Full textOne of the greatest difficulties of the FMS (flexible manufacturing system) planning and scheduling problem is the control of the dynamic operations of the system during real-time. Scheduling at this level usually follows either a predictive schedule calculated before the beginning of production or reactive decisions made during real-time. Both schedules are important as they prepare operators to plan ahead and to react to random events. The challenge in our research is to exploit the inherent flexibility of FMS to obtain these schedule. Predictive schedule is obtained based on some assumptions of operation data; the difficulty is therefore getting a good estimate of these data. Reactive scheduling has to provide a solution with very tight time constraint. The general idea of our research is to find the principles and tools to improve both predictive and reactive scheduling together with machine learning. We begin our research by reducing the complexity of the problem breaking it into many resource allocation problems, corresponding to each of the decision-making locations in the FMS. Next, intelligent agents are trained by supervised learning, with examples provided by simulation. Every agent is able to decide individually, without the assistance of other agents. Although each agent is "myopic", being limited to its own local scheduling problem, they are able to propose a feasible solution in a distributed processing environment. The main focus of our research is to investigate the group behavior of these agents. When they come together, they will face adaptation, conflict resolution, competition and other "social" problems. Each agent will be judged according to the effectiveness of its contribution to the global production objective. Using these performance feedback, each agent can improve its performance, through reinforcement learning, as a team member. A case study is used to illustrate our approach

Full textIf globalization is not a novelty, the third millennium one has a worldwide challenge for peace keeping and stability around, after two World Wars embodied in the XXth century. The interdependence between nations has never so much been revealed, for the political and economical disturbance of breeding insecurity underlies dire poverty. The research project deals with a current topic concerning the majority of mankind, namely poverty control targeted at the Third-World underdevelopment. The research objective aims at designing conceptual tools crafted for helping with the complex management of development aid. To this endeavour, cooperative programs are scrutinized through Economic Intelligence (EI) with the cross section of management and communication sciences. Via interdisciplinary process, molecular biology allows investigation to proceed towards Development Intelligence (DI), applicable to the North South systemic relationship among recursive forces. The double helix operating pattern by pair shows the information flow through S-C-P analysis around developed and developing countries, regarding distribution of productive resources. Information management is no longer at stake; DI holds management by information on its ground to tackle sustainable underdevelopment. Based on corporate EI, it fits into International and Local Development schemes as International and Local Development Intelligence (ILDI)

Full textThis thesis takes hold of the development of the public policies evaluation, coming back to the eighties urban policies in France, to question the contemporary urban engineering. Its guideline is to question how evaluation investigations perceive urban reality, and if evaluation development generates the opportunity to understand urban reality better than usual urban administrative engineering ? After the analysis of how the evaluation comes to the urban policies and what it figures or inaugurates, this work is fed on analysis of contemporary and old productions. It allows to approach the co produced characteristic of an evaluation thinking, and also its arise and its sources. This study is supplemented by a socio-institutional analysis of contemporary evaluation legal space. It also profiles that evaluation punctiliously constitutes a politico-administrative space which produces some interesting knowledge about urban phenomenon. But evaluation also appears like a reinsurance space of urban policies, because of a lack of widening of the democratic spectrum that its project contains and also a confinement in a professional represented and so technical world. The development of evaluation risks to make the urbanistic world to be withdraw onto itself, rather than to be opened, but with the feeling however to make better understanding of urban areas and communities realities
