Abstract:

Résumé Le contexte social marque l'évolution des professions et les actions et discours des professionnels. Après avoir examiné les enjeux sociaux autour de l'utilisation et de la gestion de la forêt, l'article analyse les réactions des ingénieurs forestiers. La profession est brièvement présentée: sur la base de plusieurs indicateurs, elle affiche une grande homogénéité. Des problèmes particuliers la confrontent: crise forestière, contestations publiques, chômage des jeunes diplômés. Malgré un sentiment de forte légitimité professionnelle au sein des milieux de travail, les ingénieurs forestiers s'inquiètent du peu de reconnaissance sociale qu'ils obtiennent. Un discours, fondé sur leur compétence et leur utilité, s'est développé en vue de gagner cette reconnaissance sociale.

Abstract:

Dans le cadre du Carrefour Forêts 2019, le colloque Sylviculture d’adaptation aux changements climatiques : des concepts à la réalité, organisé conjointement par la Direction de la recherche forestière du ministère des Forêts, de la Faune et des Parcs du Québec et le Centre canadien sur la fibre de bois de Ressources naturelles Canada, a rassemblé une centaine d’acteurs du milieu forestier incluant des ingénieurs forestiers, des biologistes, des techniciens forestiers, des propriétaires de boisés, des professeurs, des chercheurs et des étudiants. Des conférenciers de différentes régions du Québec et du Vermont ont partagé les connaissances actuelles en rapport avec la sylviculture d’adaptation afin d’amorcer la réflexion et le dialogue quant aux actions pouvant être entreprises dès maintenant pour favoriser l’adaptation des forêts aux changements anticipés. Les présentations ont abordé les fondements théoriques de la sylviculture d’adaptation, pour ensuite présenter des réflexions ou des études de cas portant sur différents types d’écosystèmes, des outils innovants ou des initiatives de recherche. Le colloque a également laissé une place aux praticiens qui ont pu décrire les défis et les occasions qu’offre la sylviculture d’adaptation dans leur pratique professionnelle. Au terme d’une activité interactive, les participants ont ciblé les sécheresses accrues, les coupes partielles et les plantations mélangées comme des thèmes importants qui devraient animer les échanges entre les chercheurs et les praticiens dans les années à venir.

La defensa del patrimonio forestal público llevada a cabo por los ingenieros de montes en la región valenciana desde finales del siglo xix, se ha concretado en el saneamiento del estado legal de los predios públicos y en la adquisición de nuevas fincas con objeto de corregir y ampliar el perímetro de aquéllos o de incrementar el patrimonio público. En el esclarecimiento de las condiciones legales de los montes públicos han desempeñado un papel fundamental los actos de deslinde y amojonamiento, así como las inscripciones en los registros de la propiedad. Por otra parte, los objetivos que han guiado la política de adquisiciones de terreno forestal han estado generalmente relacionados con la ejecución de trabajos de corrección hidrológico-forestal o con la recuperación de fincas forestales en comarcas deprimidas. [fr] La défense du patrimoine forestier public développée par les ingénieurs forestiers dans la région de Valence depuis la fin du xix siècle s'est concrétisée dans l'éclaircissement des conditions légales des forets publiques et dans les acquisitions foncières dans le but de corriger et d'agrandir le périmètre des ceux-ci ou d'accroitre le patrimoine public. Les travaux de délimitation et de bornage, ainsi que les inscriptions dans les registres de la propriété, ont joué un role fondamental dans l'éclaircissement des conditions légales des forets publiques. D'autre part, les objectifs qui ont orienté la politique d'acquisitions foncières se sont généralement rapportés à l'exécution de travaux de correction hydrologique-forestière ou à la récupération de terrains à vocation forestière dans de contrées marginales.

Abstract:

This paper presents an historical chronology of the evolution of forestry education at the Université Laval on the occasion of its one hundredth anniversary. The emphasis is on the evolution of the education and training of registered professional foresters and forest engineers, who are all referred to in Québec as “ingénieurs forestiers”. This paper does not pretend to present a complete historical view over the century. Those interested in such a historical record will read with interest the book by Cyrille Gélinas entitled L'enseignement et la recherche en foresterie à l'Université Laval, de 1910 à nos jours.

Abstract:

The Ordre des ingénieurs forestiers du Québec has for 75 years played a key role in building the public's awareness of forests and of the practice of professional forestry, and in safeguarding the public interest in the resource. Two primary drivers are behind the organization's success : a long-standing advocacy policy and licensing. As a professional association that has been given the right to exclusive practice, it is legally bound to place as its highest priority the protection of the public good. This necessitates an inspection, discipline, and continuing education program for its members to ensure their competency. Also, the Order has the mandate of ensuring that foresters are not impeded in their professional practice. Its advocacy and communications mandate is closely linked to its role, specified in its Code of Ethics, to protect the public by speaking out on forestry-related issues. The Order has thus been able to rise above partisan issues and base its position statements and policies on the reservoir of expertise that it collectively represents. The result has been the promotion of professional forestry for the public good, and the Order taking a leadership role as the conscience of forestry in Quebec.
