The year 2018 in the medical community was marked by the 160th anniversary of the birth of Henry Ivanovich Turner. The phenomenal energy of this person, his organizational skills, talent as a scientist and public figure, dedication, and finally, his humanism are admired to this day and will serve as a model for the education of future doctors for a long time. Happiness and at the same time hard work to be the first. Henry Ivanovich Turner had fully experienced this happiness and this work. He was the organizer and leader of the first Russia Department and Clinic of Orthopedics of the Military Medical Academy, the initiator of the first Society of Orthopedic Surgeons, and the founder and honorary director of the USSR’s first Institute for the Rehabilitation of Physically Disabled Children. Henry Turner was one of the first in Russia to raise questions of a disabled child, pointed out the need for a systematic struggle of the state with children’s disability, and urged to come to the aid of a crippled child, initially with orthopedic treatment performed in conjunction with the upbringing, education, and training of any profession. The article presents the biography of the outstanding person, one of the founders of Russian orthopedics, Henry Ivanovich Turner.

Abstract:
Many rights struggles have promoted education and learning as proof of citizenship and capacity, and disability rights movements are no exception. Blanche Van Leuven Browne, one early twentieth-century polio survivor, reimagined the possibilities of education for “crippled children” by approaching schooling as not only preparation for vocational work but as a sign of disabled children's social worthiness. This article explores the role of education in Browne's life and work, from her childhood in the 1880s to the Detroit hospital-school for physically disabled children she operated from 1907 to 1918. Browne's educational approach emphasized writing and citizenship to (re)define the identity of the “crippled child,” envisioning each as an intelligent future citizen. This approach contrasted with predominant contemporary medical, philanthropic, and educational approaches, which emphasized medical care and vocational training for children with orthopedic disabilities. It also distanced physically disabled children from intellectually disabled children, who were key cultural targets of eugenic fears.

Abstract Words and concepts may change in time, and this has certainly been the case with the term handicap. From the establishment of modern sports in the middle of the 19th century and up until the middle of the 20th century, handicap had an entirely different meaning within sports. Thus, handicap was understood as a disadvantage imposed on talented contestants to make the competition more equal in sports. Later the term handicap became much closer related to the concepts invalid and crippled than to concept originally employed within sports, With the gradual introduction of the welfare state measures to the political agenda the politicians in Denmark also started to take an interest in invalids and cripples and in 1925 the National Association of the Crippled and Maimed was founded. By the end of the 20 century the term crippled was seen by many as outdated and in 1988 the name was changed to the Danish Association for the Disabled (Dansk Handicap Forbund) and already in 1971 this organization helped to found The Danish Disabled Sports Association (Dansk Handicap Idræts-Forbund). The article tells the story of how the concept of handicap, which originally was an aim to provide equal opportunities, today has become a synonym for disability, while in the Paralympics and competitive disability sports, the original sports term handicap has been replaced by classification.

The mind is simply making the transition to dreaming faster than the body. While strengthening the mind our mental “muscles” improve our memory, attention, brain speed, people skills, intelligence, and navigation. The brain is at the core of everything we do, so make a change to build brainpower. This researcher has selected 51 disabled students through simple random sampling and data are classified and analyzed. Among them, respondents are students of 68.6% male and 31.4% female disabled students. They are facing many problems at the University of Rajshahi. Most of the respondent’s socio-economic conditions are medium and there are communication problems, no ramp in the maximum academic building, and no special facilities for disabled students. This research emphasizes that we should not consider disabled people as a burden to society. They have also the right to lead meaningful lives and the people having sound health should fulfill their rights.

Think of poor, crippled laura wingfield in Tennessee Williams's The Glass Menagerie, waiting passively alongside her anxious mother to be taken up by a man. Or consider Gertie McDowell in James Joyce's Ulysses, the object of Leopold Bloom's voyeuristic fantasies, limping along, herself sexually blank. Even Eva Peace, the one-legged crone goddess in Toni Morrison's Sula, is done with sex. There is something at least untoward and at most perverse about representing disabled women as erotic. In The Sexual Politics of Disability, the sociologist Tom Shakespeare and his coauthors detail a long history of disability as a sexual disqualifier or as an occasion for perversity for both men and women in narrative representation.

Victim blaming was, and still is, commonplace in countries like India where disabilities are viewed as God's punishment for one's previous transgressions. Only if the impaired individual and society work together to establish the "new normal" does Susan Lonsdale believe that the second meaning of being disabled comes to light. It's horrifying to become crippled as a result of an acid attack because it marks a person's character as well as their appearance. Reshma Qureshi's life storey depicts this. Because of this, she has a purpose in her life thanks to various stigma management tactics that she employs. Her efforts are aided by a group of "normal" people, who help her succeed. If the society of the normal supports and accommodates the needs of the disabled, they may rise to prominence. Reshma's autobiography serves as a wake-up call to society, imploring it to go above and beyond its current set of legal and unwritten rules.

In the article devoted to the 135th anniversary of the G.A. Albrecht Federal Scientific Centre for the Rehabilitation of the Disabled of The Ministry of Labour and Social Protection of the Russian Federation it is said about the main directions of the activity of the Institute of Rehabilitation and Abilitation of the Disabled. The Centre made a significant contribution to the formation and development of the foundations of medical and labour, and later medical and social expertise, social and labour, professional and social rehabilitation. The researches of the physiological functions of the disabled in the process of their work conditions were holding during many years in the Institute. The scientific potential of the centre in modern conditions consists of the development of two institutions that are part of the centre: the Institute of Rehabilitation and Abilitation and the Institute of Prosthetics and Orthotics. The researches currently are related to the implementation of the rights of the disabled and monitoring the implementation of the Convention on the Rights of the Disabled (UN, 2006), the creation of organizational and legal mechanisms for the functioning of the rehabilitation system for disabled in the Russian Federation, the creation of an early assistance system, the development of methodological foundations for the creation of an accessible environment for life of the disabled.

AbstractThis article looks at a remarkable cluster of popular musicians who contracted and survived poliomyelitis (‘infantile paralysis’) epidemics through the twentieth century, and ways in which they managed and, to varying extents, explored their polio-related impairments and experiences in their music. Drawing on medical history and disability studies, it focuses largely on the pop and rock generation of polio survivors – the children and young people from the 1940s and 1950s who were among the last to contract the disease prior to the successful introduction of mass vaccination programmes (in the West). These include Neil Young, Steve Harley, Joni Mitchell, and Israel Vibration. The article then looks in detail at the work of Ian Dury, who was for a while the highest profile visibly physically disabled pop artist in Britain, and who produced a compelling body of works exploring the experiences of disability.

In this interview, retired educator Karen Hulme recounts how her interest in working with disabled children began at age six, a passion that led her to become a camp counsellor in her late teens at the School for Crippled Children. Next, she discusses her 42-year career at the Mackay Centre School, and some of the early initiatives that were in place to not only help integrate handicapped children into regular schools, but also introduce regular kids into the Mackay Centre—a process called "reverse integration." She talks about the "Circle of Friends," a school program that promotes social interactions, facilitates awareness, and breaks down barriers between students with and without disabilities. The relevance of the study of the needs of using the capabilities of the Institute of tutoring in meeting the rehabilitation educational needs of disabled people in a digital society has been justified. The results of a review of sources and legal norms, which reflect various aspects of the problem have been provided, the concepts of “tutor” and “Internet technologies” in relation to the educational rehabilitation of disabled people have been clarified. The scientific and practical potential of digital sociology in the scientific and methodological support of the development of the Institute of tutoring in the system of rehabilitation of disabled people based on digital technologies and Internet resources has been substantiated.The term of the sociological concept of “digital social inclusion of education” has been introduced, the characteristics ofits components have been given. The results of the analysis of primary sociological data obtained during the implementation of the author’s research project on the educational needs ofdisabled people in Moscow and the expert assessment of ways to improve the institutions of their educational rehabilitation have been presented. An interpretation of the significance of the category of disabled people who can successfully master higher education © The Author(s), 2020. Based on an expert survey with the help of rank indicators, the place of the Institute of tutoring in ensuring the effective use of Internet technologies by disabled people in training has been shown. Measures for the development of tutoring forms of support for the educational rehabilitation of disabled people among other forms – career guidance testing, programs for targeted study, involvement in research, labor market research, and presentations of University representatives to disabled people and their families have been described in detail.The article includes a description of the necessary competencies of tutors, as well as the possibility of using Internet technologies to help people with disabilities in learning: e-learning, digital learning design, global digital educational and communication platforms, digital translators. It has been concluded that it is necessary to make more full use of the opportunities of digital sociology in promoting further institutionalization of tutoring support for educational rehabilitation of disabled people.

This paper examines the history of the research and development (R&D) of myoelectric upper limb prosthesis in Canada from 1960 to 2000. It focuses on two of the prosthetic research and training units (PRTUs) that were created and funded by the federal government as a result of the Thalidomide tragedy: the Rehabilitation Centre at the Ontario Crippled Children’s Centre (OCCC) and successor organizations, and the University of New Brunswick’s (UNB) Institute of Biomedical Engineering (the Institute or IBME). Both developed commercial systems for myoelectrically controlled arms and hands. We argue that, in contrast to the common view that research in universities and public research institutions has increasingly moved away from basic problems and to product development and commercialization over the period, research in this field has moved in the opposite direction. We explore these cases in detail and examine the forces at work in this change from a design-oriented approach to one that became research intensive.

The scientific article reveals some of the historical facts of the beginning of helping children with visual impairments. The main chronological events of caring for children with the noted category of disorders are noted, which later became the basis for the development of special education, in particular, typhlopedagogy. The article describes the emergence of hospitals, shelters for orphans, sick and crippled people throughout Rus, which testifies to the attention of society to their lives. The facts of the search for ways of treatment and the development of methods, principles and means of teaching people with impaired psychophysical development are outlined. Based on the study of historical sources, the times of Kyivan Rus are characterized, when in some monasteries and churches premises were allocated for the residence of orphans and crippled children. There is information about the first institution in Ukraine, which was guarded by the problem of blind people, although it did not provide for special education and training for this category of persons. An important point of the article is the definition of the role of the state in the care of visually impaired persons. It is noted that in the 17th and 18th century in Ukraine, social work began to take care of orphans and people with disabilities. From the end of the 17th century, orphans and children of "mutilations" began to be in the care of shelters and hospitals, which was stipulated by a number of state decrees. In the 30s of the 18th century, a new form of guardianship over the disabled was introduced, patronage, which still exists in a modernized form. For a deeper retrospective of the state's assistance to children with visual impairments, it is necessary to investigate the facts of historical sources from the 18th century to the present

Background: This study examined the moderating effect of emotional support from acquaintances and the mediating effect of disability acceptance in the association between disability-related negative experiences and depression in disabled people with cancer.Methods: Data were collected from 295 participants in the“Disabled-Life Panel Research” conducted by the Korea Disabled people’s Development Institute. The collected data were analyzed using SPSS Windows 26.0 with the PROCESS Macro program 4.0 as a moderated mediating model. Results: Higher disability-related negative experiences caused lower disability acceptance, which predicted higher depression levels. Emotional support played a significant moderating role in this relationship. The effect of negative experiences on disability acceptance was weaker in disabled individuals with cancer who perceived higher social support from acquaintances.Conclusions: These results suggest that focusing on emotional support is important in protecting the psychological health of disabled people with cancer who are alienated from society.

Abstract:
Decision making is an essentially social process adopted by individuals or groups to identify and choose the best choice among several alternatives. Decision-making choices are influenced by the preferences, values, and beliefs of the individuals or groups involved in the decision-making process. This study was conducted to analyze the social inclusion of Persons with Disabilities (PWDs) in the context of their participation in decision making. The study area consisted of 8028 PWDs registered with the government of Pakistan, from which a sample of 488 PWDs was selected through a multistage stratified random sampling technique. These PWDs included physically disabled, blind, crippled, and deaf persons; however, the data were collected from those who were able to be interviewed. Chi-square and Kendall’s Tau-b tests were used to determine the strength, level, and direction of association among variables. At the multivariate level, the study found a spurious relation between social inclusion and participation in decision making when controlling for gender, monthly family income, and level of disability of the PWDs. The results highlighted that participation in decision making improved the social inclusion of male and moderately disabled PWDs more positively. However, participation in decision making was a universal feature explaining the social inclusion of PWDs irrespective of their monthly family income. The logistic regression model explained that the social inclusion of PWDs was more likely to occur when PWDs were married, had high monthly family income (PKR 16,500 and above), belonged to a joint family, and actively participated in decision making. The study recommends that ensuring the participation of PWDs in decision making in family, community, school, and other relevant institutions ultimately enhances their social inclusion.

This study presents the organizational, clinical, and scientific activities of Henry Turner, the founder of pediatric orthopedics. In 1910, Henry Turner presented a report to the All-Russian Congress about the “Basic principles of care for cripples, which are subject to obligatory care on the part of the state.” He pointed out the deficits in the activities of charitable shelters, where there was neither treatment nor education, and he advocated for main organizational principles for institutions for crippled children. Counseling and medical aid for children in the “Shelter for cripples and paralytics,” organized under the leadership of Henry Turner, facilitated the conversion of the shelter into an “Institute for vocational rehabilitation of physically handicapped children,” with 200 beds, in 1932. In connection with the 50th anniversary of the scientific and medical work of Professor Henry Turner, the Institute was named after him. The plight of pediatric patients was the subject of his constant care and attention; it was his lifework. The Institute’s staff continue Henry Turner’s vision of “orthopedics of the soul,” and not only treat but also teach and nurture children, to help form their personalities and to give them a joy and sense of life.

The present article describes a study in which conversation analysis was used to investigate the verbal interactions between carers and profoundly multiply disabled young people. We examine the cognitive processes that come into play in conversations, and describe and analyze the interactional effects of pathologies on the cognitive processes involved in comprehension. We identify the rationality and reasoning processes to which the disabled person is susceptible, that is to say, that person’s cognitive efficiency, and the communication strategies employed by the “normal” interlocutor. The corpus, which was gathered at a specialist institute in France, consists of video recordings of interactions between a multiply disabled young person and one or more carers. In total, thirteen conversations involving six different young people were recorded. Analysis of the characteristics of the conversational exchanges revealed that conversational exchanges are based on two very precise modes of interaction that foster the mutual understanding process. Learning outcomes: These two modes of interaction represent exchange structures that favor the emergence of mutual understanding and that reveal the multiply disabled person’s cognitive efficiency in the conversation. We highlight the role of repetition as a conversation repair and we discuss the relationship between the carer and the disabled person.

Purpose Some famous artistic representations created throughout the centuries can reveal a hidden or mysterious diagnosis of some diseases and these paintings have always drawn the attention of physicians interested in art. Artistic illustration of a child with a malformation or disability can reflect the characteristic appearance of a disease and its historic perspective. Some articles have revealed the definite diagnosis of a child with achondroplasia through portraits of dwarfs and some studies have discussed the secret diagnosis of a crippled child with Pes Equinovarus or poliomyelitis. In this study, we aim to introduce some paintings that reveal musculoskeletal diseases related to paediatric orthopaedics. Methods Paintings painted since the Renaissance were reviewed and collected via web searches. Artistic paintings depicting children with suspected paediatric orthopaedic diseases were analyzed in this study. Results Paintings in which artists have depicted children with achondroplasia, poliomyelitis and clubfoot were found. Conclusion The investigation of a drawing depicting a disabled child may encourage an orthopaedic surgeon to introduce an analytical approach using visual cues. These paintings may also enhance the observational skills of paediatric orthopaedic surgeons, give information about the historical process of a disease and demonstrate the impact of the disease at the time the painting was painted.

The present study examined the views of students with varying physical disabilities on disability culture in a post-Americans with Disability Act society. Qualitative, participatory research methods were used to observe approximately 30 disabled students and conduct in-depth interviews with four disabled students. The main objective was initially to answer the following question: Do disabled students recognize an identifiable disability culture at that particular university, and if so, what does it look like? While the sheer presence of disabled students does not automatically equate to a robust disability culture, it became apparent that there was a disability culture at this site, and therefore the research question was refined to: What are the features of disability culture according to this population? The participants were all students at an institute of higher education in the Midwestern United States. The researcher self-identifies as having a disability. Using in vivo coding for analysis to preserve the voices of the participants themselves, the results indicated that there was a disability culture and the key values defining this culture included independence, social justice, and giving back to others.

Военным ведомством Российской Империи был издан приказ, которым утверждалось положение Военного Совета об организации Мариинского приюта для ампутированных воинов. Создание подобного учреждения стало началом открытия новых направлений реабилитации и создало предпосылки для образования предприятий и учреждений, которые связали свою деятельность с помощью инвалидам. С приходом в 1916 г. Г.А. Альбрехта в Мариинский приют начинается реформация протезной помощи инвалидам войн. Благодаря деятельности Германа Александровича Мариинский приют трансформировался в научно-методический центр, руководящий всей организацией протезной практики. Во время Великой Отечественной войны деятельность института не прекратилась, и оставшиеся сотрудники во главе с врачом B.А. Бетехтиным выполняли работу по оказанию раненым специальной хирургической и протезной помощи. В 1983 г. происходит объединение клиник Ленинградского научно-исследовательского института протезирования и Ленинградского научно-исследовательского института экспертизы трудоспособности и организации труда инвалидов. The 140th anniversary of the Albrecht Federal Scientific Center of Rehabilitation of the Disabled Persons is celebrated in March 2023. On March 5, 1883, the Military Department of the Russian Empire issued an order approving the regulations of the Military Council on the organization of the Mariinsky Shelter for amputated soldiers. Creation of such an institution was the beginning of the opening of new areas of rehabilitation and created prerequisites for the formation of enterprises and institutions that dedicated their activities to assisting disabled people. It was in 1916 when G.A. Albrecht started reformation of prosthetic care for disabled veterans at the Mariinsky shelter. Thanks to the activities of professor Albrecht, the Mariinsky shelter was transformed into ascientific and methodological center managing the entire organization of prosthetic practice. During the Great Patriotic War, the activities of the Institute did not stop and the remaining staff, headed by doctor B.A. Betekhtin, continued active work on providing special surgical and prosthetic care to the wounded solgiers. In 1983 clinics of the Leningrad Research Institute of Prosthetic sand the Leningrad Research Institute for the Examination of the Ability to work and the Organization of work of the disabled were united. Today, the successor of the noble cause of the Mariinsky shelter is the Albrecht Federal Scientific Center of Rehabilitation of the Disabled — the undisputed leader in solving diverse issues of complex rehabilitation of disabled people not only with diseases and defects of themusculoskeletal system, but also with disorders of the central nervous system. Between the date of the formation of the Mariinsky shelter and present days lies a long and difficult path of formation and development of the rehabilitation system in the Russian Federation, primarily for disabled people due to combat traumas.

The Tatar religious scholar Rizaeddin Fakhreddinov (1859-1936) is well-known as a Jadīd publicist and historian, but his time as qāḍī and muftī of Soviet Russia (1918-36) is still unexplored. Muftī Fakhreddinov witnessed the Bolsheviks’ gradual elimination of all Islamic community life. In 1935 he considered saving his personal archive from de­­struction by transferring it to the Institute of Oriental Studies in Leningrad, the director of which, Turkologist Aleksandr N. Samoilovich (1880-1938), enjoyed his trust. But Fakhreddinov passed away in 1936, and in 1937 the NKVD constructed a group case against Muslim historians and philologists into which Samoilovich and Fakhreddinov’s sons were also drawn. After Stalin’s death in 1953, the “rehabilitation” of these victims of state terror was slow and selective, and scholarship on Islam in Russia was severely crippled. Only the late 1980s and the 1990s brought a window of opportunity for revisiting the Bolsheviks’ destruction of the secular and Islamic elites.

Low back pain (LBP) related disability is a big concern among the general population, especially undergraduate medical students. This study aimed to evaluate LBP-related disability in undergraduate medical students. It was a cross-sectional survey conducted within the premises of Islamabad and Rawalpindi. The data was collected using an online Oswestry LBP disability questionnaire. A sample of 300 students took part from the following colleges; Riphah University Islamabad and Margalla Institute of Health and Sciences Rawalpindi, Pakistan. There were 150 medicine students (MBBS) and 150 dental students (BDS). The disability index was calculated, and results showed that 205 students had a minimum disability, 79 had a moderate disability, 16 had a severe disability, and no participants fell into the crippled or bed-bound disability category. The results of the study demonstrate that the prevalence of mild LBP-related disability is high in undergraduate students of MBBS and BDS, which might affect the activities of daily life.

Disability studies generally registers disability as a social and political phenomenon; as against one of personal affliction, and it aids us in understanding the power and oppression in diverse contexts, whereas postcolonial studies allows for a wider-ranging investigation into power relations as to how they occurred. Recent studies have found, in terms of empowerment and inferiority, there is a notable convergence between disability studies and postcolonial studies. The image of crippled Ireland has been formed in the lengthy history of colonization through the practice of othering, and this image of disempowerment has already been extensively represented in the annals of Irish and British literature. The play Cathleen ni Houlihan, by William Butler Yeats, conveys a national call to promote national identity. The story-line of the play is very dramatic and emotional by the famous transformation of Cathleen, from a feeble old woman to a vibrant young girl, which symbolically manifests a re-establishment of not only Ireland’s youthful vigor, but also its native powers of creativity and capability, as an independent nation state. As the play contains numerous representations of physical and mental disability, an interpretation of the dual perspective of disability studies and postcolonial studies provides a new understanding of how literary works present complex and intricate insights into the politics of disability and provide multifaceted illustrations of the disabled images.

People with disabilities have become an important topic for discussion in the post-war Sri Lanka due to many reasons. In Northern Sri Lanka, different age group of the population in war-torn areas are often direct or indirect victims of violence, and witnesses to various issues associated with war disaster. Over three decades of war in Sri Lanka has changed the traditional views of disability and replaced it with a view of disability as a social oppression. This study, therefore, looks to understand the social background of people with disabilities. The main objective of this study is to consider the meaning of disabilities in public spaces in post-war Jaffna[1]. The chosen field was undertaken in Thenmaradchi Divisional Secretariat of Jaffna district. This paper has reported on the experiences of 59 people with disabilities who were disabled during the war period. The primary data were collected from interviews and surveys with predetermined case study, non-direct and participant observation and key informant interviews through purposive sampling. It is in this context; an attempt is made to understand the meaning of people with disabilities through their day-to-day life events, situations, and their experiences. This paper discusses the meaning of disabilities under three factors namely, Religious Discourse, Family Structure and Women Status based on grounded theory method. Moreover, these socio-cultural interpretations of people with disabilities are linked with other important factors such economic and political aspects. The finding of the study was that the people with disabilities depicted there are usually crippled and socially excluded or hidden in the limited public spaces in post-war Jaffna. Since disability issues have become a central part of the development and social work discourse in the post-war Tamil society, the researcher hopes that this research will contribute to policy formation for people with disabilities and the effective implications of the post-war reintegration process and development process. Finally, it is hoped that the study will create social awareness and mobilize people with disabilities and strengthen the disabled in society.

The purpose and main task of our research is to study the issues of personnel training from the standpoint of regulatory, scientific, methodological and practice-oriented support. The presented materials are relevant and significant at the present time. In the light of the modernization of federal and regional legislative acts, the need to provide quality assistance to persons with disabilities is increasing, which in turn requires the training of highly qualified personnel. The materials of the article use statistical data on the needs of all constituent entities of the Russian Federation in the preparation of their leaders and leading specialists for the implementation of these types of activities. The study analyzes the need for training personnel for the education system, health care, and social protection. The value of the materials presented will make it possible to develop new technologies and approaches to the personnel training system. The areas of work given in the article are of great practical value and indicate that the technologies offered by Saint-Petersburg Postgraduate Institute of Medical experts, employees are effective and can be multiplied on the territory of the Russian Federation. The aim of our study is to examine the role of some factors (sociodemographic patterns, social relationship support, and trust in healthcare actors) on structure of quality of life among the Italian elderly population, by stratifying according to presence or absence of disability.Methods. Using data of the Italian National Institute of Statistics (ISTAT) survey, we obtained a sample of 25,183 Italian people aged 65+ years. Multiple Correspondence Analysis (MCA) was used to test such a relationship.Results. By applying the MCA between disabled and nondisabled elderly population, we identified three dimensions: “demographic structure and social contacts,” “social relationships,” “trust in the Italian National Health Services (INHS).” Furthermore, the difference in trust on the INHS and its actors was seen among disabled and non-disabled elderly population.Conclusions. Knowledge on the concept of quality of life and its application to the elderly population either with or without disability should make a difference in both people’s life and policies and practices affecting life. New domains, such as information and trusting relationships both within and towards the care network’s nodes, are likely to play an important role in this relationship.

Australian Institute of Health and Welfare states that about 18% of people in Australia, which is 4.4 million, suffers disability. Hosseini et al argued that physically disabled people experience more restrictions in social activities than healthy people, which are associated with lower level of well-being and poor quality of life. To improve the life quality of disabled people, a study is carried out to determine an effective and accurate way to realize what disabled people think. Although there are similar products been made, the previous built products are heavy, clunky, slow in response and inaccurate. In order to solve the problem, an integrated circuit (IC) with a microcontroller is used instead of a laptop and a control system is also implemented to accelerate the response and improve the accuracy. An isolating circuit is implemented as well to improve the stability and durability of the system. Experiment result shows that the IC implemented weighs around 5g, which is 400 times lighter comparing with previous products. The deviation is controlled to be within 2% and the response time is measured to be 0.5s the power consumption is measured to be less than 100W, which is well within the budget.

Abstract:
The national health system is currently going through several stages and reforms which are are expected to lead to the international standards’ achievement. The surgical treatment is basically most lasting solution of cardiac conditions’ problems. Thus, the number of people who became disabled as a result of cardiovascular disease is about 2800 yearly, 55% of whom can be treated by surgery and could be excluded from the disabled. Thereby, this year, within the Institute of Cardiology, we have implemented a model of patient-based on integration of several services - emergency cardiology, interventional cardiology, endovascular surgery, cardiac surgery, electrophysiology, as well as cardiac ablation, implantationof devices in the treatment of cardiac arrhythmias and cardiac rehabilitation.Increased number of hospitalized patients with emergency indications involves the diagnosis of acute pathologies, which require non-delayed surgical treatment, most of these patients being untransportable to specialized cardiac surgical institutions. Therefore, an imperative inEnsuring a collateral integration of the services of general cardiology, interventional cardiology, electrophysiology, cardiac surgery, anesthesiology and intensive care justifies its existence by fulfilling the tasks set before a specialized center to ensure: effectiveness, quality and economic efficiency.

As the Information Age progresses in technological and electronic areas, so mustlibrarians re-define traditional services for those both with. and without sight. Libraries are expected to participate in setting new and better service standards for those with visual disabi lities and/or learning disorders. The Canadian National Institute for the Blind (CNIB) Library's national network (VISUNET: CANADA) supports the premise of a virtual library for print disabled C an adians. Information resources, services, and international collaborations such as the Digital Audio Based Information System (DAISY) are producing accessible materials for those who cannot read print. By interconnecting world information resources in any format of choice, and providing the best in content that is both digital and virtual with no limitations, libraries will assist print disabled Canadians to better compete for jobs in a rapidly changing working and learning environment.

Abstract:
The article presents the main milestones of the life of the outstanding scientist G.I. Turner (1858-1941) - a man who made an invaluable contribution to the formation and development of domestic orthopedics, military surgery. At the beginning of medical activity as a general surgeon, he mastered the basic principles of treatment of pathology of the musculoskeletal system, which played an important role in all its subsequent activities. It was G.I. Turner who had the idea of creating specialized hospitals for the wounded and special institutions for the rehabilitation of war invalids. It should be noted his active participation in the popularization of information on the prevention of diseases and injuries, in the practical training of methods of primary care to victims. Much effort and energy has been devoted to helping sick children with physical defects and restoring the working ability of crippled children. For many years he led the work of the orphanage in St. Petersburg, which in 1932 was transformed into the Institute of rehabilitation of physically defective children and adolescents, named after G.I. Turner.

In 2020, there was the 5th anniversary of establishing, by the Director of the Motor Transport Institute, the Automotive Service Centre for the Disabled Persons together with the National Information Point, the only information, training and research centre in Poland, supporting the community of people with physical disabilities in the area of mobility. This study is an overview of the research and social work to date, scientific publications and pro-social tasks that contributed to the development of motorism in this social group. Such activities are part of the mission of the Institute, which coordinates and promotes scientific research and development works in the field of road transport, while developing innovative technical, organizational and economic solutions. ASC is an example of an innovative comprehensive organizational solution, based on the needs of people with disabilities.
