One of the most striking features of international institutional law that emerges from the several cases studies collected in this issue is that enforcement authority is now vested in international institutions alongside the more familiar types of public authority almost as a matter of course. Enforcement of international law by international institutions needs to be distinguished from other closely related concepts of public authority that are in turn the subject of closer studies collected in this issues. By law, public institution heads are supposed to be appointed based on merit; however, in practice, political appointments are common. Abstract:
With the development of public awareness on environmental protection, especially after the Fukushima nuclear accident, the opposition to nuclear power due to NIMBY (not in my back yard) effect begins to hinder the rapid development of Chinese nuclear industry. For example, in recent years several large-scale mass incidents with appealing to stop the siting and construction of nuclear facilities in China have put related projects (including nuclear power plant and nuclear fuel cycle facility) into termination, resulting in certain financial loss and unnecessary social unstabilization, thus caus

The paper discusses the absolute freedom of literary (artistic) creation. The difference between general and literary freedom is emphasized. In the second part, different boundaries of literary creation in anti-democratic and democratic systems are pointed out. In anti-democratic systems, it is public authority that sets boundaries of artistic freedom, and in democratic systems it is the readers, critics, market, cultural institutions. How can weak states build fiscal capacity? I argue that governments in weak states can build fiscal capacity by collaborating with non-state, traditional political institutions (TPIs). Using a mix of experimental and qualitative evidence, I show that this collaboration increases citizens’ compliance because TPIs possess legitimacy and coercive capacity. Collaborating with the local government in Kono District, Sierra Leone, I embedded an experiment in their campaign to collect property taxes. In this paper, we explore the use of a governance diaries methodology to investigate poor households’ interactions with authority in fragile, conflict and violence-affected settings in Mozambique. The research questioned the meanings of empowerment and accountability from the point of view of poor and marginalised people, with the aim of understanding what both mean for them, and how that changes over time, based on their experiences with governance. The study also sought to record how poor and marginalised households view the multiple institutions that govern their lives; providing basic publ

U.S. research security requires trust and collaboration between those conducting R&D and the federal government. Most R&D takes place in the private sector, outside of government authority and control, and researchers are wary of federal government or law enforcement involvement in their work. Despite these challenges, as adversaries work to extract science, technology, data and know-how from the United States, the U.S. government is pursuing an ambitious research security initiative. In order to secure the 78 percent of U.S. R&D funded outside the government, authors Melissa Flagg

Most people in low-income countries contribute substantially to the financing of local public goods through informal revenue generation (IRG). However, very little is known about how IRG works in practice. We produce novel evidence on the magnitude and regressivity of IRG and its relationship with the state in a fragile context, Somalia. We rely on original data from surveys with over 2,300 households and 117 community leaders in Gedo region, as well as on extensive qualitative research. We first show that IRG is prevalent. Over 70 per cent of households report paying at least one informal tax
