The efficient management of natural and man-made disasters typically represents a major information exchange and coordination challenge, as in most countries a number of organizations are involved in all phases of the disaster management cycle. In this article, the authors introduce the approach of the Austrian national project INKA, which aims at improving civil-military interoperability between the Austrian Armed Forces and the corresponding federal state level institutions through the introduction of IT-supported information exchange without media discontinuities. Apart from providing a comprehensive overview of their interdisciplinary research methodology, the authors present a number of important results which are based on a detailed qualitative assessment of stakeholder requirements. Furthermore, they provide first insights into designing a valuable IT-platform for civil-military interoperability in Austria.

Abstract:
The off-line coupling of high-performance anion-exchange chromatography (HPAEC) to electrospray ionisation/ion trap mass spectrometry (ESI-ITMS) is described. The Dionex carbohydrate membrane desalter (CMD) has been assessed as an on-line chromatographic desalting system to remove the high sodium concentration necessary for the HPAEC separation of partially methyl-esterified oligogalacturonides. The developed HPAEC configuration proved to be suitable for indirect coupling with ESI-ITMS. This paper provides some interesting features of positive- and negative-ion multistage tandem mass spectrometry (MSn) analysis of these acidic oligosaccharides. The spectra acquired in both negative- and positive-ion modes show characteristic fragment ions resulting from glycosidic bond and cross-ring cleavages. Some new mass spectrometric fragmentation routes are also described. The positive-ion mode gave more complex spectra but was as informative as the negative-ion mode. ESI-ITMS was revealed to be, as previously reported from direct use on an unseparated enzymatic digest, a powerful sequencing technique for the determination of linkage type and the methyl ester distribution of partially methyl-esterified oligogalacturonides. Moreover, unlike matrix-assisted laser desorption/ionisation time-of-flight mass spectrometry (MALDI-ToF MS), it gives valuable information on the elution behaviour of these oligomers in relation to their structure, namely the HPAEC co-elution of isomeric structures.

Using two measures of private information and high-frequency transaction data from the leading interdealer electronic broking system Reuters D2000-2, we examine the association between exchange rate return and contemporaneous order flow and the predictability power of lagged order flow on the future exchange rate return. Our empirical analysis demonstrates that at high frequency (5, 10, 15, 20, 25, and 30 min) there exists strong positive association between exchange rate returns and contemporaneous order flow. However, the results indicate weak predictability of order flow on the future exchange rate return.

Based on the survey of existing research work on collaborative design and on our experiences and work in product growth design theory, a feasible approach—collaborative product growth design method to integrate the genetic engineering methodology, collaborating tools and web based information into the automatic design activity has been proposed in this paper. Firstly, the product growth design strategy and its characteristics are studied based on automation technology in the product structure design. Then, to guarantee a successful transformation and good use of existing product data and related product series on internet, the information exchange model and web based virtual design gene pool model in the process of product growth design are put forward. Finally, the mechanism of the combination of product growth design and collaborative design process are described, and the framework of collaborative design based product growth design system is introduced. Through theoretical study and hard development work interesting and useful results have been obtained.

Abstract:
The set of infrared spectra recorded at different levels of hydrogen–deuterium (H/D) exchange as a function of time were processed using spectral decomposition. The most precise information about H/D exchange of the NH groups of the protein backbone was retrieved by observing the intensity change of the nearest C=O stretching vibration. The H/D exchange at the protein backbone begins with NH groups bonded to C=O with a characteristic frequency of 1683 cm−1. These amide groups were initially free and are the first to accept H-bonds from water during the hydration process. The NH groups, which are connected to C=O groups with a characteristic band at 1657 cm−1, exchange at a slower rate. For both populations the pairs of comparable exchange rates were calculated with rate constants of 10−3 min 1, 0.014 min 1, 0.0046 min 1, and 0.09 min 1. The appearance of two different exchange rates for each population is a consequence of the distinct exposure of particular molecular groups to the solvent. Two additional bands sensitive to exchange are attributed to NH bending modes in the side chains and are located at 1610 cm−1 and 1585 cm−1. These NH groups undergo H/D exchange at the beginning of the exchange with exchange rates of 0.019 min−1 and 0.17 min−1, respectively. The calculated exchange rate for hydrating water molecules is 0.037 min−1. The distribution of water's exchange rate is extremely broad and covers almost the entire interval of the time-dependent experiment. From the efficiency of the exchange (96%) it is evident that some parts of the protein are completely forbidden to water molecules.

Abstract:
Background Little information is available on the disposition of vancomycin during chronic peritoneal dialysis (PD) in children. The primary objective of this study was to investigate the disposition of vancomycin following intraperitoneal (IP) administration in children receiving short-dwell [ e.g., automated PD (APD)] and long-dwell [ e.g., continuous ambulatory PD (CAPD)] PD. Methods A 6-hour exchange containing vancomycin 500 mg/L, using an exchange volume of 1100 mL/m2 body surface area (BSA), was followed by 4-, 6-, and 8-hour antibiotic-free exchanges. The 8-hour exchange was followed by three to four 90-minute antibiotic-free exchanges. Serial blood and dialysis effluent samples were obtained and analyzed for vancomycin concentration by high-pressure liquid chromatography. Pharmacokinetic parameters were computed using noncompartmental methods. Results The bioavailability of vancomycin during a 6-hour IP exchange was 70% ± 5%, resulting in a delivered dose of 12.0 ± 1.8 mg/kg, and a 6-hour serum vancomycin concentration of 23.3 ± 7.2 μg/mL. Total body vancomycin clearance measured 10.72 ± 4.52 mL/minute/1.73 m2 BSA, while clearance attributable to PD measured 2.78 ± 1.08 mL/min/1.73 m2 BSA and accounted for 29% ± 11% of total vancomycin clearance. Dialysis clearance during long-dwell (CAPD) and short-dwell (APD) regimens was similar, measuring 2.46 ± 1.04 and 3.09 ± 1.28 mL/min/1.73 m2 BSA, accounting for 25% ± 13% and 32% ± 12% of total body clearance respectively. Conclusions Intraperitoneal absorption and dialysis clearance of vancomycin in children receiving PD are similar to those reported in adult dialysis patients. In contrast, total body clearance of vancomycin appears to be increased and the elimination half-life decreased in children, due to increased elimination by non-renal nondialysis routes. For intermittent IP vancomycin therapy in children with peritonitis, an IP load containing vancomycin 1000 mg/L (or 30 mg/kg), followed a single full-fill (1100 mL/m2 BSA) daily exchange, containing vancomycin 250 mg/L (or 7.5 mg/kg), from day 2 until the end of treatment will maintain a vancomycin dialysate concentration of >4 μg/mL.

Traditionally, the speech act of requesting has been regarded as a face-threatening act (Brown & Levinson, 1987) due to the impositive nature on the addressee’s negative face. Yet, in specific service encounters, requests can no longer be seen as threatening (Antonopoulou, 2001). This is the case of tourist information offices, where mitigators may not be present due to the task-oriented nature of the exchange. This study aims to widen the scope of research on service encounters by examining 147 naturally occurring requests by native speakers of English in a tourist information office taking into account the variable of gender. Our findings suggest that females used more direct questions whereas men employed want statements to a much higher extent. These results have to be understood within the context of this specific service encounter, in which direct requests do not imply impoliteness or threats to the requestee’s negative face.

Bluetooth is a low cost and low power wireless technology for connecting portable and / or fixed Bluetooth enabled devices to form short-range wireless ad hoc personal area networks (PANs). As the Bluetooth specification does not specify a protocol to form ad hoc Bluetooth networks, a method for forming an efficient Bluetooth network under a practical networking scenario is still an open research problem. This thesis introduces an approach to implement an indoor ad hoc Bluetooth wireless network, Bluetooth information exchange network (BIEN). This network formation is based on Bluetooth and Java technologies. A set of Bluetooth enabled devices configured with the BIEN software application are able to spontaneously establish a dynamic multi-hop wireless network using Bluetooth technology without the need of formal network infrastructure, centralized administration, fixed routers or access points. In this study, the performance evaluation focuses on the relation between network capacity and topology by testing end-to-end performance in terms of throughput and the latency of communication links with various parameters, including the hop number between nodes and the number of slaves in piconets. The evaluation results show that the throughput reduces with the increased length of a path, and with an increase in the number of slaves in a piconet in the network. The latency also increases with path length, and with the number of slaves in a piconet in the different experimental BIENs, whether if there is traffic or not in the networks. Experimental results have further confirmed the necessity to minimize the number of bridge nodes in the Bluetooth networks due to their traffic bottleneck effect. This work is an attempt at implementation of a distributed multi-hop scatter net with an integrated routing protocol in the practical environments, while most of the literature focuses on covering the modelling of it. It intends to demonstrate how Bluetooth technology with Java technology can be used to design, develop and deploy ad hoc wireless networks with the commercial Bluetooth devices, and examine how well Bluetooth technology supports ad hoc multi-hop wireless network technology.

Abstract:
Information exchange is an essential component for all involved in the paediatric care encounter. Despite this, most of the research about information exchange concerns adults and the significance of the child’s existence in the encounter have not been given sufficient attention. Therefore, the overall aims of this thesis were twofold. Firstly, the aim was to identify, describe and generate concepts in information exchange between minors, parents/guardians and health care professionals in paediatric care situations. Secondly, the intention was to formulate a theoretical construction, a theory, of the phenomenon of information exchange in paediatric care situations. This thesis is based on four studies. In studies I, II and III grounded theory was used according to Glaser and data have been analyzed using the constant comparative analysis method. Data have been collected through observations and medical records (I, II and III) and also with additional follow-up interviews (III). In study IV, at first a qualitative content analysis of Løgstrup’s ethical demand was conducted and, second, a simultaneous concept analysis of the findings from studies I, II and III and the findings from the qualitative content analysis was carried out. There were a total of 67 participants in the three observational studies: 28 minors (I), 24 parents/guardians (II) and 15 health care professionals (III), who exchanged information in different paediatric care encounters. The information exchange interaction process was resolved by the minors “balancing the circumstances” (I), the parents/guardians used “firm handling” (II) and the health care professionals were “sharing and contributing the responsibility” (III). The qualitative content analysis of Løgstrup’s ethical demand provided the mediation and the social norms. The simultaneous concept analysis finally gave the advanced outcome to intergrade, which means to merge gradually with another through a continuous series of intermediates. At the same time as we intergrade in paediatric care, we protect the totality of minors, recognize the dependency of the parents/guardians and the social interplay by the health care professionals, the information exchange is improved. This thesis emphasizes the importance of health care professionals’ communication skills and the need for education and practice in this topic, in order to improve the information exchange with minors and their parents/guardians from an ethical viewpoint. The theory intergrade explains how this could be applied and implemented.

Abstract:
Theoretical models of the exchange rate are developed where information on the model is not fully available to agents. It is an application of Benjamin Friedman's (1979) theme that full rational expectations may be a possibility only in the long-run, even for completely rational individuals. The thesis attempts to develop the theory of exchange rate behaviour by considering some neglected informational issues. The three substantive chapters each consider specific aspects of relevance to the determination of the exchange rate from an asset market view of perfect capital mobility. These are the possible current account inter-relationship, the persistence of interest rate differentials between the two currencies and the subjectivity of and the regress in beliefs across a decentralised market. Generally, limited information on the model will give rise to erroneous beliefs, on the one hand, and encourage the acquistion of information and the revision of beliefs, on the other. Erroneous beliefs will cause correlations between variables, which may not normally occur inside full rational expectations. The revision of beliefs will bring a particular source of non-stationarity to the data. And the stability of certain learning forms may require limitations on the degree of capital mobility. These conclusions would suggest that any empirical work on modelling the exchange rate may gain from relaxing certain a priori restrictions, which properly belong to models with stronger assumptions on the availability of information.

This theses examines shipboard nontactical, unclassified information exchange and recommends a methodology which will reduce message traffic loading on the Naval Telecommunications System (NTS) and improve administrative performance in the fleet. The Navy's organizational information requirements are reviewed and evaluated. Specifically, it explores the advantages and difficulties of connecting Shipboard Nontactical ADP Program (SNAP) systems to the Defense Data Network (DDN). A review of existing information exchange procedures, including NTS, SNAP II, and DDN, is provided. An overview of the future Navy Data Communications Control Architecture (NDCCA) is presented along with an interim proposal to connect current and future architectures. An analysis of present Navy and commercial organizations using DDN-type applications such as File Transfer Protocol (FTP) and electronic mail is presented. Commerce is all about the carefully managed exchange of material, money, and information. Traditionally, the connection between material and information has been tenuous, with humans acting as the intermediaries. This has made the supply chain inefficient and expensive. The Auto-lID Center has created a stronger, automatic link between inanimate objects and computers. This thesis completes the information exchange, or feedback loop, which makes commerce possible. Specifically, it identifies a framework for information exchange alongside material exchange using Savant-to-Savant communication. Messaging standards will need to support the Auto-ID Center's technology, and this thesis suggests how to augment existing and emerging communication standards to accomplish this feat. Finally, to address the issue of increasing information management, this thesis analyzes the aggregation database, an IT infrastructure component that might be of value to organizations. The outcome of this thesis is an understanding of the various issues necessary to develop a secure, efficient and robust system for tracking and automatically confirming material exchange.

Abstract:
Expired student visas can contribute to illegal residence in the U.S. and may also be a valuable source of information for Homeland Security. Although the reason for remaining in the U.S. might be for nonthreatening purposes, threatening actions could occur as an individual gets lost in the country. The purpose of this study was to determine how visas were issued, the reasons an individual may remain beyond the approved visa date, and the mechanisms intelligence and law enforcement agencies use to exchange information with each other. This research was based on the new war theory and the Lockwood Analytical Method for Prediction (LAMP) in order to predict results or intentions an individual may have with a student visa overstay. Quantitative nonimmigrant student visa data sets derived from the State Department were used to apply findings for a pair wise comparison. The pairwise comparison of issued visas involved completing a rank order comparison as determined by the LAMP Method. The benefit of this quantitative methods study was to demonstrate the need and reason to share information between the relevant enforcement agencies. The small detail of visas being attributed to terrorist events is minimal; however, there are known events involving visa overstays and terrorist events. The results noted major trends in the number of nonimmigrant student visas, organized by year, which could be directly linked to changes in U.S. international relations with other countries. This quasi-experimental research influences positive social change by utilizing information amongst law enforcement and intelligence agencies in accordance with location of individuals residing in the U.S. on expired student visas.

Abstract:
This thesis focuses on three main questions. The first uses ExchangeTraded Funds (ETFs) to evaluate estimated adverse selection costs obtained spread decomposition models. The second compares the Probability of Informed Trading (PIN) in Exchange-Traded Funds to control securities. The third examines the intra-day ETF trading patterns. These spread decomposition models evaluated are Glosten and Harris (1988); George, Kaul, and Nimalendran (1991); Lin, Sanger, and Booth (1995); Madhavan, Richardson, and Roomans (1997); Huang and Stoll (1997). Using the characteristics of ETFs it is shown that only the Glosten and Harris (1988) and Madhavan, et al (1997) models provide theoretically consistent results. When the PIN measure is employed ETFs are shown to have greater PINs than control securities. The investigation of the intra-day trading patterns shows that return volatility and trading volume have a U-shaped intra-day pattern. A study of trading systems shows that ETFs on the American Stock Exchange (AMEX) have a U-shaped intra-day pattern of bid-ask spreads, while ETFs on NASDAQ do not. Specifically, ETFs on NASDAQ have higher bid-ask spreads at the market opening, then the lowest bid-ask spread in the middle of the day. At the close of the market, the bid-ask spread of ETFs on NASDAQ slightly elevated when compared to mid-day.

To produce, transfer and deliver energy within the power system, reliable and available information systems are a part of the key to success. Information about the grid states, outages, assets, locations, customers etc. is required to operate the business. Information systems need to exchange information, both within a utility and with external utilities. Since different utilities use different information systems with different information models an incentive for a standardized information model occurs. The Common Information Model (CIM) is an information model standardized by International Electrotechnical Commission (IEC). Since this information model is a standard and covers many areas of business it becomes abstract, complex and intangible. Therefore adaptation and delimitation is required before implementation. In this study CIM is analyzed and then compatibility tested in the context of network model data exchange. The data is provided from a network operations unit within a company in the energy distribution business. The information exchange specification is used to adapt CIM to the specific situation. Then the corresponding CIM data is located in the source data. At last a transformation example is provided with a suggested syntax. According to this study and the observations made from the sample data an implementation should be feasible. However such an implementation will require engineering.

AbstractIn this chapter we focus on two important security challenges that naturally emerge for large scale systems composed of cheap devices implementing only symmetric cryptographic algorithms. First, we consider threats due to poor or malicious implementations of protocols, which enable data to be leaked from the devices to an adversary. We present solutions based on a watchdog concept—a man-in-the-middle device that does not know the secrets of the communicating parties, but aims to destroy covert channels leaking secret information. Second, we deal with the problem of tracing devices by means of information exchanged while establishing a communication session. As solutions such as Diffie-Hellman key exchange are unavailable for such devices, implicit identity information might be transmitted in clear and thereby provide a perfect means for privacy violations. We show how to reduce such risks without retreating to asymmetric algorithms.
