Full textThe study of the development of Internet infrastructure makes it possible to define the incorporation of a territory within the globalization process. In West Africa, the territorial development of this network shows a real dynamism, already in existence, which allows some West African places to be connected to the worldwide information flow. There is however some missing links to the grid, with significant differences between the countries, but also within the national territories themselves. The development of the network in West Africa now encounters multiple constraints (geographical, technical, political and economic) in several scales. Consequently, the limited place occupied by the West African countries in the governance of the technical system of the Internet, therefore becomes a major obstacle to both the development of the network itself within these territories as well as to their enhaced integration into the global system

Full textIn west africa, the peoples living in the countries of benin gulf (ghana-nigeria benin-cote d'ivoire-togo) are alike, sharing the same civilizations and facing the same problems. All of those countries have agriculture as the main and fundamental economic activity. Since independence, they have been victims of an inadequate political development which made agriculture play a secondary role. As a result, the agricultural production has declined seriously. It's rate of increase is less than that of the population growth (2% against 3,2%). From this, it resulted a chronic food shortage, misery and poverty. In that situation, the new agricultural development strategies are carried on at first, by information which is a prime necessity resource. So far, the democratization process in progress in those countries enhance an emergence and the development of media which are a powerful and an efficient means to reach the peoples, mostly those living in the rural areas. Being aware of those realities, fao as a reliable source of information, cooperates tightly with the media in order to put information and communication in the service of the peoples for a sustainable agricultural development, a healthy and nutritive feeding

Full textInformation diffusion on the internet is now provided by a multiplicity of actors with, on the peak audiences, portals, also designated under the vague concept of Infomediaries. Their emergence is part of a re-configuration movement of the media space, driven by the Information Technology and Communication (ICT) (Internet and Web 2.0, specifically).The research presented here is part of a major observation regarding their success since their appearance while the already established media are struggling to establish viable editorial and economic models on the Internet.We consider that strategies of actors are observable in the heart of the industry under construction of online information and roles are redefined around the production, diffusion and consumption of information enhanced by the phenomenon of convergence.The study plans these strategies of actors as participating in a reconfiguration of the digital media space, dominated by the portals, whose approach relies in a "strategic" way on combining the content and practices certified professional by newspapers publishers, and in "tactical" way, based on marketing methods, in order to propose new models both "editorial and economic" fairly innovative, adapted to changes in the press sector vis-à-vis the digital, to the needs of users and relatively profitableThe area under study is that of Francophone West Africa, it presents some specificities sometimes away from references recognized in the field. Full textThis work is a contribution to the activities of the World Health Organization relative to the implementation and the distribution of standard tools in the African countries to reach an efficient integration of the essential oral health indicators in surveillance in African countries. These essentials indicators fit into the objectives of the new millennium and exceed the idea according to which " the social problems have to be developed in an isolated way. To be in phase with this new paradigm, African countries have to face these new approaches which require that efforts be realized in all development sectors. Twenty two indicators recommended by the World Health Organization for the African region give opportunities to improve oral health activities on the national level and develop an integrated community approach which is the more operational for surveillance and prevention of oral diseases. The collect of the indicators in Ivory Coast motivates this study, which results are recorded in this document. The findings are the result of many years of research and practice related to the implementation and development of oral health activities in Côte d'Ivoire. Two questionnaires were evaluated and measure respectively oral health indicators for general population, and for children and teenagers. Analyses conclude in relatively good psychometrics properties, but imply the taking account of many recommendations which aim to increase the validity and the feasibility of these questionnaires in the context of the Côte d'Ivoire. Their generalization in the African region requires future researches in a way of their optimization in an integrated operational community based-approach, and a redefinition of the role of local actors in sanitary district

Full textAdministration in Africa has begun to develop information technology tools that facilitate exchange and communication between administrators and citizens. Paperless documentation is being developed in Africa. Sometimes, it is driven by requirements or guidelines of international institutions. E-government is one of the factors of modernization reform of African states. It is defined as the application of new information and communications technology (ITC) in public sector (administration) in order to improve the efficiency of services provided to citizens.In the literature of the subject, there are several e-government models presented and evaluated in the terms of their presence in the states or organizations. Developing countries, like Togo, have taken the road to modernization for ten years, with a variety of objectives. Some countries in Europe, America and Asia have already more than twenty years of experience in this reform. Despite the disparity of e-government programs, their objectives and their advancement (the agendas are not the same in all countries), international assessment procedures in overall ranking of countries are ubiquitous. They suggest that there is a universal model of electronic government which can be apply to measure the progress of any country. But international indicators are used to make decisions that engage in the realization of e-government projects. It is therefore necessary to examine the validity of these methods. This is the subject of this dissertation. The questions of the universality of models lead to investigate whether international ranking indicators in digital development reflect reality and whether they take into account all comparative parameters supposed to define the progress of a state.This dissertation is divided into three parts. The first part discusses the models of e-government and the technological context in Africa, including the statements of places of telecommunication and network infrastructure (facilities and applications, Internet service providers and telephone, etc.), the Information and Communication Technologies (ICT) and e-government. Then, non-typical successful case studies of West Africa (Cape-Verde), North Africa (Tunisia), and Central Africa (Rwanda) are presented.The second part discusses the case of e-government in Togo. It outlines the foundation for the development of e-government in Togo and presents the state of ICT development and the establishment of administrative records. Advantages, disadvantages and challenges of e-government in Togo are discussed as well. After the presentation of the general context in Togo, the methodology and the results of the field study are discussed. The field study was based on interviews with actors involved in the implementation of the e-government in Togo and on observations. The third part deals with the theoretical framework of this research. It analyzes international comparison of methods of e-government by providing a reflection on the methodology of the construction e-government indicators and international assessments in light of studies carried out in Togo

Faced with threats to their image, development and security, the States of the Economic Community of We African States (ECOWAS) subsequently adopted a Directive to encourage the setting up of national anti-Cybercrime legislation However, only a few states have enacted legislation to regulate cybercrimes. Therefore, there remain some Challenges wi regard to the adoption of anti-cybercrime legislations by ECOWAS member States. Other challenges are related to the training actors involved in the implementation of criminal laws and the modernization of methods in the search for evidence in cybercrime cases. Full textUniversity libraries in French-speaking African countries face a documentary supply challenge in a context of a lack of financial resources, an increase in the cost of documentation, and some inefficient organizational forms. This thesis aims at first, from surveys and collections of diverse data, to establish the state of the paper and digital documentary offer at the University Cheikh Anta Diop of Dakar, in SHS, highlighting points comparison with other Sub-Saharan Francophone Universities. The results are intended to quantify and qualify this offer, to point out new dynamics in the context of digital documentation with different types of actors. In addition, librarians seek to rely fully on Open Access, both in terms of access to resources and the value of local funds. Digital information is increasingly seen as the best way to meet the information needs of the university community at Dakar's Cheikh Anta Diop University (UCAD). Nevertheless, it is often confronted with problems of access to information but also of use of documentary resources. This research focuses, in a second part, to appreciate the uses of digital resources, in a comparative way between several disciplines at UCAD and between teachers and students. Recommendations are made to try to improve the documentary services in this University

Full textIn Africa, decentralization takes place in contexts that vary from country to country: the need to reform the Government following a crisis, the desire to establish local democracy to compensate for central or even dictatorial power, sometimes even the Government 's inability to provide basic socio-economic services such as health, education, drinking water, etc.In West Africa, decentralization was often accompanied by a redrawing of territories in the 1990s. Most West African countries have created three levels of local authorities: the Region, the Department (Cercle in Mali) and the Commune. This leads to a need for territory management and planning on several scales (inventory, monitoring of the environmental impact of development, sanitation, natural resource management, rural economic development, health, education, hydraulics and risk management). In the context of a growing need for information, development partners recognize the usefulness of the Geographic Information System (GIS) as a tool for decision making. The creation of different ministries in connection with geographic information in Mali requires pooling of skills centered on geomatics. Indeed, while each Institution and sectoral ministry has its own thematic data, their valuation is hampered by a high dispersion and disparity of geographical and cartographic data.How to share a common geospatial and territorial system across a town hall, a local authority, an NGO, the Government as well as other partners working on the same territorial? What territorial information strategy for a country like Mali?The aim of this thesis is to create, according to the concepts, methods, and technologies of current geography and statistics, a tool to support decision making in a context of overlapping responsibilities/actions and decentralization, designed to take a decisive step forward for the benefit of local territorial planning, by making coherent and available the geolocalized data necessary for an effective spatial planning policy. This strategic perspective implies going back to the distribution of powers, the ratio between free and paid software, participative information (societal, social, ethnic aspects, etc.) and the development of geographical information in Mali.An information strategy is in fact an essential prerequisite for any planning and development strategy. This thesis is an innovative project that will aim to provide answers on the implementation of such a strategy of multi-source and multi-stakeholder spatial information management in a developing country
