Abstract:
The aim of the article is to highlight peculiarities and tendencies of informational and analytical systems development that contribute to effective management activity of Ukrainian authorities. The research methodology founds on the application of the systemic method, as well as methods of analysis and synthesis, also logical, systemic-structural, comparative and cognitive analysis, which made it possible to define basic essential characteristics of management activity and determine the directions, principles, forms and methods of improving the effectiveness of management activity thanks to the usage of modern informational and analytical systems. The scientific novelty. Peculiarities of informational and analytical software for Ukrainian state authorities activity at the beginning of the third decade of the 21st cent. have been studied; the main problems have been considered, and the prospects for informational and analytical activity development at the current stage have been determined; the specifics of modern processes of management informatisation with the help of innovative informational and analytical technologies of decision-making software has been analysed. Conclusions. Any management activity is a process of processing information causing the state of the management object, and making decisions causing its preservation and progressive development in time and space under conditions of various restrictions and restraining factors. Only systematised, complex information, just the information that combines various types and data, which are historically and logically related, and which are in a clearly defined order and sequence, can contribute to the improvement of management decisions effectiveness. The compliance with this requirement allows the management subject to constantly review the social object in all its complexity and diversity, as well as adjust its functioning and development in accordance with each specific situation. Informational and analytical systems make a significant contribution to the process of management decision-making. Their implementation has made a positive effect on the methods of decision-making at various levels of state administration, changing the way and speed of providing information to decision-making individuals, providing relevant, timely and accurate information. At the current stage, a number of objective and subjective factors necessitate the following: the development of various strategies of informational and analytical systems in order to meet the organisational needs of state administration structures; the elaboration of strategies for successful integration of new technologies into a certain activity, including appropriate funding and adequate technical support to ensure the necessary flow of information for short-term and long-term planning decisions making; the employees providing with adequate training to ensure effective usage of informational and analytical systems.

Abstract:
In connection with the processes of decentralization, the issues related to the formation of amalgamated hromadas (AHs) are gaining more and more attention. A big advantage in the creation of AHs is the transfer of significant powers from the State authorities on budgets to the local self-government. It is proved that the software in the sphere of management accounting and budgeting should include methodologies of implementation of the subsystems of both the budget and the process management, as well as means for projecting regulations of the financial management system. The authors propose the necessary minimum requirements for the software of the budgeting process, which display that due to a powerful and flexible system of formation of analytical reports, there is a significant improvement in the organization of work on the implementation and analysis of the budget. The list and characterization of the software available on the Ukrainian market are presented, which justify that the automation of budgeting through the introduction of an integrated information system is possible and depends only on the understanding of the importance and necessity of this process by the leadership of AH. The process of developing managerial decisions has a number of analytical procedures: analysis of the incoming information used for managerial decision-making; analysis of alternative solutions regarding the options; analysis of the progress of implementation of decision and analysis of deviations of the results obtained from the planned ones. Analytical activity is an integral attribute of the entire management process. According to the results of the research, one can conclude that the increase in the number of managerial tasks facing the leadership of hromada at the same time forms the preconditions for the creation of an informational-analytical system, the data of which will be able to satisfy any requests – both external and internal. Providing the necessary information at the right time on the basis of management accounting and analysis is the essence of the organization of information service of budgeting and management processes, contributes to the achievement of the goals outlined in the strategy for development of hromada.

AbstractScientific software is a fundamental player in modern science, participating in all stages of scientific knowledge production. Software occasionally supports the development of trivial tasks, while at other instances it determines procedures, methods, protocols, results, or conclusions related with the scientific work. The growing relevance of scientific software as a research product with value of its own has triggered the development of quantitative science studies of scientific software. The main objective of this study is to illustrate a link-based webometric approach to characterize the online mentions to scientific software across different analytical frameworks. To do this, the bibliometric software VOSviewer is used as a case study. Considering VOSviewer’s official website as a baseline, online mentions to this website were counted in three different analytical frameworks: academic literature via Google Scholar (988 mentioning publications), webpages via Majestic (1,330 mentioning websites), and tweets via Twitter (267 mentioning tweets). Google scholar mentions shows how VOSviewer is used as a research resource, whilst mentions in webpages and tweets show the interest on VOSviewer’s website from an informational and a conversational point of view. Results evidence that URL mentions can be used to gather all sorts of online impacts related to non-traditional research objects, like software, thus expanding the analytical scientometric toolset by incorporating a novel digital dimension.

Abstract:
This study aims to explain the role of relational capability and informational capability in mediating the effect of social media adoption on business performance. The population of this study is the owners of the fashion sector SMEs in Bali. The sample size used was 114 businesses with a purposive sampling approach. The analytical technique used is Path Analysis using the SEM-PLS approach. The results show that the adoption of social media has a positive and significant effect on business performance. Social media adoption has a positive and significant effect on relational capability and social media adoption also has a positive and significant effect on informational capability. Furthermore, relational capability has a positive and significant effect on business performance and informational capability has a positive and significant effect on business performance. Relational capability and informational capability can significantly mediate the effect of social media adoption on business performance. Therefore, it is important for SME owners in the fashion sector in Bali to intensify the adoption of social media to build relational and informational capabilities in order to increase business performance.

At the back of this is the current interest in expert systems and their adaptation to petroleum exploration and development. Converging hardware and software technologies, combined with industry requirements, show a definite trend to move from the emphasis on hardware and operations systems toward software and informational systems. In modern conditions, the important tasks of the Directorate of High-Speed Communication of the JSC “Russian Railways” are to improve the quality of transport services, maintain stable positions in the transport market, and increase demand. The use of a set of marketing tools in “Sapsan” trains allows maintaining price accessibility of transportation and ensures the construction of long-term mutually beneficial relations with customers. Carrying out activities to stimulate demand requires the analysis of a large amount of statistical data for planning, monitoring and summarizing the marketing activities. For information support of the decision-making process on the basis of the ACS “Express-3”, a set of tasks has been developed that provides the calculation of the characteristics of passenger traffic in the segment of high-speed communication. The new functionality allows the user to receive an analysis of the passenger traffic parameters taking into account the demand parameters (age, sex, citizenship) and the conditions of the trip (class of service, availability of benefits, participation in the promotion). In the process of carrying out analytical work, it is important for the specialists of the passenger complex not only to obtain and examine traffic statistics, but also to determine the impact of marketing actions on the amount of revenue receipts. Software implementation of the relationship construction between the volumes of traffic and revenues from the sale of travel documents was carried out on the basis of the ACS “Express-3”. To determine the annual cycles of growth/decline in revenues, it is ensured that an autocorrelation function is constructed and the development trends are determined by the indicator “revenue receipts”. The functionality created on the basis of ACS “Express” is a flexible system of reports that are formed at the user's request, allowing you to view information on the structure of passenger traffic with varying degrees of detail for compiling programs to stimulate demand and analyze its effectiveness.

Abstract:
Analysis of informational provision level of complex environmental monitoring system in surveillance zones of Ukrainian NPPs was carried out. It was established that different subsystems are used for solution of monitoring tasks. The systems are separated, heterogeneous, hardware-software incompatible, and aimed at observation and state assessment of specific components of the environment and natural resources. Such situation is not in compliance with the up-to-date European requirements and standards for environmental monitoring information systems in areas of influence of man-made facilities. It is demonstrated that solution of this problem is possible by developing an information and analytical expert system for evaluation of NPP environmental impact on the environment (EcoIES). The main tasks that will be solved by EcoIES and its specific functions during emergencies or corresponding emergency exercises were described. The main requirements for the system are consistency, openness, standardization and adaptation. Specific requirements are the completeness and hierarchy of information, comprehensive integration and rational use, semantic unity, compatibility of system components, integrated security. Three options of conceptual approaches to creation of EcoIES have been developed, each of which is characterized by its structure, level of hardware-software provision and organization of information exchange. The option, which to major extent is in compliance with the European requirements has been substantiated, and which allows to fully solve radiation and environmental safety tasks, as well as civil protection of population, territories and the environment in the surveillance zones of Ukrainian NPPs. Therefore, this approach is recommended for further practical implementation at NPPs in Ukraine. The basic scheme of structural organization and interconnections between the EcoIES and other subjects of environmental monitoring that are part of the State environmental monitoring system has been developed.

Abstract:
The article shows that today the National Guard of Ukraine does not have an information and analytical system that would ensure the maintenance of effective decision-making in the process of planning and implementation of operational tasks assigned to it (including the escorting of special cargo by the forces of the National Guard of Ukraine), while using all necessary information sources. The scientific and methodological foundations of the formation of the architecture of the information-analytical system for maintaining and making decisions on the use of the National Guard of Ukraine during the escorting of special cargoes are proposed. The option of applying recursive reduction in the process of forming the architecture of the information-analytical system for maintaining and making decisions for use during the escorting of special cargoes is given. The ontological model of the processes of escorting special cargo by the forces of the National Guard of Ukraine is considered. It was established that the structure of this ontological model includes informational and functional components (models). The information component (model) is used to present and describe information flows, data structures, and software modules in the software system. The functional component (model) is used to present interaction processes, relationships and dependencies of software modules, as well as for a detailed description of the components of the information and analytical system. The essence is revealed and the main stages of the method of forming the architecture of the information and analytical system for maintaining and making decisions for the use of the National Guard of Ukraine during the escorting of special cargoes are given. It was determined that the considered method of forming the architecture of the information-analytical system involves the implementation of such main stages as: structuring of input information (in the form of text) using recursive reduction, building an ontology and ontological model of the processes of escorting special cargo by the forces of the National Guard of Ukraine, and forming the architecture of the researched information- analytical system.

Abstract:
The article analyzes proprietary systems, such as Lectra systems (France), Gerber Garment Technology (USA), Investronika (Spain), Assyst GmbH (Germany), Wild Ginger Software (USA) and open PatternViewer (USA), Valentina (Ukraine) automated design systems for sewing production. An analytical review of the information for testing the open parametric system of automated projection and design «Valentina» was performed. It was determined that the theoretical foundations of automated testing of automated design systems are currently an incompletely resolved problem. The minimum list of data for qualitative testing is presented, which contains 10 items, the main of which are: listings of source texts of software products, external specification, test plan and methods, test options and obtained results. The article provides a list of Internet sources of the «Valentina» software product distribution, a list of communication methods, as well as a list of external specification items required for testing the «Valentina» software product. Various versions of the «Valentina» were considered, as well as the changes made in the test version v0.7.52 compared to the previous version v0.7.51. Various types of errors that occur during the development of new functions of software products are analyzed, including the inability to perform one of the functions; inability to complete a function; the appearance on the screen of symbols or program primitives that do not correspond to the action; involuntary closing of the program window; closing the program window without warnings about saving data; other errors. The information obtained for testing the open parametric system of automated projection «Valentina» can be used in the future for the analysis of methods of testing software products and their improvement, as well as for the development of automated tests that can be implemented in the processes of creating and operating software products.

The purpose of the article is to analyze the applicability of modern software for design-projecting of models of jewelry on the example of creation of a 3D model of a flat medallion; such process of creation includes the following steps: development of an algorithm; check for the errors; determination of the main characteristics. When conducting the researches, a set of general scientific approaches has been used, in particular: visual-analytical and system-informational approaches, modern methods of analysis of mechanical systems, as well as the method of classifications. The programs for three-dimensional modeling are listed; the peculiarities of their use and their functional possibilities are revealed. Based on the analysis of peculiarities of design-projecting of jewelry, the applicability of modern software is identified, in particular, the applicability of Rhinoceros 3D commercial software for three-dimensional NURBS-modeling. The development of engineering methods of designing of jewelry. The comparative analysis of programs for design-projecting of jewelry is performed. The proposed algorithm for creation of 3D model of a flat medallion using the Rhinoceros 3D software for three-dimensional NURBS-modeling is described. A standard algorithm for the creation of a 3D model of a flat medallion is developed. The recommendations regarding the use of Rhinoceros 3D software for three-dimensional NURBS-modeling in jewelry are made.

The publication provides a thorough analysis of the main tendencies that prevail in the software market for implementing effective information and pedagogical management in modern higher education institutions. The article presents a brief retrospective of the formation and development of automated control systems. The monitoring of existing electronic products aimed at enhancing the quality of the educational management in higher school, developed by Ukrainian-based commercial IT-companies and research institutions, has been done. The peculiarities of development of automated control systems of educational process have been determined by distinguishing their advantages and disadvantages depending on the level of their development. The article describes the functionality of one of the most popular integrated automated information-analytical Web-oriented educational management systems of higher education institutions developed by the "Politek-SOFT" private company and implemented in the Zhytomyr Ivan Franko State University. The article contains statistical data on the number of educational institutions in Ukraine that have implemented and actively used the software of the specified IT company. The publication identifies the specific advantages of a comprehensive information and analytical system "Dean's Office" which consists of: the full and comprehensive automation of planning and accounting of educational process, full information interoperability with other software products of PE "Politek-SOFT", convenient report designer and interface, possibilities of adaptation and full-fledged functioning in any operating system. In addition, it saves money and human resources and is applicable to educational institutions of any level of accreditation. The authors provide some information on the methodical guidance on the use of a comprehensive information and analytical system "Dean's Office" and focus on the functioning of some of its working modules. The article outlines the direction of further research with the emphasis on the main principles of the functioning of other well-known automated informational and analytical systems of educational management that have been implemented at the national higher educational institutions.

The study primarily focuses on identifying the limitations and inadequacies of media linguistics and internet linguistics, which can no longer comprehensively address the specifics of the modern informational landscape due to outdated scientific and theoretical frameworks. There arises a need for clear delineation of the conceptual boundaries of the aforementioned disciplines to prevent methodological ambivalence. Additionally, in response to these challenges, the development of a distinct discipline – newslinguistics, exclusively dedicated to the study of the news landscape – is proposed. Within this framework, its specialised subdiscipline, newsdiscourseology, is introduced to encompass the exploration of all aspects of digital news discourse. A central construct of this subdiscipline is the concept of the hypernews – a type of inclusive text characteristic exclusively of next-generation news platforms. Consequently, the establishment of newsdiscourseology is regarded as a critical response to the demands of the contemporary informational paradigm, characterised by hypertextual, interactive, polycoded, and multimodal structures. Further investigation of this issue entails the creation of a new scientific and practical foundation, including the identification and structured representation of implicit linguistic patterns embedded within contemporary digital news platforms. Assigning these patterns explicitness and specificity will contribute to enhancing users’ cultural and intellectual levels, fostering their critical thinking, and advancing related scientific practices. These developments will also enable the creation of sophisticated software utilities, integrated into browser-based linguistic applications and automated analytical-statistical linguistic databases. This work solves the problem of identification of the machine code architecture in cyberphysical devices. A basic systematization of the Executable and Linkable Format and Portable Executable formats of programs, as well as the analysis mechanisms used and the goals achieved, is made. An ontological model of the subject area is constructed, introducing the basic concepts and their relationships. The specificity of the machine code is analyzed, and an analytical record of the process of identifying the architecture of the machine code (MC) processor is obtained. A method for identifying the MC architecture has been synthesized, which includes three successive phases: unpacking the OS image (for a set of identified architectures); building signatures of architectures (their “digital portraits” from the position of MC instructions); identification of the MC architecture for the program under test (using the collected architecture signatures), implemented using four operating modes. A software tool for identifying the MC architecture has been developed in the form of a separate utility that implements the algorithms of the method. The principle of operation of the utility is presented in the form of functional and informational diagrams. Basic testing of the identification utility has been conducted. As a result, a probabilistic assessment of the utility’s work was obtained by assigning various programs to the Top-16 selected architectures.

A theoretical generalization of the concept of "information and analytical support" is explored, with particular emphasis on its application in the management of business processes in enterprises. The research systematically addresses various approaches to defining the elements that constitute information and analytical support for business process management. It identifies and categorizes these components based on both a systemic and a functional approach. The systemic approach divides the support into four main components: informational, analytical, software-technological, and intellectual. The functional approach is based on identifying the components of data collection, processing, analysis, interpretation, and storage. The research also emphasizes the importance of integrating information and analytical support into the broader management system of an enterprise, highlighting the need for a comprehensive and systematic approach that aligns information, technology and human expertise. By integrating information and analytical support into the management of business processes, enterprises could improve the accuracy of their decision-making and drive improvements and optimizations in their business processes. The article reveals the features of the implementation of the developed software product in order to develop the level of future teachers’ self-organization in the digital environment. The purpose of this article is to justify the need to implement the developed software product aimed at developing the level of future teachers’ self-organization and the formation of information and analytical skills in the digital environment. In order to assess the formation of information and analytical skills, we developed a methodology based on performing operations with text, where each skill was assessed on a scale from 0 to 2. As a result of diagnostics, we found that the majority of students are dominated by a low and medium level of formation of information and analytical skills. As a means of self-organization management, a description of the designed software module was presented, which contributes to an increase in the level of development of information and analytical skills. The authors suggested that the introduction of the developed software product into the digital environment will be aimed at increasing the level of development of information and analytical skills of future teachers. According to the results of the work, the conclusion was made about the effectiveness of the process of forming information and analytical skills of students by using an integrated approach to the selection and compilation of tasks and building a unified digital environment.

The article is devoted to the analysis of the possibilities of using modern applications in the teaching of higher mathematics for future border guard officers of the State Border Guard Service of Ukraine. The article describes the possibilities of the software stand developed on the basis of the mathematical package of the MatLab system, which allows cadets to perform spectral analysis of signals, which is important for solving professional problems of future professional activity. In addition, the article describes the process of the stand and presents its program code. The interface of the developed software stand allows to choose a window for the analysis of a kind of pulses, to receive their images, corresponding radio pulses, and also their spectra. The obtained amplitude spectra allows to compare and state the similarities and differences in the radio signal and signal spectra. In addition, if it is necessary to demonstrate the form of an arbitrary (periodic or non-periodic) signal or a signal with noise, the presented software product allows the cadet to generate a signal depending on its characteristics. The article notes that conducting classes using this software product develops the motivation of cadets to study fundamental disciplines, promotes interest and increases their knowledge and skills in higher mathematics and related disciplines, as the classes have a purposeful informational and emotional impact on future officers, their analytical-synthetic skills and critical thinking develop. In addition, the article considers the features of experimental verification of the classes effectiveness using a program stand to improve the knowledge and skills of cadets in professionally-oriented disciplines, as well as the reliability of the results using mathematical statistics.

The article argues that the effectiveness of information support for reflexive management of business processes of agricultural enterprises in conditions of digitalization largely depends on the systematization, structuring, and diversification of information. These aspects enable agricultural enterprises to adapt to changing business conditions, optimize production processes, efficiently manage resources, and forecast operational outcomes. A comprehensive approach to information support, which includes the integration of various software products, enhances the management efficiency of agricultural enterprises, despite potential challenges related to system compatibility and integration. It is substantiated that agricultural enterprises should focus on the constant updating and modernization of their information systems, adapting them to the latest technologies, market demands, and their own informational needs. Such support is necessary to analyze operational information about the activities of medical workers and make timely and effective decisions to optimize their activities in order to improve the quality of medical services. Particular attention should be paid to determining the criteria for the effectiveness of medical personnel.</em> <em>In the work, methods of system analysis were used to study the processes of the activities of dental clinic workers when they provided medical services. Abstract:
Introduction. Modern information and digital solutions qualitatively change all chains of business processes of companies and open wide opportunities for business communications. However, companies need to independently determine their needs in the development and implementation of appropriate information and software solutions, substantiation the reasons for the rational choice of adequate options for analytical procedures from the multitude of digital options currently available. In fact, the problems of choosing directions for the analysis of business indicators are in the general direction of solving the problems of the informational-communicative and organizational-analytical functions of the development of economic entities. Methods. The theoretical and methodological basis of the research is the fundamental provisions of modern economic science, the work of domestic and foreign scientists. The following methods were used in the research process, in particular: analysis and synthesis - to study the object and subject of research; abstract and logical (theoretical generalizations and formulation of conclusions); constructive and experimental (formation of a management decision with the help of analytical support). Results. According to the results of the research, it was found that business analysis integrates technical and economic knowledge, which ensures their applied use, contributes to the acquisition and systematization of information about the company's work at all levels, and establishes logical connections between stakeholders. The connection between business analytics, accounting system, information support and control procedures were revealed. The close relationship between business analytics and business communications as a set of information-analytical relationships determined by the specifics of the activity and different levels of the company's organizational culture, based on the interaction of the system of social and economic, organizational-management and technical-technological relations, is substantiated. Discussion. The results of the study can be used in the formation of a strategy for the development of analytical work and the construction of modern communication links between stakeholders in the process of their interaction. Abstract:
E-government is a new principle, mainly employed to improve the processes of government to make it appear more efficient, responsive, and transparent. The processes reflect the way that both enterprises and citizens will ultimately interact with their government units as well as the way that government units effectively cooperate and communicate. Besides, the main goal of this contribution is to build a new quality model dedicated to evaluate E-government websites. In this work a comparative analysis has been done on existing software quality models. In this respect, a good number of quality models for evaluating e-government websites have been published. Each model is mainly intended to embody and represent the quality factors’ totality and issues which are relevant to a particular idea of websites quality. Besides, such quality models may ultimately be used to improve new websites, develop ways to measure the quality of already existing websites, or in a sense, guide the development of existing websites. Thus, desirable mechanisms ultimately exist to choose the right model of highest intrinsic quality as well as of greater relevance. The researcher, in this research, presents mechanisms which are mainly proposed for the comparative assessment of e-government websites quality models. The introduction of model has been further enhanced and intensified through expanding its general quality, and identifying metrics to ultimately measure their attributes. Finally, the Fuzzy Analytical Hierarchy Process (FAHP) has been applied to the model, just as a decision-making tool, in order to mainly execute an empirical study that aims at verifying the ultimate efficiency of such a model.

Abstract:
The work is devoted to researching the process of development, implementation and operation of the geoinformation system of engineering networks and communications (GISIS) in the Odesa Sea Trade Port. The beginning of the development of the system began more than twenty years ago. The beginning of the works was preceded by the stage of pre-project studies, the result of which were the technical tasks for the implementation of the works and the project of the structure of information support. The work was carried out in stages, which corresponded to a separate territory and type of work. The purpose of this work is to research the processes of performing field and camera geodetic, photogrammetric, cartographic works, designing and creating a geoinformation database, selecting and adapting specialized geoinformation software, operating and supporting the system during the full life cycle of the geoinformation system. The methodology mainly corresponds to the following algorithm of work performance. At the stage of preliminary design studies: – collection and analysis of data on the exchange of cartographic and analytical information between external organizations, – collection and analysis of data on the exchange of cartographic and analytical information within the enterprise, primarily between engineering services, – description of the existing document circulation system with cartographic and analytical information, – a description of the shortcomings of the existing document management system, – determination of requirements for geo-information software and justification of the configuration of the geo-information software package and its architecture. At the stage of field work: – construction of a shooting justification and definition of data for communication with other coordinate systems, – reconnaissance on the territory of performance of works. Planning field work. – execution of topographical and geodetic works for the purpose of building or updating 1:500, 1:2000 scale plans. Construction of outlines. – performance of engineering and geodetic works for the study of underground communications in order to design the sections of wells and other engineering nodes. At the stage of design (camera works): – based on outlines and electronic survey protocols, development or correction of 1:500, 1:2000 scale plans using geoinformation software. – based on outlines, photofixation materials, construction of diagrams of sections of wells and other engineering nodes in electronic form. – formation of a geo-informational database of the object on the territory of execution of works. – debugging the project in the environment of geoinformation software. – coordination of the project with the engineering services of the enterprise and external organizations. – commissioning the developed project to the customer. Scientific novelty and practical significance – for the first time, research and development of the methodology of creation and support at all stages of the life cycle of the geoinformation system of engineering networks and communications of a large seaport was carried out. The methodology was developed for a long time during the entire life cycle of the system. The methodology was used by other ports and large industrial enterprises.

In the conditions of digitization of the globalized world economy, Ukrainian enterprises have an informational request for methodical recommendations regarding the technique of conducting and computerized accounting of electronic money payments, which are an innovative form of settlement transactions. The purpose of the study was to form actual methodological recommendations regarding the organization of automated accounting of payments in electronic money at the enterprise, as well as to justify the choice of the necessary software product for this purpose. To achieve the goal, the method of morphological analysis, comparative and critical analysis, system-structural approach, bibliographic method was used. Ukrainian enterprises are suggested to implement accounting work with electronic money in two successive steps. The transformations that will take place in the accounting work for settlement transactions of the enterprise in the case of the introduction of national digital currencies are substantiated. The technological possibilities of using neural networks for processing arrays of data regarding electronic money calculations carried out in payment systems are explained. It has been proven that, according to the forecasted trends, it is expedient for Ukrainian enterprises to switch from local accounting software products to the use of cloud services. Functional capabilities of 12 cloud-based software solutions popular in Ukraine for automating accounting and analytical work were analysed, from the point of view of the possibility of computerized accounting of settlement operations in electronic money. The advantages and disadvantages of individual SaaS services are explained, and the expedient ones are recommended for use. Recommendations were made to adjust the Order on accounting policy, following the scheme of organizational and procedural measures developed in the work. It is proposed to assess the compliance of the existing accounting software product with management information requests that arise when using electronic money to make payments. The recommendations were developed on the basis of a detailed study of the prospects for the further popularization of electronic money. The study is of practical interest for Ukrainian enterprises that involve in their business innovative payment solutions in the conditions of rapid digitalization of the economy

In a chemical analysis laboratory, sample detection via most analytical devices obtains raw data and processes it to validate data reports, including raw data filtering, editing, effectiveness evaluation, error correction, etc. This process is usually carried out manually by analysts. When the sample detection volume is large, the data processing involved becomes time-consuming and laborious, and manual errors may be introduced. In addition, analytical laboratories typically use a variety of analytical devices with different measurement principles, leading to the use of various heterogeneous control software systems from different vendors with different export data formats. Different formats introduce difficulties to laboratory automation. This paper proposes a modular data evaluation system that uses a global unified management and maintenance mode that can automatically filter data, evaluate quality, generate valid reports, and distribute reports. This modular software design concept allows the proposed system to be applied to different analytical devices; its integration into existing laboratory information management systems (LIMS) could maximise automation and improve the analysis and testing quality and efficiency in a chemical analysis laboratory, while meeting the analysis and testing requirements.

This study investigates the factors influencing project managers' work performance, including decision-making, analytical, technical, interpersonal, and communication skills, with emotional intelligence as a potential moderator. Conducted within the Pakistani software industry, a comprehensive field survey using a well-designed questionnaire ensured reliable and valid data collection. The statistical findings confirm the positive impact of all five skill sets on project managers' work performance. Notably, emotional intelligence moderates the effects significantly for communication, interpersonal, and analytical skills. This research provides valuable insights into the critical attributes shaping project managers' effectiveness, offering a unique perspective by considering emotional intelligence as a potential enhancer or inhibitor of these skills' impact on work performance.

Today, state and municipal services are being actively digitized in Ukraine. In particular, the Kropyvnytskyi city authorities initiated the creation of several information systems (IS) necessary for the development of various spheres of activity based on public needs for municipal services. Among these are IS of medical services provided by the city's health care institutions. Thus, the scientific and technical task of implementing the software for the municipal medical services information system in the city of Kropyvnytskyi is relevant. The work aims to implement access to information about medical services of health care institutions in the city of Kropyvnytskyi by creating municipal information systems with iOS-client. The scientific novelty of the obtained results is to improve the model of municipal information systems of medical services through the implementation of the offline mode of system operation, which in contrast to existing models of similar municipal systems provides access to IP data in the absence of Internet connection. The practical value of the results of scientific work is determined by the developed algorithms of the system, non-creation, work with the map and collection center of analytical, mobile iOS-application of the municipal medical services information system for the city of Kropyvnytskyi, published in the "App Store".

Abstract:
<em>The object of research is the development processes of transport and technological systems of railway ferries as complex technical systems. In the course of the study, a systematic approach to solving the scientific and technical problem of increasing the efficiency of maintenance of railway ferry services is used, for which a graphical method is used to analyze the formation of cause and effect ties with the construction of Ishikawa diagrams. According to the most informational criterion, the reserve for accelerating the speed of railcars on railway ferries is selected &ndash; a qualitative characteristic of the efficient use of the railway fleet, which directly depends on the reduction of railway outages in the port area, is promising. The research results provide a multifaceted picture that shows the possibility of reducing the time spent on the ship at the port by increasing the technical level of organizational work with rolling stock on access roads and loading them on a ferry. It also affects the state of the material and technical base for servicing rolling stock and the port base for loading ferries, the compatibility of operations of dispatch services and the need for appropriate information support. However, the development of these areas is impossible without ensuring conditions for the reliability of railway automation, automation and telemechanics, as well as advanced training of personnel for their maintenance. The compatibility of operations of dispatch services is implemented through the use of flexible forms of organization of cargo flows with the preparation of an optimal cargo plan for loading a railway ferry. The implementation of information support should take into account the synchronization of the information systems of the railway and port, as well as the relationship of automation with the work of the ferry, constantly updated with new software products. Based on the analysis, a program of measures has been drawn up for the development of transport and technological systems of railway ferries.</em> <em>The obtained results are aimed at increasing the efficiency, validity and effectiveness of management work on the operation of means of transport and can be used in carrying out research work of other objects of railway-water communication, in particular port railways</em>

Abstract:
The article presents a geo-informational model of the transport network of the Lozovsky district of the Kharkiv region. An analysis of the modeling object was carried out and it was determined that the transport system of the Lozovsky district contains two main components - a network of railway tracks and a network of highways. There are also waterways, but they are not suitable for transportation tasks. At the same time, geoinformation technologies, by their purpose, have descriptive and analytical functions that allow modeling and analysis of any objects. The Internet resource Open Street Map was selected as a data source for spatial modeling of the transport system of the Lozovsky district. This resource contains detailed and free information, access to Open Street Map data in geoinformation format integrated with QGIS software. Therefore, this software product was used as a modeling tool. Using the modules of the software tool selected for modeling, the following layers of the model were created: "District boundaries", "Roads", "Railway", "Railway stations", "Waterways" and "Populations", each of which has attribute data that characterize the properties of the elements of the corresponding layer. As an example of the use of the built model, the main types of network analysis were performed, namely, the shortest routes between settlements located within the selected modeling area were calculated. Modeling of the shortest distances from settlements located on the selected territory to the district center of Lozovsky district of Kharkiv region was also performed. Conclusions were made about the suitability of the built model for analysis and solving issues of optimization of transport infrastructure. The resulting model can be used as a means of supporting decision-making when forming a development strategy. In addition, it has been determined that geographic information modeling is a powerful tool for analyzing and visualizing geographically distributed data and has a wide range of applications, providing great opportunities for analyzing and improving the management of geographic information, including for the study and modeling of transport networks.
