Abstract:
In the wake of the Watergate scandal, the historian Arthur M. Schlesinger Jr. urged the leaders of the U.S. Senate to do more about opening the records of the legislative branch. His appeal led to the creation of the Senate Historical Office in 1975 and indirectly in 1983 to its counterpart in the House of Representatives. The two legislative bodies differ greatly in structure and traditions, and their separate historical offices have also evolved differently, although they share a common mission in serving members, staff, researchers, reporters, and the general public. Their efforts demonstrate how public historians can function within highly political institutions, providing objective and nonpartisan historical information.

Abstract:
This chapter traces developments in historical institutionalist approaches to institutional change. Originally, historical (like rational choice and sociological) institutionalism focused on institutions as “independent” variables, favoring a “comparative statics” mode of analysis. Institutions were relatively fixed and unproblematically enforced rules, while change came through periodic “critical junctures.” A dualistic institutional imagery treated institutions as exogenous for some analytical purposes, highly plastic for others. More recently, historical institutionalists have turned their attention to the dynamics of institutional evolution through political contestation and contextual change. This has allowed the identification of previously neglected processes of incremental and endogenous institutional change.

Abstract:
Institutions are norms that undergird organizations and are reflected in laws and practices. Scholars point towards the ‘stickiness’ of institutions as stubbornly persisting on the historical landscape. As institutions tend to persist, the related political, administrative, and social processes persist as well. Therefore, it is puzzling when perpetuating institutions change paths. This book unravels one such puzzle by examining the process of institutional change through the lenses of transformation in the ‘information regime’ in India by tracing the passage of the Right to Information (RTI) Act, 2005. Historically, in India, the norm of secrecy was entrenched within the state, perpetuating since colonial times. Yet, in 2005, the RTI Act was enacted heralding an institutional shift from the norm of ‘secrecy’ to the new norm of ‘openness’. What explains this institutional change? Based on new historical evidence overlooked in the mainstream literature, this book shows that the RTI Act was path-dependent on ideas of openness that emerged within the state since Independence. It argues that an endogenous policy discourse on enacting legislation on access to information had begun since Independence; it incrementally evolved and reached a ‘tipping point’ and, after surviving many political challenges, resulted in institutional change. Initially these ideas emerged gradually and incrementally as part of opposition politics, but eventually became part of mainstream politics. The book presents an alternate perspective to the mainstream narrative explaining the evolution of the RTI Act and makes theoretical contribution to the literature on institutional change.

Innovation performance differs across nations. Within the same nation, innovation performance also varies across time. In the first part of this chapter, we discuss some cultural, political, and institutional factors that explain historical variations in a country’s innovation performance. In the second part of this chapter, using the multinational data from the Global Innovation Index (GII), we focus on the extent to which people in a country rely on financial institutions to mitigate risks in daily life as a proximal predictor of innovation performance at the national level. We argue that the tendency to rely on formal institutions to mitigate risks in everyday life reflects the level of institutional trust, which is a factor that contributes to both cross-national and historical variations in innovation performance. We further argue that institutional trust plays a particularly important role in promoting innovation in countries that lack strong institutional support for innovation.

Abstract:
Many institutionalist scholars—historical institutionalists in particular—have recognized for some time that our understanding of institutional change needs to be improved. Taking this premise as a starting point, this article develops it by arguing that we not only need to understand institutional change better but that we also need to improve our understanding of how it is gendered. The chapter combines key elements from institutional analysis with recent gender and politics scholarship. This combination will form an analytical framework that can be used to examine how different instances of institutional change are gendered, highlighting, for example, the importance of some key concepts such as informal institutions and their role in either promoting or stymieing attempts to promote institutional change. After exploring the gaps in many current gender and politics analyses such as their capacity to explain many instances of institutional change, the paper charts the development of key insights on institutional change from both historical institutionalism and feminist institutionalism. It delineates different forms of institutional change and develops some key themes for each one that might enable us to better understand, not only how each is gendered, but also how far each form might be used by change actors as a gender equity strategy.

Abstract:
There are three key literatures on the political economy of development that all emphasize the importance of institutions, but in different and somewhat contradictory ways. These literatures focus on developmental states, good governance, and political economic pathways. The developmental states literature is based largely on case studies of East Asian countries that have, since about 1950, largely “caught up” to the already developed nations in Europe, North America, and the Antipodes. The central conclusion of this literature has been that successful late development requires a competent, committed state bureaucracy, independent enough to be capable of imposing its will on domestic businesspeople, but also sufficiently connected to them so as to make good decisions about what will to impose. The literature focusing on good governance, based largely in economics, also sees state actions and characteristics as keys to positive development outcomes. But while the developmental states literature argues that states need to play an interventionist role in “governing” markets (including not infrequently restricting them), the good governance literature usually looks more favorably on free markets. Finally, research in the political economic pathways literature tends to examine much longer periods of time than the other two literatures, and typically emphasizes economic and political developmental outcomes as joint products of differences in the historical trajectories followed by different countries. The key explanatory variables for this literature are a country’s circumstances in the colonial period, and levels and types of social inequality.
