AbstractThe institutional TH model focuses on relations of universities, industries, and governments in networks. Institutional arrangements develop over time along trajectories. The Triple-Helix metaphor of university-industry-government relations can also be elaborated into a neo-evolutionary model combining the vertical differentiation among the levels (in terms of relations, correlations, perspectives, and horizons of meaning) with the options for horizontal differentiation among the codes (e.g., markets, technologies, politics, etc., oper-ating in parallel). The neo-evolutionary model focuses on the interactions among selection mechanisms (markets, technologies, endowments) at the regime level. The historical and evolutionary dynamics feedback on each other. The relative weights of the historical versus evolutionary dynamics can be measured as a trade-off. Among three or more selection environments, synergy can be generated as redundancy on top of the aggregates of bilateral and unilateral contributions to the information flows. The number of new options available to an innovation system for realization may be as decisive for its survival more than the historical record of past performance.

AbstractThe higher education (HE) system in Belarus has undergone important changes since the beginning of the 1990s under the pressure of the different internal and external factors (demographic, political, socio-economic changes, international cooperation, etc.). The horizontal system differentiation increased with the creation of the new private and public higher education institutions (HEIs) and changes in the functioning of the former Soviet HEIs. Belarusian HE experienced an important and fast massification and many of HEIs used it as opportunity to step out from the narrow specialisation imposed during the Soviet period. Nevertheless, HEIs diversified their curricula principally in response to social demand that was not closely connected to existing transforming economy’s needs. The vertical system differentiation inherited from the Soviet period was slightly changed and strengthened especially at the beginning of 2010 as a result of government policies and of the introduction of national, regional and international rankings. As a result, the leading state HEIs at the beginning of 1990 reinforced their position and the new private or recently created public HEIs play a marginal role in the national HE system. The organisational interrelationship between HEIs has also changed from the logic of complementarity under the Soviet period to the logic of the competition for the students and for the resources. As the Belarusian HE system has attended the limits of its expansion at the end of 2000, in the nearest future the tendency of its reduction will reinforce and the decreasing number of national students will inevitably impact the number of the HEIs and increase the competition between remaining HEIs. This chapter analyses the system of HE inherited from the Soviet period and explores the main factors influencing the transformations in the Belarusian HE landscape during more than 20 years. It also presents the typology of existing Belarusian HEIs and draws some prospects for further evolution of the national higher education system.

Abstract The 2 °C target of the Paris Agreement has stimulated the implementation of carbon reducing policies such as carbon taxes and emission trading schemes, which explicitly applies a price on carbon emitting fuels. However, OECD (2016) reports that the effective carbon rate must be at least 30 Euros per ton of CO2. The effective carbon rate includes the implicit carbon price, e.g. energy taxes, along with the explicit carbon price. Previous studies have focused on the effects of explicit carbon prices. In this chapter, we will focus on the effective carbon rate and estimate the effects of carbon policies that increase the effective carbon rate to the 30 Euro threshold. We find that the short-term effect of a carbon tax that raises the effective carbon rate for all industries above 30 Euros will not only effect energy intensive industries, but also downstream industries that already have high effective carbon rates. Abstract Sweden has been hailed for its recent success in increasing the number of female directors, scriptwriters and producers. Published reports, panel discussions and a vast number of press conferences on the pressing matter of gender equality within the industry together with a 5050 quota have all put the Swedish film industry—and its CEO Anna Serner—on the map. However, the last couple of years has disclosed several scandals regarding sexism and discrimination in the Swedish film industry—just as in other national film industries. This paper sets out to discuss how female film workers (e.g., directors, actors and producers) understand and negotiate their experiences of male dominance within their work context. Based on a series of interviews with women working in Swedish film from the early 1960s until today, we analyze similarities and differences in experiences as well as how these experiences are explained by the interviewees. Their stories are analyzed by using feminist institutional theory to understand how policy, funding schemes and other institutional aspects are intertwined with their experiences. The paper sets out to analyze three themes: (1) comments and suggestions during production and post-production regarding female protagonists; (2) experience of gender trouble in the process of fundraising; and (3) strategies used by the interviewed filmmakers to produce a more women-friendly environment during productions.

AbstractThis chapter deals with the organisation of care work by Polish parents. Using the data from in-depth interviews and survey data, I demonstrate cultural norms about care that prevails in Polish society. Strong gendered norms and instruments of family policy shape different opportunity structures for men and women. I focus on how parental leaves are used and perceived by Polish parents. I argue that they are still seen primarily as women’s right. I analyse the reasoning lying behind such thinking, but also show the experiences of parents who decided to share the leave. Then I proceed to the organisation of care in the context of so-called care gap. The Polish system of parental leaves is incompatible with the system of institutional care for children. Consequently, in the period between the end of paid leave and the time when a child can go to a kindergarten parents have to develop different strategies how to provide care for their children. I show how these strategies differ in the context of economic inequalities, as well as what consequences care gap has on gender inequalities. Finally, the chapter finishes with the analysis of how care work is perceived by parents.

AbstractRecent economic, demographic, and spatial changes have profoundly modified urban and rural areas and generated new territories, characterized by varying degrees of urbanity. The classification methods traditionally used to identify them are based on the distinction between urban and non-urban areas and are no longer functional to describe the territorial outcomes of these transformations. New methods have therefore been formulated and implemented in recent years to replace them. EUROSTAT has developed and updated periodically its own methods, intended to methodologically support scholars to read territorial diversities and transformations. Being the basis for the production of official statistics and data comparison between regions, these methods have fully replaced all the other methods that singular statistical offices of European countries had previously developed. Several government institutions began adopting specific territorial classifications in their strategic planning documents. These methods differed from those implemented by statistical offices, providing a more accurate and detailed framework for national and regional policies. This also happened in Italy, with ISTAT (Istituto Nazionale di Statistica—National Statistical Office) and many governmental institutions (e.g., National Government Institutions, Department for Economic Development and Cohesion, Ministry for Agricultural Policies, National Rural Network), experimenting with their own urban–rural classification methods to map all or part of the Italian territory. This paper offers an overview of the methods formulated and implemented in Italy over the last 15 years by ISTAT and governmental institutions. During this time, these institutions have developed six different methods to define urban and rural territories and to delimit territories with several degrees of urbanization, such as peri-urban areas. Specifically, ISTAT uses the EUROSTAT method to produce international and national statistics. Governmental institutions adopt methods based on economic and demographic data, which identify various territorial categories in addition to urban/rural ones, in their strategic planning documents. These findings result from desk research based on an analysis of official documents and scientific papers.

Abstract This chapter is devoted to an in-depth analysis of qualitative interviews about practices of solidarity in Switzerland among the fields of (un)employment and immigration. The chapter shows how institutional arrangements (policy frameworks) shape organisational solidarity within and across these two fields. The history of immigration in Switzerland goes hand in hand with the development of labour policies. This entrenchment is reflected in the activities held by the transnational solidarity organisations (TSOs) and the type of beneficiaries they support. The current research assesses TSOs’ solidarity practices while focusing on their networks of cooperation. Findings reveal that although “immigrants” and “workers” are not mutually exclusive groups, there is an implicit boundary between (un)employment and immigration associations. This translates into an organisational gap where people in situations of multiple sources of vulnerability lack full organisational support (e.g., precarious immigrant workers).
