Full textAs southern Ireland is striving to break the bond of dependency that ties her to the United Kingdom, it is gradually becoming an industrial region of the United Sates of America. Contrary to the expectations of the nationalists, the political sovereignty obtained in 1921 did not lead to economic independence and growth but to the continuation of a neocolonial relationship with the UK. This subordination is the consequence of the strengh of the age-old commercial, financial and fiscal links shaped between the two islands, of the existence of a pro-British élite hostile to the economic breakaway, of the conservatism of the population and of the absence of a strategy of development. Since 1960's and thanks to the liberalisation of world trade, Ireland has been able to implement, although belatedly, a very pragmatic policy of growth and employment based on the attraction of foreign direct investments, particularly those of American origin, and European integration. Yet, the three-way relationship set up between Ireland, the European Union and the USA is ill-balanced in so far as the role of American companies in the Irish economic growth is out of proportion compared to the size of the 26 Counties. Consequently, this makes the Irish economy more fragile and increases inequalities within Irish society

Full textThe dissertation deals with the pattern of specialization and international integration of Brazilian software industry in light of paradigmatic experiences of the sector, such as India, Ireland and Israel. The sectors early development in the core countries of the global production networks has followed the progress of the electronics industry and allowed them to accumulate competences and to lock-in the technological trajectory in some segments, such as the packaged software. However, the responses of some emerging countries face an industry characterized by rapid changes and high rates of technological opportunities, whose possibilities have been expanded with the advent of globalization, are the main motivation of the study. Despite the widespread idea that India. Ireland and Israel represent cases that are subject to the limitations of a tertiary export model, it is argued here that they represent plural and dynamic trajectories of development of this industry. Plural once they reproduce different patterns of specialization and international integration and dynamic if considered some elements of change made evident by part of the literature. This dynamism is present in the Brazilian software industry through the mechanisms of differentiation and diversification that allow it to add value to products and achieve positive results in form of increased productivity in other sectors of economic activity. Although it is commonly characterized by a competitive integration that differs it from the tertiary export aspect, the dynamic nature of the debate about these settings is the aim contribution of the dissertation.

As diferenças em termos de domínio tecnológico e produtivo são essenciais para explicar os padrões de comércio internacional dos países. Desse modo, é possível verificar o grau de desenvolvimento tecnológico de um país por meio da observação de seus fluxos de exportação e importação. A indústria farmacêutica, por ser reconhecida como uma atividade estratégica, é alvo de diversas medidas para o seu desenvolvimento produtivo e tecno-científico. O presente trabalho procura avaliar os resultados das políticas industriais para o desenvolvimento da indústria farmacêutica do Brasil, da Índia e da Irlanda. Nesse sentido, consideramos que o comércio internacional de medicamentos desses países é capaz de revelar o sucesso das políticas adotadas. Embora a avaliação sobre os indicadores de comércio internacional se inicie na década de 1990, é necessário realizar uma revisão sobre o histórico das políticas e dos condicionantes econômicos que caracterizaram os países ao longo do século 20 e 21, para compreensão dos elementos que condicionaram a trajetória da indústria. A contribuição deste trabalho reside em explorar uma lacuna na literatura, uma vez que os trabalhos que tratam de políticas para desenvolvimento da indústria farmacêutica poucas vezes analisam a dimensão do comércio internacional, especialmente em uma perspectiva comparativa entre países que adotaram estratégias e fizeram escolhas distintas. A literatura utilizada permite concluir que uma trajetória de sucesso no desenvolvimento de uma indústria não depende exclusivamente de políticas voltadas à inovação, mas também de uma série de condicionantes que vão além da esfera tecnológica.
The differences in terms of technological and productive domain are essential to explain the international trade patterns of countries. Thus, is possible check the level of technological development of a country through the observation of their export and import flows. The pharmaceutical industry, recognized as a strategic activity, is the subject of several measures for their productive and techno-scientific development. This study evaluates the results of industrial policies for the development of the pharmaceutical industry in Brazil, India and Ireland. In this sense, we believe that international trade in medicines from these countries are able to prove the success of the policies. Although the assessment of international trade indicators start in the 1990s, it is necessary to conduct a review of the history of political and economic conditions that characterized the country throughout the 20th and 21st century, to understand the elements that conditioned the trajectory of the industry. The contribution of this work lies in exploring a gap in the literature, since papers dealing with pharmaceutical development policies rarely analyze the international trade, especially in a comparative perspective between countries that have adopted strategies and made different choices. The literature used for the preparation of this chapter shows that the successful development of an industry does not depend exclusively on innovation policies, but also a series of conditions that go beyond the technological sphere.

True enough, more and more money was poured into healthcare year after year and the results were indisputable if one focuses on the various health indicators. Ireland quickly managed to get rid of tuberculosis, for instance...The very notion of healthcare changed a lot during the period. It used to focus on curing the sick, and gradually gave more and more importance to prevention, regarding the patient as a full-fledged person with a whole series of social facets.Still, healthcare for the people also implies eligibility and equality of treatment for all, which has not always been the case – the classic reproach against the Irish healthcare system being that it is a two-tier system, the holders of a medical card being in fact discriminated against by a system which allows those who do not benefit from free access to it to actually enjoy a better service together with shorter waiting lists.In order to analyse the way the Irish system functioned in 1987, forty years after its birth, this PhD attempts at deciphering the imprint History had left on its infrastructures (hospitals, for instance) and on its administrative structures.The next step consists in studying the evolution of the system, which was slow and hindered by various forces fighting against change (like the catholic Hierarchy or the doctors).Finally, our study highlights the impact of Ireland’s EEC membership and the country’s stance in the great debate of the eighties over the notion of welfare crisis, stemming from the economic conservative ethos that prevailed at the time

Full textThe Irish economy has undergone several economic crises in the past 70 years. The most recent began in 2008, and now the results for improvement and growth of the country are visible. The Government of Ireland despite these crises always had a pillar that helped maintain economic stability, during these periods, the Foreign Direct Investment. Since the 50s, the government has been focusing, controlling, adapting to external market and policies of different attractiveness, in FDI, especially for its corporate tax rate – currently 12.5% – the others countries, has Ireland as door to get in the European market, to firms outside Europe, especially the United States. The Industrial Development Authority, IDA, is the main responsible for control and attractiveness of FDI in Ireland. It has the power to create foreign and domestic firms programs, since they fulfil with the requirements, but also through its programs with the objective to achieve such as "Horizon 2020". IDA has shown the ability to adapt to market changes and be able to predict which sectors and companies will revolutionize the market, example of this is the bet since the 50's in TIC companies and sciences – which for most of the other countries were the primary and industrial – are currently the fastest growing sectors. So it’s because of IDA that Foreign Direct Investment has a very important role in the Irish economy - nearly 90 % of all exports are from foreign companies, the ability to constantly create new jobs, boost the country's education and create centres of investment. There are some good examples of foreign companies that achieve the suggested IDA objectives, but also of companies that even without any connection to IDA have been able to appear in the Irish market. A good example is the Portuguese company, Mota-Engil, Lda, even being in the first years at the Irish market, has growth up, and created three Irish companies. More recently won three public projects, which is in line with the directors of the Irish companies’ expectations – if the Irish economy continues to improve, it is expected an increase of the public projects procedure.
