Abstract:
We can see that the today’s management level of informations is not quite fully controlled in most businesses. Nowadays generation of information systems creates support for business processes with the aim of optimalization of these processes on the bases of experiences with similar business processes. Today’s information systems are at the level of data management or information management. Quite a few manage information processes in the area of tactical and strategic planning and almost no one manages processes in the areas of gathering, distribution and sharing of knowledge in business. We can say, that investments to the information technologies do not guarantee the successful way to the management of information and knowledge in business.

'Information for management' and ' management of change' are represented together within nested ecosystems at organisa tion, organism and substance levels; the environment at one level includes those of any level below it. Products, processes and managing are slow-downs, speed-ups and changing, respec tively, of environmental change. The informations of a product or process are its properties. Informations can take affective (A) or potential (P) forms. A-informations can observably affect another product or process. Abstracts are P-informations detached from any product or process. Learning includes organising P-informations. The model explains existence possi bilities from substances to humans including 'library' versus 'information' people.

Microwave pulse techniques have proved to be very useful to obtain informations about coherence decay rates and population transfer rates in gas phase. the coherence decay rates have been measured by a technique which involves the detection of the transient emission signal of the molecular sample following an intense microwave pulse. the (π-τ-π/2) pulse sequence technique has been used to extract informations about population transfer rates. the experimental results on 1-doublet transitions of HCN and HCCCN perturbed by H2,D2and He are given. the theoretical results obtained from the perturbative approach to collision dynamics have also been computed, and compared with the experimental results. for the 1-doublet transitions of HCN, the population decay rates have found to be considerably less than the corresponding coherence decay rates.

Abstract:
A preview controller to be able to prepare a plant with the future information for external disturbances will guarantee better performance to suppress their effects. A design approach for the optimal H∞ preview controller in the discrete-time domain is given. The preview and feedback controller are simultaneously designed to minimize the worst case RMS value of the regulated variables when the bounded unknown disturbances and the previewable disturbances hit the dynamic plants. Thus, a state feedback controller and the related preview controller are derived in this design, even though problem formulation and solving an algebraic Riccati equation are based on the full-information H∞ controller design scheme. The performance of the proposed preview controller is simulated with a rolling stand of the tandem cold mill in the steel-making works. The objective of the control system for the rolling stand is to minimize thickness error of the exit strip and tension variation between stands simultaneously. The entry strip thickness to the stand and the roll gap variation are considered as previewable disturbances, since they can be measured and estimated. The future informations of these physical variables are utilized in the preview controller to suppress their effects on the exit strip thickness and the inter-stand tension. The simulation results shows that the H∞ preview controller is effective to satisfy the requirements for the thickness and the tension.

Abstract:
We write the mutual information between an input speech utterance and its reconstruction by a code-excited linear prediction (CELP) codec in terms of the mutual information between the input speech and the contributions due to the short-term predictor, the adaptive codebook, and the fixed codebook. We then show that a recently introduced quantity, the log ratio of entropy powers, can be used to estimate these mutual informations in terms of bits/sample. A key result is that for many common distributions and for Gaussian autoregressive processes, the entropy powers in the ratio can be replaced by the corresponding minimum mean squared errors. We provide examples of estimating CELP codec performance using the new results and compare these to the performance of the adaptive multirate (AMR) codec and other CELP codecs. Similar to rate distortion theory, this method only needs the input source model and the appropriate distortion measure.

Synchronization-based communication systems are presented using hyperchaotic attractors with Lyapunov dimensions DL = 10.02 and DL = 100.02. The transmitted signal containing the encoded message is subject to surrogate data tests in order to unmask and identify the transmission of informations. Using moderate data sets (16K samples) the tests are able to detect the chaotic carrier in the case of the attractor with DL = 10.02 but not for DL = 100.02. These results thus indicate limits for both, the privacy of chaotic communication systems and surrogate data tests.

Abstract:
Challenging issues for processing queries specified over large-scale information spaces (e.g., Digital Libraries or the World Wide Web) include the diversity of the information sources in terms of their structures, query interfaces and search capabilities, as well as the dynamics of sources continuously being added, removed or upgraded. In this paper, we give an innovative solution for query planning in such environments. The foundation of our solution is the Dynamic Information Integration Model (DIIM) which supports the specification of not only content but also capabilities of resources without requiring the establishment of a uniform integration schema. Besides the development of the DIIM model, contributions of this paper include: (1) the introduction of the notion of fully specified queries that are semantically equivalent to a loosely-specified query; (2) a translation algorithm of a loosely-specified query into a set of semantically equivalent feasible query plans that are consistent with the binding patterns of query templates of the individual sources (capability descriptions in DIIM) and with interrelationships between informations sources (expressed as join constraints in DIIM); and (3) a search restriction algorithm for optimizing query processing by pruning the search space into the relevant subspace of a query. The plans obtained by the proposed query planning process which is composed of the search restriction and translation algorithms can be shown to correspond to query plans semantically equivalent to the initial loosely-specified input query.

Recent advance in the information technology makes our society very convenient from the viewpoint of human-to-human information communication. However, our new living style will require not only human-tohuman communication but also autonomous intelligent applications that support human beings such as an intelligent robot system, an intelligent transportation system, and a security/safe system as shown in Figure. These applications will contribute to human-oriented information society.Intelligent vehicle Home service robot Security The use of special-purpose VLSI processors capable of processing a large amount of real-world data is essential to make such applications realistic. In recent industrial trend, the special-purpose processors are called ""System LSIs"". One of the most important environmental informations in real-world applications is a vision information. The factor common to the applications is to catch an environment information moment by moment and to respond quickly with it. Therefore, it is important to make the response time from inputs to outputs very small. In this case, sensor data transfer bottleneck is not allowed as well as memory-to-PE (Processing Element) data transfer bottleneck. An image sensor signal processing VLSI together with image sensor devices is a key issue in such applications. From the above point of views, this special issue was planned to demonstrate the recent results of this area. Finally, I would like to express my appreciation to the authors for their efforts and contributions to this special issue and also the members of the Editorial Board for their cooperation.

Abstract:
AbstractScattering techniques (i.e. light scattering, X-ray scattering, or neutron scattering) are very powerful tools to gain insights into structural and thermodynamic properties of matter which often cannot be obtained by other methods. While classical thermodynamics is independent of length scale or applies for indefinitely long length scale, scattering can disclose thermodynamic properties like the free energy or free enthalpy as functions of length scale. Scattering is caused by density or composition fluctuations, which are functions of the length scale in one- or multicomponent systems. Therefore scattering techniques can give informations about the size, shape and molecular weight of scattering objects, their thermodynamic interactions with a surrounding matrix and their dynamics if correlations of the fluctuations as function of time are investigated (i.e. dynamic light scattering). As scattering techniques are less intuitive in comparison to complementary techniques, i.e. microscopic techniques, the aim of this article is to highlight some relevant relationships with a focus on polymer systems. This may encourage polymer scientists to consider the use of scattering techniques to learn more about the thermodynamics of their systems and/or to gain informations about their structural properties.

Popularity and marketshare are very important index for software users and vendors since more popular systems tend to engage better user experience and environments. periodical fluctuations in the popularity and marketshare could be vital factors when we estimate the potential risk analysis in target systems. Meanwhile, software vulnerabilities, in major relational database management systems, are detected every now and then. Today, all most every organizations depend on those database systems for store and retrieve their any kinds of informations for the reasons of security, effectiveness, etc. They have to manage and evaluate the level of risks created by the software vulnerabilities so that they could avoid potential losses before the security defects damage their reputations. Here, we examine the seasonal fluctuations with respect to the view of software security risks in the four major database systems, namely MySQL, MariaDB, Oracle Database and Microsoft SQL Server.
