Abstract:
This chapter deals with the question of innovation in Indian business from a historical perspective. After a brief survey of the literature, emphasizing how divided scholarly opinion was regarding the existence of forms of innovation in Indian business prior to the colonial era, the focus shifts to the British period. It is shown that Schumpeter’s definition of innovation equating it with technological innovation cannot be fruitfully applied to the Indian business scene. Two case studies are then proposed: Tata Iron & Steel, the largest Indian industrial firm, is shown to have been innovative in the specific context of India’s backward industrial scene, while the Sindwork merchants of Hyderabad are an instance of an Indian trading network which extended its range to the entire world. Concluding remarks interrogate post-Independence developments and stress the limits of the innovativeness of Indian business, prior to the recent liberal reforms.

Next-generation nuclear technologies represent a change to how nuclear power plants are designedand the crucial role nuclear power can play in the world’s future energy mix. The authors examine the current regulatory framework for nuclear power in the United States, the birthplace of nuclear energy. That framework was shaped by concerns over release of nuclear secrets to hostile nations, focus on a single technology in light-water reactors, recognition that nuclear electric generation would be handled in the realm of monopoly control of generation, transmission, and distribution of the electricity produced, and a limited appreciation of the contribution of nuclear power to current goals of control of release of carbon gases and need to emphasize sustainability in energy supply. Recent bold innovations in nuclear technology, and legal impediments to their development, are identified. The authors identify helpful steps to make the law receptive to the new needs and technologies.

The paper presents trade policy as in line with that of other continental European powers, with a move to moderate levels of tariff protection for politically sensitive sectors, such as steel and textiles and clothing, but also in agriculture, with levels of protection falling slightly before the First World War. Monetary policy was similarly driven by the constraints of capital scarcity and by the political priority attached to reducing the cost of funding government debt. The most innovative area was probably in industrial policy, where after the 1880s and again in the 1930s, in response to severe shocks, quite creative institutional policies were adopted. In particular, financial restructuring was used as an opportunity to reshape the structure of industry.

Techno-nationalism is governments’ protectionist behaviour towards technology innovation and transfer.— Development of law and policy to secure national interest stems from belief that restricting transfer of innovation will benefit national economic growth and protect wealth and energy independency. Although not a new phenomenon, there is a global techno-nationalism revival in the energy transition context. This chapter looks at the compatibility of techno-nationalist measures with the WTO international law regime. It reviews how national legal frameworks support these policies by reference to energy transition legislation, public procurement, local content requirements, and intellectual property rights. It compares nation states’ techno-nationalism behaviour to the duties to share and transfer technology innovation in a liberalized and competitive environment. Among the applicable rules are UNFCC and WTO technology transfer requirements, including green goods provisions. Finally, the margin of appreciation for national governments and the need for legal innovation to ensure technology transfer are examined. .

The importance of technology entrepreneurship stems from its growing relevance for economic and social development. This book is a new account of utopian writing. It examines how eight writers—Henry David Thoreau, W. E. B. Du Bois, Osip and Nadezhda Mandel'shtam, Anna Akhmatova, Wallace Stevens, Ezra Pound, and J. H. Prynne—construct utopias of one within and against modernity's two large-scale attempts to harmonize individual and collective interests: liberalism and communism. The book begins in the United States between the buildup to the Civil War and the end of Jim Crow; continues in the Soviet Union between Stalinism and the late Soviet period; and concludes in England and the United States between World War I and the end of the Cold War. In this way it captures how writers from disparate geopolitical contexts resist state and normative power to construct perfect worlds—for themselves alone. The book contributes to debates about literature and politics, presenting innovative arguments about aesthetic difficulty, personal autonomy, and complicity and dissent. It models a new approach to transnational and comparative scholarship, combining original research in English and Russian to illuminate more than a century and a half of literary and political history.

The rationale for this work is to make some sort of sense of the seeming myriad of adaptive explanations for why vertebrate brains vary in size. The role that natural selection has played in brain size has been addressed using the comparative method, which allows identification of evolutionary patterns across species. One starting assumption is that brain size is a useful proxy for intelligence and therefore that large-brained animals are more intelligent than smaller-brained animals. Five classes of selection pressure form the majority of explanations: ecology, technology, innovation, sex, and sociality. After chapters in which I describe the difficulties of measuring both brain size and intelligence (cognition), I address the evidence for each of the five factors in turn, reaching the conclusion that although ecology provides the best explanations for variation in the size of brain regions, none of the factors yet offers a robust and compelling explanation for variation in whole brain size. I end by providing the steps I consider necessary to reach such an explanation, steps that I suggest are feasible, if challenging.

On the southern end of the Grand Rue, a major thoroughfare that runs through the center of Port-au-Prince, waits the Haitian capital's automobile repair district. This junkyard of steel and rubber, recycled parts, old tires, and scrap metal might seem an unlikely foundry for art. Yet, on the street's opposite end thrives the Grand Rue Galerie, a working studio of assembled art and sculptures wrought from the refuse. Established by artists André Eugène and Jean Hérard Celeur in the late 1990s, the Grand Rue's urban environmental aesthetics radically challenge ideas about consumption, waste, and environmental hazards, as well as consider innovative solutions to these problems in the midst of poverty, insufficient social welfare, and lack of access to arts, education, and basic needs. This book explores the urban environmental aesthetics of the Grand Rue sculptors and the beautifully constructed sculptures they have designed from salvaged parts and materials. The book constructs an urban ecological framework for understanding these sculptures amid environmental degradation and grinding poverty. The book regards the underdeveloped cities of the global South as alternate spaces for challenging the profit-driven machinations of global capitalism. Above all, the book presents Haitian artists who live on the most challenged Caribbean island, yet who thrive as creators reinventing refuse as art and resisting the abjection of their circumstances.

Dit document betreft een studie naar het ondernemerschap van studenten, alumni en (oud) medewerkers van Saxion en meer specifiek op de vraag hoe de economische impact van Saxion spin-offs zich heeft ontwikkeld in de regio Twente en de Cleantechregio gedurende de periode 2011-2019. Deze regionale focus wordt bepaald door de vestigingsplaatsen van Saxion in Enschede, Deventer en Apeldoorn. Saxion draagt in toenemende mate bij aan succesvolle spin-offs in de Cleantechregio en Twente. Bovendien creëert deze spin-off een groeiende werkgelegenheid. Deze bijdrage komt tot stand doordat Saxion haar betrokkenen deelnemers op diverse manieren traint en stimuleert om een bedrijf te starten en innovatieve diensten & producten te ontwikkelen. Hoeveel (toekomstige) bedrijven daadwerkelijk opgericht en/of overgenomen worden hangt af van de sector, het succes van de deelnemers en regionale karakteristieken. Indien de spin-off in beide regio’s onderling wordt vergeleken blijkt er door de onderlinge diversiteit sprake van een zgn. ‘couleur locale’. In de periode 2011-2019 zijn in totaal 1594 bedrijven opgericht of gekocht door een Saxion student, almumni of (oud) medewerker. Van deze bedrijven zijn er in 2019 nog 1041 commercieel actief waarvan er 982 nog steeds geleid worden door een Saxion betrokkene. In 2019 leveren deze bedrijven 15743 arbeidsplaatsen waarbij de gemiddelde bedrijfsgrootte 15 arbeidsplaatsen telt. Indien we kijken naar spin-offs die nog steeds door Saxion betrokkenen worden geleid, tellen deze bedrijven een kleiner aantal personeelsleden met gemiddeld 4.9 per bedrijf in Twente en slechts 2.8 in de Cleantech regio.

This chapter introduces the notion of ‘alterity’. The ‘You’ may take several forms in human life that are essential for personal identity and becoming. We may collectively call ‘alterity’ these forms of the ‘You’. Experiencing oneself as a person involves more than a sense of self-sameness. Our identity as a human person is a narrative identity that stems from the dialectics between what we are and the alterity that we encounter in our life. It introduces the concept of ‘narrative identity’ as one basic form of dialogue with alterity. Mental health is the equilibrate dialectic and proportion between sedimentation and innovation, that is, between the alterity that comes manifest through the encounter with one’s un-chosen, ‘involuntary’ disposition or with an event, and the capacity of the person to cope with, modulate, appropriate, and make sense of them.

Brazil altered course in the second period of patent politics, as successive governments introduced revisions to the new patent system to address the consequences of over-compliance in the 1990s. This chapter examines the complementary steps taken to revise how the patent regime functions, including reforms to the compulsory licensing provisions and a new system for examining pharmaceutical patent applications, along with innovation–industrial policy measures to help local firms acquire new production capabilities and adjust to the new status quo of pharmaceutical patents. The chapter examines the political economy of both dimensions of Brazil’s “neo-developmental” response. The analysis shows how these two dimensions of policy have created distinct and rival sets of interests regarding the role of pharmaceutical patents in development, and how these conflicting interests create challenges for a government intent on balancing the dual objectives.

The chapter examines the steps taken by government to extend a system of early release to short sentence prisoners. The chapter reviews the HM Treasury decision to disinvest from a significant prison-building programme in England and Wales following the 1973 Public Expenditure Survey, an outcome that cast a long shadow over criminal justice policy in the 1970s. It goes on to explore the delicate negotiations that led to the ‘Jenkins initiative’, a reform package that loosened the risk appetite of the Parole Board, before setting out a detailed history of the rise and fall of the ‘partly suspended sentence’, a policy innovation which empowered sentencers to reduce the custodial element of a short prison sentence in certain circumstances. The chapter concludes by examining the change of direction within the Home Office following William Whitelaw’s appointment as Home Secretary in 1979.
