Abstract:
High rise buildings are commonly found in Hong Kong. Neighbours are so close to one another that activity next door could bring disastrous effect to the whole building even if only minor malpractice is found in daily activities. There had been a number of fires with large number of casualties and deaths in the recent years. Fire safety management in buildings across Hong Kong has been one of the most discussed topics in the territory by the government, politicians and the general public. Investigations of those incidents revealed that there are common malpractices found in those buildings – ineffective means of escape routes, unauthorized alteration to building usage and structures and low awareness on fire safety management. The government did take remedial actions after each fire by imposing more requirements on fire services equipments and systems for types of buildings that had been burnt in previous fires. Furthermore, ad hoc fleet checks to buildings with similar characteristics as where the fires were had also been carried out to meet public concern right after blazes. Long term measures such as enactment of new laws, amendments to existing codes of practice on fire safety equipments and systems, strengthening execution of laws towards offenders, launch of promotional programmes by the Fire Services Department to raise public concern on fire safety awareness have been in effect aiming at lowering the figures on fire cases and hence loss in lives and properties. After series of actions taken, number of fire cases, casualties and deaths result from fire did not go down in the past few years. Building fire safety condition in two cities in South East Asia, Singapore and Tokyo, are taken for comparison with that of Hong Kong. It is discovered that there are merits from the two cities for our reference in order to get the safety levels of our buildings be raised. The two governments in Singapore and Tokyo take proactive approach on control and promotion of fire safety in buildings while our policies are passive ones. Besides, both Singaporean and Tokyo government plan their policies with focus on the weaknesses found that bring adverse effect to the key issue. In order to cultivate safe atmosphere for citizens in Hong Kong, the government is strongly recommended to adopt proactive approach that addresses the root cause of the issue. Compulsory appointment of independent Fire Safety Manager, adoption of total fire safety management concepts with focus on emergency planning and drills, incentive programmes to raise the public awareness on building fire safety are expected to strengthen the concepts of fire safety in the community. On the other hand, compulsory formation of owners’ corporations, legal review and amendments to current ordinance on building management in order to maintain equilibrium for management power among stakeholders, including building managers, of buildings and last but not least, putting legal liability on professional building managers for fire safety malpractices are suggested measures to address the root causes of the phenomena.

Abstract:
This dissertation examines changes in Hong Kong’s food safety institutions using an historical institutional approach. Hong Kong has faced enormous challenges in food safety over the last two decades. The avian flu crisis in 1997 and the malachite green crisis in 2005 were the two most notable examples. Both crises were recipes for institutional change. There was drastic reform in 2000 to form a unified food safety authority, the Food and Environmental Hygiene Department, to replace the old legacy of municipal councils and municipal service departments. The established municipal councils failed to sustain themselves and the government replaced them with new institutions. Moreover, in 2005, the government proposed a new Food Safety, Inspection and Quarantine Department to overcome failings in food safety. These changes and reforms developed in variance from what could have been expected using theories of punctuated equilibrium and critical juncture (which emphasize exogenous shocks). My investigation suggests that we should not just focus on critical junctures and exogenous shocks but also study the processes and events outside these events. We cannot take it for granted that a significant exogenous shock will automatically result in institutional change without exploring the role they play and the mechanisms involved. Other endogenous processes or gradual changes may disrupt the mechanisms of institutional reproduction. My research also suggests that the form of institutional change cannot be predicted based on critical junctures and exogenous events. Focusing on the features of political context and institutional properties, we can understand how it is possible to switch between different modes to fit the prevailing institutional and political context. Political appointees and senior civil servants, as change agents, need to focus on political barriers in the legislature before any institutional change in government can eventually succeed. Without major change in Hong Kong’s political system and landscape, there is less likelihood of introducing controversial policy changes, including institutional change. Change agents are more likely to make use of different modes of institutional change, such as layering and conversion, in order to circumvent political barriers and the stickiness of old institutions.

Abstract:
Keeping stakeholders far from danger is even more urgent for the construction industry which features higher than average accident and fatality rates worldwide. Improving safety proactively and thus saving huge losses incurred through cultivating safety climate (i.e. people’s perception and attitude of safety policies, procedures, and practices at workplaces) has been advocated and studied since 1980s. Nevertheless, the issue remains that what are the antecedents and how do they impact on safety climate and hence safety behavior at the individual level. With the construction industry of Hong Kong in perspective, a plateau of accident statistics reached since the entry into the new millennium calls for research into possible human factors behind the scene. Against such backdrop, the investigation is carried out in an attempt to tackle the issue with both theoretical and practical implications. With the aim at a better understanding of the research question, a two-stage mixed method research design featured with both qualitative and quantitative approaches is adopted. At the first stage, based on extant literature and 17 interviews with local construction practitioners, antecedents of safety climate are ascertained and categorized into five general perspectives, i.e. structural perspective, perceptual perspective, interactive perspective, cultural perspective, and to-be-confirmed perspective capturing factors not belonging to the first four perspectives. To increase the conceptual precision of safety climate and reveal the working mechanism of safety climate, a series of safety climate related outcomes are integrated into an initially hypothesized research model. Measurement instruments and practical relevance of latent constructs of interest are obtained by literature review and interviews. At the second stage, a large scale questionnaire survey targeting at construction practitioners across Hong Kong and case study of a local civil engineering project are conducted concurrently. Based on 292 valid responses, most of the bi-variate correlations between constructs demonstrate support for the hypothesized relationships, despite of some unexpectedly weak effects implied by path coefficients of the initial structural model. After modification based on theory and practice, the modified structural model reveals four routes to forming safety climate, i.e. 1) sound organizational climate through fluent leader-member exchange; 2) client involvement via enforcing safety management system; 3) individualism leading to negative safety climate; and 4) sound supervisory practice contributing to positive safety climate. Furthermore, the revised model confirms the previously found relationships among safety climate and its related outcomes. Learning from the case study which involves six interviews, participant observations of onsite meetings, and analysis of documents including safety plan, safety manual, minutes of safety related meetings, and content analysis of the primary 17 interviews generally corroborate the findings. Taken together, the research achieves the established objectives, provides a framework for future investigations into antecedents of safety climate, and hence suggests that safety is an emergent property of a complicated socio-technical system, involving diversifying factors. The implications of the findings have for devising safety interventions are discussed in the conclusion section, along with limitations and future research directions.

Abstract:
In view of the 911 terrorist incident plus various cases regarding undeclared dangerous goods were happened, tightening security measure on air cargo was adopted by different governments. Additional requirement of cargo screening would involve extra cost and thus the competitiveness of Hong Kong in the industry may weaken. Concern about that the compliance of new security requirement would affect Hong Kong economy and adversely affect the position of Hong Kong International Airport as an international air cargo hub. There are implications of the trend of having tightening of security measures on air cargo in Hong Kong. This study will examine the development of international air cargo security requirement, focusing on the potential solutions and cost implications for Hong Kong air cargo industry. It is expected that the research results will outline the practical solutions and provide a platform for further academic research analysis on providing recommendations to facilitate the aviation security requirement development in Hong Kong.

Abstract:
Building sector is regarded as one of the key factors in determining people's quality of life (Wadu & Wan, 2013). To pursue better living conditions, the role of building management is no longer just focused on providing a hygienic and safety living or working place, but is also required to create a sustainable environment. Thus, building management has to adopt various green measures to improve the sustainability of their buildings. In Hong Kong, industrial buildings being part of the building sector with high energy consumption and waste generation, which increased its potential to implement green measures. Therefore, nowadays management of industrial buildings are more willing to implement various kinds of green measures in their buildings. In order to affirm the effectiveness of those measures, this study will focus on evaluating the cost-effectiveness of green measures in Hong Kong's industrial buildings and will try to identify the cost-effective green measures that could be applied in industrial buildings. In this research, it would study on energy efficiency measures related to lighting, air-conditioning and lifts installations, as well as waste recycling measures. A case study of a sample building would illustrate the effectiveness of green measures in real situation. The concept of cost-benefit and cost-effectiveness will be used to analyze the performance of green measures. Furthermore, the concept of payback period will be adopted in determining the cost-effectiveness of a green measures. Also, an interview will be carried out to understand the difficulties of implementing green measures in industrial buildings. The results of this study showed that waste recycle is the most cost-effective scheme in industrial buildings. Also, when comparing the cost-effectiveness of various energy efficiency measures, replacement of lighting is more cost-effective than the others, even though the type of lighting being replaced involved a higher cost. Apart from that, the energy saving system for lift installations has a highest energy saving performance when compared to those measures of lighting and air conditioning. Also, the findings showed that the factors of disturbance on operations, insufficient quantifiable benefits, high investment cost, long payback period and lack of support from senior management and government are the key barriers impeded the implementation of green measures in industrial buildings. Besides, incorporation of organization objectives with green measure performance and increase linkage of monetary benefits with the performance of green measure could help to improve the accomplishment of green measures. The findings of this study would serve the purpose to remind the building management of industrial buildings the environmental impacts that generated from their buildings and suggested means for them to contribute their efforts in environmental protection. By showing the performance and evaluating different kinds of green measures with a real case, this research had sorted out the cost-effective scheme and provided some actual statistics and information to building management of industrial buildings for their decision making.

Abstract:
The Hong Kong government has dedicated considerable resources to study and test the viability of office decentralization within the city since the 1980s, with objectives to achieve more sustainable industry spatial patterns and to relieve the Central Business District (CBD)from pressures created by high density of establishments and employment. Policies encouraging firm relocation from CBD areas to other office nodes have been implemented, and it was believed that the construction of new railway lines would facilitate such decentralization policies. In addition, a review of literature suggests that decentralization seems to be an inevitable trend in the evolution of a city. In particular, it was proposed by Smith & Selwood (1983) that decentralization could be industry-selective. With this background, this research aims to examine whether industries in Hong Kong have actually exhibited decentralizing spatial patterns from the period 1995 to 2010and to compare trend of changes in spatial patterns among different industries. Four industries were selected as the target of study, which are (1) finance and insurance, (2) professionals services, (3) real estate, and (4) import/export, wholesale and retail trades. Their employment and establishment data at Tertiary Planning Unit (TPU) level were obtained from the Census and Statistics Department and processed. Through the use of spatial tools, it was found that the real estate industry experienced most rapid trends of decentralization, both in establishment and employment. The other industries were less obviously decentralized; for the finance and insurance industry and the import/export, wholesale and retail industry, there even appeared indicators of stronger concentration in the study period. These findings provide strong support for future relocation policies to be industry-oriented. Another important finding is that for all industries in all study years, employment distribution tends to be more centralized than establishment distribution, which suggests that decentralizing people may be harder to achieve than decentralizing offices. It is thus envisaged that in the future, government policies regarding traffic management need to complement decentralization policies in order to alleviate transportation pressure in Hong Kong’s CBD area.

Abstract:
Industrial sector was dominated before 1970s, in order to meet the social need at that period, the Government put great effort in industrial development. Industrial areas were commonly found. As economic restructured, the open door policy made “industrial” sector was replaced by “financial” sector gradually. Facing this changed environment, many industrial buildings are being under-utilized and some are even vacant. This is definitely a waste of land resources in Hong Kong. With the increase in population, demand in space increase and hence land resources is valuable. Under the Town Planning Board, Land in Hong Kong was marked to restrict the land use on areas. For example, the area marked in “industrial” use means the buildings located were restricted to be use in industrial which most industrial buildings were found in that area. “Rezoning” and the introduction of “Other Specified Uses” annotated “Business” (“OU(B)) zone was introduced in respond to the situation that most of the buildings were non-compliant use in the industrial buildings. This is what the Government put effort to tackle the problem and the rezoning progress is still an on-going policy. In addition, some industrial buildings which located in the industrial zone and rezone to be “OU(B)” zone, even though rezone the areas, non-compliant uses in some industrial buildings are still found. The government hence established revitalizing industrial policies in 2009-2010 Policy Address in which to promote the revitalization of old industrial buildings through encouraging redevelopment and conversation of them. In this paper, there is a study on how the Hong Kong government takes part in the revitalization project in the industrial areas. The current uses of the industrial buildings, the establishment of the revitalizing industrial buildings policies in Hong Kong will be discussed, and through the oversea case to find out the whether there is lesson can be learnt for the Hong Kong government in regeneration an area.
