Abstract:
This thesis describes a model for predicting individual claim losses and estimating the capital reserve for the automobile portfolio of a large Canadian insurance company. Depending on the nature of a claim, its settlement can involve medical costs, rehabilitation costs, income compensation costs, optional coverage costs, and even death benefit coverage. Any combination of these costs can occur, and the dependence between them must be accounted for. To this end, a two-level hierarchical structure is adopted. First, a multinomial logistic model is used to predict the combination of costs associated to a claim. The claim severity is then modeled as a function of this composition. A Log-Normal model is used to predict different types of loss; claimant information, accident information, medical and legal report information serve as explanatory variables. The dependence between medical, rehabilitation and income loss is characterized by a Gumbel copula. A Bayesian framework with Markov Chain Monte Carlo sampling is adopted to estimate jointly the copula regression model parameters. Simulations are carried out to obtain prediction of individual loss, the distribution of total portfolio loss and the capital reserve.<br>Ce mémoire décrit un modèle de prévision des coûts d'indemnisation des particuliers et l'estimation de la réserve de trésorerie du portefeuille automobile d'une grande compagnie d'assurance canadienne. Selon la nature d'une réclamation, son règlement peut comporter des frais médicaux, des frais de réadaptation, une compensation pour perte de revenus, le paiement d'avantages facultatifs, voire même une prestation pour décès. Toute combinaison de ces coûts est susceptible de se produire et leur dépendance doit être prise en compte. Une structure hiérarchique à deux niveaux est adoptée à cet effet. Un modèle logistique multinomial permet d'abord de prédire la structure decoût associée à une réclamation. La gravité des sinistres est ensuite modélisée en fonction de cette structure. Un modèle log-normal permet de prédire divers types de coûts ; des renseignements sur l'assuré, la nature du sinistre, les rapports légaux et médicaux servent de variables explicatives. Une copule de Gumbel caractérise la dépendance entre les frais médicaux, les frais de réhabilitation et la compensation pour perte de revenus. Un cadre bayésien avec échantillonnage par chaîne de Markov Monte-Carlo conduit à une estimation conjointe des paramètres du modèle de régression avec copule. Des simulations permettent de prédire le coût total d'une réclamation ou du portefeuille,ainsi que la réserve de trésorerie.

Abstract:
The relationship between individual risks and the number of claims in automobile insurance has received growing attention over recent years among industry practitioners. The number of people who purchase cars grows exponentially. Risk managers of insurance companies need to deal with a variety of risks concerning vehicles and try to predict them as accurate as possible to avoid losses or to minimize them. For this reason, in this thesis I will examine different risk variables and models for these variables in the car insurance sector. The analyses are done based on the econometric approach. The main problem of the thesis concerns the risk prediction by count data models in the automobile insurance. First, the analysis will be done by Poisson regression model using maximum likelihood estimator. Then the Gamma heterogeneity will be taken into account and the negative-binomial regression model will be discussed. The latter provides a framework for the bonus-malus scheme. The extensions of Poisson regression will also be considered in this thesis. The models will be applied to the real data and the estimation results will be discussed at the end of the thesis.

Abstract:
Accident forgiveness, often considered as a type of "premium insurance," protects the insured against a premium increase if an at-fault accident occurs. Although accident forgiveness has received considerable attention in the auto insurance industry, there is little or no literature on accident forgiveness in the actual contract. In this dissertation, I use dynamic modeling to examine optimal insurance contracts with an accident forgiveness option and further use a structural modeling approach to investigate the impacts of risk and time preferences on the accident forgiveness contract purchase. This study attempts to improve our understanding of the implications of this new type of insurance option. The first essay develops an asymmetric learning model in which insurers compete to attract policyholders. When information about previous at-fault accidents is not shared perfectly by insurers in the market, information asymmetries arise between the initial insurer and the rival insurer, as well as between the insured and the insurer. I design an auto insurance contract with accident forgiveness that charges policyholders higher-than-market premiums according to their risk types in the first period and then experience-rates both types in the second period contingent on their previous at-fault accidents. Contrary to the prior literature, which elicits competition as the reason to temper the effects of experience rating, this model is built such that accident forgiveness is the device to temper experience rating. This contract attracts policyholders since it "forgives" at-fault accidents and provides "rewards" in terms of coverage and premiums for those who remain accident-free. Risk and time preferences influence a variety of economic behaviors. In the field of insurance economics, attitudes toward risk and time are likely to affect the insurance purchase decision. As can be observed in the auto insurance market, when offered an optional accident forgiveness policy from insurers, the insured shows different purchase patterns, regardless of driving behavior. The question of whether and how individual risk aversion and discount rates affect the accident forgiveness purchase decision is critical to understanding contract design. In the second essay, by conducting a unique experiment under controlled laboratory conditions, I examine the role of risk and time preferences in accident forgiveness contract purchase and determine that individual discount rates and product prices are significant factors. Interestingly, I also find evidence that less risk-averse policyholders generally behave more like risk-neutral agents when making insurance decisions. Risk attitudes affect insurance decision-making only among those with a relatively high degree of risk aversion.

Based on a unique data set of driving behavior we test whether private in- formation in driving characteristics has significant effects on contract choice and risk in automobile insurance. We define a driving factor based on over- all distance driven, number of car rides, and speeding. Using local weather conditions, we account for the endogeneity of the driving factor. While this driving factor has an effect on risk, there is no significant evidence for se- lection effects in the level of third-party liability and first-party insurance coverage.

Customer relationship management (CRM), a primary activity in the business value chain to relate to the customer, involves solicitation, analysis, and the use of the knowledge about the customer to provide goods and services through effective and efficient methods. It is a wise strategy and source of competitive advantage for customer behavior understanding and business performance management. The use of information technology (IT) in CRM allows companies to simplify their processes, to integrate product or service related decision making with the business strategies, and to optimize their operations by embracing analytical techniques. The insurance industry is facing unprecedented challenges and decisions in this data-driven business paradigm. It is a strategic necessity for customer-centric insurers to utilize emerging IT capability to support interactions between customers and business operations. The research in the dissertation seeks to provide insights into the application of early technology innovation and data-driven strategies by investigating the following two groups of CRM technology issues: technology adoption and data-driven technology application. Through three essays, the dissertation explores the use of information technology and data analytical tools to provide insight into how automobile insurance companies make decisions regarding their relationships with their customers. The results from these studies provide a framework for managers to devise effective approaches to enhancing the performance of their business.

In the insurance market, asymmetric information refers to the situation in which insurers cannot completely identify the risk type regarding individuals who would like to purchase insurance. This phenomenon, therefore, can occur between insurers and customers, and mainly emerges from adverse selection and moral hazard. This dissertation examines the existence of asymmetric information in the Taiwanese automobile physical damage insurance market. The first chapter tests the occurrence of insurance fraud in the automobile insurance market. The empirical analysis demonstrates the unusual characteristics in the month before expiration, indirectly proving the existence of ex post moral hazard. Furthermore, the evidence also supports that car dealers induce policyholders to file fraudulent claims. The second chapter verifies that the unknown perils coverage creates induced claims. The empirical evidence reveals that a special insurance contract which is permitted to reimburse the insured with the claimed loss without requiring any verification can induce the occurrence of moral hazard. Aside from asymmetric information regarding risk type, the third chapter examines the effect of private information regarding risk preference. By employing the demand of voluntary automobile liability insurance as a proxy of risk aversion, the analysis further presents a different dimension of asymmetric information in the automobile insurance market.

Vehicle factors and human factors are the major risk classifications applied in motor rating formula. By examining the correlation between vehicle annual mileage and vehicle factors based on a 4-month claims data extracted from a local insurance company, this study explores if vehicle annual mileage should be considered as a rating variable to make current rating structure more fair. The results show that two vehicle factors, vehicle age and vehicle with engine displacement less than 1800cc, play significant role on claims. It is found that reported claims increases with vehicle age but the trend is not significant from drivers’ point of view. As far as the vehicle annual mileage is concerned, it is suggested that insurance companies start to build related database for future analysis purpose. After the adoption of deregulation in voluntary automobile insurance market, vehicle annual mileage should be taken into consideration as a rating variable in rating structure to reflect the fairness of motor rating.

In fact, the insurance fraud is common in our insurance industry. In life insurance market, the breach of disclosure and the double insurance dispute are often involved in moral hazard. Furthermore, the abnormal losses are also found in the non-life insurance industry, especially in the marine cargo insurance, the fire insurance and the automobile insurance. This situation which leads loss ratio much higher than normal can not be neglected. Insurance fraud makes high profit especially when the economy goes to depression. The rapid growth of Insurance Fraud could be a threat to an insurance company. Thus, this research, 「The Research of Automobile Insurance Fraud」 divides the automobile insurance fraud into two major parts, one is underwriting and the other is claim. There are 20 types of automobile fraud. The top 3 causes are applying for insurance after loss on underwriting side, making up an insurance loss and making fake insurance accidents on claim side. In order to identify, avoid and prevent the insurance fraud for insurance companies, consumers, government and other related parties, there are 4 conclusions in this research. The first is to understand and analyze the types of insurance fraud. The second is to enhance the professional training for insurance employees. The third is to conduct internal auditing. The last is to enforce legal guidance for cooperating shops and related parties. This research concludes two ideas that could be provided to the non-life insurance operation. The first idea is to make anti insurance fraud law into practice. The contents are to enforce the function of the insurance anti-fraud institute of the R.O.C., to establish the dynamic tracking system of the insurance fraud, to set up the special telephone line for informing the crime and rewards, to amend related laws, to set up anti insurance fraud policy unit, to establish the network among the insurance industry, the medical industry, and the police, to educate more on insurance. The second idea is more cooperation to the insurance industry, including professional anti-fraud training, anti insurance fraud reporting system, insurance product design enforcement, international market linking, and social responsibility.

The supervision authority proposed the third supervision on the rate deregulation in non-life insurance after third stage of rate deregulation. It hoped to improve inadequate rate on insurance company. Insurance company’s sustainability is an important topic of reasonable rates. The loss rate is basis of the authority’s supervision on the insurance company’s premium rates. This thesis compares the difference for rate supervision on Florida state and California state in the U.S. These two states supervision base on earned premiums and profit margins. That is quite different from Taiwan which bases its supervision on loss rates.

This study using Self-Organization Map of artificial neural network for data mining. In this study, based on the techniques of data mining, we propose a pattern that utilizes the Two-level self-Organization Map (SOM) of artificial neural network to cluster the data of Automobile Damage Insurance. This study tries to find the features and the characteristics of underwrite and claims data by the analysis of each cluster and to discover the potentially useful information, by the construction of a ratemaking pattern. Through this pattern, insurance companies can adjustment their premium rate pricing strategies in the deregulation of insurance market.

碩士<br>東吳大學<br>法律學系<br>107<br>According to the statistics of the National Police Agency, there were a total of 304,821 traffic accidents in Taiwan in 2018, resulting in the death of 1,457 people and the injuries of 303,364 people, equivalent to an average of 4 deaths and 831 injuries in car accidents per day. Deaths caused by the uncertainty of traffic accident occurrence often lead to heavy economic burdens on the families of the victims and the entire society. Consequently, the provision of Article 6 of the current Compulsory Automobile Liability Insurance Act of the R.O.C. specifies that vehicle owners, users, or managers shall ensure they maintain the validity of the insurance contract. In addition, the provisions of Articles 49 and 51 of the same Act also specify the subsequent handling related to the penalty for failure of insurance enrollment and the administrative fine for the failure of payment. In view of the domestic literature related to the Compulsory Automobile Liability Insurance Act, most of the literature focuses on the studies of the protection scope, liability basis, compensation practice, protection deficiency, etc. of the victims; however, there are no papers that focus on the study from the aspects of insurance enrollment obligation and penalty for violation of such obligation as well as the administrative remedy. In this research, through the “literature analysis method” and “case study and judgment analysis method”, the overview of the compulsory automobile liability insurance system is described to discuss the protection subject, scope, and property of the insurance enrollment obligation. Next, the current status of complaints and rulings, appeal decision of the present road supervisory agency, and the administrative court judgments in practice are analyzed. In addition, subsequent administrative dispute remedies filed for disagreement with the court judgments are further discussed in detail. Finally, based on the study of the legislative system, further examination is conducted in accordance with the legal principle of equality and the principle of proportionality in order to summarize the cause of violations of insurance enrollment obligation, and effective improvement methods, along with the consideration of the actual facts that have occurred and the theoretical solutions, in light of proposing recommendations for subsequent legislative amendments, improvements to practical operations, and serving as a reference for further research and study.

Whether high-risk persons tend to buy more insurance coverage has been always considered as a controversial issue of insurance operations. Economists announce that when high-risk persons have private information about their own risk, self-interest will motive them to buy more insurance coverage, however, empirical results shows somehow inconclusive results or even contradictory about adverse selection in the last two decades. Previous econometric empirical works have several flaws. First, results might be confounded by moral/morale hazard due to using ex post risk rather than ex ante risk. Second, the effect of risk perception on insurance coverage selection is hard to be observed. Third, most studies are based on the assumptions that policyholders are identical risk preferences. This study recruits voluntary automobile liability insurance policyholders who are newly eligible and are registered in Taiwan area as participants. The present study will adopt ex ante risk as variables by utilizing a newly developed method, and attempts to investigate the moderating effects of prevention focus on policyholders’ decisions of insurance coverage selection. We attempt to do our best effort to deal with several puzzles of insurance behavior by utilizing psychology framework. The overall findings might be provided as a new approach for helping insurance companies to construct their underwriting policy, pricing decisions and loss prevention technique to diminish the phenomenon of adverse selection.

By using this research, the property insurance industry can discover and thoroughly the potential problems and can suggest for future corrections. This research is base on cases of the current voluntary automobile insurance and compulsory automobile liability insurance. By analyzing these cases step by step and discussing the controversy of relative problems by uncovering potential problems. This research is a methodical approach to finding solutions to these recurring problems. In addition, offer suggestions for improvement in accordance to the current insurance law and insurance problem resolution procedure. This research can be used as future reference tool for improvement of Automobile insurance system.

We use logistic regression, negative binomial regression and simple regression to analyze loss probabilities, loss frequencies and loss severities. Expect for using risk factors which insurance companies using now, we add living and marriage factors to analyze. The study shows that the risk degree of Recreational Vehicle (RV) is lower than other car type, but the sport utility vehicle (SUV) is higher than others. In addition, about car equipment, we analyze the relationship between airbag, braking system and parking assist system and loss. For loss probabilities and loss frequencies, the car equipped braking systems are safer. But for loss severities, the risk degree of car equipped more airbags and braking systems are higher than other car. Expect for car structure, the psychological factors of insured plays an important role in the influence of risk degree of automobile physical damage insurance, so the study makes suggestions on insurance company to aware of these factor when calculate premium.

碩士<br>國立臺灣大學<br>法律學研究所<br>103<br>According to Article 13 Compulsory Automobile Liability Insurance Act (hereinafter referred to as CALI Act or the/this Act), four requirements are designed to determine whether the legal entitlement exists. The four elements set forth as follows:「Motor Vehicle」、「Used or Managed」、「Causation」 and 「Injuries or loss of life(Death) to a passenger or a third party outside the vehicle.」As is apparent, the entitlement language of this Article is ambiguous. Thus, a number of issues remain confusing and unresolved over the past decades. This paper that examines with reference to decided cases and discusses issues in comparison with other countries’ approach is seeking to simplify the complexity in terms of the applicable scope of Article 13. In this paper, I propose a standpoint to see Legislature’s adoption of this Act as an action to adopt 「the special reparation system,」 and therefore, any interpretation should be made based solely upon CALI Act and its respective purposes rather than others, and particularly, should not be bound by the statutory presumption of fault principle adopted by Article 191-2 of Civil Code. With regard to the interpretation of the first element a “motor vehicle,” many Courts used definition codified in Highway Traffic Act, and allowed self-assembled vehicles and farm equipment or farm vehicles which are not mandated to carry financial responsibility by CALI Act to be qualified for benefits and coverage through Article 40 of the same Act. Such application is obviously erroneous and self-contradictory. In this aspect, this paper is hoping to urge the Legislature to amend and redefine the term “motor vehicle” and further specifically exclude certain types of vehicles, including but not limited to, snowmobiles, all-terrain vehicles, and self-propelled or self-assembled machines or vehicles exclusively used for agriculture. As for the second element “used” or ‘’managed,” most Court failed to differentiate one (used) from the other (managed). This paper suggests that these two terms be distinguished and separately examined, and circumstances whether a stationary motor vehicle or the one in motion is involved should too be identified. Furthermore, it should be considered “used,” when injury is arising out of a person’s act engaged into an inherent use of a motor vehicle. As for “managed,” the following two criteria are suggested by the author to use in examination with the “managed” requirement: “the method used to manage the motor vehicle cannot create unreasonable risk of danger” and “loading or unloading vehicular equipment or others should be deemed as managed.” For the causation rule, to be noted that in this paper,「the scope of the rule theory」is adopted by the author in consideration of the public policy and the doctrine of equity as a premise to make several conclusions and analyses. As to the fourth element regarding “injuries or death to a passenger or a third party outside the vehicle,” compared with other countries’ no fault automobile laws, CALI Act specifically excludes the entitlement of the driver of a motor vehicle, but acknowledges the third party outside the vehicle while meeting requirements shall be qualified for benefits regardless of the location. This paper agrees with this point of view that third party’s coverage should not be denied due to the geographical considerations. Finally, the language used in Article 28 Section 1 Subsection 1 and Subsection 2 is equivocal and creates numerous problems. The wording “it through a deliberate act” in subsection 1 is ambiguous and in lack of other supporting definition as to its meaning and scope. Thus, circumstances such as a person who is injured while operating a motor vehicle in a race or speed test or while operating or occupying a motor vehicle known to be stolen would have become insurmountable dilemmas for the Court. Furthermore, subsection 2 only contains injuries through a criminal act, it fails to contemplate situations where the injuries sustained while seeking to avoid lawful apprehension or arrest by a law enforcement officer, which most likely is merely an act ensued a criminal act rather than a criminal act itself. Encountered with the above problems, most Courts would have to “borrow” the causation theory to exclude the injured party from entitlement. However, such approach cannot offer a permanent solution to the problems, and it is necessary for the Legislature to take an imminent action to amend the Act and cover all of the afore-mentioned loopholes.

This thesis presents a study on the issue of Automobile Insurance Fraud. The purpose of this study is to increase knowledge concerning fraudulent claims in the Portuguese market, while raising awareness to the use of Data Mining techniques towards this, and other similar problems. We conduct an application of data mining techniques to the problem of predicting automobile insurance fraud, shown to be of interest to insurance companies around the world. We present fraud definitions and conduct an overview of existing literature on the subject. Live policy and claim data from the Portuguese insurance market in 2005 is used to train a Logit Regression Model and a CHAID Classification and Regression Tree. The use of Data Mining tools and techniques enabled the identification of underlying fraud patterns, specific to the raw data used to build the models. The list of potential fraud indicators includes variables such as the policy’s tenure, the number of policy holders, not admitting fault in the accident or fractioning premium payments semiannually. Other variables such as the number of days between the accident and the patient filing the claim, the client’s age, and the geographical location of the accident were also found to be relevant in specific sub-populations of the used dataset. Model variables and coefficients are interpreted comparatively and key performance results are presented, including PCC, sensitivity, specificity and AUROC. Both the Logit Model and the CHAID C&R Tree achieve fair results in predicting automobile insurance fraud in the used dataset.

However, as the social security system continuously has developed and evolved, the law was deemed insufficient and inadequate. Therefore, experts and scholars proceeded to review the law and finally in February 5, 2005, a revision of the law was announced to the public and officially enforced in 1st March the same year. Since the risk classification of Compulsory Automobile Liability Insurance directly reflects on rate calculation, information asymmetries can easily cause moral hazard. As the insured and insurers have significant information gap, insurers cannot categorize reasonably the characteristics of insured's risks, the premium calculation therefore can be affected by external noises that leads to serious moral hazard. To reduce the cost of information asymmetry, insurance brokers or agents becomes the insured and insurers' important intermediary for transmitting information. How to build sound operating norms, share the work, position insurance brokers or agents and reduce the negative impact on information asymmetry have turned out to be very important supervisory topics of Compulsory Automobile Liability Insurance. This study is mainly examining the existing Compulsory Automobile Liability Insurance system; regulating insurance brokers or agents effectively; strengthening insurance and traffic supervision operations to decrease the cost for information asymmetry; discussing specific measures such as the establishment of premium check center so as to ensure the accuracy of claim information, the transparency of financial information; in addition, implementing the differentiation management strategies of the insurers. The specific recommendations are summarized as following five points: 1. Establish official website for Compulsory Automobile Liability Insurance and strengthen the disclosed information; 2. The insurance check in traffic supervisory operations shall be integrated with premium check center so that agency costs can be lowered; 3. Put into effect the insurers' internal audit to build up the standard of processes of underwriting and claims; 4. Establish the rating system for insurance brokers or agents so as to maintain fair market competitions; 5. Simplify the classification of type of vehicles and rate calculation to avoid moral hazard.

By charging corresponding premium based on individual risks, we could attract low risk entrant and reflect the highly risk costs. The loss ratio can thus be modified to a reasonable level. To further illustrate the concept, we aim to take the AMDI to study the most efficient estimator of the future claim. Because the relationship of loss experience (input) and future claim estimation (output) is similar to the human brain performs. We can analyze the relation by minimum bias procedure and artificial neural network, reducing error with overall rate level could go through with minimum error of classes or individual, demonstrated using policy year 1999 to 2002 data. According to the thesis, cross subsidization exists in Automobile Material Damage Insurance. The new rate produced by minimum bias estimate can alleviate the unbalance between the premium and loss. However the neural network classification rating can allocate those premiums more fairly, where ‘fairly’ means that higher premiums are paid by those insured with greater risk of loss and vice-versa. Also, it is the more efficient than the minimum bias estimator in the panel data.

It resulted in a phenomenon that sales revenue of automobile insurance leads the operation of insurance companies. In consequence, all insurance companies make every effort to run this business. As the automobile insurance in Taiwan is a mode of single-product market and there are no significant differences among the insurance products, so the competition of property insurance companies reveals an unsound price contest. According to the past development, it indicates that automobile insurance business, lack of integrated planning, is filled with speculative operation schemes. Apparently, it is not in accordance with the "stable and sound" principle the insurance industry cares most. This paper intends to take automobile third party liability insurance as an example, to study the linkage of each variable and automobile insurance renewal. It is anticipated to find the relatively effect factors from current customer groups by adopting Logistic regression. The empirical findings of this research indicate that factors, such as marriage status, insurance-accepting area, way of payment, premium of towing-service card, have an impact on the renewal. It also provides adaptive measures of automobile insurance marketing strategies for reference of the property insurance companies while making strategies of their own.

So that a new liability foundation of Compulsory Automobile Liability Insurance should be advanced. No matter the theory or legislation of strict liability is not very enough in Taiwan, so perspective of comparative law before the establishment of the new liability system is necessary. With reference to the comparative subject, this article select Germany, Japan and France whose compensation system is also the way of strict liability collocating with liability insurance. Expecting that through perspective of comparative law, the contents of strict liability could be more acquainted and useful to the establishment of the new liability system. At last, this article would attempt to establish the new liability system of Compulsory Automobile Liability Insurance Law. There are numerous researches related to marketing strategies and development trends of channel. This study empirically analyzes the contract quality and loss condition under various sales channels from a different angle. This article discusses auto liability insurance coverage including (1) collision (2) bodily injury (3) property damage liability by independent agents and exclusive agents. From further analysis of sample information provided by an insurance company with variables such as insurance age, sex, insurance amount, car brand and model, insurance premium, accident frequency, the following three points are understood: 1、Which of the channels, an independent agent or an exclusive agent, tends to sell insurance policy with higher protection? (to be discussed respectively in regard to three insurances) 2、Which of the channels, an independent agent or an exclusive agent, tends to sell insurance policy with a higher claim compensation ratio? (to be discussed respectively in regard to three insurances) 3、Which of the channels, an independent agent or an exclusive agent, has higher underwriting capability (through the observation of the loss ratio)? (to be discussed respectively in regard to three insurances) The empirical results show that with the verification of Tobit regression model, as far as the claim compensation ratio during the observation period of insurer’s information is concerned, there is an obviously negative relationship between exclusive agent channel and loss ratio in comparison with independent agent channel, which means that the claim compensation ratio of the insurance policy sold by an exclusive agent is lower than that of an independent agent. Moreover, as far as the loss ratio of the contract is concerned, with the empirical analysis of OLS regression model, there is also an obviously negative relationship between exclusive agent channel and loss ratio in comparison with independent agent channel, showing that the insurance policy sold by an exclusive agent has a better loss ratio than that of an independent agent. In addition to that, with the verification of Probit regression model, it is discovered that there is a positive relationship between an exclusive agent and a policy with higher protection when selling the collision insurance.

博士<br>逢甲大學<br>經濟學所<br>98<br>The purpose of this thesis is to empirically examine the risk characteristics of the imperfect risk classification policy, unlimited driver policy (ULDP) and limited driver policy (LDP), in Taiwan. In particular, this thesis is divided into two main parts. In the first part, the risk characteristics of the ULDP are considered as a benchmark analysis. In the second part, the risk properties of the LDP of a specific company are analyzed and the differences between the LDP and the ULDP are considered. Summarizing the results of the first part, since there are differences between rating factors and insured attributes, when the policyholder and the accident driver are different (PDD), age gap presents as husband/wife or parent/child disparity, and for PDD case risk is truly underestimated. Also, on regression analysis, the PDD case is riskier than when the policyholder and the accident driver are the same (PDS). For PDD case, a single male driver is more at risk, and the results imply that the main source of risk from the policyholder and the driver is the relationship between mother and child. In the second part, the conclusions are that for the LDP with PDD case, the policyholder and accident driver&apos;&apos;s age gap presents as husband/wife disparity, and the risk of LDP is lower than that of ULDP. In addition, for the LDP, the married policyholder is riskier than the single policyholder, and thus single policyholders purchasing LDP subsidize the loss from married policyholders. When grouped by marital status and gender, the loss of married female policyholders is the highest of any group for the LDP. From these findings, the excess loss problems exist in the LDP and can be mitigated by some basic mechanisms such as further classifying risk by marital status.

Moreover, the increment of number of policies will lead to the diversity of policy’s risk profile and characteristics which becomes a challenge for insurer to manage their portfolio. Therefore, a deep understanding of portfolio segmentation is important for the company to fine tune the pricing strategy and gain more profit. The project aims to discover portfolio clusters by using k‐means clustering algorithm and extract the rules of each cluster by developing classification model using Decision Tree algorithm. The result of the model shows that the clusters give different characteristics and behavior. Complement with KPI metrics, the company is able to monitor the performance of each clusters. So that, the company may use the analyses to optimize the strategy of growth and profitability.

Personalized automobile insurance mechanism posts challenges that are different from general driving behaviors analyzing in driver assistance applications. In this paper, a novel framework based on the boosted multiple kernel learning is proposed to reflect a driving risk level to each individual driver for automobile usage-based-insurance. In the proposed framework, a set of kernels is specified to represent the driving-oriented, driver-oriented, and lane-oriented attributes. These multiple kernels are carefully integrated by the AdaBoost technique to realize predicting. Experimental results on lab-recorded driving dataset in real-world conditions show the reliable performance of the proposed framework in terms of using different number of kernel scales and usefulness of different attributes.

However, claims adjusters of the property insurance company may not have enough right to negotiate the amount of compensation with victims. Neither defending the interests of the company nor dealing with the victim too long will be easy to raise the claims, and it will result in the insured faced with legal pressure. This study discusses the differences of insurance payments among three different property insurance companies under similar conditions of accidents and the same third party liability insurance coverage. Why do they have different results when dealing with claims? Send the questionnaires to other property insurance claims adjusters and mediation committee members, with their years of experience in handling car accident to determine. Why these insurance companies are difference to generate? This study finds that: in these three property insurance companies, A property insurance company property Insurance is more lenient in its claim and compensation, and it may be considered as the most insured service insurance company by the insured's position and legal liability. The voting rate of the mediation committee members accounted for 85.71%, and 88.31% of the high proportions were identified on the questionnaires of other property insurance adjusters. On the other hand, the mediation committee believes that the hardest property insurance company is 85.71% of the B property insurance company, and the reason for not enough for the claimant's amount of authority is 45.71 %, and 32.86% for the property company's control odds, and 21.43% for the adjuster's experience value is insufficient. Also, the most stringent and hardest property insurance company for claimants of other property insurance companies’ adjuster 85.71% of the B property insurance company. The reason for not enough for the claimant's amount of authority is 53 %, and 30% for the property company's control odds, and 17% for the adjuster's experience value is insufficient. Hope the claimant service of property insurance company could refer to this study analysis, and become the indicator when insureds select property insurance company of service quality. With the raise of consumers’ consciousness, various accesses to grievances and the quality of corporate service, the increasing demand of claim service causes the vicious cycle of the automobile insurance claim adjuster’s difficulty in dealing with claims cases, the predicament of training professional claim adjusters, the high dismiss rate, and the fresh graduates’ unwilling to be engaged in the job of automobile insurance claim adjusters. How to solve these problems is the main purpose of this study. I use qualitative research and adopt the strategy of the case study. Make, execute and amend the strategies by targeting the subject of the study and collecting international references, data and industrial information as well as the interview. Also, I do overall revolution for the automobile insurance claim systems based on organization, education and information aspects. Then, I explain the initial results of the case study of claim systems with many aspects. I suggest distribute into two parts, the first is how to re-enforce and execute these three aspects, and the other is to set profit canter from managing operation organizations, individuals, and the past systems of job responsibility to profit center. As putting the insurance theories into practice, salesperson is the front line role of checking insurance, evaluating the performance from how much insurance fee the company has earned to how much profit the company can earn. In this way, no matter salesperson, administration departments, insurance-checking and claims, they all have the same object which will make the company grow steadily and healthy.

Consumers only need to go through the Internet, whenever and wherever. The ground can meet the needs of online consumption. Therefore, the huge business opportunities created by the Internet are not only a battleground for various industries, but also a trend for the future development of the insurance industry. Although the insurance industry has generally used online insurance to assist in the operation of the business, it is still in the development stage and there is still more room for growth. Therefore, this study will study and make recommendations on the current practice of auto insurance network marketing in the insurance industry, in order to gain the advantage of the insurance industry in the field of auto insurance network marketing and increase market share. And we assume that, the negative binomial model with a regression component produces a reasonable approximation of the true distribution of accident than poisson model. We also present the bonus-malus system in Taiwan, to compare with the system we did.

However, data shows that customer renewal is quite low in Taiwan&apos;&apos;s automobile insurance industry. Since automobile insurance accounts for a high proportion of revenue, it has become increasingly important for insurers to find ways to maintain an on-going relationship with policyholders. This study examines the antecedents (e.g., customer satisfaction and customer loyalty) that determine customer repurchase intention in Taiwan&apos;&apos;s automobile insurance industry. The results show that both customer satisfaction and customer loyalty contribute to a high customer repurchase intention. Specifically, an insurer&apos;&apos;s reputation has a greater impact on customer satisfaction. The findings of this study may be suggestive for automobile insurance management.

碩士<br>國立高雄第一科技大學<br>風險管理與保險所<br>95<br>This study inspects that premiums, loss, the real gross domestic product, interest rate, automobile density and number of automobile accident have effects on the loss ratio of Taiwan automobile insurance whether it or not based on the time series way. Firstly, this study proceeds to the unit root test in order to check whether the data is stationary or not. If the data were un-stationary, the study would use the difference analysis to transfer the data into the stationary series. Then this study put premiums, loss, real gross general product, interest rate, automobile density and number of automobile accident into vector auto-regression model. Secondly, after building-up the vector auto-regression model, the study applies the impulse response analysis to analyze the influence of the insurance premiums when variables vary. Besides, this study uses the forecast error variance decomposition in order to realize what is the breeder causing the errors, insurance premiums or loss, when variables are forecasted. Finally, this study tests whether the loss ratio has underwriting cycle or not by using the second order auto-regression model, the result shows the loss ratio of Taiwan automobile insurance have underwriting cycle and its length is 5.6 years.

To operate general insurance in China, motor insurance should be the line most easy to start up and with the largest portfolio, therefore it is essential to any insurers who intend to enter China market to study carefully the practice of motor insurance in China market, and get them well ready to enter the market. This study explores what factors are essential for automobile damage claims. From the past experiences along with factor analysis this study aims to determine more accurate factors for setting up the automobile damage insurance premium. The data for this study is collected from an insurance company in Taiwan. The results show that for personal part, deductible, brand name, the insured’s gender, the gender and the age of the driver who causes the accident all have a positive relationship with predictor variables and dependent variable. The type of the insurance and the displacement of the engine of the car(how many C.C.)have a negative relationship. The results, to some extent, support this study’s hypothesis. In particular, it shows that positive factors have a lot to do with the characters of the driver who causes the accident. As a result, to determine the insurance premium based on the insured’s characters in not fair. Hence, the issue of adverse selection arises. This study further discovers the seriousness of automobile damage insurance’s adverse selection condition in Taiwan.

Therefore, our government formulated Compulsory Automobile Liability Insurance Law in 1996 in order to protect the rights of the invovled parties in the automobile traffic accidents. However, the Compulsory Automobile Liability Insurance Law still needs to be reviewed and improved by far, for example, at the beginning of drafting the Law, it only stresses to protect the rights and interests of the third victim party in the automobile traffic accident but ignores the protection of rights and interests of the insured party. The core concept of this study, is to pursue the optimal interests of the insured party and a third victim party to avoid suffering heavy losses and financial difficulties under the automobile traffic accident, and to expect that the loss and damages of the insured party and a third victim party can be quickly compensated through the compulsory liability insurance contract in order to minimize the damages of the traffic accident and revert to the previous state as soon as possible. And the study also hopes to provide a reference to lawmakers for future revise practices.
