The Public Sector encounters great challenges in its attempts to strengthen its public services. Public servants are in need of accurate and up-to-date information that can be readily accessible. They need information to be made available for effective and efficient decision-making. In order to improve service delivery, the Public Sector must aim to reach its objectives by increasing and improving accountability, transparency, efficiency, productivity and quality of services. This study focuses on factors, which influence information management in a Public Sector Department in an effective way to manage information properly. An extensive literature review was conducted of information, the role of information management, the possible critical failure and success factors of information management. This led to the discovery of four main categories for critical failure factors: (i) people; (ii) process; (iii) policy and; (iv) technology; and three categories for critical success factors: (i) organizational culture; (ii) top management support; and (iii) strategies. A conceptual model was then developed for these categories with seventeen factors. This model was subsequently tested in the empirical setting of the studied Public Sector Department in South Africa by utilising a qualitative approach through the case-study method. The findings suggest that the following factors would impact the successful implementation of an information management initiative for this Public Sector Department: information management; change management and communication strategies; culture; roles of responsibility for information; information lifecycle process; and information management policy. The intended audience for this study includes both academics and practitioners, as it introduces a conceptual model, as well as guidelines to implement these factors for information management in a Public Sector Department.

Abstract:
Digital preservation may be defined as the cumulative actions undertaken by an organisation or individual to ensure that digital content is usable across generations of information technology. As technological change occurs, the digital preservation community must detect relevant technology developments, determine their implications for preserving digital content, and develop timely and appropriate responses to take full advantage of progress and minimize obsolescence. This thesis discusses the results of an investigation of technology responsiveness for digital preservation. The research produced a technology response model that defines the roles, functions, and content component for technology responsiveness. The model built on the results of an exploration of the nature and meaning of technological change and an evaluation of existing technology responses that might be adapted for digital preservation. The development of the model followed the six-step process defined by constructive research methodology, an approach that is most commonly used in information technology research and that is extensible to digital preservation research. This thesis defines the term technology responsiveness as the ability to develop continually effective responses to ongoing technological change through iterative monitoring, assessment, and response using the technology response model for digital preservation.

Abstract:
This thesis presents a comparison and analysis of two Department of Defense (DoD) acquisition methods: the formal acquisition process and the Advanced Concept Technology Demonstration (ACTD). Both processes can be and are used by DoD to acquire information technology (IT), but while DoD has utilized the formal acquisition process for 30 years, the ACTD process is only 6 years old, and was specifically designed to improve upon the standard acquisition process (when applied to IT). By describing and studying the events surrounding, actors participating in, and results of one ACTD, this thesis will determine what lessons-learned can be applied to the standard acquisition process. While the ACTD and acquisition processes share some similarities in their management and funding, there are also significant differences. For example, ACTDs gain approval through a completely different process than acquisitions, and are subjected to less bureaucratic oversight. The recommendations provided in this thesis indicate that, based upon the experiences of the real-life ACTD sampled, the ACTD process does represent an improvement upon the standard acquisition process, specifically when the standard process is utilized to acquire IT.

As the new millennium begins, networked information technology systems are progressively more essential to the success of an organization (Turban, McLean & Wetherbe, 2001). With the steady growth of computer power and ever-increasing access to communications networks, digital information is an increasingly important resource (Li, Wang, & Wiederhold, 2000). As the information technology has changed, so too has the implementation of that technology changed. The changing digital information era presents significant challenges to organizations because there is a growing interdependence between organizational management methods and procedures on one side and information technology and communications on the other (Laudon & Laudon, 2001). A change in anyone of the components often requires changes in other components (Laudon & Laudon, 2001). The changes and challenges to organizations brought about by information technology apply to governmental entities such as local police departments. The widespread use of computers and the rapidly developing technology of communications have combined to dramatically increase the volume and complexity of digital information resources available for criminal investigations and criminal-related research (Freeh, 2000). Following the September 11, 2001 terrorist attacks on the United States, emphasis has been placed on using networked information resources as a means to identify people and determine associated criminal histories. This single case study investigated the implementation of a networked information technology system operating in the real-world setting of a local police department. The objective of this study was to examine information technology successfully implemented as an investigative resource for law enforcers. This included reviewing criminal justice information resources that became available between 1999 and 2001, and reviewing the impact of the September 11, 2001 events on information technology implementation for criminal investigation and research. It also includes the examination of theories taken from recent literature from the period 1998 to 2002, regarding methods of successful system implementation. The major contribution of the study is that it provides a broad comprehensive analysis of a mixed mode wireless and wireline networked information technology system implemented to support criminal investigations and criminal-related research. The study presents a timely model of technology implementation, following the September 11, 2001 terrorist attacks and passage of the USA PATRIOT Act. Other police departments and criminal justice agencies can use the study model to implement similar networked information systems. Results of the study indicated that the implementation of the information technology was successful because the implementation followed accepted theories in recent literature, and has had a consistent positive impact on the Melbourne Police Department. Positive and significant productivity results were achieved via the implementation processes utilized by the police department. Lastly, the study provides recommendations to local police departments and criminal justice agencies on whether continued implementation of information technology developed under current theories is warranted.

Information ethics is a relatively new field of study that aims to identify and to analyze the impact technology has on society, personal values, and the application of ethics in cyberspace. The Department of the Navy (DoN) continues to experience incidents of unethical behavior by personnel using government computers and accessing the Internet from within government networks. These incidents will continue and grow in number as the Navy and Marine Corps' dependence upon information technology (IT) increases. There are circumstances requiring ethical decision making encountered by naval personnel that are not sufficiently addressed by policy. Many of these situations do not neatly translate from ordinary experience to the IT world. These topics include the right to privacy, the protection of intellectual property, the collection and stewardship of information, and cyber crime. To address this problem, training materials on a CDROM have been created with the objective of giving DoN personnel a better understanding of the ethical responsibilities that are required when using IT. The training materials provide decision making tools to better prepare naval personnel when facing ethical dilemmas in the IT context.

Abstract:
Background: In order to make better use of information in the Emergency Departments (ED) various information systems have been developed. However, there are a number of factors that may influence the use of these systems. As there has been little research on the use of information technology (IT) in the ED, this research aims to investigate users' perceptions of Emergency Department Information Systems (EDIS) to determine various factors that may influence users' attitudes towards, and the use of, IT in this department. Methodology: This research consisted of two studies. In the first study, a qualitative approach was applied. Data were collected using in-depth semi-structured interviews, and framework analysis was used to analyse data. A quantitative approach was adopted for the second study, and questionnaires were distributed in three EDs in England. Finally, between-methods triangulation was used to show how the results of the qualitative and quantitative studies confirmed and completed one another. Findings: The results of the qualitative study showed that several factors could influence users' attitudes towards using IT in the ED and subsequent IT utilisation. These factors included the characteristics of users, their tasks, systems, the environment in which they worked, and the impact of technology. The quantitative study showed that the most important factors were the perceived individual impact of technology, perceived usefulness, perceived ease of use, subjective norm, and users' computer experience. These factors contributed to approximately 50% of variance in the users' attitudes. Conclusion: A number of factors should be considered to improve users' attitudes towards using IT in the ED. The perceived individual impact of technology is the most important factor in determining user attitude towards using IT. ED staff are more likely to view IT systems positively and use the systems properly, if they can see direct benefits arising from their use.

As the Department of Defense (DoD) begins transitioning to face the new global threats of terrorism, the new requirements of a refocused National Strategy will inherently force the DoD to transform its processes in support of the new National Strategy. In the next few years the technology used to support the DoD will continue to grow with the new demands thus, the DoD will have achieve transformation at all levels enterprise-wide. "Transformation" or radical change has been occurring successfully in the corporate business world for over 25 years and through this transformation the e-business technology has created an exponential growth in the knowledge producing information exchange systems. As the DoD looks to the e-business world for methodologies and solutions to capture this knowledge and manage it, it must also look for a surrogate definition of value or revenue that can be used as a measurement of return on the knowledge. This thesis will seek to define this value by presenting the e-business methodologies called Return on Knowledge (ROK), Knowledge Value Analysis (KVA) and Business Process Reengineering (BPR) by developing a web-enabled environment called the Transformation Information Technology Enabler (TITE) as a DoD transformation solution.

Background: Health information exchange technologies are currently being implemented in many practice settings with the promise to improve quality, efficiency, and costs of care. The benefits are likely highest in settings where entry into the healthcare system is gained; however, in no setting is the need for timely, accurate, and pertinent information more critical than in the emergency department (ED). This study evaluated the use of a payer-based electronic health record (EHR) in an ED on quality, efficiency, and costs of care among a commercially insured population.Methods: Data came from a large health plan and the ED of a large urban ED. Visits with the use of a payer-based EHR were identified from claims between 9/1/05 and 2/17/06. A historical comparison sample of visits was identified from 11/1/04 to 3/31/05. Outcomes included return visits, ED duration, use of laboratory and diagnostic imaging, total costs during and in the four weeks after, and prescription drug utilization.Results: A total of 2,288 ED visits were analyzed (779 EHR visits and 1,509 comparison visits). Discharged visits were associated with an 18 minute shorter duration (95% CI: 5-33); whereas, the EHR among admitted visits was associated with a 77 minute reduction (95% CI: 28-126). The EHR was also associated with $1,560 (95% CI: $43-$2,910) savings in total plan paid for the visit among admitted visits. No significant differences were observed on return visits, laboratory or diagnostic imaging services and total costs over the four week follow-up. Exploratory analyses suggested that the EHR may be associated with a reduction in the number of prescription drugs used among chronic medication users.Conclusion: The EHR studied was associated with a significant reduction in ED duration. Technologies that can reduce ED lengths of stay can have a substantial impact on the care provided to patients and their satisfaction. The data suggests that the EHR may be associated with lower health plan paid amounts among admitted visits and a reduction in the number of pharmacy claims after the visit among chronic users of prescription drugs. Additional research should be conducted to confirm these findings.

This PhD research project investigated the failure of a Public Private Partnership (PPP) ICT service delivery project between the South African Department of Labour (DOL) and Siemens Information Services (SIS). The research investigated conditions contributing to management failure of the Enterprise Resource Planning (ERP) Implementation project, which had the objective of improving the Department of Labour's service operations and the transfer of ERP technology competence to the DOL. An important objective of this research was to develop an understanding of the special challenges of PPP management in the context of emerging and developing countries. International organizations such as the IMF, World Bank and United Nations (UN) have been encouraging emerging and developing countries to adopt PPPs as vehicles for developing technology competence and improving public sector efficiency. However, little research has been conducted to discover whether these countries have the competencies to successfully implement and manage PPPs. The goal of this PhD study was to develop an understanding of factors and conditions influencing the DOL-SIS PPP failure in order to develop theory and approaches, which could help improve management practices in the area of contracting-out ICT service delivery in the public sector of the Republic of South Africa. The research was guided by an agency theory framework and utilised a multi-method approach to conduct three empirical investigations into the PPP institutional framework, project governance and public accountability aspects of the DOL-SIS project. Some important findings of this research are: (1) Robust institutional policies and governance mechanisms specific to PPPs for ICT service delivery are necessary but not sufficient to combat risks of failure; robust mechanisms for performance monitoring and penalties for shirking are also necessary. (2) Public sector managers need specialised knowledge and competence to effectively manage private partners in the execution of ICT PPP contracts; over dependence on the private partners can significantly increase the risk of project failure, and encourage opportunistic behaviour and shirking by the private partner. (3) Transparent project governance and public accountability mechanisms are necessary to maintaining public support and combating opportunistic behaviour of both private and public partners on a PPP ICT services project. The thesis comprises three empirical studies: Study 1 used an agency theory framework to interrogate the PPP institutional framework to understand its provisions for identifying and managing risk factors in ICT service delivery projects. Study 2 analysed data from interviews with stakeholders, the contract meeting minutes and other relevant documents, guided by the agency theory framework to develop an understanding of project governance challenges. Study 3 focused on identifying public accountability issues and used a critical discourse analysis methodology to interrogate the media discourse concerning the failure of the DOL-SIS ERP Implementation failure. Content analysis with the use of ATLAS/TI and automated tool was used to analyse all the relevant documents for the different studies. The general contribution of this PhD research is an explanatory theory illustrating how interactions among institutional conditions, governance mechanisms, knowledge and management competence deficits, and the behaviour of the PPP actors reinforced dysfunctional organisational conditions, which resulted in project failure. The theory is illustrated using a causal loop modelling technique and a set of five theoretical propositions clarifying the organizational knowledge and competence challenges, which the public sector managers faced, and the consequences of these affecting the success of the PPP project. This is an important contribution to literature on the use of PPPs for ICT service delivery not only in emerging and developing country contexts, but in developed contexts as well. Other contributions specific to the South African perspective are: (1) Study 1 revealed gaps in the institutional framework concerning the management of risks in ICT PPP projects. While South Africa has much experience with managing risks in the engineering and delivery of physical infrastructure, there is a comparable lack experience with managing ICT infrastructure implementation project risks. (2) Studies 1 and 2 reveal gaps in the governance and accountability mechanisms and practices which can be exploited with adverse consequences to the public interest. These studies also point to the importance of robust transparency and governance mechanisms, and high levels of management competence to the effective risk management of PPPs for ICT service delivery. (3) Study 3 reveals importance of the independent media in fostering debate, uncovering evidence, scrutinizing the activities of the actors in the DOL-SIS PPP and defending the public interest. The independent media played a critical role of agitating for public accountability when the DOL was reluctant to do so, and raising issues about SIS underperformance and pushing for public investigation into the governance of the DOL-SIS ERP Implementation project.

Abstract:
Aim: This study aims to investigate the factors that affect the practices of effective knowledge sharing in the Middle East region. Method: The research paper is based on a single case study about the internal audit department in a commercial Lebanese bank. Qualitative research methods have been applied which included semi-structured interviews. Results & Conclusion: The research results suggest that organizational, individual and IT are the factors affecting knowledge sharing practices at the bank. However, one of the main issues is related to the national cultural and more specifically to how power distance, individualism, and masculinity are spread throughout the IA department and proving a moderating effect towards organizational, individual and IT factors. This research paper shows that power distance is one of the main contributing factors concerning knowledge sharing. Barriers such as trust, lack of reward system, and centralized organizational structure and lack of information technology infrastructure are regarded as problems in knowledge sharing. However, the empirical results show that the principal issue lies in the power distance. Suggestions for future researches: Suggestions for further researches would be to get the perspectives from an internal audit department at another organization in the Middle East that is following a decentralized organizational structure, having advanced IT infrastructures, along with reward system, in order to compare it with the results given in this study. Furthermore, it would be interesting to make observations at the organization in order to deeply understand how knowledge is being shared at the field. Contribution of the study: This study shows that organizations that are identified with centralized organizational structure, lack of trust, lack of IT support and special rewards system entail different issues with individuals’ knowledge sharing practices. Besides, this research paper provides the organization with insights into what thoughts its employees have when it comes to knowledge sharing. Furthermore, this provides the literature about knowledge sharing in the Middle East with a new model showing the impact of national culture over the factors that affect knowledge sharing practices in the Middle East.

ENGLISH ABSTRACT: In the New Information Economy, government institutions must reorganise themselves to leverage their resources for sustainable growth and to compete in the global market place. According to some authors, successful organisations tend to be those that rely on their ability to innovate, use information constructively and leverage employee competencies to create sustainable growth rather than focusing on buildings and machines. In this research, the effective use of an Information Orientation Strategy for the improvement of service delivery in the South African government departments and in the Department of International Relations and Cooperation in particular, will be investigated. Some private organisations and a few public organisations have learned to use information effectively to achieve higher business performance. However, a sizeable number of public organisations are still operating within the paradigm of the old economy. The latter organisations, through their leadership, must learn to ensure that information is used to compete effectively throughout the organisation. They must start to collect information about the activities of their: competitors, clients and alliance partners in order to improve services, grow partnerships, and to respond to clients and customers in a more intelligent and speedier manner. The change in the effective use of information in an organisation starts at the top - that is, with the mindset and attitude of senior management. They need to start viewing information as a valuable resource which through interaction with information capabilities, form an information orientation (IO), which can predict and improve business performance. In order to attain a mature IO, an organisation must concurrently improve all the dimensions of the IO paradigm, namely: information management practices, information technology practices and information behaviours and values. The drive to a mature IO must be people-centred, to ensure that such people are predisposed to a culture of proactive use of information and sharing. This requires leadership to: develop corporate information values and behavioural norms; demonstrate such information behaviours in conducting their duties; provide competency training for improving skills and knowledge and link the two to performance management; introduce incentives and monetary and non-monetary rewards to reinforce the new values. This, in turn, will pave the way for the implementation of good information management practices and the use of information technology to support new initiatives. An organisation, by following this path, will be able to attain a higher IO and from this, an improved level of business performance such as: a superior organisational image and reputation, better service innovation, superior financial performance and greater business/service growth. The transition to the IO paradigm must commence with leadership providing an overarching information strategy to map out how the organisation intends to create value from its information-based assets. In the process of developing an information strategy, senior management must, amongst other aspects, evaluate the organisation’s strategic and capability mix, review the relationships between the strategic priorities and information capabilities, and determine how they will replace some of the traditional/outdated organisation capabilities and to implement an informationcapabilities maximisation effect. Most importantly, it must set the agenda for action and ensure its implementation and renewal. Information, as an important resource for an organisation, requires a strategy of its own. It is no longer feasible in the New Information Economy to manage successfully without a fully integrated information strategy on how an organisation will generate value from its information assets.
AFRIKAANSE OPSOMMING: In die Nuwe Informasie Ekonomie word daar van organisasies verwag om hulself te herorganiseer om sodoende die hefboom effek van hul hulpbronne in die globale mark omgewing optimaal te benut vir ‘n kompeterende voordeel. Volgens sommige skrywers, word suksesvolle organisasies gekenmerk as diesulkes wat voortdurend staatmaak op hul vermoëns om te innoveer, om informasie konstruktief te gebruik en om hul werknemer bevoeghede te hefboom om volhoubare groei te bewerkstellig eerder as om staat te maak op geboue en masjinerie. Sommige private sektor organisasies en ‘n klein aantal publieke sektor organisasies het al geleer om beter besigheidsprestasie te bereik deur informasie effektief te gebruik. Daar is egter nog ‘n groot aantal publieke sektor organisasies wat nog steeds hul besigheid bedryf binne die paradigma van die ou ekonomie. Laasgenoemde organisasies moet deur beter leierskap leer om informasie regdeur die organisasie vlakke te gebruik om effektief te kan meeding. Hulle moet begin deur informasie te versamel oor die aktiwiteite van hulle konkurente, kliënte en alliansie vennote om sodoende beter dienslewering te verseker en om vennootskappe met kliente te groei vir die ontwikkeling van slimmer en vinniger metodes. Die verandering na ‘n fokus op die effektiewe gebruik van informasie in ‘n organisasie begin bo, m.a.w. die houding en ingesteldheid van senior bestuur t.o.v. informasie gebruik. Dit is nodig dat hierdie sektor, toenemend informasie as ‘n waardevolle hulpbron, waardeur interaksie met informasie vermoëns, ‘n informasie oriëntasie (IO), wat prestasie kan voorspel en verbeter, gevestig kan word. Vir ‘n organisasie om ‘n volwasse IO te bereik, moet so ‘n organisasie gelykmatig aan al die dimensies van die IO paradigma, naamlik, goeie informasie bestuurs praktyk, goeie informasie tegnologie praktyk en goeie gedrag en waardes t.o.v. informasie, voldoen. Die strewe na IO volwassenheid moet egter mens-gesentreerd wees, om te verseker dat werknemers van ‘n organisasie voortdurend bedag sal wees op ‘n pro-aktiewe kultuur t.o.v. die gebruik en verdeling van informasie. Om dit te kan vermag sal leierskap benodig word wat, ko-operatiewe informasie waardes en gedrag in die uitvoering van pligte beklemtoon; wat bevoegdheidsopleiding vir die verbetering van bedrewenheid en kennis sal voorsien; wat koppeling met prestasie van voorafgaande sal instel en wat insentiewe en vergoeding, beide finansieel en nie-finansieel, vir die uitleef van die nuwe waardes sal aanbied. Along with this landmark project is a multitude of implementation challenges for the Navy to overcome. The DoN is using private industry best practices to establish the Navy ERP Program. Some of the challenges faced by the Navy may stem from the inherent differences between public and private sector organizations. If so, the management of IT system implementations in the Navy must therefore account for these sector differences, and cannot fully rely on private sector best practices. This paper will examine the implementation challenges of Navy ERP with respect to its public sector characteristics in order to provide a baseline for developing a governance framework for future enterprise-wide IT implementations in the DoN.

Since its inception in the 1980s digital technology is considered to be at the heart of contemporary education in the developed world, supported by national ICT strategies and exponentially rising levels of public funding. Yet the promised educational transformation, as measured by learning outcomes, has arguably failed to materialise, while developing countries continue to emulate unproven digital educational programmes. A substantial body of empirical research, conducted by policy makers, business and educators over the past fourty years has found tangible beneficial evidence consistently elusive. This qualitative-based study seeks to explain the dichotomy by critically investigating what is actually happening when digital technology meets education in UK secondary schools as opposed to what is often envisaged as 'should' or 'might' be happening. It moves the debate beyond both its learning focus predominance, and deterministic view of education and technology to one which addresses the educational phenomenon by reference to the broader context of the social, political, historical and cultural conditions that influence all educational practices and which recognises the mutual social-shaping nature of the relationship. Consequently, this qualitative study utilises semi-structured interviews in a multilevel framework to explore how secondary school heads of department; a hitherto under-researched group, at the organisation's structural intersection, have responded to the introduction of ICT from the 1980s to the current day. This thesis contributes to the advancement of knowledge and understanding by drawing attention to issues of continuity and change, and structure and agency within the educational process and by offering insights into why (unforeseen) developments have occurred, how they have evolved and with what consequences for the profession and its educational institutions. It concludes by establishing a link between ICT-induced structural developments and agency constraints, offering policy makers a means of addressing key detrimental oganisational procedures in order to improve educational processes.

This thesis focused on the management aspects of the DoD IPv6 Transition Plan. It addressed the management required to transition the DoD computer systems from IPv4 to IPv6. The study identified how computer systems will be affected by the transition from IPv4 to IPv6. The advantages, disadvantages, and risks associated with the transition were analyzed to determine potential areas of improvement. The study provided recommendations that can be used before, during and after the transition. This thesis investigated the ramifications of transitioning to IPv6. It compared the Transition Plan to the current state of preparedness by DoD agencies. It determined whether or not IPv6 can be implemented by 2008. When possible, it identified where the DoD will have to concentrate its effort to ensure the transition goes smoothly and on time.

Information and communication technologies are moving fast. Consequently, organisations must be aware of this evolution and adapt to take full advantage of the benefits offered by these technologies. Cloud computing is a new concept of accessing data centers and various computing resources via the internet through any devices and from anywhere. Large organizations, such as Higher Education Institutions (HEI), are gradually adopting cloud computing to reduce their very high budgets. In emerging countries, more and more HEIs are adopting the services offered by cloud computing, more precisely in South Africa in the Western Cape. However, cloud computing affects the way IT services are delivered by traditional HEI IT departments. Thus the objective of this study is to explore the impact of cloud computing on the role of the IT department of HEIs, using a case study. To fulfil this objective, interviews were conducted within the IT department of an HEI, including the IT staff, and it was found that cloud computing affects the role of the IT department by changing the roles and responsibilities of some IT staff, as well as the focus of certain posts in the department. In addition, cloud computing also affects the department's culture. Fortunately, no IT staff have lost their posts. Other results show that training and certification were necessary for the IT to adapt to the changes. Cloud computing adds value to the IT department because it offers a daily 24-hour service as opposed to the traditional IT department.

Public strategy is a widely discussed concept, which especially in an election year is often proposed as a means to improving administrative operations. Over the last 40 years, there has been an explosion in the number of books written about strategy. The academic community and the public have been bombarded with countless, theories, models, frameworks, approaches and schools about strategy. We have seen the rise and fall of strategic planning and the movement from strategic management to strategic leadership to strategic thinking. Despite the plethora of solutions, some to problems yet to be discovered, both the private and public sectors continue to see strategies fail. How can it be that strategies still fail when we have so many people available who know how to make them succeed? This study uses an information technology project in the Department of Defense as a field study to determine why the strategies for that project succeeded or why they failed. The research draws on concepts from the Delphi Technique, Force Field Theory, classic strategy literature and public administration to identify and map various levels of forces extant in the implementation environment for those strategies.

Development and implementation of a 21st century Marine Corps information technology (IT) roadmap may comprise a "tipping point" for future warfighting effectiveness. This thesis begins the basis for a framework for an information technology strategic roadmap for the United States Marine Corps. This thesis depicts how current acquisition programs align to current IT strategies. A premise, based on the theoretical foundation of general systems theory is that the alignment of multiple IT strategic plans, roadmaps and strategies positively affects system effectiveness. IT strategies are identified and compiled from Department of Defense (DoD), Department of the Navy (DoN), and United States Marine Corps (USMC) overarching strategic documents. Major acquisition programs for the DoD, DoN, and USMC are selected and summarized. These selected current acquisition programs are related to the identified IT strategies from the DoD, DoN, and USMC overarching strategic documents in terms of their interrelationships or alignment. Based on the research, this thesis provides recommendations to current acquisition programs to better align with the current direction of the DoD, DoN, and USMC IT strategy, and future research opportunities.

Knowledge Management is associated with organisational initiatives in response to the demands of a knowledge-based economy in which the potential value of knowledge as a source for competitive advantage is recognised. However, the lack of a common understanding about knowledge itself, its characteristics and how it is constructed has led to diverse approaches about how to "manage" it. This study presents a critical overview of traditional and contemporary KM approaches. The main focus of this study was to discover and apply a suitable methodology for assessing an organisation's knowledge processing environment. This includes an analysis of the current practices and behaviours of people within the organisation relating to the creation of new knowledge and integrating such knowledge into day-to-day work. It also includes inferring from the above practices those policies and programmes that affect knowledge outcomes. This research makes extensive use of the Knowledge Life Cycle (KLC) framework and the Policy Synchronisation Method (PSM) developed by advocates of the New Knowledge Management movement. A case study approach was followed using a range of data collection methods, which included personal interviews, a social network survey and focus group discussions. The selected case is the small IT department at the East London campus of Rhodes University. Evidence from the case suggests that the knowledge processing environment within the IT department is unhealthy. The current knowledge processing practices and behaviours are undesirable and not geared towards the creation of new knowledge and the integration of such knowledge within the business processes of the IT department. There is little evidence of individual and organisational learning occurring and the problem solving process itself is severely hampered by dysfunctional knowledge practices. The study concludes that the above state of affairs is a reflection of the quality and appropriateness of policies and programmes in the extended organisation. Equally, the local definition of rules, procedures and the execution thereof at a business unit level is mostly lacking. The study illustrates that a systematic assessment of the knowledge processing environment provides the organisation with a sound baseline from where knowledge-based interventions can be launched.

This research is focused on three food multiple retailers, Sainsbury plc, Tesco plc, and Safeway plc. The research is designed to explore the relationship between technology and strategy in these organisations. The currently held view among the researchers and managers of these organisations is that technology has a limited impact on the processes that formulate strategy, and as such may be regarded as having an enabling role. This thesis proposes that while this view may have been correct in the past it is so no longer, and that technology is not following strategy but leading strategy in the food retailers examined. In order to confirm this thesis the history, technical development and technical structure of the three retailers was investigated. The results of this research was subsequently analysed and the following conclusions were made: a. Technology has a much greater impact on the strategy of multiple food retailers than has been previously thought. Technology defines the boundaries of operational activities, and, through controlling a substantial proportion of the information that managers use in the strategy making process, technology de facto if not de jure greatly influences the retailers strategies, and in some cases may actually lead them. b. The food multiples, in not appreciating the extent to which their fate is tied up with the information technology they are using, are failing to educate and train the general management of the organisations technologically. c. Technological progress is widening the gap between the general management and technical management, and in the long run this will cause serious strategic problems unless this gap is closed through positive action

A análise dos resultados envolveu o uso de um modelo de análise dos impactos da TI nas organizações, uma comparação ou ajustamento entre a teoria e as informações coletadas e o desenho de um quadro de referência das tecnologias utilizadas no setor. Como conclusão, temos que a TI contribui para a competitividade destas empresas por meio de absorção rápida do comportamento do cliente e das tendências da moda, de maneira a transformá-las em produtos atualizados e em sincronia com a demanda do mercado.
The present work aims to describe, in effectiveness and efficiency terms, the Information Technology (IT) application in a specific segment of the retail, the clothing and fashion department stores. The objective is to understand the reasons and ways IT has contributed for the competitiveness in this segment, without a financial approach. The methodology involved a theoretical revision followed by two case studies, that had involved a clothing and fashion department stores company and a information systems company that operates in the same segment. The analysis involved the use of a analysis model of the IT impacts in the organizations called MAN/TI, a comparison between theory and the collected information and the constructing of a framework of the technologies used in this sector. As a conclusion, it was found that Information Technology contributes for the competitiveness of these companies not only by fast absorption of the customers behavior but also by the fashion trends informations, aiming to transform this collected information into up to date products.
