Abstract:
The inability of an educational institution to respond to opportunities and threats will reduce its competitiveness and hinder the performance achievement of its educational unit. The objective of this research is to analyze and identify the appropriate development strategy for Sekolah Khusus Kak Seto, a special education institution, using Meta-SWOT analysis. This approach examines two influential environmental factors from the internal side of the company using Resource-Based View and the external side using PESTEL. The results of the Resource-Based View analysis show that Sekolah Khusus Kak Seto has eighteen resources and capabilities which are rarely had and difficult to imitate by its competitors and have been well managed. The results of the PESTEL analysis show that the external factors that can create both opportunities and threats for the school. Based on the results of the Meta-SWOT analysis, Sekolah Khusus Kak Seto is in the first quadrant of the grand strategy matrix. Therefore, the most appropriate strategies for the school are market penetration, market development, and product development. Abstrak Ketidakmampuan suatu satuan lembaga pendidikan dalam merespon peluang dan ancaman eksternal, akan mengakibatkan menurunnya daya saing atau terhambatnya pencapaian kinerja satuan pendidikan. Penelitian ini bertujuan untuk menganalisis dan mengetahui pengembangan strategi yang sesuai dengan Sekolah Khusus Kak Seto menggunakan pendekatan Meta-SWOT. Pendekatan ini menganalisis dua faktor lingkungan yang berpengaruh dari sisi internal perusahaan menggunakan analisis Resource Based View dan juga eksternal perusahaan menggunakan analisis PESTEL. Metode yang digunakan dalam penelitian ini adalah kualitatif deskriptif dengan pendekatan studi kasus. Hasil analisis Resource Based View menunjukkan bahwa sumber daya dan kapabilitas Sekolah Khusus Kak Seto yang jarang dimiliki oleh pesaing, sulit ditiru oleh pesaing, dan sudah dikelola dengan baik oleh perusahaan terdapat delapan belas poin. Hasil analisis PESTEL menunjukkan bahwa faktor-faktor eksternal yang dapat memberikan peluang maupun ancaman untuk Sekolah Khusus Kak Seto. Berdasarkan hasil analisis Meta-SWOT, Sekolah Khusus Kak Seto berada pada kuadran satu grand strategy matrix, maka pengembangan strategi yang tepat dilakukan adalah dengan melakukan penetrasi pasar, pengembangan pasar, dan pengembangan produk.

The resource-based view (RBV) makes a significant contribution to strategy by explaining the relationship between resources and firm performance. Particularly in low uncertainty markets, executives have the foresight and time to build strategically valuable resources in current markets and leverage them into related markets. RBV is also relevant for understanding strategies for market entry, extending the value of technology resources, and broadening the locus of resources within ecosystems. Conversely, in high uncertainty markets like nascent or disrupted ones, RBV seems less germane. Resources may not yet exist or their value (and rarity) may be indeterminate (or changing). Here, we contribute the Strategy Creation (SC) view—joining strategizing by doing, thinking, and shaping. It offers a strategic logic that fits highly uncertain markets. Finally, we contribute the insight that RBV and SC are complements under moderate uncertainty, such as growth markets and technology transitions. Overall, we propose that uncertainty forms a crucial boundary condition for RBV that distinguishes between qualitatively different strategic logics.

Abstract:
Although emerging economies have received increased attention by both firms and academia in recent decades, there is still more that can be done. Calls have been made by both academic authors and journals to conduct research within institutionally voided environments, a call that was answered by this study. Specifically, this study answers calls related to: examining institutional strategies; examining the relationship between nonmarket and market exchanges. The purpose of this study was to gain a deeper understanding of how the nonmarket-market relationship affects firm strategies and behavior in Cambodia, an especially voided country due to their turbulent recent history. A second layer of the purpose was to compare firms and explore their similarities and differences to understand the isomorphic pressures of Cambodia. A qualitative case study approach to the study was undertaken to achieve the study’s purpose. Thirteen semi-structured interviews were conducted with various managers who have the ability to make strategic decisions in their respective firms. All the interviewees were from the private sector but were scattered throughout different industries and were asked about their experiences and perception of the Cambodian business environment, mainly focusing on the institutional context. The data collected were then structured based on three main themes and corresponding subthemes. This thematic division was the basis for the analysis of the study as well as the conclusion. Based on the analysis of the data, it can be concluded that the nonmarket is indeed superordinate to the market environment in Cambodia. From a macro perspective, the institutional voids affect all firms in Cambodia, and the firms utilize similar variations of four institutional strategies: internalization, substitution, buffering, and bridging. Because the nonmarket environment in Cambodia is so strong, this results in both voids in the market environment and firms becoming more isomorphic. These four strategies were not the only ones identified, other strategies, namely outsourcing and institutional borrowing, were noted as well because of the institutional voids. Theoretically, this study contributes to revising and improving Institutional Theory and reinforcing both Institutional Theory and the Resource-Based View. Social contributions relate to assisting policymakers in Cambodia to understanding their most problematic institutions and developing or improving those institutions. Practical contributions are aimed at practitioners seeking to or doing business in Cambodia, assisting them in understanding the institutional context of Cambodia and knowing how to navigate within its boundaries. This practical contribution can also be considered a social contribution, as more businesses enter Cambodia and as firms grow, the combination of firm entrance and growth creates more jobs and stimulates the economy.

Sendo assim, muitas empresas precisaram avaliar formas sustentar-se neste e/ou repensar seu posicionamento. Para tanto, formularam suas estratégias de internacionalização atendendo este contexto. Esta dissertação visa a analisar a configuração das estratégias de internacionalização de diferentes empresas calçadistas brasileiras, com base na análise da influência da indústria, das capacidades organizacionais e das instituições - os três elementos do tripé estratégico. Assim, a análise deste trabalho foi direcionada na compreensão de cada elemento do tripé e sua relação na configuração estratégica das empresas calçadistas ao buscar o mercado externo. Para isso, desenvolveu um estudo de caso incorporado, entrevistando executivos de quadro empresas calçadistas brasileiras. De forma complementar, entrevistaram-se cinco instituições, para ampliar o conhecimento sobre estas entidades e sua atuação em relação às empresas. No intuito de atender o objetivo central deste estudo, desenvolveu-se um instrumento para avaliar a possível influência dos elementos do tripé estratégico na formulação da estratégia empresarial. Esse artefato auxiliou na compreensão da influência de cada um dos elementos, e os resultados demonstraram que as categorias selecionadas encontraram verificação empírica, em sua grande maioria. O estudo ainda contribuiu ao identificar a interação entre os três elementos do tripé na formulação da estratégia, que não é apresentado no modelo original. Ou seja, um componente do elemento do tripé pode refletir na ação de outro elemento, sugerindo a interação entre os mesmos. Durante a análise dos dados verificou-se que existem fatos ou ações que podem ser explicados por diferentes elementos do tripé, dependendo do interesse do estudo.<br>The Brazilian footwear industry has decreasing its competitiveness recently mainly due to the emerging of the Asian related industry. Thus, many companies need to find ways to sustain themselves in the market, as well as re-evaluate their positioning. In order to do so, these companies have planned their internationalization embracing this new process. This dissertation intends to analyze the internationalization strategy configuration of different Brazilian footwear companies, based on the analysis of the influence in the industry, on the organizational capabilities and the institutions perspectives. Therefore, this study was directed to comprehend each of the elements of the strategic tripod and its relation to strategy configuration of the footwear industry when seeking overseas markets. It then developed an incorporated case study, interviewing executives of four Brazilian companies. Complementary, five institutions related to the sector were interviewed, in order to widen the knowledge about these entities and how they interact with the industry. With the intention to fulfill the goal of this study, we created an instrument entitled to evaluate the possible influence of the elements of the strategy tripod in the forming of the entrepreneurial strategy. This tool has helped to understand the influence of each of the elements, and the results have demonstrated that the selected categories met empirical verification, in its majority. The study also contributed to the literature on identifying the interaction among the tripod’s elements in the strategic configuration, aspect that was not covered in the original model. This interaction means that the component of one element from the tripod could reflect in other element’s action, suggesting their interaction. During the data analysis, it as verified that some actions could be explained by more than one tripod’s element, depending on the study interest.

Abstract:
I look at knowledge networks emerging through individual collaboration within incumbent firms and I make an effort to identify individual roles that are driving a number of meaningful firm-level innovation-related outcomes. I document how certain individuals occupy such positions in their firms' knowledge network that equip them with unique blends of human and social capital, thus making them consequential for the innovative performance of the system as a whole. Integrators are the actors with an extraordinarily large and dense network of different collaborators. Connectors are the individuals who collaborate with others across diverse knowledge areas and clusters. Isolates are actors who are productive while remaining relatively unconnected and independent. I find that relational stars (i.e. integrators and connectors) positively affect their organization's quantity and quality of inventive output. On the other hand, I find that it is isolates and star inventors who positively affect inventive productivity. I find that individuals with extreme patterns of collaborative behavior (either local or distant) facilitate exploration and that productive isolates drive exploitation. In addition, I find that organizational ambidexterity can be attained by having individuals who can simultaneously explore and exploit or by increasing the connectedness between exploratory and exploitative activities. Finally, I find that knowledge boundary choices are also affected by internal organization and human resource attributes.

Abstract:
I will look at what impact big data have had on the managerial strategic decisions in the food and beverage industry. This in order to understand the complexity and theory of organizational strategic management, an effort to define the contemporary strategic theory into a holistic conceptual model is done through a literature review on organizational strategy. This literature explicitly proposes four distinctly different types of strategies that management need to consider in the organizational context. Namely, long-term strategy, internal business strategy, external corporate strategy, and competitive strategy. The study analyzed the food and beverage industry over a decade (2005-2014), where the three of the largest actors in the industry were selected, Nestlé S.A, PepsiCo Inc, and Unilever. The choice of method was content analysis, where three structured categorization matrixes were developed which each analyzed parts of the annual reports. The study propose the role of big data as a strategic tool for managerial decision from a theoretical standpoint. The content analysis show that hypothesis 1, could be confirmed, big data have an impact on all the proposed four managerial strategic decisions. Second hypothesis could not be confirmed, since decentralization does only occur for one of the organizations, but increased external environment turbulence could be concluded for the industry in general. The third hypothesis could be confirmed, which show that there is an increase in individualization due to increased customer involvement and demand. The analysis discovered three distinct time periods during the last decade, namely pre- economic instability period (2005-2007), economic instability period (2008-2011) and finally the post-paradigm period (2012-2014). Where the year 2011 was the most turbulent in terms of economy and technology for the industry. The study clearly show that customers are now involved in the production process, customers are co-creators of the products. There is now a two-way communication and increased social responsibility awareness. This study shows that the old traditional approach of looking at markets in order to position yourself to stay competitive are obsolete as this study predicted. customers demand to be a part of the organizational culture. This conclude that big data is an important tool for all strategic managerial decisions.

Assim como o ano de 1997 marcou a quebra do monopólio estatal sobre as atividades da indústria em questão, o ano de 2003 representa a mudança drástica das atitudes do governo frente à maior empresa do país. Este relacionamento chegou a tal ponto que, recentemente, por ocasião das discussões sobre o novo marco regulatório da indústria do petróleo, representantes da Petrobras fizeram parte das discussões, junto com alguns ministérios e a ANP, que resultaram na proposta de alteração do modelo regulatório para o setor. Em vista do exposto, é de relevância científica conhecer a atuação da Petrobras na reforma do marco regulatório do Pré-sal, à luz das perspectivas da análise estratégica. Mais ainda, identificar se os resultados alcançados com o novo marco regulatório foram fruto de ação intencional da empresa ou apenas reações a provocações externas (atuação do Governo Federal, por exemplo). Com base nas considerações iniciais, o objetivo geral do trabalho foi analisar em que medida os fatores institucionais, os fatores internos (recursos da firma) ou os fatores ligados à indústria moldaram a participação da Petrobras no processo de elaboração da proposta de alteração do novo marco regulatório (Projetos de Lei n. 5.938 a 5.941, 2009). Pretendeu-se investigar, igualmente, quais desses fatores se sobressaíram nas mudanças e na readequação das regras do jogo. Este trabalho argumenta, fundamentado nos resultados, que a participação da Petrobras nos trabalhos de elaboração da proposta de mudança no marco regulatório do setor foi viabilizada pela confluência de fatores institucionais (IBV) e fatores internos à firma (RBV). ABSTRACT Title: Influence of Internal and External Factors on Expansion Strategy-Swedish Cleantech Subsidiaries in the US Authors: Jungmin Choi, Maria Mogyoro Purpose The purpose is to contribute to the knowledge regarding internal and external factors‟ influence on the expansion strategy of a foreign subsidiary in a growing market. Design/Methodology/Approach Originating from the resource-based view and industrial organization view literature, an analysis model is developed. The model shows influences of internal and external factors on a subsidiary‟s expansion strategy. Propositions were formulated based on the analysis model and five case studies of Swedish clean technology subsidiaries operating in the US were compiled. Findings This study found that high business relatedness between a subsidiary and parent firm are positively associated with a broad market scope and differentiation strategy. Secondly, international experience is positively associated with a differentiation strategy. The study also found that perceived competition is positively associated with a broad market scope and perceived low competition influences a narrow product/market scope. Finally, perceived barriers positively impact a differentiation strategy. Implications This study provides evidence that both internal and external factors have an influence on a subsidiary‟s expansion strategy. The study also showed that there were linkages among factors. For example there were indications that external factor such as competition affects business relatedness. Hence, a revised model was developed demonstrating those relationships. For managers this research has importance since it has been shown that managers need to consider both the external and internal factors when they formulate strategy. Originality/value By integrating insights from the resource-based view and industrial organization view literature, this thesis develops a unique analysis model where factors from both schools are used to study expansion strategies of subsidiary firms in a growing market.

Purpose: Finding which resources and capabilities are deployed among Istanbul-based apparel manufacturers, evaluating to what extent they are tangible, intangible as well as capabilities as well as lastly analysing them according to the valuable, rare, inimitable and non-substitutable framework. Design/methodology: The research design consists of a case study held at several firms. Empirical data was collected using semi-structured interviews. Empirical data: Empirical data was primarily collected at nine different apparel manufacturers within the greater Istanbul region. Conclusion: Conclusions show that within the bundles of resources and capabilities, a large variation was noted with high international competitiveness. However there are areas such as design and quality which could be continuously developed among firms. <p>The purpose of this thesis is to describe and analyse the role of logistics in the strategy of the firm. Leading to this purpose are empirical observations of firms that manage to grow under sustained profitability, by the means of logistics.</p><p>The clothing retailers H&M and Inditex manage to pursue strategies of growth under sustained profitability. Both H&M and Inditex acknowledge that logistics is used in achieving these strategic goals. The competitive environments are similar for the two retailers. However, the strategy content, i.e. the what of strategy, differs greatly between H&M and its Spanish competitor. H&M focuses on economies of scale in their operations to allow for low logistics costs and a cost-efficient geographical expansion. Inditex focuses on flexibility and speed, being able to quickly respond to changes in demand, which calls for a more agile logistics platform.</p><p>From this background, two cases are studied as regards the role of logistics in the strategy. The case companies Ahlsell and Bergman & Beving, two wholesalers of industrial goods, display growth under sustained profitability and have an outspoken focus on logistics in their strategies. The cases are described in terms of the content and the context of logistics in the strategy of the firm. The content is the what of strategy whereas the context is the where of strategy. The context is further divided into inner and outer context, where inner context is the firm and outer context is its environment.</p><p>The theoretical basis of this research is found in logistics and in strategy: Logistics research on the relation between logistics and strategy from a logistics perspective, and strategy theory ranging from the resource-based view of the firm, or the inside-out perspective, to positioning theory, or the outside-in perspective. A pattern-matching methodology is used to establish an appropriate description of the logistics content and context in the strategy of the firm. In the content-dimension, the opposing views of the resource-based view and positioning theory are tested on the cases. In the context-dimension, the cases and their environment are described with a stance taken in the contingency approach to the organisation of logistics.</p><p>The research shows that the role of logistics in the strategy of the firms in the scope of this study is most appropriately described using a resource-based view of the firm. Further, the two firms under study serve as examples of two different ways to use logistics in the strategy:</p><p>- Bergman & Beving manages to integrate a decentralised group of product companies in one logistics platform.</p><p>- Ahlsell achieves synergies in acquisitions by moving logistics and administration of the acquired firms into their centralised logistics platform.</p><p>The cases also serve as examples of that the logistics solutions need not be optimal in terms of the lowest cost and the highest service level to be used successfully in the strategy of the firm to reach growth under sustained profitability. The firms in the scope of this research act in similar outer contexts but interpret these contexts in different ways depending on their manner to use logistics in the strategy. The research shows that similar outer contexts can be approached successfully with strategies with different logistics content.</p><p>The logistics organisations in the firms in the scope of this thesis display robustness towards changes in the outer context of the firm, i.e. the logistics organisations can encounter considerable changes in the environment without altering their position in the firm. It is concluded that in order to make the role of logistics in the strategy more comprehensible, a bridge between the abstract strategy theory and the role of logistics needs to be established. A possibility to attain this can be found in the application of a business model framework to the relation between logistics and strategy, which is suggested as an area for further research.</p><br>ISRN/Report code: LiU-Tek-Lic 2005:34

We present a framework for localizing a swarm of multirotor micro aerial vehicles (MAV) through collaboration using vision based sensing. For MAVs equipped with monocular cameras, this technique, built upon a relative pose estimation strategy between two or more cameras, enables the MAVs to share information of a common map and thus estimate accurate metric poses between each other even through fast motion and changing environments. Synchronized feature detection, matching and robust tracking enable the use of multiple view geometry concepts for performing the estimation. Furthermore, we present the implementation details of this technique followed by a set of results which involves evaluation of the accuracy of the pose estimates through test cases in both simulated and real experiments. Our test cases involve a group of quadrotors in simulation, as well as real world flight tests with two MAVs.

Time-resolved background-oriented schlieren (BOS) data are used to calculate the two-dimensional velocity field in the wake of free-flying full-scale helicopters in ground effect. The calculation is performed based on the density gradient pattern of the helicopter engine exhaust gas passing the BOS field of view. A classical BOS evaluation allows the visualization of density gradients such as vortices and the exhaust plume. The result is the BOS displacement field. Applying the two-dimensional divergence to this data results in a pattern that is constant in shape across multiple BOS images, but convects downstream with the outwash velocity of the helicopter. Using this data as input to a second, timeresolved evaluation, quantitative two-dimensional velocity fields are calculated. Choosing an appropriate strategy for preparing and evaluating the data is critical to reliable velocity estimation. Another important aspect is to distinguish between reliable velocity data and erroneous results in areas of reduced signal intensity due to a lack of thermal structures. The velocity data obtained are compared with an analytical outwash model and constant temperature anemometry data acquired simultaneously with the BOS images. The data show good quantitative agreement in areas of sufficient thermal structures within the field of view.

The Office of Evaluation and Oversight (OVE) is preparing the Country Program Evaluation (CPE) for the Dominican Republic for the period 2009-2013. This approach paper defines the evaluation's scope. This CPE ims to analyze the Bank's relationship with the country, taking an independent and holistic view, assessing in particular the program's relevance and effectiveness, including both financial and nonfinancial products offered by the Bank during the period under analysis. This evaluation is intended as input for the new strategy document the Bank is preparing. In 2009 the Bank's Management developed a new country strategy document model to equip the Bank with an effective tool to sharpen the country focus while ensuring the flexibility envisaged during the realignment process. In this framework, new guidelines were drawn up that reformulate the country strategy to emphasize the need for results-focused, risk-based programming that takes a flexible, programmatic approach and responds to the country's needs. Apart from these general principles, the most significant practical effects of the new strategy papers were: (i) separation between the country strategy, which is prepared every four years, and actual programming, which is annual; (ii) a new emphasis on sector notes; and (iii) strengthening the results matrix with specific indicators. This CPE is the third occasion on which OVE has evaluated the Bank's program with the Dominican Republic. The previous evaluations covered the periods 1991-2003 (document RE-306) and 2004-2008 (document RE-371). This CPE covers the Bank's program for 2009-2013.

Abstract:
The general research objective was to increase herd pregnancy rates by enhancing corpus luteum (CL) function and optimizing follicle development, in order to increase conception rate and embryo survival. The specific objectives were: to determine the effect of the duration of the preovulatory LH surge on CL function; to determine the function of LH during the postovulatory period on CL development; to optimize CL differentiation and follicle development by means of a biodegradable GnRH implant; to test whether optimization of CL development and follicle dynamics in timed- insemination protocols would improve fertility in high-yielding dairy cows. Low fertility in cattle results in losses of hundreds of millions of dollars in the USA and Israel. Two major causes of low fertility are formation of a functionally impaired CL, and subsequent enhanced ovarian follicle development. A functionally impaired CL may result from suboptimal LH secretion. The two major causes of low fertility in dairy cattle in US and Israel are negative energy status and summer heat stress; in both situations, low fertility is associated with reductions in LH secretion and impaired development of the ovulatory follicle and of the CL. In Florida, the use of 450-mg deslorelin (GnRH analogue) implants to induce ovulation, under the Ovsynch protocol resulted in a higher pregnancy rates than use of 750-mg implants, and pregnancy losses tended to decrease compared to controls, due probably to decrease in follicular development and estradiol secretion at the time of conceptus signaling to maintain the CL. An alternative strategy to enhance progesterone concentrations involved induction of an accessory CL by injection of hCG on day 5 after the cows were inseminated. Treatment with hCG resulted in 86% of the cows having two CLs, compared with 23% of the control cows. Conception rates were higher among the hCG-treated cows than among the controls. Another approach was to replace the second injection of GnRH analogue, in a timed-insemination protocol, with estradiol cypionate (ECP) injected 24 h after the injection of PGF₂ₐ Pregnancy rates were comparable with those obtained under the regular Ovsynch (timed- AI) program. Use of ECP induced estrus, and cows inseminated at detected estrus are indeed more fertile than those not in estrus at the time of insemination. Collectively, the BARD-supported programs at the University of Florida have improved timed insemination programs. In Ohio, the importance of the frequency of LH episodes during the early stages of the estrous cycle of cattle, when the corpus luteum is developing, was studied in an in vivo experiment in which cows were subjected to various episodic exposures to exogenous bovine LH. Results indicate that the frequent LH episodes immediately following the time of ovulation are important in development of the corpus luteum, from the points of view of both size and functionality. In another study, rates of cell proliferation and numbers of endothelial cells were examined in vitro in CLs collected from cows that received post-ovulation pulsatile LH treatment at various frequencies. The results indicate that the corpora lutea growth that results from luteal cell proliferation is enhanced by the episodes of LH release that occur immediately after the time of ovulation in cattle. The results also show that luteal endothelial cell numbers did not differ among cows treated with different LH doses. In Israel. a longer duration of the preovulatory LH surge stimulated the steroidogenic capacity of granulosa-derived luteal cells, and might, thereby, contribute to a higher progesterone output from the bovine corpus luteum. In an in vivo study, a subgroup of high-yielding dairy cows with extended estrus to ovulation interval was identified. Associated with this extended interval were: low plasma progesterone and estradiol concentrations and a low preovulatory LH surge prior to ovulation, as well as low post- ovulation progesterone concentration. In experiments based on the above results, we found that injection of GnRH at the onset of estrus increased the LHpeak, prevented late ovulation, decreased the variability between cows and elicited high and uniform progesterone levels after ovulation. GnRH at estrus onset increased conception rates, especially in the summer, and among primiparous cows and those with low body condition. Another study compared ovarian functions in multiparous lactating cows with those in nulliparous non-lactating heifers. The results revealed differences in ovarian follicular dynamics, and in plasma concentrations of steroids and gonadotropins that may account for the differences in fertility between heifers and cows.

This paper formed part of a Conference "Mercosur: In Search of a New Agenda" held in the Getulio Vargas Foundation in Rio de Janeiro in June 2003. The purpose of the Conference was to was to examine future directions for Mercosur in light of emerging political dynamics pointing to renewed interest in deepening the initiative after a turbulent 1999-2002. The papers and the conference were supported by the Integration and Regional Programs Department of the Inter-American Development Bank through its Special Initiative on Trade and Integration. The Department is grateful for the collaboration of the Foundation and in particular to Professor Renato Flores. This paper is based on the conclusion that MERCOSUR suffers from an "institutional deficit". This deficit is associated to lack of credibility on the project, inefficient rules production system, fragile mechanisms that "oblige" country members to the compliance with agreed rules, and to the impacts, of this group of characteristics, over the "degree of effectiveness" of assumed commitments at the subregional level, and the "level of relevancy" of such commitments for the performance of public and private actors from the member countries. Under this view, to institutionalize does not imply the creation of institutions per se, but rather the strengthening of credibility of a rule production and implementation system at the subregional level: this should be the main objective on the institutionalization agenda of the integration process. A MERCOSUR institutionalization agenda is not only part of a minimalist strategy for the perfecting of the process but also constitutes an "informed" vision of the deep integration process. Above any hypothesis this institutionalization agenda must contemplate three priority areas: (i) rule production system: legislation characteristics, a profile of the decision taking structure and the exchange mechanism between domestic policy formulation and the decision-making processes at the subregional level; (ii) secondly, implementation mechanisms of subregional regulations, that is, "obligation" rules of the member states in relation to the fulfillment of assumed commitments within MERCOSUR and (iii) "the focus" of the rules, i.e. their content.

The results of the research are the next: the concepts and the model of the cloud-based environment of STEM education is substantiated, the problems of personnel training at the present stage are outlined.

This paper is intended to contribute to the promotion of social inclusion as a cross-cutting priority in the Inter-American Development Bank (IDB), a key issue in the Bank's Renewed Strategic Framework, as a key approach to reducing poverty and inequality in Latin America. It is based upon a staff opinion survey, designed and implemented under the framework of the IDB-UK ENLACE Social Inclusion Trust Fund, to assess how staff view social inclusion as an operational approach. The results of the survey highlight some of the operational implications of pursuing social inclusion initiatives, illustrating a number of opportunities and challenges that may be faced in such an approach.

Tourism is one of six innovation themes identified in the Heyfield and District Context Analysis1, which states the following regarding the opportunity to develop tourism in the area (p. 3): Heyfield’s location, nearby places of scenic beauty, Lake Glenmaggie, forested areas including tracks and trails, can support and add value to tourism ideas. Heyfield is known locally as a Gateway to the Southern Alps. The aim of the Heyfield and District Context Analysis was to “to investigate opportunities that will lead to long-term economic and social benefits, new jobs in sustainable industries, and to support the transition away from native timber harvesting”1. Following the context analysis, the next step for the tourism innovation theme was to identify specific opportunities to leverage the community assets to improve the local economy, employment opportunities and community wellbeing. Through the Heyfield and District’s Local Development Strategy (LDS), a draft for the Heyfield Adventure Hub (Appendix 5) was developed as part of a smart specialisation strategy. An aspect of smart specialisation is identifying where innovative efforts (and funding) should be concentrated. The draft strategy (Appendix 5) represents current efforts by the Heyfield Tourism and Traders Association (HTTA) and the Tourism Innovation Working Group (TIWG) to focus on leveraging natural assets and current businesses to provide a platform for an improved local visitor economy. These efforts are encouraged by current visitor activity through the holiday and long weekend periods and are aimed at developing year-round tourism activity. The proposed Adventure Hub is an adventure and nature-based activity concierge for the Heyfield Region, located in the Wetlands &amp; Information Centre, which, according to the draft strategy, may conduct the following activities: 1. Promote the Heyfield Region and all it has to offer in adventure and nature-based activities and experiences to existing and potential visitors. 2. Link visitors to an adventure together with the relevant information. 3. Hiring out equipment such as mountain bikes or paddleboards to assist visitors experience, their adventure or attract others to deliver services. 4. Work alongside stakeholders to develop and implement new adventure activities fitting in with the Heyfield Region (Heyfield, Cowwarr, Tinamba, Glenmaggie, Coongulla and Licola). This research report represents a community-led study approach, capturing views on local tourism, along with stakeholder and expert views on how to improve the visitor economy, while preserving or enhancing the local culture and the liveability of the region. A brief literature review provides a snapshot of the experiences and lessons learned from towns and regions that have transitioned from extracting resources from nature to support the local economy, to leveraging natural assets for tourism.
