Abstract:
Strategic planning for the development of manufacturing industries in the Russian Federation should be based on the results of a comprehensive analysis of the existing level of industrial development of the regional and national economy, prospects and mechanisms for the development of industrial potential, including the definition of the industry specifics of the subjects of the Russian Federation, planned statistical indicators in terms of the growth of high-tech products and taking into account the implementation of import substitution programs. The article considers the current state of strategic planning in the practice of manufacturing industries of the Russian Federation. The review of the main directions of the state industrial policy in relation to manufacturing industries in the field of strategic planning is given, as well as the key challenges and opportunities for the development of this activity in Russia are considered, the state of the manufacturing industry at the national level is assessed on the basis of statistical reports. The proposals for expanding the presence of manufacturing products on the Russian market under import substitution programs are considered and the prospects and necessary conditions for the development of manufacturing industries in the Russian Federation until 2024 and for the period up to 2035 are predicted.

Abstract:
The article examines the state and development trends of manufacturing industries in the Asian part of the Russian Federation. The Asian part of Russia means the totality of the subjects of the federation of the Siberian and Far Eastern federal districts, as well as the Tyumen region. Manufacturing industries are presented in the article by twelve groups, corresponding to the positions in the tables of the statistical reference book «Regions of Russia: socio-economic indicators». The analysis of trends in the development of manufacturing industries was carried out according to the texts of the Strategies of socio-economic development until 2030-2035 in force at the time of writing. 22 regions of the Asian part of Russia. To analyze the trend in manufacturing output, panel data models with fixed and random effects were used. The calculation results showed a different level of development of manufacturing industries in the constituent entities of the Federation. Analysis of regional strategies revealed a commonality of intentions and opportunities for the development of processing in the Asian part of Russia, especially in terms of investment support for achieving strategic goals.

Abstract:
Since the beginning of the 21st century, the trade and economic orientations of the Russian Federation shifted from the EU and the USA to the countries of Africa and Asia, among which ASEAN plays one of the leading roles. Russia’s trade with the ASEAN countries is important not only economically, but also politically: these trade and economic ties are of great geopolitical importance for the Russian Federation. Currently, trade and economic cooperation between the Russian Federation and ASEAN is being actively formed in the energy, military-industrial, transport and infrastructure, agro-industrial, information and scientific and technological fields. In this article, an analysis was made of the fundamental problems and trends in the trade and economic activities of Russia and ASEAN. It was concluded that Russia and ASEAN have a narrow-limited locus of areas of effective cooperation, each of which contains a significant potential for utility that has not been realized to this day. After analysis of Asian markets, trends, dynamics and directions of development of the ASEAN countries, the economic opportunities of the Russian Federation, the following was revealed: the most promising are such branches of interstate cooperation as the military-technical, information, fuel and energy, transport and technological industries, the least relevant interstate contacts in the field of eco-technologies and agro-industrial complex of the Russia-ASEAN. At the same time a potential of certain areas of trade and economic transactions between the Russian Federation and ASEAN was revealed, including in such areas as energy, high technology, transport and military developments.

Abstract:
The state of fire safety at industrial enterprises of the Russian Federation in various industries is analyzed based on the study of the indicators of large fires at the industrial facilities. Most of the major fires during the analyzed period of time occurred at the enterprises of the forestry, woodworking and pulp and paper industries. The largest loss of life per 100 major fires was recorded in the light industry, fuel industry and construction. The lowest levels of safety (estimated by the indicator «the proportion of injured people out of the total number of people killed and injured in fires») were recorded at the light, forestry, and agricultural enterprises. It is noted that about 56 % of fires at the light and forestry enterprises occurred at small and micro-enterprises, which is much higher than the national average (on average for all the industries in Russia, large fires at small and micro-enterprises over the analyzed period amounted to 38 %). The state of ensuring fire safety of industrial enterprises of the Russian Federation of various forms of ownership is analyzed based on the study of the indicators of large fires at the industrial facilities. It is established that most of the fires during the analyzed period occurred at the private enterprises — 84 % of all large fires at the industrial facilities in Russia. An additional analysis of the state of fire safety at the industrial enterprises of the Russian Federation was carried out based on the study of the indicators of large fires at the industrial facilities by business entities. The lowest levels of safety were recorded in the microenterprises and small enterprises, which confirms the assumptions about the problems with occupational safety and health management systems in these enterprises. In this regard, the task of developing approaches to improve occupational safety management systems at these enterprises is relevant.

This trend has affected both tourist countries and countries where tourism is not the primary economic sector. This paper examines the socio-economic aspects of the development of the Russian Federation's tourism industry in recent years. The objective of the study is to evaluate the development of the tourism industry in Russia. For this purpose, the issues of methodology for collecting official statistical information in tourism are considered, statistical data on tourism development are analyzed, and key indicators of the Tourism Development Strategy in the Russian Federation for the period up to 2035 are analyzed. The authors used general scientific research methods, namely, methods of reviewing the economic literature on the stated topic, analyzing statistical data characterizing the development of tourism in the Russian Federation in 2014–2018, and synthesizing the results obtained. The data source was indicators characterizing the development of the tourism and hospitality industries in Russia, the activities of collective accommodation facilities, and tourist companies. The study describes the social and economic aspects of the development of the tourism and hospitality industries in Russia for 2014–2018, identifies the necessary organizational and economic conditions to increase the volume of domestic tourism through administrative, fiscal, and social measures, proposes mechanisms to stimulate national tourism development to achieve the key indicators of tourism development until 2035.

Abstract:
The article reveals the reasons for the introduction of economic sanctions and restrictions against Russia. The commodity structure of exports and imports of the Russian Federation was analyzed; the grouping of Russian regions by the volume of exports and imports with countries of the far and near abroad was carried out, which allowed identifying at least 20 regions of the Russian Federation in each group that are actively engaged in foreign economic activity. It is concluded that the industrial specialization of the regions of the Russian Federation determines the nature of their foreign economic activity: the leading regions in export are the regions in which the raw materials industries of the economy are concentrated, and in import — the regions in which the manufacturing industries, primarily mechanical engineering, are concentrated. It is proved that only nine subjects of the Russian Federation (Moscow and St. Petersburg, the Republic of Tatarstan, Krasnodar and Krasnoyarsk Territories, Sverdlovsk, Rostov, Nizhny Novgorod and Moscow regions) are key regions in the implementation of comprehensive foreign trade operations. At the same time, there are regions that work mainly for import — Kaliningrad and Kaluga regions, Primorsky Krai, and others — mainly for export — Sakhalin and Irkutsk regions. The conclusion is made about the need to develop high–tech industries, IT–sphere (hardware and software), mechanical engineering, production of own feed, seeds, plant protection products in the Russian regions.

To analyze the state of meat production in the Republic of Kazakhstan and the Russian Federation with the allocation of promising points of balanced growth and sustainable development in order to form clear prerequisites for improving the quality of nutrition of the population of these countries.Methodology. The following scientific methods are used in the work: statistical observation; comparative analysis; meta-analysis; multidimensional statistical analysis; analogy; synthesis; formalization; summary and grouping of statistical observation materials; absolute and relative statistical values; expert evaluation; retrospective.The originality / value of the research is to identify promising directions for the development and sustainable growth of the sectoral sectors of the agro-industrial complex (AIC) of the Republic of Kazakhstan and the Russian Federation.Findings. Today in the Russian Federation and the Republic of Kazakhstan, a large number of industry programs have been approved and are being implemented quite successfully, aimed at ensuring the sustainable and effective development of meat-product subcomplexes; promising forms of organization of the industry market are: contracting of raw materials; sale of products at wholesale sites; sale through commodity distribution networks of farmers' cooperation; supplies at the intersectoral level; stock exchanges; sale from farms; in Kazakhstan today, feed is produced almost 2 times less than the zootechnical norm; specialized enterprises for fattening cattle, sheep, pigs and poultry should become the basis of the meat industry of Kazakhstan; specialization, compared with diversified production, provides 1.5-2 times higher productivity and reduces the cost of livestock production by 25-40% in Kazakhstan; mechanized shepherd brigades should become the main organizational form of lamb production in steppe, semi-desert areas; one of the most significant risks in the development of modern animal husbandry in Russia is the threat of the spread of dangerous and especially dangerous diseases among; today in the Russian Federation there is a serious spread between the initial price of agricultural producers and the final price in the retail segment for meat products; the level of resource provision in the Russian Federation has quite high indicators and a steady growth trend is inherent in it; today the industry sector in Russia is functioning steadily, and the points of growth should be: export; entrepreneurship; investment; digitalization; veterinary control; the basis for the sustainable development of the industrial sectors of the Republic of Kazakhstan and the Russian Federation should be specialized enterprises for fattening cattle, sheep, pigs and poultry.

Abstract:
The article deals with the issues of studying the sectoral structure of the economy of the Russian Federation and the transformation of the sectoral structure of industry. A sample of macroeconomic indicators characterizing the structure of industrial production by gross value added, the number of employed personnel, the value of exports for the period 1990-2022 was formed and analyzed. Open statistical data consolidated by the UN International Organization for Industrial Development (UNIDO) and Rosstat were used. Calculations of structural shifts in the manufacturing industry of the Russian Federation have been carried out. The article shows that the sectoral structure of the Russian economy has undergone tremendous structural transformations. During the period under review, the sectoral structure of industry in terms of gross value added was significantly transformed: the share of oil refining, chemical industry, metallurgy is increasing, while the share of machine-building and instrument-making is decreasing. In the sectoral structure of employment, the share of high-tech industries such as machine building and electronics and agriculture is decreasing, while the share of employment in trade and construction, transportation and communication is increasing. In the sectoral structure of exports, the share of manufacturing industries is decreasing and the share of extractive industries is increasing. It is concluded that for a long time the sectoral structure of the Russian economy has been under the influence of deindustrialization.

The article examines the issue of the range of sources of criminal law of the Russia. Abstract:
By the end of 2012, the Government of the Russian Federation is to approve the State Program Development of the Pharmaceutical and Medical Industries for 20132020, which includes the current Federal Target-Oriented Program Pharma-2020. One of the objectives within the State Program prepared by the Ministry of Industry and Trade is to increase the share of domestically produced drugs and medicinal products in overall consumption by the public healthcare services of the Russian Federation by 48%. However, the term domestically produced drug still remains to be legislatively defined. According to the draft resolution issued by the Ministry of Industry and Trade in May 2012, a domestic drug should mean a drug whose production cycle in the territory of the Russian Federation starts from a substance or a ready-toconsume formulation. Until 2014, the Ministry was ready to regard even those drugs whose packaging was made in Russia as Russian ones. However, no further steps followed. Therefore, the question pertaining to which drugs and which produced by which pharmaceutical companies should be regarded as domestic drugs remains open. Actors of the Russian pharmaceutical industry share their opinions.

Abstract:
The article examines investment flows between Russia and Canada in 2014–2023. The analysis of the activities of Canadian multinational companies in the Russian Federation under the conditions of the economic war declared by the United States and its allies to Russia is carried out. It is indicated that until 2022, Canadian capital in Russia was concentrated in such industries as mining, vehicle engineering, agriculture and food industry, retail trade and services. It is shown that to date, almost all Canadian TNCs that owned business in Russia have withdrawn from their Russian assets. The exception were two corporations operating in the service sector. It is concluded that the damage caused to the Russian economy by the departure of Canadian investors seems insignificant, since most of their enterprises have passed into new hands and continue to operate. It is estimated that the balance sheet loss on direct investments recognized by TNCs and institutional investors from Canada in connection with the withdrawal from the Russian Federation amounted to about USD 1,3 billion.

Abstract:
The work noted the relevance of the development of the military-industrial complex of Russia. An analysis of sales volumes of a number of the largest enterprises of the military-industrial complex of the Russian Federation was carried out, as a result of which two leading organizations were identified. The value of the sales indicator for one analyzed enterprise was evaluated, indicating the reasons for the high results in three enterprises. Based on the analysis of data on the number, conclusions were made about the priority of large enterprises in the structure of the military-industrial complex of the Russian Federation and about the rather serious attention paid by the state to the development of the military economy in modern conditions. When considering the territorial location of the analyzed enterprises, the employment of employees of large organizations of the MIC industries in various regions of Russia is clearly shown, which serves as one of the main factors in the development of the regional economy throughout the country. It was noted the place of the largest enterprises of the military-industrial complex in the ranking of the 100 largest military-industrial companies in the world, based on income from sales of military products by world manufacturers in 2020. The build-up of the country's military power directly depends on the potential of military-industrial complex enterprises and the directions of their development. In the ranking of the analytical company GlobalFirepower for 2020, Russia was ahead of China, but lost to the United States. There are different opinions about the objectivity of this and similar ratings. However, it is impossible not to pay attention to the values of those factors in the GlobalFirepower rating, which indicate insufficient attention to them from the military-industrial complex of the Russian Federation at the present time.

The study is devoted to the assessment of the interim results of the implementation of import substitution programs in key sectors of Russian industry, as well as their relationship with the level of economic sovereignty of the country. Goal. To conduct a comprehensive analysis of the interim results of import substitution programs in key industries, to determine and characterize their impact on ensuring the economic sovereignty of the country. Research methodology. The study used a comparative and retrospective analysis of import substitution processes in Russia, as well as theories and concepts of ensuring the economic sovereignty of the state, the use of which allowed us to identify the importance of import substitution in the conditions of sectoral sanctions against Russian industrial enterprises. Results. The results of the scientific research allowed us to reveal the existing theoretical approaches to determining the place and role of import substitution in the system of state measures to ensure its economic sovereignty. The results of the assessment of the interim results of the implementation of import substitution programs in key industries are presented separately, the analysis of the factors preventing the achievement of key indicators in reducing import dependence and ensuring the required level of economic sovereignty of the Russian Federation is carried out. Conclusions/significance. In the course of the scientific research, the importance of applying the results of the implementation of import substitution programs in key industries in increasing the level of economic sovereignty of the country is proved. The results of the study allow us to assert that the sectoral economic sanctions imposed against Russia, in addition to the negative, had a positive effect, which consisted in updating the technological base of industrial and agricultural enterprises, in mastering the production of new types of products, in the structural reorganization of key branches of Russian industry that had begun. The article is devoted to trade and economic cooperation of the Russian Federation in the realities of 2022–2023. The topic was updated in connection with the tightening of economic sanctions against the Russian Federation, which Western "partners" continue to impose in the hope of still worsening the state of the Russian economy. The paper presents and analyzes the statistical data of the Federal Customs Service of Russia on the trade turnover of the Russian Federation in the specified period with the EU countries, the EAEU, the SCO states, including China – modern trading partners of our country. In addition, the author substantiates the point of view that, firstly, sanctions are limited in nature, and secondly, the economic isolation of Russia, even from the EU countries, remains, in the author's opinion, very incomplete and is often overcome by Western "partners and their business entities throughout the period. The article shows that the relations between Russia and the European Union in terms of mutual trade, although they are at the lowest point in their history, however, there are solid foundations for their restoration, since, in general, taking into account the possibilities of parallel imports and official sanctions, EU trade with Russia not only did not stop, but also grew by some areas that have not been sanctioned. In conclusion, the author's proposals aimed at the further development of foreign trade of the Russian Federation in the face of sanctions, as well as to support certain industries in the face of the need to increase import substitution and ensure the technological sovereignty of the Russian Federation are presented.

Objectives. The focus is on reviewing the principles of creating a system of digital development indicators; analyzing the system of initial indicators of domestic digital development indices; studying the methods for assessing the digital transformation of Russia. Methods. The paper draws on methods of systems approach, comparative analysis of methods for collecting, systematizing and processing data, used in domestic studies on digital development indices. Results. I review the methods for calculating domestic digital development indices in Russia and regions; determining the specifics of the index calculation methodology; formulating the principles for building a system of indicators for calculating the digitalization indices from the standpoint of the formulated principles. The findings can be used in further research in the field of comparative assessment of the digital development of Russia and its regions. Conclusions. The disadvantage of the research approaches is the lack of quantitative targets for digital development in general, and for individual industries and areas, in particular. The building of the system of indicators meets the scientific principles of quantitative assessment of socio-economic phenomena.

The problems of building up the single information space and industryspecific digital knowledge space are examined. The normative acts regulating and defining the creation of the unified information space of Russia, including the Strategy for the Development of the Information Society in the Russian Federation for 2017–2030 and the RF Presidential Decree “On the approval of the Foundations of State Policy in the strategic planning in the Russian Federation”, are discussed. The purpose of the study was to analyze the current state of the process of shaping the unified information knowledge space (UIKS) of the agroindustrial complex. To form the unified information space of the industry, it is necessary to develop and adopt regulatory documents at the industry level, unified methodological approaches, software and linguistic tools, data presentation format; to design the scheme of interaction between system participants. There are 216 research institutions (RI) operating in the agricultural industry, i. e. 181 research institutes (SRI), 35 experimental stations and 57 higher educational institutions (HEI). In 2012 by the decision of the Russian Agricultural Academy, the centralized electronic library system was created, the cornerstone of which is the Union Catalog. The joint software, linguistic tools, data presentation format, and methodological foundations also exist. However, the reform of the Russian Academy of Sciences has changed the situation, some research institutes have ceased implementing the decisions of the Russian Agricultural Academy. The formation of the UIKS of the Agro-Industrial Complex requires the relevant regulations approved by the Ministry of Science and Higher Education and the Ministry of Agriculture of the Russian Federation and the willingness of the research institutions’ executives.

The presented article discusses methods for comparing the purchasing power of monetary units of the economies of different countries, and also analyzes the possibility of using them to carry out a comparative analysis of economic indicators and indicators of the development of industries in the USSR and modern Russia in order to develop proposals for improving the state economic and industrial policy. The analysis of methods of comparing the purchasing power of monetary units made it possible to substantiate the choice of approaches for comparing production, technological and financial and economic indicators of the development of industries in the USSR and the Russian Federation. Based on the selected approaches of comparing monetary units, the conversion coefficients for various historical periods were calculated: the USSR (from 1940 to 1990) and the Russian Federation (from 2000 to 2020).

To date, there is a need to create a new system of training and training of diving personnel in the Russian Federation, to develop a basic program for training and advanced training of professional divers according to uniform standards for each category. The subject of the study is the foreign trade turnover between Russia and the G7 countries (USA, Canada, France, Germany, Italy, Japan, Great Britain), in particular, its structure. The purpose of the work is to identify the degree of influence of Russia’s cooperation with the countries considered in the work in the field of trade in goods on the national economy of Russia. The theoretical and methodological basis and information base of the study are the works of Russian and foreign authors devoted to the issues of interaction between Russia and the G7 countries. While writing this article the authors also referred to official Russian sources, in particular, to the data provided by the Federal Customs Service of Russia, the Federal State Statistics Service (Rosstat), and the Ministry of Finance of the Russian Federation. It is concluded that Russia’s cooperation with the G7 countries in the sphere of foreign trade is generally effective for Russia. However, it should be noted that the Russian Federation is actively implementing an export-oriented policy, the main products of which are oil products, which undoubtedly contributes to the increase in the rate of economic development, the inflow of foreign capital and the increase in gross domestic product. But due to the imposed sanctions, as well as dependence of the Russian Federation on oil and gas revenues, it is necessary to direct the vector of development to other industries, pay special attention to the development of domestic products and diversify the economy. The results obtained in this paper can be used for forecasting the economic position of the country in the global arena, analyzing the further interaction of the Russian Federation with its key trading partners, and assessing the feasibility of an effective partnership.

It will be paramount after the restoration of peaceful life in the DPR, LPR, Kherson, and Zaporozhye regions of the Russian Federation. It is known that in the Krasnodar region, in the northern Caucasus, and in other regions of southern Russia there is a shortage of electricity. Restoring energy-intensive industries in Donbass will require large electricity capacities. At the same time, the climate of southern Russia allows the use of the Sun in housing construction as an inexhaustible source of renewable energy. The paper presents a review of some trends observed on the world market of rare-earth elements (REE). This review takes into account actual changes in the commercial and industrial policy of China and the current trends of REE consumption. Main characteristics of the modern REE markets are considered. The paper provides an assessment of world production volumes, world trade and prices. The article describes the REE market behavior in 2000–2020 and provides a forecast of main indicators and prices up to 2020. It contains a description of current world REE resources, production and trade over the main countries. In addition, the prices and the main buyers of REE are specified indicating the forecast of consumption. The prospects of the Russian REE market are estimated taking into account the «Development of the Rare and Rare-Earth Elements Industry» subprogram implemented as part of the State Program of the Russian Federation «Industry Development and Competitiveness Improvement». The purpose of the subprogram is to create a competitive rare-earth industry of an integrated production cycle in the Russian Federation in order to satisfy the needs of the domestic defense industry complex, civil industries and enter the foreign markets. It is noted that this subprogram should be upgraded with regard to changes in the market conditions and development of rare-earth elements production in the Russian Federation including by means of statutory, non-tariff and technical regulation. Loparite and apatite will remain the main sources of rare-earth elements as raw materials for industrial processing in Russia in the near future, while REE production from apatite will increase. It is emphasized that the prospects of REE development in Russia consist not so much in increasing the primary production as in establishing new plants consuming rare-earth products.

Relevance. Today, Russian-German economic relations, on the one hand, are developing in the context of Russia ‒ EU relations, and on the other hand, between the Russian Federation and Germany, but they are weighed down by the influence of political factors. The traditional areas of economic cooperation received their first cracks due to the introduction of sanctions in 2014, but the “fourth” package of sanctions in March 2022 from the EU, which was successfully joined by the Scholz government, disrupted the world economic ties between countries that had been established for decades.The purpose is to assess the economic cooperation between Russia and Germany, taking into account the complicated political relations between the EU and the Russian Federation.Objectives: identify priority areas of cooperation between Russia and Germany at the present stage; highlight the constraining factors of economic relations between countries.Methods. A discursive analysis of the official statements of the heads of government was applied to study the qualitative and quantitative indicators of cooperation between the Russian Federation and Germany. The secondary statistical data obtained on the basis of the gravity modeling approach are analyzed.Results. The study showed that one of the most effectively developing industries is the investment of German companies in enterprises of Russian regions. The sanctions of the EU countries had a negative impact on certain high-tech sectors of the Russian economy, but Russian counter-sanctions on meat, milk and dairy products, as well as fruits and vegetables "hit" the consumer in the EU countries and Germany. The forecast of trade and economic relations in connection with the upcoming "fifth" package of EU sanctions against the Russian Federation is difficult.Conclusions. Germany occupied a significant place in trade, economic and investment cooperation with Russia. At the moment, unfounded accusations of Russia that our country is a “threat” to the European Union continue to be unraveled. Germany actively supports the EU in its course towards the introduction of new sanctions measures against the Russian Federation.

The state program of the agro–industrial complex provides for the comprehensive formation of all industries and sub–sectors, as well as areas of activity of the agro–industrial complex, taking into account Russia’s membership in the WTO, as well as participation in the EEC and other regional associations in the economic space of the CIS. The following main objectives of the state program of the republic in the context of agricultural products have been identified: to ensure the implementation of the Doctrine of Food Security of the Russian Federation for production; create favorable conditions for the development of exports of agricultural products in the republic; ensure sustainable development of cattle breeding; increase the efficiency of the agro–industrial complex through the introduction of innovative and high–tech technologies, etc. The article presents the results of a study on the development of agriculture and regulation of the markets of products of the Republic of Bashkortostan in the context of the global financial crisis.

The strategy for development of agro-industrial and fishery complexes of the Russian Federation for the period up to 2030 focuses the domestic fish industry to increasing the volume of aquaculture products up to 618 thousand tons. With a proportional distribution of the regional load, the volume of seafood production in the Southern and the North Caucasian Federal Districts should be increased to 200 thousand tons by 2030. To achieve this level, the volume must increase by about 9 % annually that is almost 2.5 times higher than the actual gains. The problem can be solved with state support for development of large industrial farms that use warm wastewater from power plants or other industries. Further progressive development of aquaculture in the southern regions of Russia could be facilitated by creation of a state structure that provides practical interaction between enterprises, executive authorities, scientific and educational institutions.

Special attention is paid to the promising directions of high-technology exports, the importers of Russian high-technology products and trends in exports and imports of high-technology goods as well as trends in exports of high-technology services. For example, Russia should develop exports of such high-technology goods as jet engines, nuclear reactors and their components, fuel rods, nuclear technologies and weapons. The most promising export directions from the machine-building industry are vehicles and equipment production. Russia should focus on the export of such high-technology services as information, telecommunications, computers, professional and consulting services. To stimulate the export of these services, it is necessary to create a favorable business climate in Russia, eliminate the shortage of specialists in the field of ICT, as well as improve the quality of their training.

Subject. The article addresses the activities of the agro-industrial complex of Russia to ensure the country's food security in the context of sanctions, using the case of the most important sectors of crop production. Objectives. The aims are to perform a retrospective analysis of the grain and sugar beet industries development in Russia, to describe the role of the agro-industrial complex of the Russian Federation in ensuring the country's food security in the context of foreign trade restrictions. Methods. The study employs methods of analysis and synthesis, grouping and comparison, abstraction, generalization, and analogy. The dynamics of the main parameters characterizing the activity of the most important branches of crop production was analyzed on the basis of statistical data, using the methods of mathematical modeling and systems analysis. Results. The presented analysis helped identify the main trends in the development of the grain and sugar beet subcomplexes of the agro-industrial complex, to assess the achieved levels of provision of the population with the main food resources and the processing industries of the agro-industrial complex of Russia with agricultural resources. The achieved levels of provision with food resources correspond to the viewpoints of specialists and the World Health Organization on rational levels of consumption. Conclusions. At present Russia has a real opportunity to maintain a high level of consumption of agricultural products by the population, to provide the processing industry with agricultural raw materials, to increase the export of agricultural products of the most important sectors of the agro-industrial complex.

Abstract:
The Russian Federation is the fourth largest producer of greenhouse gas emissions in the world. The article is a study of how these emissions are monitored in Russia. In the framework of the polluter-pays principle (ppp), the current Russian legislation on pollutants provides for payment only for methane emissions. No payments are established for any of the other greenhouse gases. The authors conclude that, at present, Russian legislation does not regulate action against climate change, although many political and legal documents are being adopted aimed at adapting to the effects of climate change. A draft statute “On State Regulation of Greenhouse Gas Emissions and Absorption and on Amendments to Certain Legislative Acts of the Russian Federation” is analysed. Despite the fact that this draft law is strongly opposed by the affected industries, the authors conclude that the adoption of this law and the creation of a targeted national climate fund will contribute to the implementation of the ppp in Russia for the purpose of combating climate change.

The level of occupational injuries and occupational diseases in extractive mining industries of the far north of Russia is associated both with difficult arduous working conditions and also with climatic conditions unfriendly to humans. The paper presents the results of a correlation analysis of data on occupational injuries and occupational diseases occupational in the Russian Federation, the Murmansk region and the Republic of Komi. The values of the background risk of injuries and occupational diseases in each of the considered areas are calculated. The linear dependences of the background risk of injuries and occupational diseases from severe climatic conditions are established. On the basis of the study, the specific weight of the background risk was identified at the general risk of injuries and occupational diseases for the areas under consideration. The necessity of using background risk in assessing the risk of injuries and the risk of occupational diseases in the Far North of Russia is substantiated.

This article is devoted to the study of the mechanisms of tax control of value-added tax reimbursement in Russia and in the Scandinavian countries. The research methodology is based on a comparative analysis of current VAT taxation mechanisms in Russia and in Norway, Sweden, and Finland. In addition, a comparison was made of the basics of organizing the process of tax control over the reimbursement of value added tax in these countries. This paper examines statistical data on the volume of value-added tax receipts to the budget system of the Russian Federation from taxpayers engaged in business activities in the Russian timber industry. It was found that with the General trend of increasing the level of business activity of economic entities in the timber industry, the share of income from value-added tax for the period 2012-2018 was on average negative, due to the presence of significant volumes of export operations and the predominance of VAT refund processes over its payment to the budget system of the Russian Federation. The paper examines the economic essence of the concept of compensation for value added tax on the example of branches of the timber industry as the right of VAT taxpayers established by the legislation on taxes and fees. At the same time, we also studied the negative impact on the level of tax security of the country of mechanisms for unjustified compensation of value-added tax on the example of the Russian timber industry. The mechanism of tax control of the value added tax claimed for reimbursement by taxpayers of the timber industry sectors of the Russian Federation is considered. positive trends in automation of control processes during in-house VAT tax audits are noted. We have studied the processes of value-added tax reimbursement and the mechanisms of tax control of these processes in the Scandinavian countries. Based on the results of the study, recommendations are proposed for adapting certain control methods used by tax authorities of foreign countries in the process of tax control of value-added tax compensation to the existing tax control mechanism in Russia.

The article reviews the points of view of Russian researchers on the development of creative industries in the Arctic. The main issues that are considered by domestic authors in the works on the development of creative industries in the Russian Arctic are identified, the opinions of the authors on the potential and problems of the development of the Arctic creative industries in the Russian Federation are analyzed. It is concluded that the works of Russian researchers mainly consider such issues as the essence of the concept of "creative industries", the relevance of the development of Arctic entrepreneurship in the Russian Federation, the prospects for the development of creative industries in the Arctic regions of Russia, the level of development of creative industries as a measure of economic development, potential of creative practice in the Arctic region, issues of forming an active creative class, the attractiveness of the Arctic region for the development of creative industries and key problems of the development of creative industries in the Russian Arctic. According to most authors, the main task of the creative industries in the Russian Arctic is to ensure the dynamic development of small businesses in this macroregion. The potential of creative practice in the Arctic region, from the point of view of domestic authors, lies in the development of tourism and social innovation, as well as in the preservation and reproduction of the national culture of the indigenous peoples of the North and the Arctic. The formation of an active creative class in the region is difficult due to the impact of such factors as the mono-sectoral nature of local economies, a high concentration of capital in the field of environmen.

This study analyzes the innovative economic transformation of the Russian Federation under the influence of Western sanctions and the Ukrainian crisis. The material for this study was official statistical data from government departments, which made it possible to determine the methods and mechanisms for the development of the country’s economy. Particular attention is paid to investment activities, as well as the import and export of goods from friendly countries. The article provides a detailed analysis of the results of industrial policy, identifies the most profitable industries and determines the infrastructure and hardware foundation for expanding production capacity. Resilience under sanctions pressure proves that Russia, as a country with rich resources and a vast territory, a population of almost 150 million people, with solid scientific and technical potential and a high level of industrialization, has the resources, capabilities and political tools to stabilize its economy and achieve a normal economic cycle.

Russian Federation and Canada are the largest arctic powers that have similar features in evolving their Arctic zones. In the mid-1920s both countries formalized their rights to the northern territories. Russian and Canadian arctic regions are located in harsh climatic zones,geographically distant from national political and business centers, poorly populated, and rich in natural resources. At the same time, there are obvious differences in political institutions,“core-periphery” relationships, business organization, and social activities of aboriginal people and newcomers. The purpose of this study is a comparative evaluation how the rich resource base and industrial production impact on the socio-economic development of the Arctic regions of Russia and Canada. To reach the goal authors use the official statistical sources of the Russian Federation and Canada. Case study method, comparative analysis, and econometric calculations are applied. As a result similar and distinctive features of the industrial development of the Arctic regions of these countries were identified. It can be explained, first of all, by the institutional characteristics of Russia and Canada. Comparing an evidence of the leading extractive companies completed the empirical analysis. Authors concluded that the regions under consideration are characterized by a high or medium share of the extractive industry in the regional economy. Specialization in natural resources extraction and primary processing does not have a negative impact on the economic development of the territories. However, outer companies are engaged in this business that increases the dependence of the regional economy on the conjuncture of world markets. The article investigates in empirical studying common features of the extractive industry in the peripheral Russian and Canadian Arctic territories and its impact on the socio-economic development of these regions.

Russian government actively supports introduction of smart city technologies in large administrative entities in Russia. However, it is necessary to evaluate and maintain investment activity in the national market of innovative products which provides a competitive offer of such technologies to Russian and world consumers. Varying levels of regional social and economic development, different historical and cultural background of consumer behaviour affect not only the innovation in businesses and urban population in matters of purchasing and use of smart city technologies. These factors also determine attractiveness of relevant industries and start-ups, as well as sufficiency of human resources in high R&D intensive industries. The presented research outcomes reveal significant differences in innovative development level of “Smart Cities” in Russia. Russian government finances digitalization and introduction of “Smart City” technologies using public resources. It is concluded in the paper that incoherence in availability of territorial administrative resources among the constituent entities of the Russian Federation, different motivational and value orientations of Russian population and civil servants, in particular, traditional for various territories, leads to different results of the implementation and use of such innovations.

The article is devoted to the issue of assessing the economic effects of import substitution to determine the consequences of investment decisions at the state level in the context of geopolitical risks. Due to a number of economic restrictions on the part of Western countries, the problem of replacing those types of products for which trade turnover were suspended particularly acute. In the conditions of a dramatic shock reduction of supply in the markets of many industries, with the level of demand remaining, there is a need for emergent reorientation of domestic production. Public investments should take into account the multiplier effect caused by the impact of each industry's output on each other. The paper proposes methodology for constructing a theoretical model of global interaction of countries based on input–output tables that take into account the production needs of each industry in the production of other industries and the multiplicative effect. Two experiments, the impact on the economies of all the countries of termination of trade between Russia and the European Union in a number of industries with subsequent measures: the replacement of European products with goods and services through China as well as its import substitution at the expense of Russia's own product facilities. The consequences of two scenarios of changes in output, tax charges, imports and exports of Russia and the EU are estimated; long-term effects are predicted. The practical significance of this work consists in helping to make managerial decisions at the state level in financing certain sectors of the Russian economy.
