The article considers the current state of strategic planning in the practice of manufacturing industries of the Russian Federation. The review of the main directions of the state industrial policy in relation to manufacturing industries in the field of strategic planning is given, as well as the key challenges and opportunities for the development of this activity in Russia are considered, the state of the manufacturing industry at the national level is assessed on the basis of statistical reports. The proposals for expanding the presence of manufacturing products on the Russian market under import substitution programs are considered and the prospects and necessary conditions for the development of manufacturing industries in the Russian Federation until 2024 and for the period up to 2035 are predicted.

Abstract:
The article examines the state and development trends of manufacturing industries in the Asian part of the Russian Federation. The Asian part of Russia means the totality of the subjects of the federation of the Siberian and Far Eastern federal districts, as well as the Tyumen region. Manufacturing industries are presented in the article by twelve groups, corresponding to the positions in the tables of the statistical reference book «Regions of Russia: socio-economic indicators». The analysis of trends in the development of manufacturing industries was carried out according to the texts of the Strategies of socio-economic development until 2030-2035 in force at the time of writing. 22 regions of the Asian part of Russia. To analyze the trend in manufacturing output, panel data models with fixed and random effects were used. The calculation results showed a different level of development of manufacturing industries in the constituent entities of the Federation. Analysis of regional strategies revealed a commonality of intentions and opportunities for the development of processing in the Asian part of Russia, especially in terms of investment support for achieving strategic goals.

Abstract:
Since the beginning of the 21st century, the trade and economic orientations of the Russian Federation shifted from the EU and the USA to the countries of Africa and Asia, among which ASEAN plays one of the leading roles. Russia’s trade with the ASEAN countries is important not only economically, but also politically: these trade and economic ties are of great geopolitical importance for the Russian Federation. Currently, trade and economic cooperation between the Russian Federation and ASEAN is being actively formed in the energy, military-industrial, transport and infrastructure, agro-industrial, information and scientific and technological fields. In this article, an analysis was made of the fundamental problems and trends in the trade and economic activities of Russia and ASEAN. It was concluded that Russia and ASEAN have a narrow-limited locus of areas of effective cooperation, each of which contains a significant potential for utility that has not been realized to this day. After analysis of Asian markets, trends, dynamics and directions of development of the ASEAN countries, the economic opportunities of the Russian Federation, the following was revealed: the most promising are such branches of interstate cooperation as the military-technical, information, fuel and energy, transport and technological industries, the least relevant interstate contacts in the field of eco-technologies and agro-industrial complex of the Russia-ASEAN. At the same time a potential of certain areas of trade and economic transactions between the Russian Federation and ASEAN was revealed, including in such areas as energy, high technology, transport and military developments.

Abstract:
The state of fire safety at industrial enterprises of the Russian Federation in various industries is analyzed based on the study of the indicators of large fires at the industrial facilities. Most of the major fires during the analyzed period of time occurred at the enterprises of the forestry, woodworking and pulp and paper industries. The largest loss of life per 100 major fires was recorded in the light industry, fuel industry and construction. The lowest levels of safety (estimated by the indicator «the proportion of injured people out of the total number of people killed and injured in fires») were recorded at the light, forestry, and agricultural enterprises. It is noted that about 56 % of fires at the light and forestry enterprises occurred at small and micro-enterprises, which is much higher than the national average (on average for all the industries in Russia, large fires at small and micro-enterprises over the analyzed period amounted to 38 %). The state of ensuring fire safety of industrial enterprises of the Russian Federation of various forms of ownership is analyzed based on the study of the indicators of large fires at the industrial facilities. It is established that most of the fires during the analyzed period occurred at the private enterprises — 84 % of all large fires at the industrial facilities in Russia. An additional analysis of the state of fire safety at the industrial enterprises of the Russian Federation was carried out based on the study of the indicators of large fires at the industrial facilities by business entities. The lowest levels of safety were recorded in the microenterprises and small enterprises, which confirms the assumptions about the problems with occupational safety and health management systems in these enterprises. In this regard, the task of developing approaches to improve occupational safety management systems at these enterprises is relevant.

Abstract:
This trend has affected both tourist countries and countries where tourism is not the primary economic sector. This paper examines the socio-economic aspects of the development of the Russian Federation's tourism industry in recent years. The objective of the study is to evaluate the development of the tourism industry in Russia. For this purpose, the issues of methodology for collecting official statistical information in tourism are considered, statistical data on tourism development are analyzed, and key indicators of the Tourism Development Strategy in the Russian Federation for the period up to 2035 are analyzed. The authors used general scientific research methods, namely, methods of reviewing the economic literature on the stated topic, analyzing statistical data characterizing the development of tourism in the Russian Federation in 2014–2018, and synthesizing the results obtained. The data source was indicators characterizing the development of the tourism and hospitality industries in Russia, the activities of collective accommodation facilities, and tourist companies. The study describes the social and economic aspects of the development of the tourism and hospitality industries in Russia for 2014–2018, identifies the necessary organizational and economic conditions to increase the volume of domestic tourism through administrative, fiscal, and social measures, proposes mechanisms to stimulate national tourism development to achieve the key indicators of tourism development until 2035.

Abstract:
The article reveals the reasons for the introduction of economic sanctions and restrictions against Russia. The commodity structure of exports and imports of the Russian Federation was analyzed; the grouping of Russian regions by the volume of exports and imports with countries of the far and near abroad was carried out, which allowed identifying at least 20 regions of the Russian Federation in each group that are actively engaged in foreign economic activity. It is concluded that the industrial specialization of the regions of the Russian Federation determines the nature of their foreign economic activity: the leading regions in export are the regions in which the raw materials industries of the economy are concentrated, and in import — the regions in which the manufacturing industries, primarily mechanical engineering, are concentrated. It is proved that only nine subjects of the Russian Federation (Moscow and St. Petersburg, the Republic of Tatarstan, Krasnodar and Krasnoyarsk Territories, Sverdlovsk, Rostov, Nizhny Novgorod and Moscow regions) are key regions in the implementation of comprehensive foreign trade operations. At the same time, there are regions that work mainly for import — Kaliningrad and Kaluga regions, Primorsky Krai, and others — mainly for export — Sakhalin and Irkutsk regions. The conclusion is made about the need to develop high–tech industries, IT–sphere (hardware and software), mechanical engineering, production of own feed, seeds, plant protection products in the Russian regions.

The purpose of the study. To analyze the state of meat production in the Republic of Kazakhstan and the Russian Federation with the allocation of promising points of balanced growth and sustainable development in order to form clear prerequisites for improving the quality of nutrition of the population of these countries.Methodology. The following scientific methods are used in the work: statistical observation; comparative analysis; meta-analysis; multidimensional statistical analysis; analogy; synthesis; formalization; summary and grouping of statistical observation materials; absolute and relative statistical values; expert evaluation; retrospective.The originality / value of the research is to identify promising directions for the development and sustainable growth of the sectoral sectors of the agro-industrial complex (AIC) of the Republic of Kazakhstan and the Russian Federation.Findings. Today in the Russian Federation and the Republic of Kazakhstan, a large number of industry programs have been approved and are being implemented quite successfully, aimed at ensuring the sustainable and effective development of meat-product subcomplexes; promising forms of organization of the industry market are: contracting of raw materials; sale of products at wholesale sites; sale through commodity distribution networks of farmers' cooperation; supplies at the intersectoral level; stock exchanges; sale from farms; in Kazakhstan today, feed is produced almost 2 times less than the zootechnical norm; specialized enterprises for fattening cattle, sheep, pigs and poultry should become the basis of the meat industry of Kazakhstan; specialization, compared with diversified production, provides 1.5-2 times higher productivity and reduces the cost of livestock production by 25-40% in Kazakhstan; mechanized shepherd brigades should become the main organizational form of lamb production in steppe, semi-desert areas; one of the most significant risks in the development of modern animal husbandry in Russia is the threat of the spread of dangerous and especially dangerous diseases among; today in the Russian Federation there is a serious spread between the initial price of agricultural producers and the final price in the retail segment for meat products; the level of resource provision in the Russian Federation has quite high indicators and a steady growth trend is inherent in it; today the industry sector in Russia is functioning steadily, and the points of growth should be: export; entrepreneurship; investment; digitalization; veterinary control; the basis for the sustainable development of the industrial sectors of the Republic of Kazakhstan and the Russian Federation should be specialized enterprises for fattening cattle, sheep, pigs and poultry.

Abstract:
The continued existence of the Russian defence and arms industry, known as the Oboronnyi Promyshennyi Kompleks (OPK), was called into question following the disintegration of the Soviet Empire in 1991. Industry experts cited the lack of a domestic market, endemic corruption, and excess capacity within the industry as factors underpinning its predicted demise. The most telling factor was the sudden removal of considerable government subsidies and high defence industry wages that had traditionally buttressed the industry's economic viability and encouraged the cream of Russia's workers into the sector. It was a crippling blow. However, the industry's export customers in China, India and Iran during those early years became the OPK's saving grace. Their orders introduced hard currency back into the industry and went a long way to preventing the forecasted OPK collapse. Although pessimistic predictions continued to plague the OPK throughout the 1990s, the valuable export dollars provided the OPK the breathing space it needed to claw back its competitive advantage as an arms producer. That revival has been further underpinned by a new political commitment, various research and development initiatives, and the restoration of defence industry as a tool of Russian foreign policy. In order to gauge the future prospects for the OPK, it is necessary to examine the domestic and external drivers that have either underwritten its success to date or are still required to ensure its long term endurance. Domestically, continued success demands a closer collaboration between the OPK and the Russian armed forces. It also requires serious efforts to curb endemic corruption, further consolidation of the defence industry and continued development of the Russian domestic market for arms. Externally, the strength of the state arms exporter, Rosoboronexport, global market diversification and joint military ventures with strategic partner countries are essential ingredients for long term OPK success. Cultivating and maintaining the economic and political momentum vital for the OPK's progress will be a daunting undertaking for Russia. However, Russia's accomplishments in these key areas since 2000 suggest that continued success is a genuine prospect and that the OPK could potentially grow to be the proverbial 'phoenix from the ashes'. China and India constitute approximately eighty percent of the total Russian arms transfer market. Trading and cooperation with these two countries has provided Moscow with the finances to sustain its defence industry through continued orders and valuable finance for research and development programmes for military hardware. However, post 2015, the Chinese market will be nearing total saturation and the Indian market will have contracted somewhat, as the indigenous defence industries of these nations can be expected to usurp the demand for Russian equipment. This scenario, together with a more active foreign policy under Putin has seen Russia launch aggressive marketing campaigns into the Middle East, South East Asia and Latin America. The strategy has already begun to pay dividends with large contracts being signed by Algeria, Indonesia, and Venezuela. The Russians hope that large sales to these countries will trigger further sales within the respective regions. The realised or potential contracts for arms from Libya, Saudi Arabia, Malaysia, Mexico, and Brazil suggest that this strategy is producing the desired result. The short term future of the Russian OPK looks promising. The rising domestic defence order is beginning to challenge the export market as the OPK's most important customer. Meanwhile, exports will be safeguarded by continued foreign demand for niche Russian defence products such as cruise missiles and air defence systems as well as cost effective and user friendly Russian aircraft, ships, submarines and land systems. Flexible financing options offered by Rosoboronexport will stimulate demand in new markets such as Algeria and Indonesia and sustain the economic viability of the OPK for at least the next decade.

Au cours de la première décennie du XXIe siècle l'Arctique a fait l’objet d’une attention croissante de la part des chercheurs, des politiciens et des multinationales. En effet, les problématiques liées au changement climatique, et le regain d’interêt politique et économique des Etats côtiers et non côtiers, a peu à peu fait apparaître cette région comme un endroit stratégique sur l'échiquier des grandes puissances. Depuis 2001, la Fédération de Russie a entrepris plusieurs actions afin de garantir ses intérêts nationaux dans ce qu'elle considère comme l’Arctique russe, un espace qui comprend environ 22600 kilomètres de littoral avec l'océan Arctique. Or, le changement climatique, les développements socio-économiques et les impératifs stratégiques ont conditionné cette politique pour l’Arctique. Les oblasts de Mourmansk et d’Arkhangelsk jouent, de nos jours, un rôle majeur dans la mise en œuvre de la stratégie russe pour la région arctique. Ce travail évaluera donc les défis majeurs de stratégie et de sécurité nationale russes en Arctique occidental au regard des récents changements du modèle politique et économique russe, du rôle émergent d'acteurs privés et étrangers ainsi que des spécificités des régions arctiques et sous-arctiques. Dans une première partie de notre travail nous essayerons de souligner l’importance stratégique et économique de l’Arctique Occidental pour la Fédération de Russie. Une approche historique nous permettra de mieux comprendre le rôle actuel des oblasts de Mourmansk et d’Arkhangelsk tandis que l’analyse de l’évolution démographique, industrielle et commerciale de ces régions nous fera apprécier son potentiel socio-économique. Enfin, une analyse de l’adaptation des industries énergétiques et du complexe militaro-industriel aux marchés internationaux sera entreprise ainsi qu’une évaluation des risques liés au changement climatique et à la pollution industrielle. Dans une deuxième partie, nous analyserons les principales problématiques rencontrés par les acteurs étatiques et privés en Arctique occidental. Afin d’identifier les principaux enjeux, nous avons transposé des théories des relations internationales à la géopolitique (Waltz, Keohane, Putnam). During the first decade of the XXIth century, the Arctic has received growing attention from scholars, policymakers and multinational corporations. Climate change as well as renewed political and economical interests from coastal and non-coastal States had repositioned this region as a prospective theater in the Great powers chessboard. Since 2001, the Russian Federation has taken several international and domestic actions to guarantee its national interest in what it considers as the Russian Arctic, a space that comprises about 22 600 kilometers of national coastline with the Arctic Ocean. But climate change, historical socio-economic developments and strategic imperatives have conditioned this engagement.The Murmansk and Arkhangelsk oblasts plays nowadays a leading role in the implementation of a cross-domain Russian strategy for the Arctic region. This dissertation will then assess the central challenges of Russian National Security and Strategy in the Occidental Arctic taking in consideration recent changes in the Russian Federation political and economical model, the emerging role of private and foreign actors and the specificity of Arctic and sub-Arctic regions.The first part of this dissertation will try to underline the past/current strategic and economical relevance of the Occidental Arctic for the Russian Federation. A historical approach will allow us to better understand the current role of Murmansk and Arkhangelsk oblasts while we will appreciate its socio-economic potential thanks to the analysis of demographic, industrial and commercial developments of these regions. Finally, a study on defense and energy industries adaptation to international markets will be conducted as well as a regional risk-assessment concerning climate change and industrial pollution.In a second part, our main objective is to demonstrate the strategic and economical importance of the Murmansk and Arkhangelsk oblasts for the Russian Arctic policy. This will lead us to analyse core issues in the Occidental Arctic for state and industry actors. The methodology applied to identify the main trends in these issues is a combination of the French school of geopolitics with relevant theories of international relations (Waltz, Keohane, Putnam). Graham Allison’s conceptual models and his approach on national interests will be applied in the analysis

Cette thèse traite de l'évolution du cadre organisationnel et institutionnel de l'industrie pétrolière russe durant la période 1992-2012. Son objectif est de caractériser et d'interpréter l'accroissement du rôle des compagnies pétrolières à capitaux majoritairement publics, Rosneft et Gazpromneft, dans les opérations de l'amont pétrolier qui est observé depuis le milieu des années 2000. Dans ce cadre théorique de la Nouvelle économie institutionnelle, notre thèse soutient que le rôle accru des compagnies pétrolières publiques russes marque le passage d'une structure de gouvernance pétrolière libérale à une structure de gouvernance pétrolière hybride. Cela doit être interprété comme la réponse faisable, de la part des autorités fédérales, à l'incohérence existant entre la structure de gouvernance pétrolière libérale définie au début du processus de transition et l'environnement institutionnel prévalant en Russie.

Abstract:
The master thesis consists of three chapters, introduction, conclusion, list of references and applications to the work. The first chapter outlines the theoretical aspects of the redevelopment of industrial areas, discusses the Russian and foreign experience in the implementation of projects for the redevelopment of industrial zones, and also identifies actual practical problems faced by development companies in the implementation of such projects. The second chapter presents the methodological support mechanisms for the implementation of projects for the redevelopment of industrial areas, the process of implementing projects in the United States and Germany, and a comparative analysis. On the basis of the materials studied, recommendations have been formulated for improving the redevelopment processes in Russia, aimed at enhancing the process of incorporating industrial areas into the city’s investment and construction activities. The third chapter proposed a project for the implementation of the redevelopment of industrial areas on the example of the industrial site of OJSC Jewelers of the Urals, Ekaterinburg. A feasibility study and calculation of the effectiveness of the proposed project implementation are given. The results include recommendations aimed at improving the redevelopment of industrial zones in Russia, the developed project of redevelopment of an industrial site.
Магистерская диссертация состоит из трех глав, введения, заключения, списка литературы и приложений к работе. В первой главе изложены теоретические аспекты редевелопмента промышленных территорий, рассмотрен российский и зарубежный опыт реализации проектов редевелопмента промышленных зон, так же выявлены актуальные практические проблемы, с которыми сталкиваются девелоперские компании при реализации таких проектов. Во второй главе приведено методическое обеспечение механизмов реализации проектов редевелопмента промышленных территорий, рассмотрен процесс реализации проектов в США и Германии, проведен сравнительный анализ. На основе изученных материалов сформулированы рекомендации по совершенствованию процессов редевелопмента в России, направленные на активизацию процесса включения промышленных территорий в инвестиционно- строительную деятельность города. В третьей главе предложен проект по реализации редевелопмента промышленных территорий на примере промышленной площадки ОАО «Ювелиры Урала», г. Екатеринбург. Дано технико-экономическое обоснование и расчет эффективности реализации предложенного проекта. Результаты включают в себя рекомендации, направленные на совершенствование процессов редевелопмента промышленных зон в России, разработанный проект редевелопмента промышленной площадки.

Abstract:
The article discusses the current digital situation in the construction of agricultural industries in Russia. It lists a number of general laws passed by Parliament and sets the direction for the digital agricultural industry at the federal and state levels. The strength of GIS techniques is demonstrated by the calculation method based on agro-industrial parks. It is about the implementation of the order of the Russian government, which specifies the creation of excellent scientific and educational facilities in connection with the implementation of one of these projects in the Ulyanovsk region. It studies the experience of two start-up projects using GIS techniques, and the establishment of land conservation farms in the entire region of Ulyanovsk region. The changes to the existing land structure in the Ulyanovsk region were illustrated in the context of the introduction of environmental management projects in the basin. The main advantages of the method are its use in the calculation system in the field of agricultural processing.

The article is devoted to current problems of development of the industrial market of mechanical engineering and machine tools in the Russian Federation in connection with the urgent need for its scientific and industrial transformation. The purpose of the study is to characterize the state and determine the directions of development of the industrial market of mechanical engineering and machine tools in Russia. The objectives of the study include a general description of the industrial market and the place of mechanical engineering and machine tools in it, assessment of the role of imports and the effectiveness of import substitution measures taken by the state, and determination of directions for scientific and technological development of industries. The study used general scientific research methods, including complex analysis, as well as specifically scientific economic methods. The article notes that the industrial market has a multi-level hierarchical structure and operates on the basis of complex production and technological chains; At the same time, mechanical engineering and machine tool manufacturing play a key role in it as industries that make possible the production of all other types of products. At the same time, the strong dependence of key market segments on the import of machinery and components remains to this day, which indicates the insufficient effectiveness of the measures of the Government of the Russian Federation in implementing the import substitution policy. Also, a high level of dependence on imports is observed in the field of digital technologies necessary for the successful development of the industrial complex. In the current difficult foreign economic conditions, it is necessary to gradually overcome import dependence in mechanical engineering and machine tools through the implementation of various forms of economic and production-technical cooperation between the state, business, scientific and educational institutions.

The purpose of the article is to study the processes of digital transformation of the social sector of the regions of the North-West of Russia and, in particular, higher education, healthcare and social protection of the population. On the basis of a number of sources of national statistics, the nature and pace of digital transformation are analyzed, and the presence of numerous methods for assessing digitalization based on various approaches and principles is revealed. The potential effects of the digital transformation of the social sector, as well as possible threats and risks associated with its promotion are considered. It is concluded that, in general, digitalization has significantly expanded the possibilities of the population to use various services, and we can talk about a certain continuity of digitalization processes in each of the considered branches of the social sector. At the same time, there is a pronounced digital divide both between the branches of the social sector and between individual subjects of macroregion, as well as between settlements within each of the regions.

Monetary union is one of the advanced stages of international economic integration and involves shared monetary and exchange rate policies that are executed collectively across union members. This common policy warrants price stability and requires a common supranational monetary authority. Existence of an established banking sector is crucial for effective execution of policy decisions taken by said monetary authorities. Eurasian Economic Union (EAEU) is officially established on January 1st of 2015 and is an example for a regional economic integration. Aim of the Union, which is comprised of Russia, Kazakhstan, Belarus and Republic of Armenia; is to increase collaboration among economies, to improve the living standards of the participating nations and to promote stable development. This study is based on assessment banking industries of member countries, working towards common monetary authority during the transition to EAEU economic integration between years 1995 and 2014. Data acquired from World Bank and member countries' central banks is used to determine the capabilities and limitations of partaking economies based on generally accepted financial strength indicators. In conclusion; Russian Federation and the Republic of Kazakhstan are observed to be the principal EAEU members due to their advanced and strong banking industries. Increasing fragilities over the years, amplified also by developments in global markets, are evident in member countries; especially in Belarus and Armenia. Significance of achieving price stability in founding country Russian Federation is emphasized for successfully establishing a common monetary authority.

The article deals with the conditions for the formation and implementation of innovation policy in the agro-industrial complex of Russia, including in the food industry. Against the background of the growth of positive dynamics of domestic research and development expenditures in the Russian Federation, the share of high-tech products in the Russian agro-industrial complex in 2018 is only 7.1% of the total volume. The share of food industry enterprises engaged in innovative activities increased from 11.6% to 14.2% in 2010-2018, while the cost of innovative products increased 2.3 times. The most important factor in the activity of innovative activities of enterprises is state support. Innovation policy in the agro-industrial complex is designed to promote the development of the food industry and the growth of its national and global competitiveness.

At present, the length of power transmission lines (PTL) in the Russian Federation with reinforced concrete poles is about 90% of the total length of transmission lines and in the near future the number of reinforced concrete poles will not decrease. Annually in the Russian Federation, about 10 million power transmission poles are installed and changed, incl. in the Siberian Federal District about 4 million pieces. Moreover, in most developed countries with a large length of power lines, as well as in the north of Russia, power line poles are made of coniferous wood. Industrial stocks of such wood are decreasing every year, and the development of new stocks requires additional capital expenditures. Considering the above, there is reason to believe that these regions may become the main target niche of power transmission line poles made of modified wood. The basis of coniferous trees in the Russian Federation are: pine, spruce, larch, fir and cedar. Birch, although in some characteristics it is close to hard deciduous species, is not customary to refer to them. Of all the listed conifers, pine is the most common in the Central Federal District.

A huge amount of radioactive waste has been accumulated in the Russian Federation (RF) in the course of implementation of the defense and energy programs, industrial and research activity involving the use of nuclear materials. The most justified and technically feasible technology of solidified RW isolation is its disposition in low-permeable geological formations in specially constructed underground facilities. Today in Russia a Closed Fuel Cycle (CFC) has been adopted, at the CFC final stage the spent nuclear materials and radioactive waste have to be isolated from the biosphere for the whole term of their potential hazard. "The transition of Russia to sustainable economic growth is impossible without stimulating the use of the achievements of science and education, high technologies, promoting innovative activity as an essential premise for the development of social production and subjects of economic relations. For the state, the promotion of innovation is a priority in the economic policy sector, since it is the level of scientific and technological development that largely determines the long-term strategic advantages of the country, and the prospects for the development of the state largely dependent on the level of innovation development. For a long time, the Ministry of Economic Development of the Russian Federation has been implementing the Strategy for Innovative Development of the Russian Federation. It includes 20 key steps and is developed based on the provisions of the concept of long-term development of the Russian Federation. The main results should have been, firstly, an increase in spending on science and innovation, and secondly, an increase in the share of industrial enterprises that introduce innovations in production. It was assumed that their share will increase by 4-5 times by 2020, compared with 2010 year. Not everything has been achieved, and there is a lot to strive for. This study is devoted to the driver of scientific and technological progress - the chemical complex of Russia. The chemical complex plays a significant role in the implementation of the most important socio-economic programs of the country. The study is devoted to the consideration of the most important prospects and key alternatives for the development of the chemical industry related to different areas of innovation. Conclusions will be made on key technologies and products that can change the position of the chemical industry in the global market."

The article considers contractual designs aimed at transferring exclusive rights to industrial property. The problem of the contractual process was identified when concluding a contract on the transfer of a set of exclusive rights. Based on the study, a number of changes to Russian laws have been proposed. First of all, this applies to a commercial concession contract. The author proposes to amend the Civil Code of the Russian Federation by supplementing the article on commercial concession with the right of organizations that do not conduct commercial activities to conclude the same contracts on a general basis. The appropriateness of applying the classification of transactions into real and consensual ones in relation to this contract is justified. The peculiarities of transfer of the complex of exclusive rights to objects of industrial property with participation of social enterprises under the legislation of the Russian Federation are studied.

Main objectives of this article are changes in the programming principles of the “Suspilne Culture” TV channel, the peculiarities of the program content in the period 2020-2022, as well as potential for further channel development from the content perspective. Methodology of the analysis includes processing primary sources of information, synthesis, induction and deduction, problem-thematic analysis of television programs. Results. During 2017-2021, the specialized public channel about culture increased the number of its own programs, and the ratings of the channel increased. “UA: Culture” produced their own daily information program and several analytical programs about various types of art. Although even now, a significant part of the channel content consists of not relevant and not adapted for the Ukrainian audience purchased serials and educational cycles. After analyzing “Suspilne Culture” TV channel program grid for October 3-7, 2022, significant part of not typical for declared program policy content was discovered. During the present period only 2 programs corresponded to the specifics of the channel and were developed by “Suspilne” production. Conclusions. In general, thematic blocks such as cultural policy of Ukraine and institutions, religious practices, economy of creative industries and representation of Ukrainian culture in the world are not broadcasted. Significance. The conducted research allowed us to actualize the need for a scientific approach to the content and programming policy of the “Suspilne Culture” TV channel. The collected material gives reasons to testify that the mission of the public channel and the declared program principles are implemented only partially. The channel lacks in-depth analytics on a whole range of current cultural issues. The share of self-produced programs is minimal. Instead, purchased content often does not represent the specifics of the channel and does not fulfill the mission of the public broadcaster. The channel program managers should focus on the change in cultural discourse that has been taking place since the beginning of the full-scale war of the Russian Federation against Ukraine. In battles, our army and people defend, first of all, our right to own identity, our right on culture and own voice to tell the world about ourselves. The air of the TV channel “Suspilne Culture” should be filled with exactly such ideas. Keywords: culture; public television; television content; journalism of the culture.
