Abstract:
This article is devoted to the Romania’s policy towards Moldova which began to take shape soon after the dissolution of the Soviet Union of the USSR. The Moldovan vector of the Romanian foreign policy is based on the geopolitical “Great Romania” project, which implies the expansion of the borders of Romania, by uniting with neighboring Moldova. The article analyzes the main directions and features of the implementation of Romania’s foreign policy towards Moldova. The basic agreements concluded between countries are analyzed. The main factors influencing the formation and implementation of Romanian foreign policy are identified. The role of the influence of the external factor on the Romania’s policy towards Moldova is investigated. Romania’s participation in the EU and NATO has a significant impact on the Romanian vector of foreign policy towards Moldova. The distribution of power was investigated both in the country and in neighboring Moldova. The positions of the political elites of Romania and Moldova are analyzed. The characteristic features of the cultural identity of the peoples of both countries are investigated. An important direction in the policy of Romania in Moldova is the cultural and educational component. Its main goal is to expand the influence of Romania through the education of pro-Romanian-minded youth in Moldova, as well as through the formation of a positive image of Romania among various segments of the population, that supports its policies.

"The activity of the German Military Mission in Romania in 1940 consisted mainly of training the Romanian armed forces in accordance with the new techniques of war. The efficiency of this military mission was strongly reflected among the Romanian armed forces from the perspective of the Romanian soldier’s training and morale. These defining aspects are addressed in the present article, using the method of historiographical investigation and comparative analysis. The objective historical analysis of Romanian-German relations during the German Military Mission in Romania highlights a legal issue, because between the two countries there were no alliance treaties or military conventions as the legal basis for Romania’s participation alongside Germany in the war, most of the subordination of the Romanian armed forces to the German echelons of command being done by verbal agreement. At the same time, the German Military Mission had a dominant influence on the activities of the General Headquarters and the General Staff, minimising their responsibilities for the design and command of the Romanian armed forces in the theatre of war."

Abstract:
The historical experience of Hungarian-Romanian relations in previous eras affected the relations of the Hungarian national minority of Transylvania with the Romanian communist authorities from the 1950s to the 1980s. The concept of Romania as a unitary national state excluded the idea of Hungarian territorial autonomy even within its narrowest borders; Transylvanian Hungarians were declared an integral part of the Romanian political nation. This caused growing resistance from the consolidated Hungarian minority with a highly developed national identity and with the intelligentsia, which perceived itself as the guardian of the 1000-year-old Hungarian state and cultural traditions in Transylvania. The reaction of the Transylvanian Hungarian intelligentsia to the growing Romanian nationalist challenge changed as the Ceauşescu regime evolved, giving rise to different behavioral strategies. In the late 1960s, when Romania’s independent policy was internationally recognised the dominant attitude was to influence the situation through dialogue with the authorities. Later, from the end of the 1970s, the participation of Transylvanian Hungarians in the Romanian dissident movement intensified. The policy of the K.d.r regime concerning the Hungarians in Romania also changed depending on the state of Hungary–Romania relations.

Abstract Accounting and taxation in Romania at the beginning of the third millennium are in continuous development, as a result of globalization of the world economy and of connecting the accounting and tax system to the international and European one. The confluence of the two representative cultures – Anglo-Saxon and Latin-European – has left a strong mark on the Romanian accounting and taxation. The International Financial Reporting Standards (IFRS) and the European Directives set the line to follow for both the Romanian accounting and the Romanian taxation. We get to ask whether Romania has still got its own strategies of economic, social and cultural development or we are part of a system of strategies where accounting is also included?

Abstract:
This paper explores the Romanian women influence as political leader over the Romanian economy. The whole research is based on global gender gap index for Romania analyzed on 2013-2018 period. The data was integrated in a linear regression model. The model interpretation findings show that reducing gender gap in Romania could bring an increase on Romanian GDP. The paper states that this situation is due to a higher emotional intelligence of Romanian women as leaders. They are also characterized by perseverance and conscience. In 2017 Romania made important progress in reducing this gap, but it seems that the world political dimension gap could be closed within 99 years.

Abstract:
Abstract Does knowledge of Romanian, more exactly of Romanian passive voice, help learning the English passive construction? Or is it the other way round: knowledge of English helps students learning Romanian? Perhaps L2 and L3 mutually influence each other in the case of Hungarian students from Miercurea Ciuc? In previous studies addressing the problems encountered by L1 speakers of Hungarian in the acquisition of the English passive voice (Tankó 2011, 2014), I presumed that possessing Romanian to various degrees represented a facilitating factor in the acquisition of the passive given that Romanian, like English, has a well-developed, explicitly-taught passive construction. Of course, speakers of Hungarian living in Romania might be influenced to some extent by their knowledge of Romanian when learning the English passive voice - yet, the question is to what extent. Thus, an important element of this study represents identifying students’ level of Romanian and their production of Romanian BE-passive and SE-passive.

Abstract:
The article deals with Romania’s foreign policy vectors in South-Eastern Europe regarding its membership in NATO and in the European Union. It is noted that the main foreign policy vector of Bucharest in the region is an alignment with the Republic of Moldova and a prospect of these two states uniting. The role of Romania is presented in a platform for negotiations which is the South-Eastern European Cooperation Process (SEECP), in the Three Seas Initiative, the Bucharest Nine Initiative and in the Romania –Poland– Turkey trilateral dialogue. The place of the Black Sea region in ambitions of the Romanian leadership and its significance in a strategic partnership between Romania and the Republic of Turkey are revealed. The author notes that the Balkans are not a priority vector of Romanian foreign policy, but the Western Balkan states are always present in Bucharest’s objects of attention, since here, as well as in the Black Sea region, global players are present, including Russia, a country Romania’s relations with has been in a critical condition for many years. In regards to the Romania’s relations with the Western Balkan countries, cooperation between Romania and Serbia stands out. Despite the pressure from Brussels, Romania supports Serbia in not wanting to tolerate the self-declared independence of Kosovo. Different approaches to policies of the Russian Federation are the reason behind the inconsistencies in the Romanian-Serbian relations. Romania does not possess enough recourses to lead an independent activity in the Balkans region and it mainly integrates in the policy of the European Union and the USA. Turkey pursues a policy of increasing its influence in the Balkans, with the cultural strategy of reconstruction of the Turkic world being one of the evident manifestations of the policy. The Romanian leadership abstains from any comment on this topic. Having not the same weight in world politics, Romania and Turkey на декларативном уровне demonstrate complete trust in one another and mutual understanding on a declarative level, but, according to the analysis of foreign policy platforms and partners’ particular political acts, their relations develop in the context of varying and sometimes even opposite approaches to a list of crucial international events.

Abstract:
When the Kingdom of Romania entered the Great War in 1916, it was supposed to receive aid from the Entente allies While the Russian troops fought alongside the Romanians on the Eastern Front, the Western allies assisted them with arms, financial resources, and experienced officers. Military cooperation in the various European theatres of war was a rather complex task, and its arrangement actualised the issues of cooperation between the allies in arms in pursuit of a common goal. The French Mission of General Berthelot assisted the Romanian army in a number of ways, including leading the fighting in the autumn of 1916, reorganising the defeated Romanian army, and acting as military advisers in the 1917 campaign. In that respect, the French were competing with the Russians for influence over the Romanian top leadership, especially the military command. The formation of the Romanian front, consisting mainly of Russian troops, allowed the Russian Stavka to sideline the French from directly influencing the course of military operations. The work of the French mission was limited to bringing the Romanian units withdrawn to the rear back into order. However, in 1917, the French resumed their leading role in influencing the Romanian generals. The February Revolution marked a turning point in relations between the rival partners, finally consolidating the leading role of the Berthelot Mission in the affairs of the Romanian Army on the Romanian front. The French Mission helped reorganise the Romanian Army, which played a decisive role in the final stage of the Great War. This allowed the Kingdom of Romania to remain among the victorious nations, despite the vicissitudes of 1918 following the withdrawal of Russia from the war. The main sources for this article are documents from the Russian State Military Historical Archive (RGVIA) relating primarily to the competence of the central military authorities and administration during the war period, namely the Supreme Command Headquarters and the General Staff Headquarters.

Abstract:

The objectives of this thesis are to establish a chronological framework for environmental changes during the last 15,000 years in northwest Romania, to reconstruct the vegetation development, and to evaluate the underlying processes for forest dynamics. Furthermore, an overview of earlier and ongoing pollenstratigraphic work in Romania is provided.

Sediments from two former crater lakes, Preluca Tiganului and Steregoiu, situated in the Gutaiului Mountains, on the western extremity of the Eastern Carpathians at 730 m and 790 m a.s.l., respectively were obtained and analysed for high-resolution pollen, macrofossils, charcoal, mineral magnetic parameters and organic matter. The chronostratigraphic framework was provided by dense AMS 14C measurements.

Cold and dry climatic conditions are indicated by the occurrence of open vegetation with shrubs and herbs, and cold lake water prior to 14,700 cal. yr BP. The climatic improvement at the beginning of the Lateglacial interstadial (around 14,700 cal. yr BP) is seen by the development of open forests. These were dominated by Pinus and Betula, but contained also new arriving tree taxa, such as Populus, Alnus and Prunus. The gradual establishment of forests may have led to a stabilization of the soils in the catchment. Between ca. 14,100 and 13,800 cal. yr BP the forest density became reduced to stands of Pinus, Betula, Alnus, Larix and Populus trees and grassland expanded, suggesting colder climatic conditions. Picea arrived as a new taxon at around 13,800 cal. yr BP, and between 13,800 and 12,900 cal. yr BP, the surroundings of the sites were predominantly covered by Picea forest. This forest included Betula, Pinus, Alnus, Larix and Populus and, from 13,200 cal. yr BP onwards also Ulmus. At ca. 12,900 cal. yr BP, the forest became significantly reduced and at 12,600 cal. yr BP, a recurrence of open vegetation with stands of Larix, Pinus, Betula, Salix and Alnus is documented, lasting until 11,500 cal. yr BP. This distinct change in vegetation may by taken as a strong decline in temperature and moisture availability.

At the transition to the Holocene, at ca. 11,500 cal. yr BP, Pinus, Betula and Larix quickly expanded (from small local stands) and formed open forests, probably as a response to warmer and more humid climatic conditions. At 11,250 cal. yr BP Ulmus and Picea expanded and the landscape became completely forested. The rapid increase of Ulmus and Picea after 11,500 cal. yr BP may suggest the existence of small residual populations close to the study sites during the preceding cold interval. Ulmus was the first and most prominent deciduous taxa in the early Holocene in the Gutaiului Mountains. From ca. 10,750 cal. yr BP onwards Quercus, Tilia, Fraxinus and Acer expanded and Corylus arrived. A highly diverse, predominantly deciduous forest with Ulmus, Quercus, Tilia, Fraxinus, Acer, Corylus and Picea developed between 10,700 and 8200 cal. yr BP, which possibly signifies more continental climatic conditions. The development of a Picea-Corylus dominated forest between 8200 and 5700 cal. yr BP is likely connected to a more humid and cooler climate. The establishment of Carpinus and Fagus was dated to 5750 cal. yr BP and 5200 cal. yr BP, respectively. The dominance of Fagus during the late Holocene, from 4000 cal. yr BP onwards, may have been related to cooler and more humid climatic conditions. First signs of human activities are recorded around 2300 cal. yr BP, but only during the last 300 years did local human impact become significant.

The vegetation development recorded in the Gutaiului Mountains during the Lateglacial is very similar to reconstructions based on lowland sites, whereas higher elevation sites seem not to have always experienced visible vegetation changes. The time of tree arrival and expansion during the past 11,500 cal. yr BP seems to have occurred almost synchronously across Romania. The composition of the forests during the Holocene in the Gutaiului Mountains is consistent with that reconstructed at mid-elevation sites, but differs from the forest composition at higher elevations. Important differences between the Gutaiului Mountains and other studied sites in Romania are a low representation of Carpinus and a late and weak human impact.

The available data sets for Romania give evidence for the presence of coniferous and cold-tolerant deciduous trees before 14,700 cal. yr BP. Glacial refugia for Ulmus may have occurred in different parts of Romania, whereas the existence of Quercus, Tilia, Corylus and Fraxinus has not been corroborated.

Abstract:
The permanency of an antique inheritage in Gaule beyond the Vth century has been proved by various studies, especially in the South provinces, hit by more strength and where its extinction happends only progressively until the end of Xth century. Sources like the Yrieix's testament lead to wonder if Limousin of the first Middle Age was also aware of institutions acquired from Rome and forms of thinking stamped with romanity. Positioning the region into the historical context offers at first the occasion to observe the attitude of the Limousin people facing the events, in order to see if they had the feeling to common values with the others southern peoples. The study of the rule of law and the exercise of justice enables as a follow to discover if an antique inheritage is detected in the usual practices and everyday life. This means of course to rise the question about the knowledge of roman law, its transmission, its utilisation but also to investigate about the way of resolving conflicts. Knowing whether a legacy of the Antiquity can be perceived in the limousine institutions leads finally to the study of structures surrounding the territory. This leads on one hand to study the land structures and to find out if the current running method is similar to the one described in other southern regions. This is the opportunity to pay attention to the farm workers and particularly at the antique slavery question and at the colliberti. Various of all laid sources leads on the other hand to public structures having over an ascendancy to try to understand

Popa, Marius. "Présence du classicisme français dans la critique littéraire roumaine (de la Révolution de 1821 à la fin du communisme)." Thesis, Sorbonne université, 2019. http://www.theses.fr/2019SORUL020.

Abstract:
The present thesis proposes to catalogue and analyze references to French classicism and the role it has played in the Romanian literary criticism, from the Wallachian Uprising of 1821, led by Tudor Vladimirescu, to the fall of the communist regime (1989). After placing the reception of the model in the context of the history of Romania and its political and intellectual relations with France (including a study of the translation of French classics in Romanian) and after a genealogical and aesthetic analysis of the "French classicism" concept, we tried to reconstruct, in the context of each period of Romanian modernity, and, for each of these periods, through the more specific study of certain writers and critics considered the most representative in this matter, the persistence and renewal of the image of French classicism, itself frequently perceived and analyzed as the national expression of a "universal" classicism. This chronological process made it possible to identify the three manners in which the Romanian criticism used the reference to this notion: that of a model for a literary creation that sought itself, that of criterion for its evaluation and that of subject within the framework of debates aroused by the new currents that have animated the Romanian literary life since its emergence until the end of the twentieth century

Abstract:
The two decades between the First and the Second World Wars were a thriving period for the cultural exchanges between France and Romania. The political situation and the diplomatic orientation of the two countries converged in reinforcing the ties between them. The end of the First World War was marked by the completion of the national unification process in Romania and the creation of a larger territorial entity: the Great Romania. Meanwhile, France, Romania’s main ally, imposed itself in the centre of the continental politics. Started at the end of the 18th century, the cultural relations between the two countries intensified and reached a peak before the Second World War. These relations were built on personal, institutional as well as on State initiatives and they highly benefited from the tightening of the political relations between France and Romania. Concerned about developing their influence, France and Romania financially backed their cultural activity. France, in particular, developed a policy of rayonnement that was supported by the public opinion long drawn to francophilia. Meanwhile, the Romanian presence became more important in Paris: the city attracted Romanian writers and artists. Based on the reading and analysis of the body of the available sources (national archives, diplomatic archives, private archives in both France and Romania), our study aims at reconstituting the intensity and density of the cultural exchanges between France and Romania during the inter-war period

The present research constitutes the continuation of my report of Research Master's degree in "French Legal Influences in Europe of the 19th century: the Rumanian Principalities between the Eastern and the Western civilizations”. Situated in a comparative context, my analysis tries to account for the influence of the French legal language and culture outside the borders of France, and more precisely in three points of Europe: Romania and Portugal, Eastern and Western borders of the Romania, and also within the institutions which ensure the functioning of the European Union. The period of my research starts with the 18th century and continues until the 20th century, being based mainly on legal texts in French, Rumanian and Portuguese, as well as on European texts and treaties, and also on diplomatic correspondence and other literary texts. The field of my linguistic analysis is the legal language of the public law and the terminology of the European institutions and of the public office. I thus tried to detect, as reflected by language, the legal and linguistic modernization carried out by France in the East part, the West part and at the centre of the European continent

Abstract:
AbstractThe sharp decline in fertility rates that has occurred in Central and Eastern Europe in the immediate aftermath of the collapse of communist regimes has generated a realignment of social, economic and political realities across the region. Romania is no exception, and the ageing of its population has influenced a sharp reversal of the admissions boom of the 90s and 2000s. Universities are struggling to attract enough students while overall participation in higher education, when measured by the share of 30 to 34-year-olds with at least a bachelor’s degree, places Romania last among the 27 EU members. Drawing upon data from the National Matriculation Registry (RMU), the paper aims to analyse trends in student admissions and map university recruitment flows. The paper uses network analysis of existing student populations to identify universities with demographically vulnerable recruitment basins. The paper then discusses the impact of these vulnerabilities and analyse the wider challenges posed for universities by changing demographics and low cohort intakes. We find that variations in attractivity and demographic transformations combine to fuel a realignment of the structure of the Romanian Higher Education system that is already visible in enrolment patterns. This asymmetry does not only impact higher education but also development patterns and higher education funding policies. On the one hand, the paper informs policymakers on how existing demographic trends and recruitment flows are likely to influence the economic viability of existing universities, as well as how the currently low level of tertiary education attainment is reflected at a regional level. On the other hand, the paper encourages universities to rethink their competitive advantages in this revealed complex competition system to make better data-driven, evidence-based decisions when it comes to recruitment strategies in a context of scarcity and uncertainty.

Abstract:
AbstractWith this chapter, Martin-Russu starts her empirical analysis by examining the structural factors that influence the composition and conduct of the Romanian political elite. The observed high level of fragmentation of this elite during the last decades results from a narrow and shallow pattern of elite renewal, from conflicting institutional or organizational interests and from a lack of value consensus among elite members. All these factors exacerbate a struggle for power, they work in favour of a pursuit of narrow particular interests at high levels of decision-making, leading to the failure of democracy even where democratic institutions are in place. The chapter shows a political environment in which the major Romanian political parties experience numerous splits and mergers, several opportunistic coalitions are forged in the run-up to or midway between parliamentary elections, and numerous party members abruptly change their affiliation in order to obtain secure political positions. It provides a revealing example of over-fragmentation: a political climate of distrust, uncertainty and unpredictability that favours self-interested behaviour, and in which elected elites can be bound neither to take account of the preferences of their own party, nor to take into account the concerns of their electorate.

Abstract:
AbstractThe Institutional Development Fund (FDI) is a newly introduced component of Romanian institutional funding with the purpose of supporting public higher education institutions (HEIs) in their pursuit of the national strategic objectives for higher education. This policy aims to encourage universities to formulate their own answers (through institutional projects) to current higher education challenges such as equity and access for students, internationalisation, regional development, improving the quality of teaching, supporting the entrepreneurial and practical activities developed for the benefit of students, etc. Given its current form as a simple combination between objective-based funding and competitive funding, and its recent implementation at a national level, we propose an in-depth exploration of the policys results focusing on institutional activities and targeted objectives. To this aim, the paper presents the relevant results obtained by universities in the last five years of FDI implementation, the trends of HEIs institutional development (measured at the university level), as well as the direct and indirect influence these might have over the overall quality of the Romanian higher education system. At the same time, we look to identify new institutional measures in response to the actual needs of universities (in accordance with university autonomy) in order to underline new implementation directions in accordance with national policies and strategies, both in relation to funding and in relation to national goals, as well as to explore the potential of FDI funding for quality enhancement in higher education.

Abstract:
AbstractIn the last two decades, care deficits in Western Europe have been fuelled by demographic and social transformations, such as population ageing, changes in household structures, welfare programme reforms and an altogether lesser involvement of the state in care provision. These care deficits, particularly in high-income countries, have been addressed through migrant labour which, in turn, contributes to increasing care needs in the migrants’ sending countries. Through the example of Romanian and Slovak caregivers working in 2- and 4-week shifts in Austria, this chapter explores the linkages between care workers’ strategies to address the care deficits in their families, the features of relevant welfare provisions in their respective countries of origin and the workers’ mobility patterns. The chapter argues that existing (limited) care needs in their respective families allow carers to engage in transnational work, while extensive care needs at home are a hindrance for working abroad. In other words, there seems to be a tipping point in the care needs of workers’ families, which results in care workers no longer wanting to work abroad but needing to remain in their countries of origin and care for family members instead. Furthermore, the chapter argues that labour mobility patterns are also influenced by the ‘familialistic’ orientation of relevant welfare provisions in sending countries. As limited formal services put pressure on families to continue providing care informally, institutional frameworks for childcare and care for the elderly also influence care workers’ mobility strategies.

Abstract:
AbstractThis chapter focuses on father-child wellbeing arguing that fathers are emotionally transformed by having a child and that children have a beneficial influence on father’s health and positive engagement in work. Previous research described how involved fatherhood offers men the opportunity to resist practices of risk-taking, denial of treatment, expression of anger, which are harmful to their health. However, studies on the relationship between fathers and children often overlook the mutual beneficial effects that these family members have on each other. Based on findings from 47 qualitative interviews and 6 observations with Scottish and Romanian involved fathers and their children, I show how children were described by fathers as re-energizing them for work and helping them let go of negative health habits, such as smoking, drugs, and reckless driving. Fathers in turn, adopted a long-term perspective for their health and wellbeing brought on by planning for the future. Conclusively, children seem to play an important role in counteracting the toxic aspects of masculinity, as children were described as helping fathers shift emotionally from stoicism and control to increased nurturance and emotional openness, thereby affecting their wellbeing in positive ways.

Abstract:
This paper analyzes medieval onomastics in the Romanian historical province of Transylvania (11th–14th centuries), a multicultural area, corresponding to the ethnic, linguistic and religious diversity of the population. The different ethnic communities are ruled by a unique administrative authority, but the multicultural environment exercises a major influence on the personal names of each ethnic group by distinguishing the names according to several aspects: ethnic criteria, the manifestation of unilateral or reciprocal onomastic influences, the adaptation of borrowed names to the specificity of each language and the alteration of the popular names in use in written variants, established as officially Latinized forms.

Abstract:
Romanian economy has been, for almost two decades now, based on consumption. Thus, private consumption has become a vital element in supporting national economy and everyday life, with peaks and lows. Numerous studies have documented the Romanian consumer’s behaviour and purchasing trends, concluding that Romanians are more than just customers, rather “patients”. Big retail chains have become "the main cause" for their illness, called consumerism. Before the pandemic, Romanian customers chose to acquire goods that they did not need, just because they were trending or because it brought them a boost of image within their social group. On the other hand, from the point of view of sales targets and other economic indicators, that retailers use to build their strategies upon, it can be understood how this “disease” is increasing, transforming consumerism into a real national (with international reach) pandemic. The profit of large retail companies has shown that in peacetime (without war, cataclysms, or other adverse events), retail companies know how to manage their business and, above all, understand how to influence buyer behaviour. Under Covid pandemic threats potential customers’ access to physical premises had been restricted, therefore retail companies swiftly adapted to the Governmentally influenced change of buying patterns by increasing online accessibility. We have investigated through a quantitative analysis how pandemic procurement and consumption trends varied under these circumstances. Our research showed results that we found easy to predict, but difficult to explain from an economic point of view, mainly due to the psychological impact external factors played in general economy.

Abstract:
In Sweden, the Roma have the right to contribute to and influence policy measures that affect them. Authorities often fulfil their obligation to include Roma through the so-called reference groups. The authors see several problems with this model. First, the reference groups are deprived of agency, as they are often not involved at early stages in the planning, but rather informed and consulted on ready-made decisions. Second, an emphasis is placed on “Romani organisations” when nominating and selecting representatives, which encourages rapid creation of new organisations with few members and activities, little transparency, and affected by gate-keeping as the power is kept between a few individuals. Last, the emphasis on linguistic and cultural competence deprives many individuals of influence and the possibility of being heard, especially those who have been subject to harsh assimilation.
