Abstract:
The article is solving an actual problem — development of a system of indicators to evaluate the effectiveness of financing industrial clusters in Russia. The article analyzes the cluster models of Russian and foreign authors, identifies their strengths and weaknesses. A universal information model of the cluster was developed, reflecting the interaction of the participants among themselves and with external stakeholders of the cluster development. The developed model has three control loops: internal cluster stakeholders, cluster, cluster's region. Each has the specificity of the movement of inventory and cash flows, information interaction in the implementation of cluster policy, and reflects the interests of various stakeholders of industrial clusters. The model lays the groundwork to justify a three-tier system of indicators to evaluate the effectiveness of financing industrial clusters. The subsystems of the indicators of the impact of the industrial cluster on the regional economy, of the indicators of the industrial cluster development and the subsystem of the indicators of the financial condition of enterprises participating in the industrial cluster are highlighted in the proposed system. The study used the methods of bibliographic and logical analysis, synthesis and systems approach, mathematical methods of statistical data processing. The developed system of indicators for assessing the effectiveness of financing industrial clusters can be used to conduct current and subsequent monitoring of financing the implementation of cluster programs, to prepare decisions on the allocation of budgetary funds by state and municipal authorities, and to potential investors to determine the most promising investment instruments.

The paper substantiates the theoretical foundations of the formation of agricultural territorial-industrial cluster associations, the mechanism of their effective functioning and ensuring the competitiveness of integrated business entities. The structural model of the regional association of agro-industrial clusters and cooperatives is justified. The proposed model of regional cluster integration includes industry-specific product clusters. It is proposed to create an agricultural service cooperative at the village level, and a multifunctional service cooperative at the district level.

AbstractThe current information retrieval research on industrial clusters has low precision, low recall ratio, obvious delay and high energy consumption. Thus, in this paper, a information retrieval algorithm based on vector space for industrial clusters is proposed. By optimizing the unlawful labels in the database network, dividing the web pages of the industrial cluster information database and calculating the keyword scores of the relevant information of the industrial cluster corresponding to a web page, a set of well-divided database pages is obtained, and the purification of the industrial cluster information database is realized. According to the purification of industrial cluster information database, RFD algorithm is used to extract the page data features of purified industrial cluster information database. The extracted results are substituted into the information retrieval, and the vectors composed of retrieval units are used to describe the information of various types of industrial clusters and each retrieval. The matching results of information retrieval are obtained by calculating the correlation between the information of industrial clusters and the query, and the information retrieval of industrial clusters is completed. Experimental results show that the algorithm has high precision and recall ratio, short retrieval time and low energy consumption.

Abstract:
The article discusses the economic and managerial issues of modeling domestic innovation in industry. The linear and nonlinear modeling of innovation is disclosed. The stages of the innovation life cycle are investigated, the structure of innovative projects is considered, the procedure for selecting innovative projects is proposed, the selection scheme is presented, which is the basis for modeling technical complexes and technological activities for various purposes. The theoretical aspects of modeling, the practice of organizing modeling on the example of the Samara region are considered. To solve the problems of developing the economy of the Samara region, a comprehensive transition to the path of innovative development and the creation of a knowledge-based economy is necessary. The model of innovative development of the industrial complex of the region proposed by the author integrates the efforts of state authorities and industrial business in the formation and development of high-tech clusters. It follows that the priority task in this area is the creation of a new regional innovation system. The most significant result of the work is the proposal to organize a cluster model of innovative activity in the region, to create a cluster innovation infrastructure. It is noted that the innovative model for the development of industry in the region must be built using the innovative potential of industrial clusters, as well as on the basis of clusters to form the innovative infrastructure of the region. Clusters, having a significant innovative potential in their structure, diffuse innovations into other economic systems of the region. For this purpose, the author proposes to create an innovation development center in the cluster in order to coordinate innovative activity of both enterprises resident in the cluster and other industrial structures of the region. A mechanism is proposed for implementing the model of innovative development of the region, in which system benchmarks are set by the levels of resource, industrial, investment and innovative potentials of the region. Based on a comprehensive analysis of the region’s potential and “growth poles” for the development of innovative activity, the parameters of innovative development are compared with the criteria base.

This paper analyzes the current development of industry clusters of the industrial parks in Jiangxi. It is found that most of the industrial parks are in the stage of agglomeration, others are in the transitional phase from agglomeration to cluster and the remaining, namely about the one-third industrial parks, are still in the concentrated phase. There is a large gap between the development of the industrial parks in Jiangxi and the requirements of industry clusters, which is embodied in the fact that the industrial structures converge, the growth of industrial chain is incomplete and the supporting system of production is imperfect. Finally, the countermeasures are proposed from the perspective of the government to promote the development of industry clusters of the industrial parks in Jiangxi. These countermeasures mainly are to make the industrial orientation clear, to plan a good industrial layout, to develop the industrial parks based on the mechanism of industriy clusters, to actively explore appropriate development models, to strengthen the construction of industrial supporting system and to create an innovation environment for industry clusters in the industrial parks.

Industry clusters have outperformed in economic development in most developing countries. The contributions of industrial clusters have been recognized as promotion of regional business and the alleviation of economic and social costs. It is no doubt globalization is rendering clusters in accelerating the competitiveness of economic activities. In accordance, many ideas and concepts involve in illustrating evolution tendency, stimulating the clusters development, meanwhile, avoiding industrial clusters recession. The term chaos theory is introduced to explain inherent relationship of features within industry clusters. A preferred life cycle approach is proposed for industrial cluster recessive theory analysis. Lyapunov exponents and Wolf model are presented for chaotic identification and examination. A case study of Tianjin, China has verified the model effectiveness. The investigations indicate that the approaches outperform in explaining chaos properties in industrial clusters, which demonstrates industrial clusters evolution, solves empirical issues and generates corresponding strategies.

Abstract:
Purpose This paper aims to map literature about innovation capabilities (IC) taking into consideration industrial clusters to propose a conceptual framework that synthetizes the main factors and subfactors responsible for ICs; in addition, the paper also proposes a research agenda. Design/methodology/approach A systematic literature review (SLR) was performed; academic papers were analyzed qualitatively and quantitatively. Findings The authors provide a descriptive analysis followed by a thematic synthesis, in which we present 05 enablers and 20 critical factors (CF) of IC in clusters. The proposed framework emphasizes what needs to be done or improved to increase IC in cluster-based companies. Based on this systematic review and the framework proposed, the authors identified opportunities for future research. Research limitations/implications The enablers and CF identified through SLR were not validated empirically. Therefore, future studies on the current topic are required to validate the framework by investigating which factors are more relevant to cluster-based companies that intend to improve their innovative performance. Practical implications The present findings have important implications for the identification of the factors and subfactors that may contribute to the development of IC, which may help managers and decision-makers in recognizing which factors are the most responsible for business innovation. Originality/value The paper identifies enablers related to the development of IC in industrial cluster and presents a research agenda. The framework represents a guideline for companies to achieve better innovation performance.

The exploitation of Arctic resources is becoming now one of the most important directions of Russia’s strategic development. The coordination center for this project is St. Petersburg. The article assesses the potential of this region which forms an essential prerequisite for the effective implementation of the given work from the standpoint of the state and prospects of industrial clusters formed in its territory. The subjects of the cluster environment of St. Petersburg relevant programs of state support are divided into three categories: 2 innovative territorial clusters, 3 territorial clusters, 9 territorial clusters administered by the Center for cluster development. A procedure is proposed which allows the detection of industrial discharge events at the inlet of a wastewater treatment plant without the need for measurements performed at the industry, for special equipment and for exact knowledge of the industrial sewage. By performing UV/Vis measurements at the inlet of a plant and analyzing them with a two-staged clustering method consisting of the self-organizing map algorithm and the Ward clustering method, typical sewage clusters can be found. In an experiment performed at a mid-sized Swiss plant, one cluster of a cluster model with five clusters could be attributed to an industrial laundry. Out of 95 laundry discharging events measured in a validation period, 93 were correctly detected by the proposed algorithm, two were false positives and five were false negatives.

Abstract:
The aim. The study is based on the need for a more thorough systematization and justification of the cluster approach to the development of the tourism industry in Ukraine, as well as the study of regional features of the clustering process of industrial tourism market. Methodology. The methodological base of the study is the theory of economic clusters, as well as individual elements of the concepts of territorial production complexes and regional intersectoral complexes that were developed before it. The study used various theoretical methods and techniques of scientific geographical research, in particular analysis, synthesis, systematization and others. Results. The essence of the cluster approach and the features of tourism clusters in the context of industrial tourism are briefly described. The analysis of world experience in improving the competitiveness of regions through the implementation of cluster policies and the targeted creation of territorial tourism clusters is carried out. The structure of production-tourist clusters, the features of establishing their boundaries are shown. We believe that the modern concept of production-tourism clusters, as sets of technologically connected and geographically concentrated enterprises, is quite capable of combining and absorbing the existing socio-geographical categories such as “territorial-recreational complexes” and “recreational-tourist complexes”. In our opinion, the formation of several industrial-tourist clusters in each of the regions of Ukraine looks justified in the current socio-economic conditions. Scientific novelty. Based on the existing approaches to the definition of tourist clusters, the concept of a production-tourism cluster is formulated. By the latter, we understand the territorial enterprises combination of industry, agriculture, transport, services, or any other segment of the economy that have tourist attractiveness and conduct excursions to their facilities. In addition, the necessary elements of tourism infrastructure (transport, hotel and restaurant services, etc.) should be presented as part of such a cluster. A scheme for the gradual development of regional production-tourism clusters is proposed. Practical significance. The results of the study can be used in the formation of regional strategies for socio-economic development, as well tourism development programs in the regions of Ukraine. The formation of production-tourism clusters will strengthen the promotion of domestic tourism. Host production tourism may well become a kind of platform for local development, and successful promotion of the region will positively affect its economy. Clustering can be a powerful tool to increase the level of tourism activities. The cluster approach will provide greater combination and interpenetration of various types of recreational and tourist activities. This will make recreational activities more effective, as more recreational needs will be met per unit of time.

Esta tese tem por fim facilitar o desenvolvimento da indústria marítima brasileira. Os clusters industriais são amplamente reconhecidos como fontes de promoção da evolução tecnológica e por impactar positivamente em muitos aspectos do desenvolvimento regional. Por outro lado, os estaleiros de construção e reparo naval são tidos como estratégicos a soberania de muitos países, função do largo emprego de mão-de-obra e por produzir bens que possibilitem o fortalecimento das relações comerciais entre estados e países. Sendo a convergência destas duas situações bastante promissoras, decidiu-se focar esforços em propor um modelo de referência que pudesse ser empregado para desenvolvimento de clusters de indústrias marítimas. Estudos empíricos sobre clusters de indústrias relatam algumas externalidades positivas características, observadas em clusters bem-sucedidos. Outros trabalhos desenvolveram estudos sobre alguns fatores que são fundamentais ao sucesso de clusters. Existem ainda aqueles que externam algumas ações que foram tomadas para o desenvolvimento de clusters diversos. Esta tese propõe confluir estes trabalhos, encontrando as relações entre as ações, os fatores que condicionam o sucesso de clusters de indústria marítima e suas externalidades positivas para estabelecer uma proposta de modelo de ações para o desenvolvimento e consolidação de clusters de indústria marítima. Neste trabalho foi feita também, a avaliação dos reflexos das externalidades destes fatores que são fundamentais para o desenvolvimento de clusters nos fatores críticos de sucesso das empresas individuais. Para materialização desta proposta, estudou-se diversos trabalhos teóricos e empíricos sobre clusters industriais, situados tanto em países desenvolvidos como nos ainda em desenvolvimento. A premissa básica do trabalho foi determinar que fatores são determinantes para o desenvolvimento de clusters e quais objetivos estratégicos deveriam ser seguidos para que se pudesse consegui-los. Os esforços de pesquisa resultaram na materialização de uma proposta de modelo estratégico genérico, que, com as devidas adequações as características e necessidades regionais específicas, pode ser empregado para o desenvolvimento de qualquer cluster de indústria marítima. Em uma segunda etapa do trabalho, foi proposta a aplicação do modelo de referência para o desenvolvimento do cluster marítimo da região de Itajaí e Navegantes, em Santa Catarina. Para tanto, foi feita pesquisa de campo em pouco mais de 40 atores regionais, com a finalidade de determinar o estágio de desenvolvimento do cluster e qual nível de evolução e presença dos fatores que levam um cluster a ser bem-sucedido. Após a aplicação hipotética da proposta do modelo, os resultados foram colocados para avaliação de 4 gestores de empresas da região que acenaram positivamente para identificação dos resultados com a realidade regional. O modelo estratégico proposto mostrou-se sólido e abrangente, com boas perspectivas de sucesso na aplicação para o desenvolvimento de clusters de indústrias marítimas.
This thesis aims to facilitate the Brazilian maritime industry development. Industrial clusters are widely recognized as a source of technological evolution promotion as well as for bringing positive impact over a range of aspects in the regional development. On the other hand, construction and repair boatyards are taken as strategic for many countries sovereignty, having the function of widespread hand labor and employment, and goods production that allow strengthening trade relations among states and countries. Considering the convergence of these two situations much promising, it was decided to focus efforts towards a reference model to be used for the development of maritime industries clusters. Industries clusters empirical studies report some characteristic positive externalities observed in successful clusters. Other studies discussed on some fundamental factors for clusters success. There are also those studies that point out some actions taken for the development of a variety of clusters. This thesis propose to converge these works, joining the actions relations, the conditioning factors for the maritime industries clusters and its positive externalities in order to establish an actions model proposal for the maritime industries clusters development and consolidation. This thesis includes also the assessment of the externalities consequences of these factors, which are essential for the clusters development in the critical success factor of individual companies. Several theoretical and empirical studies on industrial clusters, located in developed and underdeveloped countries were studied in order to achieve this proposal. The basic premise of the study was to determine decisive factors for clusters development and the strategic objectives that should be followed for their accomplishment. The research efforts resulted in the materialization of a generic strategic model proposal, which the appropriate adjustments to the specific regional needs and characteristics, can be used for the development of any marine industrial cluster. In a Second stage, it was proposed the reference model to be used to develop the maritime cluster in Itajaí and Navegantes region, state of Santa Catarina. Therefore, a field survey was conducted over a few more than 40 actors, in order to determine the cluster development stage and evaluate the evolution level and presence of the factors that may enable a cluster to be successful. After the hypothetical application of the proposed model, the results were placed for evaluation of 4 region companies\' managers who waved positively to identify the results to the regional reality. The proposed strategic model proved to be solid and comprehensive, with good prospects of application success for the maritime industrial clusters development.

Abstract:
Esta pesquisa teve como objetivo principal o desenvolvimento de uma Ferramenta para Mensuração da Competitividade em Produtos Turísticos pela abordagem de redes de empresas. Para esta finalidade fez-se uso de revisão bibliográfica geral sobre as características diversas do setor de Turismo, Clusters, redes de empresas, cooperação e competitividade. A partir desta revisão, desenvolveu-se a construção de um novo referencial o qual foi construído por meio de análise bibliométrica com a utilização de palavras-chave alinhadas e delimitadas à temática da pesquisa, visando um banco de dados que fornecesse os subsídios científicos necessários ao desenvolvimento da Ferramenta. Este novo banco de dados foi gerado a partir de artigos publicados somente entre os anos de 2002 e 2012 que constavam no Portal Periódico Capes com acesso via Universidade Tecnológica Federal do Paraná. Estas publicações embasaram, portanto, a construção do modelo aqui apresentado, o qual é composto por onze dimensões, cinquenta e cinco fatores críticos, cento e cinquenta e cinco variáveis, seiscentas e cinco premissas e quinhentos e dezeito indicadores. Para cada indicador atribui-se uma escala de zero a um, sendo que a média calculada entre todos os indicadores resultaria no desempenho da competitividade referente a cada uma das onze dimensões. Desta forma, a média calculada das onze dimensões resulta no chamado Índice Macro de Competitividade para o Turismo. Estas características estruturais da ferramenta permitiram que a mesma se caracterizasse como abrangente e direcionada especificamente para Produtos Turísticos originados da regionalização e cooperação. Ou seja, a Ferramenta possui dimensões interdependentes para análise da competitividade macro do Destino em questão, ao mesmo tempo que as dimensões são dependentes para análises mais específicas, por exemplo. Por fim, destaca-se que embora o modelo apresentado seja estruturado a partir do cálculo da média dos indicadores e dimensões, entende-se que uma nova abordagem quantitativa para o modelo é possível, visando resultados ainda mais eficazes sobre a mensuração da competitividade.
This research aimed to develop a Model for Measuring Competitiveness in Tourism Products by approach of business networks. For this purpose it was used a literature review about characteristics of the tourism sector, clusters, business networks, cooperation and competitiveness. Thereafter, it was developed the construction of a new framework which was built through bibliometric analysis with the use of keywords aligned and delimited to the topic of research, aiming a database that provides the necessary scientific equipment to the model development. This new database was generated from only articles published between the years 2002 and 2012 which appeared in “Periódicos Capes” with access at Federal Technological University of Paraná. These publications are based for building the model presented here, which consists of eleven dimensions, fifty-nine critical factors, one hundred fifty-five variables, sixty hundred and five assumptions and five hundred eighteen indicators. For each indicator is assigned a scale from zero to one, and the averaged across all performance indicators in the result of competition for each of the eleven dimensions. Thus, the averaged results in eleven dimensions called Tourism Macro Competitiveness Index. These structural features of the tool allowed the same be characterized as comprehensive and targeted specifically for tourism products originated regionalization and cooperation. That is, the tool has interdependent dimensions for analysis of competitive macro destination in question, while the dimensions are dependent for more specific analysis, for example. Finally, it is noteworthy that although the model is structured by calculating the average of the indicators and dimensions, it is understood that a new quantitative approach to the model is possible, seeking even more effective results on the measurement of competitiveness.

Esta tese propõe confluir estes trabalhos, encontrando as relações entre as ações, os fatores que condicionam o sucesso de clusters de indústria marítima e suas externalidades positivas para estabelecer uma proposta de modelo de ações para o desenvolvimento e consolidação de clusters de indústria marítima. Neste trabalho foi feita também, a avaliação dos reflexos das externalidades destes fatores que são fundamentais para o desenvolvimento de clusters nos fatores críticos de sucesso das empresas individuais. Para materialização desta proposta, estudou-se diversos trabalhos teóricos e empíricos sobre clusters industriais, situados tanto em países desenvolvidos como nos ainda em desenvolvimento. A premissa básica do trabalho foi determinar que fatores são determinantes para o desenvolvimento de clusters e quais objetivos estratégicos deveriam ser seguidos para que se pudesse consegui-los. Os esforços de pesquisa resultaram na materialização de uma proposta de modelo estratégico genérico, que, com as devidas adequações as características e necessidades regionais específicas, pode ser empregado para o desenvolvimento de qualquer cluster de indústria marítima. Em uma segunda etapa do trabalho, foi proposta a aplicação do modelo de referência para o desenvolvimento do cluster marítimo da região de Itajaí e Navegantes, em Santa Catarina. Para tanto, foi feita pesquisa de campo em pouco mais de 40 atores regionais, com a finalidade de determinar o estágio de desenvolvimento do cluster e qual nível de evolução e presença dos fatores que levam um cluster a ser bem-sucedido. Após a aplicação hipotética da proposta do modelo, os resultados foram colocados para avaliação de 4 gestores de empresas da região que acenaram positivamente para identificação dos resultados com a realidade regional. O modelo estratégico proposto mostrou-se sólido e abrangente, com boas perspectivas de sucesso na aplicação para o desenvolvimento de clusters de indústrias marítimas.

Abstract : This thesis aims to facilitate the Brazilian maritime industry development. Industrial clusters are widely recognized as a source of technological evolution promotion as well as for bringing positive impact over a range of aspects in the regional development. On the other hand, construction and repair boatyards are taken as strategic for many countries sovereignty, having the function of widespread hand labor and employment, and goods production that allow strengthening trade relations among states and countries. Considering the convergence of these two situations much promising, it was decided to focus efforts towards a reference model to be used for the development of maritime industries clusters. Industries clusters empirical studies report some characteristic positive externalities observed in successful clusters. Other studies discussed on some fundamental factors for clusters success. There are also those studies that point out some actions taken for the development of a variety of clusters. This thesis propose to converge these works, joining the actions relations, the conditioning factors for the maritime industries clusters and its positive externalities in order to establish an actions model proposal for the maritime industries clusters development and consolidation. This thesis includes also the assessment of the externalities consequences of these factors, which are essential for the clusters development in the critical success factor of individual companies. Several theoretical and empirical studies on industrial clusters, located in developed and underdeveloped countries were studied in order to achieve this proposal. The basic premise of the study was to determine decisive factors for clusters development and the strategic objectives that should be followed for their accomplishment. The research efforts resulted in the materialization of a generic strategic model proposal, which the appropriate adjustments to the specific regional needs and characteristics, can be used for the development of any marine industrial cluster. In a Second stage, it was proposed the reference model to be used to develop the maritime cluster in Itajaí and Navegantes region, state of Santa Catarina. Therefore, a field survey was conducted over a few more than 40 actors, in order to determine the cluster development stage and evaluate the evolution level and presence of the factors that may enable a cluster to be successful. After the hypothetical application of the proposed model, the results were placed for evaluation of 4 region companies? managers who waved positively to identify the results to the regional reality. The proposed strategic model proved to be solid and comprehensive, with good prospects of application success for the maritime industrial clusters development.

A inovação contínua, a medição de desempenho e outras ferramentas de gestão de operações são amplamente aplicadas nas empresas para desenvolver ações de melhoria integradas aos objetivos estratégicos e monitorar os resultados alcançados com essas iniciativas. A principal hipótese deste projeto é que a medição de desempenho é uma prática que também pode ser utilizada para gerenciar o desempenho de clusters industriais de pequenas e médias empresas (PMEs). Depois da pesquisa bibliográfica realizada sobre as características da medição de desempenho e clusters industriais, assim como, uma pesquisa qualitativa no cluster de Ibitinga - São Paulo, este projeto apresenta uma proposta para desenvolver um sistema de medição de desempenho nos clusters de PMEs. Em seguida são relatados e discutidos os resultados alcançados com a pesquisa de campo realizada no cluster de Ibitinga e Jaú. Com o projeto é possível destacar que a cooperação e a confiança são as dimensões do cluster que mais interferem no sistema de medição de desempenho em aglomerações de PMEs. Ainda, a aplicação da estrutura de medição de desempenho também demonstrou que os conceitos ajudam a promover a inovação contínua do cluster e a maturidade do processo de gestão das PMEs inseridas no cluster.
Continuous innovation, performance measurement and other management tools have widely been used in companies as a means of developing new ways of improvement considering strategic objectives and monitoring results. According to this project, performance measurement methods can also be applied to manage the performance of an industrial cluster of small and medium-sized enterprises (SMEs). After reviewing typical features for performance measurement and industrial clusters as well as carrying out qualitative research on the cluster of Ibitinga in the State of Sao Paulo, Brazil, this project presents a framework to control the performance perspectives of SMEs cluster. Afterwards we discuss the obtained results from a research carried out in the cluster of Ibitinga and Jaú. The project concludes that the concepts presented by the proposed model can help to raise development in SMEs clusters and thus guarantee continuous innovation.

Esta tese tem como objetivo propor um modelo de gestão para as organizações que participam de clusters ecoturísticos. Os arranjos produtivos locais têm se destacado crescentemente como forma de se buscar vantagens das economias de concentração, não apenas no setor secundário, mas também como disposições locais e regionais mais produtivas para o setor de serviços. O turismo tem crescido nas últimas décadas, tanto nos seus moldes tradicionais de massa, como principalmente na suas novas formas, assim chamadas de alternativas. Uma destas categorias que têm se destacado na preferência de alguns segmentos da demanda turística é o ecoturismo, acompanhando a tendência de aumento do grau de conscientização ambiental e da busca por ambientes que proporcionem contato mais estreito com a natureza. As características sistêmicas do serviço turístico, abrangendo dos pontos de emissão até o destino dos turistas, sugerem a necessidade de um modelo de gestão mais adequado à sua complexidade. A estas condições gerais do sistema turístico, acrescentam-se peculiaridades dos clusters ecoturísticos, pelas restrições ambientais e pela intensificação das relações entre os agentes participantes da prestação desta categoria especial de turismo. A metodologia utilizada no trabalho foi o estudo comparativo de casos múltiplos, compreendendo clusters ecoturísticos formados nas localidades de Bonito - MS, Brotas - SP e o Parque Estadual da Ilha do Cardoso, na região de Cananéia.
The objective of this thesis is to propose a management model to those organizations participating in ecotouristic clusters. The local productive arrangements have been increasingly standing out as a way to take advantages from concentrating economies, not only at the secondary sector but also as more productive local and regional structures for the service sector. Tourism has been expanding through the last decades, at it’s traditional mass forms, and mainly at it’s new ways, also called alternatives. One of those categories that has stood out in the preference of some touristic niches’ demands is the ecotourism, following a trend of increasing environmental consciousness level and the search for environments that provide a closer contact with nature. The systemic characteristics of the touristic service, covering from the issueance all the way through the destination of the tourists, suggest the need of a more adequate management model due to it’s complexity. To those general conditions of the touristic system, one must add the peculiarities of the ecotouristic clusters,due to the environmental restrictions and the intensification of the relationships between the participating agents in this special tourism category. The methodology used in this work was a comparative study of multiple cases, covering ecotouristic clusters organized in the cities of Bonito-MS, Brotas-SP and also at the Ilha do Cardoso State Park, in the Cananeia region.

A presente tese discute a inserção das empresas de base local como fornecedoras do pólo automotivo do Paraná e a possibilidade de estruturar um cluster industrial que amplie a capacidade competitiva destas pequenas e médias empresas junto ao pólo automotivo local. A baixa competitividade das empresas de base local é evidenciada quando apenas 2% do valor das compras das montadoras e sistemistas ocorre no mercado local. O objetivo geral é analisar o perfil da base local quanto à gestão, inovação tecnológica e cenário futuro para comprovar se estas empresas estão ou não estruturadas na forma de um cluster . Os objetivos secundários são: a) analisar o perfil das montadoras locais quanto à gestão, inovação tecnológica e cenário futuro, que possam afirmar se há ou não, mediante este perfil, um padrão de integração e apoio ao desenvolvimento da base local por parte de cada montadora; e b) formular uma proposta inicial de estruturação de um cluster que possa servir de base ao adensamento produtivo neste setor. Além da introdução, a tese está estruturada em cinco capítulos. O capítulo 1 discute a reestruturação produtiva, as mudanças tecnológicas dos anos 60/70 e a emergência do desenvolvimento local, inicialmente na Itália. O capítulo 2 sistematiza as diferentes abordagens que caracterizam o desenvolvimento local e as principais características dos clusters, que podem contribuir com os elementos conceituais que caracterizam o modus operandi deste tipo de agrupamento produtivo, através do aprendizado e interação coletiva, difusão do conhecimento e eficiência coletiva. O capítulo 3 trata da evolução da economia paranaense, enfocando o processo de industrialização mais recente com o aporte de investimentos industriais no segmento automotivo. Foi analisado o ambiente automotivo contemporâneo e comparado ao da década de 1970, quando as primeiras montadoras instalaram-se no Estado, não se repetindo, atualmente, o processo de interação da base local com as novas montadoras No capítulo 4 apresenta-se a estrutura de funcionamento do pólo automotivo. O procedimento metodológico adotado serviu-se de uma pesquisa de campo aplicada junto à base local e às montadoras, por meio de um questionário estruturado. Foram coletadas informações mediante a observação participante, além da utilização de dados contidos nas pesquisas do Programa Paraná Automotivo. As informações foram analisadas e buscou-se a comprovação ou não das hipóteses iniciais. Ainda neste capítulo é apresentada uma proposta de adensamento produtivo. O capítulo 5 traz algumas conclusões e recomendações para trabalhos futuros.

Abstract:
Recent evidence strongly suggests that firms’ joint action may be insufficient for the creation of clusters in order to face the new competitive pressures of globalization. To cope with these pressures, the authors argue that governments can play an important role in the process of creating the development of clusters. Based on a theoretical framework, they examine the way in which governmental intervention and public policies to foster cluster creation may provide positive outcomes. Here, the authors study the different approaches developed in cluster theories and provide an insight into the set of governmental and policy roles that may facilitate the formulation of local clusters. Finally, they propose a re-conceptualization of clusters theory that will potentially increase its value as a comprehensive tool for regional economic development.

Patterns can be defined as concise, but rich in semantics, representations of data. Due to pattern characteristics, ad-hoc systems are required for pattern management, in order to deal with them in an efficient and effective way. Several approaches have been proposed, both by scientific and industrial communities, to cope with pattern management problems. Unfortunately, most of them deal with few types of patterns and mainly concern extraction issues. Little effort has been posed in defining an overall framework dedicated to the management of different types of patterns, possibly user-defined, in a homogeneous way. In this chapter we present PSYCHO (Pattern based SYstem arCHitecture prOtotype), a system prototype providing an integrated environment for generating, representing, and manipulating heterogeneous patterns, possibly user-defined. After presenting PSYCHO logical model and architecture, we will focus on several examples of its usage concerning common market basket analysis patterns, i.e. association rules and clusters.

In the paper, we investigate the main causes and consequences of de-industrialization manufacturing and identify important factors influencing the structural transformation of the industrial sector through the prism of global technological challenges. Important challenges identified include environmental challenges of the threatening impact of climate change, digitalization in all spheres of public life, the technological leadership of developed countries in context field of Industry 4.0, changes in the geopolitical landscape and trade conflicts between countries; migration and population aging; changes in competencies and retraining of employees to acquire digital skills; cybersecurity and volatility threats; quarantine amid the COVID-19 pandemic. The current structural imbalances of Ukrainian industrial development are considered and the current state and dynamics of structural changes in the Ukrainian economy in technological, reproduction, sectoral and foreign economic dimensions are analyzed. Crisis trends in the Ukrainian industry developed long before the start of the COVID-19 pandemic: comparing the structure of Ukrainian industry by type of economic activity, a decrease in the share of the manufacturing industry, a loss of production potential for a number of high-tech industries (automotive industry, instrument making, shipbuilding) and a decrease in added value in manufacturing industry with Ukraine's establishment as an independent state in which profound political, social and economic reforms have begun to take place. The analysis made it possible to determine further opportunities for industrial development, taking into account harmonization with European trends in digital and green transformations in industry. Based on the research results, complex directions for solving structural imbalances in industry at interrelated levels are proposed: state, regional and local levels. Overcoming the consequences of Ukrainian manufacturing deindustrialization in the context of European integration is dependent on developing and implementing relevant policy of manufacturing modernization and principles of the "circular economy"; integration into strategic value chains; creating conditions for training personnel with digital competencies; development of an innovative infrastructure – scientific, industrial, technological parks, innovation clusters and business-incubators. This will lead to the development and introduction of domestic innovation in production, which in turn should inspire further progress in the innovation structural transformation in Ukrainian economy and help to enhance national competitiveness and achieve sustained economic growth.

The chapter analyzes the ways of development of high-performance computing systems. It is shown that a real breakthrough in mastering parallel computing technologies can be achieved by developing an additional (actually basic) level in the hierarchy of hardware capacities of multiprocessor computing systems of MPP-architecture, the personal computing clusters. Thus, it is proposed to create the foundation of the hardware pyramid of parallel computing technology in the form of personal computing clusters. It is shown that on the basis of multiprocessor information systems processing and control, the control systems are implemented for many industries: space industry, aviation, air defense and anti-missile defense systems, and many others. However, the production of multiprocessor information processing and control systems is hampered by high cost at all its stages. As a result, the total cost of the system often makes it as an inaccessible tool. The use of modern multiprocessor cluster systems would reduce the costs of its production.

In many applications such as disaster management, temperature control, weather forecasting, industrial control system and forest fire detection, it is very difficult for a human to monitor and control each and every event in real time. Even with advancement in technology, this issue has remained a challenging task. The existing Wireless Network may not be suitable for data communication with human network. Hence, to monitor and control the physical parameters of the environment, a special device with needed functionalities is required. The network which is formed with these devices is known as sensor network. This is used to monitor, control and send the collected information to the end user. These networks are formed with a large number of sensor nodes with limitation such as self-energized, low computation power, infra-structure less, multi-hop communication and without central administrator control. Due to the ad hoc nature, the nodes are deployed unevenly over a geographical region, it is necessary to provide some mechanism to manage and control the topology of the sensor nodes to prolong their life time. Clustering algorithms are useful for data mining, compression, probability density estimation and many other important tasks like IDS. Clustering algorithm utilize a distance metric in order to partition network traffic patterns so that patterns within a single group have same network characteristics than in a different group. The proposed system builds a Fuzzy logic clustering model that can perform three different types of clusters in order to achieve the secure and energy aware routing of packets.

Energy is a limited and not replaceable. Hence it is the most focused research area in the field of wireless sensor networks. In this paper, Cluster Based Energy Resource Efficient & Next Hop Knowledge based Routing Protocol (CBERERP) is proposed for multiple heterogeneous wireless sensor networks. For any routing protocol, energy resources generally depend on number of message exchanges, transmission of data and control packets among the various sensor nodes to reach an agreement. CBERERP uses distributed concept for selection of cluster head among of heterogeneous nodes and intelligent cluster formation to minimize the energy consumption. Further, the proposed protocol reduces energy using a routing technique which minimizes the hop distance, the number of transmission of data and the number of control packets.

Abstract:
This paper studies the behavior of Industrial Gas Turbines (IGTs) based on time-series measurements with low sampling rates. The aim is to find the most suitable set of statistical/time-domain features derived from the measurements, which can represent the characteristic behavior of the IGTs, or alternatively, which can discriminate between different engines or different states of an engine. For this end, a scheme of optimal feature selection process is proposed in the paper. For cross-fleet analysis, signals from a group of inter-duct thermocouples on IGT engines are studied. A feature matrix is formulated at each sliding time step, by calculating the statistical features of the sensor group, after the time-domain features of the individual sensor measurements are calculated. Feature matrix values from different engines are then clustered, and a modified Davies–Bouldin index is introduced to measure the quality of the clusters. Finally, grid search is run to find the optimal set of the features, which form the clusters with the most similarity, or otherwise, the most discrepancy across the IGT engines. The window size effect is also investigated. To demonstrate that the optimal feature selection process is also useful for fault diagnosis of IGTs, the proposed scheme is then applied on a group of different measurements on an IGT, i.e. from burner tip thermocouples, in a fault diagnostic scenario, which is subsequently validated using a k-nearest neighbor classification algorithm. The case studies have demonstrated that, ultimately, the developed techniques can be broadly applied to other groups of measurements for both cross-fleet analysis and fault diagnosis of IGTs.

Modern ships are supported by internet of things (IoT) to collect ship performance and navigation information. That should be utilized towards digitalization of the shipping industry. However, such information collection systems are always associated with large-scale data sets, so called Big Data, where various industrial challenges are encountered during the respective data handling processes. This study proposes a data handling framework with data driven models (i.e. digital models) to cope with the shipping industrial challenges as the main contribution, where conventional mathematical models may fail. The proposed data driven models are developed in a high dimensional space, where the respective ship performance and navigation parameters of a selected vessel are separated as several data clusters. Hence, this study identifies the distribution of the respective data clusters and the structure of each data cluster in relation to ship performance and navigation conditions. An appropriate structure into the data set of ship performance and navigation parameters is assigned by this method as the main contribution. However, the domain knowledge (i.e. vessel operational and navigation conditions) is also included in this situation to derive a meaningful data structure.

The Dorothy project is inspired by the contents of the “Flagship Initiative for a resource-efficient Europe under the Europe 2020 strategy”. The Dorothy Project is targeted to develop the potential of innovation and research in the four Regions composing the Consortium in the field of Urban Logistics, which represent the specific application topic of the proposal, and is one of the main focuses of attention of the Flagship Initiative. The industrial environnent is the main actor on the research and innovation regional driven Clusters The Dorothy project has achieved the result of setting up three Regional Innovation Clusters in: Valencia – Spain, Lisbon – Portugal and Craiova – Romania, under the mentoring action of the already existing Tuscany Cluster in Firenze. They operate in the field of Urban Logistics. This achievement must be made durable in time and the cooperation among the Dorothy Clusters must be ensured over the time after the end of the project. A modular product architecture is a strategic means to deliver external variety and internal commonality. In this paper, we propose a new clustering based method for product modularization that integrates product complexity and company business strategies. The proposed method is logically verified by a studied industrial case, where the architecture of a heavy truck driveline is analyzed in terms of how it has evolved over a couple of decades, due to changed business strategies and the evolution of new technology. The presented case indicates that the new methodology is capable of identifying and proposing reasonable module candidates that address product complexity as well as company-specific strategies. Furthermore, the case study clearly shows that the business strategic reasons for a specific architecture can be found by analyzing how sensitive the clusters are to changes in the module drivers.

Following the shift to a knowledge-based economy, designing and implementing the right institutions relevant to knowledge production has become the main concern of national industrial policies. Regional clustering appears as a commonly adopted policy tool to promote innovation in developed countries as well as in developing countries. In this regard, this paper examines innovation process in detail and explores the instruments that cluster-based innovation policies must support for promoting innovation. Innovation process may require particular coordination mechanisms at cognitive, institutional and social levels. I first draw a conceptual framework to define the essential aspects that need to be favored by innovation policies. This framework is then used to propose instruments of cluster-based innovation policies. While the idea of regional innovation clusters is mainly based on the geographical dimension of successful innovative activities, the success of clusters depends essentially on coordination mechanisms among the actors involved in the innovation process. Putting forward mostly financial incentives for companies isn't enough for clusters to sustain innovation. These clusters may only continue to promote transient innovation activities and not become the focal of a “learning region”, unless they get embedded into a more complex relational setup.

Condition monitoring is becoming increasingly important in industry due to the need of increased reliability and decreased loss of production caused by machine breakdown. However, most techniques presently available require a good level of expertise in order to apply them successfully. Therefore, there is a demand for techniques that can make decisions on the running health of a machine automatically and without the need for a specialist to examine the data and diagnose the problem. Artificial neural networks (ANN), fuzzy c-means (FCM), hierchical and partitional clustering, and support vector machines (SVM) have been applied in automated detection and diagnosis of machine conditions. Most of these methods require training based on experimental data both from the healthy as well as the defective machine. This fact significantly diminishes their practical applicability. For this reason, the well established K-means clustering partitional method is proposed in this paper, due to its ease of programming and because it accomplishes a good trade-off between achieved performance and computational complexity. The first step in K-means clustering is finding a set of initial centers. The algorithm is significantly sensitive to the initial randomly selected clusters’ centers. In this paper, in order to overcome this limitation, the initial centers are selected by features extracted from signals simulating the dynamic behavior of bearings under normal condition or under special types of defects (outer or inner race defect). After the selection of the centers of the clusters, the method can be directly implemented to signals measured from the industrial environment. As shown in three different industrial cases, each containing a set of 5 successive measurements following the evolution of a defect, the method is able to identify and appropriately classify the bearing defect. Critical to the success of the method is the type of features extracted from the signals. Some features seem to be irrelevant and redundant in fault diagnosis of rotating machinery, resulting to low diagnosis accuracy. Thus, in order to increase the effectiveness and improve the simplicity of the procedure, a set of features is proposed in this paper, able to clearly characterize the existence and the type of the defect. These features are mostly based on appropriately selected frequency domain parameters. Comparing the proposed frequency domain features to traditional time domain statistical features, indicates the relevance and superiority of the proposed feature set, resulting in 100% success in all 15 measurements of all 3 test cases.

Recommender systems on E-Commerce platforms track users' online behaviors and recommend relevant items according to each user’s interests and needs. Bipartite graphs that capture both user/item feature and use-item interactions have been demonstrated to be highly effective for this purpose. Recently, graph neural network (GNN) has been successfully applied in representation of bipartite graphs in industrial recommender systems. Providing individualized recommendation on a dynamic platform with billions of users is extremely challenging. A key observation is that the users of an online E-Commerce platform can be naturally clustered into a set of communities. We propose to cluster the users into a set of communities and make recommendations based on the information of the users in the community collectively. More specifically, embeddings are assigned to the communities and the user embedding is decomposed into two parts, each of which captures the community-level generalizations and individualized preferences respectively. The community embedding can be considered as an enhancement to the GNN methods that are inherently flat and do not learn hierarchical representations of graphs. The performance of the proposed algorithm is demonstrated on a public dataset and a world-leading E-Commerce company dataset.

Listed the accident risks, based on the brazilian regulatory standards, this is regulatory standard with specific name of NR 12, to propose improvements to reduce the risks of accidents in machine rotative. By identifying the possibility of adapting the equipment to brazilian legislation, it makes it safer for the worker and ensures that its operation will not be impaired. NR 12 can be established as a guarantee of security for employees when handling their equipment on a production line or in the operating area. A district cooling system (DCS) is a system that distributes thermal energy through chilled water from a central source to residential, commercial, or industrial consumers, designated to air conditioning purposes. It is one of the most important part of a heating, ventilation, air conditioning and refrigeration systems (HVAC), because a DCS is composed of: Cooling towers, central chiller plant, water distribution systems and clusters of consumer buildings. This research is focused on the central chiller plant, due to it accounts for a substantial portion of the total energy consume of DCS and HVAC systems. The performance of central chiller plant is often affected by multiple faults which could be caused during installation or developed in routine operation. These non-optimal conditions and faults may cause 20–30% waste of energy consumption of HVAC&R systems. Automated fault detection and diagnosis (AFDD) tools have potential to detect an incipient fault and help to reduce undesirable conditions and energy consumption, and optimize the facility maintenance. We propose an online data driven fault detection strategy for district cooling system. The main objective is to develop an automated fault detection tool based on historical process data, which can be applied in transient operation. The proposed hybrid strategy is based on unsupervised and supervised learning techniques, and multivariate statistic techniques. Its aim is to identify the operating states of the chiller and evaluate the fault occurrence depending of its current operating state. This strategy uses the K-means clustering method, Naive Bayes classifier and Principal Component Analysis (PCA). The developed strategy was evaluated using the performance data of a 90-ton water-cooled centrifugal chiller (ASHRAE RP-1043) and also evaluated using a dynamic model of a chiller (Simscape™.) under similar conditions. The results show the advantages of novel early fault detection technique compared to Conventional PCA method in terms of sensitivity to faults occurrence and reduction of missed detection rate.
