The fundamentals of kinematics and dynamics of transport piston internal combustion engines made using different layout schemes are presented. Along with the traditional in-line, V-shaped, including oppositional, arrangement of cylinders, schemes with "staggered" arrangement of cylinders in the block at the displaced connecting rod necks of the crankshaft of the engine are considered. The kinematics of the coaxial crank mechanism is considered in detail. The questions of dynamics with reduction of calculated dependences of forces, moments, a choice of a rational order of work of cylinders in relation to the considered kinematic schemes are in detail stated. Considerable attention is paid to the unevenness of the crankshaft rotation speed and engine balancing. The loads on the main and connecting rod bearings of the crankshaft, the knowledge of which is necessary in determining the bearing capacity of bearing units, are also considered.

Social health protection systems are constantly evolving, offering a wide range of institutional, administrative, and financial arrangements. International standards in social health protection are outcome-based, and grant flexibility in the institutional and administrative arrangements chosen by each state to implement these guarantees, as long as certain fundamental principles are upheld. These principles include the establishment of state-guaranteed benefit entitlements, solidarity in financing, and broad risk pooling. The flagship Social Security (Minimum Standards) Convention, 1952 (No. 102), globally recognized as a reference for system design, is thus conceived around the idea that systems are adaptable and that no single model applies universally. At the global level, mutuals primarily focus on providing complementary or supplementary coverage to basic health schemes. Only a small number of countries incorporate mutuals and community-based health insurance (CBHI) into the architecture of their basic health coverage systems. This working paper explores various country experiences where mutuals and CBHI contribute to basic health coverage within national social protection systems. Despite a wealth of literature on mutuals and CBHI, little is known about the practical methods used to integrate them into national social health protection architectures. This work is based on a literature review (Niang et al., 2023) and seventeen case studies spanning countries in Europe, Africa, Asia, and Latin America. This comparative analysis highlights that the involvement of mutuals and AMBCs in national social health protection schemes is the result of a historical process unique to each country, evolves dynamically over time, and varies significantly in the conceptual and legal frameworks that govern them

While there have been numerous recent analyses of the legitimacy of suprastate governance institutions such as the World Trade Organization (WTO) or United Nations Security Council, few accounts have considered individual duties in relation to those institutions, broadly analogous to suprastate political obligation. Identified in this chapter are three categories of duties that should be salient to a range of institutions. These include duties to support their reform, to resist specific institutional features or practices, and to reject the continued operation of some institutions and support the creation of alternate ones. These duties would correspond roughly to how well an institution would appear to fit into a global institutional scheme that actually would fulfill cosmopolitan aims for rights promotion and protections and related global moral goods. An implication is that the current global system itself is a candidate for rejection, given its inherent tendencies toward the gross underfulfillment of individual rights.

Freedom of speech and religion are among the central values of modern constitutional democracies. Efforts to understand what these freedoms mean and why they are important, and to translate them into enduring institutional arrangements, constitute a major part of the history of such democracies. As the twenty-first century begins, the political and theoretical debates over these values are not the same as they were in the past. Although centuries of philosophical controversy and institutional experimentation have settled some issues, others have been raised, with some surprising twists. Constitutional democracies rest on the principle that all citizens are to be treated as free and equal persons under the law. The principle is the settled starting point for all reasonable debate about freedom of speech and religion, and it entails that the law must secure for each citizen an equal and extensive scheme of basic liberties, including the liberties of speech and religion.

This volume focuses on economic institutions defined as rules and organizational arrangements that, if they govern the design and implementation of fiscal and monetary policies, can better align those policies with long-run citizen interests. Specifically, the economic institutions covered are those that promote more sustainable fiscal management, adequate implementation of monetary policy, and more resilient financial systems. On fiscal management, the book covers public revenue administrations, public financial management systems, public debt management institutions, fiscal rules, medium-term fiscal frameworks, independent fiscal councils, and the design features of sovereign wealth funds. While pension schemes are not a fiscal institution, they are also analyzed because of the fiscal burden and contingencies that these systems may entail. In terms of institutions that support effective monetary policy, the focus is on the importance of central bank independence and transparency. On financial systems, the book analyzes the relevance of financial regulation and supervision to promote more stable and efficient markets that are better suited to confront challenges and more resilient against external shocks. Some institutional enhancements that foster access to credit and deeper financial systems are also analyzed.

There is a pressing need for an adequate general normative account or “theory” of financial markets, and for adequate special normative “theories” of particular financial markets, e.g. equity markets. This chapter discusses various currently influential normative theories of markets and market-based institutions, and rejects them (Section 4.2). The chapter goes on to elaborate the author’s own normative teleological account of social institutions (Section 4.3) and apply it to financial markets, specifically the banking sector, retirement savings schemes, and capital markets (Section 4.4). The chapter identifies manifest deficiencies in these financial markets and mentions various proposed remedies, arguing that these deficiencies and the remedies for them must be principally viewed in the light of the (normatively understood) institutional purposes of these financial markets and market-based institutions.

Bureaucratic actors are located at the center of social policymaking. The chapter illustrates the relevance of conflicts of interests between fiscal bureaucrats and social bureaucrats and politicians, showing that where these conflicts are intense neoliberal reforms may be blocked or muted, at least for a time. The two case studies were selected to illustrate variation in the roles played by state bureaucracies and to cover key domains of social policymaking. The child allowances scheme demonstrates that the level of social policy politicization is influenced by changes in a program’s rules of entitlement, and that in turn the level of politicization determines whether and how bureaucrats are involved in policymaking. The National Health Insurance Law shows how bureaucratic actors may respond to a highly politicized change in the institutional arrangement of a social policy field by shifting the locus of decision-making to the bureaucratic arena, where powerful bureaucracies dominate policymaking.

Megaprojects are characterized by complex technical interdependencies—both compatible and contentious—novel technologies and systems, cross-cutting regional and political forces, and the presence of multiple institutional frameworks. This chapter stresses the role played by institutions. Employing a broad conception, it views institutions as consisting of three types of elements: regulatory (rules, laws, orders), normative (norms and values) and cultural-cognitive (beliefs, schemas, frames). As a form, megaprojects incorporate and are subject to a diverse, complex, and conflicting combination of elements. Viewed as an organization field, megaprojects confront a highly diverse set of participants who exhibit varying degrees of embeddedness in their local environment and are obliged to manage their operations across multiple changing phases which entail shifts over time in their power and influence. These challenges require that successful megaprojects develop flexible legal-contractual managerial controls, common norms and values, and shared identities anchored in a robust project culture.

The crisis, coupled with some major scandals, including Bernard Madoff’s multi-billion-dollar Ponzi scheme and the Weavering Capital fraud, uncovered poor governance practices in the hedge fund industry. Fund managers now face serious governance challenges that tend to focus on governance arrangements and independence of fund boards. Maintaining quality governance rules in hedge funds is critical for the industry. Evidence suggests that having sound and transparent governance practices is in the best interests of hedge fund managers. This chapter first addresses the development of corporate governance, followed by an analysis of hedge fund governance. Next the chapter explores the ongoing governance debates facing the industry. The chapter ends by discussing the changing nature of hedge fund governance.

Abstract:
The Financial Services Compensation Scheme, the UK’s deposit insurer, has been subject to a broad overhaul during the last few years. This chapter divides these regulatory developments into three phases: (a) the creation of the first explicit deposit protection scheme; (b) the series of reforms that took place in 2000 and the creation of the FSCS as a single protection scheme for financial institutions; and (c) the post-2007 era during which main changes include the creation of the Prudential Regulation Authority and Financial Conduct Authority as two separate regulators, and further strengthening of deposit insurance arrangements. The chapter concludes that key deposit insurance design reforms are still missing from the UK regime.

Abstract:
This chapter first summarizes the role of deceptive ambiguity in relationship to the legal institution’s need to discover predisposition, intentionality, and voluntariness. It then compares the relative frequency of the government representatives’ uses of deceptive ambiguity found in the six elements of the Inverted Pyramid: speech events, schemas, agendas, speech acts, conversational strategies, and lexical and grammatical language. Finally, it summarizes and compares the uses of deceptive ambiguity by police and prosecutors, when institutional power is strongly evident, with the way deceptive ambiguity is used by three types of cooperating witnesses, when this institutional power is hidden during their undercover interactions with targets.
