Abstract:
Voluntary contributions of the industrialized countries are small compared to the financial resources, the developing countries need for adapting efficiently to global climate change. This leads to the conjecture that under the current climate policy architecture industrialized countries lack incentive for funding adaptation in developing ones. This paper discusses the incentive compatibility of funding adaptation. Focusing on the strategic interaction between mitigation and adaptation in a post Kyoto world it is shown that as long as the industrialized countries' adaptation funding as well as the developing countries' contributions to mitigation are voluntary, industrialized countries have only weak incentive to fund adaptation. Moreover tightening the industrialized countries' mitigation targets has an ambiguous effect on global mitigation if the industrialized countries voluntarily fund adaptation. This confirms the above mentioned conjecture and provides insight relevant for the design of future climate policies, which include adaptation funding as an instrument.

This study examines the influences of financial development on the industrialization by combining cross section data for the five newly industrialized countries in Asia Pacific with time series data from the period 2000 to 2019. The results by using fixed effect model showed that: (1) financial depth has a negative and significant on the industrialization in newly industrialized countries in Asia Pacific; (2) financial efficiency has a positif and significant on the industrialization in newly industrialized countries in Asia Pacific; (4) financial stability has a negative and significant on the industrialization in newly industrialized countries in Asia Pacific; and (5) financial depth, financial efficiency and trade openness and foreign direct investment inflow have significantly affected the industrialization in newly industrialized countries in Asia Pacific.

Abstract:
While the industrialized countries are already involved in the new information age, the developing countries are still trying to achieve some measure of industrialization. Although by themselves the satellite telecommunication systems will not solve all the problems of developing countries, nevertheless, they could facilitate the shortcircuiting of a number of preliminary steps leading to the new communications era. However, as most of the knowledge concerning these satellite systems — from their design until the final stage of production — are concentrated in industrialized nations, this leaves developing countries in a vulnerable and dependent position. This article analyses some of the established and evolving legal norms towards the promotion of technological parity between the industrialized and non-industrialized nations ; these can be grouped under five specific headings : 1. « Space Law »; 2. « New International Economic Order »; 3. « Right to Communicate » ; 4. « Code of Conduct on Technological Transfer » ; 5. « New International Law of Survival ». Following these legal considerations, we analyse the types and means of technological transfers taking place between industrialized and non-industrialized countries. In this connection, it is important to distinguish between the transfer of specified equipment only from that of its engineering. We examine these transfers, first following the initiative of the government-sponsored agencies, and second, as a transaction taking place on the free international market. In our study, it is evident that while non-industrialized countries have access to satellite communications equipment, this however does not apply to their engineering. Will the new rules of international law be capable to launch a free flow of technological knowledge between the industrialized and non-industrialized countries ? On this point, we express our reservations.

Abstract:
The working group summarized the conclusions of the workshop with the intention of providing a guide for the preparation of national plans for tuberculosis elimination. The basic strategies that appear consistently effective are: 1. Direct government responsibility for diagnosis, treatment and prevention of tuberculosis (the government is responsible by law for assuring that tuberculosis is identified early, and that cure of the patients is achieved). 2. Maintenance (or development) of properly designed disease surveillance and a programme monitoring system. 3. Availability of specialized tuberculosis personnel at regional and provincial level, responsible for close monitoring of the diagnostic skills and patient prioritization in general health institutions. Regarding research it was felt that no immediate practical applications of new techniques in the diagnosis of mycobacterial diseases, in treatment, or in vaccination can be recommended, but that further basic research in the field of mycobacteria should be pursued and supported.
