Abstract:
The article investigates the theoretical essence of information and communication support of health care institutions, analyzes its components such as information and communication. The main approaches to the interpretation of the concept of “information” from the point of view of different branches of science are revealed. The paper identifies that health care facilities are in continuous communicative interaction with the target audience – government agencies, the public, the population, and schematically presents its process. It is determined that the health care sector is characterized by the presence of internal and external information environments, within which internal and external communication links are distinguished and implemented. It is noted that the management of information and communication support of health care institutions provides for the functioning of a single information system of the institution, which is part of the national medical information system. The article analyzes the functional components of information and communication support of medical institutions and presents their brief characteristics. The functional components of the work include: information support, communication, organizational, legal, financial, software, mathematical, technological and documentary support. It was found that the management of information and communication support of the health care institution involves the allocation of two subsystems: information and communication. Management of the information subsystem offers the organization of work from information arrays, management of the communicative system of connection to establishment of communicative communication with target auditors. The article establishes generalized principles of functioning and development of the system of information and communication support of health care institutions. It is determined that the management of health care facilities directly depends on the development and use of modern technologies, which contributes to the improvement of the management process.

The primary task for Ukrainian business at the present stage of it development is the development and implementation of effective mechanisms to improve the welfare of owners, which can be achieved through the management of investment projects. The realization of the outlined tasks depends on the investments that owners and investors are ready to invest in the development of business entities. The urgency of the issue of information and communication support of project management processes and the value of the enterprise is amplified in the context of the spread of information technology in all areas of enterprise activity. The place of information and communication support in the process of managing the value of the enterprise and projects is specified. Modeling of the business process of enterprise value management is carried out. The tools for improving the efficiency of enterprise project management taking into account project constraints are systematized. The expediency of using information and communication support of project and project management processes for the development and implementation of enterprise cost management strategy is proved. The study results allow combining the approaches to enterprise value and project management based on the use of modern information and communication software, which satisfies the requirements of modern times and modern market economy, oriented towards implementing the innovative instruments of business entities’ financial management.

Introduction:Ferdinand Saussure, linguist, semiologist, philosopher and one of the main founders of semiotics, affirms that "Meaning"(significance) is a representation of something created in the mind, an association that is useful for a "Signifier" that is a psychic impression of sound. Objective:In this context, the objective of this research is to verify the feasibility of generating communication based on images formed in the mind (Signified) and what it can represent cognitively related to the Signifier using a brain-computer interface Method:A computer brain interface has been developed and a user has been tested so that it uses neuro-muscular commands and pure mental commands that invoke Signified (records in the user's mind) that represent a goal of communicating. Result:The results allow to evaluate a relationship between signified and signifier of information drawing from thebrain. Psychic images of a communication intent were linked to sound images that are also mental entities, when brain activated, are converted in “speech” (physical sound) computationally. Conclusion:The results demonstrate the feasibility of communication in this modality, which could support the basic communication needs of people who do not communicate orally

The subject of the study was the means and measures for implementing climate communication in the system of climate diplomacy. It is focused on event communications, which provide the best flow of events of various formats. To strengthen climate diplomacy, it is necessary to ensure a better flow of information and increase the effectiveness of disseminating information about climate change through formalized local meetings, focal points for climate change in the embassies of individual countries; studying needs for training and meeting them because of the diversity of activities of various information formats; integration of climate policy into broader dialogues and meetings, for example, annual meetings or regional conferences of delegations; preparation of materials on climate change available for different target audiences.

The necessity of using effective information and communication support in the development of high-quality management decisions aimed at achieving sustainable development of higher education institutions is determined. The process of making managerial decisions is considered and the quality of making managerial decisions is characterized. The organizational aspects of making quality management decisions are determined. The sequence of actions on the decision of the problems arising in the course of activities of the higher education institutions is offered. The approaches to be considered in the course of accepting qualitative administrative decisions directed on the achievement of sustainable development of higher education institutions on the basis of management of information and communication maintenance of their activity are considered. The influence of people who make management decisions on their quality and effectiveness is determined. The article investigates the means of promoting tourist services, determining the theoretical and methodological principles of building an effective process of marketing communications at the enterprises of the tourist sphere. It is proved that in order to achieve the effect of synergy, the main principle when deciding on the use of several means of communication is the choice of one means as the main and several - auxiliary. The main thing is to be able to independently and effectively influence consumers. Auxiliary - should fill possible gaps in the reach of the target audience, supporting the main means of communication.

The current stage of development of the techno sphere and the global information network not only destroyed the monopoly on information, but also contributed to the formation of a new socio-political culture, the emergence of effective forms of citizen participation in assessing socially important issues and identifying areas of social change. information support of their activities, which should be aimed at creating, organizing the functioning and improvement of information systems that serve the successful implementation of management tasks in close cooperation between government and society. The purpose of the research is to try to consider in detail the concept of «public administration system» and further specify the possibilities of its application in the field of information and communication activities of public authorities. The results clarify the essence of the phenomenon «mechanisms of public administration of information and communication activities of public authorities»; the main determinants of information and communication activities of public authorities and components of the mechanism of state management of this process are established, and also the basic mechanisms of state management of information and communication activities of public authorities are determined, namely: organizational and legal, financial and economic and socio-psychological. Conclusions. The use of information and communication technologies contributes to the development and production of materials for cultural and educational purposes and their dissemination; provides an opportunity for all persons to play a more active role in society at the national, regional and local levels through the use of the latest information technologies in order to: ensure unimpeded access to information about local, regional administrative and legal services and direct links with them; access to official texts of local, regional and national laws and regulations, international agreements and decisions of national and international judicial bodies; promoting the widest possible access to the latest information technologies and communication services. The development of the site is necessary for the global network, and for the cosmetics store a profitable addition to the business will be a page on the social network Instagram. The social network Instagram will help increase the target audience of the store and the sale of goods in general. The object of research is the activity of cosmetic stores on the Internet. The subject of research is information support for the activities of the internet-store «Beauty Island» on the social network Instagram. Researchers consider the corporate profile in social networks as a profile that is a necessary tool for the effective operation of any organization. Maintaining a page on social networks allows you to connect with the target audience and improve communication with it. There are two concepts of marketing: e-marketing and internet marketing. E-marketing is a social process that focuses on the need to satisfy consumers on the Internet, creates an offer and exchanges services / goods, using information and communication technologies. The concept of Internet marketing is considered as a construction of marketing communications via the Internet. This is not a completely independent field, but just a marketing tool that has its own characteristics. The results of the work a developed internet-store «Beauty Island» on Instagram, which is used to find a new target audience and increase sales of the store «Beauty Island». Improved promotion methods can be used for the effective operation of the internet–store.

Abstract:
Purpose. The purpose of the article is to substantiate the need to modernize the information and communication support of medical institutions of Ukraine to improve the quality of medical care and medical services. Methodology of research. The theoretical and methodological basis of the study are the fundamental provisions of modern economic theory, scientific works of leading foreign and domestic scientists, international and domestic regulations on health care. General scientific and special research methods are used to achieve this goal, in particular: the method of system analysis – to study the information and communication support of medical institutions as a system; the method of structural analysis – to study the structure of the software of the medical information system “Doctor Eleks”; the method of comparison – to compare different methods of information processing in the studied medical information system. Findings. The need for modernization of information and communication support of medical institutions is determined. Prospects for the introduction of medical information systems in health care facilities, such as the “Doctor Elex” information system, are substantiated. Examples of introduction of the medical information system "Doctor Eleks" in foreign and domestic medical institutions are considered. The advantages of the researched medical information system “Doctor Eleks” for: management staff, medical staff and registry staff are formed. The software of the medical information system “Doctor Eleks” is analysed in detail in the context of the main modules: “registry”, “doctor”, “laboratory”, “administration”, “templates”. It is proved that the introduction of the medical information system “Doctor Eleks” in the activities of medical institutions will significantly increase the level of coordination of its staff and will positively affect the quality of medical care and medical services. Originality. The mechanism of introduction of modern information technologies in activity of medical institutions as the factor of increase of quality of medical service on the basis of use of the information system “Doctor Eleks”, which is developed for automation of work of medical institutions is offered. Practical value. The detailed analysis of the advantages of the medical information system “Doctor Eleks” can be useful for directors of domestic medical institutions in choosing the priorities of modernization of their information and communication support. To ensure and strengthen the development of high-tech R&D and its industrial applications in the long-term perspective, information and communication technologies (ICT) cooperation tools with national and international institutions, network associations and firms are of great importance. To solve this problem, a joint systematic and coordinated work to develop institutions that can provide crucial support to innovation process is crucial. For these purposes, higher educational institutions (HEI) innovation activities information and communication support and technological development analysis are critically important. The purpose of this study is to analyze the existing ICT toolkit, which is used to manage R&D and various industrial applications, and to develop a conceptual framework for the implementation of these tools for the participation of universities in innovation networks. To answer this question, authors begin by taking a closer look at the new role of universities in the development of knowledge generation in a global environment, as well as problems and tendencies under conditions of postindustrial society. The new role of universities in knowledge generation in the global environment development, and problems and tendencies under the conditions of postindustrial society were outlined. Modern ICT components, which are necessary for universities to participate in the innovation networks, were analyzed. Some cases of foreign experience in the scientific and innovation networks of current prototypes of Industry 4.0 development were discussed, and the possibilities of its adaptation to national innovation system formation conditions in Ukraine were identified. By theoretical and empirical examining, the authors propose more complete understanding of modern ICT components, which are necessary for universities to participate in innovation networks. Cases of foreign experience in the scientific and innovation networks of current prototypes of Industry 4.0 development were investigated. Moreover, the evidence from this study suggests a variety of factors related to the possibilities to adapt ICT tools to national innovation system formation in Ukraine.

Описаны мультиканальная, кросс-канальная и омниканальная модели коммуникации с волонтерами и стейкхолдерами. Сделан вывод о перспективности омниканальной модели. Approaches to the understanding of volunteer (volunteer) activity are considered and the reasons for the numerous interpretations of the phenomenon of volunteering are analyzed. Emphasis is placed on the need to use uniform, standardized approaches that allow for a comparative analysis of trends in the development of the volunteer movement. An assessment of the effectiveness of the functioning of the infrastructure for information support of volunteer activities is given. The technologies and channels of information and communication activities for interaction with volunteers in the world practice are analyzed. Multi-channel, cross-channel and omni-channel models of communication with volunteers and stakeholders are described. The conclusion is made about the prospects of the omnichannel model.

Information visualization can accelerate perception, provide insight and control, and harness this flood of valuable data to gain a competitive advantage in making business decisions. Although such a statement seems to be obvious, there is a lack in the literature of practical evidence of the benefit of information visualization. The main contribution of this paper is to illustrate how, for a major European apparel retailer, the visualization of performance information plays a critical role in improving business decisions and in extracting insights from Redio Frequency Idetification (RFID)-based performance measures. In this paper, we identify — based on a literature review — three fundamental managerial functions of information visualization, namely as: a communication medium, a knowledge management means, and a decision-support instrument. Then, we provide — based on real industrial case evidence — how information visualization supports business decision-making. Several examples are provided to evidence the benefit of information visualization through its three identified managerial functions. We find that — depending on the way performance information is shaped, communicated, and made interactive — it not only helps decision making, but also offers a means of knowledge creation, as well as an appropriate communication channel.

The article defines the conceptual content of the term "communication", focusing in particular on various modern forms and types of communication processes that influence business efficiency. It provides definitions and characteristics of both formal and informal communications, substantiating their key role in understanding the dynamics of internal communication processes within a company, especially in the context of their impact on the information and analytical system that ensures effective business operations. Based on the study of leading national and international research, the authors present their own definition of informal communications as processes of information and idea exchange that take place outside of official, structured communication channels. The article offers a more detailed analysis of informal communications, particularly through key questions regarding their significance for business. It is concluded that informal communication plays a crucial role in building flexible and adaptive organizational structures. The paper also identifies and substantiates specific aspects that demonstrate a comprehensive approach to using informal communication as an element of the information and analytical system aimed at enhancing overall business performance. The authors propose defining informal communications, within the framework of an information and analytical system for ensuring effective business operations, as spontaneous processes of information exchange that occur outside official communication channels, enabling fast and flexible transfer of knowledge and ideas within the organization. The article defines the information and analytical support system for effective business activity as a structure that encompasses the collection, analysis, storage, and distribution of information necessary to support operational, tactical, and strategic management decisions. To conduct an in-depth analysis of informal communications within such a system, the authors outline and substantiate specific aspects: the role of informal communication in information collection and exchange, its influence on decision-making and strategies, cultural and social context, technological support, and impact measurement. The role was determined, the state was assessed, the tasks were defined and the features and problems of economic development and information support of agricultural enterprises were identified. Based on strategic tools, the main directions of improving information support for the strategic development of agricultural enterprises include those based on the intensification of information flows and analytical processing of the entire information array, the development of internal information architecture and ensuring the harmonization of information and communication chains. These include: automation of procedures for accumulation, processing, modulation and storage of documents; introduction of new tools of information and communication technologies; optimization of the rhythm of information flows; harmonization of internal and external information and communication chains; introduction of network tools for information and communication interactions; elimination of duplication of information; minimization of information noise, etc. The implementation of measures to provide information support for the strategic development of agricultural enterprises will facilitate the transition to its new quality and ensure the generation of competitive advantages, improve the quality of information processing; stimulates the formation of a flexible information architecture; will reduce the complexity and cost of information support.

In emergencies, assessment and communication activities are particularly important for the support of the top decision-making bodies, to evaluate “just in time” the best actions to be taken. The multiple problems to be solved require specific skills in different areas. Upon the occurrence of a calamity, the authorities must answer questions such as “is a given place safe from the threat (e.g., an oncoming flood)?”, that’s why today knowledge of tools that can support decision-making is increasingly necessary: the so-called Decision Support Systems (DSS), software that allow users to improve situation assessment, helping all those who must make strategic decisions. Hand in hand with the growing interest in DSS there is an increasing use of communication systems based on IT. First responders know that to face an emergency everything must be prepared and planned, also communication. In fact, DSS and voice/data transmission systems are often integrated into a single system, as proposed by the European projects FIRE IN and IN PREP, because managing information is crucial for carrying out rescue activities in the best possible way. This work describes the impact of new technologies on rescue and emergency management in Italy and Europe, highlighting the challenges associated with their use.

These mechanisms improve information and communication support of the electoral process, promote the introduction of new digital means, communication services and open platforms for the development of new innovative solutions, expand political participation of the public and involve citizens in elections, contribute to increasing the level of trust, transparency and accountability in a democratic system.These mechanisms of information and communication support of the electoral process are also one of the directions for accelerating the implementation of electronic elections in Ukraine, improving the quality of electoral communication of voters with candidates for positions in public authorities.At the same time, the author characterizes the electoral communications that are actively carried out today thanks to the innovative development of information and communication support for electoral processes, including electronic and digital resources. The development of Information and Communication Technology (ICT) has brought significant changes in various sectors, including education. Management Information Systems (MIS) in the education sector utilize ICT to increase efficiency in data management, administration and learning processes. This paper discusses the role of ICT in supporting educational SIM, starting from managing academic information, communication between stakeholders, to personalizing the teaching and learning process. The application of ICT in education has great potential to increase accessibility, transparency and collaboration between system users. However, the application of ICT also faces several challenges, such as the digital divide, limited training for teaching staff, and issues of data privacy and security. This research uses descriptive-qualitative methods to identify the benefits and obstacles in implementing ICT in education SIM. From the results of the analysis, it can be concluded that optimizing ICT in education SIM requires continuous support, such as HR training, infrastructure improvements, strict data security policies, as well as efforts to build a culture of innovation. It is hoped that the appropriate use of ICT in education SIM can improve the quality of the education system as a whole, prepare students to face challenges in the digital era, and support a more inclusive and effective learning process.

The loyalty program is an important element of the marketing communication activities of the enterprise, so its implementation should be based on the concept of integrated marketing communications. Integrated marketing communications is a concept of marketing communications planning, related to the need to assess the strategic role of individual areas and find the optimal combination to ensure clarity, consistency and maximize the impact of communication programs through seamless integration of all individual appeals. That is, the loyalty program must be integrated with other elements of the marketing communications system. Combining a loyalty program with elements of advertising, public relations, sales promotion, direct marketing and synthetic marketing communications allows to combine and enhance the benefits of each marketing tool and maximize the effectiveness of the loyalty program to increase business competitiveness. In addition, it should be noted that in the scientific literature insufficient attention is paid to communication (in particular, advertising) support for loyalty programs, which determines the relevance of the research topic. The advertising campaign within the loyalty program is aimed at attracting new customers, forming an active target audience, increasing profits. Stages of loyalty program advertising support should include: determining the purpose of the loyalty program advertising campaign; identification of the target audience; determining the subject of advertising, focus on a specific loyalty program. Decisions on the choice of dissemination means for advertising information in the loyalty program support are made taking into account the characteristics of each of these means as well as a detailed analysis of their advantages and disadvantages. The effectiveness of the loyalty program advertising campaign is determined by its content and components. The introduction of tools for advertising support of the loyalty program by enterprises will maximize its effectiveness, which in the future will bring to a new level of quality management of marketing activities in general, and marketing communications in particular.

This study proceeds from a central interest in the importance of assessing the IS-Support provided to key-user groups. This study conceptualized a new multidimensional IS-Support construct with four dimensions: training, documentation, assistance and authorisation, which form the overarching construct – IS-Support. We argue that a holistic measure for assessing IS-Support should consist of dimensions, and measures, that together assess the support provided to IS key-user groups. The proposed IS-Support construct is defined as the support that IS key-user groups receive to increase their capabilities in utilizing information systems within the organization. Using a partial least square structural equation modeling (PLS-SEM) approach on data collected from 221 participants, this study rigorously hypothesized and validated the IS-Support model. Implications for research and practitioners as well as insights for future research is discussed.

The paper considers the main features of evaluating the efficiency of positional and mobile underwater communication systems with immersed correspondent objects at the stage of their design and deciding on the coordinates of the installation site of the transmitter-receiver antennas based on modeling and visualization of the expected underwater communication zones using intelligent geographic information systems. The influence of the quality of information support of geographic information systems on the accuracy of the calculation results of the expected zones of underwater communication in various hydrological and acoustic conditions is assessed. Research subject. The article is devoted to the issues of evaluating the efficiency of underwater communication and intellectual decision-making support for rational spatial distribution of receiving and transmitting antennas of underwater communication systems with immersed correspondent objects. Method. A method for optimizing (choosing a rational option) the spatial distribution of receiving and transmitting antennas of positional underwater communications or the depth of setting of lowered and towed antennas of marine underwater communications using specialized software and information tools and geographic information systems is considered. Core results. A new performance indicator is proposed in the form of the spatial volume of the underwater communication zone and a method has been developed to optimize the spatial distribution of the receiving and transmitting antennas according to the criterion of the maximum volume of the expected underwater communication zone for given hydrological and acoustic conditions in the area. Practical relevance. The introduction of the developed method into the systems of sonar calculations and automated decision support for advanced underwater communication systems will significantly reduce the decision-making time for the placement of antennas (when designing or planning applications) and increase the efficiency (stability and range) of underwater communication means with immersed objects - correspondents.

The purpose of the article is to substantiate the theoretical and methodological principles of effective organization of communications in the management of a health care institution and to develop recommendations for improving communication support in the process of strategic planning of its development. Methodology of research. The theoretical and methodological basis of the article is the fundamental provisions of modern economic science. General scientific and special methods were used in the research process, in particular: induction and deduction – at the stage of collecting, systematizing and processing the necessary information; analysis and comparison – in the process of identifying the reflection of the process of communication support of the strategic planning of the activity of the health care institution; graphic – for visualization of research results; abstract and logical – for the formation of theoretical conclusions. Findings. The article defines the essence of strategic planning. Attention is focused on the features of strategic planning of the health care institution. The growing role of communications in the process of strategic planning is emphasized. The expediency of communication support for the strategic planning of the health care institution's activities is substantiated. The process of organizing and holding strategic sessions was analysed. The problems of organizing communication interaction during the development of strategic plans of medical institutions are identified. Recommendations for improving the communication activities of the health care institution were provided Originality. The conceptual principles of understanding the role of communications in the process of strategic planning of the health care institution's activities were deepened. Scientific and methodological recommendations on the organization of proper communication support for strategic management were improved. Practical value. The practical significance of the conducted research is that the formulated theoretical approaches and recommendations for improving communication support for strategic planning of the activities of medical institutions can become the basis for further scientific research and discussions and provide a basis for the implementation of the latest approaches to the organization of communications in health care institutions.
