Abstract:
The healthcare system is facing several major quality challenges. In 2005, the Institute of Medicine published a report on how systems engineering and improvements in information technology can help address and solve some of these challenges. Systems engineering (SE) and health informatics (HI) have been undergoing advancements over the years. Health systems engineering is an interdisciplinary field that has grown to encompass the design, analysis, and management of complex health systems to improve quality and performance. HI is another interdisciplinary field around collection, storage, retrieval and analysis of data, reporting and enabling use of information, and (re)design and maintenance of systems to do all of these. SE and HI are complementary in their approach to identification of problems and solution procedure for (re)design and improvement. This combination has major implications for care delivery, research, and education to address the challenges.

The articles consider the main approaches for improving the personalization of education in higher education institutions using adaptive educational systems based on information technology. The advantages and efficiency of the adaptive educational system with the use of modern information technologies are emphasized. The general scheme of construction of adaptive mobile educational environment by means of Internet technologies is developed, which has a certain functional structure - a set of functional algorithms that provide user interaction with the system that determines the use and role in the system and internal logic of data blocks. Listening to the functional requirements for creating an adaptive mobile educational environment, 4 main types of users (roles) of systems are identified and previous members of the system are analyzed. The system of distribution of users which is constructed on the principle of hierarchical structure is offered. It is likely that the GRPC communication protocol is required to ensure the highest communication speed for synchronous HTTP requests between servers. Pay attention to the development of server parts of the adaptive mobile educational environment on the correct deployment of services, with each request by ensuring the security of data access control system through service authentication and authorization. The administrative part of the adaptive mobile educational environment is described, the service of which should be as much as possible protected from external attacks. Of particular importance is the servers that deploy the most similar data. Find more data from the server part of the mobile educational environment for creating relational databases based on MS SQL Server, as well as a documentary database based on MongoDB. Considering the capabilities of the hosting environment, a generalized scheme of deployment of backend services of adaptive mobile environment is built. As a result of designing the internal structure of systems, there are basics of relatively known and prescribed algorithms, which indicate that the infrastructure scheme is based on three main algorithms, namely: the algorithm of authentication and authorization; algorithms for interaction with the file system (storage and retrieval of medical data); algorithms for downloading and analyzing completed tasks.

The traditional knowledge service systems have nonuniform data structures. Some data are structured, while some are semi-structured and even non-structured. Big data technology helps to optimize the integration and retrieval of the massive data on library and information (L&I), making it possible to classify the resources and optimize the configuration of L&I resource platforms according to user demand. Therefore, this paper introduces the new information service model of big data resources and knowledge services to the processing of L&I data. Firstly, the data storage structure and relationship model of the L&I resource platform were established, and used to sample and integrate the keywords of resource retrieval. Next, an L&I resource classification model was constructed based on support vector machine (SVM), and applied to extract and quantify the attributes of the keywords of resource retrieval. After that, a knowledge aggregation model was developed for a complex network of multiple L&I resource platforms. Experimental results demonstrate the effectiveness of the proposed knowledge aggregation model. The research findings provide a reference for the application of data mining in resource classification.

Purpose The purpose of this paper is to examine the effect of team learning processes (information acquisition, information processing and information storage and retrieval) on team performance in software development projects and to assess the effect of ethical leadership and its influence on these processes. Design/methodology/approach The authors examined 354 software development project teams in Thailand. A quantitative study was conducted through a Web-based survey, with structural equation modelling used to test the hypotheses. Findings The results of this study revealed that ethical leadership is positively correlated with the team learning processes of information acquisition, information processing and information storage and retrieval. However, only information processing and information storage and retrieval are positively related to team performance. The results indicate that ethical leadership has a positive direct effect on team performance. The results also show that the positive relationship between ethical leadership and team performance is partially mediated by team learning processes, namely, information processing and information storage and retrieval. Research limitations/implications This study highlights the importance of ethical leadership and guides managers towards considering the characteristics of both ethical leadership and team learning processes for enhancing team performance in software development projects. Originality/value This is the first study to the best of authors’ knowledge to examine the role of team learning processes in mediating the relationship between ethical leadership and team performance, particularly concerning software development projects. The present research contributes to the literature on team performance management, emphasising the manner in which ethical leadership can result in team learning and team performance. The findings of this study can be used to encourage organisations to develop ethical leadership behaviours and team learning processes in software development projects.

Astronomers and librarians have been experiencing difficulties in keeping up with the amount of published literature. The astronomer tries to keep abreast in his particular field and the librarian in the management, control and retrieval of scientific information. The 1980’s have seen a revolution in the methods for information storage and retrieval and in particular the advent of the online database. The speed of processing information for storage has been embraced by all, however little thought has been given to how we shall achieve effective high precision recall of documents.Many librarians firmly believe the best road to success in information retrieval from automated systems is provided by vocabulary control. Contrary to belief, free text or natural language searching alone does not lead to high precision recall. Consistency and integrity of the online catalogue can only be achieved with the addition of a controlled vocabulary. With today’s technology it is possible to maintain the best of both worlds. The controlled vocabulary is used to index the major concepts of a given document over and above the natural language used within the document.

Abstract:
This study identified determinants existing within the academic environment of professional education faculty that influence the development and implementation of an information technology system to support their professional endeavors. Such a system would encourage these faculty to integrate technology into their curriculum and, consequently, produce teacher graduates who could employ information technology effectively in teaching. This study used a field survey research design with a mailed questionnaire. Both institutional and personal demographic factors were examined. The population exhibited a high level of homogeneity. This study indicated that ease of use, reliable operation, and capability to integrate technology into their personal work style were the most important concerns of faculty members. These factors reduce the emotional and intellectual costs of using technology.

Abstract:
Governments and school communities are heavily investing in information technology (IT) assuming that this will prepare their children for the workforce and in future life. This research aimed to establish an IT investment effectiveness model in the educational, domain easily applicable to schools in assessing whether their IT investments were effective. Literature research revealed a dearth of information on IT investment effectiveness in the area of education and it was therefore deemed necessary to implement an interpretive approach. Consequently a qualitative combined research methodology involving literature research, interviews, and a modified Delphi Survey I was undertaken. An initial starting point investigated the extensive business literature in IT effectiveness and IT investment particularly in small business, as most schools due to their size and budget can be categorised as thus. The information gleaned from the literature assisted in establishing a questionnaire for the interviews. Participants were selected from thirteen Victorian State, private and Catholic secondary schools that were perceived as expert in the area of IT. An in-depth three stage analysis of the interview data revealed twenty-four initial key issues. These key issues were then circulated to the participants who were requested to rate each issue using an interval scale. They were also asked to add or delete any issues, giving a rationale for their action. Participants underwent a two round process of highlighting and reassessing the key issues and the Delphi Survey was found to be valid as two new issues not identified from the interview process were raised. Based on their responses ten key issues were derived: the Principal, teachers, curriculum and IT planning, technical support, the students, the actual use of IT, training and personal development, the school council, budget, and the Learning Technologies Committee. These key issues revealed themselves as indicators or determinants of IT investment effectiveness exhibiting organisational or individual perspectives. The analysis of previous research, together with the current research findings enabled the development of a functional Model of IT Investment Effectiveness which can now be used by schools to assess their IT investment effectiveness. Finally the schools surveyed were utilising the best business IT practise and were treating IT as a strategic issue with their IT goals closely aligned and based upon the goals of the school.

Abstract:
This was a study of the information processing instruction in Virginia Community Colleges. The purposes of the study were (a) to obtain baseline information about the information processing instruction programs, and (b) to evaluate the information processing programs using the information processing"content" portion of the Standards for Excellence in Business Education. The respondents in the study were secretarial science program directors in the Virginia community colleges. Responses to the survey instrument were received from 22 of the 32 mailed (69%). For the responding institutions, 2314 students were enrolled in courses that involve word processing. Sixty-six percent of the students were younger than 25. There were 57 instructors of information processing in the community colleges; two male and 55 female. Fifteen were full time, 42 part-time. Six of the faculty had doctor's degrees, 42 had master's degrees, six had bachelor's degrees. Of the 419 computers used for word processing, over one-half were IBM compatible. In addition, 106 dedicated word processors were in use. WordStar computer software was used by one-half of the community colleges. Other software most used included WordPerfect and Display Write. Word processing was the most-offered secretarial science course. The secretarial science program directors rated their information processing instruction programs to"meet" or"exceed the standard" in 112 of the 113 items in the"content" portion of the Standards published by the U. S. Department of Education. The one item that was rated"below standard" was an item dealing with data communications instruction. The Standards items were divided into 12 subtopics. The subtopic to receive the highest rating was"Employability Traits and Attitudes." The subtopic to receive the lowest rating was"Computer Programming."

The main aim of this research was to automate student attendance registration, thereby reducing human involvement in the whole process. This was made possible using Radio Frequency Identification (RFID) technology. The Central University of Technology uses student cards that are compatible for use with RFID technology. As a result, no initial investment (except for the existing personal computer’s and the constructed RFID reader) in infrastructure was required for this project. The basic working of the project was as follows. The students belonging to a specific class had their vital educational data (Student number, Name) entered into a database table at the time of registration. A student card containing a serial number, with reference to the data contained in the database table, was given to the students after registration. The students walk into their respective classes and scan their student cards with the RFID reader. The serial number stored in the student card is transferred to the reader and from there wirelessly to the main server using ZigBee technology. In the main server, using Java programming language, the card serial number is sent to the Integrated Development Environment (IDE). In this project the Netbeans IDE (Java platform) was used. The Netbeans IDE is connected to the Apache Derby database using Java Database Connector (JDBC), so the serial number (which is referenced to the educational data of the students) from the student card is automatically compared with the original database created at the time of registration. Once a match is confirmed between the two entries, the data is entered into a separate database table which serves as the basic attendance sheet for a specific day.

Abstract:
The diffusion of information and communication technology (ICT) into healthcare has been generally low. This varies with application and setting, but at the point of care clinical level it has been particularly slow. The ICT niche in clinics has been recognised in numerous publications, where it potential benefits are proclaimed. A reoccurring factor identified with criticism of design i information systems research (ISR) is the difficulty in integrating the different human and technical elements. Activity Theory (AT) has been proposed as a means of overcoming this by providing single theoretical framework able to represent relevant factors across all levels of operational abstraction. In this work the (practical) operational functionality of AT is employed (tested) as a basis for design and evaluation of ICT, applied to integration at the clinical level of the National Health Service (NHS) healthcare organisation. Chronic wound healing is a complex activity, with a long history and strong dependence on data, as observed and recorded by clinicians, to treat and heal patients. Wound clinics that are part of the NHS, which is currently actively pursuing a strategy for information technology (IT) integration in healthcare, afford the opportunity to develop specific ICT for wound data and consider issues of diffusion at different levels of the organisation. An Action Research paradigm, using methods borrowed from soft systems methodology (SSM), is applied to the problem of producing ICT to manage wound data in participating NHS clinics. Data are collected via naturalistic (participant) observation, 'in-depth' interviews and focus groups, and are recorded using ethnographic field notes, a research logbook and diary, and digital and analogue voice recordings. Activity models are generated, to interpret the research process and represent the activity at the action level of the clinic, situating the analysis, both within the network of supporting activities, and the influence and constraints of the administrative and the organisational levels. Practical findings highlight the potential of ICT in participating clinics, showing how this can be expanded to the chronic wound healing activity in general, and reporting the implications that this has for the NHS IT strategy at the level of the clinics involved with regards to integration of ICT. Theoretical findings support the suitability of the Action Research strategy and the relevance of AT both as a descriptive framework for information systems development (!SD), and as an evaluative framework for ISR.

AbstractVirtual design production demands that information be increasingly encoded and decoded with image compression technologies. Since the Renaissance, the discourses of language and drawing and their actuation by the classical disciplinary treatise have been fundamental to the production of knowledge within the building arts. These early forms of data compression provoke reflection on theory and technology as critical counterparts to perception and imagination unique to the discipline of architecture. This research examines the illustrated expositions of Sebastiano Serlio through the lens of artificial intelligence (AI). The mimetic powers of technological data storage and retrieval and Serlio’s coded operations of orthographic projection drawing disclose other aesthetic and formal logics for architecture and its image that exist outside human perception. Examination of aesthetic communication theory provides a conceptual dimension of how architecture and artificial intelligent systems integrate both analog and digital modes of information processing. Tools and methods are reconsidered to propose alternative AI workflows that complicate normative and predictable linear design processes. The operative model presented demonstrates how augmenting and interpreting layered generative adversarial networks drive an integrated parametric process of three-dimensionalization. Concluding remarks contemplate the role of human design agency within these emerging modes of creative digital production.

Healthcare organizations are struggling to provide safe and high quality care while reducing costs. Abundant data on various aspects of the care delivery process (both clinical and non-clinical) are collected and stored in large databases in different parts of the organization. Informatics, as an area of study with roots in computer science and information science, has grown and evolved to enable collection, storage, retrieval, and analysis of data, and reporting of useful information. Health informatics (HI) ranges from bioinformatics to public health informatics depending on the level of focus and applications. At the same time, systems engineering (SE), as an interdisciplinary field of engineering, has grown to encompass the design, analysis, and management of complex health systems to improve their quality and performance. HI and SE are complementary in their approach to identification of problems, methodology, and solution procedure for improvement. This combination brings forth implications for industry and education to address pressing issues of today’s health care delivery.

Information is typically stored, manipulated, delivered, and retrieved using a plethora of existing and emerging technologies. Businesses and organizations must adopt these emerging technologies to remain competitive. However, the evolution and progress of the technology (object orientation, high-speed networking, Internet, and so on) has been so rapid, that organizations are constantly facing new challenges in end-user training programs. These new technologies are impacting the whole organization, creating a paradigm shift which, in turn, enables them to do business in ways never possible before (Chatterjee & Jin, 1997). Information systems based on hypertext can be extended to include a wide range of data types, resulting in hypermedia, providing a new approach to information access with data storage devices, such as magnetic media, video disk, and compact disk. Along with alphanumeric data, today’s computer systems can handle text, graphics, and images, thus bringing audio and video into everyday use. DETF Report (2000) refers that technology can be classified into noninteractive and time-delayed interactive systems, and interactive distance learning systems. Noninteractive and time-delayed interactive systems include printed materials, correspondence, one-way radio, and television broadcasting. Interactive distance learning systems can be termed as “live interactive” or “stored interactive,” and range from satellite and compressed videoconferencing, to standalone computer-assisted instruction with two or more participants linked together, but situated in locations that are separated by time and/or place. Different types of telecommunications technology are available for the delivery of educational programs to single and multiple sites throughout disunited areas and locations. Diaz (1999) indicated that there are numerous multimedia technologies that can facilitate self-directed, practice-centered learning and meet the challenges of educational delivery to the adult learner. Though, delivering content via the WWW has been tormented by unreliability and inconsistency of information transfer, resulting in unacceptable delays and the inability to effectively deliver complex multimedia elements, including audio, video, and graphics. A CD/Web hybrid, a Web site on a compact disc (CD), combining the strengths of the CD-ROM and the WWW, can facilitate the delivery of multimedia elements by preserving connectivity, even at constricted bandwidth. Compressing a Web site onto a CD-ROM can reduce the amount of time that students spend interacting with a given technology, and can increase the amount of time they spend learning. University teaching and learning experiences are being replicated independently of time and place via appropriate technology-mediated learning processes, like the Internet, the Web, CD-ROM, and so on. However, it is possible to increase the educational gains possible by using the Internet while continuing to optimize the integration of other learning media and resources through interactive multimedia communications. Among other conventional interactive teaching methods, Interactive Multimedia Methods (IMMs) seems to be adopted as another mainstream in the path of distance learning system.

In a modern enterprise environment, many information resources are available to people working to produce valuable output. Due to technology proliferation, remote work access, and multiple geographical locations generating their own solutions for local infrastructure challenges, as well as the fact that modern professionals are tasked to make decisions autonomously, it is not self-evident what types of information resources could or should be accessed in what order in order to move processes towards the desired product outcome. Our integrated model was developed using the results of an empirical study. The model puts a user-centered focus on business process model building by mapping all information interactions surrounding the business processes (i.e. creation, storage, management, retrieval of documents/ contents as well as information and data). The model characterizes the business processes by types of information interaction, analyzes process phases by those interactions and evaluates actual locations of information content extractions.

From late 1990s to early 2000s, the availability of powerful computing capability, large storage devices, high-speed networking, and especially the advent of the Internet, led to a phenomenal growth of digital multimedia content in terms of size, diversity, and impact. As suggested by its name, “multimedia” is a name given to a collection of data of multiple types, which include not only “traditional multimedia” such as images and videos, but also emerging media such as 3D graphics (like VRML objects) and Web animations (like Flash animations). Furthermore, relevant techniques have been developed for a growing number of applications, ranging from document editing software to digital libraries and many Web applications. For example, most people who have used Microsoft Word have tried to insert pictures and diagrams into their documents, and they have the experience of watching online video clips such as movie trailers from Web sites such as YouTube.com. Multimedia data have been available in every corner of the digital world. With the huge volume of multimedia data, finding and accessing the multimedia documents that satisfy people’s needs in an accurate and efficient manner becomes a nontrivial problem. This problem is referred to as multimedia information retrieval. The core of multimedia information retrieval is to compute the degree of relevance between users’ information needs and multimedia data. A user’s information need is expressed as a query, which can be in various forms such as a line of free text like “Find me the photos of George Washington,” a few keywords like “George Washington photo,” a media object like a sample picture of George Washington, or their combinations. On the other hand, multimedia data are represented using a certain form of summarization, typically called index, which is directly matched against queries. Similar to a query, the index can take a variety of forms, including keywords, visual features such as color histogram and motion vector, depending on the data and task characteristics. For textual documents, mature information retrieval (IR) technologies have been developed and successfully applied in commercial systems such as Web search engines. In comparison, the research on multimedia retrieval is still in its early stage. Unlike textual data, which can be well represented by term vectors that are descriptive of data semantics, multimedia data lack an effective, semantic-level representation that can be computed automatically, which makes multimedia retrieval a much harder research problem. On the other hand, the diversity and complexity of multimedia data offer new opportunities for the retrieval task to be leveraged by the techniques in other research areas. In fact, research on multimedia retrieval has been initiated and investigated by researchers from areas of multimedia database, computer vision, natural language processing, human-computer interaction, and so forth. Overall, it is currently a very active research area that has many interactions with other areas. In the coming sections, we will overview the techniques for multimedia information retrieval, followed by a review on the applications and challenges in this area. Then, the future trends will be discussed, and some important terms in this area are defined at the end of this chapter.

This chapter examines the shift from the industrial age to the current “information age” by looking closely at the history of the electronic information industry since the 1970s, with special focus on key individuals and companies. Early pioneers developed remotely accessible database search systems and marketed them commercially. The advent of high-capacity storage media and personal computers in the 1980s made it possible for individual consumers to use databases, and in the 1990s, networking capabilities further supported the emergence of the Internet. Web portals developed, and a handful of companies successfully commoditized Web content. The 2000s were dominated by a move from general search engines to value-added “apps,” as well as by social networking, multimedia technology, and mobile consumer electronics. Throughout, the chapter highlights commonalities among the successful companies that have contributed to the strong and rapid growth of the industry as a whole.

Abstract A comprehensive approach is presented for facilitating the implementation of advanced plasma spray processing technology in the manufacture, repair, and refurbishment of industrial components. This approach employs an integrated methodology for combining several advanced computer-based methods, including: 1) an interactive multimedia-based education and training tool to effectively store and retrieve plasma spray processing information in a variety of formats; 2) an expert system to select plasma spray feedstock material for a specific coating function; 3) a one-dimensional plasma spray process model that allows simulation of plasma spray processing conditions for identifying operational envelopes for a selected feedstock material; 4) an interface fracture model for identifying appropriate acceptance criteria for reduced cracking along the coating/substrate interface; and 5) a set of computer-based nondestructive test methods for performing quality assurance and control. This comprehensive approach and the integrated methodology provide an advanced engineering tool for the selection, optimization and implementation of specific advances in plasma spray processing technologies. A major outcome is the reduced need for expensive and time-consuming trial-and-error methods in evaluating the application of plasma spray coatings for the manufacture, repair, and refurbishment of specific industrial components. This comprehensive approach and integrated methodology can be extended to include other thermal spray processing technologies as well.

The article considers the problem of decision support in the information maintenance of individual education trajectory. The development of algorithms and software for processes automating in educational systems requires a special approach. The use of ontological models makes it possible to unify the description of the elements of educational systems and apply the technology of digital footprints when managing business processes in educational systems. An ontological model for managing educational trajectories is proposed. An algorithm has also been developed to compare competence-based models of curricula using latent-semantic analysis. The proposed models and methods are implemented as a distributed software system using the semantic web approach on the basis of distributed RDF-storage. The effectiveness of the developed algorithms and software solutions is demonstrated by the example of academic mobility in Ufa State Aviation Technical University. Prospects for further research in this area are outlined.

[This paper is published in the Journal of Information Technology Education: Discussion Cases, Volume 5] The investment decision was made last year, and after a time-consuming selection process and intensive negotiations, the contract with the general contractor was signed. The business segment Fixing systems of the fischer group of companies faced a significant investment in its logistics – the development of automation technology in the Global Distribution Center (GDC). According to the project schedule, the transition to the automated small parts storage with shuttle technology would take place in December of this year. It was mid-April, and therefore the right time for the Head of Logistics of the business segment fischer Fixing systems, Matthias Wehle, to describe the current status: Were all the important milestones achieved and would the subsequent steps ensure a smooth transition? The employees in the logistics got accustomed to changes over the years. Structural changes such as the introduction of SAP R/3 in early 2000 and the establishment of the automated high-bay warehouse in 2008 had been successfully implemented. It was the same with the continuous improvement process through the use of the fischerProzessSystem fPS. The introduction of pick-by-light technology for the picking of small sized products with high demand had worked well, too. But the last staff meeting about launch of the shuttle system had left with him a feeling of uncertainty. He could already feel the spirit of optimism from some of the employees triggered by the upcoming introduction of the new system. The majority, however, listened patiently and Mr. Wehle sensed insecurity among the employees – how does this change affect me? Up until now, management had used multiple channels to communicate information to the employees. But feedback from the workforce to those in charge was rather rare. And the logistics manager remembered that the use of pick-by-voice for picking had been stopped for a number of reasons. Now as a result of the largest investment in recent years, the GDC faced a drastic operational change. With this in mind, Mr. Wehle pondered over the issue of employee communication again and again. And they had eight more months in order to take action until December…

The main goal of this article is to map and review real time video streaming collaborative softwares, in order to analyze platforms that are also able to edit films. Real time high resolution film transmission (4k, 8k or above) results in the excess of data generated and, consequently, in a high value for investment in editing, storage and content distribution features. The retrieval and storage of the data (content) becomes complex and expensive. This article aims to design a software review for the use of systems that are applicable to the needs directly related to the digital education field, considering that nowadays the video is an important tool to support teaching and learning processes and needs a better structuring from the educational managers of communication and information technologies.
