The press appreciation of political working, place and roles of constitutionnal institutions and political forces is also underscored. Then, through the analyse of daily-papers phrasing, we defined how the press returns specifics events-as election time in 1976-77 and 1983-84. Full textOn political market, information is a key element to understand the strategies of the actors. During political campaigns, the candidates commit to honor their promises in electoral platforms and, when they are elected, they choose informational strategies to implement public policies they prefer. These two cases correspond respectively to a situation of selection adverse and hasard moral. Politicians benefit from a + natural ; informational rent which they can reinforce through informational strategies, during electoral campaigns and during a mandate. At the stage of the selection of the representatives, the electorate don't know the ideological preferences and the sincerity of the candidates. It corresponds respectively to an horizontal quality and a vertical one. We show that signalling mechanism inform citizens in an imperfect way. During a mandate, political ambiguity is a dominant strategy to implement public policies, in the purpose to conceal some private components of their utility function. In other words, as we show it in the first part of the thesis, a selection bias appear at the time of elections and a political bias appear during a mandate. In the second part, we question the conditions of a democratic control on political market. During political campaigns, citizens can filter the candidates' lying strategies as soon as they base their electoral decision on informational shortcuts, like ideology, and not on ambiguous and not credible promises. It is not rational to be ignorant, it is rational to be informed at the lower cost. In other words, citizens don't react in a mechanic way to the informational strategies in a context of selection adverse. Despite of this, the good selection ex ante doesn't guarantee the lack of shirking behavior ex post. Now, we show that there exist monitoring mechanisms with hasard moral : retrospective voting and political parties. On a temporal infinite horizon, elections form an efficient incentive, for the political leaders, to respond to the wishes of the citizens. Finally, a democratic control appears on political market, despite of the informational asymmetries, only if checks and balances and informational relay permit respectively to inform the electorate when the political decision makers shirk -mass media-, and to reveal electorate's preferences to the political leaders -collective actions

Full textThis thesis develops three formal models of collective choice, stressing the idea that considering political conflicts to be about beliefs and not only about interests may prove useful. The first model attempts to account for a well-established yet so far unexplained empirical regularity : the tendency for political conflicts to be organized along one main dimension. It considers a world inhabited by agents endowed with identical preferences but different initial beliefs about the effects of the possible collective decisions, and analyzes strategic communication about information relevant for the collective decision. It analyzes the asymptotic properties of the sequence of beliefs and shows that it converges toward a onedimensional distribution, whatever the geometry of the initial disagreement. The second model studies the transmission of information about a collective decision in a world where individual interests differ. It shows that information transmission tends to be perfect as preferences tend to coincide, but that it also tends to become very imprecise as the number of agents increases, to the point where only two messages are used. The third model deals with the political economy of federalism. It mainly studies the magnitude of redistribution in a federation according to the nature of the federal institution federal democracy or intergovernment negociation, and shows that expanding the set of available fiscal tools may make the formation of a federation more difficult if it facilitates the expropriation of a nation

Full textOccitan and political paper in Gironde ( 1860-1914 ) The project of thesis consists of an analysis of the non-literary practices of the Occitan in Gironde between 1860 and 1914, essentially in and around the press. The project is served by the existence of an impressive already skinned, referenced and listed corpus, articles, bills, songs and poems in langue d'oc, appeared during this period within diverse Girondist organs of press. We are talking about an Occitan of complicity used for political purposes: it is a question of touching the masses of voters stemming from rural circles, which do not still master, for the majority, French. This study allowed to highlight an almost unexplored piece of the publishing of Bordeaux world of the XIXth century : the political paper in Occitan. Or under the shape of printed pamphlets, without using the new vector of distribution of the information and the opinion that is the press, this paper gave rise to real large-scale productions. Becoming integrated into previous Occitan linguistic practices peculiar to Bordeaux, it knew how to be renewed until join the margins of the Occitan rebirth movement, besides quasi-non-existent in the country at that time. Revealing the interest for the political circles to use the minority idiom to the urban area of Bordeaux and around, this paper allows us of touch of the finger a still badly known sociolinguistic reality, in which one conscientizacion of the masses in the republican project (or to oppose it) needs the occitan language
