AbstractThe Radzinowicz Library is the specialist criminology library of the Institute of Criminology, a research and teaching department of the University of Cambridge. As Stuart Stone explains, it is the premier academic criminology collection in the United Kingdom and indeed it is one of the major collections in this subject in the world. The library primarily serves the Institute and the University but also the wider community of criminal justice researchers, many of whom are regular visitors. In common with other libraries, financial pressures are a continuing concern, especially because of the interdisciplinary nature of the subject. Outreach and engagement with organisations outside academia add to the distinctive characteristics of the library.

Abstract:
Criminologists are often frustrated by the disconnect between sound empirical research and public policy initiatives. Recently, there have been several attempts to better connect research evidence and public policy. While these new strategies may well bear fruit, I believe the challenge is largely an intellectual one. Ideas and research evidence must guide public policy and practice. In this article, I present highlights from my tenure as the Director of the National Institute of Justice (NIJ), the research, development, and evaluation agency in the Department of Justice. One of the ideas that I emphasized at NIJ was “Translational Criminology.” I believe translational criminology acknowledges NIJ’s unique mission to facilitate rigorous research that is relevant to the practice and policy. I also discuss the challenges I faced in bringing research to bear on public policy and practice. I end with a call for my colleagues in criminology and criminal justice to become more involved in government.

Abstract:
This paper introduces to the accounting literature two prominent criminology theories, strain and differential association, as possible explanations for criminal behavior by accountants and applies a recent integration of the two, coercion theory, to three recent financial statement frauds. We argue that understanding and preventing fraudulent accounting can be furthered by placing the phenomenon within the context of criminology research, which supports both individual and group-level explanations for white-collar crime. We also suggest that the American Institute of Certified Public Accountants (AICPA) moved too quickly in adopting Cressey's fraud triangle as the explanatory model for financial fraud in Statement on Auditing Standards (SAS) No. 99. Our analysis, although exploratory in nature, suggests that examining financial statement fraud through the lens provided by criminology theory may provide new insights into its causes as well as tools for detection and prevention. We conclude with a discussion of policy implications.

If I may freely paraphrase Lady Bracknell (in The Importance of Being Earnest), to deliver an inaugural lecture one year after arrival in Cambridge seems unfortunate; to deliver it after being in post for two years looks like carelessness. Yet, as those from the Institute of Criminology will know, there is a particular reason for this timing. This month marks the twenty-fifth anniversary of the University's postgraduate course in criminology, and I was myself a student on that first course, back in 1961. For me, therefore, there is a special personal satisfaction that this lecture is immediately to be followed by our formal celebration of the twenty-fifth anniversary of the course.

In order to assist honours students and researchers in the Criminology Department at theUniversity of Cape Town to fully utilise resources available through the Internet and other online databases, an online electronic research skills tutorial was developed and implemented. The aim of this research is to assess whether this tutorial is a useful and efficient method of imparting information literacy skills and assisting users to use the rich array of information available electronically. The concept of information literacy is reviewed internationally and in South Africa, in order to place this research within this framework. Concepts of benchmarking and best practice are examined to assess whether the tutorial meets these criteria. Internet trainer certification is studied as well as the importance of linking information tutorials to specific subjects and integrating them with the curriculum. In developing and implementing this tutorial, other information literacy initiatives and Internet tutorials were examined to provide background information and to inform the construction of the tutorial. Initiatives at the University of Cape Town were explored to avoid duplication and overlap and to build on prior training of students and researchers. The practical component of this research reviews the implementation of the tutorial with 13 participants. The participants completed pre-tutorial assessment questionnaires, using open and closed questions, to assess their knowledge and skills. The questionnaire responses were scored on a scale of I to 5 and represented in graphical form. The participants completed the online tutorial, which introduced important sites for criminologists that can be found on the Internet as well as in other electronic databases, and explored how to use the Internet to support research. The tools and techniques to improve Internet searching were reviewed with the participants, as was the critical thinking needed to evaluate information found on the Internet. A post-course evaluation was completed to assess whether the participants had found this a useful experience, whether the course was at an appropriate level and whether the objectives of the course had been achieved. A self-administered follow-up evaluation questionnaire was completed 2 to 3 months after completion of the tutorial in order to assess whether the information contained in the tutorial had been used, sites visited and whether in retrospect, the participants found the experience a useful one. The findings of these questionnaires are analysed and presented in graphical form on a scale of 1 to 5. The analysis of the research shows that the participants of this case study found the experience of doing thc online research skills tutorial a valuable one and that it assisted in developing new skills and in providing a window into all the electronic resources available in their field.

This work deals with the process of fulfilment of freedom deprivation sentences in a semi-open regime. For this, the reports of prisonization, the interaction of the groups inside the jail, and the confusion there is between the inside and outside world of an utter institution have been presented. The research shows the reality of the prison in Brazil due to the disobedience of Bill no. 7210, 1984 (Penal Execution) where an informal power and a parallel culture represented by the formation of organized factions emerge among the prisoners. Based on the interviews carried out with the prisoners, psychologists the, social assistants, and penitentiary agents, it has been evidenced a host of difficulties prisoners face in order to move to the semi-open regime. In this sense, it has been demonstrated the problematic of escapes in this modality of sentence fulfillment. When analyzing the motivation of the escapes in the Penal Institute of Viamão in the year of 2007, it has been observed that the incompatibility of prisoners with the organized factions is the main reason why most of the cases of evasion have been happening in regimes of semi-freedom.
O trabalho aborda o processo de cumprimento da pena privativa de liberdade em regime semi-aberto. Para tanto, foram apresentadas as relações de prisionização e interação dos grupos dentro do cárcere e a confusão existente entre os mundos interno e externo de uma instituição total. A pesquisa demonstra a realidade carcerária existente no Brasil, apresentada em descumprimento com a Lei n° 7. 210, de 1984 (Lei de Execução Penal), de onde emergem, entre os presos, um poder informal e uma cultura paralela representados pela formação das facções organizadas. Com base nas entrevistas realizadas com presos, psicólogos, assistentes sociais e agentes penitenciários, ficaram evidenciadas as inúmeras dificuldades que os presos enfrentam ao progredirem para o regime semi-aberto. Neste sentido, foi demonstrada a problemática das fugas nessa modalidade de cumprimento da pena. Ao proceder à análise da motivação das fugas no Instituto Penal de Viamão, no ano de 2007, constatamos que a incompatibilidade dos presos com as facções organizadas é a grande responsável pela maioria dos casos de evasão que vêm ocorrendo nos regimes de semiliberdade.

In the early 90's started a movement across Brazil, powered by a letter of intent UN, which suggested the decoupling of Criminal Expertise Institution of Civil Police. After this move, there was a wide range of administrative structures of expert institutions, both operational and administrative, confirming a status quo complete empiricism in all sectors. This study we attempted to initiate a proposal for standardization of inputs fingerprint nature contained in the briefcase crime scene donated by SENASP to all institutes of Criminology Brazil. In an attempt to reach the largest possible representation among Brazilian Institutes of Criminalistics, we used interviews and an online questionnaire directed to the National Forum of Experts Criminal (FNPC), where the sample was obtained from almost all states of the federation. The result was achieved qualitatively quite representative, where the trademark SIRCHIE proved with considerable preference between the Expert class. However, it is necessary to continue this work, seeking to achieve other variables not examined in this context, but may show the apparent reasons that perpetuate the lack of concrete processes of standardization in the National Skill.
Nos início da década de 90 teve início um movimento em todo Brasil, impulsionado por uma carta de intenções da ONU, que sugeria a desvinculação da Perícia Criminal da Instituição Polícia Civil. Após este movimento, verificou-se uma grande diversidade de estruturas que originaram as Instituições Periciais, tanto operacionalmente como administrativamente, chancelando um status quo de completo empirismo em todos os setores periciais. Buscou-se neste trabalho, iniciar uma análise da possibilidade de padronização dos materiais utilizados na coleta de impressões digitais latentes contidos na maleta de local de crime doada pela SENASP a todos os Institutos de Criminalística do Brasil. Na tentativa de alcançar a maior representatividade possível dentre os Institutos de Criminalística brasileiros, utilizou-se um questionário eletrônico direcionado ao Fórum Nacional de Peritos Criminais (FNPC), onde se obteve amostra de quase todos os estados da federação. No resultado alcançado qualitativamente, a marca comercial SIRCHIE demonstrou ter preferência considerável entre a classe Pericial.

Thesis abstract The thesis deals with expert discussions on economic criminality in Czechoslovakia during the 1970s and 1980s. The first chapter introduces the issue in the macroeconomic and social context and outlines the dual way in which the practice of illegal enrichment was depicted in contemporary film and TV-series production. The second chapter introduces dominant authoritative discourse and its concept of economic crime as a phenomenon alien to the socialist regime. This view has also been reflected in the legislative adjustment, as well as party and government measures to dispose of the undesirable phenomenon. The following third chapter focuses on contemporary criminology science as an expert community, whose primary focus was on analyzing and proposing measures to address various crime-related problems. The institutional integration of the Research Institute of Criminology, the main platform of criminological research in the state, to the Prosecutor General's Office, and the influence of Marxist science on criminological methodology, reflected the authoritative discourse into professional discussions. Le présent mémoire de maîtrise constitue une recherche qualitative qui porte sur le rôle des agents d’intervention œuvrant au sein des centres jeunesse, dans le processus de réadaptation des jeunes. Peu des études et chercheurs se sont consacrés au rôle des agents d’intervention. Pourtant ils travaillent quotidiennement auprès des jeunes placés en CJM-IU et collaborent avec les éducateurs. Les pages suivantes s’attardent au rôle de l’agent d’intervention ainsi qu’à la manière dont ce rôle est situé dans un contexte de centre de réadaptation comme le Centre jeunesse de Montréal – Institut universitaire (CJM-IU). Le rôle et les pratiques de l’agent d’intervention sont expliqués selon la perception des agents eux-mêmes, de jeunes et de chefs de permanence rencontrés. Ainsi, à la fin de ce mémoire de maîtrise, un portrait plus détaillé de l’agent d’intervention qui travaille auprès des adolescents de la Cité-Des-Prairies et du Mont St-Antoine est dressé. L’évolution du rôle et les pratiques du milieu sont également relatées afin de répondre aux objectifs de recherche.
This document is a qualitative research that focuses on the impact of emergency responders working in youth centres in the rehabilitation process of young people. This question stems from the fact that the practices of those responders are not always the same and the perceptions about these actors can be very different. Often, emergency responders are more important than we think for the youth they work with. The following pages will focus on their role and how that role plays out in a rehabilitation centre environment such as that of the Centre jeunesse de Montréal – Institut universitaire (CJM-IU). The emergency responder’s role and practices will be explained here through the perception of the responders themselves, as well as the perceptions of the youth and managers that we encountered. Thus, at the end of this master's thesis, it will be possible to draw up a more detailed picture of the emergency responder working with the Cité-Des-Prairies and Mont St-Antoine teenagers. The evolving role and the practices in this field are also presented in order to meet our research objectives.

L’implantation de programmes probants dans les milieux d’intervention peut comporter son lot de difficultés pour les gestionnaires ainsi que les intervenants en contexte de réadaptation pour adolescents. En effet, les contraintes auxquelles peuvent être confrontés les milieux de pratique mènent parfois à la modification des programmes, ceci en vue de faciliter leur implantation. Il devient alors important de documenter ainsi qu’identifier l’effet des éléments associés à la fidélité d’implantation lorsque les programmes d’intervention sont évalués. En plus d’évaluer l’effet du degré d’exposition au programme cognitif-comportemental implanté dans les unités d’hébergement du Centre jeunesse de Montréal – Institut universitaire (CJM-IU) sur l’ampleur des troubles de comportement des adolescentes, ce mémoire propose une nouvelle piste de recherche. Puisque la recherche empirique ne permet pas encore d’identifier les conditions selon lesquelles il serait possible de modifier les programmes d’intervention qui sont adoptés dans le contexte de la pratique, cette étude propose d’élaborer une logique d’exposition au programme qui s’inspire des principes d’intervention efficace élaborés par Andrews et ses collègues (1990). Cette approche permettrait d’adapter le niveau d’intervention aux caractéristiques de la clientèle, et ce, tout en s’assurant de l’efficacité du programme cognitif-comportemental. L’échantillon de cette étude est donc constitué de 74 adolescentes hébergées au CJM-IU pour une durée de six mois. Les résultats indiquent d’abord que les activités du programme cognitif-comportemental ont été appliquées de façon plutôt irrégulière et bien en deçà de la fréquence initialement prévue, ce qui rend bien compte des difficultés à implanter des programmes en contexte de pratique. Les résultats suggèrent aussi une diminution de l’ampleur des troubles de comportement six mois après l’admission au CJM-IU pour les adolescentes qui étaient caractérisées par une ampleur des troubles de comportement plus marquée au moment de leur admission et qui ont complété un plus grand nombre d’auto-observations durant leur placement.
The implementation of evidence-based programs into real world settings can be a difficult process for administrators and educators with adolescent clientele. Practice settings are faced with constraints that may lead to the modification of intervention programs in order to facilitate their implementation. It is therefore imperative to document and measure the effect of these modifications when programs are evaluated. However, because research hasn’t yet identified the conditions in which it is possible to modify programs for use in intervention settings, this study proposes a new approach based on the principles of effective treatment elaborated by Andrews and his colleagues (1990). This approach allows for the modification of intervention levels while ensuring the effectiveness of the cognitive-behavioral program. This study sampled 74 adolescent girls hosted at the Centre jeunesse de Montréal – Institut universitaire (CJM-IU) over 6 months in order to assess the effects of the cognitive-behavioral program dosage among behavioral disorders. The results indicate that cognitive-behavioral therapy was applied in an irregular fashion and much less frequently than originally planned, which speaks to the difficulties encountered in implementing evidence-based programs in real-world settings. The results also suggest that the adolescent girls with more characteristics of a behavioral disorder and who completed more auto-evaluations during their rehabilitation showed significantly fewer behavioral problems 6 months after the beginning of the treatment.

Com este estágio profissional pretendeu-se ampliar as competências adquiridas aquando da Licenciatura em Línguas Literaturas e Culturas Modernas e 1ºano do Mestrado em Tradução, propondo-se a efectuar a retroversão do conteúdo da página Web Instituto Superior de Ciências Policiais e Segurança Interna (ISCPSI), de português para espanhol, a tradução do estudo comparado El agente infiltrado en España y Portugal de Adán Carrizo González-Castell e ainda os dois primeiros capítulos do livro Introducción a la Criminologia, de Alfonso Serrano Maíllo. Estes trabalhos são variados e com destinatários distintos: o primeiro trabalho, a retroversão do sítio do (ISCPSI), destina-se a estudantes de países hispânicos, de escolas congéneres, que queiram participar no programa Erasmus; o segundo, dado ser um estudo comparado, destina-se a estudantes e especialistas na área do Direito Penal falantes do português; e o terceiro e último trabalho destina-se a estudantes e especialistas na área da Criminologia falantes do português. O presente relatório realizado no âmbito do estágio profissional do Mestrado em Tradução teve por finalidade, fazer uma exposição acerca do processo da tradução dos trabalhos supra-citados. Este inclui uma análise preliminar dos textos, descrição das didácticas da tradução adoptadas na elaboração deste trabalho, as dificuldades e problemas encontrados, bem como as propostas de tradução. Os trabalhos em causa encontram-se apensos ao presente trabalho, assim como os respectivos originais.
Abstract: The training report concerning the Masters Degree on Translation aims to put into practice the knowledge, experience and translation practices acquired. With this professional training one intended to enhance the competences obtained during the degree on Languages, Literature and Modern Cultures and the first year of the Masters in Translation. In order to do so, one proposed to make the retroversion of the Instituto Superior de Ciências Policiais e Segurança Interna Web page from Portuguese to Spanish, the translation of the compared study El agente infiltrado en España y Portugal, by Adan Carrizo González-Castell and also the first two chapters of Introducción a la Criminologia, by Alfonso Serrano Maillo. These works are diversified and intended for different targets. The first work, the retroversion of the ISCPSI’s Web page, is aimed at students from Hispanic countries who wish to participate in the Erasmus Program; the second, since it is a compared study, is aimed at Portuguese speaking students and specialists in Penal Law; and the third and last work is intended for Portuguese speaking students and specialists in Criminology. The main purpose of the present report performed within the professional traineeship of a Masters Degree on Translation was to make a written statement regarding the translation process of the above mentioned works. This report includes a preliminary text analysis, a description of the translation didactics applied, the difficulties and problems found, as well as translation proposals. The referred works are attached to this work as well as their respective originals.

Abstract This chapter is a revised version of a Valedictory Lecture delivered by the author as part of the 60th anniversary celebrations at the Cambridge Institute of Criminology in 2019. The chapter seeks to make a contribution to what Steven Messner described in 2012 as the beginnings of a ‘moral awakening in criminology’, and, congruently with the anniversary context of the Valedictory Lecture, it does so with special reference to research connected with the Institute of Criminology. The substantive topics covered include: the importance of moral rules for social life and for the explanation of criminal propensity; ways in which people sometimes modify their accepted moral rules in particular circumstances; the importance of social situations in shaping moral action; the possibility of achieving an altered priority of moral values when people undertake ‘ground projects’ such as desistance from crime; ‘weakness of will’ and strategies to avoid it; the perhaps surprising findings from studies that have asked prisoners to explain, from their experience, when the social order of prisons works best; and the difference between ‘good’ and ‘right’ relationships between citizens and criminal justice personnel. In addition, the chapter seeks to tackle some difficult but necessary theoretical issues about the meaning of human agency, and how, methodologically speaking, issues of agency and morality can be coherently related to appropriate social scientific questions about causation and explanation.

Abstract This conversation is a composite of two interviews with Tony Bottoms, conducted by Caroline Lanskey and Richard Sparks, in March and October 2018. The first was a public event, as part of the Institute of Criminology’s ‘In conversation with …’ series. The second, intended to pick up issues that were missed or left inadequately discussed first time round, took place at Tony’s home. The conversation addresses a wide range of topics in roughly chronological order. These include key intellectual and personal influences, especially in Tony’s early life; his views on relations between practice and academic inquiry in light of his experiences as a probation officer; the changing contours and characteristics of criminology as a field; and Tony’s principal contributions to research. With regard to the latter, the discussion touches upon Tony’s work in environmental criminology, sentencing and parole, prisons, problems of procedural justice and legitimacy, desistance from crime, and theories of compliance. Among the distinctive features of Bottoms’s work throughout have been his concerns with the normative dimensions of criminological questions, and the relations between empirical inquiry and policy problems.

Throughout the 1950s, as psychology, sociology and criminology developed as academic disciplines in Norway, researchers within these disciplines began publishing scattered reports on youth. In the 1970s and ‘80s, The Centre for Contemporary Cultural Studies (the so-called Birmingham school) became a global inspiration for youth researchers. In Norway, the Centre’s studies on e.g. style and resistance in particular were replicated by qualitative youth researchers. However, the establishment of UNGforsk in 1991 fundamentally changed the youth research milieu in Norway. Over the course of a few years, a group of 15–20 researchers developed a secure base and continued to publish studies based on qualitative interviews and fieldwork. However, the defining features of the milieu were representative surveys of youth in numerous local communities and a large and national representative longitudinal study – Young in Norway. The participants in this study are now in their mid-40s and are still followed up in surveys and register data. UNGforsk gradually became part of the Norwegian Social Research (NOVA) institute at Oslo Metropolitan University. After 30 years, the youth research section still remains the key youth research institution in Norway. A rich and solid infrastructure of regular national surveys (UNGDATA), annual conferences and a Nordic youth research journal has developed through the institute. Its research is continually cited in mainstream Norwegian media, and the researchers regularly take part in expert groups developing Norwegian youth policy.

The investigation of murder underwent a significant shift from the beginning of the twentieth century, as this chapter highlights. Hans Gross founded the first criminology institute at the University of Graz in 1913 and suggested that criminal investigations needed to be rationalized and objectivized. He especially pointed to the unreliability of eyewitness accounts, arguing that the value of eyewitness testimony depended on social class and on the gender of the eyewitness. Franz von Liszt, professor of criminal law in Berlin, further confirmed the unreliability of eyewitness accounts. Thus, eyewitness accounts, which had a tenuous credibility, were replaced by objective methods in determining the facts of the crime, such as fingerprinting. The records were then kept in a system and the figure of the recidivist criminal as a permanent threat to society was recorded. Even so, the scientific method of catching and recording criminals did not occur at the same pace. These methods were used mostly in urban areas such as Vienna and Prague, whereas in rural areas the lack of police personnel and the lack of experts limited the application of “objective” truth-seeking.

Abstract:
At a time when the world is faced with exceptional conditions and governments are taking various precautions to prevent the spread of the COVID-19, in addition to social life, trends in crime are also changing. According to world experts, reported crime fluctuates, but most forms of crime are in decline. After reviewing police statistics for the period from 1. January to 31. August 2020, in Ljubljana and comparing them with the same period in 2019, we found that reported crime had decreased. A total number of offences and misdemeanours have declined, as have robberies, thefts, burglaries, and domestic violence. The Institute of Criminology, online media, and newspapers in Slovenia have reported an increase in domestic violence, while some also reported a rise in thefts and burglaries in the country. Cybercrime is expected to increase in the future as more people and businesses move online due to the newly formed conditions, using online services, which poses new risks and opens up new opportunities for perpetrators.
