Purpose Since the launch of the Mainland and Hong Kong Closer Economic Partnership Arrangement (CEPA) in 2003, Hong Kong cinema is believed to have confronted drastic changes. Hong Kong cinema is described to be dying, lacking creative space and losing local distinctiveness. A decade later, the rise of Hong Kong – China coproduction cinema under CEPA has been normalized and changed the once pessimism in the industry. The purpose of this paper is to demonstrate how Hong Kong cinema adjusted its production and creation in the first 10 years of CEPA. Design/methodology/approach Beginning with a review of the overall development, three paradigmatic cases are examined for reflecting upon what the major industrial and commercial concerns on the Hong Kong – China coproduction model are, and how such a coproduction model is not developed as smooth as what the Hong Kong filmmakers expected. Findings Collectively, this paper singles out the difficulties in operation and the limit of transnationality that occur in the Chinese context for the development of Hong Kong cinema under the Hong Kong – China coproduction model. Originality/value This is the author’s research in his five-year study of Hong Kong cinema and it contributes a lot to the field of cinema studies with relevant industrial and policy concern.

In this paper, information from four major studies of Hong Kong's manufacturing investment in China, as well as published statistics concerning foreign investment in Guangdong, and data from a detailed investigation of seven manufacturing firms in Hong Kong are drawn upon in order to detail the locational and sectoral characteristics, the production and linkage attributes, and the regional economic impacts of foreign manufacturing investment in Guangdong Province, China. It is found that, geographically, foreign manufacturing investment clusters in Shenzhen and Guangzhou, with Dongguan, Huizhou, Zhuhai, and Shantou as the secondary centers of concentration. Sectorally, investment from Hong Kong is concentrated in the electronics, garment, and textiles industries, whereas investment from other countries is centered in electronics, construction materials, transport equipment, and chemical industries. Foreign manufacturing investment in Guangdong is directed at a diverse array of activities, of which a significant amount involves work that is technologically similar to that conducted in the source countries. These beneficial impacts are attributable primarily to the extensive production decentralization from Hong Kong, the social affinity between Hong Kong and the Zhujiang Delta, the ability of the state to control foreign investment flows, and the entrepreneurship and ingenuity of individual locales in the province. The impacts are especially concentrated in the Shenzhen region. This region, along with the Foshan and Guangzhou regions, is likely to become a major industrial district in Pacific Asia.

As Hong Kong draws inexorably closer to 1 July 1997 and its transfer from a British Territory to a Special Administrative Region of PR China, it faces crucial questions about its manpower requirements and skills levels. This article outlines some of the key features of Hong Kong's manpower profile over the period 1993–2000 and stresses the need for industry-based upgrading of the industrial workforce. Significant features of this manpower profile include strong growth in workers with tertiary qualifications, a shift from manufacturing to service employment, and a decline in demand for unskilled workers, leading to unemployment and resultant social problems.

Abstract The purpose of this article was to analyze the amendment of Fugitive Offenders Ordinance & Mutual Legal Assistance in Criminal Matters Ordinance, which caused widespread controversy in Hong Kong recently. This amendment stemmed from a murder case that occurred in Taiwan, which led the Hong Kong government to decide to fill the legal loopholes in the extradition law. The amendment abolished the prohibition of extradition of China and made the fundamental changes to the vetting procedure for extradition. However, based on the question to the judicial environment in China and the unequal relationship between Hong Kong and China, many Hong Kong people believed that the amendment would seriously threaten their personal safety. The amendment mattered important because people it affected were not only Hong Kong citizens, but also foreigners staying in Hong Kong. And as an important international financial center, the influence of Hong Kong couldn’t be underestimated. Therefore, the amendment had triggered a high degree of international concern. This article will analyze the contents of the amendment and the supports and the oppositions to clarify the dispute and discuss whether the amendment is good or bad.

Purpose The Guangdong-Hong Kong-Macao Greater Bay Area (GBA) Strategy is an important component of the “Belt and Road Initiative” of China. The purpose of this Project is to develop the GBA into the most open, market-oriented and innovative pole of economic growth in China. The GBA Project provides Hong Kong with a rare opportunity to diversify its industrial structure and to move into a new and higher stage of economic development. Design/methodology/approach Being an integral part of the GBA, Hong Kong is expected and supported by the Central Government to develop into a hub of the Area, and, leveraging on Hong Kong’s status as an international metropolis, to connect the Area as a whole with the world. Findings China’s Guangdong-Hong Kong-Macao Greater Bay Area Project is a major national development strategy and is a major part of the Belt and Road Initiative. Hong Kong is going to play an important role in the Project and will benefit from it enormously in the future in terms of economic growth and the upgrading of its industrial structure. However, in order to take full advantage of participation in the Project, the way Hong Kong is governed, particularly the government's role in economic development, has to be modified significantly. Originality/value In order to take advantage of the Project, the Hong Kong SAR Government has to play a bigger and more proactive role in Hong Kong’s socioeconomic development and to strengthen its capacity to mobilize societal participation in the Project.

The search for an “institutional fix” to enable national and sub-national economies to survive global competition and change has attracted some attention from analysts of regional development and global political economy in recent years. Tracing the historical processes of industrialisation in Hong Kong prior to its reversion to China in July 1997, this paper aims to provide some empirical support for the contention that neoliberalism is a major contributor to the recent economic crisis of deindustrialisation in Hong Kong. In particular, this paper examines three areas in which the laissez-faire colonial state in Hong Kong has failed to provide the necessary institutional support for industrialisation: (1) quota restrictions; (2) technological upgrading and (3) outward investment Such a failure has resulted in the progressive decline of Hong Kong's industrial sector and the lagging performance of Hong Kong's manufacturing industries vis-à-vis counterparts in the other three Asian newly industrialised economies. On the one hand, the Hong Kong government has ceded its power to local big businesses whose financial and commercial interests are more faithfully represented in various political decision bodies. On the other hand, Hong Kong's industrial sector has faced serious competitive pressures from global economic change and concomitant industrial restructuring. The long term survival of the industrial sector in Hong Kong, to a large extent, rests on the role of a proactive state and its institutional capacities.

Hong Kong is the earliest of the Asian Newly Developed Economies to have embarked on export-oriented industrialization. Its success has also been portraited as the best example of a free-trade policy that leads to sustained development. The paper presents the factors leading to Hong Kong's post-Second World War industrialization, the characteristics of its industries as well as the related government policies. In the second half, the paper treats in detail how Hong Kong's industrial economy has been extended into neighbouring South China in a new cross-border system since the 1980s. The paper doubts the relevance of non-interventionist policies in the current situation of industrial growth based on cross-border co-operation and argues for more government input for sustaining Hong Kong's future industrial growth.

Attempts to examine Hong Kong as an issue in British postwar colonial policy often emphasize the unique nature of the colony, and therefore a special case in British decolonization. Hong Kong has been regarded as an unconventional colonial entity, an anachronism in the modern world. But others argue that the word colony is not an appropriate term to describe it, except in the most severely technical legal sense, because of its spectacular industrial and economic development since the end of the Second World War. Nonetheless, Hong Kong has existed as a British crown colony since 1842, and its colonial political structures have remained more or less the same until the early 1980s. Hong Kong's special relations with China is an important factor making it an oddity in post-war British decolonization. Instead of becoming independent like most other British colonialterritories, Hong Kong's political future is linked to China. This situation of ‘decolonization without independence’ has been an important theme of academic analysis on the colony's political development.

With the economic restructuring during the 1980s and 1990s in Hong Kong, most manufacturing plants were relocated to China and many industrial buildings were left neglected or vacant. At the same time, owing to limited land supply, a shortage of affordable housing has been a problem in Hong Kong for many years. Adaptive reuse of industrial buildings may be a way of solving this problem. However, adaptive reuse is not an easy decision because there are many factors affecting adaptive reuse. Therefore, this paper examines the current situation of adaptive reuse of industrial buildings in Hong Kong and identifies a list of factors affecting the adaptive reuse of industrial buildings. Six factors are considered Critical Success Factors (CSFs). Based on a Principal Component Analysis, 33 factors are grouped into eight principal components, namely, sustainability, economics and finance, the market, changeability, location and neighborhood, culture and public interests, legal and regulatory matters, and the physical condition of the building. The identified CSFs and principal factors provide a useful reference for various stakeholders to have a clear understanding of the adaptive reuse of industrial buildings in Hong Kong, especially for the government to review current policies of adaptive reuse.

Hand rehabilitation has been a major area of practice for occupational therapists in Hong Kong when the profession first emerged in the early 1970s. It was a time when the economy of Hong Kong relied heavily on small industries and assembly work mainly for export to western countries. Due to lack of awareness of occupational health and safety, most of the workers were injured at work while operating on machines without protective guard. Occupational therapists were trained to handle a huge volume of workers with hand trauma with the goal of helping them maximize hand function so that they could return to the work force. Similar situation occurs in Mainland China nowadays, particularly in the Southern part of the Mainland where industries and factories are densely built to support the industrialization. This paper attempts to review the development of hand rehabilitation postsurgery and to discuss the current assets and challenges in meeting the needs of patients with hand injuries in Mainland China.

Purpose – Energy is a resource of strategic importance for high density cities. International trade reshapes the urban economy and industrial structure of a city, which will indirectly affect energy use. As an international trade hub, Hong Kong relies on the import and export of services. Energy performance in the international trading of these services needs to be properly understood and assessed for Hong Kong’s urban renewal efforts. The paper aims to discuss these issues. Design/methodology/approach – This study evaluates Hong Kong’s embodied energy in service trades based on an input-output analysis. The three criteria used for assessment include trading areas, industry sector and trade balance. Findings – Analyzed by region, results show that Mainland China and the USA are the two largest sources of embodied energy in imports of services, while Mainland China and Japan are the two largest destinations of exports. In terms of net embodied energy transfer, Hong Kong mainly receives net energy import from Mainland China and the USA and supplies net energy export to Japan, the UK and Taiwan. Among industry sectors, manufacturing services, transport and travel contribute most significantly to the embodied energy in Hong Kong’s imported services, while transport and travel contribute most to the energy embodied in exported services. Originality/value – This study identifies the characteristics of energy consumption of service trading and establishes a feasible approach to analyze energy performance of service trade in energy-deficient Hong Kong for the first time. It provides necessary understanding and foundation for developing energy strategies in a service-based, high density urban economy.

Photochemical age analysis shows that the sources of reactive aromatics, the most important contributor to the photochemical reactivity, do not appear to be preferentially located in downtown Hong Kong. In addition, they do not appear to be dominated by mobile emissions based on the analyses of speciated VOC data from an earlier study, but related to industrial, waterfront, and fuel-storage activities. The ratios, p-xylene-to-total xylenes and dSO2/dNOy, suggest that the anomalously high pollutant concentrations in western Hong Kong in the early morning hours of two episode days appear to have come from transport of urban-type emissions. Comparison of observed ambient ratios of selected VOC and their ratios in the speciated VOC emission inventories for Hong Kong and adjacent Pearl River Delta (PRD) Region gives mixed results. The observed ratio C6H14-to-toluene is consistent with the speciated version of the VOC emission inventory. The ratios of selected alkanes are not. This may be caused by the inaccuracies in the inventory and/or the speciation method.

Ship recycling is labour intensive and takes place largely in developing countries. Worker safety and environmental issues have clearly been focused by international community. In this paper, the hazardous wastes onboard were presented and the impact of these pollutants discharged from ship recycling was analyzed. Then, the current international conventions and standards were introduced. Herein, the Hong Kong International Convention for the Safe and Environmentally Sound Recycling of Ships, 2009 (the Hong Kong Convention), was mentioned in detail, including its background, main content and enforcement. Finally, China’s green ship recycling was investigated and some suggestions were proposed to our government and shipbreaking companies. In summary, ship recycling is facing to great opportunities and challenges. Only through the cooperation of the stakeholders, can ship recycling industry get the sustained development.

Purpose As far as governments are concerned, it is the nationality of a person, usually reflected in a passport, that shows whether the government has a duty to protect that individual and whether the person owes obligations to the state. Hong Kong is unusual in that for many people there, passports are primarily seen as documents that offer safety and security. It is not unusual for people to possess two or more passports. The purpose of this paper is to examine attitudes toward passports on the part of Hong Kong people, formed by their unique experience. Design/methodology/approach This paper analyzes key documents, such as China’s Nationality Law and a little known document, “Explanations of Some Questions by the Standing Committee of the National People’s Congress Concerning the Implementation of the Nationality Law of the People’s Republic of China in the Hong Kong Special Administrative Region.” The paper also looks at the Loh case of August 2016, involving a Canadian man who wanted a Hong Kong passport for his 11-year-old Canadian-born son, and the Patrick Tse case, where Hong Kong tried to strip a teenager who possessed German nationality of his Hong Kong passport. Findings The convenience of travel to China with a Home Return Permit seems to outweigh any sense of loyalty to an adopted country in the west, or the realization that the use of a document identifying its holder as a Chinese national means that she/he would not have any consular protection. It is also ironical that the Hong Kong Government should maintain the difference between nationality and ethnicity at a time when the Chinese Government is doing the very opposite, playing down the status of nationality while magnifying the importance of so-called “Chinese blood.” Originality/value This paper examines a topic that has not been widely studied but is likely to become more important in the years to come as China’s impact on the rest of the world increases. The nationality status of ethnic Chinese will increasingly become an issue as the flow of travel between China and other countries rises and Chinese immigrants continue to take up foreign nationality. While this issue is of special importance to Hong Kong, its impact will extend to countries around the world, in fact, to wherever Chinese persons are to be found.

Data showing the influence of regional sources on air quality in Hong Hong are presented. In particular, the changes in aerosol properties (e.g. mass concentration and particle size distribution), and their effects on photochemical ozone formation, is discussed. Abstract.Variations of PM10 concentration and particle size distribution owing to the influence of industrial activities in mainland China, biomass burning in South East Asia and dust storms in north-west China, as well as the aerosol impact on surface ozone concentration, have been studied by a combination of analysis of air mass origin (by back-trajectory calculation), remote sensing techniques, regional chemical transport and photochemical box models. The PM10 concentrations in Hong Kong were reduced by 24–57% owing to the industrial downtime during the Chinese New Year period. A photochemical box model coupled with a radiative transfer model has been employed to predict surface maximum ozone concentrations during high aerosol loading days. Increase of aerosol optical depth can lead to 7–32% reduction of surface maximum ozone concentration. Our results emphasise the need for regional cooperation in tackling the local air pollution of Hong Kong.

Purpose Using the combined theoretical umbrella of organizational legitimacy theory, service-dominant logic, fairness heuristic theory and two-factor theory, the purpose of this paper is to investigate the effectiveness of different food recall strategies (recall proactiveness and compensation) in terms of both how consumers react (perceived organizational legitimacy and purchase intention) and how recall norms would influence the effectiveness in three countries. In addition to the reporting of important results, this paper provides implications for food companies to handle effectively the recalls, especially when the recalls are cross-country. Design/methodology/approach A 2 compensation (high vs low) ×2 recall strategy (proactive vs passive) scenario experiment was conducted in Hong Kong, the USA and Mainland China. After checking the effectiveness of manipulation, the paper tested the main effect and interaction effect of recall proactiveness and compensation on perceived organizational legitimacy and purchase intention. In addition, the mediating effect of perceived organizational legitimacy between recall strategies and purchase intention was also tested. Findings Significant main effect, interaction and mediation effect were found across the three countries with a different pattern. For the USA and Mainland China which have strong recall norms, the interaction found followed the predictions of the two-factory theory. However, the pattern found in Hong Kong, which has weak recall norms, followed the predictions of the fairness heuristic theory. Full mediation effect of perceived organizational legitimacy between compensation and purchase intention was found in the USA and Mainland China, while it was only partial in Hong Kong. For the mediation between proactiveness and purchase intention, full mediation was found in Hong Kong and the USA, while it was only partial in Mainland China. Originality/value First, this study differentiated food recall strategy into two dimensions – recall proactiveness and compensation. Second, this study tested the applicability of two-factor theory and fairness heuristic theory in recalls by testing the competing hypotheses proposed according to the two theories. Finally, this study can further help our understanding of the recall effectiveness across different recall norms.

With rapid economic development and restructuring, there are an increasing number of aged or obsolete buildings in large cities, such as Hong Kong. Adaptive reuse of these buildings provides an alternative for property stakeholders towards more sustainable practices instead of redevelopment or destruction. Adaptive reuse can also make great contributions to sustainable development by reducing construction waste and saving natural resources. As a result of industrial restructuring, manufacturing plants were migrated from Hong Kong to Mainland China during the 1980s and 1990s. Many industrial buildings then became vacant or under-utilised. Adaptive reuse of these industrial buildings is considered a viable way forward for all parties, including government, property stakeholders and the community. However, the problem is how to deal with multiple criteria to assess how these buildings can be reused for residential living, retail, training centres, or other purposes. Adaptive reuse of industrial buildings is discussed in this paper, and a fuzzy adaptive reuse selection model is developed for decision-making. A hypothetical example is used to demonstrate the application of the method and show its effectiveness.

The Sino-US conflicts and the COVID-19 have significantly impacted the Chinese economy and the Chinese government has proposed the “Dual Circulation Economy” strategy as countermeasure. As one of the most developed regions in China, the Guangdong -Hong Kong-Macao Greater Bay Area is expected to shoulder responsibilities in this ambition. In this paper, we analyze the challenges for the Greater Bay Area to participate from the perspective of industrial development. We then employ a quantitative method to identify the industrial potential of the Greater Bay Area cities in facilitating the dual circulation economy. At last, we provide several policy recommendations including promoting cross-regional industrial cooperation and enhancing the spatial spillover effects of core cities.

This article examines conditions for the conduct of qualitative research on labour and industrial relations in China since the shift to a coercive form of authoritarian governance in 2012. In comparing the experiences of three doctoral students from Europe, Hong Kong and mainland China respectively who conducted fieldwork in China between 2015 and 2017, the article argues that coercive authoritarianism has significantly increased the challenges of fieldwork, resulting in a need for inventive coping strategies. The study highlights a need to establish informal networks and reciprocal trust relationships, and points to the elevated importance of ethical considerations in fieldwork on labour and industrial relations in China.

Railway is the key transport means in China including the Mainland, Taiwan, and Hong Kong. Consequent to so many big arson and accidental fires in the public transport systems including trains and buses, fire safety in passenger trains is a concern. Numerical simulations with Computational Fluid Dynamics on identified fire scenarios with typical train compartments in China will be reported in this paper. The heat release rate of the first ignited item was taken as the input parameter. The mass lost rate of fuel vapor of other combustibles was estimated to predict the resultant heat release rates by the combustion models in the software. Results on air flow, velocity vectors, temperature distribution, smoke layer height, and smoke spread patterns inside the train compartment were analyzed. The results are useful for working out appropriate fire safety measures for train vehicles and determining the design fire for subway stations and railway tunnels.

Purpose – The purpose of this study is to explore the effects of revitalization of old industrial buildings on the market value of the neighbourhood residential properties. Hong Kong’s economy has undergone a remarkable transformation in the past three decades. The most visible phenomenon in this transformation is the relocation of traditional manufacturing activities from Hong Kong to China since the 1990s. This has led many of the old industrial buildings in Hong Kong to be empty/underutilized and dilapidated. The Hong Kong Special Administrative Region Government launched the “Revitalizing Industrial Buildings Policy” to revitalize these underutilized properties with the aim to provide suitable land and premises to meet local’s economic and social needs. Design/methodology/approach – The study used a hedonic price model to determine whether there is a relationship between revitalization projects and neighbourhood residential property values and the influence of revitalization programmes on the residential property price if there is such a relationship. The study is based on a sample of 4,015 residential transactions obtained from the residential developments located near three large-scale revitalization projects in an old industrial district, Kwun Tong. Findings – Empirical findings suggest that revitalization programmes have not brought net positive price effects on the value of neighbourhood residential properties. This is in line with findings of some previous studies. However, it reveals that both the mode and scale of revitalization projects have different impacts on the neighbourhood: wholesale conversion has less negative impacts compared with redevelopment, while the larger the scale of a revitalization programme, the greater are the negative impacts on nearby property values. The study also finds that negative externalities generated by the revitalization during and post-revitalization stages are almost similar in magnitudes. Research limitations/implications – The results imply that industrial revitalization projects located adjacent to residential developments both reduce the value of the latter and discourage potential property buyers. The negative public perception of these properties diminishes their value and hence decreases the value of the property. Practical implications – The paper raises the concern about the importance of adequately addressing issues of planning and zoning to minimize the negative externalities arising from urban renewal projects. Originality/value – This research paper is first of its kind to analyze the effects of revitalized industrial buildings on the value of neighbourhood properties in Hong Kong. The tangible benefits identified in this study would be incentives, or otherwise, to motivate the revitalization policy in general.

In preparing for the resumption of sovereignty over Hong Kong, the Chinese government had to decide which individuals and groups would occupy the commanding heights of the post-colonial political landscape. During the colonial era, the British had sought to enhance their legitimacy in the absence of democracy through endorsement from representatives of the “business elite” (the families which owned the leading banking, commercial, industrial and real estate enterprises, together with the senior executives of major public companies and leading professionals). In return, this elite and its proxies were granted a privileged role in policy and law-making throughout most of British rule. Chinese officials responsible for managing the transition from British to Chinese rule proved equally eager to have this group's support, and well before 1997 China had replaced “the colonial bureaucracy as the political partner of the bourgeoisie” and was recruiting a majority of its new political establishment from the business elite.

Despite its headlong rush onto the modern world scene, China is a country that has long been cut off from the mainstream of cultural activity in the world. Nowhere is this more pronounced than in its visual arts and its venues for presenting this work. Starting from almost nothing, the People’s Republic has opened literally thousands of new museums in the past two decades. Among these is a large and intriguing subset consisting of industrial and commercial buildings repurposed for use as art venues. This study explores a number of these re-makings in three of China’s major cultural centers: Beijing, Shanghai, and Hong Kong. Although the repurposed spaces are often architecturally interesting and sometimes even dramatic, the overall effect is unusually derivative. Profit motives, at both the public and private levels, also play a significant role in the long-term success of the projects. As a result, this new attempt at providing and promoting a new art culture has limitations for making China a new focus of world attention in this arena. More importantly, repurposing historic and otherwise historically significant buildings for art reveals how such spaces can at the same time both enhance and confuse the issue of cultural identity within a heretofore predominantly closed society.
