A porcine American character known for heavy makeup and a starring role as one of the Muppets created by puppeteer Jim Henson in the 1970s, Miss Piggy still remains an American icon. She commented on the situation during an interview on the set of “Today,” an American television program. When the interviewer asked, “Were you surprised by all the hubbub this election season over your lipstick practices?,” Miss Piggy’s response was “Moi will not dignify that with a response” (Raphael par. 6-7). Concluding Comments The 2008 U.S. presidential election presented new players in the arena: the first African-American in a leading party and the first female Republican. During a major election, words used by candidates are widely scrutinised and, in this case, the “lipstick on a pig” phrase was misconstrued by the opposing party, known for conservative values, that latched onto the opportunity to level a charge of sexism against the more liberal party. Vocabulary about gender, like language about race, can become a “minefield” (Givhan M01). With today’s 24/7 news cycle and the blogosphere, the perceived significance of a political comment, whether innocent or not, is magnified through repeated analysis and commentary. The meme-tracking study by Leskovec, Backstrom, and Kleinberg observed that 2.5 hours was the typical time lag between stories originating in mainstream media and reaching the blogosphere (8); whereas only 3.5 percent of the stories began in blogs and later permeated into traditional media (9). An English author of the history of clichés and language, Julia Cresswell, stated that the “lipstick” term “seems to be another candidate for clichéhood” (61). Although usage of clichés can prove to cause complications as in the case of Obama’s lipstick reference, Obama was able to diffuse the Republican backlash quickly and make a plea to return to serious issues affecting voters. David Greenberg analysed Obama’s presidential win and explained: And although other factors, especially the tanking economy, obviously contributed more directly to his November victory, it would be a mistake to overlook the importance of his skill at mastering the politics of negative attacks. When Obama went negative against others, he carefully singled out aspects of his opponents’ characters that, he argued, American politics itself had to transcend; he associated his foes with the worst of the old politics and himself with the best of the new. When others fired at him, in contrast, he was almost always able to turn the criticisms back upon them—through feigned outrage, among other tactics—as perpetuating those selfsame blights on our politics (70). Abstract:
In early 1888, Miss Margaret Pearson arrived in Melbourne under engagement to the Working Men’s College there to give cookery lessons to young women. The College committee had applied to the National School of Cookery in London—an establishment effusively praised in the colonial press—for a suitable culinary educator, and Pearson, a graduate of that institute, was dispatched. After six months or so spent educating her antipodean pupils she published a cookbook, Cookery Recipes For The People, which she described in the preface as a handbook of “plain wholesome cookery” (Pearson 3). The book ran to three editions and sold more than 13,000 copies. A decade later, Hanna Maclurcan, co-proprietor of the popular Queen’s Hotel in Townsville, published Mrs Maclurcan’s Cookery Book: A Collection of Practical Recipes, Specially Suitable for Australia. A review of this work in the Brisbane Courier described it, positively, as a book of “good plain cooking”. Maclurcan had gained some renown as a cook after the Governor of Queensland, Lord Lamington, publicly praised the meals he had eaten at the Queen’s as “exceptionally good and above the average of Australian hotels” (Morning Bulletin 5). The first print run of Mrs Maclurcan’s Cookery Book sold out in weeks, and a second edition was swiftly produced. By 1903 there were 26,000 copies of Maclurcan’s book in print—one of which was deposited in the library of Queen Victoria. While the existence of any particular cookbook does not constitute evidence that any person ever reproduced a recipe from it, the not immodest sales enjoyed by Pearson and Maclurcan can, at the least, be taken to indicate a popular interest in the style of cookery, that is “plain cookery”, delineated in their respective works. If those who bought these books never actually turned them into working copies—that is, cooked from them—they likely aspired to do so. Practical classes in plain cookery were also popular in Australia in the latter part of the nineteenth century. The adjectival coupling of the word “plain” to “cookery” in colonial Australia can be seen then to have formed an appealing duet at that time If a modern author or reviewer described the body of recipes encapsulated in a cookbook as “plain cookery”, it would not serve to recommend it to the contemporary market—indeed it would likely condemn such a publication to pulping, rather than sales of many thousands—as the term would be understood by most modern cooks, and eaters, to describe food that was dull and lacking in flavour and cosmopolitan appeal. We now prefer cookery books that offer instruction on the preparation of dishes that are described as “exotic”, “global”, “ethnic”, “seasonal”, “local”, and “full of flavour”, and that lend those that prepare and consume the dishes they contain the “glamour of culinary ethnicity” (Appadurai 10). It would seem to be stating the obvious then to say that “plain cookery” meant something entirely different to colonial Australians, except that modern Australians commonly believe that their nineteenth century brethren ate an “abominable”, “monotonous”, “low standard” diet (Santich, The High and The Low 37), and therefore if they preferred their meals to be plain cooked, that these would have been exactly as our present-day interpretation would have them. Yet Pearson describes plain cookery as an “art” (3), arguably a rhetorical epithet, but she was a zealous educator and would not have used such a term to describe a style of cookery that she expected to turn out low quality dishes that were vile and dull. What Pearson and Maclurcan actually present in their respective books is English cookery: which was also known as plain cookery. The Anglo-Celtic population of Australia in the nineteenth century held varied opinions—ranging from obsequious to hateful—about England, depending on their background. The majority, however, considered it their natural home—including many who were colonial born—and the cultural model they reproduced, with local modifications, was that of the “mother country” (Abbott 10) some 10,000 long miles away. English political, legal, economic, and social systems were the foundation of white Australian society. In keeping with this, colonial cooks “perpetuated an English style of cookery, English food values, [and] an English meal structure” (Santich, Looking for Flavour 6) and English cookbooks were the models that colonial cooks and cookery writers drew upon. When Polly, the heroine of Henry Handel Richardson’s novel The Fortunes of Richard Mahoney, teaches herself to make pastry from a cookbook in her rudimentary kitchen on the Victorian goldfields circa 1853, historical accuracy requires her to have employed an imported publication to guide her. It was another decade before the first Australian cookbook, Edward Abbott’s The English And Australian Cookery Book, was published in 1864. Prior to the appearance of Abbott’s work, colonial cooks wanting the guidance of a culinary manual were reliant on the imported English titles stocked by Australian booksellers, such as Eliza Acton’s Modern Cookery for Private Families, Beeton’s Book of Household Management and William Kitchiner’s The Cook’s Oracle. These three particular cookbooks were amongst the most successful and influential works in the nineteenth century Anglo-sphere and were commonly considered as manuals of plain cookery: Acton’s particular work is also the source of the most commonly quoted definition of “plain cookery” as “the principles of roasting, boiling, stewing and baking” (Acton 167) and I am going let it stand as the model of such in this piece. If a curt literary catalogue, such as that used by Acton to delineate plain cookery, were used to describe any cuisine it would serve to make it seem austere, and the reputation of English food and cookery has likely suffered from a face value acceptance of it (and by association so has its Australian culinary doppelganger). A considered inspection of Acton’s work shows that her instructions for the plain methods of roasting, boiling, and stewing of food, cover 13 pages, followed by more than 100 pages of recipes for 19 different varieties of meat, poultry, and game that are further divided into numerous variant cuts. Three pages were dedicated to instruction for boiling potatoes properly. When preparing any of these dishes she enjoins her readers to follow the “slow methods of cooking recommended” (167) to ensure a superior end product. The principles of baking were elucidated across several chapters, taking under this classification the preparation of various types of pastry and a multitude of baked puddings, cakes and biscuits: all prepared from base ingredients—not a packet harmed in their production. We now venerate the taste of so-called “slow cooked” food, so to discover that this was the method prescribed for producing plain cooked dishes suggests that plain cookery potentially had more flavour than we imagine. Acton’s work also challenges the charge that the product of plain cookery was monotonous. We have developed a view that we must have a multitudinous array of different types of food available, all year round, for it to be satisfactory to us. Acton demonstrates that variety in cookery can be achieved in other ways such as in types and cuts of meat, and that “plain” was not necessarily synonymous with sameness. The celebrated twentieth century English food writer Elizabeth David says that Modern Cookery was the “most admired and copied English cookery book of the nineteenth century” (305). As the aspiration of most colonial cooks was the reproduction of English cookery it is not unreasonable to expect that Acton’s work might have had some influence on those that wrote cookery manuals for them. We know that Edward Abbott borrowed from her as he writes in his introduction that he has combined “the advantages of Acton’s work” (5) into this own. Neither Pearson or Maclurcan acknowledge any influence at all upon their works but their respective manuals are not particularly original in content—with the exception of some unique regional recipes in Maclurcan—and they must have drawn upon other cookery manuals of the same style to develop their repertoire. By the time they were writing, “large portions [of Acton’s] volume [had] been appropriated [by] contemporary [cookbook] authors [such as Abbott] without the slightest acknowledgment” (Acton 4): the famous Mrs. Beeton is generally considered to have borrowed heavily from Acton for the cookery section of her successful tome Household Management. If Pearson and Maclurcan did not draw directly on Acton—and they well might have—then they likely used culinary sources that had subsumed her influence as their inspiration. What was considered to constitute plain cookery was not as straightforward as Acton’s definition; it was also “generally understood” to be free of any French influence (David 35). It was a commonly held suspicion amongst nineteenth century English men and women that Gallic cooks employed sauces and strong flavourings such as garlic and other “low and treacherous devices” (Saunders 4), to disguise the fact that they had such poor quality ingredients to work with. On the other hand, the English “had such faith” in the superior quality of their native produce that they considered it only required treatment with plain cookery techniques to be rendered toothsome: this culinary Francophobia persisted in the colonies. In the novel, The Three Miss Kings, set in Melbourne in 1880, the trio of the title take lodgings with a landlady, who informs them from the outset that she is “only a plain cook, and can’t make them French things which spile [sic] the stomach” (Cambridge 36). While a good plain cook might have defined herself by the absence of any Gallic, or indeed any other “foreign”, influence in the meals she created, there had been a significant absorption of elements of both of these in the plain cookery she practised, but these had become so far embedded in English cookery that she was unaware of it. A telling example of this is the unremarked inclusion of curry in the plain cookery cannon. While the name and homogenised form of this dish is of British invention, it retained the varied spices, including pungent chillies, of the Indian cuisine it simulated. Pearson and Maclurcan, and Abbott, all included recipes for curries and curried dishes in their respective cookery books. Over time, plain cookery seems to have become conflated with “plain food”, but the latter was not necessarily the result of the former. There was little of Pearson’s “art” involved in creating plain food, except perhaps an ability to keep this style of food so flavourless and dull that it offered neither pleasure nor temptation to eat any more than that required to sustain life. This very real plainness was actively sought by some as “plain food was synonymous with moral rectitude […] and the plainer the food the more virtuous the eater” (Santich, Looking 28). A common societal appreciation of moral virtue is barely perceptible in modern Australian society but it was an attribute that was greatly valued in the nineteenth century Anglo-world and the consumption of plain food a necessary practice in the achievement of good character. (Our modern habit of labelling of foods “good” or “bad” shows that we continue to imbue food with moral overtones.) The list of “gustatory temptations” “proscribed by the plain food lobby” included “salt, spices, sauces and any flavourings that might have cheered the senses” (Santich, Looking 28). If this were the case then both Pearson and Maclurcan’s cookbooks would have dramatically failed to qualify as manuals of plain food. The recipes contained in their respective works feature a much greater use of components associated with flavour enhancement than we imagine to have been employed in plain cookery, particularly if we erroneously believe it to be analogous to plain food. Spices are used extensively in sweet and savoury dishes, as are various fresh green herbs and lemon juice and rind; homemade condiments such as mushroom ketchup (a type of essence pressed from a seasonal abundance of fungi), and a liberal employment of sherry, port, Madeira, and brandy that a “virtuous” plain food advocate would have considered most intemperate. Pearson and Maclurcan both give instructions for preparing rich stocks and gravies drawn from meat, bones and aromatic vegetables, and prescribe the end product of this process as the foundation for a variety of soups, sauces, and stews. Recipes are given for a greater diversity of vegetables than the stereotyped cabbage and potatoes of colonial culinary legend. Maclurcan displays a distinct tropical regionalism in her book providing recipes that use green bananas and pawpaw as vegetables, alongside other exotic species—for that time—such as eggplant, choko, mango, granadilla, passionfruit, rosella, prickly pear, and guava. Her distinct location, the coastal city of Townsville, is also reflected in the extensive selection of recipes for local species of fish and seafood such as beche-de-mer, prawns, and barramundi, which won Maclurcan a reputation as an expert on seafood. Ultimately, to gain a respectably informed understanding as to the taste, aroma, and texture of the plain cookery presented in the respective works of Pearson and Maclurcan one needs to prepare their recipes: I have done so, reproducing a wide selection of dishes from both books. Admittedly, I am a professionally trained cook with the skills to execute recipes to a high standard, but my practice is to scrupulously maintain the original listing of ingredients in the reproduction and follow the method as best I can. Through this practice I have made some delicious discoveries, which have helped inform my opinion that some colonial Australians, and perhaps significant numbers of them, must have been eating meals that were a long way from dull, flavourless and monotonous. It has been said that we employ our tongues for the “twin offices of rhetoric and taste” (Jaine 61). Words can exercise a significant influence on how we value the taste of—or actually taste—any particular food or indeed a cuisine. In the case of the popularly held opinion about the unappetizing state of colonial meals, it might be that the absence of rhetoric has contributed to this. Colonial food writers such as Pearson and Maclurcan did not “mince words” (Bannerman 166) and chose to use “plain titling” (David 306) and language that lacked the excessive adjectives and laudatory hyperbole typically employed by modern food writers. Perhaps if Pearson or Maclurcan had indulged in anointing their own works with enthusiastic recommendation and reference to international influences in their recipes, this might have contributed to a more positive impression of the food of our Anglo-Celtic ancestors. As an experiment with this idea I have taken a recipe from Cookery Recipes For The People and reframed its title and description in a modern food writing style. The recipe in question is titled “White Sauce” and Pearson writes that “this sauce will answer well for boiled fowl” (48): hardly language to make the dish sound appealing to the modern cook, and likely to confirm an expectation of plain cookery as tasteless and boring. But what if the recipe remained the same but the words used to describe it were changed, for example: the title to “Salsa Blanca” and the introductory remark to “this luxurious silky sauce infused with eschalot, mace, lemon, and sherry wine is perfect for perking up poached free-range chicken”.
