Abstract:
Since 1975 about 1.5 million Indochinese have been granted asylum in Western countries, with about half of them coming to the United States. If all of the different ethnic groups (Cambodian, Vietnamese, Chinese-Vietnamese, Hmong, Lao, Tat Dam) are taken together, the Indochinese are now the largest Asian-origin group in the United States. Other countries taking substantial numbers of Indochinese refugees are Australia, Canada, New Zealand, France and Norway. The following papers look at Indochinese refugees in the United States and examine the roles anthropologists have played in studying as well as assisting in the often difficult process of social change and adjustment.

Abstract:
Levels of fertility among Indochinese refugees in the United States are explored in the context of a highly compressed demographic transition implicit in the move from high-fertility Southeast Asian societies to a low-fertility resettlement region. A theoretical model is developed to explain the effect on refugee fertility of social background characteristics, migration history and patterns of adaptation to a different economic and cultural environment controlling for marital history and length of residence in the U.S. Multiple regression techniques are used to test the model which was found to account for nearly half of the variation in refugee fertility levels in the United States. Fertility is much higher for all Indochinese ethnic groups than it is for American women; the number of children in refugee families is in turn a major determinant of welfare dependency. Adjustments for rates of natural increase indicate a total 1985 Indochinese population of over one million, making it one of the largest Asian-origin populations in the United States. This remarkable phenomenon has occurred in less than a decade. Implications of these findings for public policy are discussed, focusing on family planning, maternal and child health needs, and the attainment of refugee economic self-sufficiency.

Abstract:
This study examines gender differences in satisfaction with the host society (SWHS) in terms of satisfaction with housing, neighborhood and life. A sample of 1,384 respondents aged 17 to 73 was selected from the 1982 national survey of economic self-sufficiency of Indochinese refugees. Regression analysis revealed that for men: 1) satisfaction with housing was influenced by age upon arrival in the United States and financial problems; 2) satisfaction with neighborhood was influenced by age upon arrival in the United States, lack of health care, financial problems and ethnicity; and 3) satisfaction with life was influenced by age upon arrival in the United States, employment, lack of healthcare, financial problems, and English ability. For women, the regression analysis revealed slightly different results: 1) satisfaction with housing was influenced by urban background in country of origin and length of residence in the United States; 2) satisfaction with neighborhood was influenced by financial problems, education in country of origin, and ethnicity; and 3) satisfaction with life had no statistical significant relationship with selected independent variables. Gender and age had significant interaction effect on satisfaction with housing, neighborhood and life. Gender and education had significant interaction effect on satisfaction with neighborhood. Implications for practice and future research are discussed.

Abstract:
This article aims to analyze the commercial activities between the Indochinese Union (Indochina) and the United States in the first half of the XX century. The study focuses on three fundamental issues: The US efforts to seek markets in the Indochina region; commercial exchanges between the French-controlled Indochina and the US in the first half of the XX century; and the commercial benefits that the parties obtained. The results show that the commercial exchange between the Indochina and the US was under the strict management and control of the French colonial government. The policies that France conducted in Indochina during this period caused many disadvantages for the Indochina - US commercial relationship. The Indochinese Union did not have much freedom in choosing trade partners and was highly dependent on France's policies in the colonies. Apart from the subjection to France’s manipulation, commercial exchanges between the Indochina and the US had different rules compared to other European and American countries. Starting from merely commercial activities, the US intervened more deeply in the region by launching a military invasion of Indochina. This study contributes to clarifying the commercial policies of France towards the Indochina during the colonial period, the commercial activities of the US in the Far East region, as well as the history of Vietnam in the first half of the XX century.

In the spring of 1975, with the conclusion of the war in Southeast Asia, 130,000 Indochinese refugees were granted emergency entrance visas to the United States. Their incorporation into American society was handled through a precedent-setting national program, involving temporary detention in U.S. military camps followed by permanent resettlement through the voluntary sponsorship of private citizens. Release from detention was contingent on being "sponsored-out," that is, obtaining an American sponsor.

Following the changes of governments in South Vietnam, Laos and Cambodia a decade ago, the state of Iowa, like much of the rest of the United States, became home to a number of Asian refugees. In September, 1975, the Governor's task force for Indochinese resettlement was created; over the next couple of years, thousands of displaced citizens from Southeast Asia settled in this midwestern state. Unlike the west coast of the United States, Iowa has never had a very large Asian population. As anthropologists, we were interested in studying the process of culture change and adjustment facing these new residents. During the summer of 1982, we visited the Iowa Refugee Service Center to explain who we were and what we were interested in doing.

Abstract The attitude of France towards the Sino-Japanese War that started in 1937 has given rise to various judgments. Officially neutral, France is often presented as having taken, at least morally, a favorable attitude toward China. Yet the French government had officially prohibited the transit of war materiel en route to China across the Indochinese border. This issue became increasingly important as the Japanese blockade of China progressed and conditioned the capacity of Chiang Kai-shek’s government to continue the fight. The diplomatic archives of the United States, greatly concerned by the situation in China, shed more light on France’s policy in East Asia. By comparing historical accounts produced by contemporaries and historians with the diplomatic archives of the United States, this article intends to bring more evidence relating to the issue of French “neutrality” during the Sino-Japanese War.

Abstract:
This study begins with striking the geopolitical balance in Europe of the French Indochinese war within the framework of the Cold War. On one side, France needs an independent expeditionary force to remain a World power during the 1950's. On the other side, ECD or NATO require to keep important French field forces on the European soil, since the EDC Agreements and then the London Agreements assign 12 divisions to West Germany. Therefore, each theatre of operations is ambiguous and source of misunderstandings with the Atlantic allies of France, especially United States and Great Britain. On one end, the Indochinese conflict is as much a colonial struggle (inconsistent with American liberalism), as a primary Cold War issue in which however the United States subsidize the French overseas forces ($ 1,1 billion for 1953-1954). In Europe, the main threat remains of course the USSR whereas the French skeptical opinion still watches over Germany with anxiety. That explains the basic indecision of the legislative branch (Assemblée nationale ), and of the shaky governments of the IVth Republic. Just after Diên Biên Phu (Laniel Government), the Mendès France Government fails to obtain the ratification of ECD. It means very difficult relations between France and the other members of NATO about the French taking part in the common effort. The financial strain on French budget (because of Vietnam), chronic inflation, and now the Algerian crisis (11/1/1954) imperil the national outlay on armaments. Moreover, Algeria absorbs at least the two thirds of the home army with its NATO equipment, also subsidized by the United States (1952-1955). This material deficit and strategical breach in the integrated Atlantic command provoke growing tensions. We will analyze the reactions of the French high command, and its attempts to define a military disposition in harmony with the overseas needs, the heavy budget deficits and the NATO requirements. We will especially concentrate on the chaotic fate of the Yellow Plan (1954-1955) and of the Orange Plan (1956-1958), proposed by the general staff and the French Minister of Defence in order to reorganize the land forces.

Subtropical stationary waves may act as an important bridge connecting regional hydrological extremes with global warming. Observations show that the boreal summer stationary-wave amplitude (SWA) had a significantly positive trend during 1979–2013. Here, we investigate the past and future responses of SWA to increasing climate forcing using 31 CMIP5 GCMs. Twenty-four out of 31 models display a consistent increase in climatological-mean SWA in response to warming. To assess the detectability of a trend in SWA, we compared half-century trends between preindustrial control (PiControl), historical, and RCP8.5 simulations. The probability distribution of the normalized SWA trend obtained through bootstrapping shows neither positive nor negative tendencies of SWA trend in PiControl simulations. Twenty-two of 31 historical simulations exhibit a positive SWA trend. The SWA trends in 26 of 31 RCP8.5 simulations are positive. The finding supports the hypothesis that the positive SWA trend is at least partially driven by increasing external forcing. The linear regression of interannual variability in hydrological extreme frequency on SWA suggests that high SWA is related to increased heavy-rainfall-day frequency over South Asia, the Indochinese Peninsula, and southern China (SA-EA), and to increased dry-spell-day frequency over the northwestern and central United States (NUS) and the southern United States and Mexico (SUS-MEX). The projected amplification of SWA, combined with the relationships between SWA and number of hydrological extremes, may partially explain projected increases in the number of dry spells over NUS and SUS-MEX and the number of heavy-rainfall days over SA-EA.
