Abstract:
The issues of setting goals, planning and forming a system of indicators of the effectiveness and efficiency of the penal system are considered. The criteria for determining the goals-tasks that are adequate to the public goals of the system are justified. Quantitative indicators corresponding to the criteria were developed, based on the contribution of the criminal justice System to reducing the socio-economic losses of society from recidivism. The contribution of the system is determined by changes in the criminal potential of convicted persons during the period of serving a sentence under a court sentence. Criminal potentials are estimated by predictive values of the aggregate of three groups of characteristics of the criminal potential of convicts, determined by the stages of the cycle of recidivism. The practical results of the use of sound methods and developed tools are based on the use of a significant amount of empirical data on the institutions of the criminal justice system and its systematic expert and statistical analysis. The monograph is a generalization and development of the works carried out by the authors during 2012-2017 in the process of preparing masters of Management for the penal system. It is intended for managers and specialists of the bodies and institutions of the Criminal Justice System, researchers, teachers of higher educational institutions who train specialists for law enforcement agencies.

Abstract:
The monograph examines the problems of sustainable development and energy efficiency using the scientific and methodological approach proposed by the authors for the development of regional fuel and energy programs based on the KhMAO, the Sverdlovsk region, and the oil and gas production enterprise JSC Yuganskneftegaz, and presents the results of the environmental and economic assessment. This approach allows us to evaluate and select the most effective investment project for the utilization of associated petroleum gas from the point of view of energy, environmental and climate security on comparable indicators (tons, rubles). The authors proposed to distinguish from more than 200 UN indicators four basic indicators: the change in the green area (country, region, city, household) for the year; the level of energy efficiency; the amount of pollutants released per year; the annual amount of greenhouse gas emissions. It is proposed to consider the possibility of using the" energy " ruble of S. A. Podolinsky (kW / h) as a possible world reserve currency. Taking into account the unique experience of the region's participation in various projects of sustainable development, energy-efficient and low-carbon economy, it is proposed to create a market for waste and greenhouse gas emissions on the basis of the trade exchange of the Sverdlovsk region as a pilot platform for the implementation of the green economy. The history of the term "green economy", the essence of this concept is considered; the results of the application of green economy in different countries are shown. The international experience of green solutions and technologies is analyzed, the psychological aspects of the transition to a green economy are studied. The monograph presents the research questions of efficiency of functioning of national standardization system of the Russian Federation, which was conducted by the authors in the framework of the analytical work on the order of Minpromtorg of Russia in 2018 (the state contract from April 17, 2018 No. 18401.16Д0190019.10.002) taking into account the actual directions of development of national standardization system of the Russian Federation and additional generalizations. The assessment of the current scenario of the development of the national standardization system of the Russian Federation was carried out using comparable indicators of the national standardization systems of France, Germany, great Britain and the USA. The findings and proposals were based on the results of a survey of civil servants at the Federal and regional levels on approaches to strategic dimensions of standardization. The methodology of forecasting the development of the national standardization system of the Russian Federation includes a scenario approach and a method of constructing dispersion diagrams (bubble diagrams) and sufficiently illustrates the current state of Affairs in the field of standardization at the national level. The developed tools will require additional configuration when changing the current development scenario from "inertial" to "progressive". A number of author's proposals to change the current scenario of development of the national standardization system of the Russian Federation are presented. It is of interest to a wide range of readers and specialists in the field of public administration, standardization and can be used in the preparation of curricula and manuals for undergraduate, graduate and further education.
