Un vertedero periurbano con dos fases de uso datadas entre época tardorrepublicana y altoimperial ha sido documentado en los solares contiguos de las calles Sacramento 38 y Solano 1 (Cádiz), en relación con la ciudad hispanorromana de Gades. Entre el material mueble registrado, mayoritariamente de carácter cerámico, se advierte la presencia de vidrio elaborado mediante las técnicas de modelado y soplado al aire. El análisis morfológico, funcional y tipológico del vidrio aporta nueva información acerca del consumo de estos productos en el ámbito urbano y, en concreto, en el doméstico de la Gades romana.

Whether or not Syme made a convincing case for revolution at Rome, his Roman Revolution did not effect a revolution in Roman history. To be sure, his choice of where to start and where to end his discussion was unorthodox (if orthodoxy was the old edition of the Cambridge Ancient History or Rice Holmes or the periodization of Oxford Greats), but his relentless focus on individual political actors and their relations with one another differs from the emphasis of earlier scholars only in its priorities and intensity. Whether or not Wallace-Hadrill makes a convincing case for revolution at Rome, Rome's Cultural Revolution is revolutionary. To be sure, the individual parts of the book have been variously anticipated in particular studies, but the insistence that what happens in the history of buildings, instrumentum domesticum, dress, and monuments constitutes not simply the background to a political story, but is itself the story of Late Republican Rome — in W.-H.'s own words ‘that the political transformation of the Roman world is integrally connected to its cultural transformation’ (xix) — challenges the assumptions on which Roman historians have built the history of the Republic ever since Asinius Pollio.

Abstract:
In recent years, real estate developments in Constanța prompted a series of preventive archaeological investigations, leading to the discovery of rich archaeological material. These finds include a bone statuette found in the Palazu Mare district of Constanța. In this context, the nucleus of habitation, previously inferred from various archaeological finds from the Roman period, has been identified. Numerous surveys and preventive archaeological investigations have allowed for a clearer delimitation of the archaeological site of Palazu Mare. Regarding chronology, the settlement (possibly a vicus) can be dated from the 2nd–3rd centuries to the early decades of the 4th century AD. The statuette in question was carved out of ivory, measuring 6 cm in height and 1.7 cm in width. It was made as a representation of the god Thanatos, the personification of the Angel of Death in Greek and Roman mythology. Unfortunately, the statuette is incomplete; the left hand and parts of the legs are missing, along with the wings originally located on its back. The closest analogy for our representation comes from Northern France, where a small bronze statue was discovered in a villa rustica in Salouël, a commune located on the outskirts of Amiens. Due to the uncertainty surrounding the function of the object to which the statue pertains, we classify it as instrumentum domesticum, a category that includes a variety of objects that were part of everyday Roman life. The discoveries made here are considered quite rare due to the material of the statuette, and the context in which it was found. Based on previous observations, it can be said that Thanatos is typically a characteristic of funerary art and is therefore rarely found in domestic contexts. Ivory statues are particularly uncommon in the Dobrudja region of Moesia Inferior.

Abstract:
There are only a few epigraphic monuments discovered within the Sarajevo region. The text provides a table that clearly shows that, as expected, the majority of these monuments are of sepulchral character. In the research process, the focus was on the analysis of inscriptions with notable stonemasonry mistakes. Namely, four inscriptions contained elements that suggested stone-cutting mistakes. The analysis showed that three out of four inscriptions contained stonemasonry mistakes. On the other hand, the fourth monument, an instrumentum domesticum, contained no such mistake, although its mistake is the result of the contemporary test reconstruction. The monuments with inscription mistakes were discovered in different locations – Gradac between Pazarić and Hadžići (CIL III, 08375 = CIL III, 12749), Krivoglavci near Vogošća (AE 2006, 1022), and Ilidža (AE 2004, 1110 = AE 1980, 069). Following the analysis of the selected samples, it is unquestionable that there are quite many mistakes on a relatively small sample, as well as certain oversights in contemporary text reconstructions or readings. In the inscription from Gradac, the word filia was carved in accusative singular filiam instead of dative filiae. The second mistake on the same inscription was that the incorrect word diffunctam was carved instead of dative singular defunctae. On the other hand, in the inscription from Krivoglavci, the stonecutter replaced the number of years of the deceased with the number of months. Moreover, the letter D was carved instead of the letter T in the word et in the same inscription. In the third inscription, the stonecutter unnecessarily used the word con. It is evident that future research of ancient epigraphy should revise the readings of the monuments discovered in the inland of the Roman province of Dalmatia.

Dissertação de Mestrado em Psicologia Comunitária<br>As parcerias comunitárias na área da violência doméstica têm vindo a ser formadas de modo a promover uma melhor articulação entre as várias entidades da comunidade nas respostas que disponibilizam às mulheres sobreviventes de violência doméstica. A investigação anterior mostra-nos que uma parceria serve para rentabilizar os recursos de uma comunidade em questões sociais complexas, que carecem de respostas abrangentes, como é o caso da problemática da violência doméstica. Assim, fomos analisar a Rede de Apoio a Mulheres e Crianças em Situação de Violência do Montijo de modo a identificar percepção de eficácia desta parceria, bem como alguns dos factores preditores dessa eficácia como por exemplo, a concretização de objectivos da parceria, os processos de tornada de decisão, a missão e a liderança da parceria. Os resultados obtidos apontam para um nível de satisfação bastante elevado dos participantes, bem como a concretização dos objectivos propostos, especialmente em áreas fora do sistema judicial. Os seus diversos membros são participantes activos e os dados obtidos apontam para uma tendência desta parceria a ter um clima inclusivo, o preditor de ser considerada eficaz pelos seus membros.

This paper estimates the income elasticity of government pharmaceutical spending and assesses the simultaneous effect of such spending on gross domestic product (GDP). Using a panel dataset for 136 countries from 1995 to 2006, we employ a two-step instrumental variable procedure where we first estimate the effect of GDP on public pharmaceutical expenditure using tourist receipts as an instrumentforGDP. In the secondstep,weconstructanadjusted pharmaceutical expenditure series where the response of public pharmaceutical expenditure to GDP is partialled out and use this endogeneity adjusted series as an instrument for pharmaceutical expenditure. Our estimations show that GDP has a strong positive impact on pharmaceutical spending with elasticity in excess of unity in countries with low spending on pharmaceuticals and countries with large economic freedom. In the second step, we find that when the quantitatively large reverse effect of GDP is accounted for, public pharmaceutical spending has a negative effect on GDP per capita particularly in countries with limited economic freedom.

The main source of human rights norms is international human rights instruments. The concern for human rights has grown worldwide and therefore they have been given priority by most nations. They are more and more integrated into national legal frameworks mainly in states constitutions with more or less enforcing mechanisms. As far as the realization of rights is concerned various mechanisms are involved on different levels: international, regional and national. Each of the three levels has its advantages and disadvantages. It detached the basic notions that permeate this theme, from the sustentability concept, as well as the technical variables and politics that involve the idea of the Environmental Rates. Due to the width of the theme and to the multiple variables that surround it, we based our research on two fronts: the theoretical, seeking to consider that several ideas and notions that permeate the theme; and other practice, that was the study of the experiences adopted in several municipal districts to carry out the Rate of Urban Solid Residues. We can highlight by those fronts that, in the theoretical part, we revised a vast bibliography regarding the economical instruments used for elaboration of public politics heading for the sustainable development; already in the practical part, we searched to establish some differences of adoption of these instruments and their juridical consequences of being implemented. Being like this, we can establish that the Rate of Urban Solid Residues is characterized as a necessary measure to set out the problems faced by the Municipal Public Powers with relationship to the produced garbage . However, for the complexity of the calculation base for collection, for the juridical aspects that orientate it and, why not to say, for the political difficulties to their implementation, it is necessary to go deeper into these studies, so that, through a deeper knowledge of the Theme, our Political Representatives as well as the technicians that elaborate the public politics can step in a less loamy soil, avoiding, thus, so many unnecessary wastes.<br>A pesquisa desenvolvida enfocou uma análise dos conceitos que permeiam a criação da Taxa de Resíduos Sólidos Urbanos. Destacou as noções básicas que permeiam este tema, desde o conceito de sustentabilidade, bem como as variáveis técnicas e políticas que envolvem a idéia das Taxas Ambientais. Devido à amplitude do tema e às múltiplas variáveis que o cercam, baseamos nossa pesquisa em duas frentes: uma teórica, visando conceituar as diversas idéias e noções que permeiam o tema; e outra prática, que foi o estudo das experiências adotadas em diversos municípios da implementação da Taxa de Resíduos Sólidos Urbanos. Podemos destacar mediante essas frentes que, na parte teórica, revisamos uma vasta bibliografia referente aos instrumentos econômicos utilizados para elaboração de políticas públicas rumo ao desenvolvimento sustentável; já na parte prática, buscamos estabelecer algumas diferenças de adoção destes instrumentos e suas conseqüências jurídicas de implementação. Sendo assim, podemos estabelecer que a Taxa de Resíduos Sólidos Urbanos se caracteriza como uma medida necessária para equacionar os problemas enfrentados pelos Poderes Públicos Municipais com relação ao lixo produzido. No entanto, pela complexidade da base de cálculo para cobrança, pelos aspectos jurídicos que a norteiam e, porque não dizer, pelas dificuldades políticas de sua implementação, torna-se necessário um aprofundamento destes estudos, para que, através de um conhecimento mais profundo do Tema, nossos Representantes Políticos bem como os técnicos que elaboram as políticas públicas possam pisar num solo menos argiloso, evitando, assim, tantos desgastes desnecessários.

For this to be achieved, the evolution of human rights was highlighted, as well as its importance and reflection in the national and international setting. In the Brazilian law, human rights are fundamental in a society that is considered impartial and is characterized by solidarity, being strictly defended by the Federal Constitution of 1988. In the international setting, this situation was not different. The human rights have been proved to be a powerful shaping instrument of the sovereign States, setting the limits and boundaries to be followed as the way of elevating the human being as the heart of the international legal system. Facing the importance and relevance of the international treaties, the conventional phenomenon and its integration in the domestic law have been studied. Therefore, the main concern of this project was to make evident the reflex of the defense of human rights in the analysis of relations between the international and domestic legal systems, emphasizing the existence of antimonies between them and also their solutions, especially those regarding the existing conflict between Brazil s Federal Republic Constitution of 1988 and the Pact San Jose of Costa Rica, concentrating on the possibility of civil arrest caused by indebtedness. This treaty was rightly validated in Brazil and it examines the human rights issue. Through a bibliographical research on this normative conflict, criteria were obtained in order to be used as a solution for the antinomy between the national law and the international treaty. The Constitution of 1988 acknowledges the hypothesis of civil arrest for the unfaithful trustee. However, the Pact of San Jose of Costa Rica does not grant it. The analysis of this conflict is highlighted by its solution achieved by specific criteria related to human rights, since the Pact of San Jose of Costa Rica is an international treaty that considers these rights, and that it has a distinctive judicial hierarchy granted by the Federal Constitution itself. The results and conclusions show that the procedure that favors the individual is the one that prevails, being this the international treaty, since it has been granted a constitutional hierarchy. However, this positioning deals with a divergence in its doctrine and legal system.<br>Esta dissertação abordou a influência dos direitos humanos frente aos tratados internacionais incorporados ao direito brasileiro. Para tanto, destacou a evolução dos direitos humanos, sua importância e reflexos no cenário nacional e internacional. No direito brasileiro, os direitos humanos são imperativos a uma sociedade justa e solidária, sendo defendidos a rigor na Constituição Federal de 1988. No cenário internacional, não aconteceu diferente. Os direitos humanos se mostram valoroso instrumento modelador dos Estados soberanos, impondo limites e parâmetros a serem seguidos, como forma de enaltecer o ser humano como cerne do ordenamento jurídico internacional. Face à importância e relevância dos tratados internacionais, estuda-se o que vem a ser esse fenômeno convencional e a sua integração no direito interno. A preocupação fundamental deste trabalho foi, portanto, evidenciar o reflexo da proteção dos direitos humanos quando da análise das relações entre os ordenamentos jurídicos internacionais e o interno, ressaltando, inclusive, a existência de antinomias entre esses diferentes ordenamentos e a forma de solução, principalmente quanto ao conflito existente entre a Constituição da República Federativa do Brasil de 1988 e o Pacto de San Jose da Costa Rica, especificamente quanto à possibilidade da prisão civil por dívidas, tratado esse devidamente ratificado pelo Brasil e que versa sobre direitos humanos. Através de uma pesquisa bibliográfica acerca do respectivo conflito normativo, obtiveram-se critérios a serem utilizados para solucionar a antinomia entre o direito nacional e o tratado internacional. A Constituição/88, por sua vez, admite a hipótese de prisão civil do depositário infiel, contudo, o Pacto de San Jose da Costa Rica não a contempla. A análise desse conflito tem como destaque a sua solução por meio de critérios específicos aos direitos humanos, uma vez que o Pacto de San Jose da Costa Rica por ser um tratado internacional que versa sobre esses direitos, possuiu hierarquia jurídica diferenciada conferida pela própria Constituição Federal. Os resultados e conclusões apontam para a prevalência da norma mais favorável ao indivíduo, qual seja a do tratado internacional, uma vez que lhe é conferida hierarquia constitucional. Esse posicionamento, contudo, enfrenta divergências na doutrina e jurisprudência.

AbstractCross-border energy investments are crucial for achieving a global transition to net-zero emissions. However, these investments, often involving extensive infrastructure projects, can also have significant adverse effects on the environment, human rights, and sustainable development. This brief chapter argues that the concept of energy justice, which encompasses distributive, procedural, and recognition justice, can extend its influence beyond domestic regulations and be effectively applied to cross-border transactions. By embracing a broader understanding of energy justice, it has the potential to create synergies among international economic treaties, energy laws, human rights provisions, environmental agreements, and other domestic regulations and soft law instruments. Alongside national policy reforms and bilateral agreements, energy treaties like the Energy Charter Treaty (ECT) and mega-regional economic integrations such as the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) and the Regional Comprehensive Economic Partnership (RECP) should consider incorporating principles of energy justice. Another potential approach is the development of an international soft law instrument dedicated specifically to energy justice and responsible investment within the context of global energy transactions. Established frameworks like the UN Guiding Principles on Business and Human Rights or the OECD’s Guidelines for Multinational Enterprises can serve as valuable references in shaping this international instrument.

This literature review explores the current state of research on positive contributions and social support among families with children with disabilities in mainland China. Positive contributions refer to the beneficial impact on family dynamics and cohesion achieved through positive interactions with the child. International studies suggest that these contributions can enhance family happiness, while domestic research in China predominantly highlights negative aspects, such as the pressures these families encounter. The review methodology involves analyzing both qualitative and quantitative studies on family quality of life, social support, and positive contributions. Sources include academic journals, policy reports, and research articles, with a thematic synthesis conducted to identify differences in international and Chinese perspectives, alongside specific cultural influences. Social support, crucial in helping families manage stress, plays a pivotal role in fostering positive contributions. Emotional, instrumental, and informational support types have shown to mitigate family stress and encourage adaptive growth. In China, however, parents, especially of children with autism, often rely on limited informal support, which fails to meet all their needs. Cultural factors, such as collectivism, family obligation, and Confucian values, deeply influence family responses and perceptions of social support. Disabilities are frequently stigmatized, pushing families to focus on internal support networks and avoid seeking external aid. This cultural backdrop shapes the availability and nature of support, affecting how positive contributions are experienced. In conclusion, while international research increasingly acknowledges the positive contributions of children with disabilities, Chinese studies remain more concerned with challenges. Future research in China should explore how social support mechanisms could amplify positive contributions, helping improve societal attitudes toward these families and enhancing their overall well-being.

Abstract This paper presents an experimental apparatus designed and built to facilitate the study of solar-assisted heat pump (SAHP) systems using the hardware-in-loop methodology. The apparatus includes an 11.6kW capacity water-to-water heat pump, a 409L thermal storage tank, a 288L domestic hot water tank, two variable speed circulation pumps, and emulation hardware representing solar collectors and conditioned building space. A complex network of piping and electronic diverting valves is used to create various energy flow paths to support fifteen different operational modes for space heating, space cooling, domestic hot water generation, and energy storage charging. The apparatus is heavily instrumented for temperature and flow measurement. Controls and data acquisition are predominantly managed using National Instruments hardware and LabVIEW software. The experimental apparatus has been installed, commissioned, and tested. The basic functionality of control and operation has been verified through testing four different operational modes and domestic hot water withdrawal emulation. The experimental apparatus can be used not only as a platform for research on a multifunctional indirect expansion SAHP system, but also allow for similar testing of less-complex related SAHP configurations.

The article considers the state and features of import substitution of measuring instruments in automobile service centers in Russia. The relevance of the topic is due to the introduction of Western sanctions and the need to reduce dependence on imports. The purpose of the study is to study the current state of use of imported and domestic measuring instruments in car services, analyze the advantages and limitations of using domestic measuring instruments, assess the impact of import substitution on the quality and cost of services, and develop measures to support import substitution. The state of import substitution in the automotive industry is analyzed, including existing programs and initiatives, the current use of measuring instruments and the effectiveness of support measures. Particular attention is paid to the characteristics and requirements for measuring instruments in car services, the advantages and limitations of domestic measuring instruments, the impact of import substitution on the quality and cost of services. Measures to support import substitution are proposed, including subsidies, benefits, quotas, R &amp; D and export subsidies. In conclusion, the results are summarized, the prospects for import substitution of measuring instruments in car services are assessed, and recommendations for government agencies and businesses on the development of import substitution in the automotive industry are formulated.

Abstract:
This paper presents the preliminary results of a motivational study of students enrolled in their capstone design course during their senior year in mechanical engineering at the Florida Institute of Technology. Student teams are assigned a project and teams are tasked with completing a design project over a one-year (2 semesters) span. Data is collected during the beginning of the fall semester and during the end of the spring semester. Two methods were used to collect the data of the class. A live interview was conducted for each of the capstone teams. Within this interview, a range of questions are asked to facilitate an understanding of what motivates the student. An adaptation of the Motivated Learning Strategies Questionnaire (MSLQ) survey instrument was also administered to the students to collect quantitative data. The MSLQ framework divides the instruments into two sets of questions to address motivation and learning. Motivation is comprised of three factors: test anxiety, self-efficacy, and intrinsic value. Statistical analysis is performed on the quantitative data to determine significance or correlation between student motivation and performance. Performance is measured through the student’s grade (evaluated by instructor) and peer evaluation (evaluated by team). The analysis is performed through segmenting the sample into international versus domestic, and males versus females; to identify any differences in motivation between the groups. Results indicate there are differences between international and domestic students along all motivational factors. Further, differences are identified between males and females for intrinsic anxiety motivational factors.

This paper uses seven standard market power indicators (price-cost margin, and six drawn upon the production approach) to estimate the effect market power on the rate of change of total factor productivity for a sample of formal manufacturing firms of Peru for the period 2002-2019. After applying exogeneity tests and implementing panel data with fixed effects instrumental variable method, the results are not clear about the causal relationship between market power and firms' TFP. However, when the Double-Debiased machine learning (DML) causal method is applied for fixed effects panel data with and without instruments, firms market power robustly seems not to affect their respective total factor productivity regardless of the market power indicators and instruments used. The paper also presents four examples which are consistent with this causal result suggesting that the relationship between market power and productivity needs to be analyzed on a case-by-case basis considering the product development of sectors, the influence and activities of firms and economic groups in the domestic economy and foreign markets, and the level of development of the country's productive structure.

Portfolio flows are an important source of funding for both private and public agents in emerging market economies. In this paper, we study the influence of changes in domestic and US monetary policy rates on portfolio inflows in an emerging market economy and discriminate among fixed income instruments (government securities and other corporate bonds) and variable income instruments (shares). We employ monthly data on portfolio inflows of non-residents in Colombia during the period 2011-2020 and identify the monetary policy shocks using a SVAR model with long-run restrictions. We find a positive and statistically significant response of portfolio inflows in government securities and corporate bonds to changes in both domestic and US monetary policy rates. Portfolio inflows in the stock market react more to changes in the inflation rate and do not react to changes in monetary policy rates. Our findings are consistent with the predictions of the interest rate channel and reestablish the predominant role of inflation rate in driving portfolio inflows. The results suggest that domestic and US monetary policy actions have an important effect on the behavior of portfolio inflows in emerging economies.

The Covid-19 pandemic severely disrupted the maritime transportation industry, leading to historic surge in container freight rates, which only returned to normal in 2023. In this paper I examine the welfare effects on a particular country, Colombia, of the observed disruption in international freight rates during the 2020-2023 period. For this, I use a quantitative model of international trade with out-of-steady-state transitional dynamics and a global production network, along with an instrumental variable approach to estimate a trade elasticity to freight. I quantify both the direct effects of freight increases on goods transported to and from Colombia, as well as the indirect impact of heightened rates on routes across the rest of the world. The freight disruption caused a welfare loss of 0.4%, attributable solely to the direct effects, as the indirect impact simultaneously enhances Colombia’s relative trade openness, thereby compensating for the increased shipping costs globally.

This study addresses why Mexico continues to show below-average economic growth rates in spite of displaying systematically higher domestic savings than other countries in the region. Using the wealth of relevant databases available for the country, the paper finds that a possible explanation is that household savings account for a majority of domestic savings, and that the main instrument used for savings is durable goods, which implies that savings are not directly injected into the financial system for fueling productive investment. The construction of a synthetic panel from household survey data shows that household savings in Mexico have a clear age-increasing trend and have been growing across generations during the past 30 years; it is thus probable that rates will increase in years to come. However, if those savings continue to elude the financial system, their influence on economic growth may remain limited.

This paper aims to shed light on the potential interests of developing countries in reforms to domestic support for agriculture in the OECD economies. In order to accomplish this goal, we begin by reviewing the literature on the impacts of domestic support on key variables, including farm income, in the OECD economies themselves. We then proceed to revise the standard GTAP model of global trade, based on recent work at the OECD, in order to permit it to better capture these impacts. A series of stylized simulations are subsequently offered to illustrate the differential impacts of alternative types of domestic support. These suggest the possibility of policy re-instrumentation, whereby farm income is stabilized in the face of cuts to overall support levels by shifting the mix of subsidies away from the more trade-distorting instruments which also tend to be ineffective tools for boosting farm incomes. We then explore in considerable detail the mechanisms by which OECD agricultural reforms affect developing country welfare. The primary channel for such effects works through the terms of trade which in turn depend in part on whether a country is a net exporter or a net importer of the affected OECD products. Long term support for agricultural program commodities in OECD countries, coupled with relative taxation in many developing countries, has left the latter increasingly dependent on imports of these subsidized products. This has, in turn, made them more vulnerable to agricultural reforms that raise these prices. As a result, we find that an across-the-board, 50% cut in all domestic support for OECD agriculture leads to welfare losses for most of the developing regions, as well as for the combined total group of developing countries. The 50% cut in domestic support also results in large declines in farm incomes in Europe, and, to a lesser degree, North America. This makes such a reform package an unlikely political event. An alternative approach to reforming agricultural policies in the OECD would be to focus on broad-based reductions in market price support. This has already been occurring in the EU, in particular, where domestic support has increasingly replaced border measures. As demonstrated in this paper, the basic economic principles of agricultural support policies suggest that a shift from market price support to land-based payments could generate a “win-win” outcome whereby farm incomes are maintained and world price distortions are reduced. This is the direction charted by the OECD in its recent “Positive Reform Agenda” for agriculture. We formally examine such an agricultural reform scenario, implementing a 50% cut in market price support for OECD agriculture, with a compensating set of land payments designed to maintain farm income in each of the member economies. This comprehensive reform scenario results in increased welfare for most developing countries, with gains on other commodities offsetting the terms of trade losses from higher program crop prices. We conclude that developing countries will be well advised to focus their efforts on improved market access to the OECD economies, while permitting these wealthy economies to continue – indeed even increase – domestic support payments. Provided these increased domestic support payments are not linked to output or variable inputs, the trade-distorting effects are likely to be small, and they can be a rather effective way of offsetting the potential losses that would otherwise be sustained by OECD farmers. This type of policy re-instrumentation will increase the probability that such reforms will be deemed politically acceptable in the OECD member economies, while simultaneously increasing the likelihood that such reforms will also be beneficial to the developing economies.

Abstract:
This paper examines the impacts of fiscal policies on income distribution based on two alternative social welfare functions and takes into account the case of the Philippines and its fiscal instruments. Rentals from properties, dividends from investment, and remittances from abroad were found regressive, while family sustenance activities and remittances from domestic sources were found progressive. The paper finds the direct taxes of the Philippines to be progressive, although they have limited impact on inequality reduction given the little revenues they generate.

This paper identifies Chile's economic weaknesses and offers policy recommendations for increasing stability. Current problems include weak international financial links, a Central Bank mandate that is ill-designed to deal with terms of trade shocks, a propensity to waste scarce liquidity in the banking system; and limited development of financial markets. The paper's policy recommendations include improving external financial links, molding terms of trade contingencies into anti-cyclical policies, Improving liquidity aggregation through and within the banking sector during crises, and improving the liquidity and immediacy of domestic financial instruments.
