Abstract:
We use unique data from over 600 Indonesian communities on what individuals know about the poverty status of others to study how network structure influences information aggregation. We develop a model of semi-Bayesian learning on networks, which we structurally estimate using within-village data. The model generates qualitative predictions about how cross-village patterns of learning relate to network structure, which we show are borne out in the data. We apply our findings to a community-based targeting program, where citizens chose households to receive aid, and show that the networks that the model predicts to be more diffusive differentially benefit from community targeting. Abstract:
Indonesia’s Mount Merapi is one of the world’s most active, dangerous volcanoes. Its 2010 eruption – the largest following the 20th century – and succeeding 2011 lahar events killed 389 persons and injured and displaced many more. One way to mitigate a disaster’s impact is the provision of reliable information to the public through a well-established early warning system (EWS). A well-managed information flow network is the key to delivering early warning information, however, there is a lack of understanding on the information transfer down to the citizens. In addition, implementing the 2007 disaster management law may have affected Merapi’s EWS. This study reinvestigates Merapi’s EWS information flow through the construction of an information flow network. A single information flow network was difficult to construct due to the inconsistency of structures per district. Different networks had to be constructed for volcanic eruptions and lahars in each district. Inconsistencies were also found in the roles of the agencies that determine when evacuation orders would be issued. The system also had data transfer gaps and vulnerabilities such as redundancies, mistransfers and bottlenecks. Its use of forecasting information as a basis for decision-making must be reviewed for lahar information flow networks. Improving Merapi’s EWS must involve handling these issues.

An e-business information system (EBIS) is a device, technique, or set of business processes that use technological hardware, software, networks, and brainware to communicate, transact, and manage a range of business operations throughout an organisation without regard to time or location. The use of e-business information systems has become a critical component for businesses to attain national and global commercial success. Indonesia is regarded as a prospective state with the quickest e-business or e-commerce development. Despite this, businesses have not completely tapped into the benefits of e-business.

Information literacy in this post-truth era is an important thing that must be understood by the Indonesian society in dealing with the truth and lies of the information obtained. This paper examines through a literature approach about the conception of information literacy in the post-truth era and what strategies must be understood by the information community in Indonesia in dealing with the spread of fake news from various media. This study concludes that critical thinking is an important part of information literacy that must be understood by Indonesian people to face the dynamics of information in the post-truth era. Critical information literacy can help our ability to search, find and use quality information. Thus, the strategy that must be carried out in dealing with the dissemination of information in the post-truth era is to identify the source, check the author, read the entire contents, check the novelty of the writing, check the balance of the information, the authenticity of the information, and always ask the experts when checking the web source.

Abstract:
Water resources are important factors in food production. Those are very vital and strategic to meet food needs and food security. As water is scarce both in terms of volume and distribution throughout the year, reliable water management is needed. To support this water management, the accurate data is needed. However, the complete tabular data is not enough. It is because the existing tabular data does not provide the various activities and events based on time and place spatially and detail enough for planning purposes at the sub-district level. The researchers use high-resolution satellite imagery data that have been pre-processed with the geometric and radiometric corrections. They are used as one of the layers in the working map, so it is easier to provide the depiction of irrigation network objects, to find out the location of rice fields that have not been irrigated and the location of damaged irrigation networks. The depiction of the working map can also be used to map irrigation networks and their network conditions. Through this work, it has been shown that the researchers can map irrigation networks in detail for operational planning at a sub-district level with the help of technology, in particular for developing countries that is difficult or even impossible to do in the past.

The use of a wireless computer network in some institutions has become a very flexible option to connect all users of the existing computer network in the institution. The Directorate General of New, Renewable Energy and Energy Conservation at the Ministry of Energy and the Human Resources Republic of Indonesia was chosen as the research location given that computer network users in this institution are diverse and have also used The Dude MikroTik application to manage wireless computer networks, which are instruments to analyze information security. in this institution. The analysis was conducted to identify the activities and effectiveness of information security management in this institution. This study concludes that the use of The Dude MikroTik application is quite helpful in analyzing information security on wireless computer networks in this institution.

Nowadays, internet users and smartphone ownership in Indonesia increased dramatically, then writers took initiative to design an innovation related to this case. Social media technologies provide the opportunity for teachers to engage students in online classes, thereby supporting the development of skills and learners to achieve competency. In addition to students, the opportunity is also open to outside the community to get information that can add knowledge. This case study provides a platform for M-Learning based learning that facilitate student learning also helps society size to obtain information more easily. The design of this platform using models UML (Unified Modeling Language) to design a visual model of this platform.

Telkom Witel West Bandung is the only state-owned company in the telecommunications and network sector in Indonesia, where SOEs can continue to develop to realize quality services and networks. Use it using information technology today. Inventory data processing at PT. West Witel Telkom is not well integrated, it is difficult to find data, including redundation of data and the length of time the report is made. The methodology currently in this inventory information system is Prototype, i.e. While the data uses observation and interview data. The method of development uses a structured method. The programming language is PHP and MySQL database. Information inventory system can display material data, receipt data, expenditure data, retrieval data and transaction data. With the implementation of this inventory information system, it is expected to facilitate PT. Telkom Witel West Bandung is related to the application of information inventory systems (speeding up data search, minimizing data redundancy and speeding up report generation), can achieve maximum results and can support information quickly and accurately.

Abstract:
This dissertation is premised upon a simple assumption: it is not possible to fully grasp how the security sector works until we understand interagency relations. The 'interagency' is the area where different security organisations interact in the pursuit of maintaining security. This topic throws up a number of questions, such as how do security groups interrelate and why do they behave the way they do? In the literature on Indonesia many sources take the view that relations between security actors, especially the police and the Indonesian military, are unclear and contested. This thesis finds the opposite. By pursuing a local level case study of the relationships between security organisations in Yogyakarta, this thesis argues that most security relationships in this case study are premised on generally well defined boundaries of jurisdiction. Most importantly, the dominant form of behaviour is not hostility or competition but rather collaboration. This dissertation employs policing theory on networked security as the most appropriate paradigm to model security relations within the case study site. Policing is a dynamic task, involving not only the uniformed state police but a diverse range of government and non-government actors. This framework aptly fits the situation in Indonesia where we find various central and regional government agencies and commercial and civil society organisations deploying within the sector. Examples include the national police, territorial units of the Indonesian army, the civil service police of regional government, non-police civil service investigators, private security companies, neighbourhood watch groups, Islamic vigilantes, and political party militias among others. The Indonesian police, however, are at the centre of this security network, they lead, support and lend their authority to other actors. The superiority of the Indonesian police becomes the core reason why collaboration takes place within the network. Other security organisations feel they need to access the formal authority and special powers of the police. This system has created something of a security leviathan. My research from Yogyakarta suggests the Indonesian police have emerged as the primary agent within the local security sphere.

Public participation is not only limited to direct movements such as demonstrations, the use of social media in the community has proven to be effective in escorting changes in government policies. This study aims to analyze the relationship between the "digital movement of opinion" on twitter social media through the hashtag "Percuma Lapor Polisi" in improving Indonesian Police services. This study uses a descriptive qualitative approach with the data source of social media twitter on #percumalaporpolisi. The #Percumalaporpolisi movement is a form of public disillusionment through social media twitter, towards the services of the Indonesian Police for the period 1 February – 1 March 2022. The data analysis phase of this research uses the “Social Network Analysis” method, to identify the social structure and explain the position of the main or affected stakeholders. can be called a vital player. In analyzing the data, the author is assisted by using tools based on the Netray.id website. The results of data analysis and visualization show that there are social networks of several key actors in the spread of #Percumalaporpolisi. The main actor plays a role in driving public opinion through conflicting information on social and economic cases that are not in favor of the community. Stimulating opinion is considered very effective in creating public support through the #Percumalaporpolisi movement on social media. Indonesians people are quicker to support movements that are oriented towards violence and blasphemy. The #Percumalaporpolisi movement focuses on the issue of agrarian conflicts between Wadas Village Residents and the government involving the military and police officers and the issue of alleged blasphemy. The incident created a tremendous digital opinion movement on the social media platform twitter. Social media can play an important role in overseeing the policy process at the national level, through leading opinion on social media.

Rapidly increasing population and migration from rural areas to nearby urban agglomerations develop tremendous pressure on system of the existing cities without compromising socioeconomic and cultural linkages. Policy interventions, both at global and local scale, have created newer avenues for the researchers to explore real-time solutions for problems world-wide. For instance, the outcome of 2015 United Nations agenda for the achievement of the Sustainable Development Goals (SDGs) by the year 2030 primarily focuses on urbanization issues and probabilistic modelling of future scenarios to obtain a robust alternative for resource utilization and further for maximizing sustainability through land use pattern analysis. This is the clear indication toward the very important role of “ever dormant” urban planning, especially in the case of a rapidly developing country such as India. Remote sensing and geo informatics along with Machine learning can provide extremely relevant information about the pattern change in cities and as input to visualize the future growth pockets. In this context, potential of cellular automata (CA) in urban modelling has been explored by various researchers across the globe. In the recent past, models have been drawing majority of the attention along with geographic CA processes about urban growth and urban sprawl studies. Most recent approaches include optimization of transition rules based on machine learning techniques and evolutionary algorithms that follow nature-inspired mechanism such as Genetic Algorithm, Ant colony optimization, Particle Swarm Optimization (PSO), simulated annealing, Grey Wolf optimizer etc. Irrespective of any modelling technique, model calibration remains one of the challenging and most crucial steps towards obtaining realistic results. This research communication tries to demonstrate a novel idea of integrating PSO with SLEUTH post calibration of the spatial-temporal footprint of urban growth from the year 1990 to 2017 for Kolkata, a historical megacity of Eastern India. Results were evaluated and validated using statistical fit measuresreveals PSO-SLEUTH performed substantially better compared to traditional Brute Force calibration method (BFM). Another significant development was in terms of computation time of optimized values from days (BFM) to hours (PSO). The study identifies Kolkata region to be sensitive to spread and road gravity coefficients during calibration procedure. Results indicate growth along the transport corridors with multiple agents fuelling the growth. Further, with the aid of high spatial resolution data, buildings were extracted to understand the growth parameters incorporating neural networks. Using the results, renewable energy aspects were explored to harness and provide a suitable local solution for energy issues in energy gobbling cities. Pattern of landscape change, development of better process of modeling and extraction of building from machine learning techniques for planning smart cities with self-sustaining energy is presented in this research work.

Formal planning instruments and procedures have often been unpopular and ineffective for solving complex spatial issues, such as urban sprawl or transport congestion. As a result, such conflicts turn into complex planning tasks that usually exceed the provisioned time and funding, especially when faced with adversarial interests of actors from different organisations, sectors or social groups. Hence, informal planning, as a non-binding supplement to official planning instruments, is often considered highly effective. In its broadest sense, informal planning includes the principles of collaborative dialogue, diverse networks, trustful relationships and tailor-made processes among interested parties. Consequently, informal planning processes foster sound decision-making delivering a spectrum of problem-oriented solutions and increasing public consensus, while enacting experimentation, learning, change, and the creation of shared meanings among stakeholders. However, informal planning cannot be taken for granted – it is strongly interwoven with the planning culture influenced by the historical and political background, and the current socio-economic conditions. This paper revolves around several pillars. After an introductory section, a brief historical overview firstly identifies the place of informal planning in various planning models that have appeared since the 1960s. More specifically, informal planning is analysed against the theoretical concept of collaborative rationality. Finally, the paper focuses on a specific informal planning procedure called the ‘test planning method’, being analysed against the previously elaborated theoretical background. As this instrument links both formal and informal planning, its comparison and interrelation with the theoretical background of collaborative rationality contributes to elucidating the following attributes of adaptive (collaborative) urban governance: 1) flexible and agile institutional arrangements supportive to various kinds of urban planning mechanisms (not only official tools), 2) proactive and imaginative planners ready to accept solutions created outside the technical domain of instrumental rationality, and 3) inclusion of numerous stakeholders to exchange various information and different types of knowledge, i.e. expert and experiential knowledge. Observed through the example of the test planning method, the article finally highlights the successful aspects of informal planning, however, pointing also to its shortcomings, which could be expected in the societies with a lack of key democratic elements
