Abstract:
Provision of e-services in Nigerian academic libraries has been around for some time. However, while studies of user satisfaction with traditional modes of library services in these libraries are countless, those focusing specifically on user satisfaction with their e-services are rare. This study therefore investigated the factors that determine students’ use of and satisfaction with the e-services sponsored by a multinational telecommunication firm in a Nigerian university library. The design for the study was both quantitative and qualitative, involving a multistage sampling technique. A questionnaire was used to sample 400 registered students of the library, while 40 students who are non-users of the library’s e-services were interviewed. The 382 valid responses were analysed statistically while the interview responses were analysed thematically. The study found that among those who use the e-services, their level of use was significantly predicted by all the examined e-library service factors (system quality, service quality and information quality), e-library environment, students’ gender, computer/IT self-efficacy and satisfaction with e-services. However, students who were not using the e-services mentioned the following factors, amongst several others, as responsible: lack of awareness of the services, inadequately skilled ICT manpower to support users, absence of user training, inadequate ICT infrastructures including inadequate Internet access and unreliable campus network. Needed to boost the use of and user satisfaction with the e-services are attention to the services, these resource availability factors and the investigated service delivery factors.

PurposeThe purpose of this paper is to examine the use of social media in the marketing of academic library resources and services in Kuwait and identifies the factors related to the use of social media applications in marketing academic libraries.Design/methodology/approachA quantitative data-collection approach using a paper and online questionnaire has been employed to elicit the opinions of librarians working in academic libraries in Kuwait in both private and public institutions. In total, 89 valid questionnaires have been analyzed using descriptive (frequencies, percentages, means and standard deviations) and inferential statistics (factor analysis, correlations, experimental analysis and regression).FindingsThe study shows that the academic librarians have a positive perception toward the use of social media. The identified factors relating to the use of social media for marketing library information resources and services are the usefulness of social media tools in raising awareness and in providing needs analysis and satisfaction assessments. However, management support for the use of social media for library marketing is poor.Practical implicationsThis study provides insights into the factors related to the use of modern social media platforms to promote information resources and services at academic libraries to provide outreach services to current and potential users.Originality/valueThis research contributes to the field of information studies as it highlights the importance of using social media platforms in marketing academic library information resources and services. Library administrators could use the results to develop social media marketing plans to effectively promote their library resources.

This study conceptualizes how librarians perceive social media in library and information service delivery. The study consults and review previous research on the use of social media to provide service delivery by librarians by librarians. Social media encourages librarians to create new knowledge, ideas, and services and share it across their community of users. Service delivery is the primary function of any university library. Due to the difficult nature of traditional library services, libraries now embrace and adopt some social media tools for service delivery. This research highlighted the opportunities offer by social media to improve service delivery, the study also discuss the categorization of social media, types of social media, applicability of social media, challenges face by librarians when using social media and strategies on incorporating social media when using service delivery. Based on the conceptual review carried out, majority of studies reveals that librarians use social media and ICT in information service library and the most use form of social media is the Facebook, WhatApps and twitter, but, however, they do encounter obstacles in terms when using the social media. The study concludes that librarians actually use social media for library information service delivery, but yet there is a lot of challenges for proper use of social media in library and information delivery. Therefore, the study recommends that university libraries should incorporate more social media to provide effective services to their clients and adequate finance should be provided regularly by the university management to improve the use of social media in information service delivery and finally librarians should render more proactive and more quality social media services to meet the information needs of clients

Purpose – The aim of this article is to describes Sprague Library’s experience in using EBSCO Discovery Service (EDS) to market library services and resources in order to draw conclusions for other institutions. Design/methodology/approach – Uses the case study of Montclair State University in developing a strategy for using Discovery Tools as a library promotional tool. Also includes examples from other institutions. Findings – EDS (and other Discovery Services) can be helpful in highlighting library resources and services that may go unnoticed. Studies show a correlation between discovery tools and increased Interlibrary Loan (ILL) activity so it’s important to promote services like ILL within your discovery service. Practical implications – With a reasonable effort, libraries can use discovery tools to provide additional modes of communication with users. Originality/value – Highlights some of Sprague Library’s unique efforts in utilizing EDS to promote library resources and services.

Library services and products have associated costs, including direct monetary costs and indirect costs such as time. The decision to acquire or provide a particular product or service should involve an examination of its costs and benefits to library customers. One technique for analyzing cost-effectiveness is to perform a cost-benefit analysis (CBA). CBA involves analyzing the benefits, or potential benefits, of offering a product or service and comparing them to the costs of offering that product or service. This article describes a study in which CBA was used to examine the cost-effectiveness of an electronic database. Librarians can use the results of CBA studies to justify budgets and acquisitions and to provide insight into the true costs of providing library services.

Purpose The purpose of this paper is twofold. It first examines cross-institutional benchmark data about “library as place” from 99 US schools in the Measuring Information Service Outcomes (MISO) Survey (www.misosurvey.org). The data demonstrate the value of “library as place” to students in particular. Second, the paper shares case studies of how two college libraries made MISO Survey “library as place” data actionable. Lafayette College (Easton, Pennsylvania) analyzed local MISO Survey data after a renovation to validate return on investment. Earlham College (Richmond, Indiana) analyzed MISO Survey data to help secure a science library renovation and to justify an architectural study for its main library. Design/methodology/approach The paper begins with an analysis of “library as place” using aggregate benchmarks derived from US college and university respondents between 2012 and 2015. Specifically, the paper contrasts student and faculty perceptions of “library as place” via national benchmarks about: library services importance, satisfaction, and use (three benchmarks); hybrid online/“place-based” library services importance, satisfaction, and use (three benchmarks). Pivoting from higher education to individual, local perspectives, two case studies reveal how academic libraries used MISO Survey findings to demonstrate the value of “library as place” for renovation purposes. Findings The findings include that undergraduates make more frequent use than faculty of place-based services such as reference, equipment loans, and physical course reserves. Undergraduates also find most of these services more important than faculty do. Faculty makes generally more frequent use than undergraduates of online services such as library databases and the catalog. They find that these services to be more important than undergraduates do. Faculty and undergraduates use newer library discovery systems with equal frequency and find them to be equally important. Undergraduates find comfortable library spaces to be very important, and faculty considers them to be only a bit less important. Originality/value This is the first paper using MISO Survey data to focus on the importance and satisfaction of place-based library services involving cross-institutional comparisons for students and faculty. Previously published research using MISO Survey data have compared the use of place-based library services. This is also the first paper to offer case studies about how institutions use MISO Survey data to demonstrate the value of “library as place.”

PurposeThe study examined users' perceived level of service at the African Union Court on Human and Peoples' Rights (AUCHPR) library in Arusha, Tanzania.Design/methodology/approachThe study adopted a quantitative approach in line with the tenets of the LibQUAL and SERVQUAL protocols, which were used as theoretical lenses and informed the development of questionnaires which were used to collect data. The target population consisted of 94 library users.FindingsThe study found that the library's best services, in terms of their quality and as perceived by users, lie in its human resources (i.e. affect of service, assurance and responsiveness). On the other hand, the lowest perceived level of services was recorded in the aspects related to information collection and physical facilities (i.e. library as a place and tangibles).Research limitations/implicationsThis study was based on the African Court on Human and Peoples' Rights library in Arusha, Tanzania. The study covered both internal and external users of the library.Practical implicationsThe study identified strengths and weaknesses of the African Court library as far as the perceived level of service is concerned, and the findings can therefore be used to inform decisions on the improvement of quality of the library services. In so doing, the library will be in a stronger position to offer quality services and assist the court in attaining its objectives of promoting and protecting human rights in Africa. With improved library service quality, the non-judicial staff, external users and society in general will stand to benefit from the library.Originality/valueWhile drawing lessons from previous service quality studies, this study is the first quality assessment study to be done in the African Court library. It is also the first to use a combination of LibQUAL and SERVQUAL models in the context of the African Court library services.

PurposeThe purpose of this paper is to present findings of a study conducted to determine eReadiness status of public university libraries in Malawi to use mobile phones in the provision of library and information services.Design/methodology/approachThe researcher carried out in-depth semi-structured interviews with university/college librarians and information and communications technology (ICT) directors using interview guides. Students were also administered with a survey questionnaire that contained closed- and some open-ended questions. Proceedings of the interviews were recorded using a tape recorder whilst backup notes were recorded in a notebook. Qualitative data were transcribed and analysed using NVivo software whilst quantitative data were analysed using SPPS.FindingsThe study findings revealed that institutions studied had the ICT infrastructure necessary for offering library and information services on the mobile phone platform. Moreover, students had mobile phones which were connected to internet to facilitate their access to services offered. However, the institutions covered by this study did not have operational ICT policies to govern the operations of library and information services offered through mobile phones although draft ICT policies were available. The study further concluded that though the human resources required to manage the provision of library and information services through mobile phones in the institutions studied were available, they did not have the necessary skills and numbers to provide quality services. Other findings revealed that attitudes of library staff and students to the offering and access to services through mobile phones were positive. The study also revealed that there are some factors that could impact the offering of library services through mobile phones.Research limitations/implicationsAlthough Malawi has four public universities, this study only focused on three of them. Moreover, academic staff is another important user group of academic libraries. In this case, findings reported in this paper only focus on students. This implies that library’s readiness to offer services through mobile phones to this group remains unknown hence may have to be covered by future studies. Much as the study incorporated a quantitative strand in addition to the qualitative one, it neither involved theory testing nor confirmation as is the case with other related studies. This implies that the two theories used in this study (the unified theory of acceptance and use of technology and the technology-organisation-environment) were not used in the strict sense, which is empirical at the core, but rather to put the problem studied in the context of other related studies.Practical implicationsThe findings have practical implications in that they can be used for planning the implementation of library and information services through mobile phones in public university libraries in Malawi. Other related institutions can also use the findings as a reference point in planning the implementation of similar services.Originality/valueStudies relating to the use of mobile phones in the delivery of library and information services have not been conducted in public universities in Malawi. Findings of this study will, therefore, inform researchers intending to conduct similar or related studies not only in public universities in Malawi but other related institutions as well.

Purpose – The purpose of this paper is to examine users’ attitude toward the implementation of information technology (IT) on the library of Sanjay Gandhi Post Graduate Institute of Medical Sciences (SGPGIMS). The paper also aims to explore the hindrances and recommendations for IT-enabled services and find out the present status of automation in the library of SGPGIMS. Design/methodology/approach – A well-structured questionnaire was designed to collect the data for the present study. A thorough survey of the literature was done to examine the findings of the earlier relevant studies. Findings – The results of the survey provide the important information regarding the state-of-the-art of the users of mentioned library. It also finds the barriers due to which overall implication of IT is being delayed. The findings of the study bequeath measures to eradicate the barriers and get the fully automated medical library. Originality/value – The study will have important implications on policymakers, librarians and other higher authorities of SGPGIMS to improve the IT status of their library. It evaluates the users need and points out the measures which can improve the IT status of these libraries.

Objectives: The purpose of this study was to create a checklist that could be used in the training of a college of pharmacy faculty so that there were no gaps in their information literacy; to implement the checklist; and to measure the users response to the intervention. Methods: A checklist was developed that covered the information resources of the library and the information skills needed by pharmacy faculty. All faculty were required to meet with a librarian during the academic year and cover everything on the checklist in one or multiple sessions. Faculty were surveyed as to their responses to the training. Results: Librarians learned the value of using a checklist. Better relationships were developed with the college of pharmacy faculty. Weaknesses in the libraries training of pharmacy faculty were discovered and remedied. Conclusions: Checklists are used in medicine to obtain quality. Checklists can be used in medical librarianship for the same purpose.

Abstract:
This study explored the users' perception of the service quality and value of the libraries of the Ghana Institute of Journalism (GIJ) and Ashesi University College (AUC). Concepts like value, impact, quality, academic library service quality formed the conceptual framework of the study. The study is a comparative case study that solicited information from the perspectives of students, faculty and library staff. Open and closeended questions were adopted to gather data from 185 and 147 third year students of GIJ and AUC respectively. All library staff and 15 faculty staff each from the two institutions were interviewed to augment the responses from the students. Statistical Package for Social Science was used to analyse the closed-ended questions and descriptive statistics such as frequencies and percentages were used to present the data analysis. Data from the interviews and open-ended questions were analysed qualitatively. Findings from the study showed that the libraries were used more frequently by students than by faculty staff. The perceptions of the quality of library staff services were found to be satisfactory in both libraries. The library environment and information resources were considered adequate by AUC library users, whereas they were considered as inadequate and poor at GIJ. In all, it was found that the quality of services and the value users derived from AUC exceeds that at GIJ. The most valued aspects of the libraries were the library collections, and the friendliness and willingness of library staff to assist users. It was also found that users derived a number of benefits from using the libraries, but the libraries had no specific guidelines for measuring their value. In the past, value had been determined by the use of the library resources and success stories of users. The study considered the nature of library value and made recommendations for improving library services.

The study seeks to explore the use of electronic information resource in the University of Fort Hare (UFH) Library. The objectives of the study are to determine factors that influence acquisitions of electronic information resources at UFH library, to find out the user’s responses to electronic information resources in the library and identify the challenges faced by UFH library regarding the usage of electronic information resources. The literature review was conducted through an acquisition of electronic information resources in academic libraries, collection development policies of academic libraries in South Africa and application of electronic information resources within South Africa and globally. The study is based on Diffusion of innovation (DOI) theory. The study adopted qualitative and quantitative approaches, and the non-probability sampling-Quota sampling was used for students and purposive sampling technique for librarians and academics. The data was collected with self-administered questionnaires and document analysis. The study found that academics were not fully involved in the acquisition of the library electronic information resources; therefore, there is a lack of communication about the acquisition of electronic resources. The study further reveals that there is usage of electronic information resources; however, there are library users who prefers to use search engines such as google, yahoo etc. It was also identified that there are two important barriers that hinder the use of electronic information resources, i.e. physical and personal barriers. The study recommends that University of Fort Hare library should consider including e resources in the collection development policy. It is also recommended that the library online training/tutorials must be installed on the library website to increase the usage of e-resources. In order to stay relevant and visible, librarians should embrace new opportunities and go beyond the comfort zone of traditional librarian principles.

Abstract:
Public libraries place importance on information technology for the delivery of quality services. One aspect of quality services is knowing the usage in the electronic information resources (EIRs) among the users. This study was carried out to investigate the use of the EIRs at the Penang Public Library Corporation (PPLC). The findings revealed that EIRs services provided by PPLC are being regularly used by the users. It was noted that the younger group relied more on the EIRs. The most preferred EIRs were Internet (51.9%) and OPAC (43.2%). The preference of Internet was higher among school students with 25% users and college students with 17.2% users, whereas preference of OPAC was higher among the professional group with 30% users. It was determined also that most of the users who used Internet were for information searching. For OPAC, they seemed more likely to use title search in searching library materials and they learned to use the OPAC by themselves. The usage of other EIRs were less popular with Electronic Journals (19.1%), Online databases (16.0%) and CD-ROMs (7.4%). It is recommended that PPLC must strive aggressively to promote the less popular EIRs that are provided but seldom used by the library users. PPLC also needs to improve its training programme in order to help users to enhance the use of EIRs.

The aim of the study was to examine students' adoption and perceptions of library and information mobile services at the University of Namibia (UNAM), Main Campus. The research objectives were: to assess factors influencing students' adoption and use of wireless technologies that enable them to access library and information services at UNAM Main Campus; to determine the challenges/opportunities that students face when accessing library and information mobile services at UNAM Main Campus; and to identify students' perceptions of the library and information mobile services offered by UNAM Main Campus library. The study employed a mixed methods approach to gather and analyse data, and was supported by the Diffusion of Innovations theory (DOI). Data were collected from students using a convenience sampling method while purposive sampling was suitable to gather the qualitative data from library staff. Data collection from students was facilitated through a questionnaire, and library staff were interviewed. The study findings showed that mobile phones and laptops have been widely adopted and used by UNAM students. The study concludes that the attributes of innovation (relative advantage, compatibility, complexity, trialability and observability) are considered to be the influencing factors in the adoption and use of wireless technologies that enable students to access library and information services. The study results indicated that students enjoy the benefits which wireless technologies provide such as mobility, flexibility, convenience, engagement and communication in improving learning and academic performance and specifically in accessing library and information mobile services. However, slow network speed/network congestion during peak hours, limited Wi-Fi network coverage in areas and network downtime are some of the challenges that are frequently experienced and frustrate UNAM students when learning and accessing library information services. Though some students are not satisfied with the current provision of library services, and perceived them as inadequate due to limited access, lack of awareness and marketing of mobile services, and lack of a library mobile application, the majority of students perceived library services as adequate due to regular instant interactions and communications via emails, telephones and social networks that they exchange with librarians. The study recommends, among other things, that UNAM library staff be innovative in marketing and creating awareness of information resources and services to attract more students and increase library usage. Since there is no mobile application at vi UNAM library, the study recommends that the library design a mobile application to assist in providing library services to users with mobile devices.

The purpose of this study was to determine what factors facilitate and what factors inhibit computer use in the Student Affairs Divisions of James Madison University (JMU), Virginia Polytechnic Institute (VPI), and Mary Washington College (MWC).;The population for this study was student affairs officials and related personnel deliberately selected from three Virginia public institutions.;The following conclusions were drawn from the findings of this study. (1) MWC is in the beginning stages of automation, JMU is moving in the direction of state-of-art technology while VPI's current status has reached the level regarded as state-of-art. (2) The status of CBISs at MWC, JMU, and VPI is affected by the time period in which automation occurred. (3) Student affairs' users at MWC, JMU, and VPI perceive CBISs positively. (4) Respondents believe using CBISs on the job simplifies tasks, helps monitor data flow, increases efficiency, makes output professional, makes data timely and accurate, improves the communication process, and does not significantly affect changes in policy. (5) No significant organizational changes have occurred at MWC or JMU while several organizational changes were identified at VPI. (6) The institution's mission and size influence the direction institutions take in regard to computer technology. (7) Respondents were satisfied with the microcomputer support and training received. (8) All users mentioned mainframe computer support was slow and uneven and many outside influences seem to impact the quality of this service. (9) It is clear that at JMU and VPI the integrator's role positively affects the use of computers. (10) The role, professional background, and personal characteristics of integrators were indentified and summarized. (11) Institutions of higher education should identify the integrators on their campuses and promote and support their role. (12) Top leadership commitment plays a crucial factor in facilitating computer use. (13) The lack of long range plans for the improved use of computers do not significantly affect the use of CBISs at MWC, JMU, or VPI.;Since very little research has been conducted on Student Affairs Divisions' use of CBISs, future research should focus on how data collected on students improve the effective operation of student affairs offices.

This thesis explores the attitudes of public library staff of the Cape Town Administration library Service in 2005 to information and communication technologies (ICTs). This inquiry was appropriate because free Internet access was in the process of being rolledout to public libraries in the Western Cape, and library management was considering investing in a new library management system (LMS). The two systems investigated were the Internet and the BookPlus LMS. The survey instrument was a hardcopy questionnaire, which incorporated an amended version of a well-established technology acceptance model, and was designed to allow for both quantitative and qualitative data to be collected. Analysis of the results suggest that librarians' attitude to ICTs was generally positive. Concerns were raised about both systems, mainly due to their unique characteristics, service history and the manner in which the systems had been implemented. Quantitative results indicated that staff attitudes towards the use of both systems were strongly related to staff perception of the usefulness of the system. The insights obtained from the results of both systems suggest that an understanding of staff attitudes towards ICTs can positively inform implementation strategies and improve user adoption of new technologies.

Abstract:
This study focused on measuring the importance and contribution of information obtained from the library, particularly electronic information services (EIS), to success in solving clinical problems in hospitals. Three research questions with three main hypotheses were advanced and tested on clinicians in 44 hospitals in Hong Kong. The findings were tested against the framework from Wilson's (1996) existing general information behaviour model, from which a new extended model for clinicians was built. Measures of EIS were then derived from the new model. The research was broadly divided into a series of five studies in two stages: nominal group, quantitative survey, and interviews in the first stage, and randomized controlled study as well as the analyses of statistical data and computer transaction logs in the second stage. The key results in Stage I led to the studies in Stage 11. The randomized controlled study in Stage 11 attempted to reduce the barriers identified in the information environment, with a view to test the results of an educational intervention, and to confirm that the hypotheses were true given reduced barriers and the presence of enabling conditions. The effects of the interventions in this experimental study were validated and verified by statistical data and transaction logs. Corroborative evidence from the two-stage studies showed that the three main inter-connected hypotheses were supported: success in problem-solving is related to the information sources used; user satisfaction is related to success in problem-solving; and EIS use is an indicator of user satisfaction. EIS use is determined by a number of factors: the preference for EIS, the use of the library, the skills and knowledge in searching, the profession of the user and the characteristics of the work environment. Educational intervention was found to improve success in problem-solving, the attitudes, skills and knowledge in searching, the satisfaction with and use of EIS, and is an important enabling condition. The research rejected part of the first hypothesis posed that success in problem-solving is related to clinical question posed and suggests that further research is needed in this area. The study supported the extension of the general model to clinical information needs and behaviours and found new relationships. The study found an additional determinant of EIS satisfaction, the satisfaction with the information obtained. EIS satisfaction would not be changed by educational intervention alone if the information obtained was not satisfactory. On the other hand, education can improve EIS satisfaction regardless of whether the problem has been solved. Of critical importance is the time factor in determining the use (or non-use) of EIS. There is new evidence that the awareness of the user of an answer in literature is a determining factor for active searching. Borrowing the concept of opportunity cost from economic theory, the researcher relates it with the differing levels of self-efficacy and postulates a model for planning EIS and related library services. From the new extended model of information behaviour, sixteen main measures or indicators were tested on a proposed framework in developing performance measures to diagnose information behaviours and predict EIS use, satisfaction and success in problem-solving. In measuring EIS, the researcher suggested the holistic approach in assessing traditional (non-electronic) library and information services as part of information behaviours of clinicians. The study pointed to the imbalance between self-efficacy and the actual skills and knowledge of users in their searching mentality and activities and the implication for library practice. Qualitative aspects that require further research on measurement were suggested. The study has important ramifications for theory and practice for the information professional. The new extended model of information behaviour for clinicians establishes deterministic relationships that help explain why an information search is pursued actively, continuously, or not at all. Measures that have been derived from these relationships can help diagnose and predict information behaviours. The study highlights the flexibility and utility of the general model of information behaviour. Also, this is the first time that such a methodological approach has been adopted to derive EIS measures. The application of the randomized controlled study methodology in information science was proven to be feasible and yielded definitive results. The researcher proposes that further development of information behaviour model should incorporate the element of knowledge generation process in an organization.

A number of studies have focused on the use of e-libraries, drawing numerous conclusions about the use and challenges facing e-libraries. This article therefore presents a review of the literature on the use of e-libraries in universities with a particular interest in Nigerian institutions. The article examines the concepts and the antecedents of electronic libraries. The review shows that a number of approaches have been used to assess the use of e-libraries, and that computer self-efficacy has an impact on the performance while technological innovation, by extension, enhances the satisfactory use of electronic library systems. In addition, the review underscores the fact that there are few studies that pay attention to the satisfactory usage of electronic libraries in Nigerian universities. The article thus concludes by restating the important roles those e-libraries play in information service delivery. Recommendations for further studies on the mode and modalities with which effective training is conducted especially in the area of information search skills are made.

An analysis of the literature on access and accessibility in academic libraries identified five themes including: evaluating electronic resources and services for disabled users, examining the digital divide and electronic access in countries with limited resources, analyzing access to library collections and services, increasing access to electronic resources and services, and utilizing tools to promote access to resources. The review highlighted the importance of assessment, user studies, collaboration, skills instruction, and technologies in fostering access and accessibility in academic libraries. Assessing all users' access to library resources remains essential in identifying issues with the delivery of services and materials through the web. User studies foster improved access to resources by revealing individuals' resource and instructional needs as well their physical impairments. Collaboration among various entities supports funding, resource acquisition, and service development, especially in countries with limited resources. Instruction, like collaboration, enhances users' access through the improvement of their information and digital literacy skills. Lastly, access and accessibility of library resources centers on the use of technology to support all users' abilities to utilize libraries materials and services. Students' access to library resources and services is critical for their completion of course work as well as their development of 21st Century skills.

Seeking scholarly information in the Digital Libraries is limited by the availability of reliable and affordable information and communication technologies. Information seeking in the Digital Libraries has been found to be limited to those scholars who are affiliated with organisations which have the money and skills to provide access. It has been found limited to those who are literate, information literate and have a command of the major languages of commerce and scholarship (English in particular). Infrastructure, education and skills as well as content were the three spheres identified in this Chapter as preconditions that must be satisfied if broad digital scholarly information is to be sought without restrictions. Provision of effective service in the Digital Libraries as recommended in this Chapter requires sufficient understanding of the real needs of information users and making precise efforts to satisfy them. This can best be achieved through formal in–depth studies of the information needs and seeking behaviour of users. Librarians, especially those involved in bibliographic instruction should be interested in ways individuals approach the library (be it digital or physical) and the methods they use to search for needed information. Strategies intended to improve the provision of library services should be redesigned towards information skills development and information resource awareness.

There has been a great deal of research conducted to investigate the information-seeking behavior of difference group of users. A search of current literature, however, reveals few studies dealing with information-seeking strategies of undergraduates in the electronic era. This chapter presents the results of a preliminary study of information-seeking among 675 undergraduates at Sultan Qaboos University (SQU). The study was designed to 1) explore undergraduates’ information-seeking behavior with e-resources; 2) identify the role of faculty members and librarians in assisting undergraduates to attain search skills; and 3) discover the differences between undergraduates in terms of their age, gender, academic year, and college. The study results indicated that only 3% of undergraduates use the electronic services and databases subscribed to by the SQU main library. In addition, the results showed that 57.7% of the undergraduate students at SQU used the Google search engine for their initial search. There is a statistical difference between undergraduate students in terms of their age and use of e-resources. Finally, this study found the role of faculty members and librarians in assisting undergraduates to learn search strategies is almost absent.

Today, companies are searching for these very professionals and will pay extraordinarily well to have such expertise in their organizations. As long as they change their mindset, evolve from conservative ideologies of what a library professional is, and retain and improve upon the traditional library services while seeking to develop techniques and technologies that effectively handle the workflow of the information dissemination process in a Digital Age—adapting technologies such as the KATIE Index, the MEL System, and the LISA Informationbase for the physical and virtual collection management requirements—most library professionals will be able to focus on becoming information experts and establish their relevance at the very epicenter of business and education. Open Access (OA) is a digital library service concept that distributes a whole library collection. A special library of oral folklore can provide oral folklore collections through OA services to the community or society. The purpose of this research is to know how the application of oral folklore OA in special libraries. The research method uses descriptive qualitative through literature studies. The author collects, sorts, and analyzes references according to oral folklore studies and OA that come from books, journals, and the internet. The results showed that librarians in special libraries can look for oral folklore in the community or society through cultural documentation and research activities. Cultural documentation is the activity of searching, collecting data, recording, and storing in various media, while research is a structured observation process in oral folklore. The results of cultural documentation and oral folklore then become a special collection of special libraries that can be shared openly to the community or society. So, librarians design Library Management Systems (LMS) and formulate policies in implementing OA. In addition, librarians also organize activities to share information on oral folklore through social media settings, the internet, library websites, and organize Search Engine Optimization (SEO). The conclusion of this research is that OA services can be implemented in special libraries through good cooperation between librarians and the community or society.

Background: Leisure, in the early days, was more aligned with reading and research activities and enjoyed a long term monopoly until the advent of Information and Communication Technologies (ICTs). The society milieu is now accentuated with arrays of technological innovations and academic activities are, therefore, relegated to remnant time resulting from application and the use of ICTs. While reading and research are required more now than ever, social media, as components of ICTs, present their distractive features. However, studies have shown that social media could be incorporated to promote and communicate academic and research activities. Methodology: The paper analytically reviewed empirical literatures on information as obtained from innovative and sustained academic activities, which is a key to research development. The paper also discussed ways academic librarians could adapt and utilize popular social media such as facebook, whatsapp, instagram, badoo, skype, imo, wechat, twitter, blogs, flikr and youtube to provide Library services, Selective Dissemination of Information (SDI), and communicate specialized literature search result, to promote purposeful networking, communication and transfer of information to support teaching and research activities. Abstract:
Covid-19 pandemic which hit various parts of the world has bring changes in living arrangements including library, documentation, and information. Thus, library organizations need to adapt in response addressing service demands in new normal era. This study analyzed the use of social networking services in the library post COVID-19 based on Zoom webinar. The analysis results revealed that most participants (97%) declare the importance of changing the role of libraries and librarians post COVID-19. In addition, as many as 88% of participants stated that innovation in creating new products by librarians is urgent to meet the users need post COVID-19. Changing the paradigm of librarians is also needed according to (94%) participants, by changing the mindset and working patterns of traditional librarians (providing services) into a creator of information and advancing skills set in digital literacy. The findings of this study are expected to help stakeholders improve library service.

Abstract:
Introduction. This paper discusses causes behind failed searches from the searchers’ perspective and examines associated emotions. Method. We conducted an online study with real users in their natural settings. Participants were asked to use a digital library and run one specific and one exploratory search task, using their own topics. They also answered pre- and post-questionnaires for both task types. Analysis. Three types of analysis were conducted: (i) one descriptive on answers in questionnaires, (ii) one textual on users’ failure reports to identify the causes and elicit associated emotions and (iii) one behavioural analysis of the interactions recorded in log files. Results. Users identified the lack of coverage and poor usability as main causes behind failed searches. We examined search behaviour along with declared perceptions of the causes behind failures and realised that the digital library functionalities were not fully used. Poor awareness of the digital library functionalities could be an unreported cause for search failures. In general, users had a positive attitude toward the digital library, expressing trust, joy, and anticipation. Anger and sadness were linked specifically to failed searches. Conclusions. There persists a need to improve the digital library systems and simplify their interfaces. The emotional effect is a significant factor that need to be considered in the user experience studies.

Abstract:
Model based diagnosis and supervision of industrial gas turbines are studied. Monitoring of an industrial gas turbine is important as it gives valuable information for the customer about service performance and process health. The overall objective of the paper is to develop a systematic procedure for modelling and design of a model based diagnosis system, where each step in the process can be automated and implemented using available software tools. A new Modelica gas media library is developed, resulting in a significant model size reduction compared to if standard Modelica components are used. A systematic method is developed that, based on the diagnosis model, extracts relevant parts of the model and transforms it into a form suitable for standard observer design techniques. This method involves techniques from simulation of DAE models and a model reduction step. The size of the final diagnosis model is 20% of the original model size. Combining the modeling results with fault isolation techniques, simultaneous isolation of sensor faults and fault tolerant health parameter estimation is achieved.

Abstract:
The HIV/AIDS epidemic has meant that an increasing number of chronically ill people need ongoing assistance with care and support. Programs providing home-based care (HBC) services are a key component of the response to HIV/AIDS. However, few programs are using operations research, including cost studies, to decide what services to provide and how to structure their services. In 2004, the Horizons Program undertook a study of six HBC programs from different South African provinces to provide key information to NGOs, government ministries, donors, and the programs themselves to inform decisions about service delivery. The study analyzed the cost of HBC services, the best use of resources, and how well programs are able to meet the needs of beneficiaries and their families. The sample represents programs that operate in rural areas and informal settlements. This brief focuses on the coverage, organization, volume, and costs of the services and on findings from two of the methods of data collection: financial records and service statistics, and interviews with financial officers, program managers, and caregivers.

Transport Network Companies (TNCs) have become a popular alternative for mobility due to their ability to provide on-demand flexible mobility services. By offering smartphone-based, ride-hailing services capable of satisfying specific travel needs, these modes have transformed urban mobility worldwide. However, to-date, few studies have examined the impacts in the Latin American context. This analysis is a critical first step in developing policies to promote efficient and sustainable transport systems in the Latin-American region. This research examines the factors affecting the adoption of on-demand ride services in Medellín, Colombia. It also explores whether these are substituting or competing with public transit. First, it provides a descriptive analysis in which we relate the usage of platform-based services with neighborhood characteristics, socioeconomic information of individuals and families, and trip-level details. Next, factors contributing to the election of platform-based services modeled using discrete choice models. The results show that wealthy and highly educated families with low vehicle availability are more likely to use TNCs compared to other groups in Medellín. Evidence also points at gender effects, with being female significantly increasing the probability of using a TNC service. Finally, we observe both transit complementary and substitution patterns of use, depending on the context and by whom the service is requested.

Social Network Analysis (SNA) is a promising yet underutilized tool in the international development field. SNA entails collecting and analyzing data to characterize and visualize social networks, where nodes represent network members and edges connecting nodes represent relationships or exchanges among them. SNA can help both researchers and practitioners understand the social, political, and economic relational dynamics at the heart of international development programming. It can inform program design, monitoring, and evaluation to answer questions related to where people get information; with whom goods and services are exchanged; who people value, trust, or respect; who has power and influence and who is excluded; and how these dynamics change over time. This brief advances the case for use of SNA in international development, outlines general approaches, and discusses two recently conducted case studies that illustrate its potential. It concludes with recommendations for how to increase SNA use in international development.
