Abstract:
In the wider context of growing digitalisation in South Asia, this article examines the impacts of a public–private–people partnership (4Ps) information and communication technology (ICT) initiative of the Bangladesh government, administered through local governmental offices, the Union Information Service Centre (UISC). Scrutinising the operation of six UISCs in rural communities across Bangladesh, the study researches the potential of ICTs to influence existing asymmetrical power relations and empower local people. Asking to what extent ICTs enable more people to actively participate in their communities and what the implications for empowerment are, it is found that top-down ICT intervention by itself cannot bring substantial change for people at the bottom of the social pyramid. Asymmetrical power relations continue to deprive marginalised groups from receiving the claimed benefits of ICT facilities. The study suggests the need for a more critical, practice-focused understanding of relationships between ICTs and rural empowerment, while also highlighting the changing modalities of connecting states and their citizens in postmodern South Asia.

Abstract:
The study investigates the role of Information Communication Technology (ICT) and women empowerment in reducing Pakistan's poverty by make use of the Household Integrated Economic Survey 2018-19. The poverty situation of a country, when defined through different poverty bands, has significant policy implications as categorizing people into different poverty bands helps in targeted policy initiatives for these groups. The five levels of the poor defined for this research are (extremely poor, deeply poor, poor, vulnerable, and marginally poor). To analyze the determinants of poverty Probit model has been used, whereas for targeted policy implication, quantile regression has been employed. The empirical results reveal that ICT has a significant role in alleviating poverty. Access to the internet plays a significant role in reducing poverty by rendering job and entrepreneurial opportunities. It helps the rural population keep abreast with the latest information and developments. Further, women empowerment has a significant impact on improving the living standard of a household, and the impact is strong for marginally poor households as compared to extremely poor households. Finally, other control variables like human capital and the experience of the household head also play a significant role in helping the households to improve their poverty state.

Abstract:
This article examines the relationship between information and communication technology (ICT) access and the empowerment of rural people through the Union Information and Service Centres (UISCs) established at the Union Council, the lowest administrative unit of the Bangladeshi government. Based on ethnographic research that explores both everyday peoples’ and beneficiary perspectives, this study reveals that given the conditions of poverty, the illiterate and relatively powerless majority of the rural poor failed to access and use the facilities provided through UISCs, which were inevitably controlled by the power elites in the service area. The study concludes that while access to and use of relevant information is a key component of empowerment, the way UISCs have been organized in a particular kind of socio-economic arrangement, the services delivered neither succeeded in providing equality of access nor has the information available through these centres been deemed relevant to promoting rural investment or reducing social disparity in any significant way. This article argues that empowerment from ICTs does not follow automatically after their implementation, but rather the success of technologies and their access is subject to power relationships within communities.

Inspired by the potential of Information and Communication Technologies, henceforth ICTs, for socio-economic development, and supported by a university based technology and business incubator, Rural Production Company, henceforth RPC, was set up in 2007 employing an ICT-mediated distributed production model. This paper reveals how RPC, initially an exploratory project whose key innovation was its Internet kiosk-facilitated model of crafts production and local empowerment, morphed into a social enterprise catering to global demands. The context of innovation provided by the Incubator led to a transformation of an ICT4D (ICT for Development) project into a business venture through the practice of formal and informal questioning at every stage of its implementation. This paper focuses on the iterative method adopted while highlighting the role of the incubator in the overall design and development process of the enterprise. This paper is a reflexive mapping of the organization’s evolution from the original research agenda of outsourcing production cum rural employment, to one that privileges local networks both as a conscious business strategy and as an arena for collaborative change for human development.

It has become an important part of development initiatives in health, nutrition, agriculture, family planning, education, community economy and world empowerment. The present study aims to study the agriculture development with the emergence of the new communication technology. The study is being undertaken to know how agriculture development is possible through an effective communication tools that is ICT (Information and Communication Technology).</p><p><br />ICT includes communication device or application, encompassing cellular phones, computer, internet and network hardware and software, satellite systems and so on, as well as the various services and applications associated with them, such as videoconferencing and distance learning. ICTs are often used in areas like education, agriculture, health care, or libraries. Therefore, the present investigation was undertaken to study about how the use of ICT helps in agricultural development in rural areas. For the present study for knowing the use of ICT among the farmers, Nabarangpur district of Odisha is being chosen. As a sample the Raighar Block of the district was chosen to know the use of technology among the farmers.</p><p><br />The sample of the study is 170 comprising of locals farmers of Raighar, seeds company’s agents and ICT experts, selected with a simple random sampling methods, randomly with an age group from 20 years to 55 years. The data were collected through a structured with simultaneous observation of responses from the sample. Data were analysed with different statistical measures through percentage and frequency of the data.</p>

Lifelong learning (life long education) has a large role in improving the quality of the human development index. The quality of education in rural communities is far behind and powerless, especially women. Development of the quality of women's education in rural areas needs to be done comprehensively by combining formal, non-formal and informal education. The learning approach used combines andragodi and heutagogi so that lifelong education can be successful. To accelerate the goal of educational development for rural women can be done by forming learning communities through Community Learning Centers (PKBM).Learning for rural women in PKBM needs to be integrated using information and communication technology (ICT) because the community lives in far-off places while learning needs to be done in stages and continuously (life long learning). The use of ICTs in learning for rural women will facilitate the process and interaction in learning. Providing skills and economic empowerment become the main material in learning for rural women. Through education and ICT the empowerment of rural women will be more effective and can improve the quality of life of women socially and economically.

Case overview In 2009, Digital Empowerment Foundation (DEF) along with Media Labs Asia and the Ministry of Information and Communication Technology (MICT) established the Chanderi Weavers ICT Resource Centre (CWIRC) as a self-sufficient community information resource center involved in skills’ enhancement of weavers at Chanderi in Madhya Pradesh. The next three years of CWIRC resulted in an overall growth of the project with progress in the various domains of handloom industry through ICT-enabled development of weavers and weaving. The project not only aimed at the handloom industry revival and development, but also advanced in other sectors such as education, health and tourism. Osama Manzar, the DEF founder, is in a dilemma as to whether the local community of weavers in Chanderi would be able to continue with the sustainable ecosystem created in Chanderi. Under the provisions of the Universal Service Obligation (USO) on the provision of facilities and access to ICT, Menkominfo pioneering Village Program information in which there is a program called Pusat Layanan Internet Kecamatan (PLIK). However, this program only to dwell on the form of the means of access services and ICT infrastructure alone. Whereas people in the border areas, rural, and remote mostly unable to use ICT and the internet. This is an opportunity PLIK Nanggulan 2 to conduct training, socialization, and community empowerment through ICT. Formulation of the problem in this study describes How Rural Community Empowerment Through Information and Communication Technology Pusat Layanan Internet Kecamatan in PLIK Nanggulan 2 Kulon Progo Yogyakarta. This study used a qualitative research methodology with case study method. Results from this study that the digital divide in rural communities are not only related to the lack of access and means of course, but also gaps in the ability to use ICT. In this case PLIK Nanggulan 2 perform three steps of empowerment, among others: technical training, socialization ethical use of the internet, planting motivation to seek information via the internet. Empowered communities through ICT with models 'second hand'. People in the region have understood the function Nanggulan internet but not able to independently use the internet, then delegate the functions of the Internet to others who understand. In this regard, research advice to PLIK Nanggulan 2 in order to improve the quantity and quality of the organization and consistency of community empowerment. Penelitian ini menggunakan metodologi penelitian kualitatif dengan metode penelitian studi kasus. Hasil dari penelitian ini bahwa kesenjangan digital pada masyarakat pedesaan tidak hanya terkait dengan minimnya akses dan sarana saja, akan tetapi juga kesenjangan secara kemampuan dalam menggunakan TIK. Dalam hal ini PLIK Nanggulan 2 melakukan tiga langkah pemberdayaan, antara lain: pelatihan secara teknis, sosialisasi etika penggunaan internet, penanaman motivasi untuk mencari informasi melalui internet. Masyarakat terberdayakan melalui TIK dengan model ‘tangan kedua’. Masyarakat di wilayah Nanggulan telah memahami fungsi internet akan tetapi tidak mampu secara mandiri menggunakan internet, kemudian mendelegasikan fungsi internet kepada pihak lain yang lebih memahami. The digital divide in rural areas is an important social issue, especially in developing countries. Although Internet and broadband penetration have increased in the world generally, there are many obstacles for rural China to get access to ICT (Information and Communication Technology) and its services. The mobile platform is regarded as a novel and effective tool to reduce the digital divide. Based on a case of one mobile platform, namely WeCountry in Chinese rural areas, this study illustrates how a mobile platform bridges the digital divide and helps rural areas achieve social inclusion. Results show that: (1) the mobile platform mainly acts on the digital capability divide elimination, and it has to guide and increase users’ usage capability; (2) the mobile platform can empower villagers in structural, psychological, and resource dimensions, achieving political inclusion, social participation inclusion, and economic inclusion; (3) platform providers and government are key organizations during the divide elimination process. This paper concludes with theoretical and practical implications.

Case overview The paper aims to highlight the endeavour of public distribution system (PDS), a food security scheme for under-privileged people in India, towards excellence, using ICT in the state of Chhattisgarh. It presents two important roles of ICT: one, as a system improvement tool, through supply chain integration (in Phase 1) and, the other, as tool for empowerment, by providing choices through computerized online real-time electronic (CORE) PDS (in Phase 2). CORE PDS was intended to provide choices of retail outlets to poor beneficiaries for collecting their food entitlement, breaking the retail outlet’s monopoly. The project was successfully implemented in some urban areas of Chhattisgarh, providing motivation for its mass scale roll-out. But, the contextual differences between rural and urban settings were raising questions on the ultimate value expected to be delivered by the project in rural areas. Expected learning outcomes Two major learning outcomes of the case: students will appreciate the multi-faceted role of ICT in improving the performance of a system meant for a financially poor section of the society; students will understand the role of contextual settings in a developing economy in the endeavour of ICT projects for societal development. Abstract:
This study examines the present status of women in the context of Electronic governance initiatives in Bangladesh. As a developing country, Bangladesh is stepping toward achieving E-governance where there is always a debate of the digital divide. Hence, this study tries to explore the challenges faced by women for access to and control over resources specifically the Information and Communication Technology tools or devices. It also aims to unveil the potentials of women's access and usage of such resources. This study employs survey data collected from study areas. Both urban and rural areas are chosen to get an overall scenario of women's status. This study is conducted in an inductive approach and findings are analyzed in a qualitative approach. The result shows that the status of women in access and usage of ICT varies in urban and rural areas due to some common constraints. The major findings of the study suggest that Information and Communication Technology has some potential for women empowerment which is explained as a case study. In this era of E-governance, most women are still facing gendered challenges such as lack of control over resources, awareness, education, and cybersecurity. The village library as a provider of reading material facilities closest to the community is very important, but its existence has not received serious attention. Therefore the National Library of Indonesia has a Social Inclusion-Based Library Transformation program which will provide a new understanding of the existence of village libraries, so that they are better known by the community and can be used properly. For this reason, it is necessary to design a village library information system so that the existence of the library is well organized in accordance with the standards set by the National Library of Indonesia. The analytical method used is descriptive qualitative with a literature study approach, this article provides an overview of the current condition of village libraries that still use conventional library concepts and an overview of library information designs that run social inclusion-based library programs. Social inclusion-based village libraries do not provide loan services and help books, but also provide ICT-based community activities. From the research, it can be concluded that: 1.) the rural library information system design is important to be developed, so that the library is able to fulfill people’s need; 2.) the rural library information system design is important to be developed to be able to give enough facilities for the variations of people empowerment using the library collections; 3.) the implementation of ICT (Information and Communication Technology) in the library is more directed in the promotion and documentation activities to promote the literation development and library activities.

Indonesia is a country dominated by rural areas. Addressing rural poverty is a priority of the Indonesian government work program and an effort to achieve the Sustainable Development Goals (SDGs). One of the actual programs dealing with poverty is a digital village which is implemented in a smart village ecosystem. Since 2018, Indonesia has initiated various pilots of smart village projects. The success of a smart village is closely related to citizen science. The purpose of this research was to build a citizen science prospect model for a smart economy in a smart village ecosystem using Structural Equation Model – Partial Least Square (SEM-PLS) approach. This study proposes a novelty of measuring villagers' readiness to build a smart economy in a smart village ecosystem based on the strength of community support. We propose an assessment of the prospect of developing a smart economy in a smart village through the citizen science level that integrates exogenous variables of community support for the environment, citizen character, empowerment, entrepreneurship, innovation, and the smart economy. The citizen science model towards a smart economy showed a high level of predictive relevance, which was 87,2%. The citizen science model towards a smart economy can also explain empirical data with a GoF value of 0,488. This research showed that the indicators of Information Communication Technology (ICT), ICT literacy, access to education and research and development (R & D) facilitation, motivation for smart villages, and innovation in villages were driven by family participation. The collaboration with the private sector, local government, and communities drive the village's smart economy. The SEM PLS approach has not been widely used in research on the smart village component, especially the relationship between citizen science and the smart economy. Therefore, this research can fill the gap in smart village research, which is still dominated by a descriptive approach.

To increase the flow of Information and improving communications and to increase possibilities and opportunities, ICT infrastructure is a rudimentary need. ICT has proved that it is one of the major difference between developed and developing countries. Take for example India. India has achieved the status of the world’s 4th biggest economy, major fraction of which is basically IT driven. The information and communication technology could be used to empower the Women in Pakistan by making the resources available to them at home, where a nearby area / residential based environment could be created for working at home where they could fulfill their home based liabilities as well.

The purpose of this research is to know the strategy of Jarpuk Ngudi Lestari Surakarta in the development of UMKM based on information and communication technology. Methodology: The method used is descriptive qualitative. Data collection is done by conducting interviews, observation, and completed with documentation. The validity technique used is the triangulation of data sources. Results: The results showed that women empowerment in Jarpuk Ngudi Lestari Surakarta not all uses ICT as a means of information access and development of UMKM. Age factor becomes an obstacle in the use of ICT. Implications/Applications: The strategies which are used improving access, creating environments, building educational centers, developing ICT-based programs, increasing opportunities and activating women’s participation in e-governance.

ICT competency has a wide range of implications for sustainable rural tourism realization. This study aims to the development of a conceptual framework for Malaysian rural community-based homestays that integrates knowledge from ICT competency and sustainable tourism marketing literature. This study examined the antecedent and consequent relationship between ICT competency and sustainable tourism marketing in the context of rural community-based homestays in Malaysia. A self-administered questionnaire was used to collect responses with a disproportionate stratified random sampling technique. In total, 180 homestay operators from three states in Malaysia, namely Kuala Lumpur/ Selangor, Pahang, and Pulau Pinang participated in this study. A structural equation modelling approach was employed to test the research hypotheses. The study findings propose that the antecedent (ICT Competency), and the consequent (sustainable tourism marketing) have a significant relationship. The study also recommends sustainable tourism marketing as a strategic branding tool to promote sustainable rural tourism and track the sustainable performance of rural tourism. The research seeks contribution to Malaysian tourism where sustainability is recognized as an important contemporary factor and long-term goal.

The purpose of this study is to examine how Information and Communication Technology (ICT) affects village development performance, which is measured through the Developing Village Index (VDP). This index is made up of three dimensions: Social, Economic, and Environmental Resilience Indexes. By using quantitative methods and cross-sectional data from 1,842 villages in the Central Sulawesi Province in 2021, the study concludes that ICT has a positive impact on the development performance of villages overall. The study found that the quality of internet signals and the number of cell phone users, as well as the presence of technology devices and internet facilities in village offices, have a positive influence on village development performance. However, the existence of internet facilities for the public has no effect on village development performance, including economic, social, and environmental development in rural areas. By examining the effectiveness of both the community and the village government's utilization of ICT, this study contributes to understanding the impact of ICT in improving village development performance. To reduce the digital divide and continue to support rural development, it is important to enhance ICT facilities and infrastructure for rural communities and improve the quality of their implementation governance. Furthermore, to support the delivery of public services and the implementation of village development programs, both the government and Regional Government need to encourage the effectiveness of the use of ICT.

Document analysis approach was used to investigate journals, government policy documents and reports from studies to arrive at the findings which include, among others, the employment of computer experts to teach rural women in disadvantaged communities. The primary aim of this study was two-fold: 1) to identify information communication technology (ICT) acceptance of kindergarten parents that influence parents&rsquo; deliberative belief and empowerment by applying the socio-technical systems theory as theoretical framework; and 2) to examine the mediated effect of deliberative belief between ICT acceptance and empowerment. A total of 949 elementary school and kindergarten parents in Taiwan were asked to complete questionnaire about their ICT acceptance, deliberative belief, and empowerment. Structural equation modeling (SEM) was utilized to evaluate the validity of structural/ latent model. The results revealed that deliberative belief, mediate the relationship between the ICT acceptance and empowerment among parents. ICT acceptance had effect on deliberative belief, and deliberative belief had the effects on empowerment. According to this information, it is recommended that school administrators should encourage parents and teachers together to improve and enhance their deliberative belief, ICT acceptance that may lead to more positive parents&rsquo; empowerment in school governance.

This paper presents a framework of the evolution of information and communication technology (ICT) applications in agriculture and rural development based on comparative experiences of South Africa and Kenya. The framework posits that full deployment of ICT in agriculture and rural development will be a culmination of several phases of changes that starts with e-government policy design, development and implementation. The paper argues that ICT use in agriculture and rural development is a powerful instrument for improving agricultural and rural development and standards of living throughout Sub-Saharan Africa. However, success in greater application of ICT in agriculture will require addressing impediments to adoption and diffusion. Such impediments include the lack of awareness, low literacy, infrastructure deficiencies (e.g. lack of electricity to charge electronic gadgets), language and cultural barriers in ICT usage, the low e-inclusivity and the need to cater for the special needs of some users. The paper reviews successful applications of ICT in agriculture and urges greater use of ICT-based interventions in agriculture as a vehicle for spurring rural development in Africa.

The sample of population consists of individual practicing auditors from small audit firms in Kerala. Data were analyzed using partial least squares structural equation modeling approach (PLS-SEM). Expectedly, ICT competencies among auditing professionals and their ICT training are imperative among junior auditing professionals for auditing in a computer-based environment. The impact of audit efficiencies, ensuring client's fair financial statements, and timeliness of audit tasks were achieved by auditing professionals with ICT competencies and ICT training. This is important not only for junior staff, but also for lead auditors who have the authority to sign audit reports. The value of the research studies lies with a comprehensible examination of findings of various previous studies and enlightened commentaries on ICT enabled audit practice by sole proprietorship practicing audit firms, mainly in rural locations. During the current epoch, information and communication technology (ICT) is considered as one of the core drivers towards women empowerment. The principal concern of the underlying study is to evaluate dynamic linkage among ICT, women empowerment, fertility rate, labour force and trade openness for selected South Asian countries from 2000 to 2016 by mean-group and pooled mean-group estimators that are robust to endogeneity and heterogeneity. The outcomes infer that ICT enhances women empowerment in South Asian countries. However, fertility rate negatively contributes to women empowerment. Sensitivity analysis using fully modified ordinary least square (FMOLS) method is applied to check the validation, consistency, and robustness of the study for future policy implications. The analytics surmise future strategy for women empowerment with confined ICT expansion and discouraging fertility in South Asian countries.

Purpose – The purpose of this paper is to focus on elderly people who have adopted Information and Communication Technology (ICT) and participated in ICT-based activities, and explore variables associated with their individual and collective empowerment by using data collected by a questionnaire survey. Design/methodology/approach – A set of 14 questions was developed to measure older adults’ perceived psychological empowerment. A factor analysis was conducted to condense 14 individual variables into several large categories. Finally, a set of multiple regression analyses was employed to identify variables associated with the elderly’s individual and collective empowerment. Findings – Three factors, including a sense of meaning; competence/self-determination; and collective empowerment were extracted from the 14 questions. Multiple regression models revealed that elderly empowerment is not a matter of social skills, ICT skills, or complementary skills, but is more likely to result from their being interested in ICT and ICT-based activities. Learning activities in ICT-based activities and participation frequency were found to be predictors of both meaning and competence/self-determination dimensions. Research limitations/implications – The major finding of this study concerns the development of a measure that assesses three factors of empowerment in older adults, i.e., sense of meaning, competence/self-determination, and collective empowerment. This study represents an initial step in establishing the measure, and therefore, further work is needed to establish its psychometric properties, particularly external validity. Originality/value – This study is one of the first studies to focus on older people’s empowerment construct and its relation to ICT-based activities.

The purpose of this study is to assess the use of information and communication technology (ICT) in the development of maritime communities and to build the concept of blue social capital. Blue social capital comprises a social network, social trust and development resilience that take place in the Internet. As individuals constantly accept ICT changes, it helps them to obtain information easily as well as increase their social capital. However, there are still a handful of maritime communities who do not know that the blue social capital may help promote their well-being and present them with the benefits of development. Lack of exposure in ICT is one of the reasons that some people do not understand the potential of blue social capital. The problem of cybercrime and poverty will also occur if the maritime community members are not trained to use ICT. This study uses a systematic literature review to examine the relationship between ICT and building of blue social capital towards maritime community development. The literature review analyses arguments between social capital components and ICT. An expected result is a positive relationship between ICT and blue social capital in the context of maritime community development. Future research should focus on blue social capital community empowerment in urban areas.

Information and Communication Technology (ICT) has the potential to address critical considerations within rural advisory service (RAS) networks, specifically, getting the right information to audiences in a timely and appropriate manner. ICTs are technologies that facilitate knowledge and information sharing. For RAS networks, ICTs can be an important tool to ensure that both explicit and tacit information is shared with network members with the anticipated benefit of increased capacity of the network. Although the importance of ICTs are well documented within the literature, there are limited guidelines for what specific network capacities in ICT use are needed to better provide support for RAS providers to fulfill their responsibilities. Using the Delphi process, a panel of 31 experts from 24 countries arrived at consensus on 51 specific ICT use capacities associated with effective RAS networks. The results of the research provide a practical framework for RAS providers and networks to develop ICT use related capacity building and tactical planning activities. Information and communication technology (ICT) is a significant instrument for youth empowerment, since it allows instant interaction, thus enabling information needs and community development. This study aims to explore the cumulative knowledge on how youths use ICT as an essential part of their daily lives. A quantitative study was carried out and the data were analyzed by the structural equation modeling technique (SEM). The results confirmed that information needs and sharing have a positive influence on the sustainable livelihood of Malaysian youth. However, the findings also reveal that there was no significant relation between two of these predictors (i.e. information seeking and information source) and the sustainable livelihoods of Malaysian youth. Due to its unique perspective, this study contributes to the existing literature on youth information behavior in ICT environments.

The use of ICT helps in improving the effectiveness of all areas including education. The Technology Acceptance Model (TAM) introduced by Fred Davis was used to identify the relationship between teacher attitudes and differences in ICT acceptance between urban and rural areas teachers’ behavior in TnF. This was to determine the actual influencing factors among the Tamil language teachers on the use of information and communication technology in Tamil language TnF. There are several other works carried out in this field including computer teaching and learning, challenges of ICT, teachers' perceptions of ICT, and many more, but the present study is based among urban and rural teachers of Malaysia. Other works done in this field do not focus on students and teachers of Tamil schools. This study is a quantitative study involving a questionnaire. The study involved 96 Tamil schools in the state of Selangor and a total of 260 Tamil language teachers participated in this study. 167 urban schools and 93 rural schools were involved in this study. Data obtained through questionnaires were evaluated using Statistical Package for the Social Sciences (SPSS) software, hence documented in chronology relevant to the objectives of the study. The findings of the study showed that there is a significant relationship between teachers in urban and rural areas in the use of Information and Communication Technology (ICT) in the Tamil language TnF. Through this study, a strong culture of ICT use is applied in the Tamil language TnF process in urban and rural SJK (T) which can be practiced by various stakeholders.

Background & aim: Educational organizations of the country need changes in empowerment activities of their human resources in accordance with the growth of information and communication technology. The purpose of this study was to Investigating the relationship between the components of professor' psychological empowerment with the ICT process in the coronavirus conditions in the faculties of physical education and sports sciences of Islamic Azad University of Iran. Methods: This research is applied in terms of purpose and correlational in terms of method and the statistical population is 86 that creates physical education in Islamic Azad University. Standard questionnaires were used. The collected data were analyzed by K-S tests and Pearson Correlation Coefficient, Manova and stepwise using SPSS software were used to analyze the data. Results: The results showed that the correlation between cognitive competence and psychological empowerment was 0.271, functional competence and cognitive empowerment was 0.267, emotional competence and psychological empowerment was 0.063, general skill and psychological empowerment was 0.194 and specialized skill was psychological empowerment. Is 0.201. Statistical results showed that there is a significant relationship between ICT and psychological empowerment in physical education professor (0.001). Conclusion: According to the study findings, information and communication technology can play an important role in sports professor’ empowerment and the use of empowerment training classes are essential to rehabilitate educational centers. Chronic pain is one of the most common health problems affecting daily activity, employment, relationships and emotional functioning. Unfortunately, the lack of specialized health care personnel, and the high heterogeneity in terms of clinical manifestation and treatment results contribute in failure to manage efficiently and effectively pain. Information and communication technology (ICT) can be a valuable tool, enabling patients and healthcare professional empowerment and better self-management of pain. To this direction, this article reports on the design of a novel technical infrastructure to support effectively and efficiently chronic pain management, based on an Intelligent Personal Health Record platform on top of already available ICT tools. The designed platform targets, among others, at improving the knowledge on the patient data, effectiveness and adherence to treatment and providing effective communication channels between patients and healthcare professionals.
