Abstract:
The purpose of this study was to investigate whether knowledge management under its three dimensions of knowledge acquisition, knowledge sharing and responsiveness to knowledge lead to innovation in Rwandan SMEs. The study adopted a cross-sectional survey design to collect data used to examine that relationship. The results revealed that only knowledge sharing was found positive and significant predictor of innovation. This implies that effective knowledge management through knowledge sharing may lead to innovation. This study used a cross-sectional research design combined with a quantitative research approach. Future researchers could employ a longitudinal method to investigate any possibility of variations in the results. Qualitative studies could equally be used to supplement the quantitative findings. Lastly, this study focused on manufacturing SMEs only. Future research might focus on other types of businesses. Owners-managers of SMEs may sustain their competitive position and survive longer when knowledge is effectively and efficiently shared in order to increase their innovation capability. The study generated empirical evidence on less studied phenomena in the SMEs sector. The evidence highlighted the powerful influence of knowledge sharing in predicting innovation in SMEs.

Abstract:
Objective This paper aims to demonstrate that any suggestion that there is a need for specific innovation laws is flawed. Innovation is central to good medical practice and is adequately supported by current law. Methods The paper reviews the nature of medical innovation and outlines recent attempts in the UK to introduce specific laws aimed at ‘encouraging’ and ‘supporting’ innovation. The current legal framework is outlined and the role of the law in relation to medical innovation explored. Results The analysis demonstrates the cyclic relationship between medical advancement and the law and concludes that there is no requirement for specific innovation laws. Conclusions The law not only supports innovation and development in medical treatment but encourages it as central to a functioning medical system. There is no need to introduce specific laws aimed at medical innovation; to do so represents an unnecessary legal innovation and serves to complicate matters. What is known about the topic? Over recent months, there has been a great deal of discussion surrounding the law in the context of medical innovation. This was driven by the attempts in the UK to introduce specific laws in the Medical Innovation Bill. The general subject matter – negligence and the expected standard of care in the provision of treatment – is very well understood, but not in cases where the treatment can be described as innovative. The general rhetoric in both the UK and Australia around the Medical Innovation Bill demonstrates a lack of understanding of the position of the law with regards to innovative treatment. What does this paper add? This paper adds clarity to the debate. It presents the law and explains the manner in which the law can operate around innovative treatment. The paper asserts that medical innovation is both supported and encouraged by existing legal principles. What are the implications for practitioners? The paper presents an argument that can guide the policy position in this area. It also provides clarity around the legal position and expected standard of care for those who are introducing innovative medical treatment.

Abstract:
The subject of this research is tax incentive that is a part of the process of innovative activity. Taxation is viewed as a tool for advancement of innovations. The experience of foreign countries demonstrates that government support in the form of funding, tax incentives, government subsidized loans, and creation of essential infrastructure play a big role in modernization processes. Expansion of the practice of implementation of tax incentives for stimulating innovations requires a theoretical comprehension of this process. This article examines the coefficient that characterizes economic effectiveness of tax incentives as correlation of separate indexes of innovation activity of recipients and benefits from tax spending. Assessment is conducted on the effectiveness of tax incentives in accordance with the data on innovation activity and tax revenue from different sectors that are leaders in the innovation sphere. The following conclusions were made: tax mechanism of stimulating innovation activity are not very popular and effective; precision of calculation is significantly affected by the current issues with the information base: complete absence of information with respect to stimulus recipients; the results of analysis demonstrate that the rate of increase of decreasing budget revenue surpasses the rate of growth that characterizes innovation activity of the taxpayer that testifies to the insufficient effectiveness of the provided tax incentives, prompting suggestion of new means for stimulation of tax incentives. The author proposes to amend statistical tax report, highlighting the information on the entire range of existing tax incentives. Consideration and control over rationality of tax incentive mechanisms would allow optimizing the list of tax incentives for innovation activity, as well as expand the list of sectors that use such incentives.

The aim of this article is to address some of the questions Dr. Paula S. Nurius presents in her article, Innovation and Emerging Scientific Careers: Is Social Work Prepared to Compete in Today‖s Scientific Marketplace? Specifically, this article will focus on what we can do to better prepare our emerging research scholars to be successful innovators through trans-disciplinary training and educational activities. This article recommends two main ideas. The first main idea is that social work co-host meetings, lectures, roundtables and trainings with disciplines we do not tend to collaborate with, in order to build inter-disciplinary partnerships. The second suggestion is that students are socially integrated, via extensive interaction of outside disciplines, through customized semester-long rotation style trainings. By implementing these suggestions, we will be providing a space for our doctoral students to gain an understanding of how different disciplines‖ researchers, technologies, and/or methods can add to their ability to produce innovative ideas, encouraging creative and complex thinking and problem solving.

Abstract:
PurposeThe purpose of this study is identifying and ranking the various antecedents or enablers that will enhance performance through employee suggestion schemes (ESSs) in various sector-specific businesses based in the United Arab Emirates (UAE), an emerging Arab country.Design/methodology/approachThis study employs the analytic hierarchy process (AHP) to prioritize the factors affecting ESS. The AHP model was developed with five criteria and 24 subcriteria based on the interactional theory of organizational creativity. Data were collected through interviews with 27 top-level managers and industry experts from nine government agencies, nine semigovernment agencies, and nine privately owned UAE-based businesses.FindingsThe findings show that leadership support and management style, individual attributes, and corporate strategy are the most important factors that influence performance through ESS.Research limitations/implicationsThe research model had limited dimensions and the findings cannot be generalized. To generalize the findings, the study should be carried out in other GCC countries because of homogeneity in the political, organizational, and sociocultural context. The outcome of the study provides both organizational and managerial implications for the better organizational performance through ESS.Originality/valuePast studies on ESS have neglected the construct of individual characteristics of employees that generate novel ideas. This paper addresses the gap of sector-specific studies by considering that individual attributes of creative people as individuals are the heart of innovation, along with contextual factors that could help organizations to transform innovative engines through ESS. The originality of this research stems from a reliable and valid framework that can be subsequently used for driving performance through ESS. This study is a relevant contribution to both the academic literature and practical implications.

Abstract:
Abstract Employee Suggestion Schemes have been used in organizations for a long time due to the fact that they enable fostering of creative ability of employees. However, they must be used effectively and in a sustainable manner to better the creativity and innovation capacity of organizations in order to improve competitive advantage. Therefore there is a need to understand the maturity of Employee Suggestion Schemes. This paper proposes a new, structured evaluation tool for assessing an organizational Employee Suggestion Scheme maturity. It suggests five building blocks: Leadership and Work Environment, System Capability, System Effectiveness, Organizational Encouragement and System Barriers, each of them characterized by several relevant indicators and an assessment/grading scale in order for an organization to be able to determine the maturity level of their Employee Suggestion Scheme as: Initial stage, Development stage or Advanced stage. Organizations should apply this tool to assess the maturity level of their Employee Suggestion Scheme and draw a roadmap for its improvements.

Abstract:
PurposeThis study applies a decision support tool to prioritize the various drivers that influence employee suggestion schemes (ESSs) in both public and private organizations based in the Gulf Cooperation Council (GCC) countries for better organizational performance.Design/methodology/approachUsing theories of organizational creativity, an analytic hierarchy process (AHP) model was developed with 5 criteria and 24 sub-criteria. Data were collected from executives (n = 48) from both public and private organizations in the GCC. Later, the data were interpreted with a priority vector assigned to each criterion and sub-criterion.FindingsThe results indicate that leaders/management support, individual traits and organization culture are the key drivers that influence employees' involvement in an ESS.Research limitations/implicationsThe study is limited to a small sample size, and data were collected only in three GCC countries. The study provides insights into ESS in the context of developing countries and is a relevant contribution to both theory and practice. The results will be of interest to businesses and academics for improving understanding on the various enablers of successful employee participation programme implementation and subsequent increase in organizational performance in the GCC.Originality/valueThe novelty of this study is that it resolves the lack of empirical research in the Middle East countries/GCC. The transition phase of knowledge-based economies highlights the significance of innovation and creativity through active employee participation to improve business results. The study attempts to prioritise both individual- and organizational-level drivers for promoting ESS by leveraging theories of creativity in alignment with the GCC National Innovation Agenda. This study can be generalized from the GCC context due to homogeneity in organizational governance and cultural aspects.

Abstract:
Consumption increase in emerging markets is significant for global sustainability as it helps in overcoming structural impediments that impede investment inducement. In this light, the paper aims at demonstrating a hypothesis that resonance between innovation and consumers triggers co-emergence of investment essential for an emerging market and further analyses resonant behavior between attractive goods and consumers. The elevation in face temperature of consumers looking at attractive goods was measured at the event corner of a Japanese supermarket by utilizing thermography. Noteworthy findings obtained include that consumer temperatures increase as they perceive, recognize and decide to purchase attractive goods while elevated temperatures decrease when the goods are not attractive enough to purchase. Consumer couples also incorporate a general tendency to converge toward the same decision in a resonant way. Through correlation analysis of sales records, it was demonstrated that sales of attractive goods represents innovation which increases by resonating consumer demand through construction of a spirally developing virtuous cycle. These findings provide a constructive suggestion for stimulating latent consumer vitality in emerging markets as a way of inducing investment.

Organizational culture is defined as set of goals and values shared by employees in the organization. Recently it has also come to be perceived as a resource of knowledge in the organization. In the literature, along with the studies aiming at identifying the elements of organizational culture, there are some research that study the relationship between organizational culture and performance. This article is a theoretical study of the two concepts and suggests a research model for further research. Recently, knowledge management and innovation strategy have started to be regarded as features of organizational culture. Research shows that these two variables also have significant impacts on organizational performance. Our model suggests measuring the effect of organizational culture on performance along with the supportive impacts of knowledge management and innovation strategy.

Abstract:
Purpose – Suggestion systems have always been used as the means of continuous development and co-creating values among the employees of organizations. On the other hand, the co-creation has been introduced as a solution to co-create values between companies and customers. Since a simultaneous study on setting up suggestion systems and co-creation among employees and customers have been ignored so far, the purpose of this paper, focussing on the combination of two strategies of suggestion systems (generally more effective among the employees of organizations) and co-creation (studied so far merely the scope of customers), is to evaluate variables leading to intention to use, improvement in understanding the concept of justice, and positive word-of-mouth. Design/methodology/approach – Two between-subjects experiments were carried out to explore the interactional role of co-creation, reward, and time in efficiency of suggestion systems. The first study which was carried out among customers analyzed the effect of setting up suggestion systems along with co-creation on the amount of their intention to use this system in the future and positive word-of-mouth. The second study discussed the effect of setting up suggestion systems along with co-creation on the level of understanding organizational justice and commitment. Findings – The results indicate that the effectiveness of co-creation and tangible factors, such as offered reward, on improving the evaluation of suggestion system. In the other word, when firm’s encourage customers to participate in value co-creation program in suggestion system, they perceive more justice and intend to participate more in such program in future. Originality/value – Most of the previous studies carried out on co-creation considered its effectiveness on occasions when a service failure occurs to consumers and the service provider urgently needs service recovery, but this paper aimed to provide a collaborative perspective toward co-creation through suggestion system that puts emphasis on service experience, innovation, and intention to future participation in such programs.

Abstract:
Artificial intelligence innovations, such as chatbots and specialized education suggestion tools, provide potential interactive and on-demand pedagogical engagement between non-Christians and Christians with Christianity. However, there is little empirical research on the readiness, acceptance, and adoption of religious education involvement of AI in a secular state such as Vietnam. This research addresses the literature gap by providing an entrepreneurial analysis and customer perspectives on the ideas of AI involvement in religious education. Specifically, the study explores whether the Vietnamese across different ages accept and have enough skills to adopt AI in Christian education innovation. The interview sample is 32 participants, selected based on their religious orientation (Christians and non-Christians) and age (Generation X, Generation Y, and Generation Z). Most respondents are open to AI application in religious education except for Church personnel. However, only Generation Z are fully prepared to adopt this innovation. Theoretically, the research customizes the Unified Theory of Acceptance and Use of Technology model into religious innovation context. Practically, this research acts as market research on the demand for AI’s religious innovation in Vietnam, an insight for future religious tech entrepreneurs.

Abstract:
Employee-driven innovations (EDIs) are increasingly regarded as one of main source of innovation and sustainable competitive advantage, yet many studies indicate that EDIs are often undervalued in state-owned enterprises (SOEs) in China. It remains unclear what the challenges are to the promotion of EDIs in SOEs and how these challenges could be addressed with well-designed managerial practices such as a suggestion system. This study aims to address this research gap by studying two SOEs in the Chinese automotive industry using the multiple-case study method. A total of 12 respondents from the two SOEs have been interviewed as part of a four-year research project. On the basis of the analysis of two cases, it is found that SOEs that appointed a top-manager with firm-specific knowledge and long-term tenure successfully promoted EDIs with a well-designed supporting suggestion system in place. Conversely, the SOEs that appointed a top-manager with little firm-specific knowledge and short-term tenure have not successfully promoted EDIs and its suggestion system is also poorly designed. In conclusion, outsider control and short-term tenure of top manager are two major challenges to promote EDIs in SOEs. This study contributes to the literature by identifying the potential challenges of introducing EDIs and relevant practices in SOEs in China.

Abstract:
Purpose Employee suggestion scheme (ESS) have existed for many years and many articles have been published over the past decades. They have been studied from many perspectives to illustrate their objectives, nature, content, process, significance and the benefits. Arguments have also been made with respect to success and failures of the suggestion schemes. Although the corporations widely use the suggestion schemes to elicit the creative ideas of their employees, sustaining a suggestion scheme is still a challenge. The purpose of this paper is to extract the critical success factors and critical success criteria to the suggestion scheme and to discuss the importance of these factors on sustainability of suggestion system. This is a literature review paper. Design/methodology/approach This is a literature review paper. The research used the university library to search for the relevant material. The university has an access for 25,000 journals. As the university had the subscription to main databases such as EBASCO, SCIENCE DIRECT, EMERALD, Google Scholar and WILEY, a search was performed on these databases using the key terms. The keywords used in the searches included: Suggestion System, Suggestion Scheme, Employee Participation, Employee Involvement, Innovation, Employee Creativity and Ideas Management. The Google Scholar citation tab was also searched further to identify any related articles. The citations of resulting articles were scrutinized further for further clues. Findings This paper identifies 23 critical success factors and 9 critical success criteria for suggestion schemes. It also discusses the interconnection between the critical success factors and the critical success criteria. Further, the frequency of each of the factors is also presented. It recognizes the lack of work on the assessment framework for sustainability of a suggestion scheme. Practical implications This paper should be of value to practitioners of suggestion schemes and to academics who are interested in knowing how this program has evolved and where it is today and what future it holds. It offers practical help to an individual starting out on research on the sustainability of suggestion schemes. Originality/value The paper attempts to put together many factors discussed in the literature and proposed a definition to define the sustainability of the suggestion system and categorized them as critical success factors and critical success criteria.

Abstract:
During the past twenty years, the emphasis of policy towards high-technology industry has shifted from national innovation systems to take account of globalisation and the formation of regional clusters. Support for high-technology sectors now takes place at a number of levels—regional, national, and international. However, the extent to which firms operate in these three arenas, and how relevant government action is for the needs and behaviour of firms in respect of these is open to question. The paper reports on a study into innovation in Germany and the United Kingdom, in a particular industry—opto-electronics—which has a highly global character, but is also characterised by concentrations of firms in clusters. The contrasting experiences of firms in two regions—Wales and Thuringia—and the different policy emphasis of the regional government provide a test for the relevance, appropriateness, and impact of government policies towards high-technology industry. By focusing on the experiences of innovating firms, the authors provide a conceptually rich understanding of innovation in terms of two processes, which are often conflated in public policy—stimulating knowledge and technology transfer, and providing resource support. The paper concludes with a suggestion that support for innovation needs to be based around the twin concepts of redundancy and systems thinking, and a series of questions policymakers need to keep in mind are proposed.

Abstract:
Purpose – The purpose of this paper is to investigate different types of innovations and their effects on eco-innovation practices by firms practicing green technology in Malaysia. Design/methodology/approach – This paper collected data via postal and online surveys. The population frame for this study was obtained from the External Trade Development Corporation directory 2010 and the MyHijau Directory published in 2013. Surveys were distributed to the top management of green technology companies. Findings – Based on the reflections from the managers who participated in the survey, this study found that environmental compliance has become a critical issue and lack of enforcement can no longer be ignored. Despite that fact that eco-innovation inspection activities to comply with environmental regulations are carried out periodically by the studied firms, the challenges in deploying the latest green technologies and their potential benefits have remain evident. Often, a shortage of resources has restricted firms in setting up in-house research and development units. Practical implications – The findings of this study lead to the suggestion that firms practicing green technology should engage in an information-sharing culture with key suppliers regarding the latest know-how and technological developments. Among the recommendations are that firms should engage employees, customers, suppliers and competitors through co-production. This engagement will help improve product marketability, lean production processes and the design of desired green products. Originality/value – This study investigated the level of eco-innovation practices for each dimension of its construct and compared that level to the different stages of firm innovation. The results will fill in the gaps in the literature because previous studies only focused on theory testing and modelling of eco-innovation from a multidisciplinary approach.

<p><strong>Abstract.</strong> The need for car-related navigation and the appearance of the vehicles themselves are much the same age – of course. In the early days, paper maps and personal questioning were solved this problem. Nearly 100 years ago, the first built-in car GPS was released – and this is an innovation that is still an important part of car design. Planning the user interface is a very exciting issue, because only in a few seconds the display needs to provide the user with the right amount of information. In this research our goal was to assess Hungarians driving and built-in GPS using habits and based on this try to suggest the “perfect” interface. A questionnaire was made with 19 or 46 questions and more than 1000 respondents completed it. Because of the high number of questions only selected diagrams are represented. Some answers have also been subjected to different statistical tests.</p>

The role of libraries in education today is directed at implementing digitization, called library 4.0. There is a need for service innovation that is able to reach the needs of the digital natives. This study describes and analyzes the innovation of Library Services 4.0: Eco-Blended Libraries and Inclusion-Based Library at Universitas Negeri Malang’s Library. This research uses descriptive qualitative method. The data were obtained through interviews with librarians, observation and documentation. The results showed that in an effort to create a library ecosystem 4.0, the library has succeeded in implementing innovations. These innovations are in the form of an Eco-Blended Library program such as an e-book garden, Beringin Baca, a children's play ground, a library café, art performances, movie talk, and discussion booths. In addition, inclusion-based library is also developed with the Integrated Library Information System (SIPADU) facility digitizing collections in collaboration with Indonesia OneSearch, chat reference services, online loan and extension library collections, as well as information literacy. As a suggestion, the library needs to increase the number of human resources who might more focus on digital library services, further encouraging human resources to conduct online scientific publications and participate in online training forums or groups.

At present, the situation of world economic is grim. On the one hand, countries constantly adjust strategic policies to promote economic growth. Regression of the manufacturing is put forward in developed countries for the increase of employment. On the other hand, countries actively cultivate new economic growth points and compete for strategic high ground. Then the trade protectionism is increasing. The export products of our country suffer the anti-dumping and anti-subsidy and the friction has spread to the high technology fields. In reaction to this phenomenon, the reason would be analyzed in this paper, and the countermeasure and suggestion for the trade friction will be put forward. On the present stage of development of agritourism and rural tourism obvious there is a statement, that the phenomenon of electro-mobility can be the key to development and innovativeness. That suggestion is explained identically by pre-conditions of economic as well as organizational nature. How it is everywhere known, electric transport tourist vehicles find each time this more wide application in all well-known forms and types of tourism. Their ecological character of exploitation finds the direct measuring in the increase of tourist attractiveness of these regions in that those transport vehicles found the practical application. Abstract:
Purpose Many barriers prevent firms from changing their business models. Inertia, as it accumulates over time, transforms into organizational routines that doom change; however, it can also be a source of organizational flexibility. How does a business model evolve in interaction with organizational routines? This paper aims to study the interactions between forms of participative innovation (PI) and existing business models. Design/methodology/approach The exploratory approach includes interviews, participant and non-participant observations and archive analysis. It adapts an existing framework, based on the notion of scripts, to the evolutionary dynamic of organizational routines at the French railway company SNCF. The analysis of a set of contextual elements clarifies events over time and interactions between PI and the company’s business model. Findings The empirical insights indicate how existing routines can help reinvent business models. Business model components evolve along the transformation phases of PI. The case reveals co-evolutionary dynamics: evolution of the organizational routine from bureaucratic suggestion, to structured innovation, to PI leads to the transformation of the business model from functionalist, to customer-centric, to open business model. Practical implications Firm managers can think more proactively about how to reinvent established business models by innovating their existing routines, according to the position and role of routines, shifting from sources of rigidity and inertia to levers for innovation and change. Originality/value The business model concept serves as a prism of analysis for organizational routines. Organizational routines are sources of flexibility, strategic renewal and business model reinvention.

Abstract:
Innovation at work is mainly driven by employees' ideas. This paper reports a study of the effectiveness (e.g., rate of suggestion making) of schemes for capturing these ideas. Based on a survey of 182 UK organizations, the study shows that decentralized suggestion schemes and work-based systems are more effective than centralized and informal schemes. The extent of planning, publicity, feedback and management support given to the scheme, and the type of reward offered to employees, also independently account for variation in effectiveness. Publicity and non-monetary rewards, though, are found to be most decisive, regardless of scheme type. Learning culture also affects the rate of suggestion making, though the effect is greater for centralized and decentralized schemes than for the others. The key implication of the findings is that by paying particular attention to how they are advertised and how participation is rewarded, organizations could improve the return on their idea capture schemes.

The purpose of the article is to analyze support of the independent processes, using any tool of information technology (IT) outside of the information system (IS) in the enterprise environment. The useful tool of IT could be the software (SW) ATOM, an ontology-driven web based application. Changes in IS are very expensive, complicated and risky, but it should be suggested solution omitted. The extensive literature review of the current state of the topic is added. The chosen process is innovation; the life cycle of innovation is explained: suggestion of innovation, demand for the solution of innovation, the final solution of innovation, and project for implementation of innovation. The methodology of an ontology preparation for the SW application includes design scheme of classes and associations between classes, preparation table of assignment characteristics to classes, and implementation of an ontology design in SW ATOM. The real possibility to support independent processes outside of IS using an ontology-driven application was experimentally verified and confirmed, and the result of research work could be used for any process outside of IS. Limits of the proposed solution consist of only experimental laboratory verification. For the practical use, it should be necessary first to prepare a prototype for the corporation IS in an enterprise environment.

Abstract:
In birds and primates, the frequency of behavioural innovation has been shown to covary with absolute and relative brain size, leading to the suggestion that large brains allow animals to innovate, and/or that selection for innovativeness, together with social learning, may have driven brain enlargement. We examined the relationship between primate brain size and both technical (i.e. tool using) and non-technical innovation, deploying a combination of phylogenetically informed regression and exploratory causal graph analyses. Regression analyses revealed that absolute and relative brain size correlated positively with technical innovation, and exhibited consistently weaker, but still positive, relationships with non-technical innovation. These findings mirror similar results in birds. Our exploratory causal graph analyses suggested that technical innovation shares strong direct relationships with brain size, body size, social learning rate and social group size, whereas non-technical innovation did not exhibit a direct relationship with brain size. Nonetheless, non-technical innovation was linked to brain size indirectly via diet and life-history variables. Our findings support ‘technical intelligence’ hypotheses in linking technical innovation to encephalization in the restricted set of primate lineages where technical innovation has been reported. Our findings also provide support for a broad co-evolving complex of brain, behaviour, life-history, social and dietary variables, providing secondary support for social and ecological intelligence hypotheses. The ability to gain access to difficult-to-extract, but potentially nutrient-rich, resources through tool use may have conferred on some primates adaptive advantages, leading to selection for brain circuitry that underlies technical proficiency.

Abstract:
Research evidence has shown that innovation systems play crucial roles in the sustainability of a country. Taiwan as a natural resource-restricted society with a unique situation should pay great attention to related topics. Regarding this, scientific and strategic foresight planning is engaged in order to be competitive and sustainable. An advanced plan with evaluation and police research was revealed in this study, which utilized DEA (data envelope analysis) to reform qualitative principles and quantitively evaluate 22 counties of Taiwan, exploring potential opportunities among the counties. Moreover, based on the findings, a rational suggestion of smart healthcare development was investigated to help in decision making. In comparing the practical evidence with results, we conclude following viewpoints: First, sometimes policies have to be made with limited data and time because of the rapidly changing environment, though an effective solution to consistently bridge the conceptual principles with quantitative results is feasible. Second, we show quantitative results derived from qualitative principles that uncover missing phenomena from intuitive discussions. Third, by adapting the observation boundaries with variables, a new scenario can be exposed to meaningfully support decisions in new territories, including sustainability. Compared to intuitive decisions, scientific planning is fruitful according to social consensus in order to lay the foundation for sustainability.

The implemented suggestions are found to have improved labor productivity and reduced grievances and disciplinary actions, but more robust evidence suggests that they also incurred transaction costs and implementation costs. The author speculates that substantial transaction and implementation costs may be a factor responsible for the typically modest outcomes and generally short longevity of employee involvement programs and high-performance work practices.

Abstract:
Organizations with exceptional operational performance have generally achieved this status through management's diligence encouraging the workforce to innovate. The use of suggestion boxes to collect process improvement suggestions from the workforce is one such example, but they are not always successful. Some organizations do a good job collecting great ideas from their workers, both staff and managers, while others see little result from their efforts. This paper presents a formal model of the (dis)incentives for entrepreneurial behavior in organizations. The model extends research on the stigma of failure into organizations by examining the implications of more conservative and more experimental organizational cultures on the incentives for entrepreneurial action by the corporate-funded employee. The models explain how a forgiving organization that is willing to accept failure as well as success will lead to more product and process innovation. Contrariwise, it explains how a bureaucratic organization will rarely innovate because of its low tolerance for unsuccessful ventures.
