Abstract:
We use unique data from over 600 Indonesian communities on what individuals know about the poverty status of others to study how network structure influences information aggregation. We develop a model of semi-Bayesian learning on networks, which we structurally estimate using within-village data. The model generates qualitative predictions about how cross-village patterns of learning relate to network structure, which we show are borne out in the data. We apply our findings to a community-based targeting program, where citizens chose households to receive aid, and show that the networks that the model predicts to be more diffusive differentially benefit from community targeting. Abstract:
Indonesia’s Mount Merapi is one of the world’s most active, dangerous volcanoes. Its 2010 eruption – the largest following the 20th century – and succeeding 2011 lahar events killed 389 persons and injured and displaced many more. One way to mitigate a disaster’s impact is the provision of reliable information to the public through a well-established early warning system (EWS). A well-managed information flow network is the key to delivering early warning information, however, there is a lack of understanding on the information transfer down to the citizens. In addition, implementing the 2007 disaster management law may have affected Merapi’s EWS. This study reinvestigates Merapi’s EWS information flow through the construction of an information flow network. A single information flow network was difficult to construct due to the inconsistency of structures per district. Different networks had to be constructed for volcanic eruptions and lahars in each district. Inconsistencies were also found in the roles of the agencies that determine when evacuation orders would be issued. The system also had data transfer gaps and vulnerabilities such as redundancies, mistransfers and bottlenecks. Its use of forecasting information as a basis for decision-making must be reviewed for lahar information flow networks. Improving Merapi’s EWS must involve handling these issues.

Information literacy in this post-truth era is an important thing that must be understood by the Indonesian society in dealing with the truth and lies of the information obtained. This paper examines through a literature approach about the conception of information literacy in the post-truth era and what strategies must be understood by the information community in Indonesia in dealing with the spread of fake news from various media. This study concludes that critical thinking is an important part of information literacy that must be understood by Indonesian people to face the dynamics of information in the post-truth era. Critical information literacy can help our ability to search, find and use quality information. Thus, the strategy that must be carried out in dealing with the dissemination of information in the post-truth era is to identify the source, check the author, read the entire contents, check the novelty of the writing, check the balance of the information, the authenticity of the information, and always ask the experts when checking the web source.

Abstract:
Water resources are important factors in food production. Those are very vital and strategic to meet food needs and food security. As water is scarce both in terms of volume and distribution throughout the year, reliable water management is needed. To support this water management, the accurate data is needed. However, the complete tabular data is not enough. It is because the existing tabular data does not provide the various activities and events based on time and place spatially and detail enough for planning purposes at the sub-district level. The researchers use high-resolution satellite imagery data that have been pre-processed with the geometric and radiometric corrections. They are used as one of the layers in the working map, so it is easier to provide the depiction of irrigation network objects, to find out the location of rice fields that have not been irrigated and the location of damaged irrigation networks. The depiction of the working map can also be used to map irrigation networks and their network conditions. Through this work, it has been shown that the researchers can map irrigation networks in detail for operational planning at a sub-district level with the help of technology, in particular for developing countries that is difficult or even impossible to do in the past.

This case study provides a platform for M-Learning based learning that facilitate student learning also helps society size to obtain information more easily. Today, most studies of audience networks analyze the landscape of the news media on the web. However, media ecology has been drastically reconfigured by the emergence of social media. In this study, we use Twitter follower data to build an online news media network that represents the pattern of news consumption in Twitter. This study adopted a weighted network model proposed by Mukerjee et al. and implemented the Filter Disparity Method suggested by Majó-Vázquez et al. to identify the most significant overlaps in the network. The implementation result on news media outlets data in three countries, namely Indonesia, Malaysia, and Singapore, shows that network analysis of follower overlap data can offer relevant insights about media diet and the way readers navigate various news sources available on social media.

The phenomenon of increasing early childhood marriage has put Indonesia in the spotlight of the UN Committee on the Rights of the Child. Indonesia is listed as the country with the 7th highest number of early childhood marriages internationally and is ranked 2nd in ASEAN. This phenomenon makes various parties, both from government and non-government, to respond to this problem. This study aims to analyze the strategies used by non-government actors in the prevention of early childhood marriage. The case raised was the role of the Legal Aid Institute for the Indonesian Women's Association for Justice (LBH APIK) in South Sulawesi. In particular, this study tries to analyze the LBH Apik international network development model. Initial information shows that for implementing this advocacy agenda, LBH Apik collaborates with International Non-Governmental Organizations (NGOs) or International Non-Governmental Organizations (INGO), namely OXFAM. This research is a qualitative type where the data sources are as information and narratives got through in-depth interviews, and source documents. This study found that; First, LBH Apik's activities in efforts to prevent child marriage can be categorized as an effort by NGOs to implement human security values. Second, the strategies adopted by LBH Apik show that the changes required are transformative because they encourage changes in the social structure that make the position of girls very vulnerable. Third, local, national and international partnerships with LBH Apik are built on a collective identity as the party fighting to prevent child marriage.

The use of social media for feminist activism in Indonesia has increased in decades. Some studies have mentioned digital feminist activism as the three intersectional relations of collective agenda, civic network, and digital infrastructure. To deepen, this study aims to analyze digital feminist activism works to organize collective identities, develop resources, coordinate networks, disseminate information, and mobilize social actors, in the case of Jakarta Feminist through a qualitative approach combined with social and textual network analysis. As a result, the Jakarta Feminist collective’s identity formed based on their identities, concerns, and defaces to the right of all Indonesian women, and other minorities group succeeded in developing resources in the form of moral, cultural, material, human, and network. Jakarta Feminist disseminated activism information by using social media features, and their members’ ties. Mobilized actors by conducting internal group planning, themes, and hashtags, boosted by social media personalities digital campaigns, individual and cross-organization. This study concluded that feminist digital activism running by the combination of their work in online and offline spheres. The cross-sectional interrelated of feminist activism to other issues, movements, and entities are interesting topics for future research.

Social capital is essential in mediating financial inclusion. We employ broader horizontal and vertical social engagement of social capital such as bonding, bridging and linking. Meanwhile, financial inclusion is defined as saving ownership in a formal financial institution. Using a logistic regression model and a sample of 74,454 individual respondents from the 2018 National Socioeconomic Survey, we found that social capital is essential in promoting formal saving behavior. Among three indicators (bonding, bridging, and linking), the results show that a rise in the bridging variable was associated with a 10 per cent higher likelihood of having a formal savings, higher in magnitude than the linking variable. Bonding variable had no effect in promoting financial inclusion, but upon further observation, it was still suitable to be implemented in rural area. Our estimates justified the presence of financial information transmission among people in their respective social circles. Our findings suggest that the government should consider a financial campaign using a community-based approach to complement the current inclusion strategy.JEL Classification: D14; G41; O17

Jakarta as the state capital of Indonesia faces complex problems in daily life, especially those related to high population density, urbanization, traffic congestion, natural disasters, and severe environmental conditions. These problems are becoming justifications for the need to move the country's capital to East Kalimantan as decided by the government. East Kalimantan was chosen as the new capital, based on the results of intensive studies, having very minimal disaster reserves such as floods, earthquakes, tsunamis, forest fires and landslides. East Kalimantan is also considered to have a strategic location. If drawn coordinates, its location is in the middle of Indonesian territory, and is near urban areas. Dissemination of information about those planning is done through various communication networks, including on social media. This study aims to identify the dominant actors in communication networks on Twitter with the hashtag #IbuKotaBaru during the periods of August 1 to September 22, 2019. The study was conducted using quantitative approach by employing GEPHI tools. The results revealed that in the #IbuKotaBaru communication network, there were three dominant actors who actively disseminate the relevant information namely detikfinance, yulionta and derupiston. The most popular actor was detikfinance. There are 63.33% of actors who have a high closeness with other actors, there are no actor who mediate with other actors in communication. Yulionta and Derupiston are the two most important actors in disseminating information about the move to new country’s capital in the #IbuKotaBaru communication network as indicated by its highest values of Eigenvector Centrality.

Abstract:
Indonesia has the largest medicinal plant species in the world and these plants are used as Jamu medicines. Jamu medicines are popular traditional medicines from Indonesia and we need to systemize the formulation of Jamu and develop basic scientific principles of Jamu to meet the requirement of Indonesian Healthcare System. We propose a new approach to predict the relation between plant and disease using network analysis and supervised clustering. At the preliminary step, we assigned 3138 Jamu formulas to 116 diseases of International Classification of Diseases (ver. 10) which belong to 18 classes of disease from National Center for Biotechnology Information. The correlation measures between Jamu pairs were determined based on their ingredient similarity. Networks are constructed and analyzed by selecting highly correlated Jamu pairs. Clusters were then generated by using the network clustering algorithm DPClusO. By using matching score of a cluster, the dominant disease and high frequency plant associated to the cluster are determined. The plant to disease relations predicted by our method were evaluated in the context of previously published results and were found to produce around 90% successful predictions.

In this day and age, social media has become a necessity for every human being. By using social media networks, users can easily exchange information, especially on linkedin social media. Linkedin is a social media network that can search for information openly, mainly used for professional networking. It will be easier and more practical to connect with professionals worldwide. Like identity, LinkedIn is often used as a medium to introduce yourself or your business to potential colleagues or companies for various purposes. Social media networks are often used to deliver information in various institutions at State Universities (PTN) and Private Universities (PTS). For example, it conveys information about state and private universities' achievements (PTS) achievements. Telkom University uses Linkedin to convey the achievements that have been achieved. This triggers the public to see posts that are positive, negative, or neutral. This study aims to conduct a sentiment analysis about Telkom University which has become the best private university in Indonesia, based on opinions submitted on LinkedIn social media. The process carried out in this study is to process all opinion data about Telkom University, which is the best private university in Indonesia, from Linkedin and then classification using the Random Forest method based on the categories of positive, neutral, and negative sentiments. Sentiment analysis results that have been obtained using the Random Forest classification method are 92.85% accuracy, 83.33% precision, 91.67% recall, and 84.13% F1-score%.

No systematic review and/or meta-analysis has attempted to map the macro and comprehensive landscape conditions, developments, and trends of communication research in Indonesia in the past few decades. Therefore, it is challenging to measure the progress that Indonesian communication scholars have achieved. This study analyzed 3108 articles distributed in reputable communication scientific publications in Indonesia, spanning two decades: January 2001 to March 2020. This study found many optimistic or skeptical justifications of Indonesian communication scholars about the development of communication epistemology in Indonesia. During the two decades, although there had been an increase in publications relying on quantitative approaches, it can be seen that the dominance of qualitative approaches was irreplaceable. The trend of increasing research using a quantitative approach was only a conversion from literature review articles widely published in the early 2000s. The Ministry of Communication and Information, Indonesia, in the second position, as the institution that contributes to the most authors of scientific articles after the Universitas Islam Bandung in the first place, and even surpassing Universitas Hasanuddin, Universitas Padjadjaran dan Universitas Diponegoro showing that the agency of state institutions is one of the active actors in communication knowledge production and reproduction in Indonesia. The increasing number of citations over the past two decades indicates that Indonesian scholars are experiencing enrichment of reference sources and interconnection with other scholars. However, based on keyword trends, Indonesian research’s deliberative and progressive vision has yet to appear dominant.

In 1960, the US Department of Defense conducted research on computer networks. Research carried out is to build a computer network with a method that mimics the workings of the telephone network, where one computer can be connected to other computers, both in one location or area known as a Local Area Network (LAN), and even can be connected to a place or a different country known as a Wide Area Network (WAN). LAN limitations give birth to a VLAN technology that allows for the configuration of a virtualized computer network. The higher the level of demand and the increase in computer network users resulting in broadcasts and traffic on the network itself. The current condition of PT. EDS Manufacturing Indonesia does not yet have a computer network concept that is in line with company needs, computer network activities that occur every day require concepts that are appropriate to the company. Then it is necessary to design a VLAN concept that is expected to provide better results and make it easier for IP Address segmentation to manage broadcast and traffic on a computer network.

Social media analytics, especially Twitter, has experienced significant growth over the last few years. The data generated by Twitter provides valuable information to many stakeholders regarding user behavior, preferences, tastes, and characteristics. The presence of influencers on social media can invite interaction with other users. An influencer can affect the speed of spreading information on social media. This study looks at the influence of influencers and information dissemination channels on Twitter data related to COVID-19 vaccination in Indonesia as one of the hot Twitter discussion trends. This study applies Social Network Analysis (SNA) as a theoretical and methodological framework to show that interactions between users have differences on the network when the analyzed tweets are divided into mention and retweet networks. This study found that the key accounts in disseminating information related to Covid-19 vaccination were dominated by official accounts of government organizations and online news portals. The official Twitter account of government organizations turns out to have an essential role in disseminating information related to COVID-19 vaccination, namely the @KemenkesRI account belonging to the Ministry of Health of the Republic of Indonesia and the @Puspen_TNI account belonging to the TNI Information Center.

Hoax and Hate Speech are cyber-crimes that are closely related to ideological, political and religious issues. In Indonesia, just before the 2019 Presidential Election, this crime is very common, mainly used to attack political opponents. In this study, we provide several samples of Hoax and Hate Speech crimes, namely those with ideological, political and religious nuances. We consider these three crime samples to be sufficient to illustrate that Hoax and Hate Speech greatly influence the stability of domestic security. Based on the results of research conducted at the Directorate of Cyber Crime Enforcement of the Indonesian Police Criminal Investigation Agency, we can conclude that the strategic steps that must be taken to tackle Hoax and Hate Speech are Preventive Efforts in the form of Cyber Patrol, Hoax labeling, analyzing media opinion trends, dissemination positive news through text media, clarification and public information, security carried out by cover names, cover jobs, and cover stories, and countermeasures. Then, to provide a deterrent effect to the community, repressive efforts through law enforcement activities must be carried out including investigations by means of the Cyber Patrol to find cyber-crime, providing technical assistance and tactical investigations, investigating units in the region in order to uncover networks of cyber perpetrators, providing assistance in examining digital evidence, and cooperating by exchanging information for the purpose of researching and investigating cyber-crime. With the coping methods described above, especially inter-regional police cooperation that is centrally controlled by maximizing technology, the Indonesian police are able to uncover and dismantle networks of cyber-crime perpetrators that occur in Indonesia such as hoaxes, hate speeches and terrorism.

The research also aims to highlight the contribution of social media in code-mixing and determine the reasons this generation uses English and Indonesian in social media. Data were collected through self-completed questionnaires and interviews. The results showed that the use of social media had an impact on code-mixing between Indonesian and English for Gen Z.

Women are often faced with considerations including the choice of mobility with or without commuting, which is inseparable from the role of social in the neighborhood. This study aims to analyze the probability of women workers commuting in Indonesia through social capital and accessibility from the neighborhood to the labor market. The logit model and marginal effect were applied in this research, using the 2018 microdata obtained from Indonesia National Labor Force Survey (Sakernas) and Indonesian Village Potential (Podes). These data are combined based on residence similarity at the district level of each individual. The results showed that trust and solidarity increase, the probability of women workers commuting declines by 3.9%. The group and networks level increases through women groups in the residential neighborhood area cause commuting probability to decline of 14.3% on women workers. The variable of facilities will increase with a rise in women workers' commuting probability by 2.5%. These results were controlled by sectoral variables, work, income, education, age, and marital status of women workers in Indonesia. The findings in this study explain the social aspect in the social capital approach originating from the residential neighborhood causes a decreased probability of that decision. The indicates that the social ties of traditional society are still attached to women workers in Indonesia. However, the accessibility in this article is that public transportation gives a positive probability to the decision to commute to women workers in Indonesia.

Abstract Rainfall is one of the important information that widely used in various fields. Rainfall data involving location information is referred to as spatial rainfall data. Some of the model approaches to spatial rainfall data are the Vector Autoregressive (VAR) model, state-space, Markov chain stochastic model, and Geographically Weighted Regression (GWR). However, these models have not been able to produce predictions of the occurrence of no rain (zero value) or extreme values. Currently, theoretical modelling is mostly approached by artificial neural network (ANN) techniques. The purpose of this study is to model spatial rainfall data in East Java, Indonesia in 2020 with the ANN approach which is supported by several variables such as location and elevation information. The ANN used backpropagation and Rporp by combining the learning rate and layer which is then obtained the RMSE value. The results show that the best model has the smallest RMSE of 1.22 when the learning rate is 0.15 on 11 layers using Rprop algorithm.

Abstrak Perkembangan Teknologi Informasi dan Komunikasi (TIK) berdampak pada perdagangan dalam era digital. Produk pakaian jadi merupakan komoditas utama dalam perdagangan yang ditunjukkan oleh tingginya permintaan untuk komoditas pakaian jadi. Hal tersebut menjadi peluang bagi pertumbuhan industri pakaian jadi dalam negeri, tidak hanya untuk memenuhi konsumsi domestik tetapi juga untuk memperluas pasar luar negeri. Penelitian ini bertujuan untuk menganalisis pengaruh TIK seperti penggunaan telepon seluler dan terbukanya akses internet, serta variabel lainnya seperti PDB, kurs, populasi, dan jarak terhadap ekspor pakaian jadi Indonesia ke sepuluh mitra dagang utama selama periode 2010-2016 dengan menggunakan model gravitasi pada data panel. Hasil penelitian menunjukkan bahwa TIK negara-negara tujuan ekspor berpengaruh signifikan terhadap ekspor pakaian jadi Indonesia, sedangkan TIK Indonesia memberikan hasil yang tidak signifikan. Sementara untuk variabel lainnya, hanya PDB yang berpengaruh signifikan, sedangkan kurs, populasi dan jarak tidak signifikan. Salah satu penyebab mengapa TIK Indonesia tidak signifikan adalah adanya kesenjangan yang lebar pada persentase pengguna internet antar wilayah, yang salah satunya disebabkan oleh tidak meratanya ketersediaan jaringan internet. Perluasan jaringan internet dengan kualitas baik akan dapat menghubungkan para desainer, industri hilir dan pedagang pakaian dalam rantai pemasaran yang lebih luas, selain keterlibatan Indonesia dalam Global Value Chain (GVC). Kata kunci: Perdagangan Internasional, TIK, Industri Pakaian, Model Panel Gravity Abstract The Information and Communication Technology (ICT) development has impacted on trade sector in the digital era. Apparel is the main trading commodity which is indicated by a high demand for apparel commodities. There is an opportunity for domestic apparel industry, not only to satisfy domestic consumption but also to expand overseas market. This research aims to analyze the impact of ICT such as the use of cellular telephone and the open access to internet, as well as other variables such as GDP, REER, Population, and Distance on Indonesian apparel export to ten main importers during 2010-2016, by using panel gravity model. This study found that ICT of the export destination countries significantly affected Indonesian apparel export, while Indonesia’s ICT gave insignificant result. Other variables that have significant impact was GDP. While REER, Population, and Distance gave insignificant impact. The reasons for this situation due to a wide gap of internet users percentage between regions because of the unevenly distributed internet sevices. This study suggested, in addition to Indonesia’s better participation in the Global Value Chain (GVC), the expansion of good quality internet networks would enable designers, downstream industries and apparel traders to connect in a broader marketing chain. Purpose This empirical study aims to determine factors that influence an individual’s intention to use mobile payment (MP) systems. The study investigates direct, indirect and total effects as well as factors that mediate or moderate effects on intention. Design/methodology/approach A theoretical model is derived from previous studies and combines factors from technology acceptance model and unified theory of acceptance and use of technology (perceived usefulness, perceived ease of use, social influence, facilitating conditions, behavioral intention) with factors relevant to MP (perceived security, uncertainty avoidance, trust, network externalities and self-efficacy). Gender, age, MP experience and income are included as moderators of direct effects on behavioral intention. The sample includes 736 participants from the four large cities in Indonesia. Structural equation modeling is used to analyze and develop the theoretical model. Findings Self-efficacy has the greatest total effect on behavioral intention, followed in decreasing order of importance by perceived usefulness, perceived ease of use, social influence, trust, network externalities and uncertainty Avoidance. only gender and MP experience have significant moderating effects whereby the direct effects of self-efficacy and network externalities on behavioral intention are influenced by gender and MP experience, respectively. Trust, perceived usefulness and perceived ease of use have important mediation effects. Originality/value This study fills the gap in the limited theoretical understanding of MP adoption in Indonesia. New theoretical findings related to mediating and moderating effects, direct, indirect, and total effects are used to discuss important practical implications of the findings.

Social media in political marketing is an emerging area of research. This study explains how social networks are constructed in a digital campaign, identifying key actors, and messages involved in modern political marketing. A hotly contested palm oil campaign in Indonesia serves as a case study to analyze and visualize the messaging content found in digital campaigns. Social Network Analysis (SNA) was used to map the social network sites in Twitter and to track social interaction patterns in the #SawitBaik campaign. The results confirmed that state institutions, non-governmental institutions, news media, and individuals were key actors in the digital campaign. The actors’ roles varied from providing information and supporting palm oil activities to criticizing palm oil activities and promoting campaign events. Most tweets were critical of the government, serving as brand advocacy. The #SawitBaik campaign is also an example of political marketing used by a government in order to influence its citizens. In this case, the goal was to shape and win public support by legitimizing palm oil activities in Indonesia.

COVID-19 haunts people's lives, especially participants of the COVID-19 swab test in Indonesia. This study aimed to describe the communication strategy carried out by COVID-19 swab test participants in managing anxiety, the uncertainty of information, and finding patterns of communication networks while waiting for laboratory test results. This study was conducted qualitatively; data was collected with a semi-open questionnaire through social media networks with the google form applcation on 61 informants of the COVID-19 swab test participants in Indonesia. Furthermore, the data was analyzed using the flow model and UCINET-NetDraw software. As a result of the study, a few communication strategies were recommended by COVID-19 swab test participants in managing anxiety and uncertainty namely: first, transcendental communication strategy by approaching and praying to God; second, phatic communication strategy to build personal communication that has an impact on feelings of pleasure; third, a communication strategy built with the pattern of interpersonal networks with the closest people. Parents and friends played an important role in helping participants manage anxiety. Furthermore, general practitioners provided health information to their patients. These three communication strategies helped increase the body's immunity when sick and develop humanistic communication patterns in the health sector.

This research explains the roles of communication technology on the migration process of labor migrants in Batam, Indonesia. Differences between places are strong reasons for people to migrate. The advances in communication technology have freed up opportunities for people to migrate. Technology has made it more accessible for migrants to raise links to their next destination through the internet. Interactions within communication technology make migration easier by decreasing the expenses and risks of moving. The explanations in this study are to understand the communication technology for the migrating process and calculate the social networks of migrants. This research applied mixed methods to explore the migration process with data collected included quantitative data from a survey with 500 respondents and supported by qualitative data from in-depth interviews. The results: 1) Communication technology helps migrants in the migration process, especially for searching for information about the destination area. 2) The migrant who uses communication technology has a strong social network and less risk of migration. The role of communication technology in the migration's processes is as a tool to maintain social ties of migrants, migrant uses their social media to make contact and gain information about their destination. This study related to SDGs' target number 10.7 which facilitates orderly, safe, regular and responsible migration and mobility of people, including through the implementation of planned and well-managed migration policies, communications technology facilitate safe and well-managed migration.

The research aimed to explain the pattern of social communication on the issue of rejection of the PLTU Batang development policy. It used data on Twitter accounts involved in the rejection of the PLTU Batang development policy. In analyzing existing data, qualitative methods and social analysis networks were used. To see social networks in the rejection of the PLTU Batang development policy, the research used the NodeXL application to find out the patterns of social communication networks in #TolakPLTUBatang. From the results, it can be seen that in the dissemination of social networking information, the @praditya_wibby account is the most central account in the social network and has a strong influence on the social network. The @praditya_wibby account has a role in moving the community through Twitter to make a critical social movement. This means that in the current digital era, democracy enters a new form through the movement of public opinion delivery through social media. Besides, by encouraging the role of online news, the distribution of information becomes faster to form new perceptions of an issue. This is evident from the correlation network where the @praditya_wibby account has correlations with several compass online media accounts, tirto.id, okezonenews, vice, antaranews, BBCIndonesia, and CNN Indonesia.

Abstract:
In fact, Information Communication and Technology (ICT) have been utilized in schools even though relatively small in numbers. At present, there is a program for Elementary Teacher Education called PGSD program in Indonesia. The PGSD program is an in-service teacher training program especially for elementary school teachers in Indonesia, to improve their qualifications from Diploma-2 to Strata-1 level, conducted through ICT-based distance learning mode. This study uses survey method to examine the accessibility of ICT infrastructure and networks, and the effectiveness of using ICT for teaching and learning in six university member of PGSD program in Indonesia. The results of the study show that the PGSD program needs to improve the ICT infrastructure and networks as well as apply ICT based teaching and learning skills.

Abstract: Purpose: This descriptive study aims to explain technological determinants related to the disclosure of local government financial statements proxied in the variables of Telecommunications Network (X1), Internet Access (X2), Technology Development (X3), e-Government (X4), Website Accessibility (X5), Press Visibility (X6), and E-Procurement (X7) Method: A quantitative approach at the descriptive level is used in this study. The non-probability technique of the purposive sampling type obtained 450 observations from 150 samples of district local governments in Indonesia during 2017-2019 through documentation and literature review of secondary data. Data analysis using SPSS software. Results: The average level of telecommunications networks, quality of internet access, technology development, e-government, ease of website accessibility, and the frequency of procuring goods and services online for Indonesian local governments are in moderate numbers. Limitations: This study is only up to the level of describing the sample and using a limited number of ICT determinants. Some of the technological factor data used in this study are not detailed based on the district government, due to limited information obtained through the Ministry of Communication and Information and the Central Statistics Agency (BPS). Contribution: These findings contribute to central and regional governments as regulators and decision makers in formulating policies to consider technological factors related to financial report disclosure in order to realize transparency and public accountability in a time-effective and cost-efficient manner. In their view, Indonesia is now no longer at war with Islam, they firmly stated that establishing the Unitary State of the Republic of Indonesia is one of their responsibilities in maintaining and implementing non-secular shari'ah. The Muslim community, especially NU, has a strategic function in building a spirit of war against colonialism as well as being a unifying element of the nation and state, so that it is only natural that the most effective until now is that we are at the forefront of being protective and caring for the Unitary State of the Republic of Indonesia. Caring for the Unitary State of the Republic of Indonesia through values Aswaja's values ​​demand the use of information media. More or less, NU already knows it. Apart from publishing print media such as Ar-Risalah, Hall, and the like, NU has also taken advantage of the internet by spreading NU Online since 2003. From this, the slogan "Technology as Tradition" was born. Hopefully the integrity of the Unitary State of the Republic of Indonesia can be maintained until the appointed time, through the integration of Aswaja An-Nahdliyah values ​​into the lifestyle of the state and Islamic faith on this earth. The true teachings of Ahlusunah wal Jama'ah Islam which can be upheld through means Nahdlatul Ulama is very closely related to the State of Indonesia. These teachings are at-tawassuth (central mindset), at-tawazun (balanced), al-i'tidal (perpendicular), and tasamuh (tolerance). The relationship between the Aswaja Annahdliyah studies within the Indonesian State is in accordance with the noble ideals of the Indonesian nation. His mindset that upholds tolerance and moderation has made him widespread within Indonesia. We will continue to impart many noble values ​​from Nahdlatul Ulama, namely the homeland of Indonesia. As an original Indonesian organization, NU also has a good influence in the Indonesian state. Indonesia is considered pleasant because NU's mindset is balanced, tolerant and light. Aswaja values ​​are very vital to be developed in Islamic development in Indonesia today. In addition, the Aswaja training emerged because of the desire of the Indonesian people, especially as understanding in non-secular training and moral formation, male or female, and noble male or female. The inculcation of Aswaja values ​​cannot be most effectively carried out in formal academic institutions, but is also aimed at a wider network (non-formal and casual training). For example, regular recitation programs packed with ulema' are very good for cultivating non-secular value expertise in society. It also aims to strengthen men or women, morality, and men or women from the network. Men or women from well-formed networks turn into extraordinary men or women from nations and countries as well.

Abstract: As one of the fastest growing countries with the largest population in the ASEAN region, cities in Indonesia are constantly evolving and changing. Although the current political establishment is planning to relocate the country’s capital to the Kalimantan island, comparative research on Indonesian cities is very limited. Indonesia is an archipelago country that consists of 17,508 islands and at least 514 urban areas, of which 98 of them can be categorized as cities. This paper will focus on examining variations in provincial capital cities from Indonesia’s 6 regions: Sumatera, Java-Bali, Nusa Tenggara, Kalimantan, Sulawesi, Maluku-Papua. The paper uses OpenStreetMap (OSM) vector datasets to study the geometric properties of street centerlines and the regression techniques on the Landsat satellite images of these cities processed in GIS to study land-use patterns. The paper also uses the method of patterns classification from volunteered geographic information systems (VGI) to study street orientational patterns utilizing OSMnx. Finally, the paper uses space syntax methods to describe the topological features of natural street networks of the cities. The results of this study show that there are statistically significant regional variations among cities in Indonesia. They also show that street network orientations are correlated with global integration values indicating that movement potentials could be affected by spatial shape patterns in these cities.

Online gambling is a form of traditional crime transformation that turns into a crime operating in cyberspace. In the formulation of legal policies in various countries, not all countries declare online gambling as a criminal act. There are countries that legalize online gambling, there are countries that are in the gray area, and some are banning<br />online gambling. In this study there are two issues discussed, namely the application of jurisdiction in the criminal acts of online gambling and criminal law policies against online gambling. The application of jurisdiction in criminal acts of online gambling must pay attention to the rules of international law, where a country cannot enforce its rule of law in another country. Provisions regarding online gambling jurisdiction are regulated in Article 2 of Act Number 11 of 2008<br />concerning Electronic Information and Transactions. International cooperation in law enforcement on online gambling can be carried out as long as there are international agreements between countries and both countries alike establish online gambling as a crime. Criminal law policy on online gambling in Indonesia formulates online gambling as a criminal act as stipulated in Article 27 paragraph (2) of Act Number 11 of 2008 concerning Information and Electronic Transactions.</p>

Abstract. The Mw = 9.3 Sumatra earthquake of 26 December 2004 generated a tsunami that affected the entire Indian Ocean region and caused approximately 230 000 fatalities. In the response to this tragedy the German government funded the German Indonesian Tsunami Early Warning System (GITEWS) Project. The task of the GEOFON group of GFZ Potsdam was to develop and implement the seismological component. In this paper we describe the concept of the GITEWS earthquake monitoring system and report on its present status. The major challenge for earthquake monitoring within a tsunami warning system is to deliver rapid information about location, depth, size and possibly other source parameters. This is particularly true for coast lines adjacent to the potential source areas such as the Sunda trench where these parameters are required within a few minutes after the event in order to be able to warn the population before the potential tsunami hits the neighbouring coastal areas. Therefore, the key for a seismic monitoring system with short warning times adequate for Indonesia is a dense real-time seismic network across Indonesia with densifications close to the Sunda trench. A substantial number of supplementary stations in other Indian Ocean rim countries are added to strengthen the teleseismic monitoring capabilities. The installation of the new GITEWS seismic network – consisting of 31 combined broadband and strong motion stations – out of these 21 stations in Indonesia – is almost completed. The real-time data collection is using a private VSAT communication system with hubs in Jakarta and Vienna. In addition, all available seismic real-time data from the other seismic networks in Indonesia and other Indian Ocean rim countries are acquired also directly by VSAT or by Internet at the Indonesian Tsunami Warning Centre in Jakarta and the resulting "virtual" network of more than 230 stations can jointly be used for seismic data processing. The seismological processing software as part of the GITEWS tsunami control centre is an enhanced version of the widely used SeisComP software and the well established GEOFON earthquake information system operated at GFZ in Potsdam (http://geofon.gfz-potsdam.de/db/eqinfo.php). This recently developed software package (SeisComP3) is reliable, fast and can provide fully automatic earthquake location and magnitude estimates. It uses innovative visualization tools, offers the possibility for manual correction and re-calculation, flexible configuration, support for distributed processing and data and parameter exchange with external monitoring systems. SeisComP3 is not only used for tsunami warning in Indonesia but also in most other Tsunami Warning Centres in the Indian Ocean and Euro-Med regions and in many seismic services worldwide.

One of parameters for observing weather elements is the amount of rainfall. The rainfall observation system is using ARG. The existing condition uses cellular network-based IoT. In this study, researchers tried to provide an alternative communication system for ARG data acquisition networks using LPWAN-based IoT technology. Comparison of three LPWAN IoT technologies that can be applied to ARG communication systems, namely NB-IoT, Sigfox, and LoRaWAN. The three LPWAN technologies have followed the Republic of Indonesia Minister of Communication and Information Regulation No. 1 of 2019. These three technologies can be used for ARG data acquisition networks. LoRaWAN technology in rural areas reaches 20 km. LoRaWAN devices that meet frequency requirements have been sold freely on the internet with the 920 MHz frequency band. Of these three technologies, only LoRaWAN can be used to build private or internal communication networks. This is an added value for BMKG to build district or provincial scale LPWA WAN networks in regions that are constrained by the transmission of ARG data through cellular networks.

Around the world, the adoption of digital health applications is growing very fast. The use of e-health laboratory systems is increasing while research on the factors that impact users to use e-health laboratory systems in Indonesia has not been done much. The objective of this study is to analyze the behavioral factors of e-health laboratory users. This study includes a survey conducted on Indonesian users, and data analysis was carried out thoroughly. Based on the Technology Acceptance Model, this research framework explores a combination of variables consisting of task-driven, technology-driven, human-driven, and adoption variables to form the model proposed in this study. This model was verified using the Structural Equation Modeling (SEM) method for factor analysis, path analysis, and regression. A total of 163 respondents were collected to evaluate this research model empirically and the level of this study were individuals. These three problems are all essential in affecting usage intentions in adopting an e-health laboratory system. Specifically, task technology fit, information quality, and accessibility show a direct effect on both perceived usefulness and perceived ease of use factors perceived by the user, and have an indirect influence on the adoption of an e-health laboratory system through these two factors. The design of an online laboratory system affects perceived ease of use and personal innovativeness factors affect the perceived usefulness that users feel when adopting a laboratory system, while task technology fit and personal innovativeness factors do not affect the perceived ease of use. However, overall technology characteristic and perceived usefulness followed by design are the main predictors of adopting an e-health laboratory system on e-health systems in Indonesia.
