Abstract:
Cette thèse étudie le choix des régimes de change dans des contextes économiques particuliers. La première partie (Chapitres 1 et 2) considère le cas des petits pays dont les dettes sont libellées en monnaies étrangères et celui d’une région constituée de tels petits pays lorsqu’il existe une similitude dans la composition des paniers définissant leurs taux de change effectifs. La deuxième partie de la thèse (Chapitres 3 et 4) se penche sur la considération des différents régimes de change dans le contexte monétaire de trappe à liquidité comparativement à un environnement monétaire traditionnel. En se basant sur une modélisation théorique de type DSGE, l’économétrie bayésienne et des données de panel, la thèse utilise principalement l’analyse des fonctions de réponses, de bien-être et de désalignements monétaires comme critères de comparaison de plusieurs régimes monétaires alternatifs. Les principaux enseignements de cette thèse se résument ainsi. Le change flexible semble être le meilleur régime pour des petites économies ouvertes comme ceux de l’Asie du Sud-Est. Au niveau régional, il est montré le ciblage effectif conduit à une stabilité des taux de change bilatéraux de la région, une sorte de fixité des taux de change qui ressemblerait à une zone monétaire de facto. Dans le contexte monétaire de trappe à liquidité, on trouve que,contrairement à la croyance commune lors la crise de la zone euro, l’union monétaire est plus performante que des politiques nationales de change flexible. Seule une intervention sur le taux de change nominal pourrait permettre au régime de change indépendant de dominer l’union monétaire. A travers une analyse théorique et empirique de l’effet de la trappe à liquidité sur l’ampleur des désalignements monétaires, il est aussi montré que la contrainte ZLB tend à réduire le désalignement monétaire dans une union monétaire comparativement aux politiques nationales de flottement.Cela plaide en faveur du renforcement de l’intégration monétaire au sein d’une union durant la période de trappe à liquidité
This thesis investigates the choice of exchange rate regimes in specific economic contexts. The first part of this work (Chapters 1 and 2) considers the case of small open economies with foreign-currency denominated debt and that of a region where there is a similarity among trade-weighted currency baskets of countries. The second part of the thesis (Chapters 3 and 4) focuses on the study of exchange rate regimes and monetary integration in a liquidity trap environment relative to “tranquil” times. Based on dynamic stochastic general equilibrium (DSGE) models and Bayesian and Panel data econometrics, the thesis mainly uses the analyses of impulse responses, welfare and currency misalignments as comparison criteria among alternative currency regimes.The key lessons from this work are summarized as follows. For small open economies heavily in debted in foreign currency, like those of Southeast Asia, the flexible exchange is the best regime, followed by intermediate and fixed exchange rate regimes. At the regional level, it is shown that the exchange rate targeting regime leads to a stability of intra-regional bilateral exchange rates, which is a sort of fixity of exchange rates similar to a “de facto currency area”. In the context of a liquidity trap, we find that, contrary to common belief during the Euro area crisis, the currency union welfare dominates the independent floating regime. Only a central bank intervention in the form of a managed float policy could allow the independent floating to outperform the monetary union.Through both the empirical and theoretical analyses of the liquidity trap effects on currency misalignments, it is shown that the ZLB constraint tends to reduce currency misalignments compared with the independent floating policy. This suggests a reinforcement of the monetary integration within a monetary union during the liquidity trap

Abstract:
There is an unexplained gap in employment between native-born and foreign-born women in most European countries and it is not evident how it can be closed. This essay studies some possible explanations of the gap by looking at the effect of childcare costs and integration policies, through regression analysis. The individual effects are not significant, but the results do however give some indication that the degree of integration policies in a country can change the effect of welfare policies such as childcare.

Abstract:
UK integration policies were fundamentally transformed when the former Labour Government replaced the philosophy of 'multiculturalism' with the policy of 'community cohesion'. The retreat from multiculturalism was based on the perception that the policy creates 'separateness' between communities by focusing on the different ways of life of the various ethnic communities. As the integration policy shifted towards a 'Community Cohesion Agenda' (CCA), it became focused on regeneration of community values through building strong cross-community ties. However, this shift has caused controversy among, not only academics, but also ethnic minorities on the ground. It is alleged that some aspects of the rationale and mechanisms of the community cohesion approach are questionable. In particular, it is noted that the CCA focuses on the race, ethnicity and religion of immigrants to the UK. In the light of these recent debates, this thesis explores and assesses the foundations, rationale, and mechanisms of the CCA by analysing some 'community cohesion' policy interventions in the Bangladeshi community of Aston, Birmingham. From the research, it appears that there is a great deal of confusion among the policy actors in the field regarding the fundamental conception of 'community cohesion' and its approaches and mechanisms. In addition, it appears that the CCA is based on some contested perceptions regarding the multi cultural communities of the UK. In many cases, the CCA is considered to be assimilatory and, even, biased against particular ethnic minority groups (e.g. South Asian Muslims). Moreover, the research reveals specific failings of the CCA. For example, failure to understand the inherent complexities of ethnic minority communities and inadequate handling of various issues that beset disadvantaged communities (e.g. gender dynamics, youth provision). Thus, the research advocates for a broader agenda, the multiple inequality agenda, with an objective to counter all inequalities.

Abstract:
The research on the integration of immigrants has become important during the last decades and the ways of measuring the integration of immigrants became more specific and specialized. In this study, the integration of Moroccan immigrants in the Valencian Autonomous Community of Spain was selected, considering that it is one of the most numerous foreign conglomerates and the one that contribute most to the economy of the Valencian Community.   The study aims to investigate whether Moroccan immigrants are integrated into the Valencian Community and what is the role of government integration plans to achieve this integration. This study was divided into two stages, first, an analysis of the plans to know the rights and guarantees of Moroccan immigrants in the Valencian Community and second, a field study where Moroccan immigrants were interviewed to know their level of interaction with the host society.   The study takes the Spencer and Charsley Domain Model, to analyze the integration processes of Moroccan immigrants through different domains, such as social, structural, cultural, civic, or in relation to identity. During fieldwork, interviews were conducted using specific measurement indicators, such as the level of participation in the labor market, access to training and education, the level of social interaction with the community, the change of values or in their lifestyle and the sense of belonging to the host country, among others. Also, the gender and age of the immigrants were considered.   The study concludes that the integration plans have an important role in the integration process by providing an equal opportunity base for immigrants. However, Moroccan immigrants, have weak ties at a cultural and social level with Spain, despite expressing their willingness to stay in Spain.
La investigación sobre la integración de los inmigrantes ha cobrado importancia durante las últimas décadas. A su vez las formas de medir la integración de los inmigrantes se han vuelto más específicas y especializadas. En este estudio se seleccionó la integración de inmigrantes marroquíes en la Comunidad Valenciana de España, considerando que es uno de los conglomerados extranjeros más numerosos y el que mas aporta a la economía de dicha comunidad.Este estudio tiene como objetivo investigar si los inmigrantes marroquíes están integrados en la Comunidad Valenciana y cuál es el rol de los planes de integración gubernamentales en esa integración. La investigación se dividió en dos etapas, en primer lugar, un análisis de los planes para conocer los derechos y garantías de los inmigrantes marroquíes en la Comunidad Valenciana, y en segundo lugar, un estudio de campo donde se entrevistó a los inmigrantes marroquíes para conocer su nivel de interacción con la sociedad de acogida.El estudio toma el Modelo de Dominio de Spencer y Charsley, para analizar los procesos de integración de los inmigrantes marroquíes a través de diferentes dominios como el social, estructural, cultural, el cívico y en lo concerniente a su identidad. Durante el trabajo de campo se realizaron entrevistas utilizando indicadores de medición específicos, tales como el nivel de participación en el mercado laboral, el acceso a la formación y educación, el nivel de interacción social con la comunidad, el cambio en sus valores o en su estilo de vida y el sentido de pertenencia con el país anfitrión. Además, se consideró el género y la edad de los inmigrantes entre otros factores.El estudio concluye que los planes de integración tienen un papel importante en el proceso de integración al brindar una base de igualdad de oportunidades para los inmigrantes. Sin embargo, los inmigrantes marroquíes, tienen lazos débiles a nivel cultural y social con España a pesar de manifestar su voluntad de permanecer en el país.

Abstract:
The research addresses the relevant contradictions of European Roma inclusion policy-making. The situation which many Roma in European societies experience nowadays combines deprivation and exclusion on the grounds of civil and political recognition, cultural identity and minority rights, and socio-economic justice in (re-)distributing resources. The recent European call for specific Roma-targeted policies is also articulated in these three discourses of inclusion, whether these policies should be based on their distinctive ethnic identity to be emancipated, legally- and politically-defined citizenship to be enforced, or socio-economic precariousness to be improved. Each of these three discourses addresses different type of inequalities; sometimes they can complement each other in promoting substantial equality, whereas at other times one politics of inclusion can reinforce the existing inequalities of another type. These domains are closely connected with and burden one another reciprocally – in the sense that better solutions of the problems of one domain can increase the problems in another and well-intended policies can thus turn into new forms of exclusion. The research confirmed the uncertainty among international policy-makers regarding what should serve as a conceptual base for European Roma inclusion policies. It furthermore traced a lack of attempts to reconcile the identities of passive service recipients and those of actively claiming citizens. It also revealed that most of the policies are designed within patron-client relationship where the benefits of patrons exceed the benefits of activated Roma. Finally, it proposes to recalibrate inclusion policies towards accentuating socio-economic rights and concludes that integration through-and-to low-skilled job does not meet the objective of inclusion.

COORDENAÇÃO DE APERFEIÇOAMENTO DO PESSOAL DE ENSINO SUPERIOR
Este trabalho analisa comparativamente, sob uma perspectiva neo institucionalista, dois projetos distintos de integração regional: União Européia - fruto de um processo que remonta à década de 1950, mais institucionalizado, com maior delegação a órgãos supranacionais e também maior número de estados membros, e Nafta - mais recente, de caráter intergovernamental, ênfase em mecanismos de solução de controvérsias, menor número de estados, grande disparidade de poder entre as partes e onde, aparentemente, a lógica de mercado se sobrepõe à ética ambiental - no que diz respeito à incorporação e administração da agenda ambiental. Tal análise é realizada a partir do estudo do desenho institucional de cada projeto. Especial atenção é dada às instituições, órgãos, atores e mecanismos relacionados ao estabelecimento, execução e fiscalização de políticas ambientais. Os resultados obtidos indicam como o desenho institucional de Nafta e da UE reflete o modo como as questões ambientais são incorporadas e tratadas nestes arranjos.
This Project compares, under an institutionalist perspective, two distinct regional projects: The European Union - a product of a process initiated in the 1950 s, with higher level of institutionalization and delegation to supranational bodies and with also more member states, and the North American Free Trade Agreement (Nafta) - a more recent venture, of intergovernmental character, with emphasis on mechanisms of dispute resolution, less states and sharper differences between the parties, where the logic of the market seems to lie above environmental ethics - regarding the incorporation of an environmental agenda within regional institutions, as well as the management of this agenda. Such analysis is performed through the study of the projects institutional design. Special attention is given to institutions, bodies, actors and mechanisms dealing with environmental policies establishment, execution and enforcement. The results obtained indicate what does Nafta and EUs institutional designs can tell about the incorporation and treatment given by these regional arrangements to environmental affairs.

Cette thèse propose une analyse de certaines des politiques considérées actuellement comme étant des éléments-clé de toute stratégie de développement, avec l’objectif de contribuer au récent débat sur le développement international. Je considère en particulier l’élaboration, la mise en oeuvre et l’évaluation des politiques de protection sociale, de développement participatif et d’intégration régionale. Le premier chapitre repose sur l’idée que, pour être efficaces en matière de réduction de la pauvreté, les politiques de protection sociale doivent avoir pour double objectif de permettre aux ménages pauvres d’accéder à des ressources suffisantes pour satisfaire leurs besoins de base, ainsi que de réduire le risque auquel les ménages non pauvres sont confrontés de voir leur niveau de bien-être diminuer sous le seuil de pauvreté. Je propose une méthode permettant d’estimer le degré de vulnérabilité à la pauvreté des ménages. La vulnérabilité est ici définie comme la probabilité pour un ménage de se trouver sous le seuil de pauvreté dans le futur, étant données ses caractéristiques actuelles. Dans le second chapitre, je me place dans un contexte de ciblage des programmes de protection sociale par un score approximant le niveau de vie (proxy-means testing). La précision, et donc l’efficacité, de cette approche pour identifier les ménages pauvres dépendent de la capacité à prédire avec exactitude le niveau de bien-être des ménages, laquelle découle de la sélection de variables pertinentes. Je propose une méthode basée sur l’estimation d’un échantillon aléatoire de modèles de consommation, pour identifier les variables dont la corrélation avec le bien-être des ménages est à la fois élevée et robuste. Ces variables appartiennent à différentes catégories, y compris la possession de biens durables, l’accès aux services d’énergie domestique et d’assainissement, la qualité et le statut d’occupation du logement, et le niveau d’éducation des membres du ménage. Les troisième et quatrième chapitres de cette thèse proposent une analyse ex-post des politiques de développement, et portent en particulier sur les conséquences inattendues d’un programme de développement participatif et les raisons de l’insuffisante performance de politiques d’intégration régionale, respectivement. Le troisième chapitre évalue dans quelle mesure la réaction des deux groupes rebelles présents aux Philippines face à la mise en oeuvre d’un programme participatif d’aide au développement est compatible avec l’idée que ces deux groupes ont différentes idéologies, caractéristiques et raisons pour lutter contre le gouvernement. Il utilise une base de données collectées en utilisant les reportages d’un journal local concernant les épisodes de guerre impliquant ces deux groupes, ainsi que les prédictions d’un modèle d’insurrection basé sur la recherche de rente (rent-seeking). Les résultats sont conformes à la classification proposée de ces deux groupes rebelles ; leur réaction face au projet dépend de leur position idéologique. Le dernier chapitre analyse l’impact des guerres civiles en Afrique sur la performance des communautés économiques régionales, approximée par la synchronisation des cycles économiques des différents partenaires régionaux. Les résultats montrent que la synchronisation des cycles économiques diminue avec l’occurrence de guerres civiles, non seulement pour les pays directement affectés, mais également pour leurs voisins en paix
In this thesis, I aim to contribute to the recent international development debate, by providing an analysis of some of the policies that are considered key elements of a development strategy. Focusing on social protection, community-based development and regional integration, I consider aspects related to their design, implementation and evaluation. In the first chapter, I propose a method to estimate ex ante vulnerability to poverty, defined as the probability of being poor in the near future given one’s current characteristics. This is based on the premise that effective social protection policies should aim not only to help the poor move out of poverty, but also to protect the vulnerable from falling into it. In the second chapter, I consider the issue of identifying the poor in a context of targeting social protection programs using a Proxy-Means Testing (PMT) approach, which precision, and therefore usefulness relies on the selection of indicators that produce accurate predictions of household welfare. I propose a method based on model random sampling to identify indicators that are robustly and strongly correlated with household welfare, measured by per capita consumption. These indicators span the categories of household private asset holdings, access to basic domestic energy, education level, sanitation and housing. The third and fourth chapters of this thesis provide an ex-post analysis of development policies and focus in particular on the unintended consequences of a community-driven program and on the reasons for the lack of progress in regional economic integration. The third chapter assesses whether the reaction of the two distinct rebel groups that operate in the Philippines to the implementation of a large-scale community-driven development project funded by foreign aid is consistent with the idea that these two groups have different ideologies, characteristics and motives for fighting. It is based on a unique geo-referenced dataset that we collected from local newspaper reports on the occurrence of conflict episodes involving these rebel groups, and on the predictions of a rent-seeking model of insurgency. The findings are consistent with the proposed classification of the rebel groups; the impact of the foreign aid project on each rebel group depends on their ideological stance. In the last chapter, I analyze how civil conflicts affect the economic fate of African regional economic communities through its effect on the synchronicity of regional partners’ economies. I find that conflict decreases business cycle synchronicity when it occurs within a regional economic community, both for the directly affected countries and for their more peaceful regional peers

Abstract:
It may take several years for a refugee in Sweden to establish on the labor market. The slow establishment is particularly problematic for female refugees. Compared to men, low-skilled women and women with young children experience major disadvantages. In Sweden, refugees were offered a voluntary program with measures to ease the integration into the labor market. On December 1, 2010, the enacting of the so-called Establishment reform, which was carried out in order to speed up the refugees’ labor market entry, changed that program. Newly arrived refugees were then offered participation in an Establishment program at the Public Employment service instead of an Introduction program offered by the municipalities. This thesis provides an evaluation of the Establishment reform. The aim is to analyze the employment rates two and three years after enrollment in the program. The applied approach is to compare the outcome for the refugees participating in the Introduction program with the outcome for the refugees participating in the Establishment program, while controlling for important observables. This is possible by using Swedish register data on all immigrants given residence permit in Sweden 2009-2011. The findings from the evaluation provide evidence that the Establishment reform has had a small but significant effect on the probability of being employed. Those participating in the Establishment program showed higher employment rates compared to participants in the previous Introduction program. This association was evident for both women and men. Among low-skilled women, co-resident mothers, and women with young children, no significant increase in the probability of being employed was observed. It thereby seems like the reform at large has had a positive effect but that more effort is needed for those with the initially largest disadvantages.

As a multiracial country, one of the main concerns of Malaysia is maintaining political and economic stability in the process of achieving national integration. The plurality of society is a legacy of British colonialism and has contributed to occupational and geographical segregation between the ethnic groups. Economic disparities between each ethnic group has been a source of ethnic conflict. In 1970, the Government formulated the New Economic Policy, a preferential treatment policy which favours the Bumiputera over the non -Bumiputera. The objectives of the policy are, first, to restructure society so as to eliminate the identification of race with economic functions and, second, to eradicate poverty. However, while the Bumiputeras benefited from the affirmative action programmes, the non-Bumiputeras, especially the Chinese, were alienated by them and this lead to rising ethnic tension. Residential segregation had divided the two ethnic groups further. One part of the New Economic Policy is designed to foster better social relations between ethnic groups by fostering greater ethnic mix within residential areas. The aim of this study is to investigate social interaction patterns and levels of integration between Malays and Chinese who reside in different types of residential areas, that is mixed and monoethnic. The implementation of the housing mix policy is interpreted as the Government's intention to overcome residential segregation and thereby integrate different ethnic groups. The policy is one of the ways of bringing the two ethnic groups into closer contact with each other in the hope of promoting better social interaction and integration. The first task of the research was to establish the rationale behind the policy on residential and ethnic mix and secondly to find out if there were any significant differences in the form of socialising patterns and integration levels between the ethnic groups residing in different types of residential areas. The study involved the use of interviews and social survey as methods of gathering information. Kuala Lumpur, the capital city of Malaysia was chosen as the case study because it represented the plurality in society. Surveys were carried out in residential areas that were both ethnically mixed and monoethnic. The findings of the study suggested that there are differences in social relationships and levels of integration between Malays and Chinese who live in the different types of residential areas. Those who lived in mixed areas were found to be more socialised and more integrated than those who lived in monoethnic areas. However, the effect of the types of area was not strong as a determinant of social interaction and integration and other non spatial factors were more important. Factors like socialising patterns and place of employment also explained social interaction and integration. Those who socialised with other ethnic groups were found to be more integrated than those who did not. Malays were also more integrated than non-Malays. The study also found differences in gender and age. Although there was an area effect, it was not the same for Malays and Chinese from different income groups and educational levels. The findings have important policy implications.

Abstract:
Since the end of 1990s, a growing number of countries in Europe have introduced a new kind of integration measures, the so-called civic integration policies.

Formulated for the first time in the Netherlands in order to deal with the persistence of integration difficulties and the social cohesion concerns, these policies demand migrants to fulfill mandatory integration requirements in order to obtain the residence permit, its renewal, or the citizenship.

Among the other countries, Italy introduced a similar policy in 2009, the Integration Agreement (IA). The Italian example appears particular interesting, since this country looked like the less probable one that could choose a similar solution.

Examining the dynamics behind the adoption of the IA represents, therefore, a valuable opportunity not only to understand the Italian case, but also to highlight the mechanisms that have facilitated the diffusion of these policies in Europe.

The research highlights two main aspects. On the one hand, several politicians in different countries have proposed these solutions because they represent quite useful political resources in dealing with the “democratic impatience” of our political systems (Vermeulen and Penninx 1994). On the other hand, the building up of the EU and the growing interconnections of the national policy communities in this policy sector have played an indirect but not residual role in facilitating the convergence of the European countries towards similar solutions.

The central theme of this study is the relationship between culture and polity in a transnational setting. The conceptualisation of culture-polity relationship has been largely dominated by the classical model of the nation-state in which officially sanctioned, territorially bounded culture is thought to generate among the population a sense of belongingness to a shared community, thereby strengthening legitimacy of the polity. The question, then, is whether such a strong, reciprocal link between political and cultural integration is being replicated at the level of the European Union. This study analyses the EU's cultural schemes encompassing education, audiovisual media as well as traditional arts, focusing on different and often conflicting views on culture advocated by various policy actors in which different visions of European society and governance are implicated. Through the systematic examination of specific EU cultural policy measures, the thesis puts forward two main arguments. Firstly, in the course of the development of EU cultural policy, the notion of culture modelled on state-sanctioned, unified national culture has given way to a focus on more market-oriented, pragmatic aspects of culture. Secondly, this change in the conceptualisation of culture is related to a new way of organising cultural spaces in which the networking and exchanges of cultural professionals and organisations play a central role. The thesis concludes that so far the EU has not had much success in articulating a viable model of culture which could reconcile the twin ideal of unity and diversity in the context of contemporary Europe.

The objective of this thesis is to examine the nature of health care system change in the Czech Republic and Hungary after the collapse of communism. In order to do so, the thesis focuses mainly on Europeanization and New Institutionalism as competing approaches in explaining domestic changes in Central and Eastern European Countries. While doing so, first this study tries to explore whether Europeanization is one of the main determinants in the transition process of the health care systems of the Czech Republic and Hungary and discusses the EU-level policies, laws and regulations related to the health care sector. Second, the study looks through the historical legacy and path dependency theories as branches of the New Institutionalist approaches to investigate the transition of the health care systems of case countries. The review of the related literature and empirical case studies exhibit that the transformation process of the health care systems of the Czech Republic and Hungary were possibly affected by many factors and it would be misleading to attribute all consequences to only one determinant. In this respect, the main argument is that the Europeanization effect is weak compared to the New Institutionalism approach in explaining the transition process of health care systems of Hungary and the Czech Republic
however, there are strong opportunities for EU institutions to shape the future contours v of health care systems and public health programs in Hungary and the Czech Republic.

In the last decade, there has been a diffusion of civic integration policies in Europe, which requires immigrants by certain category of entry to accomplish integration tests for acquisition of residence. Despite a flurry of literature based on civic integration policies, attention drawn to the implication of these policies has been quite rare. This thesis examines how civic integration strategies associate with immigration, and tests if civic integration policies are connected to variations of immigration by certain category of entry. I argue in this thesis that the conditional factor in civic integration policies creates a barrier for affected migrants and their possibility to gain long term residence in the host country. Based on theories of immigrant integration that relate civic integration to the backlash against multiculturalism in Europe, the thesis emphasize a reasoning in which the push for internal inclusion seems to be associated with excluding implications. The result presented here shows that there are connections between the extension of civic integration policies and reduced family and labour immigration between 2004 and 2011. The connection between the variables can however not be discerned from other integration requirements. The main concern is the lack of harmonized data, which obstructs the possibility to test for causality and to draw generalizing conclusions. However, the thesis reveals noteworthy correlations between the concepts, which contribute to the research field by connecting civic integration to immigration and by showing what implications civic integration policies may result in.

The recent rise of Western Europe's extreme populist Right (EPR) parties has been attributed to the EPR's mobilization of grievances over the issue of immigration (Ignazi 1991; Taggart 1996; Fennema 1997; Schain, 1998; Mudde 1999; Brubaker 2001; Ivarsflaten 2007). This study contributes to the literature on EPR's anti-immigrant rhetoric by examining whether different integration policies play a role in conditioning anti-immigrant rhetoric, and if so, what their role is in the formulation of such rhetoric. This thesis is comprised of two case studies: the French assimilation approach to immigrant integration and the rhetoric of Front National's leaders Jean-Marie and Marine Le Pen; and the Dutch multicultural approach to integration and the rhetoric of Dutch Party for Freedom's leader Geert Wilders. The main hypothesis is that each leader's anti-immigrant rhetoric incorporates the shortcomings of the integration approach adopted by their respective governments. Elements of the rejection of both assimilationism and multiculturalism are detected in the FN's and PVV's rhetoric, respectively, through a careful review of secondary and primary sources of language usage in Jean-Marie and Marine Le Pen's and Wilders' speeches, interviews, and media appearances.

Problems of immigrant integration and therefore, the issue of relevant policymaking have occupied the agenda both in the member states, and of the supranational institutions of the EU. This research aims to compare the immigrant integration policies of Germany and Sweden at the macro level, within the light of the emerging pertinent framework of the EU. The selection of these member states has been made on the grounds that they have developed their policies deriving from different theoretical models of immigration. The results obtained from the comparison will hopefully illuminate which model seems to be theoretically more competent in terms of policy development on the matter. Furthermore, fruitful insights can be drawn about the future direction of policy-making in the EU, taking into account the theoretical debate on immigrant integration.

This study has intended to demonstrate the effects of categorising climate change as a developmental issue rather than a security issue on the conflict in Darfur. This was achieved by studying the following research questions: (I) What is the role of climate change adaptation in developmental work in Darfur? (II) What is the role of climate change adaptation in security work in Darfur? (III) How is the work on climate change adaptation connected to the course of the conflict? These questions have been answered by collecting material relating to development and security in Darfur. This material was then analysed with the help of models by McGray et al., Barnett et al. and Matthews to identify the work that has been done with climate change adaptation in the two areas. This showed that the developmental work mainly focused locally on drivers of vulnerability and that the security work did not regard climate change up until 2016. The merely local approach by development work and the lacking attention to climate change in the missions caused a lacking national plan, a lacking disaster risk programme, no focus on land tenure rights, a wrong attitude towards conflict reconciliation, and an incomplete approach to vulnerability. These missing points of integration were all found to have negatively impacted peace consolidation, which has allowed for violent communal outbreaks to continue.

The question of integrating Muslim migrants in European cities has been, for decades, a political issue. The image of Muslim women, described as submissive and as a symbol of backwardness of Islam was the central argument around which right wing parties built the incompatibility of Islam with human rights and western values. Islam has however proven to be a tool for finding a common ground on the theme of human rights and it has also shown to be a great instrument for Muslim women to negotiate their rights with parents and community members. However, integration policies trying to create peaceful and intercultural communities in Europe are often blind to the effects of religious and cultural activities targeting women of Islamic background in building a bridge and common understanding of human rights. Agency, interpreted as the ability to make conscious decisions, can derive from different sets of values and ideologies. Scholars of intersectionality have criticized the western feminist perspective that agency is solely achieved through the rejection of cultural norms and have proven that in non-western cultures, such as in the case of Islamic culture, agency may be achieved through piety and the sense of belonging. The thesis codified the concept of agency based on four different scholarly interpretations of its meaning, one of which looks at agency through an intersectional lens and accepts religion and identity as recognized tools for agency. The discourse analysis in the research looks at the relations between the narrative focusing on the integration approach and integration frame, and that of gender, intersectionality and agency. In this way the findings can show a nexus between the way in which integration is framed at the local level and the kind of women empowerment programs offered through integration initiatives. Based on the findings of the Critical Frame Analysis of the available local policy documents on migrants’ integration and of the interviews conducted with a strategically selected number of program providers in the case studies of Brussels and Berlin, it is clear that policy makers not only ignore the many studies on Muslim women’s religiosity in Europe but do not respect the European Union legislation regarding gender mainstreaming. The thesis will show that despite the different narratives applied by policy makers in different European cities regarding migrants’ integration, a common pattern is that of a lacking gender perspective. Whether the predominant frame of their discourse is assimilationist or multicultural the gender perspective remains superficial and so are the guidelines for the work of NGOs and programs financed through these policies. Initiatives targeting women are never the focus of integration policies but are rather left to the local departments of Family Affairs or Equal Opportunities, de-gendering the concept of migrants’ integration and focusing on women solely in regard to strategic “gender” issues. From the results of the analysis it is clear that multicultural policies are more likely to finance bottom up initiatives of migrant women’s groups, but the lack of a clear gender perspective and limited funds may prevent a clear and effective support from the local institutions to identity based activities. The assimilationist approach, however, not only focuses on limiting identity based activities but purposely limits funding to gender activities. This is allegedly done to avoid further fragmentations in the building of “social cohesion” but it has a clear securitarian approach as it aims to prevent the segregation of Muslim women and the perpetration of traditional Muslim norms. The potential of a more gender approached and multicultural structure of integration policies and discourse could be the key to solving the issue of the alleged incompatibility between Islam and human rights.

In the 1990s, environmental concerns are receiving higher priority in the formulation of policies relating to the energy sector. At the same time, steps have been taken to liberalise some parts of the energy sector, notably electricity supply. As environmental policy is moving from a reactive to a more pro-active mode, it has been recognised that there is a need to integrate environmental concerns into all policies at an early stage. The main aim of this thesis is to assess whether this integration objective is being achieved by examining responses to the global warming issue and parallel agendas for the electricity sector in the European Community (EC). Criteria for integrated policy-making are defined in terms of both policy objectives and means to achieve them. These criteria are used to examine critically policy developments both at EC level and in three member states; Germany, the Netherlands and the United Kingdom, investigating policy developments as well as the activities of individual electricity companies. The study has involved interviews with over 50 policy-makers, electricity companies and other relevant actors. The thesis demonstrates that policy integration is a dynamic process. Clear progress has been made during the research period. Various structures and procedures have been set up in the countries studied to ensure environmental problems are given better consideration. Furthermore, governments are paying increasing attention to policy instruments, such as environmental taxes, which can achieve both environmental and economic objectives. However, environmental concerns have received little attention when major changes to the regulatory and institutional frameworks of the electricity sector have been undertaken. Liberalisation, which in some cases has been the main aim of these changes, is in environmental terms not negative per se. However, to ensure that the environmental effects of liberalisation are positive, an appropriate regulatory framework has to be set by governments.

In many developing countries, a significant proportion of the population relies on work in the informal sector as a source of income. Some scholars have posed the possibility of integrating the informal sector into the formal sector, in an effort to improve the lives and livelihoods of workers and the productivity of a country’s economy. This paper examines potential steps that could allow for such integration by focusing on a sub-sector of the informal sector that has already begun the process of integration: the informal waste management sector. This paper compares the cities of Buenos Aires, Argentina and Pune, India in an attempt to explore their processes of integrating the informal waste sector into the formal waste management process. By examining both scholarly works and primary government documents, this study demonstrates that both Buenos Aires and Pune have implemented a number of initiatives to develop laws and programs in order to integrate their informal waste management systems. Consequently, the municipal governments of these cities have been able to provide a more substantial livelihood for previously informal workers and have improved the sanitation of their cities. These findings imply that the governments of other cities with large informal waste sectors could utilize a similar framework to benefit both vulnerable populations and environmental practices.

Since 2015, especially after the syrian conflict, there has been an increasing number of refugees arriving in Denmark. following the refugee crisis, Danish governments series of policy reforms in oredr to minimise the effects of refugee crisis on Denmark. The research is motivated by the importance of the contemporary migration in this ever more globalising world. The study is aiming to answer how Danish immigration and integration policies problematise and politicise refugees and assylum-seekers as well as the solusions they present to solve the problem. In order to answer the question, the study uses the WPR approach by Bacchi to analyse the Denmark's Immigration and integration policies, through conducting a political discourse analysis on the selected policies from 2015 to 2019. The findings of the study indicates that refugees are prolematised, politicised and presented as both 'short-term' and 'long-term' threats to the Danish society, especially Denmarks 'ethnic and religous cohesion' as well as a threat to Denmark's national security. They are further represented as an undesirable from of immigrants who are seeking assylum in Denmark due to Denmark economic attractivness.

The purpose of this study was to investigate the processes of formulation and implementation of policies regarding the integration of disabled children in the mainstream schools of a Brazilian South-eastern State Capital. The investigation was carried out through a documentary analysis and through the application of a questionnaire and an interview to 25 head teachers of the primary State schools of VitOria. The intention was to identify gaps between what is mandated by laws or suggested by other relevant documents and what is actually reported as practice by the head teachers, and how integration was being interpreted and defined at the school level in that Capital. In doing so it was hoped that some of the problems in making integration policies would be identified and practical suggestions for their solutions would be likely to be provided. This master’s thesis deals with the cultural diversity policies of Denmark and Sweden within the cultural sector. It attempts at explaining why these two “most-similar” scandinavian countries having in common the same cultural model, “the architect model”, opted for different policies when it came to cultural diversity: Assimilationism for Denmark and multiculturalism for Sweden. I show that though institutional and power-interest factors had an impact, ideas as “programmatic beliefs” (Sheri E. Berman 2001) or “frames” (Erik Bleich 2003) played the ultimate role. I evaluate their relative importance by analyzing the anthropological dimension of the countries cultural policies since 1969. The study confirms that at least in the cultural sector, Danish policies have been assimilationist and Swedish ones multiculturalist and proposes a new classification of terms.By investigating immigrants cultures, it fills a gap left by previous researchers working on a common Nordic cultural model.

Abstract:
Sweden and Denmark are both welfare states sharing a unique bond and similarities. However, attitudes in integration policies are a world apart. Whilst Denmark has gained a reputation of having a strict and harsh immigration policy seeking to uphold cultural homogeneousness, Sweden proudly announces its welcoming stance on immigration embracing cultural diversity. This study offers an insight into problem representations in integration policies in Sweden and Denmark. Existing literature in this field is mainly concerned with post-integration policies leaving literature on problem representations that are more recent unexplored. This thesis seeks to fill that gap by describing the similarities, differences, and underlying assumptions in integration policies in the respective countries. By applying a ‘What’s the problem represented to be’ approach based on a Foucauldian discourse analysis, the findings of this study show significant differences in problem representations and underlying assumptions.

Abstract:
This thesis investigates immigrant integration policies paying special attention to the Spanish and Italian citizenship regimes. It hinges upon a multi-method design and its results take the shape of a three-article structure. The first article addresses similarities and differences among European countries’ integration policies and, by means of cluster analysis on MIPEX data, it identifies policy-models characterizing the current European scenario. Two shared-configurations are captured, cutting across the East/West cleavage. The Eastern configuration is more restrictive than the Western one, especially in traditional areas of integration. The second and third articles concentrate on the domain of citizenship and try to account for the puzzling continuity of nationality laws in Spain and in Italy by relying on the explanatory power of ideas. The Spanish case is treated in the second article whereas the third article compares such case to the Italian one. In both countries ideas prove to be crucial in driving the evolution of nationality laws; however according to distinct causal logic.
La presente tesis investiga las políticas de integración de los inmigrantes prestando especial atención a los regímenes de nacionalidad españolo e italiano; sigue un diseño de investigación “multhi-method” y sus resultados se estructuran en tres artículos. El primer artículo aborda similitudes y diferencias entre las políticas de integración de los países europeos y, mediante un cluster análisis con datos MIPEX, identifica los modelos de policy que marcan el escenario europeo actual. Dos macro-configuraciones son identificadas, a través de la división este/oeste. La configuración del este es más restrictiva de la del oeste, especialmente en las tradicionales áreas de integración. Los artículos segundo y tercero se centran en el área de la ciudadanía y tratan de dar cuenta de la enigmática continuidad de las leyes de nacionalidad en España y en Italia, confiando en el poder explicativo de las ideas. El segundo artículo trata el caso español, el tercero compara éste con el caso italiano. En ambos países los factores “ideacionales” se demuestran cruciales en influenciar la evolución de las leyes de nacionalidad; sin embargo, según distintas lógicas causales.

How do Toyota and Yokkaichi, two cities in Japan, respond to the difficulties faced by their Nikkeijin foreign residents and why do these cities respond differently despite sharing numerous characteristics? Are there key factors that influence different migrant incorporation strategies? How do these factors influence the ways that Brazilian-Nikkeijin might be viewed in each city? This thesis explores the ways that local organizations in Toyota and Yokkaichi assist their Brazilian Nikkeijin migrant populations and the factors that influence these strategies. I hypothesize that the domination of the Toyota Motor Corporation in Toyota and Yokkaichi's history of citizen mobilization significantly affect the ways in which these two cities approach migrant incorporation. I also hypothesize that trends in the types of consultation sought by Brazilian Nikkeijin in the two cities will share seasonal patterns. I test these hypotheses through interviews conducted in 2015 with representatives from local organizations in Toyota and Yokkaichi and through the information in the websites of these organizations. My findings support the hypotheses that the dominance of the Toyota Motor Corporation in Toyota and the unique characteristics of Yokkaichi's citizens, grounded in citizen mobilization experiences, influences the different approaches each city takes in responding to Brazilian needs. However, they do not indicate visible seasonal patterns on the types of consultation services sought by Nikkeijin. Previous literature frames the challenges Nikkeijin face in Japanese society and how local governments respond to those challenges in the larger picture of ethnicity and ethnically-based state policies. The thesis contributes to discussions of return migration policies aimed at the integration of foreign residents and the patterns of ethnic negotiation and re-negotiation by co-ethnics when faced with problems as a result of unfulfilled cultural expectations.

This dissertation study the destabilizing impact of fiscal policies in presence of a balanced-budget rule in the model of dynamic macroeconomics. In Swaziland, maize is important for food security, yet its production is low and the country has not achieved self-sufficiency. Swaziland has had a shortfall in domestic maize production since independence. About 80 percent of the rural population never has enough maize for consumption. The National Maize Corporation (NMC) was established as a self-sufficiency mechanism in 1985. The NMC is the only white maize importer and is also responsible for the stabilisation of domestic prices. The organisation has endeavoured to stabilise Swaziland's maize prices, though they are still high by regional comparisons. This study seeks to investigate the relationship between Swaziland and South African white maize prices in the presence of maize marketing and pricing policy, as implemented by the NMC. The maize marketing policy controls flow of maize imports and exports in Swaziland, while the pricing policy controls the domestic white maize prices. The current pricing relationship between the two countries was compared with a scenario where marketing and pricing policies in Swaziland are absent. This was done in order to gauge the effect that these policies have on the integration of Swaziland into the regional maize market and ultimately how Swaziland maize prices are affected by price transmission process in the presence and absence of these policies. The study used secondary data from the NMC, the Ministry of Agriculture, and journals. Monthly data from 2000 to 2014 are used and econometric time series techniques are applied. The study hypothesised that there is a long-run relationship between Swaziland and South African maize prices, given the current market structure. It also hypothesised the short-run dynamics correct deviations from the long run in a fast and efficient manner. Lastly, it is hypothesised that current policies are not hampering marketing integration or impeding regional price signals to flow through to Swaziland maize markets. The results confirm the presence of a long-run price relationship between the above-mentioned markets. In the presence of the current maize marketing and pricing policy, the error correction term corrected or adjusted the disequilibrium, from long-run equilibrium levels, at a speed of 3.8 per cent per period, indicating relatively slow correction. This could serve as evidence of inefficient integration between the two markets and an indication of weak arbitrage process. Weak arbitrage, in turn, has definite welfare implications in that it leads to inefficient allocation of resources. In comparison to the other scenario, there is a slight difference: when analysing the relationship between import parity and Swaziland domestic prices without policy measures, short-run and long-run relationship between markets are also confirmed. Here the error correction term, however corrected the disequilibrium of the system at a speed of 4.7 percent per period. This shows a slight improvement of efficiency when policies are eliminated. This study could be useful to policy makers in that it imparts knowledge on how world price signals are transmitted to their domestic markets. Understanding the price dynamics could, therefore, facilitate policy formulation related to price and marketing in the white maize industry. The findings of this study could ultimately also inform the self-sufficiency versus food affordability debate.

In particular, it is intended to assess the role of fare and pricing policies together with modal reorganization strategies in improving public transport, and increasing its ridership.
