Abstract:
Knowledge presented by Oral History (OH) is unique in that it shares the tacit perspective, thoughts, opinions and understanding of the interviewee in its primary form. While teachers, lecturers and other education specialists have at their disposal a wide range of primary, secondary and tertiary sources upon which to relate and share or impart knowledge, OH presents a rich source of information that can improve the learning and knowledge impartation experience. The uniqueness of OH is presented in the following advantages of its use: it allows one to learn about the perspectives of individuals who might not otherwise appear in the historical record; it allows one to compensate for the digital age; one can learn different kinds of information; it provides historical actors with an opportunity to tell their own stories in their own words; and it offers a rich opportunity for human interaction. This article discusses the placement of oral history in the classroom set-up by investigating its use as a source of learning material presented by the National Archives of Zimbabwe to students in the Department of Records and Archives Management at the National University of Science and Technology (NUST). Interviews and a group discussion were used to gather data from an archivist at the National Archives of Zimbabwe, lecturers and students in the Department of Records and Archives Management at NUST, respectively. These groups were approached on the usability, uniqueness and other characteristics that support this type of knowledge about OH in a tertiary learning experience. The findings indicate several qualities that reflect the richness of OH as a teaching source material in a classroom set-up. It further points to weak areas that may be addressed where the source is considered a viable strategy for knowledge sharing and learning. The researchers present a possible model that can be used to champion the use of this rich knowledge source in classroom education at this university and in similar set-ups.Â

Abstract:
Objective – Libraries have had to temporarily shut their doors because of the COVID-19 pandemic, resulting in the provision of online and remote services. This review analyzed services offered by libraries, the technological tools used, and the challenges facing libraries during the pandemic. Methods – This study employed a systematic literature review, following the PRISMA checklist (Moher at al., 2009). The Building Blocks search strategy was employed to search for keywords of concepts in Library and Information Science Abstract (LISA), Library and Information Science Technology Abstract (LISTA), Library Science Database, Web of Science (WoS) core collections, and Google Scholar. A set of inclusion and exclusion criteria was pre-determined by the authors prior to database searching. Quality assessment of included studies was performed using the Mixed Methods Appraisal Tool (Hong et al., 2018). A tabular approach was used to provide a summary of each article allowing the synthesis of results, which led to the identification of eight broad categories of services provided by libraries in included studies. Results – The first set of searches from the 5 databases produced 3,499 results. After we removed duplicates and applied the inclusion and exclusion criteria based on titles and abstracts, 37 potentially relevant articles were identified. Further screening of the full-text led to the final inclusion of 23 articles used for the qualitative synthesis. The majority of the studies were conducted in the United States of America (n= 6, 26.1%), followed by India (n=4, 17%), and China (n=2, 8.7%). The remaining studies were carried out in United Kingdom, Ireland, Canada, Mexico, Romania, Czech Republic, Indonesia, Pakistan, Nigeria, Lesotho, and Zimbabwe. The most common method used in selected studies was the case study (n= 11, 48%), followed by survey (n=7, 30.4%), content analysis (n=4, 17.4%), and mixed methods (n=1, 4.3%). The majority of the studies were carried out in academic libraries (74%), while the rest were based on medical, public, and special libraries. Findings show that the majority of academic libraries in the included studies are providing and expanding access to electronic resources (n=16, 69.6%) and increasing open access resources and services (n=11, 47.8%). More so, most academic libraries are assisting in virtual education and teaching endeavors of faculty and students (n=13, 56.5%). In addition, some medical and public libraries are bolstering public health safety through health literacy (n=12, 52.2%), supporting research efforts, and engaging in virtual reference services, among others. In order to carry out these services, libraries are harnessing several educational, social networking, communication, and makerspaces technologies. Most of the libraries in the included studies reported budgetary challenges, and the need for new ICT infrastructure and Internet service as they move their services online. Conclusion – This review found that libraries are adapting in a number of ways to continue their roles in meeting patrons’ needs in spite of the growing challenges posed by COVID-19 restrictions and lockdown. For libraries to thrive in these trying times, there must be a well-structured approach to ensuring continuity of services. Libraries should prioritize the acquisition of electronic resources as well as increase their efforts to digitize resources that are only available in printed copies. As library services have predominantly shifted online, there should be concerted effort and support from government and funding agencies to equip libraries with the technological facilities needed to provide cutting-edge services. The quality assessment of the included studies shows that there is need for rigor and transparency in the methodological description of studies investigating library services provision in a pandemic. This review provides an overview of the ways libraries have responded to the challenges posed by a global pandemic, and hence will be of use and interest to all librarians especially those in health and academic sectors.

Abstract:
Information and communications technologies (ICTs) and the Internet have to a large extent influenced the way information is made available, published and accessed. More information is being produced too frequently and information users now require certain skills to sift through this multitude in order to identify what is appropriate for their purposes. Computer and information skills have become a necessity for all academic programmes. As libraries subscribe to databases and other peer-reviewed content (print and electronic), it is important that users are also made aware of such sources and their importance. The purpose of this study was to examine the teaching of information literacy (IL) in universities in Zimbabwe and South Africa, and the role played by librarians in creating information literate graduates. This was done by examining whether such IL programmes were prioritised, their content and how frequently they were reviewed. An electronic questionnaire was distributed to 12 university libraries in Zimbabwe and 21 in South Africa. A total of 25 questionnaires were returned. The findings revealed that IL was being taught in universities library and non-library staff, was compulsory and contributed to the term mark in some institutions. The study also revealed that 44 per cent of the total respondents indicated that the libraries were collaborating with departments and faculty in implementing IL programmes in universities. The study recommends that IL should be an integral part of the university programmes in order to promote the use of databases and to guide students on ethical issues of information use.

Abstract:
Many governmental organisations across the world are progressively implementing electronic government systems to enhance their back-office operations and offer better and efficient services to citizens. Zimbabwe is not an exception to this e-government wave. Previous studies note that the acceptance and utilisation of e-government systems by citizens in Zimbabwe remains suboptimal, sluggish and problematic due to several factors. This study sought to establish the effect of seven predictor variables on citizens’ behavioural intentions to use e-government systems in Zimbabwe. Drawing from the extended Technology Acceptance Model (TAM2), extended Unified Theory of Acceptance and Use of Technology (UTAUT2), Framework for National and Donor Action, and e-Government Trust model as theoretical underpinnings, this study proposed a conceptual framework to predict citizens’ behavioural intentions on e-government. Survey data for testing the conceptual framework were collected from 247 respondents in Zimbabwe using structured questionnaires. Confirmatory factor analysis using IBM AMOS structural equation modelling method was conducted to establish the structural model fit of the proposed model. Findings of this study establish that eight of the hypothesised constructs explain 89% of the discrepancies of behavioural intention to demonstrate good predictive power of the proposed model in voluntary environments. Thus, level of education, facilitating conditions, e-government awareness, price value; privacy, security and trust; political self-efficacy and influence were all confirmed as salient predictors of e-government adoption. These findings provide invaluable insights and pointers to practitioners and policy-makers on e-government implementation and may guide further research on e-government adoption in voluntary environments.

Abstract:
A study was undertaken to analyse the opportunities and challenges that are faced in institutions of higher learning in Zimbabwe when offering information literacy. Institutions of higher learning were purposively selected. Open ended questions were sent to 20 librarians and 13 responded. It was discovered that all the institutions of higher learning which participated in the study teach IL to the students and the librarians are responsible. Librarians teach IL to ensure that the students know how to search, evaluate and use information ethically and legally. This was necessitated by the information explosion leading to the availability of various information sources. The role of the librarian is to design the curriculum, teach IL and monitor and evaluate the course as a way of improving it. It was discovered that librarians face some challenges because of the negative attitudes by students and academic staff. The author recommends that librarians should continuously upgrade themselves and library administrators should provide resources needed to offer IL.

Abstract:
PurposeThe paper explores library cooperation in Zimbabwe and gathers views from librarians on the need for a library consortium model to underpin national development. This study aims to investigate the development of library consortia in Zimbabwe and then propose a model that will both accelerate their development and support the country’s national development agenda.Design/methodology/approachThe paper opted for an investigative study using a multi-method research design. Data on existing library consortia, namely, Zimbabwe University Library Consortium (ZULC) and College and Research Library Consortium (CARLC), were collected through questionnaires and interviews. The data were complemented by documentary analysis including primary sources of information, for example, annual reports and brochures. Data were analysed qualitatively and quantitatively.FindingsThe paper provides empirical insights on how ZULC and CARLC are transforming the provision of library services in several ways, for example, providing for the dynamic needs of users and strategizing on overcoming rising costs of scholarly content through resource sharing. The proposed model effectively elevates the fundamental library consortium principles of cooperation and sharing onto the national development stage, and it is novel and pioneering. The gestures and general remarks made recently by Zimbabwe Library Association and some ZULC members about national development and ZIMASSET are given rigorous and scholarly expression in this model.Research limitations/implicationsBecause of the chosen research approach, the research results may lack generalisability beyond Zimbabwe. It is therefore imperative for researchers to test the proposed propositions further.Practical implicationsThe paper includes implications for the development of a library consortia model to underpin national development in Zimbabwe. The existing academic sector library consortium still excludes other types of libraries from participating in resource sharing and promoting access to information on a national development scale. The proposed library consortium model providing for nation-wide access to information is critical in realising national development goals in Zimbabwe. Currently, academic library consortia are contributing immensely through supporting learning, teaching and research in their respective institutions. Such benefits can also be extended to all institutions through a national library consortium to support development in Zimbabwe.Originality/valueThis paper fulfils an identified need to study how the development of a nation-wide library consortium model can be realised. There is relatively little researched information on library cooperation and library consortia and national development in Southern Africa with specific reference to Zimbabwe. The paper seeks to close the gap by providing information on library cooperation and library consortia and national development in Zimbabwe.

Abstract:
The current technological revolution must be harnessed to increase access to information and help communities in developing countries make informed decisions that can improve their standard of life. The purpose of this study was to develop an app that attempts to complement traditional media by improving access to timely and relevant information to enhance teaching and learning in deprived rural contexts. The process was guided by design science research methodology. The paper responds to three questions: the processes considered for effective development of apps in resource-constrained environments; the value of mobile apps in supporting teaching; and how mobile apps transform deprived rural institutions. As part of the design research, the rural-university community was engaged in the construction of an app enabling access to educational information, registration portals, fee balances, and coursework. The findings indicate that the app was useful, easy to learn, and provided utility to its users, which consequently transformed their university life. The paper concludes by arguing that in a deprived learning context, mobile apps have the impetus to bridge the rural-urban dichotomy and recentre rural contexts in a direction for sustainable learning.

Abstract:
This study sought to identify the drivers of mobile money services development in Zimbabwe using Ecocash as a case study. Through purposive sampling, respondents were selected from financial institutions, regulatory bodies, customers, and agents. The research showed that in Zimbabwe the development of mobile money services is influenced by several factors such as a high mobile telephone penetration rate, a high number of unbanked people owing to poor access to traditional banking services, a lower level of internet penetration levels, customer awareness of the service because of aggressive branding, security and ease of use, and a dense networks of agents. Fast technology diffusion was also a factor that influenced the fast adoption of mobile money services in Zimbabwe. More research is needed to assess the impediments in countries where the adoption of mobile money services has not been as spectacular as in Zimbabwe or Kenya.

Abstract:
Economic globalization, integration of the world, and wide application and advanced development of modern information technology (MIT) demand high requirements for talents. Traditional teaching methods and means cannot satisfy the requirements of students for real language communication environment and language output. Consequently, students exhibit low intercultural communication ability and fail to satisfy the ultimate goal of foreign language teaching. A novel method to cultivate students’ intercultural communication competence (ICC) in college English based on MIT was proposed in this study. The method was used to examine students’ intercultural sensitivity (IS) and ICC. The concept of ICC was redefined. A model of ICC in college English based on MIT and a teaching mode for cultivating students’ ICC in college English based on MIT were constructed. The proposed teaching mode was applied to a teaching experiment, and interviews and questionnaires were used to estimate students’ IS and ICC. Results demonstrate that this mode is superior to traditional teaching methods, surpasses the limitations of time and space, realizes global information sharing, and integrates the language and cultural learning among students organically. The constructed teaching mode meets the needs and demands of most students and provides a resource-rich learning platform where students can improve their IS and ICC.

Abstract:
It is widely known that enhancement of the system of teaching foreign languages can be achieved by introducing progressive teaching methods as well as using modern teaching and information–communication technologies thus enabling them to access the achievements of the world civilization and globally available information resources, ensuring international collaboration and communication. Nowadays, culture is playing an important role in foreign language teaching and learning, therefore, a lot of researches have been done in this field in recent years. It has been recognized that a language is used as the main medium through which culture is expressed. It is believed that students are aware of language rules but are not always capable enough to use the language sufficiently as they do not have a sound knowledge of the target culture. Nevertheless, “pure information” is insight; while the development of people’s cultural understanding leads them to better critical thinking. There are ample methodologies for developing learners’ intercultural competence. The present study also seeks the ways of developing a model of blended learning course on intercultural communication.

Abstract:
Teacher training colleges and universities in Zimbabwe currently fall under the Ministry of Higher and Tertiary Education, Science and Technology Development (MHTESTD) whose mission is to develop and deliver a knowledgeable and skilled human capital through higher and tertiary Education 5.0, science and technology development using a heritage based philosophy, for the production of quality goods and services. The core values of the Ministry are integrity, humility, innovation and productivity. The philosophy of Education 5.0 system is centred on five pillars which include teaching, research, community service, innovation and industrialisation while the previous 3.0 design was centred on three aspects which are teaching, research and community service. Thus, teachers who are being trained at Zimbabwe’s colleges and universities will be required to acquire skills and knowledge to produce goods, services and ideas and also to impart such knowledge and skills to their learners. The mathematics curriculum inclusive of the syllabi, schemes of work and timetables at a teacher training institution in the Midlands Province of Zimbabwe was critically analysed. Two randomly selected lectures in progress were observed and five purposively chosen lecturers interviewed. The study addresses the questions of whether and to what extent Education 5.0 is being realised, the challenges currently being faced and the future prospects of the philosophy. The paper concludes by giving recommendations for sustainable professional development of primary school mathematics teachers in Zimbabwe.

Abstract:
Through descriptive design, this study sought to establish the compatibility of the A-level Textile Technology and Design (TTD) curriculum with the industry requirements in Harare, Zimbabwe. The study employed both quantitative and qualitative techniques through a questionnaire and interview schedule. The population comprised of 120 A-level learners and five teachers from five schools as well as eight factory managers. Forty learners who had studied the subject for at least one year and teachers based on their experience in teaching were purposely selected to constitute the sample. Three factory managers from clothing industries in Harare City were conveniently selected based on their willingness to participate in the study. Data was treated through descriptive statistics and thematically. The study established that learners did not acquire adequate essential concepts in designing, pattern making, computer aided designing, use of industrial sewing equipment and business enterprise which are critical for business or employment in the clothing industry. Some study areas were found to be compatible with the requirements of the clothing industry and entrepreneurship, but the content was not well taught. Teachers were not proficient with new skills and knowledge in the updated syllabus. The majority of the learners was either neutral, disagreed or strongly disagreed to have acquired the intermediate skills related to the updated Textile Technology and Design Curriculum. Therefore, a more skills based curriculum is recommended. In-service training of TTD teachers in business and entrepreneurship skills is also recommended.

Abstract:
The relationship between Information Technology (IT) Governance, Risk Management and Compliance (GRC) and organisation business values continues to interest academics and practitioners (IT Governance Institute, 2003). Like governance, risk management and compliance generally, IT GRC is about the decision rights and accountabilities that encourage desirable behaviour in the use of IT (IT Governance Institute, 2003). A case study approach was used in an organisation with many business units. The organisation selected is a mining company, RioZim, situated in Zimbabwe. Data was collected from business units on IT issues and business values. The interviews centred on the IT GRC practices based on responsibility and authority for IT decision making. The results suggest that IT GRC does not adequately support business values. The study revealed that business values should drive IT GRC and IT GRC should be the responsibility of executives and all business units.

Abstract:
Purpose The purpose of this paper is to explore the challenges and opportunities for Zimbabwe’s academic libraries in their endeavour to provide quality services. It will examine how library consortia, namely, the Zimbabwe University Library Consortium (ZULC) and the College and Research Libraries Consortium (CARLC), have been able to provide for the information needs of their users at a time when budgets are inadequate and subscription costs to journals remain unaffordable. It will examine how academic libraries, through resource sharing platforms, have been able to exploit ubiquitous technologies and build on from the traditional interlibrary loan (ILL). The paper will recommend a strategy based on a model to strengthen access to scholarship through resource sharing. Design/methodology/approach The researcher opted for a qualitative research design. A purposive sample of 32 participants drawn from ten academic librarians located in Zimbabwe was used to collect the information. The participants were chosen because of their involvement in resource-sharing activities. The participants were drawn from the two library consortia, namely, CARLC and ZULC. Data for the study was collected using structured interviews. Findings The findings revealed that resource sharing was critical for the survival of academic libraries in Zimbabwe. The study found out that resource sharing was the only option to overcome the challenges of the paywall. It highlighted the need for a concerted effort of all academic institutions in adapting a model that provides for the diverse needs of members with regard to widening access to scholarship. However, in spite of the success of library consortia in enhancing resource sharing in Zimbabwe, there are challenges that require the concerted effort of all academic institutions in coming up with a model that best provides for the diverse needs of members with regard to resource sharing. Practical implications The results of the study will be useful in providing a long-term strategy for enhancing resource sharing among academic libraries in Zimbabwe in their endeavor to support teaching, learning and research. Originality/value There is a scarcity of scholarly studies on resource sharing initiatives among academic libraries in Zimbabwe. This study is unique because it tackles the experiences of the academic libraries in overcoming the challenges of the paywall.
