Abstract:
This study aimed to provide a general picture of ICT education in primary schools. Through this aim, students&rsquo
perceived ICT competencies, their attitudes towards the ICT course, the characteristics of the teaching-learning process in the ICT course, the deficiencies of the IT classrooms and the effectiveness of the ICT Student Workbook were analyzed. This study was designed as a cross-sectional survey study. In order to collect the data, a self-reported questionnaire consisted of 63 items was developed by the researcher. The sample consisted of 442 Grade 8 students in 11 primary schools located in the metropolitan area of Izmit. Both descriptive and inferential statistics were utilized to analyze the data. Multivariate Analysis of Variances with Pillai&rsquo
s Trace test was employed to investigate whether the significant differences among dependent variables across independent variables existed. Results of the study indicated that primary school students generally perceived themselves competent in ICT tasks and they had favorable attitudes towards the ICT course. Significant differences were found in students&rsquo
perceived ICT competencies and attitudes with respect to gender, educational background of parents, computer ownership and availability of home assistance related to the ICT course. This study also revealed several obstacles which prevent taking full benefits of IT classrooms, and problems with the implementation of the new ICT program.

To meet the purpose of the study, three hypotheses were tested: First, it was predicted there was a relationship between spousal connectedness and personal and spousal ICT (information and communication technology) device usage; second, it was predicted satisfaction with personal or spousal ICT device usage were mediators of the primary relationship between spousal connectedness and ICT device usage; and third, it was expected communication moderated the relationship between spousal connectedness and personal ICT device usage. A representative sample of married adults (n=208) were sampled. Personal and spousal ICT device use, satisfaction with personal and spousal ICT device use, spousal connectedness, and communication were measured and the resulting data analyzed. Regression analyses and path analyses were performed to test the hypotheses. The first and third hypotheses were found to be significant, but the second was not. The negative relationship between personal ICT device use and spousal connectedness indicates that as ICT device use increases, connectedness decreases. Communication, however, was shown to buffer this relationship. Data indicated that the more a person recalled communicating with their spouse, the less prominent was the relationship between their personal ICT device use and spousal connectedness.

Abstract:
The research conducted an Information and Communication Technology (ICT) field survey, the results revealed that Tanzania is still lagging behind in the ICT sector due to the lack of an internationally connected terrestrial ICT infrastructure; Internet connectivity to the rest of the world is via expensive satellite links, thus leaving the majority of the population unable to access the Internet services due to its high cost. Therefore, an ICT backbone infrastructure is designed that exploits optical DWDM network technology, which un-locks bandwidth bottlenecks and provides higher capacity which will provide ICT services such as Internet, voice, videos and other multimedia interactions at an affordable cost to the majority of the people who live in the urban and rural areas of Tanzania. The research analyses and compares the performance, and system impairments, in a DWDM system at data transmission rates of 2.5 Gb/s and 10 Gb/s per wavelength channel. The simulation results show that a data transmission rate of 2.5 Gb/s can be successfully transmitted over a greater distance than 10 Gb/s with minimum system impairments. Also operating at the lower data rate delivers a good system performance for the required ICT services. A forty-channel DWDM system will provide a bandwidth of 100 Gb/s. A cost analysis demonstrates the economic worth of incorporating existing optical fibre installations into an optical DWDM network for the creation of an affordable ICT backbone infrastructure; this approach is compared with building a completely new optical fibre DWDM network or a SONET/SDH network. The results show that the ICT backbone infrastructure built with existing SSMF DWDM network technology is a good investment, in terms of profitability, even if the Internet charges are reduced to half current rates. The case for building a completely new optical fibre DWDM network or a SONET/SDH network is difficult to justify using current financial data.

Abstract:
A range of factors, both internal and external, is creating changes in teaching and teachers’ professional lives. Information and Communication Technology (ICT) is just one of the major changes impacting on the teaching profession. As teachers face intense pressure to adapt to this tsunami, this study aims to investigate ways in which teachers can be helped. In South Australia, where this study is set, all teachers in Government schools are expected to be "ICT Smart", i.e. able to use appropriate forms of ICT to enhance the teaching and learning environment of their classrooms. From the researcher’s involvement for over a decade in professional development for teachers, and from visits to many schools, it appears that numerous teachers have not reached this standard. The greatest need is in Reception to Year 7 schools where the average age of teachers is nearly 50. Because no state-wide data exists, this study is intended to establish if there is a problem and if there is, to identify specific needs and offer possible solutions. The study is comprised of four parts: Part A, the Introduction gives an overview of the inter-relationships between these parts and the overall Folio. It establishes the setting and provides a rationale for the study and its focus on Professional Development in Information and Communication Technology. Part B, the Elective Research Studies, follows the writer’s involvement in this field since the 1980s. It establishes the theme of "Moving best practice in ICT from the few to the many" which underlies the whole study. Part C, the Dissertation, traces the steps taken to investigate the need for professional development in ICT. This is achieved by analysing and commenting on data collected from a state-wide survey and a series of interviews with leading figures, and by providing a review of the relevant literature and past and existing models of professional development. Part D, Final Comments, provides an overview of the whole Folio and a reflection on the research that has been conducted. The findings are that there is widespread dissatisfaction with existing models and that there is an urgent need for professional development in this area, because nearly 20% of teachers either do not use computers or are considered to be novice users. Another 25% are considered to be below not yet "ICT Smart". Less than 10% of ICT co-ordinators have a formal qualification in the field but more than 85% of them are interested in a Masters program. The study offers solutions in Part B where there is a discussion of a range of strategies to provide on-going professional development for teachers. Chapter 9 provides an outline of a proposed Masters level program and offers suggestions on how it could be best delivered. This program would meet the identified needs of ICT co-ordinators. The study concludes with a series of recommendations and suggestions for further research. The Education Department must address these urgent professional development needs of teachers, particularly those in the more remote country regions. There needs to be a follow-up survey to establish to what extent teachers in South Australia are now "ICT Smart ".

Cette thèse se concentre sur le genre, le design et la technologie à travers l'artefact des jeux vidéo - les produits de la culture d'ingénierie masculine, et le lien de genre entre ceux qui font les jeux vidéo (Production) et ceux qui les jouent (Réception). Ma recherche porte sur l'industrie du jeux vidéo consacré aux pré-adolescentes qui, il y a 20 ans, était le site de l'entreprenariat féministe espérant remédier au déséquilibre entre les sexes dans les TIC. Si la parité a été atteinte dans la consommation des médias, la production technologique reste délibérément une quête masculine. Cette étude constructiviste en trois phases commence par les préférences personnelles (MBTI) et l'orientation de rôles sexués (BSRI) des femmes dans le développement des jeux, en soulignant leur résistance aux stéréotypes de genre, et se termine par une étude ethnographique des enfants jouant à des jeux vidéo indépendants et non sexistes dans un programme extrascolaire à Paris. Utilisant la sémiotique pragmatique, cette thèse soutient que les croyances et habitudes des stéréotypes négatifs de genre et de technologie sont le principal obstacle à la diversité des genres dans les TIC - limitant le nombre de femmes désirant transgresser les normes de genre dans les professions masculines — et créant une prophétie auto-réalisatrice à travers la socialisation du genre par les parents qui réifient la croyance dans les compétences technologiques masculines tout en développant un accès et un encouragement technologiques inégal entre les sexes. This dissertation focuses on gender, design and technology through the artifact of video games — technology products of masculine engineering culture, and the gendered link between those that make video games (Production) and those that play them (Reception). My research examines a sector of the video game industry devoted to pre-adolescent girls, which 20 years ago was the site of feminist entrepreneurship hoping to remedy the gender imbalance in ICT (Information and Communication Technology). While parity has been achieved in media consumption, technological production firmly remains a masculine pursuit. This three-phase constructivist study begins with the personality preferences (MBTI) and sex-role orientation (BSRI) of women in game development, highlighting their exceptional resilience to gender stereotypes, and concludes with an ethnographic study of children playing independent, gender-neutral video games at an afterschool program in Paris. Using pragmatic semiotic epistemology, this dissertation argues that the belief-habits of negative gender and technology stereotypes are the principal roadblock to gender diversity in ICT – limiting the number of women willing to transgress gender norms into masculine professions and creating a self-fulfilling prophecy through parents’ gender-socialization that reifies the belief in masculine technological passion and skill while developing unequal gendered technological access and encouragement. The dissertation concludes with strategies for gender-neutralizing technology, including design heuristics for gender neutrality in children’s digital experiences

The advent of the 21st Century has seen a number of technological developments which affect almost every spectrum or aspect of our lives. Castells (2001) likens the power of ICT to the impact that access to electricity and clean running water in a community have had on human development. In the field of educational, information and communication technology (ICT) has become a core part in helping to improve the efficiency and productivity of both teaching and learning of any particular subject (Fallows and Bhanot, 2002).The aim of this study was to investigate to what extent ICT had enhanced learning at Pearson High School in the Summerstrand area of the Nelson Mandela Bay Municipality (NMBM). The results of the study were compared with similar studies in other schools in NMBM conducted at the same time. The study was qualitative and methods of data collection used were key informant interviews and focus group discussions.

The study examines knowledge transfer between firms by using the concept of stickiness to conceptualise problems with knowledge transfer. The concept of stickiness is sub-divided into “macro” and “micro” levels stickiness. As for “macro” level stickiness, the study uses literature in the field of innovation studies, in which governments have been identified as major contributors to macro level stickiness. The study uses literature in the economics of knowledge and evolutionary economics to develop the concept of “micro” level stickiness, which refers to firms’ contributions to stickiness. Four factors are used to examine micro stickiness: transfer mechanisms, types of transfer, knowledge barriers, and transfer contexts. After explaining the concept of stickiness and providing a background to technology parks policy, the study examines the perceptions of a variety of informants of stickiness in knowledge transfer among ICT firms in Malaysian technology parks. The study approached seven (out of eleven) Malaysian technology parks, over a period of three months in 2005 (May-July 2005) and a month in 2007 (August 2007). It interviewed fifty (50) informants, who included policy makers, government officers, and executives of ICT firms in Malaysian technology parks. With respect to “macro” level stickiness, policy makers and government confirmed that the government cannot exclude previous policy documents that contained three major elements: national unity, foreign direct investment and sound economic growth to formulate policy for Malaysian technology parks, which does not solely encourage knowledge transfer because the policy documents permitted short term profit taking by ICT firms. With respect to “micro” level stickiness, the results suggest that transfer mechanisms, types of transfer, knowledge barriers, and transfer contexts are costly; thus, impede ICT firms from participating actively in knowledge transfer between ICT firms. This study suggests that the government and ICT firms should work closely to facilitate knowledge transfer between ICT firms in Malaysian technology parks.

Abstract

The frequency of natural disasters and its negative consequences in terms of the number of people killed, property destroyed and negative environmental impacts caused in the affected communities constitute one of the basic foundations and motivations for the development and use of ICT and other means of preventing as well as responding to disasters in the world today. This is simply because disaster management constitutes an important part of any developmental framework. Unfortunately a majority of these natural disasters occur in developing countries where information flow is greatly hampered because the national actors in disasters lack the skills to use ICT to prepare for and to response to disasters in their communities. Current study aims at studying the use of ICT in disaster management in Cameroon-a less developing country south of the Sahara

To achieve the aim of this study, a quantitative research approach was chosen. A total sample of 150 organisations was selected from a population of 285 organisations within Cameroon, that are directly or indirectly involved with disaster management or developmental issues of any nature. In total 150 questionnaires were administered to these selected national actors by mail, internet, telephone and self-administration and 85 of the organisations respondended to the questionnaire.

After collecting and analysing the data, the authors came to the conclusions that; disasters occur in Cameroon on frequent bases causing lots of damages thus the need for ICT use in humanitarian logistics to move information and material. Results showed that national actors use the radio and local TV (CRTV) for disaster preparedness and the mobile phone for disaster response, while the internet and computer techonology, foreign TV, Fixed phone and fax had a very low usage rate or sometimes not used at all. The reason for low usage or no usage was due to problems encountered by national actors in an attempt of trying to use them. Against this background, the authors suggested a number of recommendations that could improve the degree of ICT usage. One of them was that the Cameroon government should partner with private sector firms to make ICT infrastructure available by investing more and improving on the telecommunication sector in the country. This will solve the problem of poor ICT infrastructure, poor radio and TV signals, limited internet connectivity accessibility and availability in Cameroon.

Abstract:
Within a context of continuous population and economic growth, the future projections for agricultural products\' demand is impressive. At the same time, agriculture already exercises significant pressure on natural resources. As a consequence, the world needs to produce higher agricultural volumes while limiting agriculture\'s impacts on the environment. This thesis evaluates whether empirical indications exist that demonstrate how Information and Communication Technology (ICT) infrastructure development and usage could impact the sustainable development of agriculture. Drawing from the empirical literature on infrastructure\'s impacts on development, two statistical models are created. The first analyses impacts of Internet and mobile usage on cereal yields at a country level using Fixed Effects Panel Regression for 212 countries in five 5-year periods, from 1990 to 2014. The second uses a Propensity Score Matching Model to evaluate how the installation of 3G technology during the period between 2005 and 2009 in Brazilian municipalities located in the Amazon region affected deforestation. Based on the methodology and datasets used, results indicate that the growth of Internet users could have a positive impact on cereal productivity in a country. Results for mobile device users are inconclusive. Finally the second models indicate that municipalities in which 3G technology was installed had lower deforestation rates than similar municipalities lacking 3G technology.
Em um contexto de crescimento populacional e econômico, as projeções de demanda para produtos agrícolas no futuro são expressivas. Ao mesmo tempo, a agricultura já exerce pressão significativa nos recursos naturais do planeta. Como consequência, é preciso obter maior oferta de produtos e, ao mesmo tempo, limitar o impacto ambiental da atividade agrícola. Essa tese avalia o papel da infraestrutura e uso de Tecnologia da Informação e Comunicação (TIC) no desenvolvimento sustentável da agricultura. Baseando-se na literatura empírica sobre impacto de infraestrutura no desenvolvimento, dois modelos estatísticos foram criados. O primeiro analisa os impactos do uso de internet e telefones celulares na produtividade de cereais utilizando uma regressão em painel de efeitos fixos para 212 países no período entre 1990 e 2014. O segundo utiliza um modelo Propensity Score Matching para avaliar o impacto da instalação de tecnologia 3G no desmatamento de municipios localizados na região da Amazônia Legal brasileira. De acordo com a metodologia e dados utilizados, os resultados indicam que um crescimento no uso da internet pode positivamente impactar a produtividade de cereais em um país. Para o caso do uso de telefones celulares os resultados são inconclusivos. Finalmente, de acordo com o modelo, há indicações de que municipios que receberam a tecnologia 3G no período estudado tiveram taxas de desmatamento reduzidas quando comparadas a municipios similares que não receberam a tecnologia.

Abstract:
Teacher education programmes are expected to prepare pre-service teachers (PSTs) to use Information and Communication Technology (ICT) in their future teaching and learning practice. However, whether and how PSTs actually integrate ICT in their teaching practice is influenced by many other factors in addition to their own personal background and educational exposure. This study investigates the technologies used and the kind of ICT-related pedagogical approaches adopted by PSTs’ teaching practicum, and to examine how these are influenced by school-level and personal-level factors. Fifteen PSTs assigned in the same teaching practicum group were selected as the focal subjects for this study. The methodological approach taken in this research was multiple case studies, involving in-depth data collection through surveys, interviews, observations and document analysis during various stages of the PSTs’ in seven preschools over two semesters. Findings reveal three pedagogical approaches adopted by the PSTs: 1) teacher-initiated and teacher-directed, 2) teacher-initiated and children-directed, and 3) children-initiated and children-directed. The most frequent pedagogical approach overall was teacher-directed approach. The adoption of children-directed activities was much lower, and children-initiated activities were very infrequent. Similar patterns were found in ICT-related learning activities: a majority of these were initiated and directed by PSTs and only limited opportunities for children to direct the use of ICT. No ICT was used in children-initiated activities. Further analyses reveal that school-level conditions were important in influencing PSTs’ decision-making in relation to ICT use. These conditions include: nature of the curriculum adopted by the school, ICT access, and the mentor teachers’ pedagogical use of ICT. In schools with a greater understanding and adoption of children-centred approaches, PSTs had more opportunities to involve children in using ICT in teacher-initiated and children-directed activities. In structured teacher-centred classrooms, PSTs follow their mentor teacher’s use of ICT, mainly in teacher-initiated and teacher-directed approach. It is found that the mentor teacher played a very important role in demonstrating the pedagogical use of ICT. The study found that personal conditions such as the PSTs’ self-reported personal use of ICT and their competence in using ICT also affected how they used ICT in their practice. While the PSTs had similar ways of using ICT for their own personal activities, they varied in the confidence and competence in pedagogical use of ICT. They all felt confident in using ICT to prepare and present visual learning resources, but were less confident in preparing lessons that involve the use of ICT by children, and even less confident in guiding children’s use of ICT. These findings suggest that in order for teacher education programmes to effectively prepare PSTs for ICT integration, mutual understanding and collaboration with practicum schools and mentor teachers are important. Teacher educators and teacher education institutions are only part of the education ecosystem. Aligned vision and efforts involving policy makers and school leaders at the system and school levels are necessary to create the appropriate conditions for mentor teachers to support PSTs in exploring innovative ways of using ICT in early childhood education.

Organisations need to develop and implement information and communication technology systems successfully. Successful implementation of any system depends op, its acceptance and use by potential users. This thesis investigates how managers make their decisions towards new information and communication technology systems. It is a new extension to the technology acceptance model, which includes new factors which have direct and indirect influence on managers' decisions to use new technology. The thesis pursues an answer for the research question 'what factors affect managers' decisions to accept or reject a new information and communication technology system?' This research adds more constructs to the original technology acceptance model which are adapted from the theory of reasoned action, the theory of planned behaviour and other information systems development theories such as user participation, user interface design and management support. This research adopts action research, case study and web survey methods to test the 22 hypotheses. The results confirm the new extended technology acceptance model which is an addition to the literature of computer systems adoption.

The purpose of this study is to provide a content analysis of specific studies that involve sustainable information and communication technology (ICT) use in K-12 education in the U.S. The results from the content analysis were used to identify factors that may contribute to the sustainable implementation of technologies in K-12 instruction. Factors from specific studies from 2000 to 2018 that have implemented ICT in instruction for three years or more were analyzed. The findings from the analysis may be helpful in developing a conceptual framework listing possible sustainability factors for K-12 school districts using technology in instruction. The results may also be beneficial to educational policy makers, school administrators, and educational stakeholders.

This research was undertaken to explore and better understand the approach employed by entrepreneurship development and support agencies in developing and supporting entrepreneurship in the ICT sector. In particular, the study intended to establish if the entrepreneurship development and support agencies in South Africa do employ a collaborative approach to entrepreneurship development in the ICT sector. The study was motivated by the low levels of entrepreneurship activity in the country (Herrington, Kew,&Kew, 2009), and the extent to which such could be attributed to lack of collaborative approach to entrepreneurship development. The research was conducted, in Johannesburg through interviews with experienced managers of three of the entrepreneurship development and support agencies and questions asked on the usage of the variables to the constructs of collaborative approach to entrepreneurship development in the ICT sector. The resulting findings showed very limited to no practice at all of the respective variables of collaborative approach to entrepreneurship development in the ICT sector. These findings also indicate that in certain instances, even the normal entrepreneurship development practices, let alone a collaborative approach, are not being practiced by some of the entrepreneurship development agencies. The Internet has made a considerable impact on how business is conducted. Empowered by technology consumers are using the Internet as a tool to communicate and transact online. E-commerce (electronic commerce) presents opportunities for business to gain a competitive advantage, however it also posses certain challenges. Small and Medium Hospitality Enterprises (SMHEs) sector within the tourism industry, is one of the sectors which stands to benefit from using the Internet for business. Researchers agree that the contribution made by the tourism sector in developing economies is substantial. However, SMHEs are noted for their failure to derive optimal benefits from using the Internet for business to improve their competitiveness. This study which seeks to develop a model for use by SMHEs as a guide when making the decision to adopt technology was necessitated by the importance of SMHE’s contribution in the economy of developing countries. This model is based on the examination of existing theories and models such as; the Delone and McLean IS success model (2004), and the ITGI’s (2007) IT governance focus areas model. To elicit the desired outcomes, additional data was collected using questionnaires, interviews, and observations. The collected data was analysed and resulted in the development of a model that can be used by SMHEs in order to derive value from IT and to gain a competitive advantage.

While evidence of the exceedingly important role of technology in organizational life is commonplace, academics have not fully captured the influence of Information and Communication Technology (ICT) on crisis response. A substantive body of knowledge on technology and crisis response already exists and keeps developing. Extensive research is on track to highlight how technology helps to prepare to crisis response and develop service recovery plans. However, some aspects of crisis response remain unknown. Among all the facets of crisis response that have been under investigation for some years, improvisation still challenges academics as a core component of crisis response. In spite of numerous insights on improvisation as a cognitive process and an organizational phenomenon, the question of how improvisers do interact together while improvising remains partly unanswered. As a result, literature falls short of details on whether crisis responders can rely on technology to interact when they have to improvise collectively. This dissertation therefore brings into focus ICT support to organizational improvisation in crisis response in two steps: We first address this question from a general standpoint by reviewing literature. We then propose an in depth and contextualized analysis of the use of a restricted set of technologies – emails, faxes, the Internet, phones - during the organizational crisis provoked by the 2003 French heat wave. Our findings offer a nuanced view of ICT support to organizational improvisation in crisis response. Our theoretical investigation suggests that ICTs, in a large sense, allow crisis responders to improvise collectively. It reports ICT properties - graphical representation, modularity, calculation, many-to-many communication, data centralization and virtuality – that promote the settling of appropriate conditions for interaction during organizational improvisation in crisis response. In the empirical work, we provide a more integrative picture of ICT support to organizational improvisation in crisis response by retrospectively observing crisis responders’ interactions during the 2003 French heat wave. Our empirical findings suggest that improvisation enables crisis responders to cope with organizational emptiness that burdens crisis response. However, crisis responders’ participation in organizational improvisation depends on their communicative genres. During the 2003 French heat wave crisis, administrative actors who had developed what we call a “dispassionate” communicative genre in relation to their email use, barely participated in organizational improvisation. Conversely, improvisers mainly communicated in what we call a “fervent” communicative genre. Therefore, our findings reveal that the ICT support to organizational improvisation in crisis response is mediated by the communication practices and strategies that groups of crisis responders develop around ICT tools.

The thesis focuses on the interaction between primary teachers' perceptions of Information and Communication Technology (lCT) and their pedagogy. Their perceptions of ICT are explored in terms of their reported understandings of the nature and purpose of ICT in primary schools and the influence these have on pedagogy as an expression of professional knowledge. A qualitative, case study approach was used to investigate the perceptions and pedagogy of a small group of teachers working within one school, . Carberry Junior School'. The study was carried out during an eighteen month period of significant change in primary schools responding to the UK Government's National Grid for Learning initiative and its impact on models of access to ICT resources and expectations in teaching and pupil achievement. The findings provide insight into three dimensions of the teachers' perceptions of ICT: as a social and cultural phenomenon; as an ambiguous construction of a discrete subject, curriculum resource and higher-order capability: as a 'new' field in primary schools. The teachers' professional knowledge is expressed in:their subject knowledge of ICT capability; their pedagogic knowledge with different models of access to ICT resources; their repertoires of representations of ICT; their identity as professionals in the 'Information Age'; their membership of a community of practice engaged in the pedagogical use of ICT. The analysis starts from an interactive model of professional knowledge, proposed by Banks, Leach and Moon. A revised model is proposed for the case study that draws upon Wenger's theory of learning in communities of practice. This has the additional merit of providing a framework to theorise and describe the interaction of the teachers' perceptions of ICT and pedagogy presented in the mutuality between personal experience and emergent practice.

This project investigates some aspects of why a minority of ICT project management professionals in the Chinese ICT sector are female. It investigates differences between sexes in their perceived image and knowledge of ICT work, and the relationship between their career paths and gender roles. A literature review identified that little research on women in ICT in China had been carried out prior to this project. The literature on women in traditional male industries (e.g. ICT, engineer, civil engineer) in western countries yielded certain insights and transferable research methods. A pilot interview survey of four parents, six tutors, six students and eight ICT practitioners was undertaken to develop the main semi-structured interview survey instruments. The main survey yielded responses from thirty students and thirty ICT practitioners. The data interpretation and analysis method adopted grounded theory since, as mentioned above; there little relevant research has been carried out on the topic in China. The results are presented in a consistent way to make the data more comparable. Conclusions are drawn based on findings arising from the body of work and academia as a whole. There were found to be some differences between sexes in certain aspects of their views of ICT (project management) work and aspiration to career choice and advancement. The ICT sector has as a working environment is characterised by conflict (androgynous and male-dominant working style), competence, and keeping abreast of developing ICT technologies, which are thought to be more suitable to men. Gender division actually exists, and family responsibilities hold women back in their career advancement in the ICT sector in China.

At the heart of Project Management are time, cost and performance by utilizing the available resources. When analysing the Global Competitiveness index for 2012-2013 it becomes clear that in South Africa labour efficiency is far below what it should be, ranked 113th out of 144. In the same report Business Sophistication is ranked 38th out of 144. It becomes clear that performance, time and cost at the heart of Project Management are hampered by the low labour efficiency. The adoption of Information Communication Technology (ICT) in the Construction Project Management Environment will raise productivity and will increase the quality and speed of work, financial controls, communication, and access to common data. The effect will be improved communication, an increase in the speed of data transmission, cost savings and fewer occurrences in miscommunication. The study has been done to set a framework of how ITC can be managed and implemented in the South African Construction Project Management Environment. These enablers and disablers of ICT in Construction Project Management should be determined. The current rate of ICT adoption is verified and the future trends in ICT are researched, characteristics common to quality information should also be verified. The study determined that the future developments in ITC will be profound and if applied correctly, Project Management through the means of communication will be affected positively. In the empirical study the characteristics of quality information, the disablers and also the enablers were investigated taking into account the current rate of ICT adoption in the South African Construction Management Environment. The framework used in the study proposed and confirmed how ITC can be managed and implemented in the South African Construction Project Management Environment. It is set out in the following steps: Firstly: By determining the common characteristics of quality information, namely accuracy, completeness, consistency, uniqueness, and timeliness. The implementation of ITC in the Construction Project Management Environment can be controlled. Secondly: Disablers of ICT adoption in project management exist, namely economic factors (reduction in employment, rising cost, and limited trade), social factors (digital divide, security and lack of education), and other factors (legal, environmental and cognitive). These factors should be managed. Thirdly: Enablers of ICT adoption in project management exist, namely relative advantage, complexity, compatibility, trial ability and observe ability. These enablers must be focused on and exploited where possible. Fourthly: Determine the current rate of ICT adoption in Construction Project Management. This was done and it is clear that the digital divide has been crossed by South African Project Managers and that they will embrace future developments in ICT in general. Finally: Future trends in ICT for the next five to ten years pertaining to Project Management should be analysed and new trends with possible advantages for Project Management must be investigated on a constant basis to see what will be advantageous.

Small- to medium-size enterprises (SMEs) play a vital role in a dynamic economy through job creation, poverty alleviation, and socioeconomic development in developed and developing countries. The purpose of this multiple case study was to explore how SME leaders in Lagos, Nigeria, adopted information and communication technology (ICT) as a business strategy to increase profitability and compete globally. Organizational leaders have adopted ICT so that their organizations can become more efficient, effective, innovative, and globally competitive. This study involved 4 SMEs that had successfully implemented ICT. The participants included 5 SME leaders from each of the SMEs. The data collection method included in-person semistructured interviews of participants and review of existing company data. Data were analyzed using inductive data analysis, which included member checking to ensure trustworthiness of interpretations and occurred until theoretical saturation had occurred. The technology acceptance model (TAM), which specifies the relationship between perceived usefulness, perceived ease of use, attitude toward computer use, and intention to use technology, was applied as a framework to explain the Nigerian SME's ICT adoption strategies. Four major themes emerged from the data analysis: ICT adoption factors, ICT roles and benefits, role of government, and SME success factors. The findings of this study may help SME leaders and government leaders address many of the factors inhibiting the adoption of ICT in SMEs. The findings of this study may positively affect social change by ensuring that SMEs are successful and able to create jobs, which in turn may help to alleviate poverty and promote socioeconomic development through adoption of ICT.

The Objectives of this research is to raise the awareness of the leaders and executives, from both the Business/Management and IT, to the role of ICT in organizational e-transformation, specifically in UAE, to enable them better facilitate their roles and responsibilities. Global Information and Communication Technology (ICT) changes and their Business/Management consequences have their regional reflections, shades, and effects. During the last few years, the United Arab Emirates (UAE) federal government in general, and Dubai government in particular, initiated and deployed progressive and ambitious steps towards the implementation of E-government. The main objectives being to better serve all government stakeholders, by enabling reductions in cost, time and effort. Each department/directorate formed its own leading teams, to achieve the Etransformation projects. These teams, supported by International consulting firms, and starting with targeted attainable objectives developed solutions that achieved fast and encouraging results. These results encouraged additional steps to be taken. The process continued, and many departments/directorates - having their Information Systems (IS) and Information Technology (IT) related solutions in place - believed that their goals had been achieved or almost achieved. Upon execution of the next phase, which required connecting departments/directorates together (Government to Government: G2G stage), many serious technical problems were raised. Problems arose with respect to information exchange, database structures, file formats, uniformity and integrity of applications, hardware scalability and interoperability, and integration, accompanied with related management and financial problems. This produced IT islands of information that had to be managed and shared more efficiently. This highlighted the following issues: 1) The absence of an enterprise detailed and integrated plan to: A) Harmonically harnessing the best of Business and IT strategies, infrastructures, and processes (business-IT alignment) B) Perfect Integration, Coordination and Cooperation inside and outside the organization, supported and facilitated by new Governance structure (business-IT alignment) C) The need for Integrated Enterprise Architecture Framework (IEAF): characterized by Wholeness, Intel-connectedness, in addition to Multidimensional solution, maintaining Alignment, Standards, Scalability, Interoperability, and Integration characteristics 2) The absence of "conscious transformation" leadership, to transform leader and employee mindset and behavior, to develop supportive to change culture. This influenced the determination and support for self and organizational transformation. This required revealing the implementation of E-transformation drivers in the UAE organizational E-transformation, and classifying them into two categories: Major ICT based drivers Technology Business-IT alignment, Enterprise Architecture Project management Minor ICT based drivers Leadership Vision and Strategy Stakeholders Continuity This research focuses on the Major ICT based drivers, mainly, the business-IT alignment, and the need for an Integrated Enterprise Architecture Framework. Abstract:
This dissertation investigates approaches for the development of an implementation model for ICT systems in the higher education environment. ICT systems have been implemented in various education settings, but have been narrowly focused in nature. There lacks a generalizable model to implement these systems in higher education settings. The research questions in this study sought to identify the criteria that can be used to develop and evaluate the implementation model. The design science research methodology selected for this study used product criteria defined in a literature review to guide the development of the model. An expert panel consisting of administrators, faculty and technology implementers was then used to affirm the criteria that was used to develop the implementation model. A set of design characteristics based upon the results of the expert panel consensus resulted in the design of the implementation model. The model addressed approaches for implementation and measurement for each criterion in the study. The model was pre-evaluated by the expert panel. The model was then post-evaluated by a new evaluation panel based upon its effectiveness in satisfying the criteria developed by the expert panel. The evaluation of the model for ICT implementation in higher education found that it appropriately met the specified design criteria established by the expert panel. Future research in the application of the implementation model and testing at another educational institution was suggested.

Diese Dissertation befasst sich in drei empirischen Aufsätzen mit der Auslagerung von Informationstechnologien (IT) und Geschäftsprozessen. Der erste Beitrag untersucht die Auswirkung von IT-Outsourcing auf die Arbeitsproduktivität der auslagernden Unternehmen, wobei ein Endogenous Switching Regression Modell im Rahmen einer Cobb-Douglas Produktionsfunktion verwendet wird. Die Ergebnisse zeigen, dass Mitarbeiter, die hauptsächlich mit einem Computer arbeiten, produktiver sind in Unternehmen die IT auslagern. Daher kann die Computernutzung und IT Outsourcing als komplementäre Faktoren betrachtet werden, die sich beide positiv auf die Arbeitsproduktivität auswirken. Der zweite Aufsatz befasst sich mit der Wirkung von IT Outsourcing auf das Beschäftigungswachstum. Während Outsourcing zumindest kurzfristig oftmals mit einem Beschäftigungsabbau in den auslagernden Unternehmen assoziiert wird, können die mittel- bis langfristigen Auswirkungen von Outsourcing durchaus positiv sein. Durch einen Instrumentalvariablenansatz wird für mögliche Endogenität zwischen Beschäftigungswachstum und IT Outsourcing kontrolliert. Die empirischen Ergebnisse sprechen dafür, dass sich Outsourcing mittelfristig positiv auf das Beschäftigungswachstum der Unternehmen auswirkt. Allerdings zeigt eine separate Betrachtung des verarbeitenden Gewerbes und von Dienstleistungsunternehmen, dass dieser positive Effekt nur für letztere signifikant ist. Der dritte und letzte Beitrag untersucht die Auswirkung der Auslagerung von IT nahen Geschäftsprozessen auf die Unternehmensproduktivität. Diese Analyse basiert auf Paneldaten. Um Verzerrungen durch nicht beobachtbare Heterogenität von Firmen, Messfehler der Variablen und Simultanität der In- und Outputs zu erfassen, werden verschiedene Schätzverfahren im Rahmen einer Cobb-Douglas Produktionsfunktion verwendet. Die Ergebnisse zeigen einen signifikanten positiven Effekt der Auslagerung von Geschäftsprozessen auf die Produktivität der Unternehmen.
This thesis consists of three essays that contribute to the empirical literature on information technology (IT) and business process outsourcing. The first essay analyses the impact of information technology outsourcing on labour productivity in outsourcing firms by using an endogenous switching regression model in a Cobb-Douglas production function framework. Estimation results show that employees who mainly work with a computer are more productive in firms conducting IT outsourcing. Therefore, computer usage and IT outsourcing can be interpreted as complementary factors that positively affect firms’ labour productivity. The second essay refers to the employment effects of IT outsourcing. Even though, in most cases outsourcing is widely associated with accompanied job losses in outsourcing firms, the medium and long term effects of outsourcing can absolutely still be positive. The analysis is conducted by using an instrumental variable approach to account for possible endogeneity between the employment growth rate and IT outsourcing. Estimation results provide empirical evidence that IT outsourcing has a positive effect on a firms’ medium-term employment growth rate. However, dividing the sample into manufacturing and service firms, a significant medium-term positive growth effect of IT outsourcing can only be observed for firms operating in the service sector. Finally, the last essay takes a close look at the impact of IT-related business process outsourcing on firm productivity. This analysis is based on panel data. In order to account for unobserved firm heterogeneity, measurement errors in the variables and simultaneity of inputs and output, different estimation techniques are applied to estimate a Cobb-Douglas production function model. The results clearly reveal a positive and significant impact of business process outsourcing on firm-level productivity.

Abstract:
Technology has changed the relationship between work and life and allowed work to engage in our home lives. It is no longer the case that when the working day is over people switch off, rather it is when people go home and remain connected. In a culture where people are always connected via information and communication technology (ICT) the line between work and life has blurred. The present study investigated the relationship between ICT and occupational burnout with the mediating role of recovery experiences and their importance in the relationship. The study was conducted in Southern Sweden in Växjö.The study included 101 participants both male (N=53) and female (N=48) from public and private sectors where participants used ICT on a regular basis to perform job-related tasks. Data was collected using a self-reported web-based questionnaire. Results of the study revealed that there is no significant correlation between ICT and occupational burnout. However, it was found that there is a significant negative correlation between ICT and recovery experiences and a strong significant negative correlation between ICT and recovery experiences and occupational burnout. It was concluded that occupational burnout results from insufficient recovery from work-related stressors and not the stress itself. Abstract:
The general problem addressed in this study was Arab League nations' over-reliance on fossil fuels as a gross domestic product (GDP) growth driver. Arab League nations that depend primarily on fossil fuel production lack alternative resources for growth in times of fossil fuel usage or price decline. Overdependence on fossil fuels has led to minimal development in other economic sectors, primarily in skilled domestic labor, and to a high dependency on foreign skilled labor for skilled domestic jobs. The purpose of this study was to examine to what extent information communication technology (ICT) management can be a viable GDP growth contributor in Arab League nations. The main theoretical foundations consisted of diffusion of innovation theory, rate of adoption theory, and the innovation-decision process. The focus of research questions was on how ICT management and fossil fuel production affect the GDP growth rate of Arab League nations. A cross-sectional design was used. Archival secondary data from unesco.org and data.worldbank.org for the 22 countries that comprise the Arab League nations were analyzed. Results of a Pearson's product-moment correlation analysis indicated that there is a significant relationship between real GDP and ICT management growth rates in Arab League nations. Based on study findings, it was recommended that both oil- and non-oil-producing governments within the Arab League give more attention to the implementation of ICT management policies. The study contributes to positive social change by providing Arab League governments and stakeholders with a comparative assessment of alternative GDP revenue drivers and potential areas to invest capital to increase skilled domestic labor and maximize human resource capital.

Research demonstrates that there is a gap in focusing understanding factors of information communication technology (ICT) acceptance and use in small and medium enterprises (SMEs). ICT is gaining popularity because it is a force in the economic growth equation. SMEs adopt ICT to promote their business strategy, performance, and growth. This study focused on the factors influencing ICT acceptance and use in SMEs. The research questions were 1) what factors influence SME owners/managers to accept ICT in Kenya? 2) What is the relationship between ICT acceptance and SMEs retail business growth in Kenya? and 3) What is the relationship between ICT usage and SMEs retail business growth in Kenya? The researcher used quantitative research methodology to survey SME owners/managers in Kenya. The researcher hand delivered the survey to 121 potential participants, of which 118 responded. This study evaluated factors of ICT acceptance in SMEs, the relationship between ICT acceptance and SME growth, and the relationship between ICT usage and SME growth. Research findings showed that customer services, cost reduction and business relationships were the most influential factors of ICT acceptance. Computer applications and mobile phones were the most commonly used ICT tools. The study found a strong positive relationship between ICT acceptance and SME growth, and a moderate positive relationship between ICT usage and SME growth. The research results are valuable to stakeholders including potential entrepreneurs, sponsors, government official and financial institutions who make informed decision and formulate policies about ICT investment and effective business strategies for SMEs growth.

Abstract:

This mini-thesis attempts to explain the Information and Communications Technology (ICT) infrastructure in public schools in the Western Cape. The mini-thesis uses the case study as research design to explore aspects such as the motivation for using ICT, funding models, infrastructure models, ICT curriculum integration and teacher development. In order to gather data on the above, interviews and observations are used as research tools. The study begins with the exploration of the history of ICT infrastructure in South African schools and subsequently an international perspective is added through the literature review. Officials and teachers of the Western Cape Education Department (WCED) were interviewed to obtain their perspectives and a school was visited to observe procured ICT infrastructure. The results revealed that the WCED is using the Khanya project to deliver an ICT infrastructure to schools and to provide facilitation in the integration of ICT into the curriculum. It further showed that due to the rapid change in technology, Khanya had to adapt the hardware configuration on a regular basis and that this put considerable strain on and already small budget for ICT. The challenge that emerged is the lack of adequate ICT training for teachers. This could potentially hamper the integration of ICT and if not addressed, could serious hamper the WCED in its quest to deliver a technology based curriculum. The study concludes with conclusions drawn for the data as well as recommendations for effective ICT integration.
