AbstractCurrent explanations of taxation levels have identified a host of factors, such as levels of economic development and GDP per capita, tax handles, tax morale, and political regimes. But none of them can account for Argentina's exceptionalism. Using a “transaction cost politics” approach and the case of Brazil for comparison, this article argues that the key to explaining low taxation in Argentina is political instability. Systemic instability affects the tax behavior of governments. Facing an uncertain future, incumbent governments choose to extract resources from society through inflation rather than normal taxation. This article argues that political institutions, particularly federalism, contribute to instability and thereby reduce the discount rates of government policymakers.

Abstract:
27 February 1989 saw a popular revolt, which was to escalate dramatically, break out in Venezuela. Both Caracas and most of the main and secondary cities of the country were the scene of barricades, road closures, the stoning of shops, shooting and widespread looting. This article describes the events occurring during the Caracazo or Sacudón, as the episode is known, in order to show the key role played by the weakness of a set of social and political institutions in the violent forms of collective action that prevailed. This data, on a comparative basis, may enrich our understanding of other similar uprisings in the region and worldwide.

While the engagement of Chinese migrants in small-scale mining in Ghana has gained traction in scholarship, the extant literature pays little attention to how the relationship between the so-called formal institutions (e.g., the Minerals Commission and Ministry of Land and Natural Resources) and informal institutions (e.g., the chieftaincy and customary land institutions) enables illegalities in the mining industry. This paper addresses this gap in the literature, focusing on the relationship between formal state and informal customary land institutions in the small-scale mining sector. Using an institutional analytical framework, we argue that the increasing involvement of the Chinese in small-scale mining in Ghana is an expression of a bigger and deep-seated problem characterized largely by uncoordinated interactions between key state and customary institutions. This, we suggest, creates parallel operations of formal and informal systems that promote different levels of agency and maneuvering among actors―breeding uncertainty, bureaucratic logjams, and illegalities in the mining industry. Based on our findings, we recommend that a more efficient coordination between the relevant state and traditional land governing institutions could curb the proliferation of illegal mining activities, and in particular, those involving Chinese migrants. As part of the conclusion, we suggest that future empirical research be conducted to explore the interactions between formal and informal institutions and how they affect mining activities.

Capital allocation is distorted away from the most productive uses. Entrepreneurs choose inefficient and limited-growth endeavors. Abstract:
This article analyzes the judicial behavior and the importance of judges in policy making in Peru regarding the case of the magistrates of the Constitutional Tribunal and its decisions regarding the morning after pill. We will focus our research on the shift in orientation of two veredicts issued by this judicial institution; one in favor of its state sponsored distribution (2006) and one against it (2009). In order to analyze the circumstances that led to this two different outcomes, we state that the morning after pill, a case of consciousness, made the judges decide based on their strategic alliances inside the tribunal or their own personal trajectories. In order to solve these dilemmas, the analysis of the kind of judges in the tribunal was crucial to understand the relationship between the elected judges and the interests of political parties in parliament. We believe that the shift in orientation of the veredicts lies in the fact that, for cases of consciousness, the Tribunal uses its sitting judges.<br>Este artículo analiza el comportamiento judicial y la creciente importancia de los jueces en la hechura de las políticas públicas en el Perú a partir del caso de los magistrados del Tribunal Constitucional y sus decisiones frente a la píldora del día siguiente. Nos enfocaremos en el cambio de orientación de dos sentencias emitidas por la máxima institución judicial ante la misma política; por un lado, a favor de su distribución desde el Estado (2006) y, por el otro, en contra (2009). Para analizar los factores que llevaron a este resultado sostenemos que la píldora del día siguiente, al ser un caso de conciencia, les planteó a los jueces la disyuntiva de decidir a partir de un comportamiento estratégico, de acuerdo con las tendencias dominantes al interior del tribunal o haciendo prevalecer sus trayectorias personales. Para resolver estos dilemas, el tipo de jueces que componía el tribunal resultó crucial por lo que exploraremos cómo se configuraron estas composiciones a partir de las bancadas parlamentarias y qué tipo de jueces resultaron electos (de trayectorias públicas u opacas). Sostenemos que el cambio se explicaría porque, para los casos de conciencia, el Tribunal Constitucional utiliza a sus jueces de turno y las reglas así lo permiten.

Abstract:
This thesis draws on a synthesis of foreign policy analysis (FPA) and constructivism in order to demonstrate how post Cold War Mongolia’s relations with the People’s Republic of China (PRC) can be analysed through a multisectoral approach to explain the dilemmas that a weak state faces when conducting its relations with a much more powerful neighbour. It proposes that the dissonance between Mongolia’s social identity and its structures of governance is the basis for the Mongolian state’s weakness and that such weakness makes growing economic dependency on the PRC more difficult to manage. Moreover, the resulting combination of economic dependency and state weakness seriously limits the government’s ability to maintain an effective broader foreign policy. The dissertation draws on government texts, academic and media articles, and interviews in Mandarin Chinese, Mongolian, and English. The thesis looks in detail at the nature of Mongolian identity politics by focusing on identity development over la longue durée. It then demonstrates how the international community failed to take account of the dynamics of Mongolian identity politics when it came to assisting the Mongolian government with the country’s post Cold War transition from communism. This led to an undue reliance on what can be termed ‘Washington Consensus’ type political and economic reforms that considerably added to the weakness of the state. The thesis then focuses on Mongolia’s economic relations with the PRC to show how such state weakness has resulted in a relationship of growing dependency. Building on economic dependency theory, the thesis then further examines the implications of Mongolia-Sino relations from environmental, societal, and military perspectives. In conclusion, the dissertation argues that the division between the Mongolian state and society has been exacerbated by the country’s adherence to capitalism and democracy in ways that have created the potential for domestic instability by increasing the depth and breadth of economic dependence on the PRC. This imposes severe constraints on foreign policy options but has also demanded some imaginative innovations that give interesting insights into the measures a vulnerable state can take to maximise its international presence. Ultimately, however, the disjuncture between social identity and the state acts as a constraining factor on such initiatives in the case of Mongolia.

Abstract:
This thesis' central aim is the application of a Wendtian-constructivist expansion of Regional Security Complex Theory (RSCT) on a specific case study: the South Caucasus. To that effect, three concepts of RSCT – amity/enmity, state incoherence, and great power penetration – are expanded and developed within the broader above-mentioned ontological-epistemological framework. Amity-enmity is elaborated into an integrated spectrum founded on varying ideational patterns of securitisation alongside objective characteristics, and encompassing conflict formations, security regimes and security communities. States are conceptualised as ideational-institutional-material "providers of security"; their incoherence is characterised over three tiers and two dimensions, leading to a distinction between vertical and horizontal inherent weakness, ostensible instability and failure. Great power penetration is dissected into its objective, subjective and intersubjective elements, resulting in a 1+3+1 typology of its recurring patterns: unipolar, multipolar-cooperative and multipolar-competitive, bounded by hegemony and disengagement. After the specification of a methodology incorporating both objective macro- and interpretive micro-perspectives, two working hypotheses are specified. Firstly, that state incoherence engenders high levels of regional enmity, and, secondly, that patterns of great power penetration primarily affect transitions of regional amity/enmity between conflict formations and security regimes. The framework is subsequently used to triangulate these hypotheses through an application of the theoretical framework on the post-Soviet Southern Caucasus. An initial macro-overview is subsequently provided of the Southern Caucasus as a regional security complex; the three expanded concepts are consequently investigated, in turn, from the discursive micro-perspective. The South Caucasus is categorised into a "revisionist conflict formation", the nature of its states' incoherence is characterised, and existing patterns of great power penetration are identified as competitive-multipolar. In the final chapter, the hypotheses are largely confirmed, and various scenarios as to the possible emergence of a regional security regime are investigated.

Abstract:
Romance fraud has an immense impact on millions of individuals globally every year. Romance fraud is one of the most difficult modus operandi to investigate as the perpetrator often is unknown and the funds are often transferred cross-border to mule accounts. The aim of this paper is to identify weaknesses and improvement possibilities in the cooperation between the law enforcement and the financial institutions in the work against romance fraud.  Six interviews were conducted with four fraud investigators from a financial institution and two representatives from law enforcement. The results indicate that there are multiple weaknesses in the cooperation such as dark figures and the unwillingness to file a police report from the victim due to feelings of shame and guilt. Further, there is a need to implement technical solutions such as improved communication channels in the forms of a national and international forum where information and data can be exchanged in a more rapid manner. In conclusion, it can be stated that romance fraud is a resilient and problematic crime type which presents multiple issues for all actors involved both when it comes to investigation and prevention. More comprehensive investigation into detailed communication solutions and common platforms between all involved actors are needed. Moreover, technical solutions which assist law enforcement in identifying the perpetrators committing these crimes need further development and research.

The sample of this study consists of TSE-listed and OTC-listed companies from 2006 to 2013 in Taiwan. The empirical results are as follows: 1. There is a significant-positive relationship between speculative institutional investors (ie. institutional investors with low shareholding & high turnover rate) and ICW. It reveals that the companies with speculative institutional investors are more likely to occur ICW. 2. There is an insignificant-negative relationship between long-term institutional investors (ie. institutional investors with high shareholding & low turnover rate) and ICW. This study also conducts some sensitivity tests, including replacing ICW dummy variable with the fines and the frequency of the penalty for ICW tests, the empirical results of the sensitivity tests are similar to the results of the main test. The subsamples tests show that the results of the main test are only hold for electronics industry and TSE-listed companies.

Prior studies indicate that firms revealed internal control deficiencies have lower accruals quality. A well-designed internal control system can strengthen the reliability of the firms’ financial position, which in turn, enhances the users’ confidence toward financial reports of the firms. Institutional investors are more capable of analyzing financial data to protect their magnitude of wealth invested (Velury & Jenkins, 2006). The penalty of internal control weakness is likely to be more concerned by the institutional investors. Thus, this study is motivated to examine whether a penalty of internal control weakness is associated with institutional ownership decisions. The empirical result supports the hypothesis: The penalties of firms with internal control weakness result in a decreasing pattern of institutional investors’ ownership. Further evidence reveals that ownership of both qualified foreign institutional investors and domestic institutional investors decreased for firms with penalty of internal control weakness. This study implements some diagnostic checks and demonstrates that our results are robust to various specifications.

AbstractThe handling of the Greek crisis was not successful. Despite the sacrifices that the Greek people had to endure, the country’s structural problems both in the public sector and the economy have not been resolutely resolved. This chapter offers an explanation for this failure. The main idea is to connect the externally imposed policy conditionality, with the particular characteristics of Greece’s domestic political economy, seeking to integrate an analysis of impediments and opportunities for structural reform. While the literature on external institutional constraints emphasizes the possibility for achieving convergence, the institutionalist literature points towards divergence among national political economies, as institutional change and policy performance are conditioned by crucial intervening variables, namely, aspects of the domestic institutional infrastructure. In this context, Greece is a paradigmatic case of long-delayed or stalled reforms despite external pressures that promoted them. While most attention has been paid to the weaknesses of the EMU, this analysis’ emphasis is on the role of crucial domestic factors. The analysis takes place in three steps: (a) the outline of Greece’s institutional profile and growth trajectory based on an analysis of formal and informal domestic institutions; (b) the description and analysis of the design, implementation and impact of the adjustment programs; and (c) in view of (a) and (b) an assessment of whether the adjustment programs implemented in Greece took into consideration the characteristics of the country’s political economy, and how and to what degree the failure to do so accounts for their results.

AbstractThis chapter compares social models in Europe and Latin America. The goal is to study the interaction between two institutions: on the one hand, pre-distributive (ex ante) institutions, such as the structure and coverage of collective bargaining and, on the other hand, post-distributive (ex post) institutions, such as unemployment protection and social policy. Pre-distributive institutions are important for correcting inequalities in the labour market, because they introduce guidelines for egalitarian wage structures. Post-distributive institutions help to mitigate inequalities generated in the labour market.The methodology is based on statistical analysis of a series of indicators related to pre and post-distributive policies. The results present three types of model: (1) coordinated economies, typical of neo-corporatist Scandinavian countries; (2) mixed economies, typical of Mediterranean systems, and (3) uncoordinated economies, which equate to liberalism and the Latin American ‘structural heterogeneity’ model. It is neo-corporatist coordinated economies that generate the most pre and post-distributive equality. In turn, uncoordinated economies, and Latin American ones in particular, generate more inequalities due to highly informal employment and the weakness of their post-distributive institutions.

It argues that sustainability is achievable when an intervention reduces hospital costs and, in such cases, the responsibility or sustainability rests with LMIC institutions. Key barriers to sustainability include supply chain weaknesses and human resource limitations. The chapter recommends the use of Public–Private Partnerships to help to overcome these barriers.

Abstract:
We investigate the influence of institutions on economic growth and the level of income per capita in CEE region, before and during the global economic crisis. We use principal factor component analysis in order to create a more reliable and representative variable that will measure the institutional quality in our regression models, and avoid the multi colinearity, a common statistical weakness for this type of regression models. The results from panel (random and fixed effects) regressions and GMM dynamic panel regression lead to two contrasting insights. The first regression model shows positive and statistically significant correlation between institutions and economic growth, which would imply that the CEE countries that have created a strong institutional capacity during transition and post-transition period have experienced higher economic growth. The second regression model, which refers to the global economic crisis period, shows a negative influence of institutions on economic growth for the same sample of countries. One explanation for this result might be the fact that countries with a higher degree of integration into the EU were also more vulnerable to the global economic crisis.

Libraries and Information Technology departments aim to support the educational and research needs of students, researchers, and faculty members. Close matches between the resources those departments provide and the resources the institution’s community members actually use highlight the value of the departments, demonstrate fiscally responsibility, and show attentiveness to the community’s needs. Traditionally, libraries rely on usage statistics to guide collection development decisions, but usage statistics can only imply value. Identifying a resource by name in a publication demonstrates the value of that resource more clearly. This pilot project examined the full-text of articles published in 2016-2017 by faculty members at a mid-sized, special-focus institution to answer the questions “Do faculty members have university-provided access to the research tools they need to publish?” and “If not, where are they getting them?” Using a custom database, the presenters indexed every publication by author, publication, resources used, availability of the identified resources, and more. This pilot study can be adapted to projects at other institutions, allowing them to gain a better understanding of the strengths and weaknesses of their own institution’s offerings. In addition, they will be able to identify ways to use that data to negotiate for additional resources, inform strategic partnerships, and facilitate open discussions with the institution’s community.

Continuous Medical Education (CME) is becoming a minimum condition for adapting to today's changes and achieving success in professional and personal fields.The aim of this paper is a comparative analysis of CME in Serbia, the European Union, and the United Kingdom; US, Russian Federation and Iran. The aim of this comparative study was to assess the main countryspecific institutional settings applied by governments. Methods: A common scheme of analysis was applied to investigate the following variables: CME institutional framework; benefits and/or penalties to participants; types of CME activities and system of credits; accreditation of CME providers and events; CME funding and sponsorship. The analysis involved reviewing the literature on CME policy. Results: The US system has clear KME boundaries because it is implemented solely by credentialed institutions that organize dedicated meetings with the clear purpose of educating medical professionals.The European Union has not yet been able to reconcile the differences it has inherited from its members. Only "general" conditions are defined. Continuing medical education cannot be arbitrary, like any other organizational process. Everything has to be controlled in advance. Education in the Russian Federation is regulated by the law, Art. 2 and must be viewed as a whole. Doctors and healthcare professionals and their associates earn points through accredited continuing education programs for obtaining and renewing licenses of the Serbian Medical Chamber and KMSZTS - Chamber of Nurses and Health Technicians of Serbia. The Ordinance establishes the conditions for issuing, renewing and revoking the license for independent work, ie. License to Healthcare Professionals. (RS Official Gazette 102/2015) Conclusin: This comparative exercise provides an overview of the CME policies adopted by analyzed countries to regulate both demand and supply. The substantial variability in the organization and accreditation of schemes indicates that much could be done to improve effectiveness. Although further analysis is needed to assess the results of these policies in practice, lessons drawn from this study may help clarify the weaknesses and strengths of single domestic policies in the perspective.

In the past decade, the revolutionary advancement of technology brought the attention of academics and management practitioners to the innovative capability of organizations. Companies in knowledgeintensive industries increasingly focus on their ability of self-renewal and adaptation. Concurrently, organizational processes that support the amassment, management, sharing, and employment of knowledge have grown in importance. Organizational social network analysis provides the apparatus to explore knowledge networks in organizations by identifying relationships through which knowledge and information flow. Advice-seeking relationships have an essential role in knowledge production as they enable actors to acquire information, professional support, and knowledge elements they can recombine to form new knowledge. Advice-seeking always assumes trust between actors: by asking for help, one necessarily exposes their weakness to the other. What other relational conditions might there be of advice-seeking in organizational knowledge networks? What are the prerequisites for asking for help? In this paper, I examine the case of two knowledge-based organizations, both located in Hungary: (1) a business services center (390 employees) that offers professional services to B2B partners and (2) a higher education institution (583 employees). I analyzed data collected by a Budapest-based management consultancy that specializes in organizational social network research. I found that most independent variables were significant in the regression models. However, there was a notable difference between each variable’s relative explanatory power in the two cases. While process- and decisionrelated relationships seemed essential in the business services center, informal communication and interpersonal trust were more critical for advice-seeking relationships to form in the higher education institution.

The main objective of this study is to analyze the bicycle rental system in the Federal District "Bike Brasilia". It aims to identify guidelines that supported the application process and consensus, disagreements and guidelines established by the Institute for Policies and Development in Transportation - ITDP and relate those listed by Zhang regarding rented bikes systems. This is an exploratory study based on the strategy of document analysis and its secondary sources: institutional documents, basic design, procurement and other official documents made exclusively for this study. To support the discussion, a systematic literature review of the rules describing specially: sustainability, transport, urban mobility, bicycle rental and environment. The results reveal that while some of the parameters and indicators of efficiency are met on time, the bicycle sharing system of the city of Brasilia, has weaknesses that can lead to inefficiency and impracticality of maintaining and expanding such services. Economical development and knowledge are highly related to each other. In today's world, knowledge-based economy is redefining enterprises, empowering individuals and re-shaping the links between education and work. It is clear that advent of the knowledge economy shapes and changes the ways in which enterprises organize their activities in the market place. The application of knowledge is one of the main sources of growth in the global economy and it becomes the strategic factor for the success. This paper presents the concept of the knowledge economy and its framework. World Bank developed a methodology called “Knowledge Assessment Methodology” to measure the progress of countries towards having a knowledge based economy and provide a basic assessment of their readiness for the knowledge economy. It has 4 pillars including 83 structural and qualitative variables and 12 knowledge indicators. Countries can get reports of their relative performance and do benchmarks to see their similarities, differences, strengths, weaknesses. This paper introduces the analysis of knowledge economy from Turkey’s perspective especially for the role of Economic and institutional regime and Information and Communication Technologies (ICTs) pillars in the development of Turkey.

In the European Union, including Latvia, the development of the bioeconomy by exploiting the potential of research, innovation and knowledge transfer is considered to be the basis for economic growth. The research aims to assess the drivers of and barriers to bioeconomic development in Latvia and define actions facilitating the development of the national bioeconomy. The present research employed mostly SWOT analysis in combination with expert judgement. The research concluded that the overall trend in the following strengths of the bioeconomy: Research infrastructure and modern technical equipment for the development of the bioeconomic knowledge base (3S) and Vast regional coverage of and cooperation among leading research institutions in the field of bioeconomics (1S) was negative, as the total impact of the threats exceeded the total impact of the opportunities. However, the overall trend in the strength Extensive initial activities and the knowledge base for bioeconomic research (2S) was positive, as the total impact of the opportunities exceeded the total impact of the threats. The total impact of exogenous factors on the weaknesses in the development of the bioeconomy was positive; therefore, the total impact of exogenous factors tended to weaken the weaknesses. Since the largest positive impacts on endogenous factors were made by the following opportunities: Effective support for independent innovation projects implemented by large companies (3O) and Stimulation of innovation in the small and medium enterprise sector in active synergy with national research priorities and available funding (2IO), it is necessary to increase government and private sector funding for R&amp;D in order to contribute to the development of the bioeconomy in Latvia. The availability of funding should be balanced and predictable in the long term to reduce the impact of the threat Public policies and insufficient and unpredictable funding for research and development hinder the development of bioeconomy industries and steady growth opportunities (2T). To encourage the business sector to invest in R&amp;D, including in the bioeconomy industries, public support and various incentives for entrepreneurs are needed.

The colossal economic transformations and political intrusions had been affecting brutally China and the Soviet Union in the final decades of the twentieth century. Currently, Russia is a gigantic power, struggling to rebuild its economic base in an era of globalization. There are a number of significant difficulties of guaranteeing a stable domestic order due to demographic shifts, economic changes, and institutional weaknesses. On the other hand, the economic rise of China has attracted a great deal of attention and labeled as a success story by the Western world. The current growth of the Chinese economy is of immense importance for the global economy. Both nations are part of the world’s largest and fastest-growing emerging markets—member of the BRIC. Their respective GDPs are growing at an impressive rate by any global standards. Relations between China and Russia have evolved dramatically throughout the twentieth century. However, it would be fair to argue that during the past decade China and Russia have made a number of efforts to strengthen bilateral ties and improve cooperation on a number of economic/political/diplomatic fronts. The People's Republic of China and the Russian Federation maintain exceptionally close and friendly relations, strong geopolitical and regional cooperation, and significant levels of trade. This paper will explore the burgeoning economic and political relationships between the two nations and place the Russian Far East in the context of Russia's bilateral relations with China in order to examine the political, economic, and security significance of the region for both sides.

This work applies the Multiple Factor Analysis (MFA) as an exploratory methodology to analize the indicators of the education´s management that belong to 32 Colombian public Higher Education Institutions (HEIs) along the year 2013. The product of this work indicates that the majority of HEIs have similar structures, being different and better scored the following: La Universidad Nacional (UNAL), Antioquia (UDEA), Nacional Abierta y a Distancia (UNAD), Pamplona y del Valle. Also the UDEA has a high development in extension, formation, capacity and research which is considered one of the best HEIS in the country. The university of Valle has a high degree of welfare, formation and extension, besides moderate capacities on research in comparission with the UDEA wich is superior to the rest of the HEIs. Pamplona has too a high level of formation, extension and moderate weflare, research and capacity in relation to the UNAD. It worth to mention that UNAL is the best located on extension. However, it is surpassed by other University (UDEA) because has a better development in some variables associated to research and extension. To finish, there are other HEIs with too many weaknesses on the indicators of the education´s management wich are UFPS Ocaña, Sucre and Pacifico. These universities show certain problems of research, extension and capacity, but fundamentally strong shortcomings in formation and welfare.

This summary reviews evidence on the urban flooding impact, risk factors, and management and mitigation measures in Lagos and other cities in Nigeria. Flooding is a common problem every year in many cities across Nigeria, but the impacts of flooding are poorly documented. There is no consistent set of statistics at a national or sub-national level that can be used to compare the impacts of flooding across cities, and reports that focus on particular flood events are often incomplete. The literature notes the principal factors contributing to flood risk including uncontrolled urban growth, inadequate and poorly-maintained drainage systems, solid waste management practices, weakness in institutional capacity and coordination, and warning systems and public awareness. The evidence base for flood impacts, risks, and mitigation efforts at the city level in Nigeria is limited, and much of the information available is low quality, inconsistent, or outdated. Many rely on surveys of city residents rather than objective empirical data, and some of these surveys appear to be poorly designed. A significant number of the academic publications available have been published in non-mainstream journals without the usual level of academic peer review. Recent information is scarce, and a significant amount of the available evidence dates from 2011 and 2012, which coincides with an episode of nationwide flooding that was among the worst in Nigeria’s history.

This paper explores post-Soviet state-building in Kyrgyzstan, with a focus on the root causes of the three revolutions faced by the country. It suggests that the revolutions have not produced significant results in terms of fundamental economic and political reforms. Rather, Kyrgyzstan has turned into the Central Asian “island of instability”. The situation is compounded by deep- rooted inter-ethnic tensions, the prevalence of traditional informal institutions and weakness of democratic institutions, as well as country’s heavy reliance on international donors. The presidential elections and constitutional referendum of 2021 have provided grounds for cautious optimism. A question remains of whether and to what extent Sadyr Japarov’s ambitious agenda will translate into reality, thus leading the country to prosperity and stability.
