Abstract:
Purpose The purpose of this study is international business strategy (IBS) has evolved into a complex and vast domain of study. Given this fact, the author first proposed a set of screens that a firm’s IBS manager was required to assess before venturing into a foreign country. Then the author developed an integrated IBS framework to secure a holistic view regarding IBS. Finally, the author proposed a typology to classify IBS archetypes. Design/methodology/approach The author undertook a systematic and integrated literature review of IBS literature. The literature review was carried out with a conceptual perspective in mind. Incremental and argumentative logic was applied to develop the integrated IBS framework from a wide domain of literature. Furthermore, the typology on IBS initiatives was also developed based upon a classification scheme developed in the framework. Findings The author developed the integrated conceptual framework based upon six building blocks which were conceptual elements. The framework consisted of the antecedent variable as internationally deployable organizational resources and capabilities (IDORC), the mediating variables as internationally implementable organizational process (IIOP), internationally executable practices and activities (IEPA) and international market product service offerings (IMPSO). The moderating variable was international initiatives management direction and control (IIMDC), while the dependent variable was international market performance assessment (IMPA). Thus, IDORC, IIOP, IEPA, IMPSA, IIMDC and IMPA were the building blocks of IBS framework. There were 12 types of IBS typologies based upon the dominant role played by the home and host countries in the six building block elements of IBS mentioned. The 12 typologies were domestic reproduction (DR), foreign country centric offerings (FCCO), international offerings perspective (IOP), foreign country-driven activities (FCDA), international-driven activities (IDA), foreign country-driven process (FCDP), international-driven process (IDP), foreign country initiatives domestically controlled (FCIDC), international initiatives domestically controlled (IIDC), international initiatives home-dominant foreign dyad controlled (IIHDFDC), international independent initiative (III) and international coordinated network approach (ICNA). Research limitations/implications In this study, an integrated framework on IBS was developed. In the theoretical framework, antecedent (DORC), mediating (IIOP, IEPA and IMPSA), moderating (IIMDC) and dependent variables (IMPA) have been incorporated. This was the first theoretical contribution of this paper toward IBS theorization. Second contribution of this paper was toward typology development regarding IBS initiatives archetypes. The 12 typologies were DR, FCCO, IOP, FCDA, IDA, FCDP, IDP, FCIDC, IIDC, IHDFDC, III and ICNA. The IBS typology is based upon the six constituent concepts developed from literature. Practical implications Managers who are responsible for the planning and execution of IBS initiatives could from the integrated IBS framework comprehend what would be the steps required to plan and execute an IBS strategy in its entirety for success in foreign markets. Furthermore, managers could understand the various mediation and moderation roles regarding the IBS factors present in any firm internationalization effort. This would help managers not only to amplify the mediating effects but also to tweak the efforts of moderation so as to arrive at better internationalization performance. The section on typology on IBS initiatives would help managers to secure a better fit for the IBS initiative of the firm. The typology would anchor managerial perspectives regarding how the home country firm organizational contributions on resources and capabilities, processes, practice activities and products and services need to be offered in foreign countries. Originality/value To the best of author’s knowledge, this is one of the first frameworks regarding an integrated perspective on IBS and a typology on IBS based upon a set of antecedent (resources and capabilities), mediation (process, activities and market offerings), moderation (management control) and dependent (performance) variables building on firm resource-based view perspectives.

Abstract:
The potential to conserve energy in an apartment building in Toronto, Ontario, Canada through the implementation of an advanced envelope system was explored in this study. This paper illustrates the possibility in reducing energy demand through an integrated design process (IDP), where research outcomes were incorporated into the architectural design. Using the floor plan and schematics provided by the designer, a building energy model was established in an advanced simulation program to evaluate the performances of nine low-energy envelope design strategies in reducing the heating and cooling energy consumption. Through this study, it can be concluded that performing detailed energy simulations early in the design process to identify which low-energy envelope strategies can be omitted or substituted in the final envelope design is crucial in identifying the most effective strategies for improving energy performance. This study also demonstrates the potential of collaboration between academia and industry in generating high performance buildings.

Abstract:
Unlike the situation in the past, when local government’s role was limited to service delivery, local government is now constitutionally mandated to play an expanded developmental role. As a “co-responsible” sphere of government, local government is obliged to contribute towards realising the transformative constitutional mandate aimed at social justice. South African scholars and jurists share the view that social justice is primarily concerned with the eradication of poverty and extreme inequalities in access to basic services, and aims to ensure that poor people command sufficient material resources to facilitate their equal participation in socio-political life. In order to enable municipalities to fulfil their broad constitutional mandate, the system of integrated development planning (IDPs) came into effect in South Africa in 2000. Each municipality is obliged to design, adopt and implement an integrated development plan in order to achieve its expanded constitutional mandate. The IDP is considered to be the chief legally prescribed governance instrument for South African municipalities. The purpose of this article is to explore and critically investigate the relevance and potential of IDPs in contributing towards the achievement of social justice in South Africa. This article argues inter alia that the multitude of sectors that converge in an IDP makes it directly relevant and gives it enormous potential to contribute towards social justice because, depending on the context, municipalities could include and implement strategies that specifically respond to diverse areas of human need. In this regard, the legal and policy frameworks for IDPs provide a structured scheme that could be used by municipalities to prioritise and meet the basic needs of especially the poor. Despite its potential, it is argued that the ability of IDPs to respond to the basic needs of the poor is largely constrained by a series of implementation challenges partly attributed to the underlying legal and policy framework.

Abstract:
An integrated care pathway (ICP) is an outline of planned care for a specific patient group. It highlights usual practice that is evidence-based, from which variations occur as health-care professionals use their professional judgement. The objectives of the study were to identify the key elements within an ICP, to formulate a checklist utilizing the ICP key elements, and to evaluate ICPs available from the UK National electronic Library for Health (NeLH) against the checklist. An ICP key elements checklist was produced from a review of ICP literature. In all, 90% of the ICPs evaluated contained a plan of anticipated care along some form of timeline, including processes and outcomes. Also, 70% of the ICPs evaluated did not contain a variance-recording framework. In addition, 70% of the ICPs evaluated did not contain any evidence of evidence-based best practice. This study shows that there is wide variability in the quality of the ICPs being developed in the UK National Health Service (NHS), and that the development of ICPs in many health-care organizations is inadequate. Variability of the ICPs being developed will have a direct impact on the quality of patient care, and improvements in care and service delivery may not be identified, implemented or reviewed. It is recommended that a tool be produced, which would provide a standard framework for NHS staff to follow when developing ICPs.

Introduction: The Integrated Care Pathway (ICP) represents a multidisciplinary outline of anticipated care, placed in an appropriate timeframe, to support patients with specific conditions or symptoms. The aim of this paper is to define the ICP for patients with melanoma referring to the “Istituto Dermopatico dell’Immacolata-IRCCS di Roma e Villa Paola” (“Center”). Methods and results: A multidisciplinary group (oncologists, dermatologists, surgeons, pathologists etc.) was defined as well as a facilitator to act as a link between all experts. The first step of ICP development was a review of current practice for patients with melanoma referring to the Center. This first step had the scope to define the multidisciplinary process map (a “picture” of the care plan) for patients with melanoma. The process map defined: i) the activities performed during delivery of care to the patients, ii) the responsibilities for these activities and iii) potential problem areas or opportunities for improvements. The process map formed the basis of the final ICP document. Conclusion: The adoption of melanoma ICP will allow the multidisciplinary group to ensure that clinical guidelines and available evidence are incorporated into everyday practice. Abstract State employment agency policies and practices vary widely in their level of commitment to improving access to integrated employment for people with intellectual and developmental disabilities (IDD). State IDD agencies are charged to seek creative approaches to policy formation, organizational change, and service provision that directly influence the development of employment opportunities. The goal of this study was to understand the promising practices and strategies being used by state intellectual and developmental disabilities agencies in order to understand what factors make these strategies successful, the lessons learned from implementation, and how the themes derived from this analysis can help to further articulate integrated employment as the preferred outcome for individuals with IDD. Semistructured, one-on-one telephone interviews with key state IDD agency personnel revealed six themes that were common across 30 state agency practices. These were (a) identifying barriers, (b) forming a coalition, (c) developing a mission and strategic plan, (d) aligning the infrastructure with vision and policies, (e) building stakeholder capacity, and (f) measuring progress and monitoring implementation. Recommendations are offered to state agency administrators to broaden perceptions about methods for expanding integrated employment options and outcomes at the systems level.

Local government community participation units or departments ineffectively and inefficiently operate based on the directive from their political organisations instead of achieving the objectives of the municipality as per the Integrated Development Plan (IDP). This has resulted in the marginalisation of the local communities on their participation in municipal governance which also has been exacerbated by the employment of employees based on political competencies rather than the unit’s core business requirements. On the backdrop of the above, this study aims to reveal municipal operational hindrances that prevent local communities to participate effectively in the eThekwini Municipality governance as permitted by South African local government legislation. This stated background has necessitated the study to adopt a qualitative approach whereby non-standardized interviews were conducted by the researcher to the sample size of 23. The findings of the study were analysed using NVivo software (version 10). The study revealed an extreme percentage (39%) of activities performed by Community Participation and Action Support Unit (CP&AS) which were based on coordinating unclear activities. Whereas, 22% were on capacity development of local communities, 12% on communication with internal and external stakeholders, 8% on monitoring and evaluation, 5% on policies, and 3% on partnership with other departments and spheres of government and elected officials and research respectively. The unbalanced and unclear activities performed by the respondents will assist the municipal decision-makers to understand the core causes of poor service delivery as it lies on the failure of the municipal officials to concentrate on their core business. This study contributes to the decision-makers’ understanding of the implications of using the municipal resources to advance political activities, consequently disadvantaging the alleged indigent local communities. The clearly demarcated roles and responsibilities of municipal employees guided by the core business of the units with clear performance standards and expected output set could eliminate the politics-administration dichotomy.

Purpose This paper aims to develop a framework for incorporating implementation indicators of corporate governance for municipalities in South Africa. In South Africa, there is a corporate governance framework (King III report) that is regarded as a seminal work applicable to both the public and private sectors. Despite its existence, municipalities still struggle to provide services to the citizens due to poor implementation. The poor corporate governance implementation in municipalities led to several issues such as loss of credibility for local government, little interests from investors to invest in municipalities, service delivery protests from communities, maladministration and unexpected change of leadership in municipalities without succession planning in South Africa. Design/methodology/approach The study conducted literature review to demonstrate the need for a framework to implement corporate governance in South Africa. Findings It is evident from the study that the municipal sector could improve its performance and practices of corporate governance, if the underpinning framework is adopted and implemented as a sector framework. The integration of governance elements during the development of the municipal sector integrated development plan (IDP) will facilitate a coherent base for good governance implementation practices. Research limitations/implications This research would go a long way in bringing out the anomalies that paralyse municipalities, the root causes of inefficiency and possible ways to rectify them. Practical implications This study offers a framework that can help the local government sector to improve on service delivery. Implementation of the framework can also assist municipalities in obtaining clean audits from the supreme audit institutions in their respective countries. Social implications The study has a huge social impact as it would help municipal officials take notice of the issues raised and act accordingly thus improving the life of citizenry. Originality/value This study adds value to the existing theoretical and conceptual issues that form the ongoing discourse on the implementation of corporate governance in local government, especially in South Africa, as the country is characteristic by corruption and maladministration.

Abstract:
A qualitative research approach was utilised with the goal to explore the views and interpretation of community members concerning the participation in the Integrated Development Plan (IDP) of the City of Johannesburg Municipality. The objectives were to conceptualise the legal and policy framework for the implementation of IDP's in South African municipalities (with reference to community/public participation); explore the nature and extent of community participation in the IDP processes (understanding of the IDP process and its meaning to the community); explore community participation in relation to decision-making in the process of IDP consultation, and make suggestions for advocacy on meaningful community participation to optimise the success of IDP in the City of Johannesburg Municipality. Using applied research made it possible for suggestions of meaningful community participation to optimise the success of IDP in the City of Johannesburg Municipality. A sample of 18 participants was drawn from Region E of which only 10 people participated, focusing on Alexandra as the population. The most suitable research design was a qualitative design with a collective case study. A focus group session was held with each of the two groups of participants. The focus group session with community representatives took place at the AlexSankopano multi-purpose main hall in Alexandra, whilst the session with the representatives of the City of Johannesburg municipality, took place at the boardroom of Region E offices in Sandton. Data collected were analysed using Creswell's data analysis spiral. The findings of the research showed that, although participation in the IDP of the Alexandra community which forms part of Region E of the City of Johannesburg Municipality was acknowledged, it was not meaningful and effective to the community and municipal officials. The above finding seems to suggest that the value of community participation for sustainable development in the community, as well as for nation building has not been realised.

Abstract:
Institutional Capacity has been a hidden factor that has not been given much attention in the service delivery protests that have seen many residents of the townships taking to the streets. The year 2005 saw the beginning of these protests right up to 2010. South Africa`s Constitution of 1996, has empowered municipalities through the developmental goals set out in chapter 7as well as the Bill of Rights. The Municipal Systems Act 32 of 2000 and the Municipal Finance Management Act of 2003 empowered all the municipalities to embark on a developmental agenda that is guided by the Integrated Development Planning (IDP). The IDP process has ensured that the needs of the communities are prioritised and are budgeted for. Hence the approval of the budget is tied to the IDP. Once the IDP is approved by the Council, outcomes and impact must be seen on the ground and this is not happening in most municipalities especially at Emfuleni Local Municipality. The completion of the IDP process is as a result of planning by all departments within a municipality. Once this is done, it is then that the budget is approved. In most cases implementation is the next step that should follow and this is not the case at Emfuleni Local Municipality. Programmes and projects do not reach the completion stage hence service delivery protests. The issue of capacity becomes a critical factor in that municipalities must be able to implement what was planned in the IDP. Currently it seems there are challenges that are caused by capacity problems and political interference in the administrative duties of the administrators. Much as it is admissible that South Africa has undergone political transformation, at the same time it is not excusable to fail when it comes to implementing projects that are planned for. It would seem that capacity challenges are not given proper attention as to whether managers and employees understand what needs to be implemented and how that should be done. Skills and qualifications are the most critical factors that need to be given serious attention when it comes to implementation of programmes and projects. By appointing incompetent people in critical position or politically connected people, the end product or the outcomes thereof are likely to be disastrous as this is revealed by service delivery protests. Project management and financial management skills are very critical when it comes to implementation of any projects. Hence the hypothesis of this study was formulated that due to lack of institutional capacity, Emfuleni Local Municipality was unable to implement the IDP to the satisfactory of the communities that they serve. In support of the empirical research, institutional capacity issues and problems were analysed. The research analysis and outcomes indicate that a majority of the employees used in the sample admit to the fact that lack of skills and political interference as well as misalignment of functions within departments result in the municipality not being able to function to its full capacity.

Integrated Development Plan (IDP) are required for municipalities to function effectively. Local municipalities in South Africa use IDPs as a method to plan for the present and future development in their respective areas.The primary objectives of this study was to assess factors that facilitate or hinder successful implementation of the prioritised programmes or projects in the Integrated Development Plan of the Molemole Local Municipality. The study used qualitative approach to collect data from municipal officials, municipal council and community representatives. The study revealed that the community were not aware of the programmes or projects identified in the IDP and that there is lack of capacity to effectively implement the IDP and, communication between municipal employees and the community is not perceived to be adequate.The study recommends that the municipality should conduct training, improve communication methods and conduct awareness on IDP processes.

The government has taken constructive steps to address the issue of poverty in South Africa. The principal strategy on the government, and for that matter municipalities for poverty alleviation is to promote sustainable development (better quality of life for all) through the process of integrated development planning (IDP). Municipalities are, by virtue of legislation, required by the Government to use Integrated Development Planning as the vehicle to improve and fast-track service delivery and development. One of the main objectives of the IDP is to promote sustainable development. The objective of this study is to determine the extent to which the IDP is used to promote sustainable development at Emfuleni Local Municipality (ELM). For the purpose of the study, the hypothesis was formulated that the implementation of IDP as a tool for promoting sustainable development within ELM is significant for improving service delivery and the living standard of local communities. To test the validity or otherwise of the hypothesis use was made of theoretical review of literature in promoting sustainable development at ELM. Further there was an empirical research method of open-ended questionnaires that was used to test attitudes and perceptions of municipal officials, IDP representatives and the community of ELM on the effectiveness of IDP. It was found among others that:The council and management of ELM consider the IDP as effective management tool in promoting sustainable development; ELM has elaborate plans and mechanisms for initiating programmes on the IDP; Public participation in the process needs to be intensified. While the municipality has achieved much success with the use of the IDP, the rural residents of ELM are largely ignorant of the process and its benefits. The study ends with recommendations for improvement of the IDP process.

Within the South African framework of transition, constitutional development and of the Municipal Systems Act of 2000, the Integrated Development Planning and budgeting processes represent a significant shift away from past planning approaches in South Africa. Hitherto, planning systems were largely technocratic,sectoral and failed to incorporate the views of local people. The current aim is to create Effective and efficient government systems and to integrate the various administrations of the constituent local governments into the new consolidated local governments. Ekurhuleni Metropolitan Municipality (EMM), one of the largest metropolitan municipalities in the country was a case study to examine this shift away from the past planning approaches to the new integrated approach. For the purpose of this study, integrated approach to service delivery is described as a process to ensure that the objectives and policies determined by the legislature will be uniformly interpreted and applied by all departments in municipal entity. Integrated development planning, budget reviews and performance monitoring systems focus on alleviating poverty and addressing past injustices and inequities through identification of programmes and projects that respond to the needs and priorities of local communities. There is a strong move towards a more integrated and participatory approach to local planning with varying success at incorporating sustainability principles throughout the process. The Municipal Systems Act makes it mandatory that all sectors and interested parties be consulted, and that has led to improved communication and cooperation between different spheres of government and the newly established local authority structures. Along with IDPs as the primary planning tool, Systems Act signify the deepening of democracy and good governance as it is mandatory for the participation of communities and various stakeholders through the ward committees. For the purpose of this study, a hypothesis was formulated that: IDP, Budgetary Planning and SDBIP are mutually dependent and key strategic thrusts in realizing the objectives of public finance within the local government context and yet, ineffective service delivery in EMM results from the inability to integrate its development plan, budget and service delivery budget implementation plans. To validate the hypothesis, theoretical exposition of concepts IDP, budget and service delivery budget implementation plan were explained. Empirical study was conducted which showed that, at Ekurhuleni Metropolitan Municipality: • There is an understanding of the importance of aligning planning systems, • Processes, systems and mechanisms to integrate all the planning systems are established, these are not effective because they are partially or not fully implemented, • Departments function independently. Communication systems and plans are developed; they are not effective, because new procedures are not communicated. Where these are, there is no guideline documentation. • There is much interference in the administrative functions by politicians. Officials who are responsible for budgets are not given space to perform their duties effectively without the influence of external or political thrust. The study concludes with recommendations for action to be taken by the Municipality towards the improvement of service delivery.

ENGLISH ABSTRACT: Local government in South Africa is mandated by legislation to develop an Integrated Development Plan (IDP) and a performance management system to direct and ensure the delivery of services to the communities that the municipalities serve. The implementation of performance management systems to plan, monitor and evaluate service delivery is not a new concept for the public sector. The development of the IDP and performance management system is an integrated process that requires municipalities to be able to align the planning, monitoring and evaluation processes. These processes should be undertaken to ensure that there is improved provision of service delivery. If planning processes fail to integrate performance management in the IDP and Service Delivery Budget Implementation Plan (SDIBP), monitoring and evaluation processes will not inform the affected municipalities on areas that must be improved to achieve better service delivery. In South Africa the importance of implementing a performance management system that is aligned with the IDP is enshrined in local government legislation. The implementation of the legislation to realise alignment is achieved through a systematic approach that starts with the way in which a municipality is institutionally arranged to promote performance, as well as the processes of developing the IDP as set objectives, key performance indicators and targets, and undertaking monitoring and evaluation processes to measure whether the IDP objectives and key performance indicators are achieved. The research is a case study reviewing the alignment of the IDP and performance management system of the Capricorn District Municipality (CDM). The study used purposive sampling and literature review to investigate the extent to which the IDP and performance management systems of CDM are aligned. The study recommends improvements that the CDM can implement to align the IDP and performance management system better based on the policy and legislative framework requirements for integrated development planning and performance management. It also suggests processes to develop the IDP and performance management system of the CDM and assesses the extent to which the CDM performance management system aligns with, and monitors and evaluates the IDP.
AFRIKAANSE OPSOMMING: Plaaslike regering in Suid-Afrika word deur wetgewing bemagtig om ‘n Geïntegreerde Ontwikkelingsplan [GOP] en prestasiebestuurstelsel te ontwikkel om rigting te gee en sodoende dienslewering aan die munisipaliteite wat hulle bedien, te verseker. Die implementering van prestasiebestuurstelsels om dienslewering te beplan, monitor en evalueer is nie ‘n nuwe konsep in die publieke sektor nie. Die ontwikkeling van die GOP en prestasiebestuurstelsel is ‘n geïntegreerde proses wat munisipaliteite in staat stel om die beplanning, monitering en evaluering in lyn met mekaar te stel. Hierdie prosesse moet onderneem word om verbeterde diensliewering te verseker. Indien beplanningsprosesse faal om prestasiebestuur te integreer met die GOP en die Dienslewering- en Begrotingsimplementeringsplan [DLBIP], sal monitorings- en evalueringsprosesse nie die betrokke munisipaliteit kan inlig rakende areas wat moet verbeter om beter dienslewering te bereik. In Suid-Afrika is die belangrikheid om ‘n prestasiebestuurstelsel te implementer wat in lyn is met die GOP, vasgelê in plaaslike bestuur wetgewing. Abstract:
The dawn of democracy and adoption of the new constitution heralded in a new political dispensation for South Africa. These development set local government in a new path as various pieces of legislations and policies were passed to transform local government from fragmented and racially – based municipalities into democratic and non – racial entities. Transformation did not end on amalgamation of racial municipal entities and change to racial composition of the administration staff but has to transcend beyond to ensure accountability, transparency, responsive and participation of communities in the affairs of local government to promote good governance. The Sedibeng District Municipality (SDM) established various structures, systems and processes intend on promoting transformation. However, its process of transformation is limited only to the structure and composition of the administration. Little was done to transform the reigning culture which has its roots in the apartheid past, despite the existence of policies including the White Paper on the Transforming Public Service Delivery (Batho Pele). Accordingly, the existence of new structures, systems and processes failed to curb corruption in the ranks of Sedibeng District Municipality. Currently, a number of staff members are facing various charges of fraud and corruption. The Auditor – General have found that millions of rands have spent without proper procedure being followed. The state of affairs give indications that existing structures, systems and processes are not solid enough to curb corruption. Furthermore, the situation is accentuated by the municipality’s failure to involve communities in the affairs of the local government. Communities are only used to rubber – stamp processes and programmes that are imposed by the municipality. This renders communities and community organisations useless and ineffective in holding the councillors accountable. Against the background of the problem statement, the hypotheses of the study were formulated as follows: * There is a non – compliance of municipal regulations required for transformation and good governance at Sedibeng District Municipality. * The leadership of the municipality does not possess adequate knowledge and the political will to monitor and ensure consistent adherence to regulations as required by law to promote transformation and good governance. The study utilized both qualitative and quantitative research methods. The study involved a number of techniques to gather information which includes literature study and empirical research. The findings of the study prove that there is a high level non – compliance of municipal regulations required to promote good governance at Sedibeng District Municipality. The responses of senior management also prove that there is a clear lack of leadership in the Sedibeng District Municipality. The study offers significant recommendations to improve the situation. The intend of the study was to explore and open avenue for further research in the field of change management (transformation of behaviour and culture), impact of cadre deployment in municipal performance and idea of public participation and involvement in the affairs of local government.

Before the historical democratic elections of 1994, South Africa did not have a culture of actively engaging communities in local government affairs. Democracy brought emphasis to transparency in municipal activities, and greater public accountability. It is legislated in South Africa that local governments should interact with communities in an endeavour to carry out the responsibilities of service delivery to ensure growth and development in a manner that promotes and enhances community participation and accountability. However, integrated municipal development planning, budgeting, local economic development projects, and various forms of municipal partnerships, are all issues which require effective community participation processes. Local government as a sphere government closest to the people is now expected to engage communities through exploring sustainable strategies as mechanisms which, within the context of this study, bring about effective public participation. In this regard, an effective, efficient, vibrant and innovative local government system that is accountable to local communities is of obvious importance. The local government has a key role to play in ensuring that people receive quality leadership and a sound and stable local democracy. Section 153 of the Constitution of the Republic of South Africa, 1996 (Act 108 of 1996) spells out two important developmental duties of a municipality: * To structure and manage its administration and budget planning process so as to give priority to the basic needs of the community and to promote the environmental and socio-economic development of the community: and * To participate in national and provincial development programmes. The purpose of this study was to determine a variety of effective channels or mechanisms and processes for public participation in the integrated development planning (IDP) and budget process in the Tlokwe Local Municipality. It also focuses on the policy and legislative framework underpinning public participation in the IDP and budget processes. The study further considers that legislation requires that the IDP process of Tlokwe Municipality should structurally incorporate the voice of the community which will be affected by planning. The researcher used a qualitative method to determine how Tlokwe Local Municipality addresses the needs of the local community to enhance participatory democracy. The study established that there are a number of challenges facing the municipality which are barriers to effective participation. Several of these challenges relate to the poor and the marginalised groups which still have far too little influence in the affairs of the municipality.

The chapter concludes by presenting four lessons emerging from the efforts at integrating climate information into the strategic planning process in Lusaka, Zambia: Lesson (1) Trust and relationships are key to sharing data and information needed to build a compelling case for managing climate risks; Lesson (2) Enable a variety of stakeholders to engage with climate information; Lesson (3) There needs to be an enabling legal, policy and financing framework; Lesson (4) Prepare to meet resistance; skilled intermediaries and city exchange visits help.

Abstract:
Nova Gas Transmission Ltd. (NGTL) has been developing integrated turbine fuel control systems since the late 1980s. This is part of a long term vision to completely integrate the control systems at its compressor stations. These systems are integrated into the “off the shelf” Programmable Logic Controller (PLC) used for unit sequencing and shutdowns. As part of this effort NGTL began development of a fuel control system for the General Electric LM-1600 gas turbines in 1993. These systems, now successfully in service, proved to be the most challenging to develop. NGTL uses gas turbine packages, eleven of which are LM-1600s, to drive the compressors used in its gas pipeline system. This paper includes some brief background reasons why NGTL has chosen to develop fuel control systems and describes in detail the development of the fuel control system for the LM-1600. Discussion of the control challenges of the LM-1600 includes fuel throttle valve and actuator selection and options, control system hardware and software development (consistent with the General Electric Installation Design Manual (IDM) requirements) and, engine model development. The model application, office testing, site performance testing and the static and dynamic test results are also discussed. The paper also describes NGTL’s future plan for installation of LM-1600 fuel control systems on its fleet.

Abstract:
Addressing the public health threat posed by AMR is a national strategic priority for the UK, which has led to both a 20-year vision of AMR and a 5-year (2019 to 2024) AMR National Action Plan (NAP). The latter sets out actions to slow the development and spread of AMR with a focus on antimicrobials. The NAP used an integrated ‘One-Health’ approach which spanned people, animals, agriculture and the environment, and calls for activities to “identify and assess the sources, pathways, and exposure risks” of AMR. The FSA continues to contribute to delivery of the NAP in a number of ways, including through furthering our understanding of the role of the food chain and AMR.Thorough cooking of food kills vegetative bacterial cells including pathogens and is therefore a crucial step in reducing the risk of most forms of food poisoning. Currently, there is uncertainty around whether cooking food is sufficient to denature AMR genes and mobile genetic elements from these ‘dead’ bacteria to prevent uptake by ‘live’ bacteria in the human gut and other food environments - therefore potentially contributing to the overall transmission of AMR to humans. This work was carried out to assess these evidence gaps.
