Abstract:
The healthcare system is facing several major quality challenges. In 2005, the Institute of Medicine published a report on how systems engineering and improvements in information technology can help address and solve some of these challenges. Systems engineering (SE) and health informatics (HI) have been undergoing advancements over the years. Health systems engineering is an interdisciplinary field that has grown to encompass the design, analysis, and management of complex health systems to improve quality and performance. HI is another interdisciplinary field around collection, storage, retrieval and analysis of data, reporting and enabling use of information, and (re)design and maintenance of systems to do all of these. SE and HI are complementary in their approach to identification of problems and solution procedure for (re)design and improvement. This combination has major implications for care delivery, research, and education to address the challenges.

Abstract:
The articles consider the main approaches for improving the personalization of education in higher education institutions using adaptive educational systems based on information technology. The advantages and efficiency of the adaptive educational system with the use of modern information technologies are emphasized. The general scheme of construction of adaptive mobile educational environment by means of Internet technologies is developed, which has a certain functional structure - a set of functional algorithms that provide user interaction with the system that determines the use and role in the system and internal logic of data blocks. Listening to the functional requirements for creating an adaptive mobile educational environment, 4 main types of users (roles) of systems are identified and previous members of the system are analyzed. The system of distribution of users which is constructed on the principle of hierarchical structure is offered. It is likely that the GRPC communication protocol is required to ensure the highest communication speed for synchronous HTTP requests between servers. Pay attention to the development of server parts of the adaptive mobile educational environment on the correct deployment of services, with each request by ensuring the security of data access control system through service authentication and authorization. The administrative part of the adaptive mobile educational environment is described, the service of which should be as much as possible protected from external attacks. Of particular importance is the servers that deploy the most similar data. Find more data from the server part of the mobile educational environment for creating relational databases based on MS SQL Server, as well as a documentary database based on MongoDB. Considering the capabilities of the hosting environment, a generalized scheme of deployment of backend services of adaptive mobile environment is built. As a result of designing the internal structure of systems, there are basics of relatively known and prescribed algorithms, which indicate that the infrastructure scheme is based on three main algorithms, namely: the algorithm of authentication and authorization; algorithms for interaction with the file system (storage and retrieval of medical data); algorithms for downloading and analyzing completed tasks.

The traditional knowledge service systems have nonuniform data structures. Some data are structured, while some are semi-structured and even non-structured. Big data technology helps to optimize the integration and retrieval of the massive data on library and information (L&I), making it possible to classify the resources and optimize the configuration of L&I resource platforms according to user demand. Therefore, this paper introduces the new information service model of big data resources and knowledge services to the processing of L&I data. Firstly, the data storage structure and relationship model of the L&I resource platform were established, and used to sample and integrate the keywords of resource retrieval. Next, an L&I resource classification model was constructed based on support vector machine (SVM), and applied to extract and quantify the attributes of the keywords of resource retrieval. After that, a knowledge aggregation model was developed for a complex network of multiple L&I resource platforms. Experimental results demonstrate the effectiveness of the proposed knowledge aggregation model. The research findings provide a reference for the application of data mining in resource classification.

Purpose The purpose of this paper is to examine the effect of team learning processes (information acquisition, information processing and information storage and retrieval) on team performance in software development projects and to assess the effect of ethical leadership and its influence on these processes. Design/methodology/approach The authors examined 354 software development project teams in Thailand. A quantitative study was conducted through a Web-based survey, with structural equation modelling used to test the hypotheses. Findings The results of this study revealed that ethical leadership is positively correlated with the team learning processes of information acquisition, information processing and information storage and retrieval. However, only information processing and information storage and retrieval are positively related to team performance. The results indicate that ethical leadership has a positive direct effect on team performance. The results also show that the positive relationship between ethical leadership and team performance is partially mediated by team learning processes, namely, information processing and information storage and retrieval. Research limitations/implications This study highlights the importance of ethical leadership and guides managers towards considering the characteristics of both ethical leadership and team learning processes for enhancing team performance in software development projects. Originality/value This is the first study to the best of authors’ knowledge to examine the role of team learning processes in mediating the relationship between ethical leadership and team performance, particularly concerning software development projects. The present research contributes to the literature on team performance management, emphasising the manner in which ethical leadership can result in team learning and team performance. The findings of this study can be used to encourage organisations to develop ethical leadership behaviours and team learning processes in software development projects.

Astronomers and librarians have been experiencing difficulties in keeping up with the amount of published literature. The astronomer tries to keep abreast in his particular field and the librarian in the management, control and retrieval of scientific information. The 1980’s have seen a revolution in the methods for information storage and retrieval and in particular the advent of the online database. The speed of processing information for storage has been embraced by all, however little thought has been given to how we shall achieve effective high precision recall of documents.Many librarians firmly believe the best road to success in information retrieval from automated systems is provided by vocabulary control. Contrary to belief, free text or natural language searching alone does not lead to high precision recall. Consistency and integrity of the online catalogue can only be achieved with the addition of a controlled vocabulary. With today’s technology it is possible to maintain the best of both worlds. The controlled vocabulary is used to index the major concepts of a given document over and above the natural language used within the document.

In this paper the authors focus on sensing systems supporting data exchange among several healthcare administrative domains. The challenge in this area is twofold: efficient management of a huge amount of data produced by medical devices, bio-sensors and information systems, sharing sensed data for scientific and clinical purposes. The authors present a new information system that exploits Cloud computing capabilities to overcome such issues, also guaranteeing patients' privacy. Their proposal integrates different healthcare institutions into a federated environment, thus establishing a trust context among the institutions themselves. The storage service is designed according to a fully distributed approach and it is based on the wide-used Open Source framework Hadoop, which is enriched to establish a compelling federated system. They adopt the XRI technology to formalize an XML-based data model which allows to simplify the classification, searching and retrieval of medical data.

Rapid advances in the computer industry and the concomitant knowledge explosion have created a revolution in the information handling electronics industry. The continued proliferation of computer technology in the educational environment appears inevitable. There seems to be little doubt that recent advances in educational technology will have important consequences for educational institutions at all levels during the coming decades. Students, teachers, and administrators alike have already come to rely on bibliographic and statistical data bases, automated dictionaries, micrographic storage and retrieval systems, and specialized interactive cable and videotext systems for information access. Despite the impact of computer technology in the school environment, guidelines for planning and developing useable software for assessing cognitive abilities has warranted little attention in educational literature. This article suggests that computer-based support systems are now available which could be instrumental in solving the problems associated with cognitive assessment.

PurposeThis paper aims to argue that different types of uncertainty are associated with information seeking and retrieval (IS&R), and that, with the proliferation of new and different search tools, channels and sources, uncertainty, whether positive or negative, continues to be a significant factor in the search process. The paper aims to report on one part of an ongoing research that aims to study correlations among a series of information‐seeking activities and information‐seeking problems that cause uncertainty amongst users in academic environment.Design/methodology/approachAn online questionnaire is used to collect data from users in the higher education sector. Quantitative analysis is carried out on the data collected through an online questionnaire distributed through eight online mailing lists comprising a total of 3,607 registered users. A total of 668 responses are returned from three categories of respondents: academic staff, research staff and research students. Pearson's correlation coefficient is used to study correlation among the activities and problems that cause uncertainty in IS&R.FindingsThis research shows that uncertainty may occur in course of a number of information‐seeking activities, and may also be created because of some problems associated with information seeking. Some of the activities and problems that caused uncertainty have significant correlations. There is also a correlation between information‐seeking activities and gender and disciplines, though there is little correlation between information‐seeking activities and age, information and communication technology (ICT) skills, and user categories. There is also a correlation between information‐seeking problems and ICT skills, gender and user categories, but there is less correlation between information‐seeking problems and age. Information‐seeking activities and information‐seeking problems that cause uncertainty have a significant correlation with disciplines and gender. Furthermore, it is noted that information‐seeking activities caused less uncertainty for users in the discipline of computer and information sciences compared to the other chosen disciplines such as business and management, and arts and humanities.Originality/valueThis research for the first time aimed to study which information‐seeking activities and problems cause uncertainty and how they are correlated.

This paper uses methods of literature research and comparative analysis, describing the construction strategy of Marxist literature information guarantee system. Firstly, the paper defines Marxist literature information guarantee system and brings forward its goal and task. On this basis, the paper discusses construction strategies of Marxist literature information guarantee system: the first one is technology strategy. It designs function modules for the system, including literature information collection, classification, cataloging, retrieval, storage, transmission, reference consulting and online interaction .etc. The second one is management strategy. The paper expounds it from four aspects of personnel education, management philosophy, security management and allocation of construction resources. The third one is construction strategy of regulations and standards. The paper proposes the solution of regulations and standards to settle problems that may be encountered during the process of literature information integration and transmission. The software development industry is characterised by swift innovation and competition. To survive, software engineering (SE) organisations need to develop high-quality software products in a timely fashion and at low cost. Knowledge-based approaches to software development are extremely supportive to acquiring new knowledge and leveraging existing knowledge from software projects; this enables constant improvement of software development practices. In this empirical study of Indian SE organisations, we study the impact of managing knowledge for perceived software process improvement (PSPI) and its effect on software product quality. Information technology (IT) in knowledge management (KM) is an important facilitator for any SE organisation desiring to exploit evolving technologies for management of their knowledge assets and for carrying out various KM processes of knowledge capture, storage, retrieval and sharing. Surveys collected from Indian SE organisations were analysed to propose a model using a structured equation modelling (SEM) technique. Our findings reveal that the relation between KM and quality of software product is positively mediated by PSPI. These findings reinforce an arena that is of growing importance to researchers and practitioners and which has seen only a limited number of empirical studies to date in the context of Indian SE organisations.

An automated warehousing system often consists of storage modules, storage and retrieval mechanism, lifting equipment and conveyor systems. These facilities are used to overcome some disadvantages of manually operated warehousing systems which often lead to a high frequency of human errors, high labour cost and low efficiency. The usage of these automated facilities may also be helpful to maximise utilisation of shop floor space and improve efficiency of warehousing operations. On the other hand, at this age of information technology that the access to the internet is just at the fingertip, it has been seen a rising trend for online shopping in the past decade. Thus, manufacturers, suppliers or distributors have been seeking for even more efficient and effective new methods to store and distribute their goods. A number of studies through a literature review suggest that future generation warehouses may be designed and implemented as more centralised and distributed warehousing systems in which customers place their orders on-line and goods will then be dispatched directly to their door steps from these centralised distribution centres. This paper presents a proposal for designing and implementing future generation warehousing systems using fast-growing IT technologies such as radio frequency identification (RFID), wireless sensors and networks. The overall purpose of this study is to develop a conceptual design of an integrated system for future generation automated warehouses by incorporating a new design of storage and retrieval modules with the applications of these IT technologies used for automation activities. The presentation of this paper only highlights the part of this work including a design of a core mechanism for automated storage module namely the cantilever storage racks, which have the feature of scalability and reconfigurability.

The education sector is a major generator, consumer, and depositary of educational content. Thanks to technological advances, today’s educators and learners have ubiquitous and on-demand access to information. Technology has made it possible for us to communicate and share information effortlessly from anywhere in the world. However, the availability of vast amounts of heterogeneous educational content will not be useful unless we search, retrieve and integrate it, creating interoperable educational environments. The current challenges to integrating educational content arise from its distribution over several repositories. This research proposes AIREH (architecture for intelligent retrieval of educational content from heterogeneous environments), for the retrieval of digital content through agent-based virtual organizations. This flexible architecture facilitates the search for and integration of heterogeneous content through an information retrieval model that involves both case-based reasoning and federated search. Moreover, AIREH is based on an adaptive organization model for distributed planning, thanks to which, it manages open systems flexibly, dynamically, and effectively. The conducted case study gives very promising results and demonstrates the advantages of using agent-based virtual organizations in the retrieval of labeled digital content. The proposed model is flexible, customizable, comprehensive and efficient.

Purpose Information literacy skills (ILSs) and information-seeking behavior (ISB) is a widespread topic that needs modern technologies to improve the technical skills of the students. The purpose of this study is to assess the usage of library resources for medical college students. To explore and understand the student’s level of satisfaction, learning and seeking behavior by efficient information retrieval systems. Design/methodology/approach The study is based on a quantitative research method and data was collected from the undergraduate students of medical colleges Islamabad Pakistan. The data were analyzed by Statistical Package for Social Science (SPSS) version 25 using Pearson correlation statistical test to identify the level of proficiency of correlation of variables and testing of the proposed hypothesis. Findings The finding of the study shows that the medical students can enhance their IT skills to seek the information in this technology era. The medical institutional administration can develop the education development policy, traditional health education policy, funds allocating policy, health information literacy and collaborate with library staff for enhancing the services and to meet the information need of medical students. Practical implications The conclusion of this study is very helpful to reduce the barriers between the students and the library staff. Electronic education as a system began to "live" in the late 20th century in the form of IT applications. Nowadays, these applications are in a new environment - Cloud Computing. The amount of data that needs to be processed grows and has a tendency to accelerate. This huge amount of data is necessary to store, transfer and process in a unit of time this requires the development of certain systems. The given systems that enable the management of the given resources are big data systems, internet of things, cloud platforms, virtualization, artificial intelligence, 5g, etc. The platform structure that carries these systems is cloud computing. The use of cloud computing as a new technology for the realization of e-learning enhances educational and research systems, in terms of storage and flow capacity, data processing speed and availability of information with the aim of a better educational environment with greater controllability, is more economical, efficient and safer in relation to the traditional concept. Objective.—To describe the multiple technical and logistical challenges involved in the integration of the various components needed for the development of a system for integrated Web-based viewing, storage, and distribution of digital images in a large health system. Design.—An Oracle version 8.1.6 database was developed to store, index, and deploy pathology digital photographs via our Intranet. The database allows for retrieval of images by patient demographics or by SNOMED code information. Setting.—The Intranet of a large health system accessible from multiple computers located within the medical center and at distant private physician offices. Results.—The images can be viewed using any of the workstations of the health system that have authorized access to our Intranet, using a standard browser or a browser configured with an external viewer or inexpensive plug-in software, such as Prizm 2.0. The images can be printed on paper or transferred to film using a digital film recorder. Digital images can also be displayed at pathology conferences by using wireless local area network (LAN) and secure remote technologies. Conclusions.—The standardization of technologies and the adoption of a Web interface for all our computer systems allows us to distribute digital images from a pathology database to a potentially large group of users distributed in multiple locations throughout a large medical center.

As a result, students having trouble finding documentation of activities held by the campus. MAGICS is an online media which allows all documentation can be arranged neatly to facilitate searches. Professional competences, knowledge and skills of machine-readable cataloguing required by the Federal State Standard 51.0.3.06 "Library and information activities" and the draft professional standard "Specialist in the sphere of library information activities" are discussed, along with their implementation in the above mentioned disciplines. The methodological support of the disciplines is characterized. The internship in machine-readable cataloging and corresponding certification for acquiring bachelor’s degree are also reviewed. The subject scope of research works in machine-readable cataloging for bachelor’s and master’s degrees is discussed. Purpose – A previous contribution argues in favour of a balance in emphasis between information communication technology (ICT); information retrieval systems (IRS) such as databases, library catalogues, repositories, Google Scholar, digital libraries, portals, search engines; and the users of these systems. This contribution aims to pursue the need to consider affect and an affective paradigm more prominently in the design, evaluation, promotion and use of IRS and library and information services (LIS). Design/methodology/approach – The contribution is written against the background of research in information behaviour, user studies, systems design, and information literacy. Findings – Although the literature from LIS and other disciplines notes an affective paradigm or even paradigms, it is not strongly positioned compared with the systems and cognitive paradigms. A growing body of research and work practices such as information representation and tagging, and information skills training, is taking a slant towards affect and emotion. The question, however, is whether current work is sufficient to argue for an affective paradigm complementary to the systems, cognitive and socio-cognitive paradigms, and how an affective paradigm should be introduced in training/education for LIS. Originality/value – Although there are a number of publications on affect and emotion, and references to an affective paradigm, this contribution is aimed at stimulating thought on whether we should prominently introduce the affective paradigm into LIS curricula as preparation for adding more value to IRS, library services, and in dealing with emotion-laden jobs, and if so, how.

Purpose The purpose of this study is to synthesize the previous empirical studies on transactive memory systems (TMS) through a meta-analytical approach and test the proposed model for the relationships between TMS and different types of team outcomes. Design/methodology/approach TMS refers to shared memory systems developed among a group of people for encoding, storage and retrieval of their different knowledge domains. They have been widely used in group or organization settings to describe the cumulative knowledge in a group of multi-disciplinary experts. Previous literature suggests TMS as a critical concept for explaining group performance, but few studies were conducted to integrate the literature findings to identify the relationships between TMS and team outcomes. Findings The findings suggest that TMS is more strongly linked to affective outcomes than behavioral or performance outcomes. In addition, the authors find that the specific operationalization of TMS does not affect the relationship between TMS and team outcomes. There was not enough support for significant effects of group size and research setting on the relationships between TMS and team outcomes, which indicates that both laboratory and field studies have similar potential to generate valuable results for the research of TMS. Originality/value This study contributes to the body of knowledge on team effectiveness by investigating the links between TMS and team effectiveness through a broad definition of outcomes that include tangible constructs, such as performance, as well as behavioral and affective outcomes. By exploring the relationships through this broad conceptualization of team effectiveness, the authors can better understand the particular effects of TMS on different key aspects used to determine success in teams.

Abstract Agricultural productions of smallholder farmers are vulnerable to rainfall shortage and variability in Ethiopia. Thus, this study was aimed to examine water storage strategies practiced by farmers for small-scale irrigation systems in East Hararghe zone, Ethiopia. Data were collected from 300 irrigation user households using an interview schedule. Collected data were analyzed using descriptive statistics and multivariate probit (MVP) model. The research findings revealed that about 62.67, 54.33, 20.33 and 17.67% of households have used borehole, shallow wells, hand-dug, and farm pond water storage practices for small-scale irrigation, respectively. The finding of the MVP model showed that the choice of using borehole water storage practices affected by education level and frequency of extension contacts. The choice of shallow wells to store water was influenced by livestock size, participation in non-farm activities, and the use of the improved seed. Furthermore, the choice of using hand-dug is affected by household size, farm size, access to training, external support, and weather information. Finally, the size of livestock ownership influenced the choice of ponds for small-scale irrigation. Therefore, various stakeholders should work to enhance the water storage capacity of the farmers by reducing the hindrances and strengthening enabling factors in the study areas.

Abstract Hypochlorite solutions (HSs), also called liquid chlorine, are widely used as disinfectants during drinking water treatment and distribution. However, the decomposition of the hypochlorite ion results in the formation of undesirable inorganic contaminants such as chlorite, chlorate, bromate and perchlorate. While HS decomposition cannot be completely avoided, it can be minimized through applying adequate practices during the purchasing, handling and storage of such solutions. This article presents the results of an investigation of the management of HS in water treatment plants (WTPs) in small municipalities. The data concerning HS management were acquired through field visits and semi-structured interviews with operators and managers of the small WTPs. The information gathered about HS management practices was compared to best management practice guidelines. Results show that practices involving HS differ between WTPs and that there are important gaps in the application of the existing HS management guidelines. The research revealed that the implementation of specific guidelines for the purchasing, handling and storage of HS is difficult for small WTPs due to the lack of human resources, expertise, and education, as well as a lack of infrastructure capacity.

The urgency of developing approaches to the integration of the market of educational services with the labor market through the transition from qualification models to full-fledged competence ones on base of implementation of the "passport of acquired competences" that accompanies a person throughout his/her personality development and professional career is substantiated. Theoretical researches in the field of processing of information about acquired qualifications and competencies as well as tools that are built on their basis are analyzed. The ESCO classifier which unites the labor markets of various EU member states, allows job seekers and employers to operate more effectively with information of result of learning. The main limitations of existing approaches are identified; ways of solving these problems by means of information processing at the semantic level are suggested. Modern information technologies focused on processing distributed heterogeneous Web resources are considered, and the most suitable ones for solving this problem are identified. The principles of developing the information system UkrESCO, which is designed for semantic processing of information resources about acquired qualifications and competencies based on the model of the multilingual skills classifier, competencies, qualifications and occupations of ESCO, relevant for the European market of work, education and vocational training, are theoretically grounded. This system is based on Semantic Web technologies and solutions, namely software agents, Web services and ontologies. The generalized architecture of UkrESCO system and its ontological model are proposed. The scheme of the UkrESCO interaction with external retrieval systems and structured information resources which are based on Wiki-technology is proposed. This scheme provides access to the knowledge of the subject domain and the update of information about the subjects of the labour market. Use of the UkrESCO ontology allows to perform a semantic retrieval on the Web and find both natural language information resources with certain properties as well as ensure the interaction of the UkrESCO with semantically marked resources.

This paper highlights the changing landscape of food and nutrition practices in India to prepare a NI workforce that could provide some valuable tools to address the double burden of nutrition. Management and interpretation of data could help clarify the relationships and interrelationships of diet and disease in India on both national and regional levels. Individuals with expertise in food and nutrition may receive training in informatics to develop national informatics systems. NI professionals develop tools and techniques, manage various projects and conduct informatics research. These professionals should be well prepared to work in technological settings and communicate data and information effectively. Opportunities for training in NI are very limited in developing countries. Given the current progress in developing platforms and informatics infrastructure, India could serve as an example to other countries to promote NI to support achieving SDGs and other public health initiatives.

Purpose – Technical services librarians, catalogers and metadata specialists serve as the integral managers of comprehensive integrated systems designed to facilitate the ingestion, annotation, cataloging, storage, retrieval and distribution of organized, discoverable resources. Yet, despite the escalating costs to upgrade integrated library systems, maintain authority control for name and subject heading points of access and create original surrogate records for new library resources, technical services departments did not grow. Design/methodology/approach – The goal of sharing metadata is to reduce the local cost of its creation with minimal changes. However, research suggests that catalogers and metadata specialists review and authenticate the standards-compliant work of others, thus negating the goal of sharing and increasing the cost of building and maintaining online catalogs and discovery tools. How can a library administrator encourage the acceptance of metadata created at other information organizations and make prudent investments to support technical services functions? Findings – There are four strategies that administrators can adopt regarding these issues. Research limitations/implications – All libraries can benefit from considering the four strategies. Practical implications – First, cultivate a robust community of practice within the information organization. Second, recognize the importance of accepting standards-compliant bibliographic metadata with few modifications. Third, provide opportunities for managers to become skilled at coaching their team members. Fourth, inspire confidence. Social implications – Librarianship is a profession that an individual enters through graduate education in library and information science. As a new entrant, an individual becomes of a member of the community of practice and assumes personal responsibility for learning and mastering technical skills and competencies through experience, mentoring, professional development and continued actions (or tasks) comprising activities situated in a library or information environment. In the context of hard economic times, cloud computing is critical in adding value as well as advancing the goals and objectives of modern university libraries. Cloud computing is the “best technology practice” that is poised to play crucial roles in enhancing quality provision and delivery of information services in university library and information centers. There are many competing challenges and claims, but potential benefits count more. Research limitations/implications The study is based on the ideas of cloud services conceptualized from reading academic literature, document analysis, several editorials, articles and professional work experience. The paper identifies that cloud computing paradigm is useful in achieving the goals and objectives of university libraries in this hard economic situation facing institutions of higher learning. Practical implications The paper provides practical insights that cloud computing is the “must have technology” for modern university library and information centers already burdened with the demand to develop effective and efficient technological solutions due to subsequent changing needs of the digital information environment. This study is useful for university libraries, information professionals, information communication technology professionals and university management. Social implications Cloud computing paradigm provides university libraries with the business opportunity to use comprehensive technological solutions with reduced capital expenditure and safe methods of data storage. This eases the inconveniences normally caused by the need to develop and own such comprehensive technological solutions. Originality/value This research looks at the potential of the emerging trend of “cloud computing paradigm” in enhancing quality provision and delivery of information services in university library and information centers in the context of limited financial budgets. Water quality data collection, storage, and access is a difficult task and significant work has gone into methods to store and disseminate these data. We present a tool to disseminate research in a simple method that does not replace but extends and leverages these tools. The tool is not geo-graphically limited and works with any spatially-referenced data. In most regions, government agencies maintain central repositories for water quality data. In the United States, the federal government maintains two systems to fill that role for hydrological data: the U.S. Geological Survey (USGS) National Water Information System (NWIS) and the U.S. Environmental Protection Agency (EPA) Storage and Retrieval System (STORET), since superseded by the Water Quality Portal (WQP). The Consortium of the Universities for the Advancement of Hydrologic Science, Inc. (CUAHSI) has developed the Hydrologic Information System (HIS) to standardize the search and discovery of these data as well as other observational time series datasets. Additionally, CUAHSI developed and maintains HydroShare.org (5 May 2021) as a web portal for researchers to store and share hydrology data in a variety of formats including spatial geographic information system data. We present the Tethys Platform based Water Quality Data Viewer (WQDV) web application that uses these systems to provide researchers and local monitoring organizations with a simple method to archive, view, analyze, and distribute water quality data. WQDV provides an archive for non-official or preliminary research data and access to those data that have been collected but need to be distributed prior to review or inclusion in the state database. WQDV can also accept subsets of data downloaded from other sources, such as the EPA WQP. WQDV helps users understand what local data are available and how they relate to the data in larger databases. WQDV presents data in spatial (maps) and temporal (time series graphs) forms to help the users analyze and potentially screen the data sources before export for additional analysis. WQDV provides a convenient method for interim data to be widely disseminated and easily accessible in the context of a subset of official data. We present WQDV using a case study of data from Utah Lake, Utah, United States of America.

The article analyzes the actual problem - the state and prospects of development of audiovisual documentation systems in the context of social needs. It is well known from the scientific literature that different states can group the same audiovisual material in different ways, using different characteristics. Firstly, this is due to constant changes in the technical equipment necessary for the storage and reproduction of audiovisual documents. Constant improvement of selection and storage technologies of audiovisual documents dictates the modernization of technologies for ensuring the preservation and func- tionality of the information retrieval systems. The relevance of the problem is given by the fact that audiovisual documentation currently occupies a leading position in various fields of culture, science, politics, sport and so on. A study of foreign and relatively small Russian experience shows that digital technologies are rapidly developing at the pre- sent time, which gives the article not only theoretical, but also practical significance. The technology of digitizing archival documentation and its storage on optical media is considered today as one of the most advanced and perspective in terms of security and access to archival documentation, which gives a promising focus to scientific developments in this area. The novelty of the approach in the article can be demonstrated by the following conclusion: the use of an archive of audi- ovisual documents opens up completely new perspectives in the field of publishing activities of scientists, for example, it al- lows to combine previously incompatible types of documents - texts, graphics, photographs and video documents. Conclusions and theoretical provisions of the article can be used in the professional activities of the archives of the Russian Federation. In addition, they can be useful for all people who are interested in the variety of historical facts documented on multimedia media, not only in Russia but also abroad.

There is no doubt that in addition to perfect command of the native language, time requires from a young person and computer literacy, acquaintance with modern information technology. The computer, which has confidently and reliably taken its rightful place among all other traditional school subjects, as well as in the life of modern man, is actively implemented at the initial stage of a child's education. Disputes over the content of computer science itself as a school subject and its place in the main and variable components of the curriculum only increase its versatility. The use of a standard program in computer science and simulators, allows you to build the educational process of primary school, taking into account age and individual characteristics, the more it is necessary for inclusive education. The article is devoted to the methodological bases of teaching elements of computer literacy of junior schoolchildren with mild intellectual disabilities. The authors emphasize that currently in Ukraine the study of the information education sector by junior schoolchildren with mild intellectual disabilities is not conducted. At the same time, the formation of elements of computer literacy, in particular the study of computer graphics, is feasible for such students, given the peculiarities of the cognitive thinking of such students. The use of computers in the education of primary school students is not the only task of the computer science course. At present, experiments on the introduction of information and communication technologies in subject teaching are being actively conducted, traditional methods are being rethought, teaching concepts are being developed, and the pedagogical conditions for forming the basic concepts of the computer science course are being revised. However, it is not yet established what impact specific methods of activity can have on the structure of educational activities of primary school children with mild intellectual disabilities, which may contribute to the formation of computer literacy in grades 2-4 to prepare children with special needs. The study of computer science and the use of ICT in inclusive education promotes the development of skills and abilities of students with mental and physical disabilities to use a variety of information about the world, the ability to apply modern methods of accumulation, storage, retrieval and processing of information based on telecommunications networks. The teacher must also adapt to the individual opportunities and individual pace of learning, comfortable for such children.

This short note introduces Synchrotext software, which was designed for representing African oral traditions and other kinds of performances and events. I began my documentation and analysis of Haya oral tradition in 1968. Synchrotext is the product of a decades-long project to adequately represent Haya oral traditions with an appropriate technology and an analytic frame that communicate the meaning and art in performance. Synchrotext provides a means of hearing the indigenous voices of oral tradition centered in their own time and inflected with their own intonation.For some time now, the computer has been employed to enhance research and education in the humanities. Internet sites like the Perseus Project demonstrate the powers of automated information-processing. To date, the computer's constantly evolving, massive, sophisticated storage-and-retrieval capabilities have been focused almost exclusively on the cultural heritage of written texts. And, although computer-assisted archives of recorded oral performances do exist, there remain current needs of oral traditions research that I believe can be more effectively met. In this short note, I would like to specify what those needs are and to introduce the software I have designed to speak to them.The needs to be discussed relate to five practices that are among those of current concern to students of oral traditions: representation of primary data, research and analysis, modes of collaboration, education, and the safeguarding of performance traditions: Each set of needs is discussed in turn, and each becomes a context for the description and evaluation of software design.

Abstract:
Purpose The key purpose of this study is to explore digital information literacy (DIL) possessed by South Valley University (SVU) library and information professionals. It also tries to identify the various types of DIL and find constraints affecting the related skills and competencies of those professionals. Design/methodology/approach A quantitative research methodology was adopted in the form of a survey, which was undertaken from February to March 2016. As stated by Kerlinger (1986), the survey research is a useful instrument for educational fact-finding, and a means by which much information can be acquired from the study’s population. The survey instrument was a self-administrated questionnaire, which was adopted for data collection. A pilot questionnaire was first sent to a small random sample of the respondents, with feedback being used to fine-tune the final questionnaire. The targeted population of this study included library and information professionals (n = 127) belonging to SVU libraries that spread over three provinces/campuses: the Qena campus (number of libraries = 22), the Luxor campus (n = 3) and the Hurghada campus (n = 2). The library and information professionals are described to be librarians, library assistants and library directors. Of 127 questionnaires, 101 (79.5%) responses were received. To collect data, the study used a questionnaire, which has six sections reflecting the research objectives of the study. Findings The findings showed that over two-thirds of SVU library and information professionals are males, and almost one-third are females. Majority respondents are aged between 26 and 40 years, and most possessed bachelor’s degrees, of which nearly two-thirds held library science degrees. Regarding the respondents’ professional profile, the study also showed that majority were librarians, followed by library assistants and library managers, and nearly half had 10 years of experience, followed by those who have work experience of 6-7 years. This study showed that there is a significant relationship between some of the respondents’ demographic characteristics (age and education) and their DIL. The respondents’ gender had no effect on their DIL. The study also showed that there is a significant relationship between all the respondents’ professional characteristics, particularly their discipline, followed by job title, work experience and DIL. Regarding the level of respondents’ knowledge of the types of computers, many showed that their knowledge of using mobile devices, followed by PCs, workstations, portable media players/digital audio player and personal digital assistant was, at the least, high. The respondents’ knowledge of other types ranged between moderate to non-proficient. A large number of the respondents showed that their proficiency in using output devices, followed by input devices, processing devices, storage devices and communication devices was also, at the least, high. While the largest number of the respondents showed that their proficiency in using application software was, at least, high, the largest number of them showed that their proficiency in using system software was moderate. Regarding the respondents’ knowledge-based competencies, as well as skills-based competencies, especially when these competencies related to the integration of ICTs into the library work, this study showed that such kind of competencies possessed by SVU library and information professionals ranged between competent and somewhat competent. Regarding the challenges affecting the respondents’ acquiring skills and related competencies, the study revealed that the lack of funds, training, physical facilities, connection to the internet, subscribing to e-databases, lack of time as well as challenges related to SVU library system regulations, were significant to them. Other challenges such as the lack of incorporating and exploiting the new technologies and products into library integrated systems educators’ services, as well as challenges related to psychological barriers, lack of current curricula in the area of ICTs and a shortage of experienced LIS counselors, were also significant to them. This study reached conclusions that the SVU library and information professionals should be qualified and get adapted to ICTs and related competencies. They need to be provided with sufficient training to update their knowledge regarding the use and integration of technology in their library work. Research limitations/implications This study investigates DIL among library and information professionals at SVU, an Egyptian university. Any findings and conclusions resulted from this study are limited in scope to only the library professionals of this university. Such a topic has limited previous research. The size and homogeneity of the sample limit the generalizability of this study. Practical/implications The study aims to investigate DIL acquired by SVU library and information professionals. The potential results of this study would be useful for library schools, library associations and other pertinent authorities for the planning of training programs and courses. The findings may also be helpful for library educators to develop curricula that meet the needs of library and information professionals. Originality/value This study is one of the few studies conducted on this topic in Egypt. The literature on the topic of this research revealed that extensive research has been undertaken on DIL in higher education in developed countries, but very limited research has been conducted on this topic in Egypt and similar developing countries, particularly among academic library and information professionals. No definition for the concept of DIL has yet been produced, and many Egyptian academic institutions define this concept based on their own needs depending on existing models.

SummaryBackground: An increasing amount of health education resources for patients and professionals are distributed via social media channels. For example, thousands of health education videos are disseminated via You-Tube. Often, tags are assigned by the disseminator. However, the lack of use of standardized terminologies in those tags and the presence of misleading videos make it particularly hard to retrieve relevant videos.Objectives: i) Identify the use of standardized medical thesauri (SNOMED CT) in You-Tube Health videos tags from preselected YouTube Channels and demonstrate an information technology (IT) architecture for treating the tags of these health (video) resources. ii) Investigate the relative percentage of the tags used that relate to SNOMED CT terms. As such resources may play a key role in educating professionals and patients, the use of standardized vocabularies may facilitate the sharing of such resources. iii) Demonstrate how such resources may be properly exploited within the new generation of semantically enriched content or learning management systems that allow for knowledge expansion through the use of linked medical data and numerous literature resources also described through the same vocabularies.Methods: We implemented a video portal integrating videos from 500 US Hospital channels. The portal integrated 4,307 YouTube videos regarding surgery as described by 64,367 tags. BioPortal REST services were used within our portal to match SNOMED CT terms with YouTube tags by both exact match and non-exact match. The whole architecture was complemented with a mechanism to enrich the retrieved video resources with other educational material residing in other repositories by following contemporary semantic web advances, in the form of Linked Open Data (LOD) principles.Results: The average percentage of YouTube tags that were expressed using SNOMED CT terms was about 22.5%, while one third of YouTube tags per video contained a SNOMED CT term in a loose search; this analogy became one tenth in the case of exact match. Retrieved videos were then linked further to other resources by using LOD compliant systems. Such results were exemplified in the case of systems and technologies used in the mEducator EC funded project.Conclusion: YouTube Health videos can be searched for and retrieved using SNOMED CT terms with a high possibility of identifying health videos that users want based on their search criteria. Despite the fact that tagging of this information with SNOMED CT terms may vary, its availability and linked data capacity opens the door to new studies for personalized retrieval of content and linking with other knowledge through linked medical data and semantic advances in (learning) content management systems.

Next-generation sequencing (NGS) is rapidly expanding into routine oncology practice. Genetic variations in both the cancer and inherited genomes are informative for hereditary cancer risk, prognosis, and treatment strategies. Herein, we focus on the clinical perspective of integrating NGS results into patient care to assist with therapeutic decision making. Five key considerations are addressed for operationalization of NGS testing and application of results to patient care as follows: (1) NGS test ordering and workflow design; (2) result reporting, curation, and storage; (3) clinical consultation services that provide test interpretations and identify opportunities for molecularly guided therapy; (4) presentation of genetic information within the electronic health record; and (5) education of providers and patients. Several of these key considerations center on informatics tools that support NGS test ordering and referencing back to the results for therapeutic purposes. Clinical decision support tools embedded within the electronic health record can assist with NGS test utilization and identifying opportunities for targeted therapy including clinical trial eligibility. Challenges for project and change management in operationalizing NGS-supported, evidence-based patient care in the context of current information technology systems with appropriate clinical data standards are discussed, and solutions for overcoming barriers are provided.

Purpose This paper aims to analyse the phenomenon of smart libraries, which began in the 2000s, alongside the development of computer technology, digital storage the internet and human–computer interactions. The smart library is a system of library and information services developed to support research and training activity. This paper describes the need to introduce innovative library and information services at universities through users’ personal accounts. Design/methodology/approach An analysis of more than 200 publications mainly written by foreign scientists was conducted, given the dearth of Russian literature on the smart library and its services. The analysis revealed that in Western countries, the term smart library represents a wide range of meanings – from the understanding that it is a typical type of networking to assumptions about the total services provided by libraries in an urban environment. Findings The paper presents a review of both classical library services and those that are focused on the needs of modern education and science. Research limitations/implications The research results may be the best limited to university libraries. Practical implications The research results have practical use in the Library and Publishing Complex of the Siberian Federal University. Consequently, a new library information environment has been developed and integrated into the university’s information space. Social implications The research results have social use in Siberian Federal University. The personal account can be regarded as a functioning system of interaction and information exchange among the automated systems of the Library and Publishing Complex, automated learning management system and integrated educational environment. Originality/value This paper presents a certain set of technical solutions and some services available through personal accounts.
