SummaryThe present paper develops a two-period, simple model of interbank competition based on the idea that banks can partially control the behaviour of borrowers. The control effort by one bank over its customers is not observable by competitor banks. It is shown that the equilibrium behaviour of banks is characterised by a distorted incentive to exert the control effort. A second implication of the model is that unexpected tightening of the interest rate policy by the Central Bank increases the banks’ liabilities and thereby influences their loan policy. It is also shown that the returns fr

This column responds to a recent push in education policy toward a curriculum that requires students to read and write more informational texts. Most evident in the now well-known Common Core State Standards, these policy moves echo, in some ways, a call by researchers for more informational texts, particularly in primary classrooms. In this column, the authors work to sort out the various ways that researchers and policy documents have defined terms like “informational texts” and “nonfiction.” In doing so, they hope to move toward more clarity and consistency in the use of such terms. We analyze the strategic considerations inherent in legislative subsidies and develop an informational lobbying model with costly policy reforms. In contrast to other models of informational lobbying, we focus on the implications of a policymaker’s and a lobby’s resource constraints for lobbying activities. We allow both a policymaker and a lobby to gather information, and each can either fund or subsidize policymaking. Our analysis highlights that legislative subsidies are both chosen strategically by lobbyists and strategically induced by policymakers, dependent on the circumstances. These i

Today, Ukraine is making the transition from industrial to information society. Unfortunately, at the present stage no law has been adopted that would define the concept of state information policy of Ukraine. At the same time, it belongs to the strategic interests of any country and needs special attention, so today the study of the information policy of the state is relevant.

We find that firms that spend more on advertising have fewer tax sheltering activities, lower book-tax differences, and higher cash effective tax rates. Learning by shopping anchors households' beliefs about inflation to its past, causing disagreement with firms over the value of the real wage. Abstract:
Both internal and external factors can contribute to the informational frictions that drive credit rationing among firms. This study uses data from enterprise surveys and other sources to evaluate the relative contribution of internal and external variables in determining the likelihood of credit rationing. The results indicate that external factors are more important than internal ones in their association with the marginal probability of experiencing credit rationing. From these key results, we derive two policy recommendations. First, policy interventions promoting reforms to reduce inflati

Currently, numerous strategies and new initiatives for improving quality of schooling at the primary and secondary levels are being considered and implemented, with strong support from multilateral agencies, including the World Bank and the IDB. These initiatives include increasing availability and quality of teaching materials, in-service training of teachers, improvement of teaching methods, supply of subsidized breakfast and lunches at school, etc. There is little dispute these are important and necessary interventions. Transparency initiatives are well-known tools to foster trust and empower citizens. To explain why some governments introduce them but others do not, we model these initiatives as a signal that complements the information provided by visible government performance and conduct a randomized survey experiment in the City of Buenos Aires, Argentina, where the incumbent mayor made a set of post-electoral promises. In a setting with relatively high trust priors, our results show that these initiatives matter in shaping citizens' perceptions of the reputation of the government. We find, however, stro

Transparency initiatives are well-known tools introduced to foster trust and empower citizens. To explain why some governments introduce them but others do not, in a theoretical model we interpret these initiatives as a signal that complements the information already provided by visible government performance. To analyze how citizens react to these initiatives, we conducted a randomized survey experiment in the City of Buenos Aires, Argentina, where the incumbent mayor made a set of post-electoral promises.
